本稿は、大学教職員の留学プログラム開発への動機とその開発過程に関する研究知見の補完を目的とする。具体的には、大学生と留学先国との間に立って留学プログラムを開発する大学教職員の動機を研究対象にした場合、どのような分析枠組みが有用であるか模索する。その中で、センスメイキングの視点に着目し、その可能性を検討する。まず、日本の大学の国際化と日本人大学生の留学の現状を概観し、近年大学が留学プログラム開発に関与していることを指摘する。次に、先行研究として、大学生個人の留学動機研究、留学支援政策研究、そして、大学教職員の国際教育活動に関する動機研究をまとめる。さらに、これら先行研究から大学生、留学先国、そして大学教職員の3者が留学のアクターとして関わる際は、二者間の分析枠組みであるプッシュ・プル要因論は機能しにくいことを指摘する。その上でセンスメイキングの視点を活用した分析枠組みの可能性を検討する。, This paper aims to supplement research knowledge on the motivations and development process of university academics and administrators in creating study abroad programs. Specifically, this paper explores what analytical framework would be useful for the study of university academics and administrators who develop study abroad programs. This paper examines the potential for the perspective of sensemaking in improving the development process. First, the current status of the internationalization of Japanese universities and study abroad programs for Japanese university students will be outlined, as universities have become actively involved in study abroad program development in recent years. Next, the author summarizes previous studies on the motivations of individual university students to study abroad, study abroad support policies, and university academics and administrators' motivations for international education activities. Furthermore, based on these previous studies, the author points out that the push-pull factor theory, which is a bilateral analytical framework, does not work well when three parties (university students, host country, and university) are involved in study abroad. In the end, the possibility of an analytical framework that utilizes a sensemaking perspective will be discussed.

Historically, the movement of university students' study abroad has tended to be from developing countries to English-speaking developed countries. However, a new trend of studying in non-English-speaking and developing countries has gradually emerged. Accordingly, in Japan, universities have set up study abroad programs for sending their students to ASEAN countries. In this paper, the author has conducted a case study of selected universities to investigate factors that would influence the decision to establish study abroad programs in ASEAN countries. University faculty members and administrators participated in semi-structured interviews about what prompted them to establish such strategies and programs for dispatching students to ASEAN countries. Data indicates that the expansion of such programs are the result of "having a network of alumni", "highly frequent use of English", "affinity for both Japan and ASEAN among stakeholders", "geographical proximity" and "modest costs compared to the existing programs." 2013年に採択された博士課程教育リーディングプログラム複合領域型（多文化共生社会）「ウェルビーイング in アジア」の実現のための女性リーダー育成プログラムにおいて，筆者らは2018年にはじめてミャンマーでの海外実地研修を展開した。本稿では今後ミャンマーでの海外研修を企画する方にむけたヒントの提供を目的として，研修とその構築過程を回顧的に記述した。ミャンマーを専門としない教員による海外実地研修を成立させる上では，特に大学内外のリソースや現地の縁故を最大限有効利用すること，ミャンマー人の文化的背景に精通した仲介者の支援を得て展開することが肝要であるとむすんだ。

日本企業が新規市場開拓や安価な労働力を求め，東南アジア諸国（主にASEAN 諸国）に進出し始めている。それに呼応して，日本政府の大型補助金事業を通して，大学が国地域との国際教育交流を促進し，人材育成を試行錯誤で実施している。その一方で，日本人の海外留学者数は減少し続けている。東南アジア諸国への高い人材需要と海外留学者数減少の２つの現状の狭間で，大学生が東南アジア諸国への海外留学（以下，「東南アジア留学」）に対してどのように認識を持っているかはあまり知られていない。本報告では，名古屋大学学部生（以下，「名大生」）（56人）へのアンケート調査に基づいて，海外留学に興味がある名大生が東南アジア留学についてどのような態度や意見を持っているのかをまとめ，報告する。アンケート調査の結果，名大生には「東南アジアにおける英語使用への複雑な態度」と「東南アジアに精通する必要性の認識の低さ」があることがわかった。これに対して，World Englishes（世界英語）の概念や東南アジア諸国の経済・人口成長等のデータを提示することで，学生の現在の態度を改善していける可能性を示した。
