The article analyzes ethno-cultural, national, and social changes in the structure of the population of the Crimea in the second half of the 20th century and their influence on the ethnopolitical situation of the peninsula. This is the only region in modern independent Ukraine with the prevalence of ethnic Russians. Besides, they are first or second generation residents unlike mentally Ukrainized Russians in the Black Sea region or Donbas. The incorporation of the Crimea into Ukraine produced a positive effect on its socioeconomic and cultural development. As the All-Union population census of 1959 showed, the population of the peninsula grew to 1,201.5 thousand against 589 thousand people in 1945. Over the next 30 years, this number reached 2,430.5 thousand. The process of mass return of the Crimean Tatars, intensified in 1987, led to their significant quantitative increase on the peninsula, substantially changing the ethnic structure of the region. Crimean Tatars (12.1 %), Belarusians (1.5 %), Tatars (0.5 %). Among main determinants of the sociodemographic situation in the Crimea during the years of Ukraine’s independence, it is worth mentioning the mosaic structure of the ethnic composition of the peninsula population with the unconditional demographic dominance of Russians; the re-emigration processes (the return of Crimean Tatars, Armenians, Bulgarians, Greeks); the controversial nature of the Ukrainian-Russian relations.

Дослідження зорієнтоване на визначення національних пріоритетів ціннісного наповнення сучасних освітніх практик в умовах гуманітарних викликів та загроз. Одним із головних завдань освітньої політики має стати формування в учнів та молоді національних суспільно-державних цінностей як ідейного підґрунтя української ідентичності.За концептуальну основу до такого підходу варто взяти українознавство як систему наукового знання про Україну, українців, українськість, що розглядаються через практичний досвід культуротворення і спільнотного єднання. У сучасній системі освіти українознавство постає як інтегрований самостійний освітній предмет, що теоретично інтерпретує ідею українськості в різних галузях наукових знань й у різних навчальних дисциплінах – історії, літературі, етнопсихології, мові, географії тощо, та освітній напрям, який покликаний відповідати на сьогоденні гуманітарні та соціокультурні виклики, помножуючи науковий арсенал україноцентричних знань.Актуалізується увага на сучасних методологічних підходах до викладання курсу «Українознавство» в закладах освіти України та за кордоном, а також залучення молоді до науково-пошукових українознавчих досліджень як важливого чинника реалізації компетентнісного підходу в умовах реалізації концепції Нової української школи.Врахування національних ціннісно-смислових домінант у розробці законодавчих документів в освітньому середовищі спрямоване на формування патріотизму та утвердження загальнолюдських культурних цінностей українського народу, в основу якої покладено ідеї зміцнення української державності як консолідуючого чинника розвитку суспільства.Формування національно-культурних ідентитетів підростаючого покоління потребує міждисциплінарного українознавчого підходу, в умовах якого громадянство особи має неодмінно співдіяти з її культуротворчими засадами. Відтак у державі така особа представлятиметься не лише як громадянин, а й культуротворець. Тоді виникатиме усвідомлення держави як злагодженої дієвої системи врівноважувань творчих та суспільних (громадянських) взаємин., The research is focused on determining national priorities of axiological contents of modern educational practices in terms of humanitarian challenges and threats. One of the main tasks of the educational policy must consist in the formation of national state and social values for students and youth as an ideological basis of Ukrainian identity. Ukrainian studies must be taken as conceptual foundations for such an approach, as a system of scientific knowledge about Ukraine, Ukrainians, Ukrainian culture and mentality, which are considered through the practical experience of cultural creation and community. In the modern system of education, Ukrainian studies appear as an integrated independent educational subject that theoretically interprets the idea of Ukrainian culture and mentality in various fields of scholarly knowledge and various disciplines: history, literature, ethnopsychology, language, geography, etc., and as an educational direction, aimed to meet modern humanitarian and sociocultural challenges, multiplying the scholarly arsenal of Ukrainian-centric knowledge. The article draws attention to modern methodological approaches toward teaching the course in Ukrainian Studies at educational institutions of Ukraine and abroad, as well as involving young people in the Ukrainian studies research as an important factor in applying the competency approach in terms of implementing the concept of the New Ukrainian School. Consideration of national axiological and semantic dominants in the development of legislative documents for the educational environment is aimed at forming patriotism and establishing universal cultural values of the Ukrainian people, based on the idea of strengthening Ukrainian statehood as a consolidating factor in the society. Thus, the formation of national and cultural identities of the younger generation requires an interdisciplinary Ukrainian studies approach, in which a person’s citizenship must necessarily cooperate with its culture-forming principles. Therefore, such a person will be represented in the state not only as a citizen but also as a cultural creator. Thus, the state will be considered as a coordinated and effective system of balancing creative and social (civil) relations.

The article presents an analysis of ethnopolitical challenges in the national security system of Ukraine, which had led to the annexation of the peninsula, and also defines political and legal mechanisms for providing ethnopolitical security for conserving territorial integrity and sovereignty of Ukraine in the struggle for de-occupation and reintegration of Crimea. It is determined that since the 1990s, scientists focused their attention on ethnopolitical destabilizing factors in the Autonomous Republic of Crimea, in particular the constant support by Russia of the Russian community of the peninsula; lobbying the idea of the “Russian World” and “genuinely Russian Crimea”; the insufficient support by Ukraine of the Ukrainian and Crimean Tatar communities, who could have opposed separatist threats. Thus, Russian ethnocultural environment did not only avoid scaling back in the years since the Soviet era but also dominated in the ethnopolitical space of Crimea. In turn, after returning to the territory, Crimean Tatars, unsatisfied with such a situation, demanded from the Ukrainian state the full vindication of their rights, including ethnocultural and property ones. Ethnocultural problems of the peninsula’s Ukrainian community were constantly ignored on the part of the authorities as in Crimea so in the official Kyiv, which contributed to the partial assimilation of the Ukrainians. To some extent, the demands of the ethnically politicized Russian majority in the peninsula were balanced by the growing ethnocultural and ethnopolitical demands of the Crimean Tatar minorities. Thus, it was possible to keep the peninsula ethnopolitically stable for many years by suspending the ethnopolitical conflict between the key ethnic communities. The article considers the problem of determining the legal status of Crimean Tatar people as the indigenous people of Ukraine in the context of the state ethnonational policy of Ukraine. It studies the contemporary state of the legal framework as for the regulation of the Crimean Tatar question and the legal status of the AR of Crimea., У статті зроблено аналіз етнополітичних викликів в системі національної безпеки України, що призвели до анексії півострова, політико-правові механізми забезпечення етнополітичної безпеки щодо збереження територіальної цілісності й суверенітету України в боротьбі за деокупацію та реінтеграцію Криму. З’ясовано, що, починаючи з 90-х років ХХ ст., науковці акцентували увагу на етнополітичних дестабілізаційних факторах в Автономній Республіці Крим, зокрема, на постійну підтримку Росією російської громади півострова, лобіювання ідеї «руського мира» та «исконно русcкого Крыма» і недостатню підтримку Україною української та кримськотатарської громад, які здатні були б протистояти сепаратистським загрозам. Тому російське етнокультурне середовище не лише фактично не зазнало згортання з часів радянської епохи, але й було домінуючим в етнополітичному просторі Криму. В свою чергу після повернення на територію півострова кримські татари, незадоволені такою ситуацією, вимагали від української держави повної реабілітації своїх прав, у тому числі етнокультурних та майнових. Етнокультурні проблеми української громади півострова постійно ігнорувались з боку владних структур як Криму, так і офіційного Києва, що сприяло частковій асиміляції українців. Певною мірою вимоги етнічно політизованої російської більшості на півострові були збалансовані зростаючими етнокультурними та етнополітичними вимогами кримськотатарської меншини. Саме тому протягом багатьох років незалежності вдалося зберегти етнополітичну стабільність на півострові, перенісши етнополітичний конфлікт між основними етнічними громадами в латентний стан.Розглядається проблема визначення правового статусу кримськотатарського народу як корінного народу України в контексті державної етнонаціональної політики України. Досліджено сучасний стан законодавчої бази щодо регулювання кримськотатарського питання та правового статусу АР Крим.

The study considers specifics of change in the identity system of internally displaced persons (hereafter – IDPs) in the process of their sociocultural integration and adaptation in new territorial communities. As a result of the military and political conflict caused by the armed aggression of the Russian Federation, Ukraine has been facing the problem of mass internal migration since 2014. The investigation of differences in values, sociocultural attitudes and expectations of hosting communities in regard to IDPs (and vice versa, those of IDPs in regard to hosting communities) is important, as these attitudes and expectations significantly influence sociocultural and overall communal atmosphere. The knowledge of sociocultural moods and expectations of these social subjects serves as a scientific ground for the support of well-balanced relations between IDPs and hosting communities, including prevention of conflicts related to the discrimination of forced migrants. Adaptation of IDPs to the life in new communities depends on the realism of their expectations: both high and low, they negatively influence the process of adjusting to another cultural environment.The sufficient level of satisfying social, educational, and cultural needs is an important factor in adaptation of IDPs to their new places of residence. This is especially indicated by school enrollment and psychological assistance provided to families with children. Most forced internal migrants state that employment constitutes for them the key problem, sometimes even greater than that of accommodation and social protection. Thus, an account for changes in the identity system of the public and social life of the territorial community is crucial for overcoming the problem of integration and adaptation of IDPs to their new living conditions, preventing conflicts, increasing the level of communication, and, in a larger sense, facilitating national unity and reconciliation., У дослідженні розглядаються особливості змін у системі ідентичностей внут­рішньо переміщених осіб (далі – ВПО) у процесі соціокультурної інтеграції та адаптації в нові територіальні громади. Внаслідок військово-політичного конфлікту, спричиненого збройною агресією Російської Федерації, починаючи з 2014 р., Україна зіткнулася з проблемою масової внутрішньої вимушеної міграції населення. Дослідження ціннісних розбіжностей та соціокультурних настроїв і очікувань приймаючих громад щодо ВПО (і, навпаки, ВПО щодо приймаючих громад) є важливим через те, що саме ці настрої та очікування значно впливають на соціокультурну та загальну суспільну атмосферу в громаді. Знання соціокультурних настроїв і очікувань цих соціальних суб’єктів виступає науковим підґрунтям підтримки гармонійних відносин між ВПО і приймаючими громадами, у тому числі шляхом запобігання конфліктів, пов’язаних із дискримінацією вимушених переселенців. Адаптація ВПО до життя у нових громадах залежить від реалізму очікувань: і завищені, і занижені очікування негативно впливають на процес адаптації в іншому культурному сере­довищі.Важливим чинником адаптації ВПО в нових місцях проживання є рівень забезпеченості освітньо-культурних та соціальних потреб. Одним із важливих показників є влаштування в заклади освіти та психологічна допомога родинам з дітьми. Більшість вимушених внутрішніх мігрантів зазначають, що найактуальнішою проблемою для них, іноді навіть більше, ніж житло і соціальний захист, є працевлаштування. Таким чином, врахування змін у системі ідентичності в процесі громадсько-суспільного життя територіальної громади має вирішальне значення для подолання проблем інтеграції та адаптації ВПО в нових умовах проживання, запобігання конфліктів, підвищення рівня комунікування, а також, у більш загальному сенсі, сприятиме національній єдності та примиренню.
