A small, but growing, body of literature examines how corporate tax policy affects foreign firm location decisions in the United States. Yet, existing studies have not investigated how taxing choices interact in different state institutional characteristics, particularly a degree of fiscal independence of a local government in a state. The large literature on fiscal decentralization suggests that taxing and spending powers delegated to subnational governments correlate positively with growth, due to enhanced economic development at the local level. Based on this argument, the level of fiscal decentralization within a state should moderate the impact of state corporate tax policy on foreign direct investment inflows. This research empirically assesses the moderating impact of the level of fiscal decentralization on foreign direct investment (FDI) inflows in the 50 American states by source country between 1977 and 2006. The empirically derived results suggest that a higher degree of fiscal decentralization in states offsets the negative impact of a corporate tax on FDI. [ABSTRACT FROM AUTHOR]

The article explores the history of Texas that was part of Mexico from 1821 through 1836, when it became a republic. It mentions that between 1824 and 1836, 11 men served as president of Mexico and their actions had a big impact on the future of the state including Guadalupe Victoria, Vincente Guerrero, and Jose M. Bocanegra.

Compared to other groups of color, Asian Americans and their perspectives have rarely been given attention in curriculum studies. This article seeks to address the gap in the literature. It uses AsianCrit, a branch of critical race theory, as a theoretical lens to analyze and explicate common patterns across various states’ scripting of Asian American experience in their U.S. history standards. Informed by AsianCrit, the article describes and troubles invisibility and consequent messages about Asian Americans and their experience in the story of the United States told from state U.S. history standards. The study suggests the benefit of AsianCrit as a theoretical, methodological tool to read and disrupt racism embedded in curriculum scripting of U.S. history. The study also adds a new knowledge to the long-held scholarship on inclusion and representation of historically marginalized groups in official school knowledge. [ABSTRACT FROM PUBLISHER]

After years of struggle, we no longer require property ownership, employ poll taxes, or force citizens to take literary tests to vote. The franchise is now also open to women, African Americans, and other groups that were previously disenfranchised. However, our states still prevent citizens from voting if they fail to meet a durational residency requirement. The states also impose lengthy durational residency requirements on candidates seeking public office. This Article examines the history of America's durational residency requirements. It looks at the debates of the framers at the Constitutional Convention, at how state durational residency requirements were broadened in response to migration in the 1800s, and at how durational residency requirements were narrowed by the federal government and the Supreme Court in the 1970s. The result left a system in which durational residency requirements impact voters and candidates differently, and in which these requirements differ at the state and federal levels. In most states, durational residency requirements for voters have been substantially curtailed, while they remain on the books for candidates. To show how this impacts politics, this Article examines several high-profile durational residency contests. It also probes whether these requirements may ever be justified in American democracy. The Mid-Atlantic region of the United States, from its very inception, attracted visionaries, exiles, pacifists, and warriors--often united only by their suspicion of an overly assertive government. Over the course of the past four centuries, the Mid-Atlantic engendered melting-pot politics and a spirit of private initiative--allowing for partnerships with government when necessary. The middle of the Eastern Seaboard ultimately influenced the political culture of the middle of America--helping to bind the North together during the Civil War, laying the foundation for the New Deal, and continuing to influence national elections through the twenty-first century. This paper traces the history of mortgage law in the United States. I explore the history of foreclosure procedures, redemption periods, restrictions on deficiency judgments, and foreclosure moratoria. The historical record shows that the most enduring aspects of mortgage law stem from case law rather than statute. In particular, the ability of creditors to foreclose nonjudicially is determined very early in states' histories, usually before the Civil War, and usually in case law. In contrast, the aspects of mortgage law developed through statute change more frequently. This finding calls into question whether common law is inherently more flexible than the civil-law system used in some other countries. However, case law tends to be less responsive to populist pressures than statutes. My findings suggest that the reason common law favors financial development is unlikely to be its greater flexibility relative to law made by statute. [ABSTRACT FROM AUTHOR]

Malpractice reforms tend to reduce physicians' liability for harming patients. Because these reforms are passed at the state level, the costs of harming patients vary widely by geographic location. In this paper, I test whether malpractice reforms affect where physicians choose to practice and whether physicians who relocate in response to reforms are particularly prone to commit malpractice. Because a state's own reforms cannot separately distinguish moral hazard from adverse selection, and because those reforms are likely to have direct effects on measures of malpractice via the legal market, I focus attention on neighboring states' reforms. I find that when a state's neighbor passes a cap on noneconomic damages, both the physician-to-population ratio and the malpractice rate fall. This suggests that physicians who relocate in response to noneconomic damages caps are more likely to commit malpractice. [ABSTRACT FROM AUTHOR]

The relationship between U.S. political parties and the autonomy of U.S. states is discussed. The role that the U.S. Constitution plays in the autonomy of state governments is also discussed.

In this article, the author offers a brief historical background of northwestern Oklahoma. Topics discussed include the Louisiana Purchase of 1803, the acres of land in Oklahoma that was given to Cherokees through a treaty, and the visit made by author Washington Irving in the state in 1832. Also mentioned are the Civil War, the prevalence of cowboys in the state, and the discovery of coal in the state.

The last region on Earth settled by humans during prehistory was East Polynesia. Hawaiian oral histories mention voyaging from Hawaii to Tahiti and back via the Tuamotus, an open ocean journey of several thousands of kilometers. The trace element and isotope chemistries of a stone adze recovered from the Tuamotu Archipelago are unlike those of sources in central Polynesia but are similar to the Kaho'olawe Island hawaiite, in the Hawaiian Islands, supporting the oral histories. Other adzes collected from the low coral islands of the northwest Tuamotus have sources in the Marquesas, Austral and Society Islands, and the Pitcairn Group, confirming that trade was widespread within East Polynesia. The authors present a commentary in response to professor Noeleen McIlvenna's review of their book "New Voyages to Carolina: Reinterpreting North Carolina History," published in the April 2020 issue. Topics discussed include the acknowledgment of the significant contributions of scholars to narratives about North Carolina history, the publications used as reference for the book, and the recognition given to notable events in the history of the state.

The article describes the role played by African Americans in the life and history of the state of Idaho, for the past several years. Drawing on data found in census, newspaper articles, letters and other works of history, the article narrates the beginnings of African American presence in Idaho, as a small group of people who were often victims of oppression and culminates with a strong 5,456 strong population who are proud of their contributions to the state.

The article discusses the women's suffrage in the U.S. from the late 1770s through the passing of the 19th Amendment to the U.S. Constitution in 1919, including suffragists' protest marches. An overview of U.S. state policies on women's suffrage, including New Jersey's allowing of women to vote in 1790 and taking away their suffrage rights in 1807, is provided. An overview of the U.S. Congress' actions on women's suffrage is also provided.

The article reports on the support of family and consumer science professionals to the Women's History Project of the local government in Nevada. The aim of the project is to recognize the roles and contributions of women in the state's history. The project has decided to designate Sarah Winnemucca, an educator and a believer in the brotherhood of mankind, to be the state's second statue. The project was made possible through the voluntary contributions of different organizations such as the Daughters of the American Revolution and Girl Scout Troops.

The article discusses the history of Nevada's becoming a U.S. state from the Territory of Nevada from 1859 through 1864, with a particular focus on the relationship between the Nevada state motto "Battle Born" and the Nevada's involvement in the U.S. Civil War. The relationship between Nevada's becoming a U.S. state and the U.S. President Abraham Lincoln's 1864 re-election, is discussed.

The article describes the condition of United States public finance and money in 1780. The decision of Congress in the 1770s to continue issuing paper money without taxing the citizens was considered as the cause of the decline of American money in the 1780s. In early 1780, the paper dollar was worth only two cents. Congress had to get provisions from the states through supplies of pork, flour, rice and other crops.
