Urban temperatures are generally higher in cities than in their non-urbanized surroundings, both during day and night. This phenomenon, known as the Urban Heat Island effect, represents a hazard, as it exacerbates heat-related illnesses and mortality. Its intensity can be estimated from remote sensing retrievals of Land Surface Temperature (LST), and in such conditions it is usually referred to as Surface Urban Heat Island (SUHI). Past global studies analyzed this phenomenon in terms of urban and/or annual/seasonal means, but the impact on human health depend on short-term heat stress experienced locally. On the other hand, local studies are often performed on time-limited and not always representative empirical cases, employ different types of measurements and methodologies, making them difficult to intercompare. Moreover, they cover extensively a few developed areas, such as Northern America, Europe and Eastern Asia, leading to a knowledge gap with respect to less studied regions.To fill this gap, here we developed a high resolution (1 km) dataset of observations of day and night SUHI based on 18 years of MODIS Aqua imagery, which offers an unprecedented insight into the short-time and short-range behavior of the Urban Heat Island. Our results show that 3-day SUHI extremes are on average more than twice as high as the warm-season median SUHI, with local exceedances up to 10 K, and with hotspots of intense heat and relatively cooler areas are clearly observable within the same city. Furthermore, over this period, SUHI extremes have increased more rapidly than warm-season medians, and averaged worldwide are now 1.04 K or 31% higher compared to 2003. This can be linked with increasing urbanization, more frequent heatwaves, and greening of the earth, processes that are all expected to continue in the coming decades.These data provide clear evidence of the importance of high space-time resolution in studying the Urban Heat Island and the threat it poses. They can be used in a range of applications, from the day-by-day assessment of urban heat, to the calibration of models of the urban climate (Mentaschi et al., 2022). Here we develop a global long-term high-resolution dataset of daytime SUHI, offering an insight into the space–time variability of the urban–rural temperature differences which is unprecedented at global scale. Our results show that across urban areas worldwide over the period 2003–2020, 3-day SUHI extremes are on average more than twice as high as the warm-season median SUHI, with local exceedances up to 10 K. Over this period, SUHI extremes have increased more rapidly than warm-season medians, and averaged worldwide are now 1.04 K or 31% higher compared to 2003. This can be linked with increasing urbanisation, more frequent heatwaves, and greening of the earth, processes that are all expected to continue in the coming decades. Within many cities there are hotspots where extreme SUHI intensity is 10–15 K higher compared to relatively cooler city parts. Given the limited human adaptability to heat stress, our results advocate for mitigation strategies targeted at reducing SUHI extremes in the most vulnerable and exposed city neighbourhoods.

The assessment of ecosystem services (ES) in urban areas can be an important policy instrument for both strategic directives at national and regional levels and concrete actions at municipality level. A unifying underpinning framework that combines different administrative levels through a common, consistent basis would greatly facilitate the mainstreaming of such an instrument. Three key concepts underpin this framework: urban ecosystems, nature-based solutions (NBS), and ES. First, NBS are acknowledged as the ecological assets that in the urban context can provide ES, meant as complex processes made possible through the existence of natural and seminatural systems at various scales. Second, the classification of urban ecosystems needs to be consistent with the treatment of urban areas in ecosystem accounting and with NBS levels of intervention and primary objectives. Third, by serving societal challenges, it is important to clearly frame the strategic drivers of change: whether it concerns management practices of current land use or radical conversions in land use. Finally, once such a framework will be in place, it can facilitate sustainability assessment in urban ecosystems by quantifying the presence of NBS, whose creation/maintenance assure the delivery of ES. The purpose of this chapter is to theoretically frame an ES-based approach, but this is only a first step. Many more steps are required on to concretely put this framework in practice at different administrative levels, such as strategic planning and policy setting (at national level), and urban, peri-urban, and coastal development (at municipal level).

Understanding uncertainties and risks can be considered to be the main motivation behind environmental scenario studies to assess potential economic, environmental, social or technical developments and their expected consequences for society and environment. The scenario study presented in this paper was designed to contribute to the question of how natural capital and ecosystem services may evolve in Europe under different socio-environmental conditions. The study was conducted as part of OpenNESS, an on-going EU FP7 research project. We present the iterative participatory scenario process, the storylines and drivers, examples for regional applications, as well as initial feedback from stakeholders. In a participatory iterative approach four scenarios were developed for the period to 2050, involving regional and EU-level users and stakeholders. Subsequently, scenarios were successfully contextualised and applied in regional place-based studies under widely differing socio-environmental conditions. Regional teams used different approaches to adapt storylines and drivers to the regional contexts. In an internal evaluation process among regional stakeholders some participants expressed concerns about the scenario method. Suggestions are made how to overcome these limitations. However, most participants approved the scenario method, especially in terms of provoking discussions, and confirmed the usefulness and applicability of the approach.

The implementation of a Green Infrastructure (GI) involves several actors and governance scales that need adequate knowledge support. The multifunctionality of GI entails the implementation of a cross-scale approach, which combines assessments conducted at different levels and active stakeholder engagement. This paper provides a methodology to implement a cross-scale approach to support the deployment of a Regional GI. The methodology was tested in Lombardy Region (north-west of Italy), considering three relevant territorial scales and relative strategic and planning policies. The continental level representing the overall policy-context; the regional level, with its key role for guaranteeing landscape coherence and connectivity and the local level where planning actions are effectively designed and implemented. The EU Biodiversity Strategy for 2030 and the EU GI strategy were used as references for the continental level; at the regional level, a proposal of Regional GI was evaluated focusing on two Provinces (Varese and Lecco), three regional parks (Ticino, Adda Nord and Campo dei Fiori). At the local scale, the new development plan of the Municipality of Cassano d'Adda (Milan metropolitan area) was evaluated considering different possible scenarios. The regional GI was evaluated with respect to the capacity to provide Cultural Ecosystem Services (CES). CES were mapped using the ESTIMAP-recreation model. The model was adapted to the regional and local level with the active engagement of local stakeholders. Additionally, census data were analysed to obtain an overview of the equitable distribution of the CES amongst inhabitants. Results show that, in 78% of the census blocks of the study area, inhabitants have a high-value recreation resource within 4 km (31% within 4 km and 47% within 300 m). Unmet demand characterises 22% of the census blocks in the study area, clustered in zones with a high population density. The regional GI covers almost completely the two Provinces and the regional parks. In Varese Province: 68% of the territory is included in the regional GI, 82% of the census blocks local demand for recreation opportunities is met, but the population density is higher where the demand is unmet. The Province is characterised by a relatively old population (share of people older than 65 years 23.4%). In Lecco Province, 80% of the territory is included in the regional GI, in 96% of the blocks the local demand is met and the local population is relatively old (share of elderly population 22.12%). The three regional parks present significant differences, strongly influenced by the territorial context. The Campo dei Fiori Park is almost completely included in the regional GI. The entire local population has nature-based recreation opportunities in their close vicinity. Nevertheless, the population density is very low and citizens are relatively old. The majority of the Parco Adda Nord is included in the regional GI providing recreation opportunities to 90% of the census blocks within the Park boundaries. A total of 70% of Ticino Park is included in the regional GI, where local residents are relatively old (share of elderly population 23.78%) and 90% of local census blocks are close to nature-based opportunities. At local scale, we explored how the approach can be used to estimate changes in the CES potential provision and how this can be integrated into a site management plan. This paper demonstrated that the combination of studies in a cross-scale perspective enhances the understanding of GI multifunctionality. It provides a framework to adapt CES mapping models to the local setting with active stakeholders engagement. Moreover, it demonstrates that also highly urbanised areas, such as the Lombardy Region in Italy, can play a role in the deployment of a continental GI and can support biodiversity and nature protection.

Investing in the deployment of Green Infrastructure (GI) can provide many different environmental, societal and economic benefits. High-quality, biodiversity-rich blue-green areas increase land sustainability and help to solve many challenges, such as air pollution, noise, climate change impacts, heat waves, floods and public health concerns. In order to design and manage an efficient GI, there is a need for consistent multi-scale and inter-sectorial GI-related policies. During the last six years, the Commission developed and implemented a set of initiatives to sustain the deployment of multi-scale GI. This chapter provides an overview of the most recent documents and initiatives released in the framework of EU biodiversity strategy to 2020, the EU Strategy on Green Infrastructure and the Action plan for nature, people and the economy.

The Urban Heat Island (UHI) effect is one of the most harmful environmental hazards for urban dwellers. Climate change is expected to increase the intensity of the UHI effect. In this context, the implementation of Urban Green Infrastructure (UGI) can partially reduce UHI intensity, promoting a resilient urban environment and contributing to climate change adaptation and mitigation. In order to achieve this result, there is a need to systematically integrate UGI into urban planning and legislation, but this process is subject to the availability of widely applicable, easily accessible and quantitative evidence. To offer a big picture of urban heat intensity and opportunities to mitigate high temperatures, we developed a model that reports the Ecosystem Service (ES) of microclimate regulation of UGI in 601 European cities. The model simulates the temperature difference between a baseline and a no-vegetation scenario, extrapolating the role of UGI in mitigating UHI in different urban contexts. Finally, a practical, quantitative indicator that can be applied by policymakers and city administrations has been elaborated, allowing to estimate the amount of urban vegetation that is needed to cool summer temperatures by a certain degree. UGI is found to cool European cities by 1.07 °C on average, and up to 2.9 °C, but in order to achieve a 1 °C drop in urban temperatures, a tree cover of at least 16% is required. The microclimate regulation ES is mostly dependent on the amount of vegetation inside a city and by transpiration and canopy evaporation. Furthermore, in almost 40% of the countries, more than half of the residing population does not benefit from the microclimate regulation service provided by urban vegetation. Widespread implementation of UGI, in particular in arid regions and cities with insufficient tree cover, is key to ensure healthy urban living conditions for citizens.

Nature-based solutions have emerged as a concept for integrating ecosystem-based approaches whilst addressing multiple sustainable development goals. However, implementing nature-based solutions is inherently complex and requires consideration of a range of environmental and socio-economic conditions that may impact on their effectiveness. This research assesses ecosystem services within the Valletta urban agglomeration, Malta, and evaluates the implications arising from existing distributional patterns. Proxy-based indicators and expert knowledge were used to map and assess a set of 14 ecosystem services. Proximity and correlation analyses were used to assess distributional inequalities arising from differentiated availability of ecosystem types with high ecosystem service capacities for groups with different socio-economic characteristics. Data relating to schooling, employment, sickness, disability, and old age, were combined to identify areas of relative advantage and disadvantage. The highest ecosystem service capacities were in the urban fringes and the lowest in dense urban cores. Private gardens and urban trees had the highest regulating ecosystem service capacities per unit area. Contrastingly, public gardens had low effectiveness for regulating ecosystem services but the highest cultural ecosystem service capacities. Availability of urban green infrastructure and tree cover differ according to socio-economic advantage, and disadvantaged communities generally had reduced proximity to ecosystems with high ecosystem service capacities. Considering these findings, we argue that urban ecosystem service assessments can support greening strategies by identifying the most effective nature-based solutions that can play a redistributive role by addressing existing inequalities in green infrastructure and ecosystem services capacities distribution in cities.

Natural capital accounting aims to measure changes in the stock of natural assets (i.e., soil, air, water and all living things) and to integrate the value of ecosystem services into accounting systems that will contribute to better ecosystems management. This study develops ecosystem services accounts at the European Union level, using nature-based recreation as a case study and following the current international accounting framework: System of Environmental-Economic Accounting – Experimental Ecosystem Accounting (SEEA EEA). We adapt and integrate different biophysical and socio-economic models, illustrating the workflow necessary for ecosystem services accounts: from a biophysical assessment of nature-based recreation to an economic valuation and compilation of the accounting tables. The biophysical assessment of nature-based recreation is based on spatially explicit models for assessing different components of ecosystem services: potential, demand and actual flow. Deriving maps of ecosystem service potential and demand is a key step in quantifying the actual flow of the service used, which is determined by the spatial relationship (i.e., proximity in the case of nature-based recreation) between service potential and demand. The nature-based recreation accounts for 2012 show an actual flow of 40 million potential visits to ‘high-quality areas for daily recreation’, with a total value of EUR 50 billion. This constitutes an important contribution of ecosystems to people's lives that has increased by 26% since 2000. Practical examples of ecosystem services accounts, as shown in this study, are required to derive recommendations and further develop the conceptual and methodological framework proposed by the SEEA EEA. This paper highlights the importance of using spatially explicit models for ecosystem services accounts. Mapping the different components of ecosystem services allows proper identification of the drivers of changes in the actual service flow derived from ecosystems, socio-economic systems and/or their spatial relationship. This will contribute to achieving one of the main goals of ecosystem accounts, namely measuring changes in natural capital, but it will also support decision-making that targets the enhancement of ecosystems, their services and the benefits they provide.

New European Union level scenarios have been developed in the FP7 project OpenNESS to fill a thematic gap in existing broad-scale environmental scenarios to assess the uncertainties and risks of different drivers of change for natural capital and ecosystem service provision. The scenarios are aiming at applicability for science and policy-making at different scales, including the European level and regional and local scales. The scenarios are going beyond the Millennium Ecosystem Assessment scenarios, making broader assumptions in covering different types of ecosystem services, and different pathways of ecosystem services provision, including risks of ecosystem service losses. The main research question is addressing uncertainties and risks related to land-use change, exemplified via impacts on a provisioning and a regulating service. The approach is based on participatory scenario development and integrated modelling with the CLIMSAVE modelling framework. Four scenarios were developed (WealthBeing, UnitedWeStand, EcoCentre, RuralRevival). Simulations of the combinations of driving forces caused land-use changes up to +65% for forest, or −37% for grassland, both in UnitedWeStand. The most extreme changes highlighted here for scenario UnitedWeStand can mainly be attributed to the highest increase in irrigation efficiency (+58%) and crop yields (+50%), an almost constant human population in Europe (+1%), moderate increases in meat demands (+10%) and increasing food imports (+10%). In terms of ecosystem services provision, no clear winners and losers could be identified in the four scenarios, but rather different mixes of trade-offs and synergies. Thus, drivers within Europe as well as trade with land-intensive commodities and the policies steering them contribute to lower or increased pressures and risks of ecosystem services loss, e.g., on agricultural land in Europe and the countries of trading partners.

The widely reported impacts of climate change on ecosystems and biodiversity pose a threat also to the supply of ecosystem services. Ecosystem services (ES) arise when ecological structures or functions contribute toward meeting a human demand. Global change is impacting biodiversity and ecosystems properties and is therefore likely to affect the supply of ES and, consequently, human well-being. Assessing the possible bio-physical impacts of the ongoing and future changes in climate is relevant for designing mitigation and adaptation policies. Yet undergoing a comprehensive climate impact assessment continues to be a demanding research challenge due to the large knowledge gaps, for instance on impact areas such as the consequences on ecosystem services. Here we present a preliminary assessment of the changes in ES supply as a function of projected changes in climate and land use / land cover (LULC). The assessment is carried out for the mainland of the 28 Member States (MS) of the European Union (EU-28). The focus of the analysis is on regulating ecosystem services, which are directly dependent on the proper functioning of ecosystems, they are not traded on markets so that their contribution to human well-being is more difficult to assess. We present an assessment of changes in ES supply for three regulating services: air quality regulation, soil erosion control, and water flow regulation. The assessment was carried out under the IPCC SRES A1B climate change scenario. Changes were expressed as a positive or negative percentage variation, relative to the present situation. Land conversion was found to have a much stronger impact on ES provision than climate change. When considering both climate change and LULC change the expected variation ranged between -100% and +100%. These results are explained by the key role that LULC plays in the delivery of regulating ES. The sensitivity of ES to climate change is smaller than that to LULC change, with variations ranging at the most between -27% and +27%. However, these changes are the most relevant to assess, for instance, potential economic impacts of climate change on the provision of ES. There are clearly major challenges to address within the area of climate-change impacts, yet the scale of global change requires prompt actions to mitigate or adapt to the new conditions. This work, therefore, represents perforce a preliminary spatially explicit assessment. Further research is needed not only to expand the analysis to other ES, but also to incorporate processes and scaling properties of the systems considered as they become available, and to account for spatial dependencies.

Identifying, promoting and preserving a strategically planned green infrastructure (GI) network can provide ecological, economic and social benefits. It has also become a priority for the planning and decision-making process in sectors such as conservation, (land) resource efficiency, agriculture, forestry or urban development. In this paper we propose a methodology that can be used to identify and map GI elements at landscape level based on the notions of ecological connectivity, multi-functionality of ecosystems and maximisation of benefits both for humans and for natural conservation. Our approach implies, first, the quantification and mapping of the natural capacity to deliver ecosystem services and, secondly, the identification of core habitats and wildlife corridors for biota. All this information is integrated and finally classified in a two-level GI network. The methodology is replicable and flexible (it can be tailored to the objectives and priorities of the practitioners); and it can be used at different spatial scales for research, planning or policy implementation. The method is applied in a continental scale analysis covering the EU-27 territory, taking into account the delivery of eight regulating and maintenance ecosystem services and the requirements of large mammals’ populations. The best performing areas for ecosystem services and/or natural habitat provision cover 23% of Europe and are classified as the core GI network. Another 16% of the study area with relatively good ecological performance is classified as the subsidiary GI network. There are large differences in the coverage of the GI network among countries ranging from 73% of the territory in Estonia to 6% in Cyprus. A potential application of these results is the implementation of the EU Biodiversity Strategy, assuming that the core GI network might be crucial to maintain biodiversity and natural capital and, thus, should be conserved; while the subsidiary network could be restored to increase both the ecological and social resilience. This kind of GI analysis could be also included in the negotiations of the European Regional Development Funds or the Rural Development Programmes.

Here, we report the practitioners’ perspectives on the practical implementation of the ES concept in 27 case studies. A standardised anonymous survey (n = 246), was used, focusing on the science-practice interaction process, perceived impact and expected use of the case study assessments. Operationalisation of the concept was shown to achieve a gradual change in practices: 13% of the case studies reported a change in action (e.g. management or policy change), and a further 40% anticipated that a change would result from the work. To a large extent the impact was attributed to a well conducted science-practice interaction process (>70%). The main reported advantages of the concept included: increased concept awareness and communication; enhanced participation and collaboration; production of comprehensive science-based knowledge; and production of spatially referenced knowledge for input to planning (91% indicated they had acquired new knowledge). The limitations were mostly case-specific and centred on methodology, data, and challenges with result implementation. The survey highlighted the crucial role of communication, participation and collaboration across different stakeholders, to implement the ES concept and enhance the democratisation of nature and landscape planning. A range of methods are available for assessing ecosystem services. Methods differ in their aims; from mapping and modelling the supply and demand of ecosystem services to appraising their economic and non-economic importance through valuation techniques. Comprehensive guidance for the selection of appropriate ecosystem service assessment methods that address the requirements of different decision-making contexts is lacking. This paper tackles this gap using the experience from 27 case studies which applied different biophysical, socio-cultural and monetary valuation methods to operationalise the ecosystem service concept towards sustainable land, water and urban management. A survey of the reasons why the case study teams selected particular methods revealed that stakeholder-oriented reasons, such as stakeholder participation, inclusion of local knowledge and ease of communication, and decision-oriented reasons, such as the purpose of the case study and the ecosystem services at stake, were key considerations in selecting a method. Pragmatic reasons such as available data, resources and expertise were also important factors. This information was used to develop a set of linked decision trees, which aim to provide guidance to researchers and practitioners in choosing ecosystem service assessment methods that are suitable for their context.

Nature-based recreation is among the most relevant ecosystem services supplied by urban green infrastructure, affecting citizens&rsquo, physical and mental wellbeing. Providing adequate green spaces for nature-based recreation is among the main goals of urban planning, but commonly-used indicators offer a partial view on the issue. Innovative methods and approaches, such as the ESTIMAP-recreation model, appear as promising ways to increase the quality of information available for decision-makers by considering both the range of green spaces that provide the service and the locally-specific demand. The article presents an application of the ESTIMAP-recreation model to the city of Trento (Italy), aimed at testing its adaptation to the local context and the potential improvements brought to urban planning. The comparison of the results with traditional indicators based on the availability and accessibility to urban parks shows significant differences in terms of priority of intervention across the city, with implications on planning decisions. The application demonstrates that innovative methods can enhance the understanding of nature-based recreation in cities beyond the focus on urban parks, revealing a wide portfolio of actions that planners can put in place to promote nature-based recreation through a multifunctional green infrastructure.

Highlights • A structured protocol for adapting a spatial ecosystem service model to local contexts is proposed. • Decision context, the final users and uses of maps should drive the way the spatial ecosystem service models are structured. • Simply increasing spatial resolution is not sufficient to increase legitimacy and the ultimate utility of maps. • The type and level of stakeholders’ involvement is a determinant of spatial model usefulness., Ecosystem service (ES) spatial modelling is a key component of the integrated assessments designed to support policies and management practices aiming at environmental sustainability. ESTIMAP (“Ecosystem Service Mapping Tool”) is a collection of spatially explicit models, originally developed to support policies at a European scale. We based our analysis on 10 case studies, and 3 ES models. Each case study applied at least one model at a local scale. We analyzed the applications with respect to: the adaptation process; the “precision differential” which we define as the variation generated in the model between the degree of spatial variation within the spatial distribution of ES and what the model captures; the stakeholders’ opinions on the usefulness of models. We propose a protocol for adapting ESTIMAP to the local conditions. We present the precision differential as a means of assessing how the type of model and level of model adaptation generate variation among model outputs. We then present the opinion of stakeholders; that in general considered the approach useful for stimulating discussion and supporting communication. Major constraints identified were the lack of spatial data with sufficient level of detail, and the level of expertise needed to set up and compute the models.

Green infrastructure (GI), a network of nature, semi-natural areas and green space, delivers essential ecosystem services which underpin human well-being and quality of life. Maintaining ecosystem services through the development of GI is therefore increasingly recognized by policies as a strategy to cope with potentially changing conditions in the future. This paper assessed how current trends of land-use change have an impact on the aggregated provision of eight ecosystem services at the regional scale of the European Union, measured by the Total Ecosystem Services Index (TESI8). Moreover, the paper reports how further implementation of GI across Europe can help maintain ecosystem services at baseline levels. Current demographic, economic and agricultural trends, which affect land use, were derived from the so called Reference Scenario. This scenario is established by the European Commission to assess the impact of energy and climate policy up to 2050. Under the Reference Scenario, economic growth, coupled with the total population, stimulates increasing urban and industrial expansion. TESI8 is expected to decrease across Europe between 0 and 5 % by 2020 and between 10 and 15 % by 2050 relative to the base year 2010. Based on regression analysis, we estimated that every additional percent increase of the proportion of artificial land needs to be compensated with an increase of 2.2 % of land that qualifies as green infrastructure in order to maintain ecosystem services at 2010 levels.

1. The Convention on Biological Diversity (CBD) and the European Union have set a target of restoring 15% of degraded ecosystems by 2020 with the aim of conserving biodiversity and enhancing the supply of ecosystem services. This target must be implemented alongside other similar targets aimed at reducing the number of threatened habitat and species as assessed under the Birds and Habitats directives. However, there are several uncertainties associated with achieving these targets including the benefits of restoring biodiversity and ecosystem services, the contribution required from member states, and the effect of different restoration scenarios on target achievement. 2. In this study we evaluate options that exist for meeting an EU-wide 15% restoration target while conserving habitats and species and enhancing ecosystem services. We explored the effects of different restoration scenarios on the percentage of threatened habitat and species secured. Lastly, we explored the effects of including financial cost into the prioritization procedure. 3. Focusing restoration efforts on habitats with unfavorable conservation status in the reporting of the Habitats Directive provides the largest benefit for species and ecosystem services. If the restoration target is set at 10% for habitat and species with unfavourable conservation status, and at 2% for all ecosystem services, about 18% of EU ecosystems should be restored to meet these targets. 4. When the targets is set at 15% of habitat and species and 3% of all ecosystem services, results showed that France hosts the highest percentage of identified priority areas (13%) followed by Spain and Finland with about 11% and Sweden with 9%. However these numbers change when financial cost is included alongside with other criteria, with France containing 34% of all areas identified. 5. Synthesis and applications: These results suggest that to achieve the highest benefits, funding for restoration should be directed towards habitats with unfavourable conservation status rather than to species. Some countries have more of such threatened habitats than others coupled with lower restoration cost thus offering better opportunities for such restoration work and in meeting the 15% restoration target at the EU level., JRC.H.1-Water Resources

In recent years a consistent number of studies carried out at different spatial scales have proposed options for mapping and integrated assessment of ecosystem services. Examples of cross-scale assessments are limited and open questions remain on the extent to which general assessments are able to capture local phenomena. This study aims at investigating what the relation is between ecosystem services analysis carried out at different spatial scales, and to what extent approaches based on input data at different resolution can be reconciled. In particular, the challenges and limitations involved in attempting holistic assessments of ecosystem services at the level of a management unit in the UK were investigated using two sets of ecosystem service indicators: (i) identified by local land managers and (ii) derived from EU-based spatially explicit data coupled with process-based models. The difference in the ecosystem services estimated for 11 sites of the Environmental Change Network (ECN) by the two methodologies was compared using (i) total ecosystem service index (TESI), (ii) regression analysis of comparable ecosystem service indicators, and (iii) multivariate techniques to determine site comparability. The comparative analysis revealed robust grouping of sites by both methods coupled with weak correlation between the different ecosystem service indicators assessed. This study indicated that both methods characterised the general landscapes in a similar way, but total ecosystem service index was critically dependent on indicators selected.

Summary Kotiaho & Moilanen (2015) highlighted what they call a conceptual flaw in our study (Egoh et al. 2014) and some operational flaws. Here, we respond to these. According to Kotiaho & Moilanen (2015), the conceptual flaw is that we supposedly neglect both the magnitude of degradation and the magnitude of improvement of the ecosystem condition expected due to restoration in the original paper (Egoh et al. 2014). However, we took magnitude of degradation into account in the paper (Egoh et al. 2014) by not including areas with habitats and species in favourable conservation status and also excluding artificial surfaces such as urban areas. We argue that the operational flaws, the authors cite (specifically with respect to the inclusion of restoration cost), were taken out of context and the calculations on the effective area requiring restoration within a grid cell were not well understood by the authors. In the original paper (Egoh et al. 2014), restoration cost was only included in one analysis to investigate the effects of including different criteria on the area selected. Also, each grid cell selected contained only areas defined as restorable in our analysis. Synthesis and applications. The points raised by Kotiaho & Moilanen (2015) are surely relevant and pertinent to the general discussion on restoration efforts, but when applied to our study, these points are out of context. Areas identified for restoration should consider magnitude of degradation as in our study. However, the inclusion of cost should be carefully considered; in our case, we used a proxy for cost only to understand the implication of including many criteria in identifying priority areas.

Pollination is a key ecosystem service as many crops but in particular, fruits and vegetables are partially dependent on pollinating insects to produce food for human consumption. Here we assessed how pollination services are delivered at the European scale. We used this assessment to estimate the relative contribution of wild pollinators to crop production. We developed an index of relative pollination potential, which is defined as the relative potential or relative capacity of ecosystems to support crop pollination. The model for relative pollination potential is based on the assumption that different habitats, but in particular forest edges, grasslands rich in flowers and riparian areas, offer suitable sites for wild pollinator insects. Using data of the foraging range of wild bees with short flight distances, we linked relative pollination potential to regional statistics of crop production. At aggregated EU level, the absence of insect pollination would result in a reduction of between 25% and 32% of the total production of crops which are partially dependent on insect pollination, depending on the data source used for the assessment. This production deficit decreases to 2.5% if only the relative pollination potential of a single guild of pollinators is considered. A strength of our approach is the spatially-explicit link between land cover based relative pollination potential and crop yield which enables a general assessment of the benefits that are derived from pollination services in Europe while providing insight where pollination gaps in the landscape occur.

Yet, marine ecosystem services are usually overlooked due to the challenges in identifying and quantifying them. This paper proposes the application of several biophysical and ecosystem modelling approaches to assess spatially and temporally the sustainable use and supply of selected marine ecosystem services. Such services include food provision, water purification, coastal protection, lifecycle maintenance and recreation, focusing on the Mediterranean region. Overall, our study found a higher number of decreasing than increasing trends in the natural capacity of the ecosystems to provide marine and coastal services, while in contrast the opposite was observed to be true for the realised flow of services to humans. Such a study paves the way towards an effective support for Blue Growth and the European maritime policies, although little attention is paid to the quantification of marine ecosystem services in this context. In this study, we present the development of an analytical framework which ensures that consistent approaches are used throughout the EU. It is framed by a broad set of key policy questions and structured around a conceptual framework that links human societies and their well-being with the environment. Next, this framework is tested through four thematic pilot studies, including stakeholders and experts working at different scales and governance levels, which contributed indicators to assess the state of ecosystem services. Indicators were scored according to different criteria and assorted per ecosystem type and ecosystem services using the common international classification of ecosystem services (CICES) as typology. We concluded that there is potential to develop a first EU wide ecosystem assessment on the basis of existing data if they are combined in a creative way. Mainstreaming ecosystem services into policy and decision making is dependent on the availability of spatially explicit information on the state and trends of ecosystems and their services. In particular, the EU Biodiversity Strategy to 2020 addresses the need to account for ecosystem services through biophysical mapping and valuation. This paper reviews current mapping methods, identifies current knowledge gaps and provides the elements for a methodological framework for mapping and assessing ecosystems and their services at European scale. Current mapping methodologies go beyond purely land cover based assessments and include the use of primary data of ecosystem services, the use of functional traits to map ecosystem services and the development of models and ecological production functions. Additional research is needed to cover marine ecosystems and to include the resilience of ecosystems to environmental change in spatially explicit assessments. The ecosystem services cascade which connects ecosystems to human wellbeing is argued to provide a suitable, stepwise framework for mapping ecosystem services in order to support EU policies in a more effective way. We demonstrate the use of this framework for mapping using the water purification service as case.

Efforts to conserve biodiversity in the European Union are strongly directed towards the protection of habitats and species through the designation of protected areas under the Habitats Directive. Biodiversity is essential to the supply of ecosystem services so conservation efforts towards biodiversity have also the potential to deliver benefits for people (Naidoo et al. 2008). However, this potential is poorly explored across Europe (Harrison et al. 2010). Recently, the conservation status of Europe’s protected habitats protected under the Habitats Directive was systematically assessed across 25 Member States and for 7 terrestrial and 4 marine bio-geographical regions (European Commission 2009). Here we demonstrate that terrestrial habitats in a favourable conservation status are predicted to provide more biodiversity and ecosystem services than habitats in an unfavourable conservation status. We mapped biodiversity across Europe using three proxies: Mean Species Abundance (MSA), a biodiversity indicator used in regional and global assessments (Alkemade 2009), forest tree species diversity and the relative area of protected sites that constitute the Natura 2000 network. Furthermore, our results show a positive, saturating spatial relationship between Mean Species Abundance (MSA), and Total Ecosystem Service Value (TESV), corresponding to the sum of 10 standardized proxies for the spatial distribution of ecosystem services across Europe. We present evidence that this relationship is the result of spatial tradeoffs between ecosystem services where MSA relates positively to regulating services delivered by forests and wetlands but negatively to crop and livestock production capacity provided by agro-ecosystems. Our findings demonstrate that a conservation approach to biodiversity is expected to result in synergies with an ecosystem based approach to support the provision of ecosystem services. This study aimed to identify services-related and area-based measures together with socio-demographic factors that could improve diagnosis-related groups in explaining length of stay variability in general hospital psychiatric units in Veneto Region (North East of Italy). Data were collected from the regional hospital discharge records database. A hierarchical multiple regression model with only diagnosis-related groups as predictors of actual and ln-transformed length of stay was compared with a second model in which patient-, service- and area-level variables were included. Local health district was used as group-level in the hierarchical multiple regression analysis. The only diagnosis explains 6.4% of actual length of stay total variance (14.8% for ln-transformation). In the second model length of stay resulted related also to gender, age, severity of hospitalization, patient’s local health district, number of psychiatrists, psychologists, hospital attendants/nurses, social workers and educators in the general hospital psychiatric units, number of outpatients in each local health district and percentages of divorced and single people, with almost a 2% point increase on actual length of stay in explained variance (5% point increase for ln-transformation). For the first time the hospital discharge card regional survey of all public acute inpatient psychiatric facilities in Veneto Region were used. The innovative aspect of this study was the attempt to investigate the relationship between length of stay and other indexes, characterizing not only the inpatient facilities, but also the resident population structure in each area. The information about factors that influence length of stay can be useful to inform service planning and resource allocation.

Ecosystem services (ES) mapping make the benefits of nature spatially explicit. The different methods used for ES mapping limit the comparability of outcomes and call for a more consistent but flexible approach. We present a four step tiered approach for ES mapping supporting scholars to select the adequate combination of variables: First, the user, researcher or policy maker defines the goal of the ES assessment. Second, a meta-analysis of relevant ES mapping studies is conducted to identify key variables for mapping the selected ES. Third, the identified variables are attributed to the different levels of the multitier framework according to the level at which they best answer the policy or research question. Finally, appropriate methods for mapping the ES are selected based on the reviewed studies. We illustrate the approach for recreational services at three different tiers. Main advantages of the tiered approach are that (i) it can be adapted to other ES, (ii) it supports the efforts toward a standardized ES assessment, (iii) it provides information about relevant variables to be considered in long term monitoring at different scales, (iv) it supports sustainable resource management as it ensures the inclusion of information relevant to decision makers at different levels., Ecosystem Services, 13, ISSN:2212-0416

Patches of semi-natural vegetation, encompassing both woody vegetation and grassland, located within larger areas of agricultural land, are acknowledged to play an important role in biodiversity conservation and ecosystem service supply. In spite of its relevance, semi-natural vegetation in agricultural land (SENAGRI) has never been mapped at the EU spatial extent. To recover from this information lack, the original contribution of this paper is twofold. First, it delivers the first 1 km resolution continuous map of abundance of SENAGRI features at the EU scale. Second, it provides an EU region-based assessment of the correlation between the SENAGRI map and existing maps of ecosystem service supplies. The proposed mapping system adopts a convergence-of-evidence approach, whose inputs are multi-resolution geospatial information/data sources, like the 25 m resolution satellite Image 2000/Image 2006 mosaics, to be mapped by the fully automatic Spectral Rule-based preliminary Classifier (SRC), and several ancillary classification maps, like the 1 ha-resolution CORINE Land Cover (CLC) 2006 map and the 25 m resolution European Forest 2006 map. Validation of the SENAGRI output map with the Land Use and land Cover Area frame Sampling (LUCAS) 2006 reference data set reveals that the SENAGRI map accuracy is superior to those of the individual classification maps adopted as input. A region-specific analysis at the EU scale shows that: (i) correlation between SENAGRI abundance and regulating ecosystem services is significant (R2 = 0.67) and (ii) almost no correlation is found between SENAGRI abundance and provisioning ecosystem services. Finally, agricultural land in EU regions is parameterized by SENAGRI abundance, provisioning and regulating ecosystem services supply data. These EU region-specific values reveal that, within the Common Agricultural Policy (CAP), a portfolio of agro-environmental schemes is recommended to ensure agro-ecosystem sustainability, in compliance with the EU Strategy for Biodiversity to 2020 and the targets of the CAP post-2013., JRC.H.4-Monitoring Agricultural Resources

The publication of the EU Biodiversity Strategy to 2020 requires a substantial effort in terms of operationalizing the ecosystem service concept. Target 2 of the Strategy in fact advocates that ecosystems and their services have to be “maintained and enhanced” in the current decade. This necessitates the development of methods to map and assess ecosystem services at regional and Country level, which is recognized under Action 5 of the strategy. Research on ecosystem services mapping and valuing has boosted in recent years, nevertheless compared to other groups (provisioning, regulating) cultural ecosystem services are not yet fully integrated into operational frameworks. One reason is the transdisciplinarity which is required to address the issue: by their own definition cultural services (which encompass physical, intellectual, spiritual interactions with biota) need to be analysed from multiple perspectives (i.e. ecological, social, behavioural). A second reason is most likely the lack of data for large-scale assessments, being direct surveys a main source of information. Among cultural ecosystem services, assessment of outdoor recreation can be based on a large pool of literature developed mostly in social and medical science, and landscape and ecology studies. This paper presents a methodology to include recreation in the conceptual framework for EU wide ecosystem assessments (Maes et al., 2013), which couples existing approaches for recreation management at Country level with behavioural data derived from surveys and literature, and population distribution analysis. The result is a frame that can be applied to quantify the capacity of outdoor recreation as ecosystem service to citizens in the EU, and describe through Country profiles differences in provision, as input to land planning processes., JRC.H.4-Monitoring Agricultural Resources

Mapping and assessment of ecosystem services is essential to provide scientific support to global and EU biodiversity policy. Coastal protection has been mostly analysed in the frame of coastal vulnerability studies or in local, habitat-specific assessments. This paper provides a conceptual and methodological approach to assess coastal protection as an ecosystem service at different spatial-temporal scales, and applies it to the entire EU coastal zone. The assessment of coastal protection incorporates 13 biophysical and socio-economic variables from both terrestrial and marine datasets. Those variables define three indicators: coastal protection capacity, coastal exposure and human demand for protection. A questionnaire filled by coastal researchers helped assigning ranks to categorical parameters and weights to the individual variables. The three indicators are then framed into the ecosystem services cascade model to estimate how coastal ecosystems provide protection, in particular describing the service function, flow and benefit. The results are comparative and aim to support integrated land and marine spatial planning. The main drivers of change for the provision of the coastal protection service come from the widespread anthropogenic pressures in the European coastal zone, for which a short quantitative analysis is provided., JRC.H.1-Water Resources

The aim of this study was to assess how the caseload and the utilisation of community-based mental health services is influenced by distance and to socioeconomic characteristics. Spatial and statistical analyses were conducted with a sample of 12,347 patients, with ICD-10 psychiatric diagnosis, who had at least one contact with psychiatric services in Verona, Italy, between 2000 and 2006. Three types of mental health facility were considered: acute inpatient wards, outpatient clinics, and community mental health centres (CMHC). To measure distance and accessibility, the locations of static mental health facilities and patients’ homes were geocoded. Data were organised in a spatial database, which included census blocks, catchment areas locations, road network graphs, patients’ and facilities’ locations. In order to calculate travel distances, patients’ and facilities’ locations were connected to the road network. Accessibility was modelled by using the Network Analyst Service Area Function and 13 Service Areas were created around all facility locations, by measuring distances along the street network. For the epidemiological analyses, patients and census block centroids were linked to the service areas by using spatial join techniques. Epidemiological and utilisation analyses were performed for each type of setting. The facilities were not equally located in the catchment areas. Of particular significance, rural areas appear to be poorly served by mental health services. The distance decay effect exists, with different trends for the three types of facility. The caseload (number of patients using services) decreased with increasing distance; at a distance of 10 km, there was a decrease of 80, 60 and 85%, respectively, for CMHCs, inpatients wards and outpatients clinics. There are two main topics that stem from these debates: defining concepts such as quality of life, environmental quality, and sustainability; and developing methods and approaches to assess the quality of a living environment. These issues have been synthesized well by Irene Van Kamp (2003, 2004), who remarked on the need for a conceptual multidisciplinary and shared framework for approaching environmental quality and quality of life issues. She also pointed out the strong link between conceptual frameworks and assessment tools. Here we focus on assessing the quality of public urban greening as a service for the population, since it is considered an important resource for maintaining the quality of the urban environment. We approach this issue in the same way as Pacione (2001, 2003), who stated that quality of life is the result of complex interactions between spatial, structural, and social factors. On the whole, it is recognized that the achievement of a high quality of life is correlated with the satisfaction of human needs, these being primary (food, housing, health, education) and secondary (recreation, higher education). Meeting these needs is strongly linked to social, economic, and cultural contexts, but, at the same time, it is recognized that the availability of public services is a key aspect of living quality, and that it is important to establish methods for evaluating the extent to which services can supply people’s needs (Pacione, 2001; van Kamp, 2003). Pacione (2001) proposed the concept of “collective consumption” (coined by Castells in 1979) for indicating the provision of an adequate supply of services to a person. Collective consumption refers to all of the goods and services that are free or not part of the market economy and that are provided for the community. Public services are crucial elements of a complex society. They provide strategic means of achieving social solidarity and fundamental human rights, because they are concerned with the social and geographic redistribution of provisions, without focusing on the monetary market. They are, in our opinion, essential for exercising citizenship and democratic rights. Dwelling places, education, health care, public transportation, culture, and recreational facilities are all common benefits and, when provided as community services, they represent a guarantee of shared projects and experiences. 20 Modeling the Social Benefits of Urban Parks for Users
