Zusammenfassung Der Wandel zu einer „bio-basierten“ Wirtschaft, wie er in nationalen und internationalen Biookonomie-Strategien propagiert wird, kann nur mit tiefgreifenden Veranderungen landwirtschaftlicher Systeme zur Steigerung der Agrarproduktion einhergehen. Besonders in Landern des Globalen Sudens gingen solche Prozesse jedoch meist mit unbeabsichtigten – oder in Kauf genommenen – negativen Konsequenzen wie Umweltdegradation oder die Verscharfung gesellschaftlicher Ungleichheiten einher. Dennoch finden die Kenntnisse uber die Risiken bisheriger landwirtschaftlicher Interventionen kaum in politischen Biookonomie-Strategien Berucksichtigung, die auf wirtschaftlich-technische Losungen einer „nachhaltigen“ Intensivierung durch agrartechnologische Innovationen auf der einen, und eine Ausweitung von Produktionsflachen auf der anderen Seite setzen. Wie diese Produktionssteigerungen okologisch und sozial nachhaltig gestaltet werden sollen, bleibt unklar, und bisherige Erfahrungen mit derartigen Interventionen lassen eher das Gegenteil befurchten. Anhand von zwei historischen Beispielen – der Grunen Revolution im Punjab Pakistans und der Neulandkampagne in Kasachstan – skizziert der Beitrag die vielschichtigen sozialen und okologischen Folgen bisheriger, grosangelegter landwirtschaftlicher Interventionen zur Produktionssteigerung und geht der Frage nach, inwiefern diese Erfahrungen (besser) in Biookonomie-Strategien Berucksichtigung finden (konnen). Kritische Reflektion sollte dabei vor allem die Rolle institutioneller Pfadabhangigkeiten in der Gestaltung aktueller und zukunftiger Entwicklungen erfahren. Wie bisherige Erfahrungen im Landwirtschaftssektor deutlich machen, mussen Biookonomie-Strategien ihren geforderten systemischen Ansatz ernst nehmen – was impliziert, dass technologie- und produktivitatsorientierte Ziele stets sozialen und okologischen Zielen untergeordnet werden mussen. Agricultural Intensification Processes from a Social-Ecological Perspective Abstract The “transformation” to a bio-based economy as propagated in international and national bioeconomy strategies implies profound changes in agricultural systems to increase production. In countries of the Global South, however, such processes have usually been accompanied by unintended – or deliberately accepted – negative consequences, such as environmental degradation or a widening of social inequalities. Yet, existing knowledge about the risks of agricultural interventions is hardly considered in bioeconomy strategies, which, on the one hand, focus on economic and technical approaches to “sustainable” intensification through agro-technological innovations, and, on the other hand, an expansion of production areas. These strategies lack any plausible ideas on how production increases can be made ecologically and socially sustainable, and previous experience with agrarian interventions give reasons for concern. Using two historical examples – the Green Revolution in the Punjab of Pakistan and the Virgin Lands Campaign in Kazakhstan – this article outlines the complex social and ecological consequences of large-scale agricultural interventions to increase production and examines the extent to which these experiences can (and should) be taken into account in bioeconomy strategies. In this context, the role of institutional path-dependencies in shaping present and future developments should be critically reflected on. As past experience in the agricultural sector has shown, bioeconomy strategies must take their claimed “systemic” approach seriously, which implies that technology and productivity-oriented goals must always be subordinated to social and ecological goals. Seit Monaten befinden sich die Grünen in Umfragen auf einem historischen Höhenflug. Vor allem das wachsende Bewusstsein für Probleme des Klimawandels scheint ihnen Auftrieb zu verleihen. Der folgende Artikel gibt einen Überblick über die grünen Parteien in Europa.

The process of economic development is characterized by substantial rural-urban migrations and a decreasing share of agriculture in output and employment. The literature highlights two main engines behind this process of structural change: (i) improvements in agricultural technology combined with the effect of Engel's law of demand push resources out of the agricultural sector (the labor push hypothesis), and (ii) improvements in industrial technology attract labor into this sector (the labor pull hypothesis). We present a simple model that features both channels and use it to explore their relative importance. We evaluate the U.S. time series since 1800 and a sample of 13 industrialized countries starting in the 19th century. Our results suggest that, on average, the labor pull channel dominates. This contrasts with popular modeling choices in the recent literature.

The implementation and enforcement of the acquis communautaire is a precondition for joining the European Union (EU). However, there is only little information on the compliance costs in the acceding countries. In this paper, the investment needs and annual costs of compliance with the part of the acquis communautaire relevant for the dairy sector is assessed at different stages of the agri-food chain in Hungary. The assessment is mainly based on a classification of farms and processors according to their level of compliance with EU standards concerning milk hygiene in 2000/01 and calculations of necessary investments in buildings, milking and cooling facilities and delivery trucks. The raw milk quality in Hungary has steadily improved since the early 1990's. In 1999, 78 % of the milk delivered to processors was in compliance with EU standards. Based on the farm structure in the reference period, the further necessary modernisation requires investments of 82 million euro causing annual compliance costs of 9 million euro or 0.1 up to 4.3 cent per litre milk. This is equivalent to 0.6 % up to 17.9 % of the average farm gate price for milk in 2000. For modernising the milk collection centres, 25 million euro are needed, and for the delivery trucks between 12 million euro and 17 million euro. Depending on the size of the milk processor and the current level of compliance, the annual compliance costs are estimated to be low, ranging from negligible 0.02 cent per litre up to 0.7 cent per litre. Based on these findings there is only limited need for the government to support the further modernisation of milk processors. State support is more relevant at the farm level. Since 68 % of the total investment needs estimated at farm level are accounted for by farms with less than 5 cows, agricultural policy should support these farmers either to considerably increase their herd size or to cease production. Die Implementierung und Durchsetzung des acquis communautaire ist eine Voraussetzung für den Beitritt zur Europäischen Union (EU). Über die hiermit in den Beitrittsländern ver-bundenen Kosten liegen bisher kaum Informationen vor. In diesem Beitrag wird der Teil des acquis communautaire betrachtet, der für den Milchsektor in Ungarn von Bedeutung ist. Für verschiedene Stufen der Milcherzeugung und verarbeitung wird untersucht, welcher Investi-tionsbedarf zur Einhaltung der relevanten Vorschriften besteht und wie hoch die hieraus resultierenden kalkulatorischen und pagatorischen jährlichen Kosten sind. Die Abschätzung basiert im Wesentlichen auf einer Einteilung der Milcherzeugungs- und verarbeitungs-unternehmen nach dem Stand der Einhaltung der EU-Milchhygienestandards im Jahr 2000/01 und Kalkulationen der notwendigen Investitionen in Gebäude, Melk- und Kühltechnik sowie in Milchtransportfahrzeuge. Die Rohmilchqualität hat sich in Ungarn seit Anfang der 90er Jahre stetig verbessert. 1999 erfüllten bereits 78 % der an Molkereien gelieferten Milch die EU-Standards. Basierend auf der landwirtschaftlichen Betriebsstruktur in der Referenzperiode 2000/01 liegt der weitere Bedarf an Modernisierungsinvestitionen in einer Größenordnung von 82 Millionen Euro. Hieraus folgen jährliche Kosten in Höhe von 9 Millionen Euro oder 0,1 bis 4,3 Cent pro Liter Milch. Dies entspricht 0,6 % bis 17,9 % des 2000 durchschnittlich erzielten Erzeuger-preises für Milch. Zur Modernisierung der Milchsammelstellen werden etwa 25 Millionen Euro benötigt und für Milchtransportfahrzeuge zwischen 12 Millionen Euro und 17 Millionen Euro. In Abhängigkeit von der Größe der Molkereien und dem Grad der Einhaltung der EU-Standards in der Ausgangssituation ergeben sich jährliche Modernisierungskosten in einer geringen Größenordnung: Sie reichen von vernachlässigbaren 0,02 Cent pro Liter bis zu 0,7 Cent pro Liter. Die Ergebnisse zeigen, dass nur eine begrenzte Notwendigkeit für staatliche Hilfen zur Modernisierung des Milchverarbeitungssektors besteht. Auf der Erzeugerebene sind Förder-maßnahmen dagegen wichtiger. Weil 68 % des geschätzten gesamten Investitionsbedarfs auf Betriebe mit weniger als 5 Kühen entfällt, sollte die Agrarpolitik die Leiter dieser Betriebe dabei unterstützen, entweder ihre Produktion spürbar auszudehnen oder ganz einzustellen.

This paper present a model of the Green Revolution in India, in which the development and diffusion of HYVs, the expansion of irrigation and the expansion of multiple-cropping are treated as endogenous responses to more basic investments in agricultural technology and infrastructure, as well as to climate and edaphic endowments. We incorporate explicit climate-technology interactions in the model, in order to identify climate effects on the diffusion of HYVs, irrigation and multiple- cropping, and on Net Revenue to agriculture. We find that climate affects technology development and diffusion, and that technology development and diffusion affect the impacts of climate on agricultural productivity in India.
