Studies on policy agenda have adopted several indicators to measure the attention and priorities of governments to analyze the processes of policy change and policy dynamics. Based on the Punctuated Equilibrium Theory (PET) applied on the patterns of policy change, the distribution of the public budget has stood out as one of the instruments that best express the levels of attention and priority for governments in different sectors. This study seeks to investigate the pattern of government attention on the federal budget distribution in Brazil. Thus, this work maps the dynamics of government attention on the distribution of the federal approved budget over the last two decades (2000-2021), identifying (i) what are the percentage levels of attention to the different sectors of public policies over time and (ii) the conjunctural and institutional factors that guide the levels of government attention in the budget distribution of the federal government in Brazil. A database of the federal approved budget from 2000 to 2021 was created, in which the 814 combinations of expenditure functions and subfunctions were coded into 21 sectors according to the methodology of the Comparative Agenda Project (CAP). The results indicate that government attention on the distribution of the Brazilian federal budget operates in a mostly incremental pattern over time, permeated by punctuations in specific sectoral policies, thus proving the Punctuated Equilibrium Theory at the national level. As for future research agenda, the study shows the need for further sectoral studies that explain the causes and effects of changes on government attention, their relationships with the legislative agenda, and the impacts of moments of institutional crisis in defining priorities in budget distribution. The Comparative Agendas Project (CAP) is an initiative that has made the comparative study of policy agendas possible. This article introduces a dataset on three Latin American countries to describe policy priorities in presidential agendas. Therefore, we use our data to explore the policy priorities of the current Brazilian, Ecuadorian and Mexican presidents. The study offers a systematic descriptive analysis of executive policy agendas to find patterns of policy attention in presidential agendas using the CAP. The analysis starts by identifying the issues that catch most of the presidents' attention (policy priorities), and the dynamics of policy change in policy priorities in Brazil, Ecuador and Mexico presidential agendas are described. The effects of democratisation, elections, and change of political party between elections for the executive branch are some factors explaining the policy priorities and policy changes in presidential agendas. We explore the effects of political factors and cycles and whether these variables affect policy priorities. Finally, the study discusses the importance of partisan and institutional characteristics and challenges the influence of authoritative presidential powers on defining policy priorities. Observing and analyzing the causes, effects, and multiple economic, social, and health consequences of the COVID-19 pandemic have been essential to understand this worldwide phenomenon and find solutions that minimize the impacts on peoples’ lives. This article aims to understand the rise of the emergency basic income as a viable policy to tackle the pandemic in Brazil. Based on the agenda-setting literature, specifically on the concept of focusing events, we present a brief history of cash transfer and poverty reduction policies, as well as the actors involved. The study discusses the changes, adaptations, and solutions proposed during the formulation of the emergency basic income as a policy to be considered and effectively adopted in this specific moment of crisis. How does one particular issue get in the the governmental agenda, leading the government to develop public policies to deal with a specific problem? Given the large number of events, issues and problems that exist on a day-to-day basis, calling for attention of government actors, how issues are prioritized? These are some of the issues faced by researchers who are dedicated to studying the process governamental agenda-setting. The purpose of this paper is to resume these studies based on three research traditions of agenda-setting, identified by Dearing and Rogers (1996). We highlight particularly the connections between studies conducted in the field of public policies, focusing the governmental agenda, and studies related to the research tradition of political communication.
