El estudio se propone mostrar lo complejo que resulta la propuesta de la transición de la informalidad a la formalidad. Se estudia el caso de los vendedores ambulantes, que son caracterizados como informales en varios sentidos, incluyendo la dimensión del empleo y la de ocupantes de espacios públicos. Se analiza la realidad de los vendedores ambulantes de la ciudad de Lima y las políticas desplegadas por las administraciones municipales especialmente en el ámbito del Centro Histórico y áreas aledañas a lo largo de las últimas décadas. Se ha revisado la literatura académica sobre este sector, así como archivos y documentos de la municipalidad de Lima; igualmente se ha realizado un trabajo de observación en el terreno durante los años 2021-2023. Se identifican los límites de las políticas municipales que apuntan a que los ambulantes dejen las calles, eventualmente planteando como objetivo lograr su formalización.

4. Political determinants of government transparency: Evidence from open government data initiatives.

The increasing availability of extensive governmental data, technological advancements, and a rising standard for government openness are encouraging global governments to implement open data initiatives. While some governments are actively adapting to these trends, others remain behind, despite the pressure. This research explores the political and administrative reasons behind these differences. By analyzing how local governments in South Korea handled requests for open data from citizens between 2007 and 2016, the study highlights the importance of political competition and administrative strength in fostering government transparency and effectively addressing citizen data requests. The study assesses open government data based on its scope, time, and quality, finding that higher levels of electoral competition and better administrative capabilities contribute to increased transparency and responsiveness. However, the study's use of a regression discontinuity design reveals that the political party controlling local governments had minimal influence on these factors. The objective of this research was based on analyzing the perception of efficiency of municipal management in relation to the provision of services in the provincial municipality of Piura 2023, through a correlational methodology that allowed measuring that the provision of municipal services does not They respond to the category "political inertia", but to the identification of a political actor. The article begins with a debate on the inertia of public policies, and consequently, the problems of representativeness in electoral contexts, and their possible impact on the implementation process. Subsequently, the debate is contrasted with results from a perception measurement tool, using a cross-sectional and descriptive non-experimental design. The tool confirms a strong correlation between the municipal management variable and the service provision variable, showing a Pearson coefficient of 0.99, which demonstrates the importance of the identity of the political actor in citizenship. Different dimensions of each study variable confirmed this strong correlation. It is concluded about the risks to public policy that the meters tend to favor the identity of the political actor over efficiency, but also about the cruciality of the actor in the stability and continuity of policies that require long-term efforts. Se detectó un vacío de información en el proceso de diseño, implementación y evaluación de políticas públicas socio-territoriales en municipios del interior de Argentina cuya población no supera los 10.000 habitantes. Por lo tanto, el objetivo de este trabajo fue describir y analizar las políticas públicas aplicadas al territorio en cuatro municipios del departamento Realicó (La Pampa) desde 2003 hasta 2015. Se consideraron las particularidades físico-territoriales de los municipios de Alta Italia, Embajador Martini, Ingeniero Luiggi y Realicó para entender las políticas adoptadas. Se recurrieron a técnicas provenientes de la metodología cualitativita como observaciones y entrevistas a actores clave. Se encontró que los cuatro municipios analizados poseen políticas sectoriales de ordenamiento de su territorio, por ejemplo, vinculadas a espacios públicos o mantenimiento de la red vial. Al ser municipios de escala pequeña y estar inmersos en un contexto de ruralidad, muchas de las medidas que adoptan se vinculan estas actividades.

El gobierno abierto (GA) es un paradigma disruptor en la política y la Administración Pública tradicional mexicana, orientado a la promoción de cambios a favor de mejorar el desempeño gubernamental, aunque refleja, paradójicamente, un campo en construcción y en exploración, tanto en los resultados como en su medición ¾ en este caso¾, en los gobiernos locales en México; por lo que, a través del uso de sus componentes principales, permite generar factores o dimensiones a partir de las seleccionadas. Este es el objetivo de este trabajo, que tomamos del Censo Nacional de Gobiernos Municipales y Demarcaciones Territoriales de la un primer acercamiento en la descripción del GA en los municipios mexicanos. Los hallazgos sugieren que en solo uno de los factores obtenidos, denominado “producto”, se da el cruce de las variables que inciden en el GA, previo al indicador de este, vinculándose un solo factor con los tres componentes como se muestra en el trabajo. The objective of the research is to analyze the incidence of public investment on property tax collection in provincial local governments of the southern macro region of Peru during the period 2010 to 2020. The type of study is applied, under the quantitative approach, design non-experimental, longitudinal panel type, descriptive and explanatory. The data for each provincial municipality were extracted from the information portal of the Ministry of Economy and Finance (MEF) segmented through cluster analysis. The econometric estimation method takes into account the methodology for longitudinal panel data. Taking into account the cluster analysis and econometric estimates, the results show that a 1% increase in public investment in transportation, sanitation, and culture and sports, caused an increase in property tax collection of approximately 0.3182%, 0.1208%. and 0.0923% respectively (first cluster), a 1% increase in public investment in transport, culture and sports, caused an increase in property tax collection of approximately 0.2588% and 0.1434% respectively (second cluster) and an increase in the 1% in public investment in transportation and sanitation, caused an increase in property tax collection of approximately 0.2923% and 0.1377% respectively (third cluster). The general objective of the research is to determine the effects of the consolidation of corruption in municipal public policies in Mexico. This is done based on the Corruption Consolidation Framework (ccf) analytical framework (Meza and Pérez-Chiqués, 2020), which defines three dimensions: 1) administrative structure, 2) transparency, 3) checks and balances. The research observes 255 municipalities based on a quantitative methodological design that points out the comparative observation in dissimilar municipal realities. For this, a database is created whose information is obtained from various sources, such as surveys, institutional repositories and administrative censuses, allowing the development of various indices and objective measures of the municipal reality. With this, a robust analysis is obtained that allows us to conclude with the various effects of the consolidation of corruption on the quality of public policies that characterize the types of subnational political systems. Purpose: Identify the explanatory factors of the financial condition of small municipalities in Minas Gerais. Methodology: From the perspective of the Theory of Financial Condition, the research was carried out in two stages: first, the financial condition of the municipalities was calculated using Brown's (1993) model; next, the financial variables capable of influencing the financial condition of the municipalities in the sample were identified. To do this, accounting information was collected in the period 2017-2020, from 229 municipalities in the state of Minas Gerais that had a population of less than 5 thousand inhabitants in 2020. An econometric model with panel data was used for the analysis of the relations. Results: The variables Personnel Expenditure (GP) and Degree of Indebtedness (GE) were significant at a 1% level, with GP being positively related and GE negatively related to the government's financial condition. Therefore, the results prove the existence of financial factors related to budget solvency and long-term solvency that affect the financial condition of small municipalities. Contributions of the Study: The research contributes to the literature on the explanatory factors of the financial condition by analyzing small municipalities, using a model consolidated in the international literature, especially amid the discussion of PEC 188/2019, on the merger of these municipalities. In addition, it can help public managers in decision-making, by pointing out the explanatory factors that explain the municipality's financial condition. [ABSTRACT FROM AUTHOR]

15. Narrativas e práticas de entendimento dos conceitos e limites das despesas com pessoal nos municípios brasileiros.

Purpose: To analyze the narratives and practices for understanding the concepts and limits of personnel expenses in Brazilian municipalities. Methodology: Exploratory study using the sequential mixed methods approach consisting of three steps: (i) data collection from the Brazilian Finance System (FINBRA) for the period from 2018 to 2021 to analyze whether there was compliance with the limits on personnel expenses established in the Fiscal Responsibility Law (LRF) by Brazilian municipalities; (ii) follow-up of the debates in three lives held on the YouTube channel® on the TV Portal of the National Confederation of Municipalities (CNM) of the series called "What goes into the personnel spending limit?", which was part of the program "Roda de Knowledge" of the channel and which brought the vision of the jurisdiction, the regulatory body (STN) and the supervisory body (Courts of Auditors), whose content was recorded and made available on the platform itself (streaming); and (iii) Content analysis of lives using Transkriptor ® and NVivo® tools. Results: Throughout the period of analysis, the findings of the study show that the concepts about limits on personnel expenses were observed by Brazilian municipalities for the purpose of calculating the fiscal limits established by legislation, regardless of size, region and state where they are located, exceptions involve small municipalities and the North and Northeast regions. Regarding the content of the lives, the interviewees presented converging narratives regarding what should or should not be computed in the limit of personnel expenses, on the amounts that may or may not be deducted, and also that the limits of personnel expenses must be determined by power and organ. Contributions of the Study: The research findings deconstruct the narrative that there are divergences of understanding between jurisdictional bodies, regulatory and supervisory bodies about the amounts that must be computed in the limit of personnel expenses, which can contribute to the fulfillment of these limits by the Brazilian federated entities and to standardize the understanding of the control bodies on the subject. Transcurrida una década desde la implementación de la Ley 19/2013, carecemos de una visión comparada del nivel de cumplimiento de la norma que incluya una selección amplia de los ayuntamientos españoles. A pesar de la existencia de estudios sobre el cumplimiento de la transparencia activa y de la presencia de varios índices, la mayoría de las contribuciones están centradas exclusivamente en los ayuntamientos de más población. Con el objetivo de subsanar esta carencia, hemos monitorizado los patrones de transparencia activa de los ayuntamientos españoles mayores de 10.000 habitantes y de una selección de 300 inferiores a 10.000. En total, hemos analizado el cumplimiento normativo de 1.031 municipios españoles. Para revisar el cumplimiento, hemos construido un índice con los principales elementos de la Ley. Los resultados arrojan una implementación dispar e insuficiente de las obligaciones de publicidad activa y, para un mejor cumplimiento normativo, se debería promover un sistema de monitorización externo del cumplimiento que promueva e incentive prácticas y experiencias y suponga una mayor difusión de los principios de la norma, así como alejarse de la homogenización, estableciendo articulaciones específicas de las obligaciones normativas en función de la naturaleza, la dimensión y la capacidad institucional.

En este ensayo se propone reflexionar, discutir y repensar la situación actual de la regulación urbana a través de una lectura crítica del rol que ocupan los gobiernos locales de la región y el sistema de producción urbano-inmobiliario contemporáneo. Se destaca que, en las últimas décadas, los gobiernos locales se han orientado a priorizar, fomentar y sostener la actividad del sector inmobiliario-constructivo, implementando estrategias e incentivos públicos del orden tributario, financiero y técnicos-normativos para generar un “clima de negocios” atractivo para las inversiones. Si bien la producción de vivienda y el mercado inmobiliario históricamente han demandado incentivos públicos fiscales y tributarios, en las últimas décadas además se implementaron y legitimaron instrumentos de articulación público-privada que habilitan la negociación y mercantilización de la regulación urbana. Simultáneamente, las capacidades institucionales estatales que deben dar respuesta a las demandas sociales están en crisis; en particular, la capacidad regulatoria y de administración de los intereses públicos y privados. Resulta fundamental entonces, en el escenario actual, reposicionar el rol de los gobiernos locales y consolidar la capacidad estatal de regulación urbana que ostentan, teniendo en cuenta los impactos -tanto urbanos como institucionales- de las experiencias recientes.

La investigación analizó las influencias del ambiente contable en el proceso de convergencia a las IPSAS, centrándose en los gobiernos locales, poco investigados en la literatura. Mediante entrevistas con normalizadores y contadores de 5 países latinoamericanos (Brasil, Perú, Argentina, Paraguay y Colombia), fueron observadas principales diferencias en: (i) modelo de convergencia (directo/indirecto); (ii) software contable (estandarizado/subcontratado); (iii) equipo contable (interno/externo/mixto); (iv) apoyo y capacitaciones (promovidas/requeridas); (v) formación profesional (evaluado/otorgado). Los efectos de las diferencias halladas se vieron reflejados en la actuación del contador. Desconocimiento, automatización, desinterés, son algunas respuestas de contadores municipales. Los resultados no definen a los países como “adoptante” o “no adoptante”, sin embargo, el análisis de las implicaciones para las IPSAS permite identificar en qué fase de adopción se encuentra un país (declaración, implementación, aplicación). La investigación muestra contextos y respuestas diferenciadas, llamando a reflexión sobre la importancia de la percepción del contador–reflejado en su actuación–frente al ambiente contable donde se desenvuelve.

The diagnoses made to justify anticorruption measures tend to minimize the complexity of the phenomenon of corruption. In line with the garbage can model (Cohen, March, & Olsen, 1972), where solutions look for problems, the corruption problem is characterized as something “addressable” by the anticorruption policy, which brings serious consequences, such as the implementation of a fallible policy. The article reviews the phenomenon of the fallibility of anticorruption policies. We argue that anticorruption policies are likely to fail when they are designed without recognizing that the type of corruption faced is embedded in a wider scheme of systemic corruption. We trace our argument along a series of implications that emerge from the Corruption Consolidation Framework (CCF) (Meza & Pérez-Chiqués, 2021). Supported by the CCF, we derive a series of implications to reorient the discussion and future lines of research around understanding and addressing the phenomenon of systemic corruption. Using the "case study" method as a research strategy, the analysis situates this territory as a unique case in terms of urban growth. In this context, it proposes a contextual, empirical, and theoretical dialogue concerning urban growth, the metropolitanization of the Aburrá Valley, planning instruments, population dynamics, and the actors in real estate and urban gentrification. Este artículo analiza las evidencias, proyecciones, principales amenazas y riesgos del cambio climático a escala provincial en Ecuador. Se detalla el rol de los gobiernos autónomos descentralizados (GAD) provinciales en la gobernanza climática multinivel que, en tanto gobiernos intermedios, articulan el nivel local con el nacional para generar sinergias hacia una acción efectiva frente a estas amenazas. Los gobiernos locales y subnacionales interactúan, desarrollan acciones en el marco de sus competencias y crean instituciones territoriales para este tipo de gobernanza, pese a la centralización y limitaciones administrativas, técnicas, financieras y toma de decisiones desde lo nacional. Para este artículo se entrevistaron actores clave y se presentan los resultados de los talleres efectuados por el Ministerio del Ambiente (MAE), actual Ministerio de Ambiente, Agua y Transición Ecológica (Maate) en la construcción de políticas y estrategias climáticas entre 2017-2021.

The city governments of Costa Rica have a significant role in the National Risk Management System (SNGR in Spanish) to face the multiple threats and risks that affect the country from their territories. The different frameworks and policies that work with the Disaster Risk Management approach, among which are international (e. g., Sendai Framework for Action), regional (e. g., Central American Policy for Comprehensive Disaster Risk Management), and national instruments (e. g., National Risk Management Policy), promote risk analysis as a process that contributes to their reduction and mitigation, which, together with specific policies focused on gender (e. g., Convention on the Elimination of All Forms of Discrimination Against Women [CEDAW]), highlight the gender approach as a principle or axis, making the need to carry out reviews and actions differentiated by gender visible. The growth of inequalities in events such as disasters emphasizes the fact that there are gender differences in the perception of risks, the levels of vulnerability that exist and the capacities to cope. This article collects the research carried out that answers the question: "What are the psychosocial elements that influence the implementation of mainstreaming the gender approach in DRM processes in municipal offices?" from Community Social Psychology and Feminist Social Psychology. A study with a qualitative approach and phenomenological design was carried out, in which interviews were applied to institutional representatives in DRM and gender. The first seeks to promote processes of social transformation, considering the psychosocial processes that permeate community dynamics, which, in turn, are influenced by specific contexts. As for Feminist Psychology, it promotes the identification of inequalities and the creation of options for change. The relationship between feminist political perspectives and psychological practices and sexual and gender differences were considered as causes of inequalities, generating certain psychosocial analyzes not widely developed so far. A subjective perspective to the lived experience of the people participating in the research was considered in order to emphasize the meanings and knowledge as a process, based on interviews with institutional representatives of municipal offices and national institutions both focused on DRM or gender. Twelve psychosocial elements that influence the mainstreaming of the gender approach in municipal DRM were identified: the need for training and awareness, the requirement of political will, the naturalization of gender roles and stereotypes, the recognition of gender differences, resistance to mainstreaming gender, subjectivity, the presence or absence of inter and intra-institutional articulations, the social participation of women, the recognition of gender violence, the recognition of vulnerable populations, the cultural context and social inequalities. Moreover, gender inequalities are recognized as an element that affects and emphasizes the vulnerabilities of specific populations, such as women of different ages, transgender people, people with disabilities, among others. The research allowed an approach to ten different territorial contexts where DRM is put into practice from an office or as a process, and how the experience of the people who lead them understands the gender approach, contrasting with the institutional perspective applied at the national level. It is concluded that these should be made visible and can be worked on to address the risks of two historically discriminated populations: women and LGTBIQ+ population. COVID-19, as an event that disrupted economic activities around the world, affected government policy agendas. In Latin America, most of the responses were centralized by national governments; however, in Mexico, the 32 states developed their own economic policies in response to the pandemic. The Mexican case allows us to analyze recent hypotheses of comparative studies on this issue, which propose that the size of the population and the scale and socioeconomic structure of the administrations may be factors that explain the scope and diversity of local agendas. A quantitative methodology based on the estimation of Shannon’s entropy index and non-parametric tests is used. Contrary to expectations, we find that the scope and diversity of the responses are not significantly related to the factors proposed in the literature. At least for the case of COVID-19 in the short run, the size and diversity of local agendas in Mexico seem to be based on institutional factors, such as information processing according to bounded rationality, incremental solutions, and the functional labeling of local governments. Se han presentado transformaciones del sistema internacional y al interior de los Estados que favorecieron una mayor participación de los gobiernos locales en la cooperación internacional al desarrollo. La cooperación descentralizada se sitúa como una herramienta novedosa para impulsar políticas de desarrollo local e insertar a los territorios en la gobernanza global. Por ello, este artículo busca identificar los mecanismos de institucionalización y coordinación multinivel de la cooperación descentralizada de Medellín y Barranquilla. Mediante una revisión documental se encontró que estas administraciones locales han avanzado en sus estrategias de internacionalización y gestión de la cooperación a través de la adecuación de sus marcos normativos, la creación de oficinas de relaciones internacionales, la firma de hermanamientos y la adhesión a redes multilaterales de ciudades. Se reconoce, a su vez, la persistencia de retos en la alineación y coherencia de las políticas de cooperación al desarrollo a nivel local, nacional e internacional.

El artículo propone un abordaje del modelo de gestión gubernamental fundado en el paradigma de Gobierno Abierto (GA), particularmente a uno de sus ejes rectores, la transparencia, a partir de aproximarse en clave comparada a las experiencias de su implementación en el conurbano bonaerense en los últimos años. Más específicamente, se apunta a dar cuenta de las políticas de transparencia y apertura de datos públicos desarrolladas en los 24 municipios bonaerenses mediante la construcción de un índice basado en el análisis de cuatro grandes dimensiones: a) disposición de los sitios webs oficiales de los gobiernos locales; b) apertura pasiva de la información; c) apertura activa de la información; d) marco normativo. El análisis estará acompañado de una indagación de probables causas estructurales que induzcan a la aplicación del modelo. Los resultados y lecturas obtenidas de la aplicación preliminar del índice se espera que aporten al conocimiento especializado en el modelo de gestión del GA en gobiernos locales. El artículo recupera una práctica de investigación llevada adelante por la autora en la Carrera de Ciencia Política, de la Universidad de Buenos Aires, articulada con la labor profesional en el Municipio de Quilmes.

Resumen La corrupción es un fenómeno complejo. Los diagnósticos empleados para justificar medidas anticorrupción usualmente tienden a desestimarla. En línea con el modelo de bote de basura (Cohen, March, & Olsen, 1972), donde las soluciones buscan problemas, en este caso, el problema de corrupción se caracteriza de forma que sea “atendible” con la política en cuestión. Esta situación tiene graves consecuencias. Entre ellas, que la política implementada sea falible. El artículo revisa el fenómeno de la falibilidad de las políticas anticorrupción. Argumentamos que cuando la política anticorrupción se diseña sin tomar en cuenta que el tipo de corrupción que enfrenta es parte de un sistema más amplio de corrupción sistémica, esta tiene altas probabilidades de fracasar. Trazamos nuestro argumento a lo largo de una serie de implicaciones que se desprenden del marco de consolidación de la corrupción (Corruption Consolidation Framework - CCF) (Meza & Pérez-Chiqués, 2021). Apoyados en el CCF derivamos una serie de implicaciones con la intención de reorientar la discusión y futuras líneas de investigación en torno a entender y atender el fenómeno de la corrupción sistémica.

El trabajo aporta una novedosa herramienta de medición para sistematizar el perfil internacional de los gobiernos locales, denominada Índice de Participación Internacional. Para ello, en primer lugar, se realiza un breve recorrido por los enfoques teóricos que abordan el accionar internacional de los actores subnacionales y se presentan los esquemas existentes para medir la internacionalización. En segundo lugar, se propone una herramienta alternativa que permite dar cuenta de las variaciones en la participación internacional de los gobiernos locales. En tercer lugar, se aplica el indicador a los gobiernos locales de tamaño intermedio ubicados en la Provincia de Buenos Aires (Argentina) con el objetivo de conocer dichas experiencias y avanzar en la comparación de perfiles y trayectorias de internacionalización de los municipios de la región.

Este trabajo tiene por objeto analizar el papel central de los gobiernos locales en la protección del medio ambiente. Se trata de un tema relevante, en un contexto de creciente importancia de ciudades, en que la sostenibilidad aparece como un reto inaplazable. Con esta finalidad, se estructura en tres partes diferenciadas. La primera pretende evidenciar el protagonismo creciente de las ciudades en la protección del medio ambiente, a pesar del carácter global de muchos de los problemas ambientales y de la existencia de numerosos desafíos transnacionales. La segunda se centra en el análisis de las competencias locales en materia ambiental, con especial referencia a los municipios; advierte de algunos de los problemas existentes; y apunta algunos de los retos de futuro para una tutela ambiental efectiva en el ámbito local. Por último, la tercera focaliza su atención en uno de los principales desafíos de las ciudades: la protección de la calidad del aire; y se refiere, en particular, al reto que supone en la actualidad para muchos municipios la implantación de las zonas de bajas emisiones (en adelante, ZBE) como instrumento para luchar contra la contaminación atmosférica y el cambio climático en el ámbito urbano.

Cuban public management is undergoing a process of transformation as a result of the updating of the Cuban economic model, which is based on decentralization and the development of competencies in territorial management. This demands greater citizen participation in the innovative solution of public problems and the generation of local development. It is a challenge for the government and local administrations in their work system, generating the construction of scientific and innovative tools for the performance of their functions. The objective of the article is to identify variables that, when integrated, allow local governments to conceive sustainable solutions to public problems that contribute to local development through citizen participation. The historical-logical, systemic-structural and hypothetical-deductive methods were used, which allowed knowing the interrelations between public management, citizen participation, public problems and local development, as well as the identification of the variables to be integrated in a participatory public management model in Cuban conditions. The starting point was the process of socialist public management for the solution of public problems, its integration to local development and citizen participation. The use of the cluster made it possible to determine the limitations of several models that will give rise to new research, improving current public management. The dimensions identified to work on the conception of a model of participatory management of public problems are: citizen participation linked to the functions of the public management process (diagnosis, planning, execution and control), the use of the feedback process and the dimensions of sustainable local development.

The article recovers some of the results obtained in the project "State capacities in a post-pandemic municipal agenda" financed by the National Agency for Scientific and Technological Promotion and the Inter-American Development Bank, in the PISAC COVID 19 Call. Specifically, this article focuses on the configuration of the policy agendas in local governments in three particular moments: the agenda prior to the COVID 19 emergency, the emerging agenda during the pandemic, and finally, the future agenda in the coming years . Regarding the latter - the future agenda - the article explores the perspectives of decision makers about which are the main actors -social, economic and institutional- with the capacity to share the future agenda, pointing out that such assessments prefigure and account for the configuration of different governance strategiesThe document begins with a brief presentation of the theoretical and methodological framework, emphasizing the classification of agendas: Urban Agenda, Economic Agenda, Social Agenda and Government Agenda. State capacity is often hypothesized to reinforce democracy, wherever democracy already exists. This article demonstrates that, at the local level, capacity can actually undermine democracy by making it harder for councilors to hold mayors accountable. Drawing on the comparative method, this work analyzes the effect of bureaucratic capacity on horizontal accountability (which is critical for liberal democracy) in four municipalities in Santiago, Chile. I argue that well-funded, professionalized, and usable bureaucracies allow mayors to monopolize relationships with local communities and, thus, marginalize municipal councils as key agents of local accountability. When bureaucracies lack capacity but not usability, mayors can still manage to avoid horizontal accountability by making access to municipal resources contingent upon councilors' loyalty. Municipal councils' inclination towards accountability is, however, greater when local bureaucracies are highly capable but not usable. Here, the local executive lacks influence over councilors' electoral support and, therefore, on their inclination towards accountability. [ABSTRACT FROM AUTHOR]

Using data from 134 Chilean municipalities for the period 2016-2018, we analyze the degree of absenteeism at the local level. Building on the extant literature, we identify several key predictors of absenteeism in the public sector, which we put to the test using count analysis (negative binomial regression). Our findings show that public programs that seek to improve municipal management, as well as larger share of women as part of the workforce, reduce the levels of absenteeism. Surprisingly, we did not find statistical evidence regarding the impact of the municipality's financial solvency, public servants' degree of professionalization, the mayor's gender, or whether it is an election year on the level of absenteeism. Budget public hearings are spaces for transparency and social participation. These spaces can be considered synchronous accountability forums, where the rendering of accounts and the attribution of responsibilities can co-occur, raising concerns for the responsible parties about possible accountability models. This qualitative and interpretative research analyzed the dynamics of public budget hearings organized by Brazilian municipalities using semi-structured interviews with public managers. The results indicate that those responsible for public hearings adopt strategies minimizing reputational and accountability risks at different times: (i) in the preparation stage, with the definition of participation rules and the use of an informational filter; (ii) during execution, in the form of the presentation of information and in directing the public's attention; and, (iii) in the post-hearing stage, through low transparency and document manipulation. The research contributes to understanding hearings as forums of expected accountability, in which the expectation of the authorities can direct the dynamics of public hearings, transforming them into a theater performance. The results have implications for the courts of accounts and the legislative branch, which could exercise greater control and inspection of the hearings; for society, which could act in a more active and organized way; and also for the legislation in force, which could establish clear guidelines for holding hearings. The institutional framework of the National Environmental System assigns complex responsibilities to municipalities, which are often unviable in financial, technical, and operational terms. Cooperation emerges as an alternative to face the lack of resources and the inability of some municipalities to execute the guidelines provided for by the National Environmental Policy in an isolated way. This research examines the relationship between intermunicipal cooperation and municipal state capacities in the implementation of the environmental policy in Brazil, aiming to identify if state capacity, in different dimensions, is a relevant characteristic for municipalities participating in environmental public consortiums. This research used secondary data to employ a quantitative approach through logistic regression analysis, investigating the occurrence of intermunicipal cooperative arrangements in 4.479 Brazilian municipalities. In general terms, the results demonstrate that high administrative capacity and greater fiscal performance tend to reduce the incentives for the municipality to cooperate with others while implementing the PNMA at the local level. Also, the findings indicate that the availability of technical, political-relational, and institutional capacity increases the probability of cooperation. [ABSTRACT FROM AUTHOR]

- Abstract
This article aims to design a business development observatory in the Upper Guanacaste Region for the determination of factors influencing the opening of business. Methodologically it is a research of mixed approach, non-experimental, of transversal temporality and based on the analysis of the variables business behavior, profile of companies, environmental factors, development of the region, and the role of the local government in the operation of the companies, were used as data collection techniques the documentary analysis with registered companies in the region patented, the semi-structured interview and the survey; participated in the study eight representatives of local governments and 106 companies distributed in the four cantons of the area (Cañas, Tilarán, Bagaces and Abangares). The main findings include the knowledge of the situation of business development in this region in the period 2013-2022 showing steady growth in the region, being the canton of Cañas that owns the most companies and collection by commercial licences, in addition the canton that has had the fastest growth is Tilarán. Environmental factors that promote business opening such as education, development programmes, attractions and support for entrepreneurship are identified; counterpart factors that can generate business closures include the size of the market, competition and ignorance to formalize the business. Finally, as a strategy for the implementation and continuity of the observatory, the elements of up-to-date and continuous information, the cooperation between local governments with the patent officers and the area related to local economic development are proposed to keep the information up to date, and to do field studies annually for the identification of influential factors in business development to promote concrete actions (implementation of strategies) towards and the region for the continuity and growth of and thus local development., Este artículo tiene como propósito diseñar un observatorio de desarrollo empresarial en la Región Alta de Guanacaste para la determinación de factores influyentes en la apertura de empresas. Metodológicamente es una investigación de enfoque mixto, no experimental, de temporalidad transversal y basado en el análisis de las variables comportamiento empresarial, perfil de empresas, factores del entorno, desarrollo de la región, y el papel del gobierno local en el funcionamiento de las empresas, se utilizaron como técnicas de recolección de datos el análisis documental con registros de empresas patentadas de la región, la entrevista semiestructurada y la encuesta; participaron en el estudio ocho representantes de los gobiernos locales y 106 empresas distribuidas en los cuatro cantones de la región (Cañas, Tilarán, Bagaces y Abangares). Los hallazgos principales incluyen el conocimiento de la situación del desarrollo empresarial en esta región del periodo 2013-2022 mostrando crecimiento constante en la región, siendo el cantón de Cañas el que posee más empresas y recaudación por licencias comerciales, además el cantón que ha tenido crecimiento más acelerado es Tilarán. Se identifican factores del entorno que promueven la apertura de negocios tales como educación, programas de desarrollo, atractivos del cantón y el apoyo al emprendimiento; como contraparte factores que pueden generar cierres de negocios incluyen el tamaño del mercado, la competencia y el desconocimiento para formalizar la empresa.
