People have been in continous progress in historical process. This process was started from finding and picking natural products (primative society) to cultivating the soil and growing products (agricultural society) and then, to post industrial society by knowledge and information instead of land and capital as being basic production tool.Labour was the main element of production before Industrial Revolution and there was no advantage between societies. However, with the Industrial Revolution, production structure was changed by increasingly using machines and tools and this increased the resource and energy requirements. But, having only natural resources was not enough in this process and using these resources with machines and tools was a necessity. Industrial society process brought organizations which are using natural resources and machines/tools put in advantage compared to others. Rapidly developing technology and globalization removed obstacles of the front of national markets while emphasizing increased competition and creativity and organizations. This new progress forced organizations with highly educated labour which are capable of transforming these elements in information and new Technologies. This process created the opportunity of catching new era by adopting qualified labour of less developed countries. However, this process caused much higher qualified labour requirements of economies, and put less developed countries in a situation that losing their high qualified labour to developed countries as result of increased competition which iscalled brain drain. In this article; the concept of “brain drain” will be described and the theoretical approach will be explained; the figures and international development of brain drain will be examined; the possible social and economical results of international mobility will be discussed.

In this study, the structure of Kazakhstan's labor market and workforce development are examined in this context. Kazakhstan is rich in resources, and active because of the potential mobility of labor is a country in the world. Country gained its independence in the 90’s from the social and economic change / transformed. At the end of this process rather than the central state's economy, albeit a relatively free market economy, privatization and structural reforms are adopted and have been started. A deep recession in the global economy experienced a period of Kazakhstan, of course, it also affected the world of work. Kazakhstan is not a familiar topic in modern working life enough in our country. Although it is the analysis of operational data in this context, the current labor market, workers' wages, social security and the changing profile of the characteristics of labor migration are explained., Bu çalışmada, Kazakistan’ın emek piyasasının yapısı ve bu bağlamda gelişen işgücü incelenmektedir. Kazakistan zengin kaynakları ve potansiyeli nedeniyle dünyada emek hareketliliğinin aktif olduğu bir ülkedir. Ülke, bağımsızlığını kazandığı 90’lı yıllardan itibaren sosyal ve ekonomik bir değişim/dönüşüm geçirmiştir. Bu sürecin sonunda, merkezi devlet ekonomisi yerine nispeten de olsa serbest piyasa ekonomisi benimsenmiş ve özelleştirme ile yapısal reformlar yapılmaya başlanmıştır. Küresel ekonominin derin bir resesyon yaşadığı dönemde kuşkusuz bundan Kazakistan’ın çalışma hayatı da etkilenmektedir. Modern Kazakistan’ın çalışma hayatı ülkemizde yeterince bilinen bir konu değildir. Bu çalışmamızda, emek piyasasının güncel operasyonel verileri analiz edilmekle birlikte; işçi ücretleri, sosyal güvenlik ve değişen emek göçü profilinin karakteristiği açıklanmaya çalışılmıştır.

Welfare state has to develop active policies in order to eliminate disadvantageous position of large powerless groups, like the body of unemployed persons, in the society. In general, unemployed persons feel very strongly the negative effects of poverty. Global crises, which are the one of the most serious economic problems in the modern world, aggravate the situation of disadvantageous groups especially by increasing the numbers of unemployed persons. Consequently, welfare state, by definition, must develop some active employment policies in order to decrease unemployment. The global economic crisis has negative effects on the labour markets in all countries. The member countries of the European Union have been taking some measurements to eliminate these negative effects in order to decrease the number of unemployed people. This study evaluates the policies put into action to decrease unemployment in Germany, France, Italy and Greece., Sosyal devlet, güçsüz geniş kesimlerin dezavantajlı konumlarının bertaraf edilmesinde aktif politikalar geliştirmek durumundadır. Yoksulluk ve yoksunluğun olumsuz etkilerinin en şiddetli tesir ettiği kitleler arasında şüphesiz işsizler yer almaktadır. Modern dünyanın en ciddi iktisadi sorunları arasında yer alan küresel krizlerin, dezavantajlı kitleler arasındaki tezahürü de işsizlikle şiddetini göstermektedir. Doğal olarak da sosyal devletin bu sorunun çözümüne yönelik aktif istihdam politikaları uygulaması zorunluluk haline gelmektedir. Küresel ekonomik kriz tüm ülkelerin emek piyasalarını olumsuz etkilemektedir. Bu kriz karşısında Avrupa Birliği üyesi ülkeler de kurumsal ve ülke bazında imkânları harekete geçirerek işsizliği azaltıcı politikaları hayata geçirmektedirler. Bu çalışmada da Almanya’nın, Fransa’nın, İtalya’nın ve Yunanistan’ın işsizliği azaltıcı yönde uygulamaya geçirdikleri politikalar değerlendirilmektedir.

Migration is a social phenomenon which was observed throughout historywith changing characteristics over time, and which will continue to exist in the future. When the history and sustainability of this social fact are takeninto consideration, it is obvious that migration is inherent in human nature.The continuous quests of human beings for better living conditions togetherwith the desire to escape from political and social conflicts constitute theelements that trigger migration. Even though migration was constantthroughout history, today it is one of the most important items on theinternational agenda. Therefore, the attempts to solve this social issue havenever been so intense before. National states or international organizationstry to solve the migration problem through regulations and restrictions thatare put into effect within the framework of their sovereignty and policies. Onthe other hand, the person who intends to migrate opts to achieve his goalthrough informal channels, which will lead migration to marginalize. As aresponse to this, governments try to be more effective in the face of thisproblem. For these reasons, migration phenomenon continues to take thepriority on the agendas. Bu çalışmada, bağımsızlık sonrasıKazakistan'ın Sosyo Ekonomik yapısı ve Türkiye ile bu bağlamda gelişenilişkileri incelenecektir. Türkiye ve Kazakistan arasındaki diplomatikilişkiler, askeri ve güvenlik alanında işbirliği, eğitim alanında Türkiye'ninbölgedeki önemi, Kazakistan'da faaliyet gösteren Türk okulları, Türkiye'deokuyan Kazak öğrenciler, Türkiye Kazakistan bilimsel ve kültürel ilişkileri,iki ülke arasındaki ekonomik ve ticari ilişkilerin güncel meseleleri,Kazakistan'da faaliyet gösteren Türk Şirketleri ve bunların yatırımları,Türkiye'deki Kazak şirketlerinin faaliyetleri gibi konular analiz edilipaçıklanmaya çalışılmıştır. Kazakistan bağımsızlığını kazandığı 90'lı yıllardanitibaren sosyal ve ekonomik değişim/dönüşüm geçirmiştir. Bu sürecindeğerlendirilmesi açısından güncel bilgiler dikkate alınmıştır. Türkiye, ortakgeçmiş, ortak etnik yapı ve ortak kültürel özellikleri ile Kazakistan içinAvrasya'da işbirliğini geliştirebileceği stratejik ortaklardan birisi olmapotansiyeline sahiptir. Türkiye, aynı zamanda Kazakistan için önemli bir pazarolabilir. Bu çalışmayla, çağdaş Kazakistan'ın uluslararası ekonomik, siyasi önemineatıfta bulunarak iki ülke arasındaki diplomatik, askeri, kültürel, ekonomik veeğitim alanındaki ilişkiler analiz edilmeye çalışılacaktır.

Günlük yaşantımızı derinden etkileyen ekonomik krizlerin son yıllarda giderek sıklaştığı ve niteliğinin değiştiği görülmektedir. Finansal yapıdan kaynaklanan 2001 krizi sonrasında sektörün restorasyonu ve regülasyonu için radikal değişikliklere gidilmiştir. Bu uygulamalar sonrasında sektörde çalışanların önemli kısmının bundan etkilendiği görülmektedir. Bu makalede sektörde yapılan düzenlemelerin banka yoğunluğunun değişmesi ve sektörde istihdam edilenlere etkisi ele alınmaktadır.

The realization of improvement of the Union’s economical zone lies behind the rigid application of legal regulations. Although taking the social zone with economic zone is a must other attending members have left to second plan, the regulation towards the social zone with the consideration of that would decrease the flexibility of the movement of economic policies. The despite of the fact that social regulations were realized during the process acquits communitarians to social policy are behind the economic zone and deprived power of sanction. In this study the regulations at the social policy in the Union’s structural transformation process it is taken into consideration with the macro and panoramic view., Kuruluşundan günümüze, geçirdiği yapısal dönüşüm ve yarattığı zenginlikler ile kıta ülkeleri için Avrupa Birliği adeta bir metafora dönüşmüştür. Birliğin çekim alanı oluşturmasında en önemli faktör üye ülkeler arasındaki başarılı Pazar bütünleşmesinin beraberinde getirdiği iktisadi zenginlik bulunmaktadır. Birliğin iktisadi alandaki bu ilerlemeyi sağlayabilmesi bu alana yönelik oluşturulan hukuksal düzenlemelerin uygulamada da katı bir şekilde takip edilmesinde yatmaktadır. Başlangıçtan beri sosyal alanın ekonomik alan ile birlikte ele alınması gerektiğine ilişkin görüşler ileri sürülmüş olmasına karşın, sosyal alana yönelik düzenlemelerin ekonomi politikalarının hareket esnekliğini azaltabileceği riskini ileri süren diğer katılımcı üyeler tarafından bu alan ikincil planda bırakılmıştır. Süreç içinde sosyal alana yönelik düzenlemeler gerçekleştirilmesine rağmen, sosyal politikaya ilişkin oluşturulan müktesebat ekonomik alandakilerin oldukça gerisinde ve yaptırım gücünden yoksun olduğu gözlenmektedir. Bu çalışma Avrupa Birliği ülkelerinde mevcut olan işsizliğin nedenlerini ve işsizliği azaltmaya yönelik olarak uygulanan politikaları incelemek üzere hazırlanmıştır. Ekonomik bir birlik olarak doğan Avrupa Birliği, geçen süreç içinde üye ülkeler arasında gittikçe derinleşen bir entegrasyon sürecini düşünceden eyleme geçirme yolunda ilerleme kaydetmiştir. Maastsicht Antlaşması (1992) (Avrupa Birliği Antlaşması) ile birlikte başlayan ekonomik bütünleşme süreci sonunda, Amsterdam Antlaşması (1997) ile birlikte yüksek istihdamı ve düşük işsizliği hedefleyen AİS (Avrupa İstihdam Stratejisi) ortaya çıkmıştır. Çalışmanın birinci bölümünde, Avrupa Birliği?nin entegrasyon sürecinin kronolojik gelişimi istihdam ile ile ilgili önemli gelişmeler esas alınarak anlatılmıştır. İkinci bölümde ise Üye Ülkelerde emek piyasalarının görünümü, işsizlik ve istihdamın yapısı ile trendler incelenmiştir. Üçüncü bölümde ise Avrupa Birliği?ndeki istihdamın analizi yapılarak, Avrupa İstihdam Stratejisi?nin ortaya çıkışı ve gelişimi ile seçilmiş Avrupa Birliği Ülkelerinin istihdam politikası uygulamaları incelenmiştir.

Son yıllarda ülkelerin üzerinde durdukları konulardan birisini ülkeler arasındaki yüksek niteliklere sahip insan gücü hareketliliği oluşturmaktadır. Bu alandaki tartışmaların önemli bir kısmını ise yurt dışına öğrenim amacıyla gidipte dönmeyen öğrencilerin oluşturduğu görülmektedir. Yapılan bu çalışmada da öğrenci hareketliliğine etki eden faktörler ve sonuçlarına ilişkin tartışma konuları değerlendirilmeye çalışılmaktadır. In recent years, one of the issues that countries interested in, is international migration of highly skilled people. It has been seen that a great deal of the debates in this area are related to students who go abroad with an intention of education and of the same who don't come back to sending countries. In this study, it is evaluated that debating issues relating to factors effecting student mobility and its results.

Bu çalışmada; Kyoto Protokolünün Avrupa Birliği tarafından imzalanmasının ardından çevreye zarar vermeyen enerji kaynaklarına yönelen ve bu doğrultuda çevreye en az zarar veren fosil yakıt olan doğal gaz tüketiminde meydana gelen artışla beraber Avrupa Birliğinin en büyük doğal gaz tedarikçisi Rusya'ya aşırı bağımlığının nasıl bir enerji güvenliği ile karşı karşıya olduğu incelenmektedir.Konunun genel çerçevesini çizmek adına birinci bölümde enerji tüketiminin tarihsel süreç içinde nasıl arttığına, genel olarak enerjinin hayatımızdaki yeri ve doğal gaz dışında kalan enerji çeşitleri üzerinde kısaca durulmakta; doğal gaz ayrıntılı bir şekilde tarihsel süreci ve özellikleri ile birlikte irdelenmekte; enerjinin ekonomik ve politik boyutu ele alınmakta ve enerji güvenliğinin ne anlama geldiği konusunda görüşlere yer verilmektedir. Bu bağlamda, Kyoto Protokolünün imzalanmasına giden süreç tarihsel bağlamda incelenmekte; tarihsel süreç incelenirken enerji-çevre bağlamında meydana gelen gelişmeler ele alınmaktadır. İkinci bölümde, Avrupa Birliği'nin enerji kaynaklarının kısıtlı oluşuna vurgu yapılıp; enerji konusunda dışa bağımlı olan Avrupa Birliği'nin uygulamaya çalıştığı enerji politikasının tarihsel gelişimi ve temel unsurları hakkında bilgiler yer almaktadır. Bu perspektifte doğal gazı Avrupa Birliği enerji güvenliğinde ki yeri irdelenmiştir. Üçüncü bölümde, Rusya'nın enerji politikasında petrol yerine doğal gazın öne çıkarılması irdelenmekte olup, bu Rus doğal gazının en önemli alıcısı olan Avrupa Birliği ile enerji çerçevesinde ekonomik ilişkilere ve doğal gaz özelinde gelişen ilişkiler üzerinde durulmaktadır. Dördüncü bölüm de ise, doğal gaz özelinde Avrupa Birliği-Rusya ilişkilerinde Türkiye'nin konumu üzerinde durulacaktır. In this study; it has been analyzed how Russia demands to use natural gas as a tool for international relations after the collapse of Soviet Russia and after the compromise of Kyoto Protocol that Europe directs its interest to environment- friendly energy sources. As favorable source natural gas, this is less harmful to green, made EU more dependent to Russia and how EU energy security would be influenced from this partnership.For the common perspective of matter; firstly, how energy consumption rose within historical process, the importance of natural gas in life and shortly assessment of substitute; the features and history of natural gas have been considered, the economical and political sides of energy were explicated and the views about the meaning of energy security have been placed in this work. Within this framework, the process followed to be signed Kyoto protocol has been discussed, while it has been analyzing, developments in energy and environment was considered. In second chapter, the scarce energy sources of EU were highlighted. Then how energy dependent Union has followed its energy policies and basic principles were argued out. Within this concept, the significance of natural gas was discussed in EU energy security. In third chapter, it was examined that why Russia made natural gas as primary energy source instead of oil and how their relations would proceed with EU, mainly in natural gas, in its economic dimension. Lastly in chapter forth, it has been discussed, in the concept of natural gas, Turkey?s role over EU and Russia relations. 134

Dünyadaki tüm ülkelerin gündeminde öncelikli sorun olarak yer alan işsizlik; ülkelerin sosyo-ekonomik yapılarının ve gelişmişlik düzeylerinin farklı olması nedeniyle, her ülkede farklı ekonomik ve sosyal etkileriyle ortaya çıkmaktadır. Bu nedenlerden dolayı bütün ülkelerde, işsizlikle farklı şekilde mücadele edilmektedir. En önemli mücadele yöntemlerinden biri de `Aktif İstihdam Politikaları` dır. Bu politikalar hem uygulama alanının genişliği hem de çeşitli çözüm seçenekleriyle işsizliğe karşı ciddi bir çözüm önerisidir. Çalışmada istihdam, işsizlik ve aktif istihdam politikaları incelenmektedir. Ülkeler bazında yapılan aktif istihdam politikası harcamaları ve ülkemizde bu politikaların ortaya çıkışı, gelişimi, İşkur bünyesinde değerlendirilmesi ve ayrılan kaynaklar ortaya konularak literatüre katkı yapması amaçlanmıştır. Unemployement, which is the priority problem on the agenda of all countries in the World, comes out with different economic and social effects, due to the different levels of socio-economic structures and development levels of them. For all these reasons, all countries are struggling with unemployement by different ways. One of the most important fighting methods is `active employement policies`. These policies are serious solutions by the width of application area and the variety. The study examines employment, unemployment and active employement policies. It's aimed to make contribution to the literature by examining active employement policy expanditures of countries and the evalution and allocation of these policies in our country, evaluating within İş-Kur by releaving allocating resources. 110

İnsanlık tarihi kadar eski olan yoksulluk kavramı sanayi devrimi ile etkisini daha da arttırmış ve günümüzde de toplumların en önemli sorunu haline gelmiştir. Özellikle savaşların çokça yaşandığı çağımızda yerel yoksulluk kavramına uluslararası bir sorun haline dönüşen mülteci sorunu da eklenmiştir.Kendisinin veya bakmakla yükümlü olduğu kişilerin asgari ihtiyaçlarını yoksulluk ya da engellilik sebebi karşılayamayan bireylere yapılan sosyal yardımlar daha çok toplumda sosyal dengeyi sağlamak ve dezavantajlı grupların hayata bağlanmaları amacını taşımaktadır. Bu bağlamda daha çok devletlerin merkezi ve yerel birimleri tarafından yapılan sosyal yardımlar devletlerin anayasalarında yerlerini almıştır.Bu kapsamda Türkiye Cumhuriyeti Anayasasında da devletin bir sosyal devlet olduğu vurgulanmıştır. Bu bağlamda dezavantajlı grupların ihtiyaçları devlet garantisi altına alınmaya çalışılmış ve toplumda sosyal bir denge kurulması amaçlanmıştır.Osmanlı Devleti'nde özellikle sosyal yardım alanlarında vakıfların etkili olduğu bilinmektedir. Cumhuriyetin ilanı ile birlikte vakıflar etkilerini kaybetmeye başlamış ve sosyal yardımlar devlet nezdinde kurumsallaşmaya başlamıştır. Özellikle 2000 li yıllardan sonra sosyal yardımlar alanında yapılan reformlar ile birlikte bu alanda daha da önemli adımlar atıldığı görülmektedir. Ancak tüm gelişmelere rağmen Avrupa refah toplumu anlayışına ulaşılamadığı da bir gerçekliktir.Çalışmanın ilk bölümünü sosyal yardım kavramının kavramsal çerçevesi ve tarihi gelişimi oluşturmaktadır. Çalışmanın ikinci bölümünde bir örnek teşkil etmesi ve kıyaslama imkânı sunması için Avrupa refah toplumları anlayışı ve Avrupa ülkelerinde uygulanan sosyal yardım politikaları incelenmiştir Çalışmanın temel amacını oluşturan üçüncü bölümde ise özellikle cumhuriyetin ilanı ile birlikte vakıf anlayışından uzaklaşan Türkiye Cumhuriyeti'nin yapmış olduğu sosyal yardımlar dönemsel olarak incelenmektedir. Özellikle her dönemde uygulanan sosyal yardım politikaları sosyal yardımların gelişimi açısından bir temel oluşturmaktadır. The concept of poverty, which is as old as the history of mankind, has increased its influence with the industrial revolution and has become the most important problem of the societies. Especially in our age, where wars were experienced a lot, the refugee problem, which became an international problem, was added to the concept of local poverty.The social benefits provided to individuals who cannot meet the minimum needs of their dependents or their dependents for poverty or disability are mostly aimed at providing social balance in the society and connecting the disadvantaged groups to life. In this context, the social aids mostly made by the central and local units of the states have taken their place in the constitutions of states.In this context, it is emphasized that the Constitution of the Republic of Turkey is a state of the welfare state. In this context, the needs of disadvantaged groups have been tried to be taken under state guarantee and a social balance is aimed in the society.It is known that the foundations were effective in the Ottoman Empire especially in the areas of social assistance. With the declaration of the Republic, the foundations began to lose their influence and the social assistance began to be institutionalized by the state. Especially after the 2000s, with the reforms in the field of social assistance, even more important steps have been taken in this area. However, despite all the developments, it is a reality that European welfare society cannot be reached.The first part of the study is the conceptual framework and historical development of the concept of social assistance. In the second part of the study, the European welfare societies approach and the social assistance policies applied in European countries were examined to provide an example and comparative opportunity. In the third section, which constitutes the main purpose of the study, especially social assistance made by the Republic of Turkey away from the foundation of understanding with the proclamation of the republic are examined periodically. Günümüz ekonomik şartları ve teknolojideki gelişmeler doğrultusunda uzmanlık gerektiren işlerin çoğalması çalışma hayatında iş bölümünü kaçınılmaz hale getirmiştir. Artan rekabet koşullarıyla birlikte işletmeler hem kaliteli üretim yapabilmek hem de maliyetleri düşürebilmek amacıyla işyerinde ikinci bir işveren olarak alt işverenlik uygulamasına yönelmişlerdir. İşletmelere esneklik sağlamayı amaçlayan alt işverenlik, işgücü maliyetlerinin azaltılması, yasal yükümlülüklerden kaçınma ve işçi örgütlenmelerinin engellenmesi gibi faktörlerle işin ucuza yaptırılmasını sağlamıştır. Özel sektör yanında kamu kesiminde de alt işverenlik bir istihdam aracı haline gelmiştir. Kamu kesiminde işçi alımının sınırlı olması sebebiyle kamu işverenleri ihale yoluyla hizmetlerini alt işverenlere vererek asgari maliyetle dolaylı istihdam sağlamışlardır. Bu durum beraberinde alt işveren işçilerinin bireysel ve kolektif hak kayıplarını getirmiştir. Kamu kesiminde alt işverenlik uygulamasıyla yaşanan olumsuzlukların giderilmesi amacıyla iş kanunlarında ve kamu işveren mevzuatlarında değişiklikler yapılmıştır. Yapılan değişikliklerin yetersiz kalması sebebiyle 2014 yılında çıkarılan 6552 Sayılı Torba Yasa ile detaylı düzenlemeler getirilmiştir. Tüm bu düzenlemelere son olarak eklenen 2017 yılında çıkarılan 696 sayılı KHK ile kamu kesiminde çalışan alt işveren işçilerinin sürekli işçi kadrolarına geçirilerek kadroya alınması ile kaynaklanan sorunlar giderilmeye çalışılmıştır.Anahtar Kelimeler: Alt işveren ilişkisi, asıl işveren, kamu kesimi, kamu işvereni. Today's economic conditions and developments in technology in line with the proliferation of jobs requiring expertise has made the work sharing inevitable in working life. As a result of increasing competition conditions, enterprises have turned to subcontracting as a second employer in the workplace in order to both produce high quality production and reduce costs. Subcontracting, which aims to provide flexibility to enterprises, has enabled the work to be done cheaply with factors such as reducing labor costs, avoiding legal obligations and preventing workers' organizations. Subcontracting has become an employment tool in the public sector as well as the private sector. Due to the limited recruitment of workers in the public sector, public employers have provided indirect employment at minimum cost by providing services to subcontractors through tenders. This has brought along individual and collective rights losses of subcontractor workers. In order to eliminate the problems arising from subcontracting in the public sector, amendments were made in labor laws and public employers legislation. Due to insufficient changes which were made, detailed regulations were introduced with the Omnibus Law No 6552 was issued in 2014. With the Decree Law No 696 was issued in 2017, which was recently added to all these regulations, the problems arising from the recruitment of sub-employer workers working in the public sector to permanent staff were tried to be eliminated.Key Words: Subcontractor relationship, principal employer, public sector, public employer. 124

İnsanlık tarihi kadar eski olan yoksulluk kavramı sanayi devrimi ile etkisini daha da arttırmış ve günümüzde de toplumların en önemli sorunu haline gelmiştir. Özellikle savaşların çokça yaşandığı çağımızda yerel yoksulluk kavramına uluslararası bir sorun haline dönüşen mülteci sorunu da eklenmiştir. Kendisinin veya bakmakla yükümlü olduğu kişilerin asgari ihtiyaçlarını yoksulluk ya da engellilik sebebi ile karşılayamayan bireylere yapılan sosyal yardımlar daha çok toplumda sosyal dengeyi sağlamak ve dezavantajlı grupların hayata bağlanmaları amacını taşımaktadır. Bu bağlamda daha çok devletlerin merkezi ve yerel birimleri tarafından yapılan sosyal yardımlar devletlerin anayasalarında yerlerini almıştır. Bu kapsamda Türkiye Cumhuriyeti Anayasasında da devletin bir sosyal devlet olduğu vurgulanmıştır. Bu bağlamda dezavantajlı grupların ihtiyaçları devlet garantisi altına alınmaya çalışılmış ve toplumda sosyal bir denge kurulması amaçlanmıştır. Osmanlı Devleti’nde özellikle sosyal yardım alanlarında vakıfların etkili olduğu bilinmektedir. Cumhuriyetin ilanı ile birlikte vakıflar etkilerini kaybetmeye başlamış ve sosyal yardımlar devlet nezdinde kurumsallaşmaya başlamıştır. Özellikle 2000 li yıllardan sonra sosyal yardımlar alanında yapılan reformlar ile birlikte bu alanda daha da önemli adımlar atıldığı görülmektedir. Ancak tüm gelişmelere rağmen Avrupa refah toplumu anlayışına ulaşılamadığı da bir gerçekliktir. Çalışmanın ilk bölümünü sosyal yardım kavramının kavramsal çerçevesini ve tarihi gelişimini oluşturmaktadır. Çalışmanın ikinci bölümünde bir örnek teşkil etmesi ve kıyaslama imkânı sunması için Avrupa refah toplumları anlayışı ve Avrupa ülkelerinde uygulanan sosyal yardım politikaları incelenmiştir. Çalışmanın temel amacını oluşturan üçüncü bölümde ise özellikle cumhuriyetin ilanı ile birlikte vakıf anlayışından uzaklaşan Türkiye Cumhuriyeti’nin yapmış olduğu sosyal yardımlar dönemsel olarak incelenmiştir. The concept of poverty, which is as old as the history of mankind, has increased its influence with the industrial revolution and has become the most important problem of the societies. Especially in our age, where wars were experienced a lot, the refugee problem, which became an international problem, was added to the concept of local poverty. The social benefits provided to individuals who cannot meet the minimum needs of their dependents or their dependents for poverty or disability are mostly aimed at providing social balance in the society and connecting the disadvantaged groups to life. In this context, the social aids mostly made by the central and local units of the states have taken their place in the constitutions of states. In this context, it is emphasized that the Constitution of the Republic of Turkey is a state of the welfare state. In this context, the needs of disadvantaged groups have been tried to be taken under state guarantee and a social balance is aimed in the society. Bu ihtiyaç 19. yüzyıl sonlarında başlayıp 20. yüzyılın ilk yarısı boyunca ülkelerin sosyal sigorta sistemlerini kurmalarına yol açmıştır. Kuruluş sonrasında yükümlülüklerin yerine getirilmesi dönemi gelince, çoğu ülkenin sosyal güvenlik sisteminde finansman krizi başlamıştır. Oluşan finansman krizlerinin aşılmasındaysa, başlangıçta kamu eliyle kurulup yönetilen sosyal sigorta sistemlerinin özelleştirilmesi veya sistem içerisine özel emeklilik programlarının eklenmesi yoluna gidilmiştir. 1990’larda popülarite kazanan özel emeklilik programları, günümüzde çoğu ülkenin sosyal sigorta sistemi içerisinde yer almaktadır. Ülkemizdeyse 2003’ten itibaren faaliyete geçen Bireysel Emeklilik Sistemi (BES)’ne katılımlar süratle artmakta olup, 2017 yılı itibarıyla toplam katılımcı sayısı 7 milyona yaklaşmaktadır. Abstract While auto-protection mechanism works against social risks in conventional societies, there has been a necessity of institutionalization for social protection in modern societies. This necessity started in late 19th century and caused the countries to constitute systems of social insurance during the first half of 20th century. When the time to fulfill the necessities after constitution came, a financing crisis began in the systems of social insurance of many countries. To overcome these financing crisis, privatization of the social insurance systems which were constituted and managed publicly initially or the way of adding private pension system into the system has been resorted. The private pension systems which gained popularity in 1990’s have been in the systems of social insurance of many countries nowadays. The participations to Personal Pension System (PPS) that came into operation in 2003 in our country proceeds rapidly and the number of participants has been approaching to 7 million by 2017. Pearson correlation analysis was benefited to query PPT’s ownership of complementary function in social insurance system. The findings from the calculated 651 correlation coefficient shown that private sector employees, especially the ones who work for small scale enterprises and cannot have assurance of employment significantly, are related to the participation to PPT. Besides, a positive correlation was determined among working at the permanent status and the amount of the day's pay with the participation to PPT.

İşsizlik olgusu hem gelişmiş hem de gelişmekte olan ülkeler açısından önemli bir sorun haline gelmiştir. Ülkeler, işsizliği önlemek ve işsizliğin olumsuz sonuçlarını ortadan kaldırmak için çeşitli politikalar üretmekte ve uygulamaktadırlar. Başlangıçta işsizliğin doğurduğu problemler, çeşitli gelir destekleri ile yani pasif istihdam politikaları ile çözülmeye çalışılmış ancak pasif politikaların yetersiz kaldığı görülmesi üzerine ülkeler, aktif istihdam politikalarına yönelmişlerdir. Avrupa Birliği(AB) giderek artan işsizlik sorununu Avrupa İstihdam Stratejisi ile çözmeye çalışmaktadır. AB ile tam üyelik müzakerelerini sürdüren Türkiye de bu gelişmeleri yakından takip etmekte ve 2004 yılından itibaren çeşitli aktif istihdam politikaları uygulamaktadır. Her ülkenin gelişmişlik düzeyi ve işgücü piyasasının yapısı farklı olduğundan uygulanan istihdam politikaları da ülkeden ülkeye değişmektedir. Bu itibarla, AB ve Türkiye'de işgücü piyasası ve işsizliğin yapısı ile uygulanan istihdam politikaları araştırılmış, Türkiye'de istihdamın korunması, geliştirilmesi ve işsizlikle mücadeleye yardımcı olması ile görevli bulunan Türkiye İş Kurumu (İŞKUR)'nun uyguladığı aktif ve pasif istihdam politikalarının işgücü piyasasına etkileri İŞKUR'un faaliyet raporları ve resmi istatistik bültenleri üzerinden incelenmiştir. Unemployment has become a major problem for both developed and developing countries. Countries are producing and implementing various policies to prevent unemployment and to eliminate the negative consequences of unemployment. The problems endangered by unemployment have been initially tried to be solved with various income supports, i.e. passive employment policies, but countries have turned to active employment policies because of the insufficiency of passive policies.The European Union (EU) is trying to solve the growing problem of unemployment with the European Employment Strategy. Continuing its full membership negotiations with the EU, Turkey has been following these developments closely and implementing various active employment policies since 2004. Since the level of development of each country and the structure of the labor market are different, the applied employment policies vary from country to country.In this respect, the structure of the labor market and unemployment, and the applied employment policies have been investigated, the effects of the active and passive employment policies on labor market applied by the Turkish Employment Agency, responsible for protecting, developing and helping the struggle with unemployment in Turkey, have been examined. It has been found that implementing active employment policies together with passive employment policies has increased the quality and employability of the labor thus, is one of the most important tools for fighting against unemployment. 163

Yüksek Lisans Tezi Uluslararası göç, alan ve göç veren ülkeleri etkileyen bir süreçtir. Bu süreçten ekonomik, kültürel ve siyasi yapılar önemli derecede etkilenir. Bu nedenle hem göç alan hem de göç veren ülkeler “uluslararası göç politikası” geliştirmek çabasında olurlar. Avrupa Birliği’ de, üye ülkelerin ulusal politikalarının yanı sıra, Birlik düzeyinde uluslararası göç politikası oluşturmuştur. Türkiye’ nin uluslararası göç politikası incelendiğinde Cumhuriyet’in ilk yıllarından itibaren Türk ırkından olan kişilerin Türkiye’ ye göç etmesini desteklediği görülmektedir. Ayrıca 1951 Cenevre Sözleşmesi’ ne konan coğrafi kısıtlama uyarınca, yalnızca Avrupa kökenlilerin sığınma talepleri kabul görmüştür. Türkiye’ den Avrupa ülkelerine yönelik işgücü hareketleri 1950’ li yıllardan itibaren başlamış ve 1960 yılından itibaren “işgücü ihracatı” adı ile bir devlet politikası haline gelmiştir. Yurtdışına göç hareketleri devam ederken, 1980’ li yıllardan itibaren Türkiye’ ye yönelen göç hareketleri değişmiş ve büyük çaplı sığınma ve düzensiz göç hareketleri ile karşı karşıya kalınmıştır. Cumhuriyetin ilanı ile Türk kökenli bireylerin göçünü alan konumundayken, 1980’ li yıllardan itibaren düzenli göç büyük miktarda yabancıyı kapsamaya başlamıştır. Türkiye Avrupa Birliği’ ne tam üyelik sürecinde, göç politikası konusundaki müktesebat uyumu çerçevesinde, Avrupa’ ya yönelen göçün son durağı haline getirebilecek önemli değişiklikler öngörülmüştür. Bu değişikliklerin bir kısmı uygulamaya geçerken bir kısmı da taahhüt edilmiştir. Sonuç olarak göç kabul etme politikası konusunda Avrupa Birliği politikalarına bağımlı hale gelinmektedir. Abstract International migration is a process that affects the emigrant and hosting countries both. Economical, cultural and political structures are substantially affected by the migration process. Therefore emigrant and hosting countries should design an "international migration policy" of their own. The European Union designed an international migration policy for the union, in addition to the national policies of the member states. On scrutinising the international migration policy of Turkey, it will be observed that migration of people coming from Turkish racial origins has been supported since the early stages of the republic. In addition to this, pursuant to the geographical restriction inserted in the wording of "Geneva Convention" in 1951, it was only the asylum request of the European-origin people that was accepted. Labour force circulation from Turkey to the European countries began as of the 1960s, and it became a state policy, called the "exported labour force". During the ongoing movement of migration to overseas countries, the circulation of migration t Turkey began to change as of the 1980s as a substantial portion of asylum seekers and irregular movements of migration emerged. Upon proclamation of the republic, Turkey's status changed from accepting the migration of Turkish-origin individuals to the migration of a great number of foreigners on a regular basis as of the 1980s. During Turkey's process of full membership to the European Union, and in the framework of the compliance with the acquis on migration policy, significant changes, which by nature are likely to render the country as the final destination of the flocks of migration heading towards Europe, were projected. Part of such changes was put into practice, while part of them is currently under commitment. In conclusion, dependency on the European Union policies increases as far as the migration policies are concerned.

Bu toplumsal talep ve ihtiyaçların karşılanmasında devletlerin kullandığı en önemli enstrümanlar işsizlik, yoksulluk, sosyal güvenlik, istihdam, aile, göç ve barınma gibi alt başlıklar ve bu kavramların tanımlanabileceği sosyal politikalardır. Barınma ihtiyacının yetersiz karşılanması veya hiç karşılanamaması olarak anlaşılan konut sorunu, küreselleşen dünyada yaşanan sosyal, ekonomik ve politik değişikliklerle konut politikalarını da farklı açılardan değiştirmektedir. Farklı politikalarla bu soruna çözüm arayan ülkelerde en çok kullanılan yöntem sosyal konut politikalarıdır.Türkiye' de de konut sorunu; demografik, ekonomik, teknolojik, siyasal, sosyal ve kültürel gelişmelere paralel olarak hızlanmış, 2000' li yıllara gelindiğinde nüfusun üçte ikisi kentlerde yaşar hale gelmiştir. Her ne kadar konut sorunlarının temelinde sayısal dengesizlikten kaynaklanan bu durum varmış gibi gözükse de konut sorunları pek çok etmenle yakından ilişkilidir.Bu çalışmada, sosyal politika çerçevesinde konutun dünyada ve Türkiye' deki boyutları incelenmiştir. Social politics is an important assurance to keep social equilibrium and peace. Goverments get into difficulty to provide needs of their citizends because of developing, changing and globalization world. Social politics including many subunits such as unemployment, poverty, social security, employment, family, migration and housing are the most important tools which are utilized by goverments to provide citizens' needs. Housing is one of the universal problems seeking for a solution. Housing problem meaning that housing is insufficiently or never provided affects housing politics together with the changes in social, economics and politics in worldwide. Social housing politics are the most common method used by countries seeking for a solution for this problem.In Turkey, housing problem has been increased by the affects of demographics, economics, technologics, social and cultural changes. Two out of three of the population were in cities in years of 2000. Even though numerical disequilibrium seemed the reason of housing problem, the problem is related with many other factors. In this study, housing concept both in Turkey and the World was revised. Her ne kadar konut sorunlarının temelinde sayısal dengesizlikten kaynaklanan bu durum varmış gibi gözükse de konut sorunları pek çok etmenle yakından ilişkilidir. Bu çalışmada, sosyal politika çerçevesinde konutun dünyada ve Türkiye' deki boyutları incelenmiştir. Öncelikle sosyal politika olgusunun kavram ve kapsamı, yoksulluk tanımı, konut sorunları ve politikaları, çalışmanın ilerleyen bölümlerinde ise dünyada konut yoksulluğunun boyutları, yerel yönetimlerde Edirne Belediyesinin sosyal konut uygulamaları ve Türkiye'de kent özelinde konut yoksulluğu, 2002 den günümüze gelen hükümetlerin konut sorunuyla mücadele stratejileri, mücadeleye yönelik politika uygulamaları ve bu uygulamaların sonuçları değerlendirilmiştir. abstract Social politics is an important assurance to keep social equilibrium and peace. Goverments get into difficulty to provide needs of their citizends because of developing, changing and globalization world. Social politics including many subunits such as unemployment, poverty, social security, employment, family, migration and housing are the most important tools which are utilized by goverments to provide citizens' needs. Housing is one of the universal problems seeking for a solution. Housing problem meaning that housing is insufficiently or never provided affects housing politics together with the changes in social, economics and politics in worldwide. Social housing politics are the most common method used by countries seeking for a solution for this problem. In Turkey, housing problem has been increased by the affects of demographics, economics, technologics, social and cultural changes. Two out of three of the population were in cities in years of 2000. Even though numerical disequilibrium seemed the reason of housing problem, the problem is related with many other factors. In this study, housing concept both in Turkey and the World was revised. Firstly, concept and content of social politics, description of poverty, housing problems politics were explained and, in the following sections, extencity of hosuing problems in the world, approaches of municiplaties, especially in Edirne, for social housing politics, housing insufficieny in cities of Turkey, hosuing problem strategies and politics of goverments and the results of these approaches were presented.

The illegal migration expresses crossing borders with violating the principles and procedures which is determined by laws of the country in the entry and exit from the places inside of a country?s borders. As a fugitive, making transition without using the border gates which provided by the country, trying to enter or exit from the border gates of the country with fake travel documents using the highway, sea, railway and airline are the methods of the people who apply to the illegal migration. These methods can be varied. In the general case of the illegal migration, when the flow was from the lowincome countries to the high-income countries, nowadays the illegal migration flow to the developing countries can be encountered. Since 1990s, Turkey was exposed illegal migration flow especially from Asia and Middle East countries to Western European countries. With collapse of the Soviet Union, Turkey was also exposed illegal migration flow from the citizens of the countries which were in Soviet Bloc before like Ukrania, Moldova and Belarus. In transition to the Europe, Turkey was worked up into source country in illegal migration by its own citizens. From Thrace, as well as many migrants from foreign nationalities who were trying to pass to Europe with illegal ways, our citizens were caught. Nowadays, There are many reasons about the topic of illegal migration like being a problem which interest many countries. With being a source or a target country, the topic of illegal migration leaves many countries in difficult situation and all the countries seek solution about it. Turkey has to face more day by day with the problems like illegal migration and refugee because of its growing economy in these last years and being a transit country in passing to Europe.The case of illegal migration which is the important problem of Turkey in Thrace region and its effects was analyzed with the details. In this context, a survey was made with the illegal immigrants which caught in Edirne city and various informations were searched like the reasons which led them to migration, the problems of the countries that they came from. This work aims at revealing the case of Turkey in Thrace region with presenting the new datas about illegal migration.

Proje Temeli liberal iktisadi düşüncelere dayanan özelleştirme kavramı 1980’li yıllarda uygulanmaya başlanan bir yöntemdir. Özelleştirme ile devletin ekonomik faaliyetlerini azaltmak ya da tamamen ortadan kaldırmak amaçlanmıştır. Enerji, yaşamın kaynağı, üretimin birincil unsurudur. Enerji bu denli önem arz ederken enerji piyasasının da ülke ekonomilerine ve uluslar arası ilişkilerin şekillenmesine etkisi büyük olmaktadır. Bu nedenledir ki enerji piyasalarının özelleştirilmesi konusu çok önemlidir. Bu çalışmada özelleştirme ve enerji kavramları irdelenip enerji piyasasında özelleştirme uygulamasına giden çeşitli ülkelerden örnekler ışığında Türkiye’deki enerji piyasalarında özelleştirme konusu incelenmiştir. Abstract The concept “privatization” which is based on liberal economic ideas is a method started to have been used in 1980s. This method is intended to reduce the economic activities or eliminate them completely. Energy is the source of life and the primary factor of production. Since the importance of energy is so high, energy market has also an enormous effect on the countries’ economies and shaping international relations. Therefore, the privatization of the energy markets is such an important issue. In this study, the concepts “privatization” and “energy” has been dealt with and in the light of examples from various countries in the implementation of privatization, the privatization of energy markets in Turkey has been studied.

Bu çalışmada; Kazakistan'ın sosyal ve ekonomik dönüşümü, Sovyet dönemini de kapsayacak şekilde mukayeseli olarak incelenmektedir. Sovyetler'den Kazakistan'a paslı bir ekonomi ve çok kavimlilikten kaynaklanan sorunlar miras kalmıştır. Genç bir cumhuriyet olan Kazakistan'ın ulus-devlet olma yolunda karşılaştığı sorunlar sosyal ve ekonomik yönden açıklanmaktadır. Ülkenin yeniden doğma süreci, güncel örneklerle açıklanmaya çalışılmaktadır. Yakın gelecekte Kazakistan'ın sadece petrol endüstrisine dayalı bir ekonomiden kurtulması ve dünya ekonomik sistemine güçlü bir şekilde entegre olması için hangi şartların oluşması gerektiği istatistikî verilerle analiz edilmeye çalışılmıştır. Günümüzde eski Sovyet tipi nomenklaturanın yerini, bir başka sınıf olan ?Yeni Kazaklar? ve ?Yeni Ruslar? almıştır. Ülkede yaşanan sosyal değişimin, toplumsal tabakaları derinden etkileyerek belli bir elitizme dönüşmesi nedeniyle sosyolojik manada özgün bir demokrasi kültürü oluşmamıştır. Değişmeyen tek şeyin değişimin kendisi olması gibi, Kazakistan'da enformasyon çağına ayak uyduracak ve dinamik bir yapıya kavuşacaktır.Konunun genel hatlarını belirlemek için Birinci Bölümde bağımsızlık, geçiş ve bağımsızlık sonrası dönemdeki ekonomik değişim anlatılırken; demografi, iktisadi yapı, dış ticaret, yapay sınırlar üzerinde kısaca durulmaktadır. Yine aynı bölümde Kazak dayanışma grupları, Sovyet mirasının kalıntıları, merkezi devlet ya da mülksüzlük, ekonomik kaos, istikrarsızlık etmenleri, özelleştirme ve pazar ekonomisinin alımlanışı gibi sorunlara değinilmiştir.İkinci Bölümde, refahın artması, toplumun sosyal yönden gelişmesi, başarılı ekonomik sistemin sürdürülebilirliği, kaynakların verimli kullanılabilmesi, etnik açıdan sosyal entegrasyon, fiyat istikrarı, hukukun üstünlüğü, siyasal katılım, milli kimliğin inşası vb. konulara vurgu yapılıp, sosyal dönüşümün karakteristiği betimlenmiştir. Sosyal dönüşüm yine ekonomik dönüşüme paralel bir şekilde tarihi süreçle birlikte ele alınmış olup, ayrıca eski dönemdeki kimlik siyaseti, sosyalist ideoloji, kolektivizasyon süreci, tarım despotizmi, Sovyetlerin sekülerleştirme politikaları, Kazak aydınlara karşı yürütülen temizlik hareketleri, sosyal güvenlik sistemi, çift dillilik ve toplumun sosyolengüistik yapısı, insan hakları, bozkır kültürü, bürokratik yok oluş, süper etnos ve sub etnos, merkez-çevre ilişkileri, milli habitus, Kazakistan'da Sovyet simgeselliği ve ikonografisi üzerinde durulmuştur. Bu konular geçiş dönemi ve bağımsızlık sonrasında güncel meseleler ile birlikte irdelenmiştir. This study aims to make a comparative analyse of the social and economic transformation in Kazakhstan, including the Soviet period. Kazakhstan had inherited a rusty economy and various problems caused by the multi-national structure. The complications which the new republic encountered on its way to become a nation state are examined by the economical means. The regeneration of the country is studied in the light of the modern examples. This study tries to analyse the essential circumstances for Kazakhstan, in order to quit the fossil oil based economy and to strongly integrate global economic system, with the help of the statistical data. Today, the old Soviet type of nomenclature is substituted by other classes such as ?New Kazakhs? and ?New Russians?. Since the experienced social alteration deeply affected the social strata and turned into a kind of certain elitism, a democratic culture by sociological means did not emerge. For it is too hard to stand apart from change, it is for sure that Kazakhstan will also keep step with the information age and achieve a dynamic structure.The first chapter determines the general frame of the work, describing the economic changes during the independence, transformation and post-independence periods, and shortly explains the demography, economy, external trade and the artificial borders. The same chapter also examines heritage of the Soviet Union, central government and Kazakh solidarity groups and some problems such as poverty, economic chaos, instability factors, denationalisation and the perception of market economy.The second chapter underlines the subjects such as the increase of prosperity, social improvements, continuity of the successful economical system, ethnic integration, instability of the prices, rule of law, political participation, construction of a national identity etc? and pictures the characteristics of the social transformation. Social transformation is also studied with the historical process parallel to the economic conversion. Besides, sub-titles such as old identity politics, socialist ideology, collectivisation process, agricultural despotism, soviet secularisation politics, combout attempts against the Kazakh intellectuals, social security system, bilingualism and socio-linguistic structure, human rights, steppe culture, bureaucratic extinction, super ethnos and sub-ethnos, centre ? periphery relationships, national habitus, Soviet symbolism and iconography were also examined. The mentioned subjects were construed together with the daily issues during the transformation period and post-independence. The novel socio-economic concept, formed relationships, education system, political parties and the development of the democratic life, Kazakh diaspora, issues concerning the alphabet and the language, religious structure, deformation in the family nature, literature, arts and cultural transitions were also evaluated. Yüksek Lisans Tezi Küreselleşme, ulusal ekonomiye dayalı bir düzenden, çokuluslu şirketlerin ve uluslararası örgütlerin egemenlik kurduğu bir düzene geçişi ifade etmektedir. Küreselleşme devletin ekonomik yaşamdan çekilmesini öngören bir anlayıştır. Devletin sosyal niteliğinin zayıfladığı ve toplumsal uzlaşıdan uzaklaştığı neoliberal süreçte, devlet-vatandaş ilişkileri değişmiştir. Özelleştirme uygulamalarının salt merkezde değil, yerel yönetimler de de uygulandığı görülmektedir. Yerel yönetimler maliyeti azaltma ve kaynak yetersizliği gibi gerekçelerle hizmet özelleştirmesi yöntemlerini uygulamaktadırlar. Devlet yasal düzenleme ve uygulamalarla özelleştirmeyi zorunlu kılar hale getirmiştir. Yerel yönetimler hizmet sunmaktan çok hizmetin sunulmasına aracılık eden kamu kurumları olmuşlardır. Yerel yönetimlerde taşeronlaşma uygulamalarının etkinliği, hem belediye işçilerini hem de çalışma koşulları ve sosyal haklar açısından taşeron firmada çalışan işçileri etkilemiştir. 2006 yılı itibariyle Bakanlar Kurulu kararıyla ortaya konan ?Norm Kadro Uygulaması? ile kamu örgütlerinde kamu hizmetine bakış ve çalışma ilişkileri değişim göstermiştir. Globalization is an understanding based on the withdrawal of the state from economic life. In the neo-liberal process that the social quality of the state weakens and it is distanced from societal accord, the state-citizen relations are altered. It can be witnessed that privatization efforts are not only limited to the central administration but also spread to the local administrations. Local administrations implement service privatization methods asserting reasons such as cost reduction and resource scarcity. State has almost rendered privatization a mandatory process through legal arrangements and applications. The local administrations, rather than being entities providing services, have become public institutions acting as intermediaries in offering of services. The effective utilization of sub-contracting firms by local administrations has had an impact, both in terms of working conditions and social rights, on both the municipality workers, as well as the workers employed by sub-contracting firms. The ?Norm Staffing Application? that has been established under a Cabinet decision as of the year 2006, the work relations at public institutions as well as the way public services are viewed have been changed. With this application, sub-contracting has become mandatory, exposing the workers to problems related to de-unionization, social rights, wages, and working conditions. Yüksek Lisans Tezi Edirne ilkçağlardan Osmanlı İmparatorluğu'na ve Türkiye Cumhuriyeti'nde her dönem önemli bir şehir olma özelliği taşımış ve halen taşımaktadır. Edirne geçen bu süreçlerde yaşanan kültürlerden etkilenmiştir. Edirne birçok medeniyete ev sahipliği yapmış ve bunların sonucunda da zengin bir tarihe ve kültüre sahip olmuştur. Osmanlı İmparatorluğu'na 92 yıl başkentlik yapmış Kurtuluş Savaşı'nda 25 Kasım 1922 yılında Yunanlıların işgalinden kurtulmuştur ve o zamandan günümüze Türkiye'nin kuzey batısındaki serhat şehridir. Bu şehrin geçmişten günümüze yaşamış olduğu nüfus hareketleri, göç, ekonomi ve istihdam göstergelerindeki değişimleri incelenmiştir. Yapılan anket çalışmasında da sosyal yapının en önemli unsuru olan toplumun günümüz Edirne boyutu ve yaşayışları, Edirne'ye yönelik bilinçleri ve Edirne profilleri çizilmektedir. Abstract Edirne has been and is still an important city in every period of the history, from the ancient times to the periods of Ottoman Empire and the Republic of Turkey. Edirne has been effected from the cultures lived in these processes. Edirne has hosted many civilizations throughout the history and has had a substantial history and culture. It had been the capital of the Ottoman Empire for 92 years and was rescued from the Greek invasion on 25th November 1922 during the Independence War and since then it has been the border city in the North West of Turkey. The changes on the indications of population movements, immigration, economy and employment of this city throughout the history have been examined. In the survey study, the current Edirne extent and livings of the society, which is the most essential element of the social structure, the consciousness of Edirne and profiles of Edirne have been specified. Bu eğilim üretim ve teknolojide değişim ve gelişimi gerektirdiği gibi insan kaynakları yönetiminde de aynı yöndedir. Bulundukları sektör, ülkenin veya bölgenin sosyal, ekonomik, teknolojik koşulları işletmelerin yönelimlerinde doğrudan tayin edici etkenlerdir. Teknolojik ve ekonomik koşullar sosyal koşullara göre daha zor tahmin edilebilse de ithal etmesi ya da yönlendirmesi çok daha kolaydır. Ancak sosyal koşullar kapsamına giren işgücü temini konusunda her ne kadar önceden hesaplanması kolay veriler olsa da, temini ve yönetimi çok daha zordur. Sosyo-ekonomik dengelerin değişimi, işletmelerin gelişimi gibi olgular insan kaynakları yönetiminin sürekli dinamik ve değişken bir yapıda kalması için zorlayıcı unsurlar olmuşlardır. Çokuluslu işletmelerin, insan kaynakları yönetim sürecinde yerel işletmelere göre çok daha avantajlı oldukları gerçektir. Ancak dışarıdan gözlemlenemeyen şöyle bir sıkıntı da vardır ki, ülkeler arası insan kaynakları uygulamalarındaki farklılıklar, şirket içindeki çalışanlar üzerinde ağırlıklı olarak demotive edici sonuçlar doğururlar. Çalışmamda tüm bu farklılıklar ve etkileri ile birlikte BSH Ev Aletleri A.Ş.'nin farklı ülkelerdeki lokasyonları arasında gözlemlenen insan kaynakları uygulamaları arasındaki farklılıklar değerlendirilmektedir. Abstarct The face of the process "Human Resource Management" is more towards to social life in Business. HRM is the bridge which connetcs, indispensable , but also most variable resource of human and business. Companies tend to grow each time. This trend of growth requires change in production and technology with the same direction in HRM.Their sector, the country's or region's social, economic and technological conditions are the decisive factors of businesses. Prediction of technological and economic conditions are more harder than social conditions, but driving and importing more easier. However, within the scope of social conditions in the supply of labor force data is easy to calculate in advance but management and supplying more difficult. Cases of "Change in Socio-Economic Balances", "Development of Business" are the drivers of HRM for being dynamic and innovative. Multinational Enterprises have more advantage in the process of HRM compared with the local ones. Unobservable from the outside, the differences of international HRM practices can cause demotivation problems for the employees. Together with the work that, all these differences and the effects of BSH Home Appliances Inc. 's locations in different countries are considered among the observed differences between human resource practices.

Yüksek Lisans Tezi Helsinki Zirvesinde (1999) Avrupa Birliğine adaylık statüsünün verilmesi ile birlikte Türkiye Anayasal değişimi de içeren bir reform sürecine girmiş ve 3 Ekim 2005 tarihinde tam üyelik müzakereleri başlamıştır. Üyelik müzakereleri çeşitli konularda 35 başlıktan oluşmaktadır ve 19. sıradaki başlık Sosyal Politika ve İstihdam alanını kapsamaktadır. Sosyal Politika ve İstihdam alanı genişleyen Birliğin, son zamanlardaki olumsuz ekonomik gelişmeler ve liberal politikaların ağırlık kazanması neticesinde karar almada zorlandığı konuların başında gelmektedir. Mücadeleler sonucu kazanılan sosyal haklar, dünyanın en rekabetçi ve dinamik, bilgiye dayalı ekonomisi haline gelmek, tam istihdama ulaşmak, sürdürülebilir bir ekonomik büyümeyi ve sosyal bütünleşmeyi sağlamak hedefini benimseyen Avrupa Birliği'ni zorlamaktadır. Bu hedefi gerçekleştiremeyen Birlik büyüme ve istihdama odaklanmıştır. Birliğin kurumsal yapısı karar alma mekanizmasının yenilenmesi ihtiyacını doğurmuştur. Bu bağlamda Anayasa girişimi başarısızlığa uğramış ve alternatif olarak Lizbon Anlaşması gerçekleştirilmeye çalışılmaktadır.Sosyal hakların gelişimi konusunda Avrupa'ya göre çok daha kısa bir geçmişi bulunan Türkiye ise bir yandan uyum amacıyla sosyal hakları geliştirmeye çalışırken bir yandan içsel ve dışsal ekonomik faktörlerin etkisi altında bir ikilemde kalmaktadır. Birliğin son zamanlarda bazı üyelerinden gelen olumsuz açıklamalar Türkiye'yi atılması gereken adımlar konusunda isteksiz hale getirmektedir. Bu çalışmada da uyum süreci çerçevesinde öncelikle Birliğin Sosyal Politika ve İstihdam alanındaki durumu ve daha sonra Türkiye'nin bu alanlardaki uyumu tarihsel süreç içinde ele alınmıştır. Having been given the status of member of European Union in Helsinki Summit(1999), Turkey has entered into the reformal process including Constitutional change and initiated the negotiations of full membership on 3rd of October, 2005. The topics of membership constitute 35 titles and 19th title includes the fields of Social Policy and Employment. The Union having widened fileds of Social Policy and Employment has difficulty in decision making after the recent economic developments and liberal policies have gained importance. The social rights, which were gained in consequence of struggles put the European Union, which aims to form the most competitive, dynamic and informative economy around the world, to reach the full employment, provide an sustainable and economic growth and social integration in a difficult situation. Not having been able to this aim, the Union focuses on growth and employment. Institutional structure of the Union necessitates the innovation of decision making mechanism. In this context, the entreprise of making a constitution has failed and alternatively Lisbon Agreement has been trying to be contracted. Turkey, which has a shorter history than Europe about the development of social rights, has a dilemma under the effect of internal and external economic factors while trying to develop social rights with the aim of adjustment. The recent negative statements of some members of the Union are making Turkey reluctant of the necessary steps. In this study and in the frame of adjustment process, Union?s condition in the fields of Social Policy and Employment and Turkey's adjustment to these fields are considered on a preferential basis.

Avrupa Birliği'nde sosyal politika alanında temel şartların oluşturulması ve bu yönde gelişimin sağlanabilmesi, Avrupa Topluluklarının ilki olan Avrupa Kömür Çelik Topluluğunun kuruluşu ile başlamış ve uzun bir sürede belirli bir aşama kaydedilebilmiştir. Başlangıçta Topluluğun ekonomik bütünleşme amacıyla kurulmuş olması ve üye devletlerin kendilerine ait ulusal sosyal politikalarının var olması ve eğitim, sağlık hizmetleri, istihdam, sosyal güvenlik harcamaları gibi geleneksel sosyal politika alanlarında hâkimiyeti uluslarüstü bir kuruluşa bırakma konusundaki isteksizlikleri, sosyal politika yavaş bir gelişim göstermesine neden olmuştur.Kuruluş yıllarında ikinci planda kalmış olsa da Avrupa Birliği'nde sosyal politikanın 50 yılı aşkın tarihsel evriminin incelendiği bu çalışma sosyal politikanın Avrupa Birliği içinde nasıl geliştiğini, Birlik içindeki sosyal refah devleti rejimleri ve bu devletlerde yapılan sosyal refah harcamaları incelenmiştir. Günümüz koşullarında refah devletlerinin içinde bulunduğu duraklama sürecinden Avrupa refah devletleri ve Avrupa Sosyal Modeli'nin nasıl etkilendiği ele alınmıştır. Forming of the basic provisions about social policy in Europe Union and providing developments in this point has been started by the establishment of the European Coal and Steel Community which is the first one of European Community and has been made progress in a long time. At first, The Community was established with the aim of economic integration and existing member countries commit to the some national-social policies, education, health-care, employment, social security, etc. Development of social policies is often slow due to the reluctancy of some countries to change national traditions.During the formation years of the Union, issues were secondary to tradition even though study of social policy in the European Union has been researched for over fifty years. The social policy that is now developing in the European Union, in concert with social welfare state policies of member states who committed to social welfare and social expenditure in the member states as also researched in this study. In addition, in the historical context, there are welfare states that are not developing at the same rate as the Europe Union Welfare State and European Social Model. 185

Bu çalışma Avrupa Birliği ülkelerinde mevcut olan işsizliğin nedenlerini ve işsizliği azaltmaya yönelik olarak uygulanan politikaları incelemek üzere hazırlanmıştır. Ekonomik bir birlik olarak doğan Avrupa Birliği, geçen süreç içinde üye ülkeler arasında gittikçe derinleşen bir entegrasyon sürecini düşünceden eyleme geçirme yolunda ilerleme kaydetmiştir. Maastsicht Antlaşması (1992) (Avrupa Birliği Antlaşması) ile birlikte başlayan ekonomik bütünleşme süreci sonunda, Amsterdam Antlaşması (1997) ile birlikte yüksek istihdamı ve düşük işsizliği hedefleyen AİS (Avrupa İstihdam Stratejisi) ortaya çıkmıştır.Çalışmanın birinci bölümünde, Avrupa Birliği'nin entegrasyon sürecinin kronolojik gelişimi istihdam ile ile ilgili önemli gelişmeler esas alınarak anlatılmıştır. İkinci bölümde ise Üye Ülkelerde emek piyasalarının görünümü, işsizlik ve istihdamın yapısı ile trendler incelenmiştir. Üçüncü bölümde ise Avrupa Birliği'ndeki istihdamın analizi yapılarak, Avrupa İstihdam Stratejisi'nin ortaya çıkışı ve gelişimi ile seçilmiş Avrupa Birliği Ülkelerinin istihdam politikası uygulamaları incelenmiştir.
