River contracts (RCs) are voluntary agreements between stakeholders for managing water bodies and involve participatory, evidence‐based action plans. Increasingly, European authorities recognise that effective water policies require bottom‐up, inclusive decision‐making. Despite widely held assumptions about the benefits of including stakeholders in river basin management and encouraging participatory mechanisms of decision‐making, the growing rhetoric about the need for public engagement implies that this 'new' paradigm of water management remains filled with ambiguities. Adopting ethnographic methods and drawing on a variety of primary and secondary sources, this paper analyses three RCs in the Friuli Venezia Giulia region of Italy. These case studies reveal the potential for RCs as tools not only for water management, but also for increasing stakeholder involvement through place‐making activities conceived as potential hydrophilic encounters. In order to understand whether RCs contribute to a fluvial sense of place, we looked at the effects of top‐down versus participatory processes. We asked whether RCs were considered participatory processes designed to achieve a co‐designed outcome or simply territorial management projects that objectify the river as something to be developed. We found that ratifying an RC was not, in itself, proof of an effective process; rather the nature and quality of an RC was determined by the degree and type of participation. We contend that participatory events and sharing information are not sufficient in themselves to achieve the active involvement of all stakeholders. We argue that the best framework for enabling place‐making and enhancing a sense of place is to develop RCs within a process that includes a high degree of participation. The approval of the national law on collective property (2017) and the almost simultaneous approval of the Friuli Venezia Giulia Regional Landscape Plan(2018) are introducing novelties in the places that had mostly seen a resurgence of interest on collective property.. The essay takes as an example one of the areas with the highest density of management claims by fractional communities, one of Carnia's traditional alpine areas, the Canal di Gorto. Its environment was marked both by the demographic crisis and the uncertainty about the stability of the communities in relation to the great economic transformations imposed by globalization and industrial delocalisation. Our aim was to describe the innovations introduced in the last five years in order to understand if any change in the evolution of the management of collective assets is looming. The acknowledgement in the landscape plan of so-called civic uses in Friuli Venezia Giulia has proved to be very partial, despite the cooperation of the Coordination of regional collective properties and the new investigations by the regional planning offices engaged in the formation of the urban planning tool. On the other hand, at least three small villages in 2020 claimed the democratic right to be allowed to manage fractional resources on their own in order to guarantee benefits and services to their inhabitants. The process described is placed within a democratic claim of territorial management capable of producing projects even starting from planning solicitations at a regional level.

For Slovenians, who became a national minority in Italy, the new border demarcation resulting from the Paris Peace Treaty in 1947 opened a new chapter of political engagement, with the formation of new political parties with clear ideological and national profiles. There were significant differences in the political field among Slovenians who lived in the provinces of Trieste, Gorizia and Udine, stemming from different historical, social as well as national contexts. Ideological differentiation was also prominent in 1947, further “enriched” in 1948 by the dispute between Yugoslavia and the Soviet Union following the Cominform resolution. Ever since the pre-war times, a dividing line had been based on two concepts of political action: independent Slovenian political engagement on the one hand and integration into Italian parties on the other.

In recent years, international development co-operation has undergone a transition from a conventional donor-recipient model to a partnershipcentred approach, including with regions and cities. Friuli Venezia Giulia, a small region in north-eastern Italy with extensive policy autonomy, has been active in international co-operation and is seeking to get more out of its actions both for the region and with its co-operation partners around the world. This paper evaluates its strategy on international partnership and co-operation and proposes recommendations, including more targeted initiatives that leverage the expertise of the region for greater impact in partner countries and for local benefits. Abstract Policy attempts in Italy to raise fertility place considerable importance on subsidizing daycare. The aim of this paper is to determine whether receiving a daycare subsidy for one child increases the probability of having a subsequent child in the Friuli Venezia Giulia (FVG) region in Italy. A novel approach is used combining administrative data on the means test certification (Indicatore della Situazione Economica Equivalente or ISEE) needed to access various benefits, matched with the actual subsidy requests. Propensity score matching is applied to the resulting longitudinal data set and the matched data are analyzed with an event history analysis model. Results suggest that besides a positive impact of daycare subsidies and family wealth, non-monetary factors have a larger effect, with female employment having a possible postponement effect on subsequent births.

The emigration of many highly skilled individuals is considered a problem when it is not counterbalanced over time by a worker inflow of equal quality and quantity. This phenomenon, known as the "brain drain", can also have negative effects on the development potential of the migrant's country of origin. The perspective adopted in this study is different from the stance commonly found in the literature, which focuses on an ex-post analysis of the brain drain based on official data on the demographic flows of residents. Instead, a case study is used to investigate the phenomenon at its source before it translates into "new emigration". Hence, in 2017, a census survey was designed for students terminating their degree courses at the University of Udine to detect their intention to emigrate at the end of their academic studies. Moreover, the students were asked to indicate possible destinations to identify any geographical concentration in their preferences. The results for the first five years of the survey (2018-22) are given for the first time in this article, including those regarding the impact of the pandemic and the outbreak of the Russian-Ukrainian conflict on the propensity of graduates to emigrate. Abstract Climate change, ecological challenges, and economic and social crises imply paradigmatic and structural innovations. In the effort to drive transition toward sustainability, local communities often take the lead, mobilize support, and organize initiatives based on the principles of solidarity economy. Our study presents a qualitative evaluation and comparison of three local bottom-up initiatives from Friuli Venezia Giulia, a Northern Italian region, each following alternative and unique models of production and consumption of wheat and flour. The reconstruction of the transition paths of the experiences, together with documental analysis and interviews, allowed us to deduce the influence of alternative approaches and subsequent degree of effectiveness in building a community and driving it toward sustainability.

The article highlights the importance of industrial symbiosis in the industrial ecology literature, which refers to geographically close relationships between companies in which networks and geographic proximity play a vital role. Industrial symbiosis traditionally deals with different industries in a collective approach to economic and environmental management. The research was carried out in the northeast of Italy in the autonomous region of Friuli Venezia Giulia, close to the Slovenian border. The Ponte Rosso was used as a case study. The empirical analysis served to highlight some critical aspects of the environmental, geographic-economic, and social factors that could hinder the development of industrial symbiosis in this region

Widespread in Italy in the early 1900s, the Eurasian otter subsequently underwent a dramatic decline that led to its local extinction in many administrative regions, with the exception of a small residual nucleus in southern Italy. For a few years now, the Austrian and Slovenian populations adjacent to north-eastern Italy have been increasing sharply, leading to a recolonization of the area by the species. During 2020, in Friuli Venezia Giulia, surveys of signs of presence were carried out in 48 grid cells (10 x 10 km) to update information on the species' local distribution. The following monitoring methods were used: monitoring beneath bridges combined with transects along water courses. 17 grid cells tested positive for the presence of the species, and currently, the otter appears widely distributed in Friuli Venezia Giulia along the main waterways of the Eastern Alps and Prealps, and in some areas overlooking the plain of the Tagliamento and the transborder Isonzo-Soča basin, both included in the Po plain. These constitute the first observations of the species for more than 50 years. Compared to previous studies, 13 new grid cells involving the presence of otters were identified, including in lowland areas, suggesting a progressive expansion from the mountain ranges towards the Po-Venetian Plain. This represents, a spur to expand research and implement new studies to improve levels of knowledge about and the consequent protection of the species. Finally, the integration of transects along riverbanks to monitoring beneath bridges, allowed us both to collect numerous observation and to compare our results with previous studies. In aree plurilingui, l’esposizione di indicazioni toponimiche in lingue diverse costituisce un contributo fondamentale per garantire la visibilità delle lingue del territorio. Nel caso di comunità linguistiche minoritarie con spiccata frammentazione dialettale, con una varietà di riferimento di recente codificazione o prive di essa, nonché in zone con scarso orientamento verso una norma esogena (isole linguistiche, ma talora anche territori di confine), la decisione di esporre toponimi in più lingue non è tuttavia scevra di problemi: va prediletta la forma locale, spesso di diffusione limitata, o una forma sovralocale? Nel caso di lingue non codificate, a quale tradizione grafica ci si deve orientare? All’esempio del Friuli Venezia Giulia, nel nordest d’Italia, illustreremo come le scelte toponimiche, talora contrastanti a seconda degli attori che le attuano, possano suscitare irritazioni e reazioni negative nella popolazione. Cercheremo poi di indagare i motivi che guidano tali scelte e quale cultura della memoria ne emerga.

Armeria helodes is a narrow endemic species of Friuli Venezia Giulia (Italy), with a restricted and fragmented range of small populations in remnants of lowland alkaline fens (habitat present in Annex I of the EU Habitats Directive). It is listed as Critically Endangered in the IUCN Red List, nevertheless, best practices for germplasm conservation/germination are still not studied. At maturity, achenes are held inside chaffy bracts (calyx) and their effects on germination are unknown. Therefore, we performed a germination test comparison between fruits embedded in the calyx or free from it, also applying two dormancy-breaking pretreatments (i.e. KNO3, GA3). Approximately 26% of the inspected fruits enclosed inside the calyx were empty or had a small size and coat darkening. The optimal germination rate (60%) was reached when chaffy calyx was removed either before the test or during storage. Dormancy-breaking pretreatments did not increase the germination capacity. Fifty years have already passed away from the production start-up of the regional technical map of the Italian Friuli Venezia Giulia region. On this occasion, the part of the new regional topographic database (DBT), relating to the Trieste province, is now available. This is a new digital product that represents a significant technological evolution of the well-known "Carta Tecnica Regionale Numerica." In conjunction with this important event, before the time would definitely delete the memory of the origins, this paper gives a synthetic excursus of the various phases of design, realization and use of the Friuli Venezia Giulia regional technical map (CTR) and of its subsequent digital version (CTRN). The beginning of that development period was marked by a catastrophic event: the 1976 earthquake, and also by the following reconstruction phase that transformed the region. In correspondence, the new digital cartography had been an essential tool for developing and managing the territory. Furthermore, the main characteristics of the now partially available Topographic Database (DBT) will be described. Tetrapod remains are extremely rare in the early Carnian (Late Triassic) Calcare del Predil Formation on the Italian side of the Julian Alps (Friuli Venezia Giulia Autonomous Region), which yielded the Raibl fossil assemblage including the famous "Raibl ichthyofauna". A new tanystropheid archosauromorph, Raibliania calligarisi, is here named based on a partial skeleton found in this formation along the Prasnig Brook. The new taxon is similar to Tanystropheus, sharing with it the very elongated cervical vertebrae, but is characterized by the presence of relatively large button-like teeth; apex of the neural spines not transversely thickened; articular facets on the upper corners of the neural spines of the dorsal vertebrae; short and distally pointed pleurapophyses of the second and last 'lumbar' vertebra; ilium with a long preacetabular process bearing a robust and transversely thick tuberosity and a medial ridge bordering the entire ventral part of the iliac blade; and pubis with a cranial process. Tanystropheids lived in the present day Alps and Prealps of Friuli Venezia Giulia Region from the late Anisian to the mid-late Norian and were an important component of the coastal reptile faunas, although they were less common than eusauropterygians and placodonts during the early Carnian. Sinkholes are common in the Friuli Venezia Giulia (FVG) Region (NE Italy), where the presence of karstifiable rocks favours their occurrence accelerated by intense rainfalls. Their existence has been reported since the end of the 1800s along the Tagliamento Valley, in correspondence with the mantled evaporites (gypsum). Furthermore, tens of evaporite sinkholes have been documented on the reliefs adjacent to the village of Sauris and along the narrow W-E-oriented valleys, where regional faults have played a major role in their spatial distribution. This paper reports for the first time an inventory of the sinkholes affecting the evaporites of the FVG Region. These phenomena were mapped and categorised using a genetic classification. The main output is an A0-format map, which incorporates a 1:50,000 scale Sinkhole Inventory Map (SIM). The SIM encompasses 552 sinkholes. The cover suffosion sinkholes are the most abundant, followed by bedrock collapses. There is a clear prevalence of the circular shape (65%) over other shapes. Diameters are 1–140 m, with depths ranging 0.1–40 m with a mean value of 4.5 m. The SIM can motivate regional planning authorities to perform further investigations aimed to understand the geomorphological evolutions of these phenomena.

In this contribution, new chromosome data obtained on material collected in Italy are presented. It includes counts from six populations of three taxa within the genus Pulmonaria, two of which are endemic to Italy (P. vallarsae subsp. apennina and P. vallarsae subsp. vallarsae); the other is the widespread European P. officinalis. In addition, two counts from Potentilla detommasii and Stachys thirkei, two eastern Mediterranean species, are also reported. [ABSTRACT FROM AUTHOR]

A citizen science initiative was launched in the province of Trieste, aimed at mapping the distribution of Ailanthus altissima, Ambrosia artemisiifolia and Senecio inaequidens. The reliability of citizen data was tested against control data obtained by trained personnel with a stratified random sampling. In spite of the lack of a strict sampling strategy, citizen data were highly correlated with control data. This was mainly due to: 1) the easy identification of the species and 2) the instructions given to citizens for selecting their observation areas and for avoiding duplicate records. The three species tend to be most frequent in disturbed areas; Ailanthus is highly concentrated in the urban area, Senecio is widely distributed but avoids the city centre, with the highest frequency in the industrial area and along the railways, Ambrosia has a similar pattern, but is most frequent in areas with calcareous substrata. The interpretation of the distribution patterns in terms of land use and ecological factors proved to be quite easy when the three species are considered together (higher frequency in disturbed areas), less so when they are considered separately, most probably because of historical and sociological factors, such as incomplete migration into the survey area, and "gentrification effects". Recent original data concerning vineyard spring vegetation from Veneto hilly belt (North-eastern Italy) highlighted once again the phytogeographic originality of south-eastern territories with respect to Central European ones, also in anthropogenic coenosis. New relevés suggested to restate the association Cerastio tenoreani-Geranietum dissecti as vicarious vegetation of Geranio rotundifolii-Allietum vinealis occurring on the north side of the Alps. The comparison of autumn material from terracing vineyards of the sandy-marly Eocene flysch around Trieste coast with similar European relevés enabled to reject the not validly described Anagallido-Mercurialetum and to replace it with Mercurialetum annuae. In modern winegrowing Cerastio-Geranietum and Mercurialetum annuae are vanishing due to changing of agronomic schemes, as some relevés reported in the text document. [ABSTRACT FROM AUTHOR]

Nel 2012 e nel 2015 un ibrido di Gallinella d’acqua Gallinula chloropus e Folaga Fulica atra è stato osservato nel Rio Bujon nel capoluogo del comune di Porcia (Pordenone, Italia nord-orientale). L’ibrido presentava dimensioni e alcune caratteristiche del piumaggio tipiche di G. chloropus (mantello e parti superiori delle ali bruno-oliva; linea bianca dal profilo spezzato sui fianchi; sottocoda bianco con linea centrale scura), mentre il becco e lo scudo frontale apparivano di colore bianco candido, con sfumature rosate in corrispondenza delle narici, come tipicamente viene osservato in F. atra.

The chemical composition of atmospheric particulate (PM10) in the Friuli Venezia Giulia (FVG) region (NE Italy) has been characterized for the first time with the help of exploratory data analysis (EDA) techniques (uni-, bi-, and multivariated, i.e., principal components analysis), molecular and elemental diagnostic ratios, and seasonal trends. Despite that the available analytical data was limited to the parameters routinely analyzed on PM10 by ARPA FVG (11 elements and 16 PAH congeners), the large number of samples and of measured chemical parameters, together with the applied techniques of data analysis, allowed us to extract useful latent information from the dataset, resulting in a greater knowledge of both regional and local features. Specifically, we succeeded in matching data patterns to the known pollution sources of some sampling stations, both industrial (two secondary fusion steelworks and one coke oven) and urban (traffic and domestic heating), and in defining the mainly urban or mainly industrial feature of some questionable sampling stations. This is of paramount importance to check for possible industrial inputs in urban stations, allowing policymakers to implement the most appropriate response. [ABSTRACT FROM AUTHOR]

The contribution presents findings from the research on a constitution of new ethnic identities in Alps-Adriatic region. The key question dealt here with was to which extent the recent demographical processes impact the peripheral, mountainous, and ethnically specific cross-border region between Slovenia and Italy. In lay and professional discourse there is still omnipresent mentality of extinguishing Slovene minority in Italy. Applying various demographical methods the article resolves the demographical processes and quantifies the extent of the local Slovene speakers. The author argues that the recent demographical processes of heavy depopulation tend to stabilize towards stagnation. Depopulation is stronger in the Slovenian part of the region, though the traditional Slovene-speaking areas in Italy aren’t as threatened as the adjacent Friulian areas. New migration trends along with the generally low fertility contribute to changes in traditional dualistic structure and bring refreshment to remote parts of the border region as well.

Nowadays the management of protected areas is no longer seen as a mere action of nature conservation. The policies are rather based on a kind of dynamic protection. Synergies can be thus created between the economy, nature protection and non-invasive forms of territorial development. This new approach is based on a different perception and representation of the environment: not natural areas to be defended from human action, but with territories resulting from the interaction between man and environment. That is a shift from the paradigm of nature conservation to the one of wise use of natural resources. Our contribution focuses on three case studies from Friuli Venezia Giulia Region, in North-eastern Italy. Case studies were chosen considering potential problems in combining the preservation of natural heritage and landscape with development policies.
