This study analyzes the multifaceted dynamics of Turkiye-India relations from 2000 to 2023, exploring their bilateral interactions across diplomatic, economic, scientific, and cultural spheres. It delves into both nations' foreign policy strategies, considering the historical context and evolving geopolitical landscapes. Despite historical tensions and differing stances on issues like Kashmir and Cyprus, the research highlights a trajectory of improving relations, particularly in economic engagements and cultural exchanges. The study underscores the influence of global shifts and internal political changes on their diplomatic approaches, with Turkiye's strategic pivot under the AK Party (since 2002) and India's assertive foreign policy under the BJP (since 2014) shaping their international postures. By examining trade patterns, institutional collaborations, and societal interactions, the article articulates a complex yet progressively cooperative relationship between Turkiye and India, pointing toward a future where economic diplomacy and mutual interests may further solidify their ties amid regional and global challenges. This article examines the applicability of Feminist Foreign Policy (FFP) frameworks following the 2022 Russia-Ukraine War. By looking at how Sweden, France, Canada, and Mexico responded to the war in the February 2022 to January 2023 period, the paper seeks to examine whether states' reactions were in line with their FFP commitments or whether FFP was placed on the backburner in the face of a major threat. While there has not been a common feminist response to the war in Ukraine because states have responded through different means without consistently employing their FFP principles, the article argues that a clear conceptual framework that marries Feminist Foreign Policy with conflict-related considerations is important if FFP is to survive. Cultural diplomacy always links to and often overlaps with soft power and public diplomacy. Thus, the three notions have entered the lexicon of International Relations, and have become standard terms in foreign policy thinking. Drawing on the conceptualization of cultural diplomacy, this article examines the features, structure, actors, and possibilities of Turkey's foreign cultural strategy. The foreign policy narrative of South Africa is strongly grounded in human rights issues, beginning with the transition from a racial segregation regime to a democracy. The worldwide notoriety of the apartheid South African case was one factor that overestimated the expectations of the role the country would play in the world after apartheid. Global circumstances also fostered this perception, due to the optimistic scenario of the post-Cold War world order. The release of Nelson Mandela and the collapse of apartheid became the perfect illustration of the victory of liberal ideas, democracy, and human rights. More than 20 years after the victory of Mandela in the first South African democratic elections, the criticism to the country's foreign policy on human rights is eminently informed by those origin myths, and it generates a variety of analytical distortions. The weight of expectations, coupled with the historical background that led the African National Congress (ANC) to power in South Africa, underestimated the traditional tensions of the relationship between sovereignty and human rights. Posi-apartheid South Africa presented an iconic image of a new bastion for the defence of human rights in the post-Cold War world. The legacy of the miraculous transition in South Africa, though, seems to have a deeper influence on the role of the country as a mediator in African crises rather than in a liberal-oriented human rights approach. International science policy controversies involve disputes over cultural differences in the assessment of knowledge claims and competing visions of the policy-making process between different nations. This essay analyzes these dynamics in the recent controversy surrounding AIDS policy in South Africa. It develops the notion of an epistemological filibuster, an appeal to uncertainty in order to delay policy implementation, and shows the key role it played in producing an argumentative stalemate between President Thabo Mbeki and Western orthodox AIDS scientists that threatened millions of HIV-positive South Africans. Two surveys of maternal mortality conducted in Egypt, in 1992-93 and in 2000, collected data from a representative sample of health bureaus covering all of Egypt, except for five frontier governorates which were covered only by the later survey, using the vital registration forms. The numbers of maternal deaths were determined and interviews conducted. The medical causes of death and avoidable factors were determined. Results showed that the maternal mortality ratio (MMR) had dropped by 52% within that period (from 174 to 84/100 000 live births). The National Maternal Mortality Survey in 1992-93 (NMMS) revealed that the metropolitan areas and Upper Egypt had a higher MMR than Lower Egypt. In response to these results, the Egyptian Ministry of Health and Population (MOHP) intensified the efforts of its Sale Motherhood programmes in Upper Egypt with the result that the regional situation had reversed in 2000. Consideration of the intermediate and outcome indicators suggests that the greatest effect of maternal health interventions was on the death-related avoidable factors "substandard care by health providers" and "delays in recognizing problems or seeking medical care". The enormous improvements in these areas are certainly due in part to extensive training, revised curricula, the publication of medical protocols and services standards, the upgrading of facilities, and successful community outreach programmes and media campaigns. The impact on the utilization of antenatal care (ANC) has been less successful. Other areas that remain problematic are inadequate supplies of blood, drugs and equipment. Although the number of maternal deaths linked to haemorrhage has been drastically reduced, it remains the primary cause. The drop in maternal mortality in the 1990s in response to Safe Motherhood programmes was impressive and the ability to tailor interventions based on the data from the NMMS of 1992-93 and 2000 was clearly demonstrated. To ensure the continuing availability of information to guide and evaluate programmes for reducing maternal mortality, an Egyptian national maternal mortality surveillance system is being developed.
