The Amended Fastener Quality Act of 1999 is set to become effective on Dec 6, 1999. The law seeks to prevent fraud rather than legislate quality through government required inspection and testing. It differs in many significant ways from the original Fastener Quality Act of 1990 and three related, subsequent statutes enacted over a nine-year period.
