30. Survey Summary: Students and Scholars from the People's Republic of China in the United States, August 1981.

Abstract

A survey of 313 American colleges and universities thought to have accepted students and/or scholars from the People's Republic of China (PRC) was conducted in March 1981 by the U.S.-China Education Clearinghouse. Usable responses were received from 164 institutions. The responses indicated that a total of 3,467 PRC students and scholars were served from 1978 through 1981. Of this total, 399 were undergraduates, 656 were graduate students, and 1,945 were visiting scholars. Twenty-six percent of the scholars and students from China attend schools in the Far West (primarily in California); the next heaviest concentrations are in New York, New England, and the upper Midwest). Most students and scholars from China are concentrated in relatively few schools. A large majority of all PRC students and scholars are in mathematics, physical science, or engineering disciplines; a far smaller proportion are in the life sciences. However, graduate students in the humanities have increased from 0.5 percent in 1979-80 to 15 percent in 1981-82. Sixty-five percent of the PRC scholars on American campuses in 1979-81 were fully supported by the Chinese government and an additional seven percent received partial support. 31. Higher Education and Research in the People's Republic of China: Institutional Profiles.

Abstract

Institutional profiles of People's Republic of China (PRC) colleges and universities, Institutes of the Chinese Academy of Sciences, and Institutes of the Chinese Academy of Social Sciences are presented to help answer questions posed by students and faculty considering study, research, or teaching opportunities in the PRC. Of the 701 institutions extant at the start of the 1981-82 school year, detailed information is available on less than 75; no information is available on more than 150. Most of those included in the guide are believed to be four-year, and in a few cases, five-year institutions. Information is provided on the following: names of Chinese institutions in English, Chinese, and other translations; affiliation of the schools; type of institution based on 11 descriptive categories; location; background; departments; research institutes; areas of research; faculty; and enrollment. Background information includes previously used names, the date the institution was established, and when it reopened after being closed during the Cultural Revolution, and when known, the length of first degree programs. Several colleges and universities have affiliated research institutes staffed, in part, by professionals who do not hold faculty positions. The small number of professors and associate professors is, in part, a consequence of the fact that no promotions were made for almost 20 years. At the same time, there are teaching assistants and instructors, many of whom were added to facilities during the Cultural Revolution. It is suggested that schools with fewer than 1,000 students may constitute the majority of all institutions. Institutions are listed by category and alphabetically in the appendices. (SW)

Abstract

On August 15, Prime Minister Shinzo Abe will publish a short statement to commemorate the seventieth anniversary of the end of World War II. This follows similar practices of his predecessors. Prime Minister Tomiichi Murayama started by delivering a short statement on the fiftieth anniversary in 1995. Prime Minister Junichiro Koizumi followed in 2005 with the statement on the sixtieth anniversary. Eight scholars at Shorenstein Asia-Pacific Research Center (APARC) and Freeman Spogli Institute for International Studies (FSI) wrote their own version of the statement -- what speech they would deliver if they were the Prime Miniser of Japan. This book is a compilation of those statements.

Abstract

In 2009 the Maureen and Mike Mansfield Foundation organized a series of strategy sessions and international conferences designed to carefully define the characteristics of an ideal security state in Northeast Asia in the year 2025. We identified divergent trends and obstacles to that ideal and in an international conference specifically focused on a prioritized number of issues with the intent of better understanding, and hopefully surmounting, those trends or obstacles that most threatened regional coordination and cooperation. The results from that first year of the project were published in an edited volume, Toward an Ideal Security State for Northeast Asia 2025 (Mansfield Foundation, Washington D.C. 2010). In the fall of 2010, DTRA and SAIC supported a follow-on project designed to build upon and further refine the previously defined ideal state of peace and security in Northeast Asia in the context of developments in the region in the intervening year. The Foundation invited a number of the original core members who participated in the first year of this project, all renowned experts from Asia and the Pacific, to participate in a Montana strategy meeting. We also included former paper writers from our July 2009 meeting in Kanazawa, and we added a Russian representative to the core group. The primary objective of this strategy session was to take into account findings from the first year s meeting as well as recent developments in the region in the process of further refining the definition of the ideal and focusing the scope of the project on a prioritized group of issues most relevant to prospects for regional integration. Following the strategy session in Montana, nine leading scholars from the United States and Northeast Asia prepared working papers. Paper authors joined with the core group of scholars in November 2010 for a workshop and conference in Busan. The edited chapters represent papers as modified following Busan., Prepared in collaboration with Science Applications International Corporation (SAIC) and the Defense Threat Reduction Agency (DTRA).

He stresses the need to implement transformational reform within a budget while considering potential consequences of this change to IC agencies and missions.
