College-in-prison programs are positioned to expand substantially under the reinstatement of Pell Grant eligibility for people in prison. While this change will enable more students who have been systemically excluded from higher education to attend college, degree completion is rare during incarceration and post-release. Student perspectives can shed light on both the value of college-in-prison and the financial barriers to realizing its value. This study analyzes data from 12 focus groups with 105 total college-in-prison student participants, 114 student survey responses, and 45 stakeholder interviews. The data were collected between 2018-2022 during a process evaluation of the College-in-Prison Reentry Initiative, which provided funding to college-in-prison programs in New York State as part of the Manhattan District Attorney's Office Criminal Justice Investment Initiative. The findings demonstrate that students value college-in-prison, describing how it fostered self-reflection and personal growth and provided them with a skillset that may help them gain employment upon release. However, students also raised concerns about reenrolling and completing their degrees following release. Intentional, holistic reentry support could address the largely financial barriers to reenrollment. In so doing, students will be more likely to earn their college degrees after incarceration and experience the full value of a college education.

When the federal government banned incarcerated students from accessing Pell Grants in the mid-1990s, a new model for supporting Higher Education in Prison (HEP) programs emerged--utilizing Community-Based Organizations (CBOs) as third-party facilitators to fill the gaps left behind in the absence of federal financial aid. With the long-awaited reinstatement of Pell for incarcerated learners that went into effect in 2023, it is essential to consider the critical role that CBOs have played in supporting college programming in the absence of Pell and how they can continue to be leveraged to ensure quality and access for Prison Education Programs (PEPs) in a post-reinstatement landscape to prioritize equity, student autonomy, and robust student support for incarcerated students.

This article explores the rise of digitalisation in Australian higher education and its impact on learning and teaching, administration, and regulatory obligations. This digitalisation can be epitomised by the prevalence of learning management systems (LMS) which have reshaped the conduct and configuration of education. As universities have embraced the LMS, as forced by the pandemic, the confluence of disruptive digitalisation combined with globalisation, regulatory reforms, and shifts in government funding models have seen the Australian higher education sector in constant evolution. This article contextualises the impacts of digitalisation using the lens of neoliberalism and globalisation, with past, current, and future state considerations in the sector. It includes a case study from a large metropolitan Australian university with a signature pedagogy of industry-partnered and flexible learning to consider how Higher Education Institutions (HEIs) in Australia must continue to evolve in identity and provision of learning to serve social interests for the future in digitalised contexts.

Youyang folk songs represent a significant component of China's intangible cultural heritage from Youyang County in Chongqing Municipality, China. The study objective is to analyze the education literacy in preserving and transmitting Youyang Chinese folk songs within the cultural context of Chongqing Municipality, China. The research content encompasses various aspects, including integrating folk songs into educational curricula, artistic engagement in rural communities, government initiatives for transmission enhancement, and preservation through publication and book distribution. The research site primarily focuses on Youyang County, renowned for its cultural heritage and ethnic traditions. Three key informants include governmental bodies, educational institutions, private organizations, and individual custodians involved in preservation efforts. Data analysis involves qualitative methods such as document analysis and interviews with stakeholders. The research results highlight a concerted effort from stakeholders to preserve and transmit Youyang folk songs, emphasizing the importance of legislative support, increased funding, and community involvement in safeguarding intangible cultural heritage. Suggestions for further improvement include strengthening legislative support, increasing funding for preservation efforts, and enhancing community involvement in protecting intangible cultural heritage.

This study discusses the change and challenges of ICT use in secondary schools in Bole Sub City, Addis Ababa. The use of ICT in today's teaching and learning process is essential. Six secondary schools, eighty-seven teachers, six principals, and six department heads served as respondents for the investigation of the study, and information was obtained through questionnaires and interviews. The opinions and stands of department heads, principals, and instructors about the application and difficulties of ICT education in the teaching and learning process were ascertained using the descriptive survey method. The respondents' perceptions and attitudes were examined using the mean score and standard deviation to examine quantitative data. The results demonstrate that, even in cases where ICT is used in schools, significant obstacles exist to overcome. These obstacles include a lack of resources, poor Internet access, power outages, a shortage of time or restricted time for ICT use, a lack of technical support, a lack of funding from the government, and a lack of training.

This qualitative case study examines the Education Faculty Perspectives (EFPs) of the Karakoram Public International University in Gilgit-Baltistan, Pakistan, on teachers' experiences of a recently introduced education reform (an Honor's Bachelor of Education program [B. Ed Hons] mandated by Pakistan's Higher Education Commission (HEC) in 2010. The B. Ed Hons has replaced the existing pre-service programs nationwide. Our analysis identified several paradoxical themes about borrowing of the B. Ed Hons: at the "talk"/rhetoric level, the program was welcomed as a transformative shift in teacher education; at the "walk"/implementation level, its practicality and sustainability became complicated; at the decolonisation level, the discourses on the colonial nature of knowledge and North-South dependency were muted. Implications for moving from borrowing external "best practices" to producing local solutions are highlighted. The analysis suggests the contextual realities and challenges should be addressed, individual and structural capacities developed, and an incremental, critical-constructive approach to both external and local ideas be pursued, and decolonization discourse included.

This essay argues that principals' capacity to advance equity might have been constrained by pre-COVID conditions. Drawing on the emerging literature on school leadership during the pandemic, the current article discusses how principals' capacity to advance equity was expanded as a result of the window of opportunities created by the COVID-19 pandemic. Given the increased frequency at which schools experience crises, understanding these opportunities may allow stakeholders to better support principals' efforts to enact equity-oriented leadership practices. Implications for leadership preparation, school funding, accountability policies, and future research are discussed.

Student translators at the College of Language Sciences take a Media and Political Translation course in which they translate the latest news stories, media and political texts and terminology. This study proposes a model for integrating Gaza-Israeli war terminology and texts in translation instruction to familiarize the students with terminology such as names of weapons (grenades, mortar, drones, missiles, Merkava, Cornet anti-armor, mortar shells), toponyms(Khan Younis, Maghazi, Sderot, Ashkelon), crossings (Rafah, Erez), Jihadist groups and brigades (Islamic Jihad, Golani), military actions (incursion, bombing, shelling, genocide, displacement) war metaphors (target bank, carpet bombing, scorched earth, fire belt, Philadelphia Axis, Hannibal's plan), (UNRWA, Gaza hospitals, starvation, humanitarian aid) and others. English and Arabic texts can be collected from mainstream media as RT, BBC, CNN, Al-Jazeera and Al-Ghad. A class blog can be created for posting translations, corrections, discussions, and feedback. The students can practice full, summary, and conceptual translation and avoid word-for-word translation. They can watch news stories about the Gaza-Israel war, write a summary translation of it and receive comments and feedback. Beginners can translate short news excerpts (few lines). Students make sure their translations are cohesive, make sense and are easy to read. Students should use Google Translate and artificial intelligence (AI) with caution and should read the same news story in both English and Arabic to get used to the terminology and their equivalents. The instructor serves as a facilitator. Further instructional guidelines and recommendations are given.

As humanity reaches the 5.0 industrial revolution, education plays a critical role in boosting the quality of human resources. This paper reports bibliometric research on emerging TiP during 1993-2022 in the educational field to analyse its development on any level of education during the last three decades. This study employed a Scopus database. The findings are that the trend of TiP publication in educational fields has tended to increase every year during the past three decades and conference paper became the most published document type, the USA is the country which produces the most publications; "Students" being the most occurrences keyword and total link strength. The publication of the TiP is ranked to the Quartile 1, which implies that a publication with the cited performance is a publication with credibility because the publisher has a good reputation. Researchers can find the topics most relevant to other metadata sources such as Web of Science, Publish, and Perish.

The question whether money matters in education strikes at the foundation of America's democracy - an educated electorate. Despite decades of evidence that money does matter, the question still remains unanswered among many and even answered to the contrary of the evidence. It is important to fully understand that money does matter in American education, American lives, and America's future and to increase awareness of political and social factors that undermine that money matters for all students to learn.

States and districts share an obligation to provide Multilingual Learners (MLLs) with access to high quality language programs that are proven to be effective in minimizing opportunity gaps between MLLs and non-MLLs. This article reviews how local education agencies (LEAs) allocated their state-issued funding to improve MLL language programs and increase student outcomes. Findings reveal that of the total state-issued MLL funding, LEAs used 88.7% on teacher salaries and benefits, 5.1% on teacher professional development, 4.9% on language program implementation, 0% on language program evaluation, and a small percentage of funding remained unspecified. Collectively, these findings indicate that LEAs did not adhere to the state's funding policies, nor did the state follow their own policies to regulate the LEAs' expenditures. We close with a discussion on how the state can improve their function as an organizational leader and serve as a model for other stakeholders in the shared obligation of the education of MLLs.

This study examines how performance-based funding (PBF) for public four-year institutions in the U.S. is associated with the production of short-term certificates. Results indicate that high-dosage PBF is associated with increases in both the number of short-term certificate programs offered and the number of short-term certificates awarded, even though PBF's incentives for the four-year sector typically focus on bachelor's degree attainment. Given the challenges of improving performance on bachelor's degrees, particularly in the midst of insufficient resources and support, institutions may be turning to certificates as alternative sources of revenue to address the financial uncertainty induced by PBF. The findings shed light on the broader impact of PBF on institutional behavior, beyond those directly relating to formalized performance metrics.

This original study presents findings from a study of members of the first cohort of legal degree apprentices. Introduced in the UK in 2016, legal degree apprenticeships (LAs) remove uncertainty towards legal qualification in an otherwise competitive graduate recruitment environment and could help to increase social mobility into the professions. We examine the impact of the LA pathway on the development of wellbeing and capabilities of apprentices and traditional law students through the following research questions: does it enhance wellbeing when instead of loans, debt and insecurity, aspiring lawyers have a salary, no debt and secure job prospects through an apprenticeship pathway to qualification; and does using a capability framework offer a meaningful lens for understanding the experiences on different pathways? The analysis adopts a capabilities approach, intersected with an inequalities lens, to explore interviews with 23 aspiring solicitors, from different social backgrounds and at different stages of progression on the traditional university and LA pathways in England. The interviews explored access to and experiences of both pathways, particularly how participants were able to develop and convert their social and cultural resources into key capabilities. This provided a meaningful way to make sense of participants' experiences. Capabilities were enhanced for LA students by removing stress and uncertainty around employment. This wellbeing gain was corroded for some by long commutes into work--often centred in London. Future quantitative research could establish whether, on balance, the majority of LA students experience an overall wellbeing gain. The capability framework usefully showed how across the LA and university pathways, all participants valued agency and developing all capabilities. Social capital was a key resource for creating opportunity and a desired capability that participants sought to develop.

This paper examines the mechanisms through which higher education institutions (HEIs) explore, focusing on organizational status and institutional logic. We hypothesize that the exploration mechanisms differ depending on the public and private sectors. Revisiting middle-status conformity, we assert that the U-shaped relationship is stronger for private HEIs than public HEIs, as private HEIs are more concerned about status. We also argue that the congruence of institutional logics between HEIs and their funding partners foster exploration based on the sense of security. In contrast, when HEIs receive funding from partners with incongruent logics, they explore less because of their tendency to avoid additional uncertainty. We empirically test our hypotheses using data on US HEIs between 2014 and 2020. Our results demonstrate that a U-shaped relationship between status and exploration is stronger for private HEIs. Moreover, non-market funding providers, whose institutional logic congruent with public HEIs yet incongruent with private HEIs, increase the exploration of public HEIs and decrease the exploration of private HEIs. By integrating theories on organizational learning, status, and institutional theory, our study contributes to a nuanced understanding of the differences between public and private HEIs with respect to exploration.

Objectives: Overweight and obesity among school-aged children pose a threat to both their academic performance and public health. The Healthy Primary School of the Future (HPSF) initiative was established to address this issue. Our objective was to explore the conditions that make HPSF sustainable based on the perspectives of relevant stakeholders. Design: The study utilised Group Concept Mapping, a structured methodology for conducting mixed-methods participative research, combining qualitative data collection with quantitative data analysis measures. Method: Participants included parents, teachers, school directors, politicians, labour unions, educational, nutrition and health scientists and policymakers. They were asked to respond to the prompt, 'A necessary condition to make the HPSF sustainable is . . .'. The statements generated were then assessed for their importance and feasibility. Using multidimensional scaling and hierarchical cluster analyses, we identified the shared vision among the stakeholders. Results: A total of 106 unique statements were generated and grouped statistically into 10 clusters. The most significant clusters were identified as Financing; Accessibility for everyone; and Content/Lifestyle/School Programme. The clusters that were deemed most feasible included Content/Lifestyle/School Programme; Accessibility for everyone; and Evaluation. Conclusion: Achieving sustainability for the HPSF requires a comprehensive approach that addresses the conditions outlined in all 10 clusters. Based on the ratings of feasibility and importance, our recommendation is to prioritise implementation of Content/Lifestyle/School Programme and Accessibility for everyone. Subsequently, efforts should be directed towards realising the less feasible but crucial conditions, such as Financing and Evaluation, followed by the remaining six clusters of conditions as identified.

As the teacher shortage continues to sweep the country, Grow Your Own (GYO) programs designed to attract and prepare more individuals into the teaching ranks are gaining national attention, particularly those targeting special education. Assisting paraprofessionals who work with students with disabilities has long been considered as one strategy among the array of ideas to grow more teachers and retain them. The solution includes GYOs that provide paraprofessionals with tuition support to earn their degrees and teaching certificates. Yet, little is known about outcomes of programs that fund paraprofessionals to become teachers. The state of Florida funded GYO program has compiled outcome data on more than 200 paraprofessionals who received tuition support to obtain their degrees. Data support the notion that when provided with financial assistance, paraprofessionals do earn their degrees and apply for teaching certification. Retention data also indicate that they remain certified at commendable levels.

Given changes in the 21st century workplace and expectations of employers, the notion that a bachelor's degree is the sole pathway to sustainable employment and a middle-class life in the United States has become obsolete. Many (e.g., Fleming, 2016) have argued that employers are now seeking employees with technical skills, digital literacy, and the ability to analyze and think critically, capabilities that do not necessarily require a postsecondary degree. Because of the lingering economic impact of the COVID-19 pandemic, including rising inflation globally, many adults, including English-language learners, are seeking short-term certificate or credentialing programs because their financial realities necessitate entering the workplace and earning a living wage as quickly as possible. The need for effective credentialing programs that are connected to market sector demands in the local community can foster productive partnerships among educational programs/institutions, local businesses, and governmental agencies on the municipal, state, and federal levels. Such partnerships often occur in the adult and continuing education areas of community colleges, and this case study focuses on the timely and financially responsive programming and practices at one community college (4C) in the northeastern United States. Key components of their programming that have produced successful outcomes have been highlighted as well as how they might be modified to address the marketplace and educational needs of adult learners in other areas of the United States and internationally.

While empirical studies of research ethics and integrity are increasingly common, few have aimed at national scope, and even fewer at current results from Central and Eastern Europe. This article introduces the results of the first national research integrity survey in Estonia, which included all research-performing organisations in Estonia, was inclusive of all disciplines and all levels of experience. A web-based survey was developed and carried out in Estonia with a call sent to all accredited Estonian research institutions. The results indicate that the vast majority (89%) of respondents consider research ethics and integrity issues important and view falsification, fabrication, and plagiarism (FFPs) as the most severe forms of misconduct. Self-reporting of FFPs is generally comparable to levels published in other studies (6.2%). Gift authorship (41%) and hampering the work of a colleague (32%) were problematic practices most noticed among colleagues. At the same time, two of the noticed questionable research practices (QRPs) - salami-slicing and misuse of research funding -- were seen as less severe, hinting at the existence of counter-norms that career advancement rules and structural factors like funding policies may encourage. The availability of research ethics and integrity guidelines was considered good. Ethical aspects of studying potentially stigmatising data in a very small research community are discussed in the article and results are analysed through counter-norms andc normative dissonance frames.

Whether doctoral students are funded primarily by fellowships, research assistantships, or teaching assistantships impacts their degree completion, time to degree, learning outcomes, and short- and long-term career outcomes. Variations in funding patterns have been studied at the broad field level but not comparing engineering sub-disciplines. We addressed two research questions: How do PhD student funding mechanisms vary across engineering sub-disciplines? And how does variation in funding mechanisms across engineering sub-disciplines map onto the larger STEM disciplinary landscape? We analyzed 103,373 engineering and computing responses to the U.S. Survey of Earned Doctorates collected between 2007 and 2016. We conducted analysis of variance with Bonferroni post hoc comparisons to examine variation in funding across sub-disciplines. Then, we conducted a k-means cluster analysis on percentage variables for fellowship, research, and teaching assistantship funding mechanism with STEM sub-discipline as the unit of analysis. A statistically significantly greater percentage of biomedical/biological engineering doctoral students were funded via a fellowship, compared to every other engineering sub-discipline. Consequently, biomedical/biological engineering had significantly lower proportions of students supported via research and teaching assistantships than nearly all other engineering sub-disciplines. We identified five clusters. The majority of engineering sub-disciplines grouped together into a cluster with high research assistantships and low teaching assistantships. Biomedical/biological engineering clustered in the high fellowships grouping with most other biological sciences but no other engineering sub-disciplines. Biomedical/biological engineering behaves much more like biological and life sciences in utilizing fellowships to fund graduate students, far more than other engineering sub-disciplines. Our study provides further evidence of the prevalence of fellowships in life sciences and how it stretches into biomedical/biological engineering. The majority of engineering sub-disciplines relied more on research assistantships to fund graduate study. The lack of uniformity provides an opportunity to diversify student experiences during their graduate programs but also necessitates an awareness to the advantages and disadvantages that different funding portfolios can bestow on students.

Are public policies effective in enhancing gender balance in science, technology, engineering, and mathematics (STEM) graduate education? Although the literature is rich in studies that prescribe micro-level interventions to promote gender balance in specific STEM areas or institutions, there are surprisingly few studies that quantitatively evaluate existing macro-level policies. Using Germany's Excellence Initiative as an event study, I analyse changes in cohorts of doctorate recipients in STEM fields and investigate whether the Excellence Initiative's graduate school line of funding, which is a large-scale public policy that aimed to create and sustain STEM graduate programs, also succeeded to increase women's share among STEM doctorate recipients. Assessing difference-in-differences in natural sciences and mathematics doctorate recipients between 2000 and 2014, I find no statistically significant evidence that the Excellence Initiative led to any significant increase in women's participation in STEM studies beyond already existing trends in these fields. I find, however, significant differences between funded and non-funded STEM graduate programs in their rate of internationalization, which was another major policy target of the Excellence Initiative.

Population-adjusted indirect comparisons, developed in the 2010s, enable comparisons between two treatments in different studies by balancing patient characteristics in the case where individual patient-level data (IPD) are available for only one study. Health technology assessment (HTA) bodies increasingly rely on these methods to inform funding decisions, typically using unanchored indirect comparisons (i.e., without a common comparator), due to the need to evaluate comparative efficacy and safety for single-arm trials. Unanchored matching-adjusted indirect comparison (MAIC) and unanchored simulated treatment comparison (STC) are currently the only two approaches available for population-adjusted indirect comparisons based on single-arm trials. However, there is a notable underutilisation of unanchored STC in HTA, largely due to a lack of understanding of its implementation. We therefore develop a novel way to implement unanchored STC by incorporating standardisation/marginalisation and the NORmal To Anything (NORTA) algorithm for sampling covariates. This methodology aims to derive a suitable marginal treatment effect without aggregation bias for HTA evaluations. We use a non-parametric bootstrap and propose separately calculating the standard error for the IPD study and the comparator study to ensure the appropriate quantification of the uncertainty associated with the estimated treatment effect. The performance of our proposed unanchored STC approach is evaluated through a comprehensive simulation study focused on binary outcomes. Our findings demonstrate that the proposed approach is asymptotically unbiased. We argue that unanchored STC should be considered when conducting unanchored indirect comparisons with single-arm studies, presenting a robust approach for HTA decision-making.
