Over the past twenty years, debates surrounding American power have oscillated between celebrations of empire and laments of decline. What explains such wild fluctuations? This article argues that the power shifts debate rests on an underpinning concept of power based around relative capabilities that is theoretically not fit for purpose. We propose instead an approach to power shifts that locates power primarily in structural power. In doing so we show that developments in the character of the international system render structural advantage more significant to questions of international leadership than the balance of national capabilities. These developments also mitigate against systemic changes that might bring relative strength and structural position into greater alignment. [ABSTRACT FROM AUTHOR]

Many studies show that past and current economic conditions are strong determinants of citizens' attitudes toward government and political institutions. In this article, we develop a forward-looking theory and argue that economic expectations also drive the level of satisfaction with democracy. Crucially, we contend that this relationship is conditional: hope for a better tomorrow matters more to the poor and to those who live in less affluent countries. We use survey data from 34 countries to study the conditional relationship between economic expectations and satisfaction with democracy and find that the allure of the "American Dream" can be more or less potent, depending on one's place on the socioeconomic ladder. These findings contribute to our understanding of a fundamental aspect of political life: support for democracy may rest on a coalition between the wealthy and those who expect to become wealthy. Objectives. To assess whether increasing health aid investments affected public opinion of the United States in recipient populations. Methods. We linked health aid data from the United States to nationally representative opinion poll surveys from 45 countries conducted between 2002 and 2016. We exploited the abrupt and substantial increase in health aid when the US President's Emergency Plan for AIDS Relief (PEPFAR) and President's Malaria Initiative (PMI) were launched to assess unique changes in opinions of the United States following program onset. We also ascertained increased exposure to health aid from the United States by systematically searching for mentions of US health aid programs in popular press. Results. Favorability ratings of the United States increased within countries in proportion to health aid and were significantly higher after implementation of PEPFAR and PMI. Higher US health aid was associated with more references to that aid in the popular press. Conclusions. Our study was the first, to our knowledge, to show that US investments in health aid improved the United States' image abroad. Public Health Implications. How did ideas about humor shape US allies' perceptions of America and Americans during the Cold War? This essay offers a small part of the puzzle by examining a category of unfunny jokes that midcentury Turks came to call "Amerikan." The structure of these jokes shifted between the late 1940s and 1990s, offering clues as to how disparate cultures can merge and transform across uneven power divides. The label itself and the connection to "unlaughter," however, also operated as a political index. Turkish opinion leaders and journalists used Amerikan jokes to comment on US actions, including Cold War aid policy and the war in Vietnam, and to code local perceptions of American political leaders, including President Harry Truman, then senator Joseph Biden, and President Ronald Reagan. Using Turkish newspaper archives and Foreign Broadcast Information Service Daily Reports, this essay demonstrates how ideas about American national character coded through humor could influence local perceptions at a time when the United States was both seeking to differentiate itself from Europe as a "benevolent" world power and driving economic and cultural change in newly independent nations. The study explored the strength of national identification and intergroup attitudes of Chinese youth (n = 591, aged 12-15) toward the Chinese, the Americans, the Japanese, and the South Koreans. The participants were asked to fill in a questionnaire and write down reasons why they 'like' or 'dislike' the four groups. The results showed a consistency in in-group favoritism. Gender and age were both related to Chinese youths' national identifications and their national intergroup attitudes. The article discusses the abuse of Iraqi prisoners by United States soldiers. Haider Sabbar Abed al-Abbadi kept his shame to himself until the world saw him stripped naked, his head in a hood, a nude fellow prisoner kneeling before him simulating oral sex. "That is me," he claims to a "Time" reporter, as one of the lurid photographs of detained Iraqis suffering sexual humiliation at the hands of U.S. soldiers scrolls down a computer screen. Nothing could hide the raw cruelty of U.S. soldiers ridiculing the manhood of Iraqi captives. Of all places, these atrocities occurred at Abu Ghraib prison, once the infamous home of former Iraqi leader Saddam Hussein's torture chambers. Most immediately, the scandal has imperiled the U.S. effort to pacify Iraq by turning even more ordinary Iraqis against the occupation and reinforcing the sense that control is slipping everywhere, less than two months before the U.S. is due to hand sovereignty back to the nation. Testifying before the Senate, Secretary of Defense Donald Rumsfeld said the Pentagon has obtained more photographs and video footage that show U.S. troops engaged in even worse behavior. On March 20, 2004, the military announced that seven soldiers of the 372nd Military Police Company were being held in Iraq and charged with conspiracy, dereliction of duty, assault, maltreatment and indecent acts.

The author criticizes the Bush administration's decision to lead America into war with Iraq. A year ago, the United States went to war, although Iraq was not an imminent threat and had no nuclear weapons, no persuasive link to Al Qaeda, no connection to the September 11 terrorist attacks and no stockpiles of weapons of mass destruction. In the months leading up to war, President George W. Bush failed to keep the fundamental bond of trust between the American people and the President by misusing the facts in the push toward war and depriving citizens of an honest debate on the wisdom of that war. The Bush Administration has broken faith with the American people, who expect their Presidents to give them all the facts--not just the convenient ones--as the nation decides on war. In few election years have voters faced a more important choice than in 2004. When they go to the polls in November, they will be offered not only competing candidates but also fundamentally differing visions of how, when and why America will send its sons and daughters into danger. Aided and abetted by the Republican majority in Congress, President Bush imposed his agenda on America and the world. The debacle cannot all be blamed on flawed intelligence. President Bush and his advisers should have presented their case honestly, so that Congress and the American people could have engaged in the debate our democracy is owed, above all when the issue is war or peace. We all agree that the Iraqi people are safer with Saddam behind bars. But the Iraq war has not made America safer. It has made us more hated in the world, and it has made the war on terrorism harder to win. The war in Iraq has given Al Qaeda a new recruiting tool and strengthened those who support and encourage terrorists.

Seeking to understand the multi-dimensional nature of anti-Americanism in the developing world, this study considers a five-component model, its theoretical dimensions, and operationalization. Gaining a more robust understanding of the five components: power imbalance, globalization, culture, contention, and media use, the paper examines the usefulness of current measures through the use of both individual-level and national-level data. Examining international opinion at two points in time (2002 and 2013) in eighteen developing countries, the full proposed model predicted 28.75% of the variance in the dependent variable, American Opinion Scale, a measure of favorable opinions of the United States and Americans while the 2002 only version of the model predicted 30.9% of the variance in American Opinion Scale. During the Open Port period and Japanese colonial period (1876–1945), Koreans generally had a positive image of the United States. This positive view of the United States held by Koreans persisted until after liberation from Japanese colonial rule in 1945. The United States was a ‘liberator’ that saved the Koreans, and was viewed as ‘a cooperator’ with whom Korea was to solve its national task of establishing a new country. However, the concept of ‘American imperialist warmonger’ had begun to be promoted in North Korea from 1948–49. It was a concept advanced by the Soviet Union and the North Korean leadership. The negative image of the United States, which spread throughout North Korea from the early years of the Cold War, was merely a perplexing stigma lacking substantiated grounds. However, the experiences of the Korean War actualized the image of the United States as a ‘warmonger’ in the hearts of the North Korean people. Alleged indiscriminate aerial bombings, mass slaughters, sexual assaults, and arson attacks against Korean civilians became the most important reason for the expansion of intense sentiment. Based on public opinion data, anti-Americanism of one form or another is endemic in the Middle East. This paper examines the extent to which hostility generalizes beyond opposition to American foreign policy but is unique to the United States. It conducts a field experiment in Lebanon that manipulates the putative sponsor of a survey and draws on a simple behavioral outcome: do people refuse to be interviewed based on who they think is asking the questions? Results show that academic sponsors do not affect participation rates but that refusals spike under government sponsorship of multiple nationalities--behavioral patterns which replicate in communities that vary widely in their a priori levels of hostility to the United States. Ironically, systematic opt-outs by political opponents make people in the government conditions appear more rather than less supportive of US-favored policies compared to their peers in the other treatment groups. From the visit of Alexis de Tocqueville to the 1905 law, key constituencies studied closely the American experience, debated its merits, and argued over its applicability to France. What emerged was a complex pattern of engagement. Depending on their particular domestic imperatives, French observers saw an American system that enshrined religious liberty, fostered atheism, or allowed the Catholic Church to become a threat to republican liberties. The influence of the United States reached a peak in the crucial years of 1903-5, when the American experience directly inspired a key clause in the 1905 law, and all sides used America to defend or attack the proposed legislation.
