This text is a slightly revised version of volume 2 of the file presented for the habilitation to direct research in political science at the University of Strasbourg, on 29 September 2017As mentioned in the preamble to the dead draft of the constitutional treaty, in the ambiguous relationship between the European Union and history, the challenge is to build Europe "in the shadow of its past", and in particular in reaction to the atrocities of a history marked by imperialist or nationalist conflicts that culminated in the totalitarian experiences of the 20th century. This is why the confrontation with history and the will to "get past" certain painful phases by "learning from history" (as a certain number of official speeches emphasize) and by drawing the consequences of the "mistakes" made are at the origin of the European project and characterize its relationship to the past and to history in general. This concern is both the raison d'être and the justification of the Union.From a research point of view, it is then important to examine what functions are fulfilled by the narratives and presentations of history in relation to the construction of Europe, i.e. to apprehend the way in which the European Union, as the result of a given process of political transformations, seeks to inscribe itself in the course of history.Based on some of our previous or current research and publications, the eight chapters of this work are structured around three main parts that describe the different aspects of the problematic.1) First part: Discourses and symbolsIn order to understand how the legitimization of the Union functions through its relation to the past, our first part will be devoted to the analysis of the place of recent or past historical figures found at the center of the narratives on Europe, notably through the work of selection and interpretation to which they give rise, but also their use and their putting to the test of the evolution of the political context.Whether they are institutional discourses, in the sense of discourses emanating from speakers expressing themselves on behalf of national or European political and public institutions, administrations, or political parties, or discourses emanating from public or private individuals, the study of such sources allows us, through the symbolic dimension of language and its socio-communicational valorization, to trace the way in which certain ideas and concepts are put into circulation and articulated in relation to one another, and to produce a system of meaning.Chapter 1 deals with both an emblematic example of the use of a European historical figure, namely the emperor Charlemagne, in the search for origins that accompanies the construction of Europe. More broadly, the Carolingian symbolism will make it possible to evoke a certain number of other figures distinguished as "great Europeans". It is on this occasion that we will introduce into our analysis the question of commemoration, which represents one of the expressions of the relationship that the European Union maintains with the past and of the place that history occupies in the construction of Europe, and which is at the center of our research.By linking the EEC and the ECSC to a unique and univocal origin, by gathering around speeches and events aimed at celebrating all the organizations and institutions that have been invested with a specifically European interest, commemoration fulfills many important functions. Among other things, it allows us to draw a definitive line on all the adventures, often unfortunate, which nevertheless constituted, from 1948 to 1957, the political framework in which what will become the ultimate goal of the European construction: the market, took shape.By studying in chapter 2 the role of bodies whose objective is to perpetuate the memory of figures presented as being "great Europeans", it is possible to reconstruct the way in which a certain European memory is cultivated and propagated by institutions or groups aiming to promote the construction of Europe for the purpose of building a collective identity. The Schuman Declaration of May 9, 1950, occupies a special place in this respect, as its narration by certain actors who have made it sacred has made it possible to transform this event into an indisputable founding act (Cohen 2012).In chapter 3, we move from an interrogation of the role of different forms of political use of the past (instrumentalization of collective memory, commemoration and strategy of distinction of certain "great men") to the analysis of the relationship to the past and to history maintained by the economic and political community under construction that is the European Union. It will also be an opportunity to decipher the way in which the reflection on the place of the process of European construction in the history of Europe and the world is conducted in certain official speeches and finds its expression in the various treaties and in the process of constitutionalisation at work within the Union. It is clear from this first part that the close relationship between the construction of Europe and the relationship to memory involves the activation and mobilization of symbols and discourses. This corresponds well to what Auriane Calligaro and François Foret (2012) note in their analysis of the purpose and uses of European memory in action: while the search for the "grand narrative" is indeed present among the motivations of actors, it coexists with strategies aimed at other types of legitimization or pursuing short-term interests. In conclusion, the EU appears to be less a-historical than an exacerbated reflection of contemporary social and political changes that also affect the member countries. In its relationship to historical memory in general and to the collective memory of the integration process, the EU can be seen to have a similar relationship to that of the nation-states, even though it does not have the same symbolic and political resources as they do to recover the past and adjust it to the needs of its legitimization.2) Part Two: The coexistence of different temporalities within the integration process and the management of memorial conflictsIf certain typologies (Déloye 2006) suggest that the relationship that the European Union maintains with history corresponds to a post-state political order and is characterized by its reflexive character (as opposed to the instrumental type of relationship characterizing the state order that prevailed in Europe from the fourteenth to the twentieth century, and to a relationship that could be described as traditional in the Middle Ages) The use of Carolingian symbolism, the discourse on the great men of Europe, as well as the recourse of European institutions to auto-historiography show that the temptation to instrumentalize the past, which was practiced extensively by nation-states, is in fact still relevant. More broadly, in this second part, it is a fundamental reflection on the mechanisms aimed at producing reconciliation and rapprochement that will be carried out, particularly with regard to their contribution as an instrument for the governance of bilateral and multilateral relations in Europe. The idea of civilization of international relations outlined by Norbert Elias opens up promising perspectives in this respect. The evocation of the link between policies for managing the relationship with the past and the pacification of inter-state relations, which is dealt with in Chapter 4 through the reference to war in the construction of the acquis historique communautaire, will be an opportunity to question the possible aporias of a memorial policy centered on relativism or the desire to absolutize peace through consensus. This new historical awareness is far from being something shared by all the components of the community of destiny as the EU sees it. Important fault lines are emerging in this respect, and their origin is rich in lessons about the weight of the different temporalities at work within the common integration process. The analysis of the effects produced by the shift in temporalities in Chapter 5 will be complemented by the analysis of the role of different historical markers in Chapter 6. By marker, we mean those historical phases common to all or part of the European continent and which, by their scope and the importance of their legacies on the political, cultural or economic level, have durably structured the European space. Indeed, as Didier Georgakakis (2008) points out, the making of the history of Europe and its memory is not limited to war, but also to the numerous bilateral conflicts, even if they were not always armed, that have marked Europe since 1945, or to the emergence from authoritarian regimes and the way in which this emergence was played out for a group of social groups.Like Stefano Bartolini (2007) in his study of the phenomenon of political restructuring in Europe between its nation states and the Union in formation, the use of political or macro-sociological indicators is a way of trying to determine a historical center of gravity of the EU around which the member countries are articulated. In addition to reconstructing the temporal and historical contours of Europe, this chapter will therefore attempt to analyze the ways in which this center becomes real, how it materializes or acquires its degree of thickness and socio-political consistency, what constitutes its hard core and what lies at its margins, and finally, what is important for the cohesion and proper functioning of the Union in relation to the place of history in the integration process. The study of the weight of historical markers will finally be an opportunity to question the means that link the past to the present in the form of a "palette of already tested modes of action" (Laborier 2003, 447) that can be mobilized by contemporary actors. 3) Third part: The role of historiography in the construction of the 'Europe' object The socio-history of the European construction automatically passes by a reflection on the way in which history is written, and in particular that of the institutions which results from it. For these institutions, the very existence of a historical narrative about them to legitimize them is indeed fully part of their mode of operation (Bouillaud 2013, 165).Through the auto-historiography of its institutions, Chapter 7 will thus aim to highlight the way in which the European Union is an actor of its own history. Beyond the debate on a form of official historiography, it is a matter of questioning, in a comparative perspective with other historical fields, what it means to write the history of institutions for themselves and the reasons that push institutions to write their history (Mangenot 2014). In doing so, our analysis of the editorial production of different EU institutions and bodies in terms of self-history can be interpreted as an example of those bureaucratic and institutional competitions that divide the European political space (Georgakakis 2008). More specifically, trying to answer the question "why do European institutions make their own history? allows us to unravel what appears to be the imposition of a unified history (at least from an institutional perspective), since the interpretations of this history are the result of historicization strategies that are at once the result of European relations, partisan or national political mobilizations, and their translation into the internal political cleavages of the European institutions, which it is important to understand how they function in practice. In addition, by looking back at the methodological conditions of realization of these forms of auto-historiography, a plurality of practices and relationships to history emerges.In this respect, and in coherence with the socio-historical approach of European integration that we follow, it is finally particularly useful to apprehend Europe as a transnational social space at the crossroads of national fields of power where multiple political, bureaucratic, economic, legal and academic strategies confront each other, which are not limited to inter-state diplomatic relations. However, if these competing enterprises contribute to the existence of this shifting space, caught up in partially contradictory logics, it is important to note, as Antonin Cohen, Yves Dezalay and Dominique Marchetti (2007) do, that this space has also been "the product of scholarly investments that have given this heterogeneous whole the image of a coherent construction. These rationalizing representations of the 'European construction' are co-constitutive of this fragmented social space. For this reason, this work concludes (chapter 8) with a study devoted to the role of historiography in the construction of the European Union as an academic but also political object., Ce texte est une version légèrement remaniée du volume 2 du dossier présenté en vue de l'habilitation à diriger les recherches en science politique à l'Université de Strasbourg, le 29 septembre 2017Ainsi que l'évoquait le préambule au projet mort né de traité constitutionnel, dans le rapport ambiguë qu'entretient l'Union européenne à l’histoire l'enjeu est de construire l’Europe « dans l’ombre de ses passés », et notamment en réaction aux atrocités d’une histoire marquée par les conflits à caractère impérialiste ou nationaliste qui ont culminé avec les expériences totalitaires du 20ème siècle. C’est la raison pour laquelle la confrontation avec l’histoire et la volonté de « dé-passer » certaines phases douloureuses en « apprenant de l’histoire » (comme le soulignent un certain nombre de discours officiels) et en tirant les conséquences des «erreurs» accomplies sont à l’origine du projet européen et caractérisent son rapport au passé et à l’histoire en général. Ce souci est à la fois la raison d’être et la justification de l’Union.Du point de vue de la recherche, il importe alors d’examiner quelles sont les fonctions que remplissent les récits et présentations de l’histoire en lien avec la construction européenne, c'est-à-dire appréhender la manière dont l’Union européenne, en tant que résultat d’un processus donné de transformations politiques, cherche à s’inscrire dans le cours de l’histoire.S’appuyant sur une partie de nos travaux de recherche et publications antérieurs ou actuels, les huit chapitres constitutifs du présent travail s’articulent autour de trois grandes parties qui déclinent les différents aspects de sa problématique.1)Première partie : Discours et symbolesAfin de comprendre comment fonctionne la légitimation de l’Union par sa relation au passé, notre première partie sera consacrée à l’analyse de la place des figures historiques récentes ou passées que l’on retrouve au centre des récits sur l’Europe, à travers notamment le travail de sélection et d’interprétation auxquelles elles donnent lieu, mais aussi leur utilisation et leur mise à l’épreuve de l’évolution du contexte politique.Qu’il s’agisse de discours institutionnels, au sens de discours émanant de locuteurs s’exprimant pour le compte d’institutions politiques et publiques nationales ou européenne, d’administrations, ou de partis politiques, ou bien de discours émanant de personnes publiques ou privées, l’étude de telles sources permet à travers la dimension symbolique du langage et sa valorisation socio-communicationnelle de retracer la manière dont certaines idées et concepts sont mis en circulation et s’articulent les uns par rapport aux autres et produisent un système de sens.Le chapitre 1 traite à la fois d’un exemple emblématique d’utilisation d’une figure historique européenne, à savoir l’empereur Charlemagne dans la recherche des origines qui accompagne la construction européenne. Plus largement, la symbolique carolingienne permettra d’évoquer un certain nombre d’autres figures distinguées au titre des « grands européens ». C’est à cette occasion que nous introduirons dans notre analyse la question de la commémoration qui représente une des expressions du rapport que l’Union européenne entretient au passé et de la place que l’histoire occupe dans la construction européenne, et qui se trouve au centre de notre recherche.En rattachant ainsi la CEE et la CECA à une origine unique et univoque, en rassemblant autour de discours et d’événements visant à célébrer l’ensemble des organisations et des institutions qui se sont vues investies d’un intérêt proprement européen, la commémoration remplit de nombreuses fonctions importantes. Elle permet entre autre de tirer un trait définitif sur toutes les aventures, bien souvent malheureuses, qui ont pourtant constitué, de 1948 à 1957, le cadre politique dans lequel a pris corps ce qui va devenir la fin ultime de la construction européenne: le marché.En étudiant au chapitre 2 le rôle des instances dont l’objectif est de perpétuer la mémoire de figures présentées comme étant de « grands européens », il est possible de reconstituer la manière dont une certaine mémoire européenne est cultivée et propagée par des institutions ou groupements visant à promouvoir la construction européenne à des fins de construction d’une identité collective. La déclaration Schuman du 9 mai 1950 occupe à cet égard une place particulière, tant sa mise en récit par certains acteurs qui l’on sanctuarisé a permis de transformer cet événement en un acte fondateur indiscutable (Cohen 2012).Avec le chapitre 3, nous passons d’une interrogation portant sur le rôle des différentes formes d’utilisation politiques du passé (instrumentalisation de la mémoire collective, commémoration et stratégie de distinction de certains « grands hommes ») à l’analyse de la relation au passé et à l’histoire qu’entretient la communauté économique et politique en construction qu’est l’Union européenne. Ce sera également l’occasion de décrypter la manière dont la réflexion sur la place du processus de construction européenne dans l’histoire de l’Europe et du monde est conduite dans certains discours officiels trouve également son expression dans les différents traités et dans le processus de constitutionnalisation à l’œuvre au sein de l’Union. Il ressort de cette première partie que la relation étroite qui existe entre la construction européenne et le rapport à la mémoire passe par l’activation et la mobilisation de symboles et de discours. Cela correspond bien à ce qu’Auriane Calligaro et François Foret (2012) constatent dans leur analyse de la finalité et des usages de la mémoire européenne en action : si la recherche du « grand récit » est bien présente parmi les motivations des acteurs, elle coexiste avec des stratégies visant d’autres types de légitimation ou poursuivant des intérêts de court terme. En conclusion, l’UE apparaît moins comme étant a-historique que reflétant de manière exacerbée les mutations sociales et politiques contemporaines qui touchent également les pays membres. Dans son rapport à la mémoire historique en générale et à la mémoire collective du processus d’intégration, elle puisse dans des registres en partie similaire à celui des États-nations alors même qu’elle ne dispose pas des mêmes ressources symboliques et politiques qu’eux pour récupérer le passé et l’ajuster aux nécessités de sa légitimation.2) Deuxième partie : De la coexistence de différentes temporalités au sein du processus d’intégration et de la gestion des conflits mémorielsSi certaines typologies (Déloye 2006) laissent entendre que le rapport que l’Union européenne entretient à l’histoire correspondrait à un ordre politique post-étatique et serait caractérisé par son caractère réflexif (par opposition au rapport de type instrumental caractérisant l’ordre étatique qui prévalait en Europe du XIVe au 20e siècle et à une relation que l’on pourrait qualifier de traditionnelle au Moyen-âge), l’usage fait de la symbolique carolingienne, le discours sur les grands hommes de l’Europe, tout comme le recours des institutions européennes à l’auto-historiographie montrent que la tentation de l’instrumentalisation du passé qui fut pratiquée de manière extensive par les États nations est en fait toujours d’actualité. Plus largement, dans cette deuxième partie, c’est une réflexion de fond sur les dispositifs visant à produire de la réconciliation et du rapprochement qui sera menée, notamment en ce qui concerne leur contribution en tant qu’instrument de la gouvernance des relations bilatérales et multilatérales en Europe. L’idée de civilisation des relations internationales esquissée en son temps par Norbert Elias ouvre à cet égard des perspectives prometteuses. L’évocation du lien entre politiques de gestion du rapport au passé et de pacification des relations interétatiques dont traite le chapitre 4 au travers de la référence à la guerre dans la construction de l’acquis historique communautaire sera l’occasion de s’interroger sur les apories possibles d’une politique mémorielle axée sur le relativisme ou la volonté d’absolutiser la paix dans le consensus. Cette conscience historique nouvelle est loin d’être quelque chose de partagé par l’ensemble des composantes de la communauté de destin telle que se conçoit l’UE. Des lignes de fracture importantes se manifestent en la matière et leur origine est riche en enseignement sur le poids des différentes temporalités à l’œuvre au sein du processus commun d’intégration. L’analyse des effets produits par le décalage des temporalités qui figure au chapitre 5 sera complétée par celle du rôle des différents marqueurs historiques que nous proposons au chapitre 6. Par marqueur, nous entendrons ces phases historiques communes à tout ou partie du continent européen et qui par leur portée et l’importance de leurs legs sur le plan politique, culturel ou économique ont durablement structuré l’espace européen. En effet, comme le relève Didier Georgakakis (2008), la fabrique de l’histoire de l’Europe et de sa mémoire ne se réduit pas à la guerre, elle est aussi celle des conflits bilatéraux, nombreux, même s’ils n’ont pas toujours été armés, qui ont marqué l’Europe depuis 1945, ou encore celle des sorties des régimes autoritaires et de la façon dont se sont jouées ces sorties pour un ensemble de groupes sociaux.A l’image de ce qu’a entrepris Stefano Bartolini (2007) dans son étude sur le phénomène de restructuration politique que connaît l’Europe entre ses États nations et l’Union en formation, l’utilisation d’indicateurs politiques ou macro-sociologiques est une manière d’essayer de déterminer un centre de gravité historique de l’UE autour duquel les pays membres s’articulent. Outre la reconstitution des contours temporels et historiques de l’Europe, on s’efforcera donc dans ce chapitre d’analyser les modalités qui confèrent sa réalité à ce centre, ce par quoi il se matérialise ou acquiert son degré d’épaisseur et de consistance sociopolitique, ce qui constitue son noyau dur et ce qui se trouve à ses marges, enfin, ce qui est important pour la cohésion et le bon fonctionnement de l’Union en lien avec la place de l’histoire dans le processus d’intégration. L’étude du poids des marqueurs historiques sera enfin l’occasion de s’interroger sur les moyens qui relient le passé au présent sous la forme d’une « palette de modes d’action déjà éprouvés » (Laborier 2003, 447) mobilisables par les acteurs contemporains. 3) Troisième partie : Du rôle de l’historiographie dans la construction de l’objet ‘Europe’ La socio-histoire de la construction européenne passe automatiquement par une réflexion sur la manière dont s’écrit l’histoire, et en particulier celle des institutions qui en résulte. Pour celles-ci, l’existence même d’un récit historique à leur propos pour les légitimer fait en effet pleinement partie de leur mode de fonctionnement (Bouillaud 2013, 165).A travers l’auto-historiographie de ses institutions, le chapitre 7 visera ainsi à mettre en exergue la manière dont l’Union européenne est un acteur de sa propre histoire. Au-delà du débat sur une forme d’historiographie officielle, il s’agit dans une perspective comparative avec d’autres champs historiques d’interroger ce que signifie écrire l’histoire d’institutions pour elles-mêmes et les raisons qui poussent les institutions à (faire) écrire leur histoire (Mangenot 2014). Ce faisant notre analyse de la production éditoriale des différentes institutions et organes de l’UE en matière d’auto-histoire peut être interprétée comme un exemple de ces concurrences bureaucratiques et institutionnelles qui clivent l’espace politique européen (Georgakakis 2008). Plus spécifiquement, tenter de répondre à la question « pourquoi les institutions européennes font leur histoire ? » permet de décortiquer ce qui apparaît comme des entreprises d’imposition d’une histoire unifiée (au moins dans une perspective institutionnelle), les interprétations de cette histoire relevant de stratégies d’historicisation qui résultent tout à la fois des relations européennes, des mobilisations partisanes ou politiques nationales et de leur traduction dans les clivages politiques internes aux institutions européennes dont il importe de comprendre comment elles fonctionnent concrètement. Par ailleurs, En revenant sur les conditions méthodologiques de réalisation de ces formes d’auto-historiographie, c’est une pluralité de pratiques et de rapports à l’histoire qui apparaît.A cet égard, et en cohérence avec l’approche socio-historique de l’intégration européenne que nous suivons, il est enfin particulièrement utile d’appréhender l’Europe comme un espace social transnational à la croisée des champs du pouvoir nationaux où s’affrontent de multiples stratégies politiques, bureaucratiques, économiques, juridiques et académiques, lesquelles ne se limitent pas aux relations diplomatiques interétatiques. Or, si ces entreprises concurrentes contribuent à faire exister cet espace mouvant, pris dans des logiques partiellement contradictoires, il importe de relever comme le font Antonin Cohen, Yves Dezalay et Dominique Marchetti (2007) que cet espace a aussi été « le produit d’investissements savants qui ont donné à cet ensemble hétérogène l’image d’une construction cohérente. Ces représentations rationalisantes de la ‘construction européenne’ sont co-constitutives de cet espace social fragmenté ». Pour cette raison, ce travail se conclut (chapitre 8) sur une étude consacrée au rôle de l’historiographie dans la construction de l’Union européenne comme objet académique mais aussi politique.
