At the end of 2022, the German government published a draft for an apprenticeship guarantee. One measure proposed in the draft is to fund apprenticeships for those young people who do not find an apprenticeship despite actively searching. It is assumed that around 7,000 young people would start such extra-company training each year. This number seems rather low compared to the more than 200,000 young people who start preparatory courses every year. In the 18-34 age group, the risk of unemployment is five times higher if a person has not obtained a vocational or higher education qualification – this goes along with other forms of social exclusion. The paper raises the question of whether such an apprenticeship guarantee, due to its small scale, could only bring about minor changes for the disadvantaged, or whether it could represent a paradigm shift on a conceptual and political level, as it aims to integrate disadvantaged young people directly into the regular system instead of separating them from the rest.

Die Übergänge von der Schule in den Beruf sind seit jeher Thema der Berufsbildungspolitik. Dabei bezieht sie sich in der Regel jeweils auf bestimmte Zielgruppen, Problemlagen oder Bildungsbereiche. Im Fokus stehen häufig Ungleichgewichte am Ausbildungsmarkt, die sich allerdings stark gewandelt haben. Während in den letzten Jahrzehnten das zentrale Problem vor allem darin bestand, dass gemessen an der Zahl der Bewerber:innen zu wenig Ausbildungsplätze angeboten wurden, haben wir derzeit eine umgekehrte Situation: Auszubildende scheinen Mangelware, sodass Betriebe zunehmend Schwierigkeiten beklagen, angebotene Ausbildungsplätze zu besetzen. Paradoxerweise finden aber auch viele Jugendliche keine Ausbildungsstelle. Was in der bildungspolitischen Diskussion meist fehlt, ist eine bildungsbereichsübergreifende Betrachtung der Entwicklung in der nachschulischen Bildung insgesamt. In einem von der Bertelsmann Stiftung finanzierten Forschungsprojekt hat die Georg-August-Universität Göttingen unter Mitarbeit der Helmut-Schmidt-Universität Hamburg daher die Übergänge von Jugendlichen mithilfe der Daten des Nationalen Bildungspanels (NEPS) für einen Zeitraum von 48 Monaten nach Verlassen des allgemeinbildenden Schulwesens untersucht. Anders als in anderen Studien wird in dieser Analyse die Gesamtkohorte betrachtet, statt einzelne Teilgruppen oder Übergänge in einzelne Bildungsangebote zu fokussieren. So ist es möglich, bildungsbereichsübergreifend die unterschiedlichen Wege junger Menschen in der nachschulischen Bildung zu analysieren und in ihrer quantitativen Bedeutung zu bestimmen. Folgende Fragestellungen waren dabei von besonderem Interesse: Welche „typischen“ Bildungsverläufe lassen sich durch die Analysen erkennen? Gibt es Bildungsverläufe, die mit einem hohen Risiko zu „scheitern“ einhergehen? Und schließlich: Gibt es bestimmte Eigenschaften/Voraussetzungen bei Jugendlichen, die für bestimmte Verläufe typisch sind? Identifiziert wurden sechs typische Verlaufsmuster. Die vorliegende Zusammenfassung stellt die wesentlichen Erkenntnisse der Untersuchung (Michaelis et al. 2022) dar und diskutiert auf dieser Grundlage bildungspolitische Ableitungen und Empfehlungen.

Empirical research on Vocational Education and Training (VET) emerged in the 1960s parallel to the dual VET system, as we know it today. Since then, relatively little research has been done on VET politics. Contributions to this field of research come mainly from educational researchers and political scientists, but also from sociologists and economists. The extent to which research itself is related to politics in VET has not yet been systematically investigated. This paper explores this connection proposing the concept of depoliticisation as an explanatory link by comparing the relation of VET politics and research today and in the 1960/70s. The paper argues (1) that VET politics is carried out in depoliticised way today, (2) that depoliticisation can be understood as a mode of doing politics, (3) that VET politics was highly politicised in the 1960/70s, (4) that the concept of depoliticisation can be applied to research on VET as well and (5) finally that politicisation and depoliticisation of research corresponds to the current predominant mode of VET politics.

During the economic crisis in Spain the number of students in VET increased by more than 50%. In no other sub-system of the Spanish educational system did anything comparable happen during this period. The paper analyses this expansion of VET and how this affects the relationship to other sub-systems of the educational system.
