Here we present a strategy to obtain a reliable hydrological simulation over France with the ORCHIDEE land surface model. The model is forced by the SAFRAN atmospheric reanalysis at 8 km resolution and hourly time steps from 1959 to 2020 and by a high-resolution DEM (around 1.3 km in France). Each SAFRAN grid cell is decomposed into a graph of hydrological transfer units (HTUs) based on the higher-resolution DEM to better describe lateral water movements. In particular, it is possible to accurately locate 3507 stations among the 4081 stations collected from the national hydrometric network HydroPortail (filtered to drain an upstream area larger than 64 km2). A simple trial-and-error calibration is conducted by modifying selected parameters of ORCHIDEE to reduce the biases of the simulated water budget compared to the evapotranspiration products (the GLEAM and FLUXCOM datasets) and the HydroPortail observations of river discharge. The simulation that is eventually preferred is extensively assessed with classic goodness-of-fit indicators complemented by trend analysis at 1785 stations (filtered to have records for at least 8 entire years) across France. For example, the median bias of evapotranspiration is −0.5 % against GLEAM (−4.3 % against FLUXCOM), the median bias of river discharge is 6.3 %, and the median Kling–Gupta efficiency (KGE) of square-rooted river discharge is 0.59. These indicators, however, exhibit a large spatial variability, with poor performance in the Alps and the Seine sedimentary basin. The spatial contrasts and temporal trends of river discharge across France are well represented with an accuracy of 76.4 % for the trend sign and an accuracy of 62.7 % for the trend significance. Although it does not yet integrate human impacts on river basins, the selected parameterization of ORCHIDEE offers a reliable historical overview of water resources and a robust configuration for climate change impact analysis at the nationwide scale of France.

The presence of a ski resort modifies the snow cover at the local scale, due to snow management practices on ski pistes, especially grooming and snowmaking. Snow management exerts 2-fold effects on the local hydrological cycle, through (i) abstraction and transfer of water used for snowmaking, and (ii) changes in water runoff due to added snow mass through snowmaking and/or delayed melting of the snowpack due to snow grooming. This induces a local pressure on water resources, which has seldom been addressed in scientific studies hitherto. Here we introduce a method to compute the hydrological effects of snow management on ski pistes and we apply and illustrate its results for the case study of the La Plagne ski resort in the Northern French Alps. The approach mainly relies on snow cover modelling using the Crocus snow cover driven by SAFRAN reanalysis and climate projections. Model results are evaluated against in-situ hydrological observations and show that the modelling approach, although very simplified for many hydrological processes, provides relevant information and insights in terms of the influence of snow-related processes on water resources. Our study shows a visible impact of grooming, virtually eliminating snowmelt in winter, thus delaying the onset of snowmelt. This results is a lower snowmelt flux during the wintertime, low flow period, on the order of −10 % to −20 %, compensated by higher amounts when snow melts. While about 10 % of the water used for snowmaking is estimated to be lost by evaporation through the ice formation process from the liquid water droplets, we find that, in the case studied, the annual scale alteration of water resources is limited and estimated to be on the order of 1 % to 2 %. This is due to the fact that the amount of water used for snowmaking on ski pistes represents a fraction of 10 % to 20 % of total annual precipitation, that ski pistes cover typically 10 % of the surface area of catchments within which ski resorts are located, and that snowmaking equipment covers, in the case of La Plagne, 40 % of the surface area of ski pistes. Therefore, in this case, snowmaking mainly leads to a moderate shift in snow cover formation and snowmelt processes and plays, for example, a smaller role than the influence of future climate change on mountain hydrology. This study provides an initial overview of the influence of grooming and snowmaking on river flows in a mountain catchment, which can inform future studies on water management and climate change adaptation in areas with ski tourism facilities. This study does not discuss long-term sustainability challenges of ski tourism and other aspects of the local environmental impacts (landscape, biodiversity) of snow management, such as the construction and use of mountain water reservoirs and other earthworks in ski resorts.

Large datasets of long-term streamflow measurements are widely used to infer and model hydrological processes. However, streamflow measurements may suffer from what users can consider anomalies, i.e. non-natural records that may be erroneous streamflow values or anthropogenic influences that can lead to misinterpretation of actual hydrological processes. Since identifying anomalies is time consuming for humans, no study has investigated their proportion, temporal distribution, and influence on hydrological indicators over large datasets. This study summarizes the results of a large visual inspection campaign of 674 streamflow time series in France made by 43 evaluators, who were asked to identify anomalies falling under five categories, namely, linear interpolation, drops, noise, point anomalies, and other. We examined the evaluators' individual behaviour in terms of severity and agreement with other evaluators, as well as the temporal distributions of the anomalies and their influence on commonly used hydrological indicators. We found that inter-evaluator agreement was surprisingly low, with an average of 12 % of overlapping periods reported as anomalies. These anomalies were mostly identified as linear interpolation and noise, and they were more frequently reported during the low-flow periods in summer. The impact of cleaning data from the identified anomaly values was higher on low-flow indicators than on high-flow indicators, with change rates lower than 5 % most of the time. We conclude that the identification of anomalies in streamflow time series is highly dependent on the aims and skills of each evaluator, which raises questions about the best practices to adopt for data cleaning.

Floods are a major natural hazard in the Mediterranean region, causing deaths and extensive damages. Recent studies have shown that intense rainfall events are becoming more extreme in this region but, paradoxically, without leading to an increase in the severity of floods. Consequently, it is important to understand how flood events are changing to explain this absence of trends in flood magnitude despite increased rainfall extremes. A database of 98 stations in southern France with an average record of 50 years of daily river discharge data between 1959 and 2021 was considered, together with a high-resolution reanalysis product providing precipitation and simulated soil moisture and a classification of weather patterns associated with rainfall events over France. Flood events, corresponding to an average occurrence of 1 event per year (5317 events in total), were extracted and classified into excess-rainfall, short-rainfall, and long-rainfall event types. Several flood event characteristics have been also analyzed: flood event durations, base flow contribution to floods, runoff coefficient, total and maximum event rainfall, and antecedent soil moisture. The evolution through time of these flood event characteristics and seasonality was analyzed. Results indicated that, in most basins, floods tend to occur earlier during the year, the mean flood date being, on average, advanced by 1 month between 1959–1990 and 1991–2021. This seasonal shift could be attributed to the increased frequency of southern-circulation weather types during spring and summer. An increase in total and extreme-event precipitation has been observed, associated with a decrease of antecedent soil moisture before rainfall events. The majority of flood events are associated with excess rainfall on saturated soils, but their relative proportion is decreasing over time, notably in spring, with a concurrent increased frequency of short rain floods. For most basins there is a positive correlation between antecedent soil moisture and flood event runoff coefficients that is remaining stable over time, with dryer soils producing less runoff and a lower contribution of base flow to floods. In a context of increasing aridity, this relationship is the likely cause of the absence of trends in flood magnitudes observed in this region and the change of event types. These changes in flood characteristics are quite homogeneous over the domain studied, suggesting that they are rather linked to the evolution of the regional climate than to catchment characteristics. Consequently, this study shows that even in the absence of trends, flood properties may change over time, and these changes need to be accounted for when analyzing the long-term evolution of flood hazards.

Spatial reconstruction of stream temperature is relevant to water quality standards and fisheries management, yet large, regional scale datasets are rare because data are decentralized and inharmonious. This data discordance is a major limitation for understanding thermal regimes of riverine ecosystems. To overcome this barrier, we first aggregated one of the largest stream temperature databases on record with data from 1700 individual stations over 9 years from 2009–2017 (n = 45 000 000 hourly measurements) across France (area = 552 000 km2). For each station, we calculated a simple, ecologically relevant metric – the thermal peak – that captures the magnitude of summer thermal maximums. We then used three statistical models to extrapolate the thermal peak to nearly every stream reach in France and Corsica (n = 105 800) and compared relative model performances with an air temperature metric. In general, the hottest thermal peaks were found along major rivers, whereas the coldest thermal peaks were found along small rivers with forested riparian zones and strong groundwater inputs and were located in mountainous regions. Several key predictors of the thermal peak emerged, including drainage area, mean summer air temperature, minimum monthly specific discharge, and vegetation cover in the riparian zone. Despite differing predictor importance across model structures, we observed strong concordance among models in their spatial distributions of the thermal peak, suggesting its robustness as a useful metric at the regional scale. Finally, air temperature was found to be a poor proxy for the stream temperature thermal peak across nearly all stations and reaches, highlighting the growing need to measure and account for stream temperature in regional ecological studies.

Drought events and their impacts vary spatially and temporally due to diverse pedo-climatic and hydrologic conditions, as well as variations in exposure and vulnerability, such as demographics and response actions. While hazard severity and frequency of past drought events have been studied in detail, little is known about the effect of drought management strategies on the actual impacts and how the hazard is perceived by relevant stakeholders. In a continental study, we characterised and assessed the impacts and the perceptions of two recent drought events (2018 and 2019) in Europe and examined the relationship between management strategies and drought perception, hazard, and impact. The study was based on a pan-European survey involving national representatives from 28 countries and relevant stakeholders responding to a standard questionnaire. The survey focused on collecting information on stakeholders' perceptions of drought, impacts on water resources and beyond, water availability, and current drought management strategies on national and regional scales. The survey results were compared with the actual drought hazard information registered by the European Drought Observatory (EDO) for 2018 and 2019. The results highlighted high diversity in drought perception across different countries and in values of the implemented drought management strategies to alleviate impacts by increasing national and sub-national awareness and resilience. The study identifies an urgent need to further reduce drought impacts by constructing and implementing a European macro-level drought governance approach, such as a directive, which would strengthen national drought management and mitigate damage to human and natural assets.

We present a novel approach to simulate and reconstruct annual glacier-wide surface mass balance (SMB) series based on a deep artificial neural network (ANN; i.e. deep learning). This method has been included as the SMB component of an open-source regional glacier evolution model. While most glacier models tend to incorporate more and more physical processes, here we take an alternative approach by creating a parameterized model based on data science. Annual glacier-wide SMBs can be simulated from topo-climatic predictors using either deep learning or Lasso (least absolute shrinkage and selection operator; regularized multilinear regression), whereas the glacier geometry is updated using a glacier-specific parameterization. We compare and cross-validate our nonlinear deep learning SMB model against other standard linear statistical methods on a dataset of 32 French Alpine glaciers. Deep learning is found to outperform linear methods, with improved explained variance (up to +64 % in space and +108 % in time) and accuracy (up to +47 % in space and +58 % in time), resulting in an estimated r2 of 0.77 and a root-mean-square error (RMSE) of 0.51 m w.e. Substantial nonlinear structures are captured by deep learning, with around 35 % of nonlinear behaviour in the temporal dimension. For the glacier geometry evolution, the main uncertainties come from the ice thickness data used to initialize the model. These results should encourage the use of deep learning in glacier modelling as a powerful nonlinear tool, capable of capturing the nonlinearities of the climate and glacier systems, that can serve to reconstruct or simulate SMB time series for individual glaciers in a whole region for past and future climates.

Floods have strong impacts in the Mediterranean region and there are concerns about a possible increase in their intensity due to climate change. In this study, a large database of 171 basins located in southern France with daily discharge data with a median record length of 45 years is considered to analyze flood trends and their drivers. In addition to discharge data, outputs of precipitation, temperature, evapotranspiration from the SAFRAN reanalysis and soil moisture computed with the ISBA land surface model are also analyzed. The evolution of land cover in these basins is analyzed using the CORINE database. The trends in floods above the 95th and 99th percentiles are detected by the Mann–Kendall test and quantile regression techniques. The results show that despite the increase in extreme precipitation reported by previous studies, there is no general tendency towards more severe floods. Only for a few basins is the intensity of the most extreme floods showing significant upward trends. On the contrary, most trends are towards fewer annual flood occurrences above both the 95th and 99th percentiles for the majority of basins. The decrease in soil moisture seems to be an important driver for these trends, since in most basins increased temperature and evapotranspiration associated with a precipitation decrease are leading to a reduction in soil moisture. These results imply that the observed increase in the vulnerability to these flood events in recent decades is mostly caused by human factors such as increased urbanization and population growth rather than climatic factors.

Drought management plans (DMPs) require an overview of future climate conditions for ensuring long-term relevance of existing decision-making processes. To that end, impact studies are expected to best reproduce decision-making needs linked with catchment intrinsic sensitivity to climate change. The objective of this study is to apply a risk-based approach through sensitivity, exposure and performance assessments to identify where and when, due to climate change, access to surface water constrained by legally binding water restrictions (WRs) may question agricultural activities. After inspection of legally binding WRs from the DMPs in the Rhône–Mediterranean (RM) district, a framework to derive WR durations was developed based on harmonized low-flow indicators. Whilst the framework could not perfectly reproduce all WR ordered by state services, as deviations from sociopolitical factors could not be included, it enabled the identification of most WRs under the current baseline and the quantification of the sensitivity of WR duration to a wide range of perturbed climates for 106 catchments. Four classes of responses were found across the RM district. The information provided by the national system of compensation to farmers during the 2011 drought was used to define a critical threshold of acceptable WR that is related to the current activities over the RM district. The study finally concluded that catchments in mountainous areas, highly sensitive to temperature changes, are also the most predisposed to future restrictions under projected climate changes considering current DMPs, whilst catchments around the Mediterranean Sea were found to be mainly sensitive to precipitation changes and irrigation use was less vulnerable to projected climatic changes. The tools developed enable a rapid assessment of the effectiveness of current DMPs under climate change and can be used to prioritize review of the plans for those most vulnerable basins.

SCOPE Climate (Spatially COherent Probabilistic Extended Climate dataset) is a 25-member ensemble of 142-year daily high-resolution reconstructions of precipitation, temperature, and Penman–Monteith reference evapotranspiration over France, from 1 January 1871 to 29 December 2012. SCOPE Climate provides an ensemble of 25 spatially coherent gridded multivariate time series. It is derived from the statistical downscaling of the Twentieth Century Reanalysis (20CR) by the SCOPE method, which is based on the analogue approach. SCOPE Climate performs well in comparison to both dependent and independent data for precipitation and temperature. The ensemble aspect corresponds to the uncertainty related to the SCOPE method. SCOPE Climate is the first century-long gridded high-resolution homogeneous dataset available over France and thus has paved the way for improving knowledge on specific past meteorological events or for improving knowledge on climate variability, since the end of the 19th century. This dataset has also been designed as a forcing dataset for long-term hydrological applications and studies of the hydrological consequences of climate variability over France. SCOPE Climate is freely available for any non-commercial use and can be downloaded as NetCDF files from https://doi.org/10.5281/zenodo.1299760 for precipitation, https://doi.org/10.5281/zenodo.1299712 for temperature, and https://doi.org/10.5281/zenodo.1251843 for reference evapotranspiration.

Headwater streams represent a substantial proportion of river systems and many of them have intermittent flows due to their upstream position in the network. These intermittent rivers and ephemeral streams have recently seen a marked increase in interest, especially to assess the impact of drying on aquatic ecosystems. The objective of this paper is to quantify how discrete (in space and time) field observations of flow intermittence help to extrapolate over time the daily probability of drying (defined at the regional scale). Two empirical models based on linear or logistic regressions have been developed to predict the daily probability of intermittence at the regional scale across France. Explanatory variables were derived from available daily discharge and groundwater-level data of a dense gauging/piezometer network, and models were calibrated using discrete series of field observations of flow intermittence. The robustness of the models was tested using an independent, dense regional dataset of intermittence observations and observations of the year 2017 excluded from the calibration. The resulting models were used to extrapolate the daily regional probability of drying in France: (i) over the period 2011–2017 to identify the regions most affected by flow intermittence; (ii) over the period 1989–2017, using a reduced input dataset, to analyse temporal variability of flow intermittence at the national level. The two empirical regression models performed equally well between 2011 and 2017. The accuracy of predictions depended on the number of continuous gauging/piezometer stations and intermittence observations available to calibrate the regressions. Regions with the highest performance were located in sedimentary plains, where the monitoring network was dense and where the regional probability of drying was the highest. Conversely, the worst performances were obtained in mountainous regions. Finally, temporal projections (1989–2016) suggested the highest probabilities of intermittence (> 35 %) in 1989–1991, 2003 and 2005. A high density of intermittence observations improved the information provided by gauging stations and piezometers to extrapolate the temporal variability of intermittent rivers and ephemeral streams.

In 2015 large parts of Europe were affected by drought. In this paper, we analyze the hydrological footprint (dynamic development over space and time) of the drought of 2015 in terms of both severity (magnitude) and spatial extent and compare it to the extreme drought of 2003. Analyses are based on a range of low flow and hydrological drought indices derived for about 800 streamflow records across Europe, collected in a community effort based on a common protocol. We compare the hydrological footprints of both events with the meteorological footprints, in order to learn from similarities and differences of both perspectives and to draw conclusions for drought management. The region affected by hydrological drought in 2015 differed somewhat from the drought of 2003, with its center located more towards eastern Europe. In terms of low flow magnitude, a region surrounding the Czech Republic was the most affected, with summer low flows that exhibited return intervals of 100 years and more. In terms of deficit volumes, the geographical center of the event was in southern Germany, where the drought lasted a particularly long time. A detailed spatial and temporal assessment of the 2015 event showed that the particular behavior in these regions was partly a result of diverging wetness preconditions in the studied catchments. Extreme droughts emerged where preconditions were particularly dry. In regions with wet preconditions, low flow events developed later and tended to be less severe. For both the 2003 and 2015 events, the onset of the hydrological drought was well correlated with the lowest flow recorded during the event (low flow magnitude), pointing towards a potential for early warning of the severity of streamflow drought. Time series of monthly drought indices (both streamflow- and climate-based indices) showed that meteorological and hydrological events developed differently in space and time, both in terms of extent and severity (magnitude). These results emphasize that drought is a hazard which leaves different footprints on the various components of the water cycle at different spatial and temporal scales. The difference in the dynamic development of meteorological and hydrological drought also implies that impacts on various water-use sectors and river ecology cannot be informed by climate indices alone. Thus, an assessment of drought impacts on water resources requires hydrological data in addition to drought indices based solely on climate data. The transboundary scale of the event also suggests that additional efforts need to be undertaken to make timely pan-European hydrological assessments more operational in the future.

The length of streamflow observations is generally limited to the last 50 years even in data-rich countries like France. It therefore offers too small a sample of extreme low-flow events to properly explore the long-term evolution of their characteristics and associated impacts. To overcome this limit, this work first presents a daily 140-year ensemble reconstructed streamflow dataset for a reference network of near-natural catchments in France. This dataset, called SCOPE Hydro (Spatially COherent Probabilistic Extended Hydrological dataset), is based on (1) a probabilistic precipitation, temperature, and reference evapotranspiration downscaling of the Twentieth Century Reanalysis over France, called SCOPE Climate, and (2) continuous hydrological modelling using SCOPE Climate as forcings over the whole period. This work then introduces tools for defining spatio-temporal extreme low-flow events. Extreme low-flow events are first locally defined through the sequent peak algorithm using a novel combination of a fixed threshold and a daily variable threshold. A dedicated spatial matching procedure is then established to identify spatio-temporal events across France. This procedure is furthermore adapted to the SCOPE Hydro 25-member ensemble to characterize in a probabilistic way unrecorded historical events at the national scale. Extreme low-flow events are described and compared in a spatially and temporally homogeneous way over 140 years on a large set of catchments. Results highlight well-known recent events like 1976 or 1989–1990, but also older and relatively forgotten ones like the 1878 and 1893 events. These results contribute to improving our knowledge of historical events and provide a selection of benchmark events for climate change adaptation purposes. Moreover, this study allows for further detailed analyses of the effect of climate variability and anthropogenic climate change on low-flow hydrology at the scale of France.

This paper proposes a methodology for estimating the transient probability distribution of yearly hydrological variables conditional to an ensemble of projections built from multiple general circulation models (GCMs), multiple statistical downscaling methods (SDMs), and multiple hydrological models (HMs). The methodology is based on the quasi-ergodic analysis of variance (QE-ANOVA) framework that allows quantifying the contributions of the different sources of total uncertainty, by critically taking account of large-scale internal variability stemming from the transient evolution of multiple GCM runs, and of small-scale internal variability derived from multiple realizations of stochastic SDMs. This framework thus allows deriving a hierarchy of climate and hydrological uncertainties, which depends on the time horizon considered. It was initially developed for long-term climate averages and is here extended jointly to (1) yearly anomalies and (2) low-flow variables. It is applied to better understand possible transient futures of both winter and summer low flows for two snow-influenced catchments in the southern French Alps. The analysis takes advantage of a very large data set of transient hydrological projections that combines in a comprehensive way 11 runs from four different GCMs, three SDMs with 10 stochastic realizations each, as well as six diverse HMs. The change signal is a decrease in yearly low flows of around −20  % in 2065, except for the more elevated catchment in winter where low flows barely decrease. This signal is largely masked by both large- and small-scale internal variability, even in 2065. The time of emergence of the change signal is however detected for low-flow averages over 30-year time slices starting as early as 2020. The most striking result is that a large part of the total uncertainty – and a higher one than that due to the GCMs – stems from the difference in HM responses. An analysis of the origin of this substantial divergence in HM responses for both catchments and in both seasons suggests that both evapotranspiration and snowpack components of HMs should be carefully checked for their robustness in a changed climate in order to provide reliable outputs for informing water resource adaptation strategies.

This work proposes a daily high-resolution probabilistic reconstruction of precipitation and temperature fields in France over the 1871–2012 period built on the NOAA Twentieth Century global extended atmospheric reanalysis (20CR). The objective is to fill in the spatial and temporal data gaps in surface observations in order to improve our knowledge on the local-scale climate variability from the late nineteenth century onwards. The SANDHY (Stepwise ANalogue Downscaling method for HYdrology) statistical downscaling method, initially developed for quantitative precipitation forecast, is used here to bridge the scale gap between large-scale 20CR predictors and local-scale predictands from the Safran high-resolution near-surface reanalysis, available from 1958 onwards only. SANDHY provides a daily ensemble of 125 analogue dates over the 1871–2012 period for 608 climatically homogeneous zones paving France. Large precipitation biases in intermediary seasons are shown to occur in regions with high seasonal asymmetry like the Mediterranean. Moreover, winter and summer temperatures are respectively over- and under-estimated over the whole of France. Two analogue subselection methods are therefore developed with the aim of keeping the structure of the SANDHY method unchanged while reducing those seasonal biases. The calendar selection keeps the analogues closest to the target calendar day. The stepwise selection applies two new analogy steps based on similarity of the sea surface temperature (SST) and the large-scale 2 m temperature (T). Comparisons to the Safran reanalysis over 1959–2007 and to homogenized series over the whole twentieth century show that biases in the interannual cycle of precipitation and temperature are reduced with both methods. The stepwise subselection moreover leads to a large improvement of interannual correlation and reduction of errors in seasonal temperature time series. When the calendar subselection is an easily applicable method suitable in a quantitative precipitation forecast context, the stepwise subselection method allows for potential season shifts and SST trends and is therefore better suited for climate reconstructions and climate change studies. The probabilistic downscaling of 20CR over the period 1871–2012 with the SANDHY probabilistic downscaling method combined with the stepwise subselection thus constitutes a perfect framework for assessing the recent observed meteorological events but also future events projected by climate change impact studies and putting them in a historical perspective.

The current work addresses one of the key building blocks towards an improved understanding of flood processes and associated changes in flood characteristics and regimes in Europe: the development of a comprehensive, extensive European flood database. The presented work results from ongoing cross-border research collaborations initiated with data collection and joint interpretation in mind. A detailed account of the current state, characteristics and spatial and temporal coverage of the European Flood Database, is presented. At this stage, the hydrological data collection is still growing and consists at this time of annual maximum and daily mean discharge series, from over 7000 hydrometric stations of various data series lengths. Moreover, the database currently comprises data from over 50 different data sources. The time series have been obtained from different national and regional data sources in a collaborative effort of a joint European flood research agreement based on the exchange of data, models and expertise, and from existing international data collections and open source websites. These ongoing efforts are contributing to advancing the understanding of regional flood processes beyond individual country boundaries and to a more coherent flood research in Europe.

Les changements climatiques projetés à l'horizon du milieu du 21e pourraient avoir des impacts importants sur la disponibilité en eau en France. L'étude prospective Explore 2070, pilotée par le Ministère de l'Ecologie, a ainsi mis en évidence la nécessité de quantifier et d'anticiper ces changements, et de construire des stratégies d'adaptation pour limiter leurs conséquences négatives sur les hydrosystèmes et les activités humaines. Cet article analyse dans quelle mesure ces travaux ont pu contribuer à la sensibilisation des acteurs de l'eau et à la réflexion sur l'adaptation au changement climatique en France.

Le projet national de recherche « Risque, Ressource en eau et gestion Durable de la Durance en 2050 » (R²D² 2050) s'est engagé dans une démarche couplant modélisation de l'anthropo-hydrosystème et élaboration de scénarios prospectifs associant acteurs locaux et experts. L'objectif visé est de quantifier les déséquilibres potentiels futurs entre offre et demande en eau sur les secteurs alimentés par la Durance et le Verdon. Ceci doit permettre d'initier une réflexion sur les politiques possibles de gestion de l'eau en réponse aux enjeux de développement et d'aménagement tout en préservant le capital naturel du territoire. Cet article se concentre sur l'étape de construction et de quantification des scénarios et les principaux résultats relatifs aux usages.

There is growing concern that flooding is becoming more frequent and severe in Europe. A better understanding of flood regime changes and their drivers is therefore needed. The paper reviews the current knowledge on flood regime changes in European rivers that has traditionally been obtained through two alternative research approaches. The first approach is the data-based detection of changes in observed flood events. Current methods are reviewed together with their challenges and opportunities. For example, observation biases, the merging of different data sources and accounting for nonlinear drivers and responses. The second approach consists of modelled scenarios of future floods. Challenges and opportunities associated with flood change scenarios are discussed such as fully accounting for uncertainties in the modelling cascade and feedbacks. To make progress in flood change research, we suggest that a synthesis of these two approaches is needed. This can be achieved by focusing on long duration records and flood-rich and flood-poor periods rather than on short duration flood trends only, by formally attributing causes of observed flood changes, by validating scenarios against observed flood regime dynamics, and by developing low-dimensional models of flood changes and feedbacks. The paper finishes with a call for a joint European flood change research network.

Flood frequency analysis (FFA) aims at estimating quantiles with large return periods for an extreme discharge variable. Many FFA implementations are used in operational practice in France. These implementations range from the estimation of a pre-specified distribution to continuous simulation approaches using a rainfall simulator coupled with a rainfall–runoff model. This diversity of approaches raises questions regarding the limits of each implementation and calls for a nation-wide comparison of their predictive performances. This paper presents the results of a national comparison of the main FFA implementations used in France. More accurately, eight implementations are considered, corresponding to the local, regional and local-regional estimation of Gumbel and Generalized Extreme Value (GEV) distributions, as well as the local and regional versions of a continuous simulation approach. A data-based comparison framework is applied to these eight competitors to evaluate their predictive performances in terms of reliability and stability, using daily flow data from more than 1000 gauging stations in France. Results from this comparative exercise suggest that two implementations dominate their competitors in terms of predictive performances, namely the local version of the continuous simulation approach and the local-regional estimation of a GEV distribution. More specific conclusions include the following: (i) the Gumbel distribution is not suitable for Mediterranean catchments, since this distribution demonstrably leads to an underestimation of flood quantiles; (ii) the local estimation of a GEV distribution is not recommended, because the difficulty in estimating the shape parameter results in frequent predictive failures; (iii) all the purely regional implementations evaluated in this study displayed a quite poor reliability, suggesting that prediction in completely ungauged catchments remains a challenge.

Statistical downscaling is widely used to overcome the scale gap between predictors from numerical weather prediction models or global circulation models and predictands like local precipitation, required for example for medium-term operational forecasts or climate change impact studies. The predictors are considered over a given spatial domain which is rarely optimised with respect to the target predictand location. In this study, an extended version of the growing rectangular domain algorithm is proposed to provide an ensemble of near-optimum predictor domains for a statistical downscaling method. This algorithm is applied to find five-member ensembles of near-optimum geopotential predictor domains for an analogue downscaling method for 608 individual target zones covering France. Results first show that very similar downscaling performances based on the continuous ranked probability score (CRPS) can be achieved by different predictor domains for any specific target zone, demonstrating the need for considering alternative domains in this context of high equifinality. A second result is the large diversity of optimised predictor domains over the country that questions the commonly made hypothesis of a common predictor domain for large areas. The domain centres are mainly distributed following the geographical location of the target location, but there are apparent differences between the windward and the lee side of mountain ridges. Moreover, domains for target zones located in southeastern France are centred more east and south than the ones for target locations on the same longitude. The size of the optimised domains tends to be larger in the southeastern part of the country, while domains with a very small meridional extent can be found in an east–west band around 47° N. Sensitivity experiments finally show that results are rather insensitive to the starting point of the optimisation algorithm except for zones located in the transition area north of this east–west band. Results also appear generally robust with respect to the archive length considered for the analogue method, except for zones with high interannual variability like in the Cévennes area. This study paves the way for defining regions with homogeneous geopotential predictor domains for precipitation downscaling over France, and therefore de facto ensuring the spatial coherence required for hydrological applications.

Understanding large-scale patterns in flow intermittence is important for effective river management. The duration and frequency of zero-flow periods are associated with the ecological characteristics of rivers and have important implications for water resources management. We used daily flow records from 628 gauging stations on rivers with minimally modified flows distributed throughout France to predict regional patterns of flow intermittence. For each station we calculated two annual times series describing flow intermittence; the frequency of zero-flow periods (consecutive days of zero flow) in each year of record (FREQ; yr−1), and the total number of zero-flow days in each year of record (DUR; days). These time series were used to calculate two indices for each station, the mean annual frequency of zero-flow periods (mFREQ; yr−1), and the mean duration of zero-flow periods (mDUR; days). Approximately 20% of stations had recorded at least one zero-flow period in their record. Dissimilarities between pairs of gauges calculated from the annual times series (FREQ and DUR) and geographic distances were weakly correlated, indicating that there was little spatial synchronization of zero flow. A flow-regime classification for the gauging stations discriminated intermittent and perennial stations, and an intermittence classification grouped intermittent stations into three classes based on the values of mFREQ and mDUR. We used random forest (RF) models to relate the flow-regime and intermittence classifications to several environmental characteristics of the gauging station catchments. The RF model of the flow-regime classification had a cross-validated Cohen's kappa of 0.47, indicating fair performance and the intermittence classification had poor performance (cross-validated Cohen's kappa of 0.35). Both classification models identified significant environment-intermittence associations, in particular with regional-scale climate patterns and also catchment area, shape and slope. However, we suggest that the fair-to-poor performance of the classification models is because intermittence is also controlled by processes operating at scales smaller than catchments, such as groundwater-table fluctuations and seepage through permeable channels. We suggest that high spatial heterogeneity in these small-scale processes partly explains the low spatial synchronization of zero flows. While 20% of gauges were classified as intermittent, the flow-regime model predicted 39% of all river segments to be intermittent, indicating that the gauging station network under-represents intermittent river segments in France. Predictions of regional patterns in flow intermittence provide useful information for applications including environmental flow setting, estimating assimilative capacity for contaminants, designing bio-monitoring programs and making preliminary predictions of the effects of climate change on flow intermittence.

The study aims at estimating flow duration curves (FDC) at ungauged sites in France and quantifying the associated uncertainties using a large dataset of 1080 FDCs. The interpolation procedure focuses here on 15 percentiles standardised by the mean annual flow, which is assumed to be known at each site. In particular, this paper discusses the impact of different catchment grouping procedures on the estimation of percentiles by regional regression models. In a first step, five parsimonious FDC parametric models are tested to approximate FDCs at gauged sites. The results show that the model based on the expansion of Empirical Orthogonal Functions (EOF) outperforms the other tested models. In the EOF model, each FDC is interpreted as a linear combination of regional amplitude functions with spatially variable weighting factors corresponding to the parameters of the model. In this approach, only one amplitude function is required to obtain a satisfactory fit with most of the observed curves. Thus, the considered model requires only two parameters to be applicable at ungauged locations. Secondly, homogeneous regions are derived according to hydrological response, on the one hand, and geological, climatic and topographic characteristics on the other hand. Hydrological similarity is assessed through two simple indicators: the concavity index (IC) representing the shape of the dimensionless FDC and the seasonality ratio (SR), which is the ratio of summer and winter median flows. These variables are used as homogeneity criteria in three different methods for grouping catchments: (i) according to an a priori classification of French Hydro-EcoRegions (HERs), (ii) by applying regression tree clustering and (iii) by using neighbourhoods obtained by canonical correlation analysis. Finally, considering all the data, and subsequently for each group obtained through the tested grouping techniques, we derive regression models between physiographic and/or climatic variables and the two parameters of the EOF model. Results on percentile estimation in cross validation show that a significant benefit is obtained by defining homogeneous regions before developing regressions, particularly when grouping methods make use of hydrogeological information.

This study aims at comparing two quantitative precipitation forecasting techniques based on the meteorological analogy concept. Method A considers first a selection of analogous situations at synoptic scale. Second a subset of the most similar situations in terms of hygrometry is extracted. Method B extends method A by two innovative ways, which are restricting the search for analogues with temperature information instead of the common season criterion, and exploiting the information about vertical motion considering vertical velocity. Forecasts are evaluated in a perfect prognosis context and in operational conditions as well, by mean of verification measures (Continuous Ranked Probability Skill Score and scores computed from contingency tables). Results of the case study in France show that: (1) there is an increase in forecast skill when temperature and vertical velocity are included in the procedure, (2) it is possible to anticipate rainfall events up to one week ahead and (3) the introduction of new variables such as vertical velocity may be useless beyond few days ahead if the forecast of the weather model is not reliable.

Streamflow observations from near-natural catchments are of paramount importance for detection and attribution studies, evaluation of large-scale model simulations, and assessment of water management, adaptation and policy options. This study investigates streamflow trends in a newly-assembled, consolidated dataset of near-natural streamflow records from 441 small catchments in 15 countries across Europe. The period 1962–2004 provided the best spatial coverage, but analyses were also carried out for longer time periods (with fewer stations), starting in 1932, 1942 and 1952. Trends were calculated by the slopes of the Kendall-Theil robust line for standardized annual and monthly streamflow, as well as for summer low flow magnitude and timing. A regionally coherent picture of annual streamflow trends emerged, with negative trends in southern and eastern regions, and generally positive trends elsewhere. Trends in monthly streamflow for 1962–2004 elucidated potential causes for these changes, as well as for changes in hydrological regimes across Europe. Positive trends were found in the winter months in most catchments. A marked shift towards negative trends was observed in April, gradually spreading across Europe to reach a maximum extent in August. Low flows have decreased in most regions where the lowest mean monthly flow occurs in summer, but vary for catchments which have flow minima in winter and secondary low flows in summer. The study largely confirms findings from national and regional scale trend analyses, but clearly adds to these by confirming that these tendencies are part of coherent patterns of change, which cover a much larger region. The broad, continental-scale patterns of change are mostly congruent with the hydrological responses expected from future climatic changes, as projected by climate models. The patterns observed could hence provide a valuable benchmark for a number of different studies and model simulations.

The study presents an approach to represent the two first order moments of temporal runoff variability as a function of catchment area and aggregation time interval, and to map them in space. The problem is divided into two steps. First, the first order moment (the long term value) is analysed and mapped applying an interpolation procedure for river runoff. In a second step a simple random model for the river runoff process is proposed for the instantaneous point runoff normalised with respect to the long term mean. From this model analytical expressions for the time-space variance-covariance of the inflow to the river network are developed, which then is used to predict how the second order moment varies along rivers from headwaters to the mouth. The observation data are handled by a hydrological information system, which allows to display the results either in the form of area dependence of moments along the river branches to the basin outlet or as a map of the variation of the moments across the basin. The findings are demonstrated by the example of the Moselle drainage basin (French part).

Runoff generation in a forested catchment (0.18 km2) was simulated using a quasi-three-dimensional rainfall-runoff model. The model was formulated over a finite grid where water movement was assumed to be dominantly vertical in the unsaturated soil zone and horizontal in the saturated soil. The vertical soil moisture distribution at each grid cell was calculated using a conceptual approximation to the one-dimensional Richards equation. The approximation allowed the use of a simple soil surface boundary condition and an efficient solution to the water table elevation over the finite grid. The approximation was coupled with a two-dimensional ground water model to calculate lateral soil water movement between the grid cells and exfiltration over saturated areas, where runoff was produced by the saturation-excess mechanism. Runoff was an input to a channel network, which was modelled as a nonlinear reservoir. The proposed approximation for the vertical soil moisture distribution in unsaturated soil compared well to a numerical solution of the Richards equation during shallow water table conditions, but was less satisfactory during prolonged dry periods. The simulation of daily catchment outflow was successful with the exception of underprediction of extremely high peak flows. The calculated water table depth compared satisfactorily with the measurements. An overall comparison with the earlier results of tracer studies indicated that the modelled contribution of direct rainfall/snowmelt in streamflow was higher than the isotopically traced fraction of event-water in runoff. The seasonal variation in the modelled runoff-contributing areas was similar to that in the event-water-contributing areas from the tracer analysis.

Pour aider les acteurs de la gestion de l'eau à répondre aux objectifs de bon état écologique des cours d'eau requis par la Directive cadre européenne sur l'eau, il est essentiel de modéliser lécoulement dans le réseau hydrographique. En effet, la classification des cours d'eau nécessite l'analyse de leurs relations amont-aval. La BD Carthage® en l'état ne permet pas cette modélisation. Pour répondre à cet objectif, il nous a fallu élaborer une version simplifiée, qualifiée de drain principal naturel à partir de la BD Carthage®.

Cet article décrit une approche statistique dont le but est de caractériser le régime hydrologique des cours d'eau en crue prenant en compte la notion de durée : l'analyse débit-durée-fréquence (QdF). Cette approche présente de fortes analogies avec la démarche intensité-durée-fréquence appliquée aux pluies. La première partie de l'article rappelle le cadre général de la démarche QdF. La seconde est consacrée à la nouvelle formalisation proposée : le modèle convergent. La dernière partie propose deux applications possibles des courbes QdF. La première concerne la construction d'hydrogrammes synthétiques mono-fréquences, homogènes en fréquence, utilisables dans les simulations hydrauliques pour estimer le risque d'inondation. Dans un deuxième temps, nous avons cherché à quantifier les modifications des régimes hydrologiques en crue induites par un changement climatique à l'aide de deux paramètres extraits des courbes QdF, l'un caractérisant la dynamique et l'autre la magnitude des crues.

Most key life-events of organisms are synchronized by complex interactions of several environmental cues to ensure optimal survival and growth of individuals and their offspring. However, global change is known to affect multiple components of ecosystems and cues at the same time. Therefore, detecting joint trends in covariate time series is a crucial challenge in global change ecology that has rarely been addressed so far. In this context, we designed an innovative combination of kernel density estimations and Mann-Kendall trend tests to detect joint temporal trends in a pair of environmental variables. This methodological framework was tested on >30 years (1976-2019) of water temperature and discharge data for 6 large French rivers (the Garonne, Dordogne, Rhône, Rhine, Loire and Vienne rivers). The implications of such trends in both temperature and discharge for diadromous species key life-cycle processes were then explored by checking if significant bivariate environmental changes occurred during seasons of upstream and downstream migration, and reproductive activities. Results were contrasted between rivers and seasons: many rivers displayed an increase in the number of days with high water temperature and low river discharge, but local discharge regulation measures could have mitigated the trend in discharge. Our findings showed that species migrating or spawning in spring were likely to be strongly impacted by the new environmental conditions in the Garonne, Loire and Rhône rivers, given the marked changes in water temperature and discharge associations detected by our new method. Conditions experienced by fall-running and spawning species have been strongly affected in all the rivers studied. Climate change has led to concerns about increasing river floods resulting from the greater water-holding capacity of a warmer atmosphere 1 . These concerns are reinforced by evidence of increasing economic losses associated with flooding in many parts of the world, including Europe 2 . Any changes in river floods would have lasting implications for the design of flood protection measures and flood risk zoning. However, existing studies have been unable to identify a consistent continental-scale climatic-change signal in flood discharge observations in Europe 3 , because of the limited spatial coverage and number of hydrometric stations. Here we demonstrate clear regional patterns of both increases and decreases in observed river flood discharges in the past five decades in Europe, which are manifestations of a changing climate. Our results-arising from the most complete database of European flooding so far-suggest that: increasing autumn and winter rainfall has resulted in increasing floods in northwestern Europe; decreasing precipitation and increasing evaporation have led to decreasing floods in medium and large catchments in southern Europe; and decreasing snow cover and snowmelt, resulting from warmer temperatures, have led to decreasing floods in eastern Europe. Regional flood discharge trends in Europe range from an increase of about 11 per cent per decade to a decrease of 23 per cent. Notwithstanding the spatial and temporal heterogeneity of the observational record, the flood changes identified here are broadly consistent with climate model projections for the next century 4,5 , suggesting that climate-driven changes are already happening and supporting calls for the consideration of climate change in flood risk management.

Intermittent rivers and ephemeral streams (IRES) are watercourses that cease flow at some point in time and space. Arguably Earth's most widespread type of flowing water, IRES are expanding where Anthropocenic climates grow drier and human demands for water escalate.However, IRES have attracted far less research than perennial rivers and are undervalued by society, jeopardizing their restoration or protection. Provision of ecosystem services by IRES is especially poorly understood, hindering their integration into management plans in most countries.We conceptualize how flow intermittence governs ecosystem service provision and transfers at local and river-basin scales during flowing, non-flowing and dry phases. Even when dry or not flowing, IRES perform multiple ecosystem services that complement those of nearby perennial rivers. Synthesis and applications . Conceptualizing how flow intermittence in rivers and streams governs ecosystem services has applied a socio-ecological perspective for validating the ecosystem services of intermittent rivers and ephemeral streams. This can be applied at all flow phases and in assessing impacts of altered flow intermittence on rivers and their ecosystem services in the Anthropocene.

A warming climate is expected to have an impact on the magnitude and timing of river floods; however, no consistent large-scale climate change signal in observed flood magnitudes has been identified so far. We analyzed the timing of river floods in Europe over the past five decades, using a pan-European database from 4262 observational hydrometric stations, and found clear patterns of change in flood timing. Warmer temperatures have led to earlier spring snowmelt floods throughout northeastern Europe; delayed winter storms associated with polar warming have led to later winter floods around the North Sea and some sectors of the Mediterranean coast; and earlier soil moisture maxima have led to earlier winter floods in western Europe. Key questions dominating contemporary ecological research and management concern interactions between biodiversity, ecosystem processes, and ecosystem services provision in the face of global change. This is particularly salient for freshwater biodiversity and in the context of river drying and flow-regime change. Rivers that stop flowing and dry, herein intermittent rivers, are globally prevalent and dynamic ecosystems on which the body of research is expanding rapidly, consistent with the era of big data. However, the data encapsulated by this work remain largely fragmented, limiting our ability to answer the key questions beyond a case-by-case basis. To this end, the Intermittent River Biodiversity Analysis and Synthesis (IRBAS; http://irbas.cesab.org) project has collated, analyzed, and synthesized data from across the world on the biodiversity and environmental characteristics of intermittent rivers. The IRBAS database integrates and provides free access to these data, contributing to the growing, and global, knowledge base on these ubiquitous and important river systems, for both theoretical and applied advancement. The IRBAS database currently houses over 2000 data samples collected from six countries across three continents, primarily describing aquatic invertebrate taxa inhabiting intermittent rivers during flowing hydrological phases. As such, there is room to expand the biogeographic and taxonomic coverage, for example, through addition of data collected during nonflowing and dry hydrological phases. We encourage contributions and provide guidance on how to contribute and access data. Ultimately, the IRBAS database serves as a portal, storage, standardization, and discovery tool, enabling collation, synthesis, and analysis of data to elucidate patterns in river biodiversity and guide management. Contribution creates high visibility for datasets, facilitating collaboration. The IRBAS database will grow in content as the study of intermittent rivers continues and data retrieval will allow for networking, meta-analyses, and testing of generalizations across multiple systems, regions, and taxa.
