The kinetic stability of collisionless, sloshing beam-ion (45{\deg} pitch angle) plasma is studied in a 3D simple magnetic mirror, mimicking the Wisconsin High-temperature superconductor Axisymmetric Mirror (WHAM) experiment. The collisional Fokker-Planck code CQL3D-m provides a slowing-down beam-ion distribution to initialize the kinetic-ion/fluid-electron code Hybrid-VPIC, which then simulates free plasma decay without external heating or fueling. Over 1-10 $\mu$s, drift-cyclotron loss-cone (DCLC) modes grow and saturate in amplitude. DCLC scatters ions to a marginally-stable distribution with gas-dynamic rather than classical-mirror confinement. Sloshing ions can trap cool (low-energy) ions in an electrostatic potential well to stabilize DCLC, but DCLC itself does not scatter sloshing beam-ions into said well. Instead, cool ions must come from external sources such as charge-exchange collisions with a low-density neutral population. Manually adding cool ~1 keV ions improves beam-ion confinement ~2-5x in Hybrid-VPIC simulations, which qualitatively corroborates measurements from real mirror devices with sloshing ions., Comment: Submitted; 35 pages, 14 figures

Neuroplasticity, the ability of the nervous system to adapt throughout an organism's lifespan, offers potential as both a biomarker and treatment target for neuropsychiatric conditions. Psychedelics, a burgeoning category of drugs, are increasingly prominent in psychiatric research, prompting inquiries into their mechanisms of action. Distinguishing themselves from traditional medications, psychedelics demonstrate rapid and enduring therapeutic effects after a single or few administrations, believed to stem from their neuroplasticity-enhancing properties. This review examines how classic psychedelics (e.g., LSD, psilocybin, N,N-DMT) and non-classic psychedelics (e.g., ketamine, MDMA) influence neuroplasticity. Drawing from preclinical and clinical studies, we explore the molecular, structural, and functional changes triggered by these agents. Animal studies suggest psychedelics induce heightened sensitivity of the nervous system to environmental stimuli (meta-plasticity), re-opening developmental windows for long-term structural changes (hyper-plasticity), with implications for mood and behavior. Translating these findings to humans faces challenges due to limitations in current imaging techniques. Nonetheless, promising new directions for human research are emerging, including the employment of novel positron-emission tomography (PET) radioligands, non-invasive brain stimulation methods, and multimodal approaches. By elucidating the interplay between psychedelics and neuroplasticity, this review informs the development of targeted interventions for neuropsychiatric disorders and advances understanding of psychedelics' therapeutic potential.

We present three separate void catalogs created using a volume-limited sample of the DESI Year 1 Bright Galaxy Survey. We use the algorithms VoidFinder and V2 to construct void catalogs out to a redshift of z=0.24. We obtain 1,461 interior voids with VoidFinder, 420 with V2 using REVOLVER pruning, and 295 with V2 using VIDE pruning. Comparing our catalog with an overlapping SDSS void catalog, we find generally consistent void properties but significant differences in the void volume overlap, which we attribute to differences in the galaxy selection and survey masks. Astrophotonics represents a cutting-edge approach in observational astronomy. This paper explores the significant advancements and potential applications of astrophotonics, highlighting how photonic technologies stand to revolutionise astronomical instrumentation. Key areas of focus include photonic wavefront sensing and imaging, photonic interferometry and nulling, advanced chip fabrication methods, and the integration of spectroscopy and sensing onto photonic chips. The role of single-mode fibres in reducing modal noise, and the development of photonic integral field units (IFUs) and arrayed waveguide gratings (AWGs) for high-resolution, spatially resolved spectroscopy will be examined. The Dark Energy Spectroscopic Instrument (DESI) Peculiar Velocity Survey aims to measure the peculiar velocities of early and late type galaxies within the DESI footprint using both the Fundamental Plane and Tully-Fisher relations. Direct measurements of peculiar velocities can significantly improve constraints on the growth rate of structure, reducing uncertainty by a factor of approximately 2.5 at redshift 0.1 compared to the DESI Bright Galaxy Survey's redshift space distortion measurements alone. We assess the quality of stellar velocity dispersion measurements from DESI spectroscopic data. These measurements, along with photometric data from the Legacy Survey, establish the Fundamental Plane relation and determine distances and peculiar velocities of early-type galaxies. During Survey Validation, we obtain spectra for 6698 unique early-type galaxies, up to a photometric redshift of 0.15. 64\% of observed galaxies (4267) have relative velocity dispersion errors below 10\%. This percentage increases to 75\% if we restrict our sample to galaxies with spectroscopic redshifts below 0.1. We use the measured central velocity dispersion, along with photometry from the DESI Legacy Imaging Surveys, to fit the Fundamental Plane parameters using a 3D Gaussian maximum likelihood algorithm that accounts for measurement uncertainties and selection cuts. In addition, we conduct zero-point calibration using the absolute distance measurements to the Coma cluster, leading to a value of the Hubble constant, $H_0 = 76.05 \pm 0.35$(statistical) $\pm 0.49$(systematic FP) $\pm 4.86$(statistical due to calibration) $\mathrm{km \ s^{-1} Mpc^{-1}}$. The United States retains many aspects of a healthy open society, but there are indicators of trouble and deep divisions around the meaning and importance of democratic values. This debate has significant repercussions for universities and their academic communities. In the most-simple terms, there is a red and blue state divide over the role and importance of public institutions, including universities -- red representing largely rural states in which most voters vote Republican and blue being majority Democratic voters, often with one of the two parties having majorities in their respective state legislatures. Then there are so-called purple states in which both parties are vying for dominance, but they are fewer in number. This brief discusses this contemporary dynamic and its implication for higher education and science policy.

GLINT is a nulling interferometer downstream of the SCExAO extreme-adaptive-optics system at the Subaru Telescope (Hawaii, USA), and is a pathfinder instrument for high-contrast imaging of circumstellar environments with photonic technologies. GLINT is effectively a testbed for more stable, compact, and modular instruments for the era of 30m-class telescopes. GLINT is now undergoing an upgrade with a new photonic chip for more achromatic nulls, and for phase information to enable fringe tracking. Here we provide an overview of the motivations for the GLINT project and report on the design of the new chip, the on-site installation, and current status., Comment: Proc. According to excess-entropy scaling, dynamic properties of liquids like viscosity and diffusion coefficient are determined by the entropy. This link between dynamics and thermodynamics is increasingly studied and of interest also for industrial applications, but hampered by the challenge of calculating entropy efficiently. Utilizing the fact that entropy is basically the Kolmogorov complexity, which can be estimated from optimal compression algorithms [Avinery et al., Phys. Rev. Lett. 123, 178102 (2019); Martiniani et al., Phys. Rev. X 9, 011031 (2019)], we here demonstrate that the diffusion coefficients of four simple liquids follow a quasiuniversal exponential function of the optimal compression length of a single equilibrium configuration. We conclude that "complexity scaling" has the potential to become a useful tool for estimating dynamic properties of any liquid from a single configuration.

Las Cumbres Observatory (LCOGT) operates a global network of robotic 0.4, 1.0, and 2.0-meter telescopes to facilitate scientific research and education in time-domain astronomy. LCOGT's flagship educational program, Global Sky Partners (GSP), awards up to 1500 hours per year of telescope time to individuals and organizations that run their own, fully supported, educational programs. The GSP has a presence in 40 countries and 45% of the Partners target under-served, under-represented, and developing world audiences. The degradation and obsolescence of the original 0.4-meter telescope network prompted LCOGT to update the fleet of 10 telescopes to a new system consisting of predominantly off-the-shelf products. New PlaneWave DeltaRho 350 telescopes with Gemini Focuser/Rotators, LCOGT filter wheels, and QHY600 CMOS cameras, complement the original, custom-built mount. The deployment of all ten telescopes was completed in March 2024. We describe the design and performance of this new system and its components. We comment on modifications made to the QHY600 cameras, as well as on the treatment of random telegraph noise of its CMOS detectors within our data processing system BANZAI. We present the MOST Hosts survey (Multi-Object Spectroscopy of Transient Hosts). The survey is planned to run throughout the five years of operation of the Dark Energy Spectroscopic Instrument (DESI) and will generate a spectroscopic catalog of the hosts of most transients observed to date, in particular all the supernovae observed by most public, untargeted, wide-field, optical surveys (PTF/iPTF, SDSS II, ZTF, DECAT, DESIRT). Scientific questions for which the MOST Hosts survey will be useful include Type Ia supernova cosmology, fundamental plane and peculiar velocity measurements, and the understanding of the correlations between transients and their host galaxy properties. Here, we present the first release of the MOST Hosts survey: 21,931 hosts of 20,235 transients. These numbers represent 36% of the final MOST Hosts sample, consisting of 60,212 potential host galaxies of 38,603 transients (a transient can be assigned multiple potential hosts). Of these galaxies, 40% do not appear in the DESI primary target list and therefore require a specific program like MOST Hosts. Of all the transients in the MOST Hosts list, only 26.7% have existing classifications, and so the survey will provide redshifts (and luminosities) for nearly 30,000 transients. A preliminary Hubble diagram and a transient luminosity-duration diagram are shown as examples of future potential uses of the MOST Hosts survey. The survey will also provide a training sample of spectroscopically observed transients for photometry-only classifiers, as we enter an era when most newly observed transients will lack spectroscopic classification. The MOST Hosts DESI survey data will be released through the Wiserep platform on a rolling cadence and updated to match the DESI releases. Since establishing its first campus in 1868, the University of California (UC), California's land-grant university, developed into the nation's first multi-campus system in the United States, and is today widely recognized as the world's premier network of public research universities. This short essay provides an historical brief on the role that shared governance, and specifically the role of the Academic Senate, played in creating an academic culture of excellence and high achievement in pursuing its tripartite mission of teaching and learning, research and knowledge production, and public service. A key component in understanding the critical role of the Senate in UC's evolution from a single campus in Berkeley to now a ten-campus system is the university's unusual designation as a public trust in the state constitution that, beginning in 1879, protected the university at critical times from external political pressures and allowed the university to develop an internal academic culture guided by the Academic Senate. By the 1920s, the emergence of California's unique and innovative public system of higher education, with UC as the sole public provider of doctoral degrees and state funded research, also helps explain the ability of the UC system to maintain its mission and formulate what is termed a "One University" model. The Academic Senate has created coherency and shared values within UC, and a culture and expectation for faculty performance that is unique among universities around the world. This essay also offers a brief reflection on the Academic Senate's past influence, its current status, and prospective role. The overall intent is to provide context for the current academic community and higher education scholars regarding the past and future role of faculty in university governance and management, and what distinguishes UC in the pantheon of major research universities.

State and territory child care and early education (CCEE) leaders typically support a range of professional development (PD) opportunities for CCEE providers. This highlight presents the "Professional Development Matrix for Quality Improvement" created by Douglass, Tout, and Doyle. The matrix provides a framework for organizing and describing PD that can support CCEE leaders' decisions about what to fund and how to support evaluation of PD efforts. The highlight also provides examples and summarizes research evidence for each type of PD in the matrix. Leadership is important for quality improvement in center-based early care and education (ECE) settings that serve children birth to five. However, little is known about who leaders are, what leaders do, and how leadership influences quality outcomes in center-based ECE settings. Leadership can be defined by the range of staff who participate in decision-making and quality improvement and the actions they take as leaders. The Early Care and Education Leadership Study (ExCELS), funded by the Office of Planning, Research, and Evaluation (OPRE) in the Administration for Children and Families, has three goals: (1) fill the gaps in definitions and measurement to understand how effective leadership can improve the quality of experiences for children ages birth to five in center-based ECE settings, (2) develop a measure of ECE leadership, and (3) identify actionable leadership development initiatives and methods of evaluating them. This snapshot presents the ExCELS theory of change to show what ECE leadership looks like as well as the influences on and the influences of ECE leadership.

We explore how the definition of a void influences the conclusions drawn about the impact of the void environment on galactic properties using two void-finding algorithms in the Void Analysis Software Toolkit: V2, a Python implementation of ZOBOV, and VoidFinder, an algorithm which grows and merges spherical void regions. Using the Sloan Digital Sky Survey Data Release 7, we find that galaxies found in VoidFinder voids tend to be bluer, fainter, and have higher (specific) star formation rates than galaxies in denser regions. Conversely, galaxies found in V2 voids show no significant differences when compared to galaxies in denser regions, inconsistent with the large-scale environmental effects on galaxy properties expected from both simulations and previous observations. These results align with previous simulation results that show V2-identified voids "leaking" into the dense walls between voids because their boundaries extend up to the density maxima in the walls. As a result, when using ZOBOV-based void finders, galaxies likely to be part of wall regions are instead classified as void galaxies, a misclassification that can be critical to our understanding of galaxy evolution., Comment: 13 pages, 9 figures, 1 table, submitted to ApJ

The International Crises Behavior Events (ICBe) ontology provides high coverage over the thoughts, communications, and actions that constitute international relations. A major disadvantage of that level of detail is that it requires large human capital costs to apply it manually to new texts. Whether such an ontolgy is practical for international relations research given limited human and financial resources is a pressing concern. We introduce a working proof of concept showing that ICBe codings can be reliably extracted from new texts using the current generation of open source large language models (LLM) running on consumer grade computer hardware. Our solution requires no finetuning and only limited prompt engineering. We detail our solution and present benchmarks against the original ICBe codings. We conclude by discussing the implications of very high quality event coding of any text being within reach of individual researchers with limited resources.

When a dangerous international crisis begins, leaders need to know whether their next move is going to resolve the dispute or amplify it out of control. Theories of conflict have mainly served to deepen the confusion, revealing fighting, bargaining, and signaling to be high-dimensional and subtle equilibrium behaviors with deeply contextual consequences. Should a leader communicate resolve through aggressive acts, avoid spirals through accommodation, or focus on ensuring the possibility of a bargain? We offer a data-driven empirical solution to this logjam in the form of a new large-scale analysis of actions taken within 475 crises. We combine two complimentary measurement projects, the human-coded International Crisis Behavior Events (ICBe) dataset and the new machine-coded ICBeLLM. We model directly whether an action tends to shorten or extend the length of a crisis. The result is a directly interpretable measure of the latent escalatory/de-escalatory nature of each action leaders have chosen over the last century.

We present a study of the ratio of visible mass to total mass in spiral galaxies to better understand the relative amount of dark matter present in galaxies of different masses and evolutionary stages. Using the velocities of the H-alpha emission line measured in spectroscopic observations from the Sloan Digital Sky Survey (SDSS) MaNGA Data Release 17 (DR17), we evaluate the rotational velocity of over 5500 disk galaxies at their 90% elliptical Petrosian radii, R90. We compare this to the velocity expected from the total visible mass, which we compute from the stellar, HI, molecular hydrogen, and heavy metals and dust masses. Molecular hydrogen mass measurements are available for only a small subset of galaxies observed in SDSS MaNGA DR17, so we derive a parameterization of the molecular hydrogen mass as a function of absolute magnitude in the r band using galaxies observed as part of SDSS DR7. With these parameterizations, we calculate the fraction of visible mass within R90 that corresponds to the observed velocity. Based on statistically analyzing the likelihood of this fraction, we conclude that the null hypothesis (no dark matter) cannot be excluded at a confidence level better than 95% within the visible extent of the disk galaxies. The nascent but rapidly growing field of Quantum Information Science and Technology has led to an increased demand for skilled quantum workers and an opportunity to build a diverse workforce at the outset. In order to meet this demand and encourage women and underrepresented minorities in STEM to consider a career in QIST, we have developed a curriculum for introducing quantum computing to teachers and students at the high school level with no prerequisites. In 2022, this curriculum was delivered over the course of two one-week summer camps, one targeting teachers and another targeting students. We present Chandra X-ray observations of the dynamically complex galaxy cluster Abell 119 ($z = 0.044$). A119 is host to two NAT radio sources (0053-015 & 0053-016) whose tails are oriented parallel to each other despite orthogonally oriented jet axes. Imaging and spectral analysis reveal X-ray emission elongated along the NE-SW axis along with the presence of complex structures, including surface brightness discontinuities, which suggest possible merger activity along this axis. From radial profiles of the X-ray surface brightness, temperature, pressure, and density, we identify two surface brightness edges which are found to be cold fronts, possibly associated with large-scale sloshing of ICM gas. We also identify a brightness edge to the south which is found to be a shock front with Mach number $M = 1.21 \pm 0.11$, consistent with a merger shock. In addition, previous optical studies show alignment of optical substructures along the north-south direction. The elongated X-ray emission, orientations of the NAT tails, and alignment of optical substructure all suggest recent or on-going merger activity in the NE-SW direction., Comment: Accepted for publication in The Astrophysical Journal on 08/07/2023

The early care and education (ECE) field is still in the early stages of building the infrastructure it needs to attract, support, and sustain strong leadership (Austin, 2014; Goffin & Daga, 2017; Kirby et al., 2021; Pacchiano et al., 2016). This brief presents the findings from a review of research on ECE leadership development initiatives from the Early Care and Education Leadership Study (ExCELS) that focuses on leadership in center-based ECE settings. It examines seven ECE leadership development initiatives that have been the focus of one or more evaluations, describes the features and intended outcomes of each initiative, and considers how they might continue to be implemented and evaluated to further strengthen ECE leadership development. It highlights several key findings: (1) evidence about leadership development in ECE is not yet widely available or accessible; (2) the field needs a deeper understanding about what effective leadership looks like, how to develop and measure it, and what outcomes it can produce; and (3) descriptive studies of seven leadership development initiatives suggest that continued use and evaluation can increase our understanding of the structures and supports that are needed to develop ECE leaders.

The Dark Energy Spectroscopic Instrument (DESI) completed its five-month Survey Validation in May 2021. Spectra of stellar and extragalactic targets from Survey Validation constitute the first major data sample from the DESI survey. This paper describes the public release of those spectra, the catalogs of derived properties, and the intermediate data products. In total, the public release includes good-quality spectral information from 466,447 objects targeted as part of the Milky Way Survey, 428,758 as part of the Bright Galaxy Survey, 227,318 as part of the Luminous Red Galaxy sample, 437,664 as part of the Emission Line Galaxy sample, and 76,079 as part of the Quasar sample. In addition, the release includes spectral information from 137,148 objects that expand the scope beyond the primary samples as part of a series of secondary programs. The Dark Energy Spectroscopic Instrument (DESI) was designed to conduct a survey covering 14,000 deg$^2$ over five years to constrain the cosmic expansion history through precise measurements of Baryon Acoustic Oscillations (BAO). The scientific program for DESI was evaluated during a five month Survey Validation (SV) campaign before beginning full operations. This program produced deep spectra of tens of thousands of objects from each of the stellar (MWS), bright galaxy (BGS), luminous red galaxy (LRG), emission line galaxy (ELG), and quasar target classes. These SV spectra were used to optimize redshift distributions, characterize exposure times, determine calibration procedures, and assess observational overheads for the five-year program. In this paper, we present the final target selection algorithms, redshift distributions, and projected cosmology constraints resulting from those studies. We also present a `One-Percent survey' conducted at the conclusion of Survey Validation covering 140 deg$^2$ using the final target selection algorithms with exposures of a depth typical of the main survey. The Survey Validation indicates that DESI will be able to complete the full 14,000 deg$^2$ program with spectroscopically-confirmed targets from the MWS, BGS, LRG, ELG, and quasar programs with total sample sizes of 7.2, 13.8, 7.46, 15.7, and 2.87 million, respectively. These samples will allow exploration of the Milky Way halo, clustering on all scales, and BAO measurements with a statistical precision of 0.28% over the redshift interval $z<1.1$, 0.39% over the redshift interval $1.1
