Earthquakes in Palu and surroundings area on 28 September 2018 gave the significant impacts to publicfacilities damage, such as the Correctional Institution Class II A Palu. The correctional institution areawhere was located only ±300 metres from the liquefaction zones in Petobo also hit by the phenomenon ofliquefaction triggered by the earthquake. Based on The Regulation of Ministry of Laws and Human RightsRepublic of Indonesia article 4 point (d) stated that correctional institutions are located far away from thepossibility of natural hazards (earthquakes, floods, landslides) and integrated with wastewater disposal toavoid environmental effects (Minister of Law and Human Rights Regulations, 2011). The disasters thatoccurred should be the challenge and the problems for Correctional Institutions Palu in undertaking thecompulsories and the functions in disaster-prone area. The first objective of this study was to analyse theearthquakes and liquefaction threat in Correctional Institution Palu area. Threat level index of Correctional Institutions Palu obtained from the threat level zone maps within the 2018 events by DIBI and USGS. Thehazard map conducted through analysing types of earthquake threat related to disaster events in the studyarea. Moreover, observation and interview conducted for the data collection. This study found theCorrectional Institutions Palu area was categorized as earthquakes-prone area, as the impact re-establishingof special patterns for correctional institutions location should be re-investigated.

The tourism growth in Indonesia is currently on a continuous expansion and diversification in an effort to develop the tourism sector as an economic driver, the creator of employment, improving community welfare, and environmental preservation. Development of tourism destinations carried out by the Indonesian government are distributed throughout the nation, including the Special Province of Yogyakarta or locally known as Daerah Istimewa Yogyakarta (DIY). One area that is being built for the tourism development in this province is Menoreh Hills, especially tourism villages in West Nglinggo and East Nglinggo Hamlets, Pagerharjo Village, Samigaluh District, Kulonprogo Regency. The purpose of this study is to analyse social changes in the community after the establishment of Nglinggo Tourism Village in Pagerharjo Village, Samigaluh District, Kulonprogo Regency. The method used in the research was a qualitative with descriptive approach to present a specific description of the community’s social conditions after the establishment of Nglinggo Tourism Village. The results showed that social changes are present in the community after the establishment of Nglinggo Tourism Village in the form of increased social status of the individuals in the community, increased diversity of jobs available in the community which had impacted the household income, increased patterns of social interaction, increased community and individual skills, increased social roles, and decreased emigration. Community social change occurs for the reason that the community itself are aware to develop the owned potentials in a participatory manner.

Banten province is categorized as high intensity of disaster. The existence of a patriarchal culture leaves discriminatory behavior for women. The phenomena contribute the gaps in aspects of fulfilling the rights for women's groups. This study aims to analyze and evaluate Government programs for community affected by Sunda Strait tsunami concerning on tourism sector. This research applies descriptive qualitative method. The results of the study show that gender mainstreaming-based programs are urgently needed for policy makers, field assistance, policymakers, the staff of organizations/NGOs and the community. The disaster management program in the aftermath of the 2018 Sunda Strait tsunami is less integrated towards gender issue as a component of disaster management program implementation. Gender involvement as the subject of disaster management programs enables to empower and maximize the program.

The coastal boundary can be optimized for settlement and agriculture site based on a spatial plan for Kulon Progo Regency 2012–2032 within a minimum distance of 100m from the coastline. The location of ring 1 local transmigration settlement on the Bugel Coast is less than 100 m. The increasing trend in coastal erosion caused by climate change is a major contributing factor to the reduction of coastal borders. Thus, rapid assessment of coastal erosion vulnerability is necessary to determine an effective coastal management response. This paper aims to analyze the coastal erosion level using vulnerability assessment, geomorphology of coastal areas, and community resilience impact. The methods used in the mapping of coastal segments are smartline and coastal vulnerability index (CVI). The Smartline method is depicted with a line that runs along the coast with information on geomorphological conditions, whereas the CVI method will give weight to each physical parameter of coastal erosion vulnerability. Results showed that the average area of Bugel Coast decreased by 4,794.94 m2 /year and retreated by 4.36 m/year until the borders become closer to one another, thereby threatening the settlement area. The coastal erosion vulnerability was dominated by a moderate level of 325.14 m (30.48%) to a high level of 322.31 m (30.22%) of the total study areas. This result indicated the huge risk of coastal erosion. Therefore, effective community adaptation and mitigation strategies should be considered to reduce the degradation of coastal border resources and ensure the sustainability of local life, such as the combination of structural and non-structural mitigations that prioritize the sustainability of coastal ecosystems.

Since Indonesia reported its first case of COVID-19 in the capital, Jakarta, in early March of 2020, the pandemic has affected 102,051,000 lives. In the second week of the month, the government mandated all sectors to take necessary actions to curb the spread. The research set out to evaluate how the disaster emergency response was carried out amid the COVID-19 pandemic in the Special Region of Yogyakarta (SRY). The research employs qualitative observation of adaptive governance variables, i.e., infrastructure availability, information, conflict mechanism, regulation, and adaptation. The research analyzed primary data collected from focus group discussions with key persons at the Local Disaster Management Agency, Local Development Planning Agency, and Disaster Risk Reduction Platform responsible for the crisis and included an online survey to validate data. The research revealed that the SRY had exhibited adaptive governance to the COVID-19 pandemic, as apparent by, among others, open-access spatial and non-spatial data, extensive combined uses of both types of data, and prompt active engagement of communities in the enforcement of new rules and regulations mandated by national and provincial governments. Furthermore, during emergency responses to COVID-19, the stakeholders provided infrastructure and information, dealt with conflicts in multiple spatial units, encouraged adaptations, and formulated emergent rules and regulations. For further research, we encourage qualitative analysis to confront other types of natural disaster for the research area.

Kulonprogo is a regency with a high level of vulnerability to landslides disaster. The areas with high vulnerability include Pagerharjo Village, especially West Nglinggo and East Nglinggo sub-villages. This study aims (1) to analyze the social, economic, physical, and environmental vulnerability to landslides disaster in the community of East Nglinggo and West Nglinggo sub-villages, (2) to assess the vulnerability to landslides disaster for the community in West Nglinggo and East Nglinggo sub-villages, and (3) to analyze the community resilience in West Nglinggo and East Nglinggo sub-village to landslides disaster. This research was a quantitative research with survey method. The study population came from the heads of households in West Nglinggo and East Nglinggo sub-villages. The technique for determining the sample is using the purposive sampling. Statistical descriptive analysis is used to analyze the community’s vulnerability to landslides disaster in social, economic, physical, and environmental aspects. The results showed that : (1) The community in West Nglinggo and East Glinggo sub-villages , more than a half of them has a moderate category for social vulnerability, moderate category for economic vulnerability, moderate category for physical vulnerability, and high category for environmental vulnerability, (2) More than half of the people in West Nglinggo sub-village and East Nglinggo sub-village are included in the high category, (3) while the community resilience in East Nglinggo sub village and West Nglinggo sub village to landslides disaster is in low category.ABSTRAK Kulonprogo merupakan wilayah dengan tingkat kerentanan yang tinggi terhadap bencana tanah longsor. Wilayah dengan tingkat kerawanan yang tinggi di antaranya adalah Desa Pagerharjo, khususnya di Dusun Nglinggo Barat dan Nglinggo Timur. Penelitian ini bertujuan untuk: (1) menganalisis kerentanan masyarakat terhadap bencana tanah longsor pada aspek sosial, ekonomi, fisik, dan lingkungan di Dusun Nglinggo Barat dan Nglinggo Timur; (2) menilai kerentanan masyarakat di Dusun Nglinggo Barat dan Nglinggo Timur terhadap bencana tanah longsor; dan (3) menganalisis ketahanan masyarakat Dusun Nglinggo Barat dan Nglinggo Timur terhadap bencana tanah longsor. Penelitian ini merupakan penelitian kuantitatif dengan metode survei. Populasi penelitian berasal dari kepala rumah tangga di Dusun Nglinggo Barat dan Nglinggo Timur. Teknik penentuan sampel menggunakan metode purposive sampling. Analisis deskriptif statistik digunakan untuk menganalisis kerentanan pada aspek-aspek sosial, ekonomi, fisik, dan lingkungan, serta ketahanan masyarakat terhadap bencana tanah longsor. Hasil penelitian menunjukkan bahwa : (1) Masyarakat Dusun Nglinggo Barat dan Nglinggo Timur lebih dari separuhnya mempunyai kerentanan sosial kategori sedang; kerentanan ekonomi kategori sedang; kerentanan fisik kategori sedang; dan kerentanan lingkungan kategori tinggi. (2) Lebih dari separuh masyarakat Dusun Nglinggo Barat dan Dusun Nglinggo Timur termasuk kategori kerentanan tinggi. (3) Ketahanan masyarakat di Dusun Nglinggo Barat dan Dusun Nglinggo Timur terhadap bencana tanah longsor termasuk dalam kategori rendah.

The need for enhancing capability has a very important significance in effective disaster management activities. Regional Disaster Management Agencies (BPBD) of Sumbawa Regency established cooperation with the Japan International Cooperation Agency (JICA) in enhancing the capability of flash flood management. The purpose of this research was to review and evaluate the JICA’s aid assistance programs toward BPBD of Sumbawa Regency, hereafter analyze the impact of the programs. Evaluation and analysis of this research were measured by three indicators of capability which is resources, leadership and policy implementation. This research used a qualitative descriptive method and proceed through the source and method triangulation. The researcher used purposive sampling technique in choosing seven informants from BPBD of Sumbawa Regency’s staff. The results showed that JICA’s aid assistance programs towards BPBD of Sumbawa Regency had been achieved by the targets and goals that have been determined. This program has impacted on enhancing the capability of resources that leads to the ability in Mapping, Technical Guidelines (JUKNIS) and Disaster Management Plan (RPB). Increasing the capability of Human Resources (HR) gives the effect of increasing capability in other fields such as financial resource capability, technical resource capability, leadership capability and policy implementation capability. The main factors in the success of the capability enhancement are the discipline factor of BPBD staff, high willingness to improve capability by BPBD staff, capability- enhancing programs, and clear direction from JICA.

Cyclone disaster is the second most deadly disaster in Indonesia after flooding. Cyclones mostly occur during the transitional period from dry season to rainy season. West Muna Regency is one of the regions which started to experience cyclones as a disaster in 2015 where they experienced the most immense disaster that has occurred on record. This disaster caused 600 houses in three districts namely North Tiworo District, South Tiworo District, and Tiworo Archipelago District to be heavily damaged. The magnitude of the disaster was caused by the distribution of area in the three districts which are generally comprised of floating villages far from Muna Island mainland. Cyclone disasters which occur in West Muna Regency requires attention in which one form is non-structural mitigation. Non-structural mitigation can be embodied in the forms of law formulation, formulation of a hazard map, formulation of a risk map, zonation, education, counseling, and emerging awareness toward the community. The focus of this research was recommending the implementation of non-structural mitigation through media literacy, which is categorized as establishing awareness within the community. This research as aimed to enhance the awareness and knowledge of the community related to cyclone disaster. The research method used was a qualitative descriptive by performing depth interviews with community figures. The results of this research have indicated that media literacy is a method of non-structural mitigation which is effective and in accordance with the development of the era. The implemented media are printed or social media because both media are considered relevant as the socialization media regarding the knowledge of cyclones. Bugel coastline areas have the potential for horticulture commodities development. This study's objectives were mapping protected Bugel coastline areas, land evaluation, and yield response of chili in an agroforestry system with coconut trees on Bugel coastline areas. The research was conducted during April-July, 2015, in Bugel coastline areas, Panjatan District, Kulonprogo Regency, Special Province of Yogyakarta. The first stage was the literature study and field mapping by BING satellite imagery. The second method was an actual and potential land evaluation using the FAO version, Sys criteria, and Sys limitation. The third method was using a randomized complete block design (RCBD) with three blocks as replications. The results showed that a local protected coastline area allowed for the agriculture and forestry crops is >200 meters from the furthest tide point. The actual and potential land evaluation in all agroforestry phases were not suitable and marginally suitable. The initial phase showed the highest fresh fruit weight by 100.30 grams/plant, compared with the intermediate and advanced phases by 88.13 grams/plant 71.54 grams/plant.

This paper reveals the capacity enhancement efforts for local community and assessing their vulnerability level regarding the drought event in Ploso Village of Gunungkidul Regency – Yogyakarta Special Province. The vulnerability assessment was conducted to measure the impact of agricultural drought and also focusing on enhancing the community’s absorbing capacity, buffering capacity and local response capacity. The village drought vulnerability assessment was conducted by using indicator-based calculation towards 50 family-heads of Ploso Village as the assessment samples. Absorbing capacity enhancement was conducted by facilitating and educating local farmers to conduct organic farming as well as increasing their local response capacity by focusing on rainwater harvesting, while buffering capacity enhancement is conducted by empowering the housewives for creating alternate household income The disaster preparedness community is created as the centre of intervention to educate local people about drought disaster and preparing the local teenagers to become future focal points in their area.

The earthquake disaster in 2006 and the eruption of Merapi Volcano in 2010 have a different impact on the community activities in the province of Yogyakarta. The aims of this research are: (1) to analyze the role of gender based on differences in the characteristics of the Merapi eruption in Sleman and Bantul earthquakes; (2) to find the socio-economic variables which influence toward the role of gender in the characteristics of the Merapi eruption in Sleman and Bantul earthquakes. This research is using quantitative and qualitative methods. The research population is farming communities who live in the Padasan Sub-village of Sleman District and Serut Sub-village of Bantul District. Sampling technique is purposive. Data collection techniques are survey method, in-depth interview, and review of literature. Descriptive analysis was used to analyze the percentage of gender roles. Regression analysis was used to determine the variables that affect the gender role in social and economic. The results of the descriptive analysis show that there are similarities and differences in roles between men and women in the Serut Sub-village of Bantul District and Padasan Sub-village of Sleman District despite have a different disaster. Women in the daily cycle spent more time at home during days and nights to do housework. The results of regression analysis show that there is no influence of age, education, and income to the women role in the earthquake disaster in Serut Sub-village of Bantul District and volcano eruption in Padasan Sub-village of Sleman District.

Muna Barat District is a prone area to natural disasters, such as earthquakes and tidal waves. The cyclone and tidal waves often occur and those two phenomena occur during the transition season (from the dry to the rainy season). This research aims to analyse the vulnerability and capacity related to the readiness of the community of Bajo Tribe to face the cyclone . The method being applied in this research is quantitative descriptive. Furthermore, the village that are selected purposively are those where located on the sea and hit by the cyclone. The sample chosen is the head of family of Bajo Tribe. Vulnerability and capacity are counted with Analytical Hierarchy Process (AHP) weighting in determining the priority scale or the most preferred alternative choice. The result of this research is Tiga, Bero, Tasipi, and Katela Village are categorized as medium vulnerability and Mandike Village has low vulnerability. Tiga, Bero, Tasipi, Mandike, and Katela Village are classified as medium capacity.

This study examines the social capital in case of people preparedness towards landslide. This research was conducted at Pagerharjo Village, Kulonprogo District where the location is categorized as the landslide prone area. The aim of this study is to find out the social capital for people preparedness in executing the landslide mitigation at Pagerharjo Village, Menoreh Mountains, Kulonprogo District. The research used qualitative descriptive method, with 9 out of 20 hamlets were selected as samples by purposive sampling. The sampling was taken in the location that has the landslide prone to the high landslide prone. People in Pagerharjo especially in the 9 hamlets have understood that their village is medium-to-highly vulnerable areas, especially in rainy season. The theory used in this study is Coleman’s social capital. The result of this research proves that the Pagerharjo people have social capital in disaster mitigation. The mitigation can be practiced as disaster socialization, mutual cooperation, structural mitigation, cultural, and leadership aspect. The community has also local belief from their ancestors which is the mixture of religion and culture in case of landslide mitigation. The willingness to transmigrate is the form of social capital dimension obtained from a sense of togetherness and trust in leaders at the levels of hamlet, village, and the local government.

Research on community empowerment generally contain a report of the implementation and the delineation of the manner of a group or individual impart knowledge or understanding for other groups. When the community has not been examining the potential within them, needed a facilitator for changing conception them over they have. This study discusses the social construction that takes place within women farmers who participates in community-based empowerment facilitated through Community Service Program (PPM) Graduate School of Universitas Gadjah Mada in 2016. The provision of a position as free individuals should be done by the target of the program, moreover program executed by its very nature kind of external, not fully the impact from internal or constituting all the ideas from the communities themselves. This fact becomes an interesting finding especially in relation to the sustainability of the facilitated activities. This study uses social construction theory supported by the theory of needs as motivation and motive theory to express the meaning of the presence of community-based empowerment activities in Ploso Hamlet, Giritirto Village, Purwosari District, Gunungkidul Regency. The method used is a qualitative method. The results of this study illustrate the existence of several factors of need that later became the motive for reasons and objectives of women farmers who participated in community-based empowerment activities. The motive that is formed then leads to the formation of meaning on the reality of community-based empowerment, from that meaning and then disclosed the sustainability of the activity.
