These recommendations have been produced by the participants in the “Open Science in the South. Management and openess of research data : panorama and perspectives in Africa” symposium, held in Cotonou (Benin) from 25 to 27 October 2022, by African, European and Canadian organizations. In line with the UNESCO Recommendation on Open Science and the Dakar Declaration (10.5281/zenodo.3577891)), these recommendations aim to support the implementation of a true culture of open science among African scientists.

Description des outils d'interopérabilité du projet Bridge pour les entrepôts de données

FAIR-IMPACT’s WP4 focuses on several aspects of the lifecycle of FAIR semantics artefacts – a broader term to include ontologies, terminologies, taxonomies, thesauri, vocabularies, metadata schemas and standards – such as governance, creation, sharing, reuse, FAIRness assessment. FAIR-IMPACT’s T6.1 focuses on semantic interoperability for EOSC and how semantic artefacts help to support it. In the context of the 1st FAIR-IMPACT Synchronisation Force workshop this session was organised to gather different communities to make an inventory of the state of use of semantics artefacts in their scientific domain. The chairs surveyed multiple scientific communities directly involved within FAIR-IMPACT and beyond: agri-food, biodiversity/ecology, biomedicine, photons&neutrons, astronomy, materials, industry, earth sciences, social sciences & humanities. The session was chaired by Clément Jonquet, INRAE and Oscar Corcho, UPM Which metadata standards and ontologies are used? Is there a reference semantic artefact catalogue in this area? Is there a governance for semantic artefacts? etc. The session featured short summary presentations of experts in each area and discussion for path of improvement, cross-community fertilisation. &nbsp

Open science is a priority for the European Commission, fostering research data management policies and infrastructures. In France, the Second National Plan for Open Science aims to ensure that open science becomes a common and shared practice, encouraged by the entire international ecosystem of higher education, research, and innovation. One challenge is that French research is mainly organized into joint research units: within a same laboratory, project or publication datasets can be managed by different research organizations, necessitating choosing between several institutional and disciplinary data repositories that can cause data scattering. In addition to these repositories, the French Ministry of Research is building a national federated data repository: Recherche Data Gouv, as part of its Open Science Plan. In this context, three French research organizations, each maintaining an institutional data repository based on Dataverse software, initiated the BRIDGE project funded by the French National Research Agency following a special Open Science call. The goal is to provide guidelines and harmonize research data policies and repository management in a reusable approach for other institutes or contexts, focusing on three priorities: Analyzing and improving institutional data governance policies Providing and endorsing common guidelines for data producers and managers Choosing FAIR vocabularies and developing IT tools to improve FAIRness of repositories with some shared metadata schemas This poster showcases the main outputs of the project, including (1) recommendations based on the Research Data Policy Framework of the RDA Data policy Interest Group, (2) evaluation and recommendation for datasets leveraging the RDA SHARC Interest Group grid, and (3) proof-of-concept to harmonize harvested metadata between repositories. After presenting the data terra research infrastructure and the interoperability issues, this paper presents the approach chosen to build the data terra federated catalog. It consists in coupling a pivotal model built on the dcat ontology with domain ontologies and thesauri that allow semantic standardization of metadata. It is suggested to build SKOS thesauri in which each concept is typed with the SOSA and I-adopt ontologies

The IRD has adopted a Roadmap for Open and Shared Science, which it presented to its Board of Directors at the end of June. Initiated more than twenty years ago, open science is now at the heart of national scientific strategies - in particular the French Open Science Plan - as well as European and international strategies. It offers the opportunity to support research that is more ethical, more shared and more accessible, in the service of the Sustainable Development Goals. The Roadmap for Open and Shared Science has been developed over the past months in collaboration with all IRD structures and partners, under the coordination of the IRD Mission for Open Science (MSO), which will ensure its operational implementation. Its objective is to make our productions easy to find, accessible, interoperable and reusable, which is a sine qua non condition for the advancement of scientific knowledge and its reuse by research communities and socio-economic actors. It is a factor of innovation in the South.

This declaration has been produced by the participants in the “Open Science in the South:Challenges and Perspectives for a New Dynamic” symposium, held in Dakar from 23 to 25October 2019, by African and European organizations i. These participants (scientificinformation stakeholders and professionals, representatives of research and developmentinstitutions) want to draw on the principles of open science, to drive research in the interests of sustainable development. They therefore want to coordinate their efforts on the level ofFrench-speaking sub-Saharan Africa

Présentation des principes FAIR, des initatives en cours et les applications pour les entrepôts de données de recherche.

Suite aux échanges des trois journées et la table ronde du dernier jour, nous avons pu partager puis rédiger les grandes lignes d’une déclaration pour le partage et l’ouverture des données de la recherche pour le développement durable dans laquelle la science ouverte est mise en perspectives pour mettre la recherche au service des objectifs de développement durable grâce à la science ouverte notamment pour accentuer le libre accès aux publications scientifiques et aux données de la recherche. Les participants se sont dotés des objectifs partagés suivants : a) un Préalable : renforcer la connectivité et les services sur les données et les compétences dans la gestion, la valorisation et la réutilisation des données. b) des principes de bonne gestion des données, c) des principes de valorisation des données et des acteurs du partage et enfin d) Principes de gouvernance des données. Ces deux derniers points constituent une spécificité et un enjeu très fort aux regards d’une part de la volonté des institutions africaines de maîtriser l’accès à leurs données, d’y apporter une plus forte valeur ajoutée tant scientifique qu’économique et d’organiser la valorisation de leur données avec des compétences locales vers des dispositifs numériques locaux.

International audience; Researchers are facing increasingly complex challenges: climate change, health, migration. This is all the more true if we look at inter-tropical areas, which are high-stakes regions (population growth, food security, increased pressure on resources). These challenges require interdisciplinarity, openness and the sharing of data and skills. In this context, research methods are evolving to adapt or benefit by providing research environments that can link data from different sources, new approaches that exploit big data. In addition, scientists must meet increasing requirements for the provability and reproducibility of their research experiments. To this end, new forms of publications have emerged. They are associated with new editorial policies, as is the case with data papers. Finally, legislators have recently addressed these concerns. For example, a recent European directive requires that all data from Horizon 2020 projects be opened and managed so that they can be FAIR (Findable, Accessible, Interoperable, Reusable).In this context and as a research actor in southern countries, IRD has started a project for an open data repository. The objective of this project is to ensure an open, sustainable sharing of the datasets of interest collected in intertropical areas by IRD and its partners. More precisely, the short-term objectives of this repository are to better preserve and enhance the informational heritage of the IRD and its partners. It is also about providing an identification, repository and data discovery services for researchers so that they can control its diffusion and sharing according to FAIR principles. In the longer term, the data repository aims to ensure the discovery of all the research data produced by IRD and managed in other existing repositories, databases or data centres. The aim is to provide the most comprehensive overview possible of the data produced.This project complements the databases hosted and distributed within the observatory systems or data centres existing in the IRD's intervention areas. The targeted data are those called the long tail of data. They correspond to data that are currently not used to produce new interpretations or new knowledge. Currently, the focus (funding, research) is on big data and has put aside small datasets. In the context of open science and interdisciplinary research, the important value of small and medium-sized datasets is of great importance. These data sets must be taken into account in the implementation of national and international e-infrastructures. To this end, the IRD wishes to participate through this institutional project in the effort to remobilize these small data sets.After having recalled the diversity of disciplinary fields covered by the IRD, the importance of the information heritage accumulated over decades in intertropical zones, we will shed light on current data management practices in the research domain. Based on some examples from the work of the research teams (genomics, fisheries, population census), the different needs and constraints encountered at the IRD to which the data repository must respond will be presented. In a second step, we will present the Dataverse tool on which we want to build the data repository. Developed by Harvard University and used by many research institutes around the world, it provides a wide range of functionalities to ensure: the identification, description and publication of data sets, whatever the discipline. It also has ergonomic user interfaces that allow the discovery of data sets from facets specific to the disciplinary field. Built on the Datacite standard and implementing the OAI-PMH protocol, it allows to be harvested by academic search engines or more broadly ensures the visibility of data via the search engine such as google data search engine. To strengthen interoperability between the different repositories and databases, particular attention will be paid to the use of and access to existing terminology repositories. Finally, we will provide the organizational elements we wish to put in place to ensure the description and deposit of data by researchers. On this point, our main concerns will be to ensure the training and support of researchers in good practices for the management and diffusion of their data. We will use the FAIR principles to provide interoperable, well-documented data associated with appropriate user licenses. To this end, the support of the deposit of a data will be ensured as much on the relevance of the description of the data as on the choice of the data standard format or on the legal aspects relating to the opening of the data.We will conclude our communication by emphasizing the importance of such a project for the IRD, particularly through its research support missions in the south. We will discuss the perspectives of deploying such a framework (tool, data, management practices) to IRD partners in West Africa.; Les scientifiques font face à des défis de plus en plus complexes : changement climatique, santé, migrations. Ceci est d’autant plus vrai si l’on s’intéresse aux zones intertropicales qui sont des régions à forts enjeux (croissance démographique, sécurité alimentaire, pression accrue sur les ressources). Ces défis nécessitent l'interdisciplinarité, l’ouverture et la mutualisation des données et des compétences. Dans ce contexte, les méthodes de la recherche évoluent pour s’adapter ou tirer en profit en proposant des environnements de recherche capables de lier des données provenant de différentes sources, de nouvelles approches exploitant les données massives. Dans ce contexte et tant qu’acteur de recherche dans les pays du sud, l’IRD a démarré un projet d’entrepôt de données ouvertes. L’objectif de ce projet est d’assurer un partage ouvert, pérenne des jeux de données d’intérêt récoltées dans les zones intertropicales par l’IRD et ses partenaires. Plus précisément, les objectifs à court terme de cet entrepôt sont de mieux pérenniser et valoriser le patrimoine informationnel de l’IRD et de ses partenaires. Il s'agit également de fournir un service de d’identification, de dépôts et de découverte des données pour les scientifiques afin qu’ils puissent en maîtriser la diffusion et le partage selon les principes FAIR. A plus long terme, l’entrepôt de données vise à assurer la découverte des ressources numériques produites par l’IRD (données, support multimédia, publications) et déposées dans d’autres dépôts, bases de données, pôles de données. Il s’agit de fournir une vision la plus exhaustive possible du patrimoine de données.

International audience; Le pôle de données Theia a pour objectif de rassembler les données des Surfaces Continentales acquises par télédétection ou in situ de façon transparente pour l'utilisateur. Le portail de données de télédétection est en production depuis 2012 et un premier prototype du portail de données in situ sera mis en ligne d'ici fin 2018, en collaboration avec l'Infrastructure de Recherche OZCAR (Observatoires de la Zone Critique : Applications et Recherche). OZCAR rassemble des observatoires échantillonnant la zone critique. Compte tenu de leur longue histoire, la plupart d'entre eux ont développé leurs propres portails de données / métadonnées. Il y a cependant un besoin de rassembler toutes les données dans un système d'information commun pour rendre les données visibles, trouvables et faciles à explorer; permettre leur conservation et leur citation; favoriser leur réutilisation et leur partage; être interopérable avec les infrastructures européennes; respecter les normes internationales. Ces caractéristiques définissent un système d'information (SI) « FAIR ». L'équipe projet du SI Theia-OZCAR a visité 22 observatoires et 6 centres de données français pour compiler leurs besoins. La consultation a mis en évidence que la recherche par variable est le point d'intérêt commun des futurs utilisateurs. Le postulat de départ est que les bases de données resteront à côté des producteurs de données, ce qui oblige le SI Theia-OZCAR à gérer une certaine hétérogénéité des jeux de données mais garantit la meilleure qualité des données. Un flux d'informations continu entre les observatoires et le SI Theia-OZCAR sera organisé pour garder les informations à jour via un format pivot qui contient toutes les informations identifiées et adaptées aux usages. Environ 300 variables mesurées in situ dont la moitié sont des mesures chimiques ont été répertoriées et seront exposées sur le portail. La communication présentera l'approche qui peut être réutilisée par d'autres disciplines / portails de données. Session 1 : les systèmes d'observation de long terme de la zone critique.

À partir de la description formelle des concepts « OSAGE » (Observatoire Scientifique en Appui aux GEstionnaires de territoire) dans ses dimensions scientifique, technique et organisationnelle, nous analysons l’expérience concrète et spécifique de l'observatoire ROSELT/OSS (Réseau d’observatoires de surveillance écologique à long terme/Observatoire du Sahara et du Sahel) menée depuis 1992 en matière de lutte contre la désertification dans le circum-Sahara. Cette confrontation modèle abstrait/modèle concret (ou « instance ») permet de tester la validité du modèle abstrait (OSAGE), mesurer sa richesse et ses difficultés de mise en ½uvre et l’enrichir, tout en offrant un cadre formel pour analyser ROSELT/OSS et mesurer son niveau de conformité au modèle OSAGE.

International audience; This paper describes the Spatial Data Infrastructure of the SEAS-OI satellite ground station. The objective of this SDI is to promote the use and to enhance the distribution of satellite data among the scientific community and the public institutions in the Southwest of the Indian Ocean.

International audience; Satellite imagery can be exploited for any number of thematic analyses for Earth observation purposes. Characterization activities using remotely acquired data are currently made complicated by different limitations relating to, as an example, the meaningful mapping between multi-sensor data or the adding of the geospatial context to satellite information. We argue that describing satellite images through a metadata application profile may leverage capabilities to promote easy-to-use data for further in-depth thematic analysis. Accordingly, an application profile conforming to the Dublin Core application profile (DCAP) guidelines and dedicated to Earth observations(EO) is being developed. More specifically, we discuss RDF-compliant machine-processable aspects of the EO application profile (EOAP) in terms of the DCMI Description Set Profile(DSP) model. Additionally, a methodological approach to represent a DSP model using UML profiling activities is proposed.

International audience; Combating desertification in the Southern hemisphere representing 75% of the world population with 75% of them working in the agriculture sector is a priority. Within a GIS platform the paper presents a complete approach to characterizing quantifying and modelling spatially agricultural practices along with available natural resources, both in interaction in a given landscape area. The description of a geocomputational workflow modelling of rural landscapes into units where the causes and intensity of desertification risk can be associated is detailed. The SIEL software allows to set up the parameters of a modelling simulation according to the scientific workflow and to perform its execution. Results over several observatories in the circum-Saharan area are presented. They open the discussion on future and the potential developments of the SIEL in the context of observatories dedicated to support decision making to combat desertification.; La lutte contre la désertification est une priorité, notamment dans les pays du Sud où vivent 75% de l’humanité et où les trois quarts de la population travaillent dans le secteur agricole. À partir d’une réflexion menée sur la caractérisation et spatialisation des pratiques (agricoles) et des ressources naturelles en interaction sur un espace donné, l’article décrit une chaîne de traitements thématiques pour modéliser des unités de paysages ruraux et les causes et intensité du risque de désertification afférents, ainsi que la plateforme logicielle géomatique qui la met en œuvre. Via une interface utilisateur accompagnée d’une aide documentée, le logiciel SIEL permet le paramétrage et l’exécution de la chaîne de traitements. Les résultats obtenus sur des exemples illustratifs dans plusieurs observatoires circum-sahariens sont présentés. Ils ouvrent la voie aux discussions sur les perspectives et potentialités du SIEL dans les observatoires en appui à l’aide à la décision pour la lutte contre la désertification.

International audience; Un pôle national de données appelé Theia a été créé fin 2012 avec pour vocation de contribuer à répondre aux besoins de la communauté scientifique nationale et aux acteurs publics en matière de données, de produits, de méthodes et de formation liés à l’observation des surfaces continentales en particulier depuis l’espace. Dix institutions publiques françaises impliquées dans l’observation de la terre et les sciences de l’environnement sont aujourd’hui actifs dans ce pôle. Les objectifs assignés à Theia sont (1) de construire un dispositif commun capable de produire des données spatiales (échelles locale à globale) à valeur ajoutée pour la communauté surfaces continentales et fournir des services en lien avec les besoins des utilisateurs, (2) de favoriser le partage d'expérience et la capitalisation des méthodes, (3) de rendre visible les réalisations nationales à l’échelle européenne et internationale. Le pôle est structuré en une Infrastructure de Données et de Services (IDS) distribuée entre plusieurs acteurs et un réseau de centres d'expertise scientifique (CES) dans les différentes régions métropolitaines et les territoires français d'outre-mer. Les produits fournis par Theia correspondent à des couvertures annuelles d’images satellite du territoire national, des séries temporelles de réflectance de surface, des variables biophysiques (biomasse, les niveaux d'eau, l'humidité de surface, …), des outils de visualisation et de prétraitement des données, des méthodes et des algorithmes de traitement, des guides méthodologiques pour des applications thématiques. Cette infrastructure contribuera à améliorer les connaissances et à soutenir le développement d’applications issues de la recherche utiles aux politiques publiques, pour une meilleure gestion durable des territoires, dans toutes ses dimensions, anthropique, écologique, agricole.

International audience; A Madagascar, la déforestation mobilise toutes les recherches, mais il manque encore une base de données complète, référencée et réactualisable sur les dynamiques forestières. Une solution est la valorisation d'images satellitaires multidates qui, de ce fait, sont issues de capteurs différents en termes de résolution spatiale, radiométrique et temporelle (Spot, Landsat, Modis). Ces données géolocalisées sont volumineuses, elles doivent être normalisées puis stockées et finalement traitées. Face à l'hétérogénéité des données et traitements, l'interopérabilité des ressources est assurée par le standard ISO (International Standard Organisation) et la spécification OGC (Open Geospatial Consortium). Le traitement de séries chronologiques de la couverture forestière exige un outil réutilisable qui s'adapte à de nouvelles données satellitaires : des chaînes de traitement pour les données simples, des workflows pour les gros volumes de données. La modélisation du workflow est illustrée par la construction de sa base de connaissance en utilisant un contexte de travail.

International audience; L'article constitue une réflexion globale et conceptuelle autour de la notion d'observatoire scientifique en appui à la gestion du territoire. Il est le fruit d'une réflexion interdisciplinaire. Le terme observatoire recouvre de nombreuses acceptions et, à l'heure actuelle, de nombreuses réalisations existent sous diverses formes. Notre objectif est de tirer parti de la synergie entre scientifiques de divers domaines afin de prendre en compte la valeur ajoutée que constitue l'expertise scientifique pour clarifier la définition et les principes constitutifs fondamentaux de tels systèmes. Nous déclinons la vision de ce type d'observatoire au travers d’une approche conceptuelle. L'accent est mis sur le dispositif scientifique, et la déclinaison technique envisagée.

International audience; Scientists of the environmental domains (biology, geographical information, etc.) need to capitalize, distribute and validate theirscientic experiments. A multi-function platform will be an adaptable candidate for meeting the challenges.We have designed and implementedthe MDweb platform [3] which is nowadays used in various environmental projects. Our main objective is to integrate a workow environment.In this paper, an introduction to a three-level workfow environment architecture (static, intermediate, dynamic) is presented. We focus on the"static" level, which concerns the rst phase of constructing a business process chain, and discuss around the "intermediate" level, which coversboth the instantiation of a business process chain and the validation, in terms of conformity, of the generated chain.

Ponencias, comunicaciones y pósters presentados en el 17th AGILE Conference on Geographic Information Science "Connecting a Digital Europe through Location and Place", celebrado en la Universitat Jaume I del 3 al 6 de junio de 2014. Ecosystems and territories are complex systems involving multidisciplinary approaches on different time scales and different locations. Yet, mastering the spatial information on these systems is critical to lead a relevant environmental research, as well as addressing efficient public policies. Although the volume of Earth Observation ( EO) data generated these last years greatly increased, their usages are still too limited when it comes to environmental issues. So as to remedy to this underutilisation, the GEOSUD (GEOinformation for Sustainable Development) project had undertaken to deploy a national Spatial Data Infrastructure (SDI) to ease access to high resolution and very high resolution satellite images for public stakeholders and scientists. This paper gives an overview of this infrastructure and places emphasis on the innovative components that fit the specific needs in terms of images discovery of the GEOSUD community. These components relies on domain controlled vocabularies, which can assist both experts and non-experts in the field of remote sensing in their search of the appropriate material to suit their needs.

International audience; Neuf institutions publiques françaises impliquées dans l’observation de la terre et les sciences de l’environnement ont créé fin 2012 un pôle national de données appelé THEIA (fille d’Ouranos – le Ciel – et de Gaïa – la Terre), structure scientifique et technique ayant pour vocation de contribuer à répondre aux besoins de la communauté scientifique nationale en matière de données, de produits, de méthodes et de formation liés à l’observation des surfaces continentales en particulier depuis l’espace. Les objectifs assignés à Theia sont (1) de construire un dispositif commun capable de produire des données spatiales (échelles locale à globale) à valeur ajoutée pour la communauté surfaces continentales et fournir des services en lien avec les besoins des utilisateurs, (2) de favoriser le partage d'expérience et la capitalisation des méthodes, (3) de rendre visible les réalisations nationales à l’échelle européenne et internationale. Le pôle est structuré en un Centre de Gestion et de Traitement des Données (CGTD) distribué entre plusieurs acteurs et un réseau de centres d'expertise scientifique (CES) dans les différentes régions métropolitaines et les territoires français d'outre-mer. Les produits fournis par Theia correspondent à des couvertures annuelles d’images satellite du territoire national, des séries temporelles de réflectance de surface, des variables biophysiques (biomasse, les niveaux d'eau, l'humidité de surface, …), des outils de visualisation et de prétraitement des données, des méthodes et des algorithmes de traitement, des guides méthodologiques pour des applications thématiques. Cette infrastructure contribuera à améliorer les connaissances et à soutenir le développement d’applications issues de la recherche utiles aux politiques publiques, pour une meilleure gestion durable des territoires, dans toutes ses dimensions, anthropique, écologique, agricole.
