Structural Health Monitoring (SHM) technologies offer much promise to the risk management of the built environment, and they are therefore an active area of research. However, information regarding material properties, such as toughness and strength is instead measured in destructive lab tests. Similarly, the presence of geometrical anomalies is more commonly detected and sized by inspection. Therefore, a risk-optimal combination should be sought, acknowledging that different scenarios will be associated with different data requirements. Value of Information (VoI) analysis is an established statistical framework for quantifying the expected benefit of a prospective data collection activity. In this paper the expected value of various combinations of inspection, SHM and testing are quantified, in the context of supporting risk management of a location of stress concentration in a railway bridge. The Julia code for this analysis (probabilistic models and influence diagrams) is made available. The system-level results differ from a simple linear sum of marginal VoI estimates, i.e. the expected value of collecting data from SHM and inspection together is not equal to the expected value of SHM data plus the expected value of inspection data. In summary, system-level decision making, requires system-level models.

Resource adequacy studies typically use standard metrics such as Loss of Load Expectation and Expected Energy Unserved to quantify the risk of supply shortfalls. This paper critiques present approaches to adequacy assessment and capacity procurement in terms of their relevance to decision maker interests, before demonstrating alternatives including risk-averse metrics and visualisations of wider risk profile. This is illustrated with results for a Great Britain example, in which the risk profile varies substantially with the installed capacity of wind generation. Energy system models underpin decisions by energy system planners and operators. Energy system modelling faces a transformation: accounting for changing meteorological conditions imposed by climate change. To enable that transformation, a community of practice in energy-climate modelling has started to form that aims to better integrate energy system models with weather and climate models. Here, we evaluate the disconnects between the energy system and climate modelling communities, then lay out a research agenda to bridge those disconnects. In the near-term, we propose interdisciplinary activities for expediting uptake of future climate data in energy system modelling. In the long-term, we propose a transdisciplinary approach to enable development of (1) energy-system-tailored climate datasets for historical and future meteorological conditions and (2) energy system models that can effectively leverage those datasets. Computer models are widely used in decision support for energy systems operation, planning and policy. A system of models is often employed, where model inputs themselves arise from other computer models, with each model being developed by different teams of experts. Gaussian Process emulators can be used to approximate the behaviour of complex, computationally intensive models and used to generate predictions together with a measure of uncertainty about the predicted model output. This paper presents a computationally efficient framework for propagating uncertainty within a network of models with high-dimensional outputs used for energy planning. We present a case study from a UK county council considering low carbon technologies to transform its infrastructure to reach a net-zero carbon target. The system model considered for this case study is simple, however the framework can be applied to larger networks of more complex models.

Organisations, whether in government, industry or commerce, are required to make decisions in a complex and uncertain environment. The way models are used is intimately connected to the way organisations make decisions and the context in which they make them. Typically, in a complex organisation, multiple related models will often be used in support of a decision. For example, engineering models might be combined with financial models and macro-economic models in order to decide whether to invest in new production capability. Different parts of a complex organisation might operate their own related models which might then be presented to a central decision maker. Yet in practice, there is little awareness of the practical challenges of using models in a robust way to support decision making. There is significant scope to improve decision making though an enhanced understanding of the role and limitations of modelling and through the application of cutting edge methodologies and organisational best practice. This report is in the form of a 'white paper', whose purpose is to identify key issues for consideration whist postulating tentative approaches to these issues that might be worthy of further exploration, focussing on both technical and organisational aspects. It begins with a framework for consideration of how model-based decisions are made in organisations. It then looks more closely at the questions of uncertainty and multiple models. It then postulates some technical statistical and organisational approaches for managing some of these issues. Transmission line outage rates are fundamental to power system reliability analysis. Line outages are infrequent, occurring only about once a year, so outage data are limited. We propose a Bayesian hierarchical model that leverages line dependencies to better estimate outage rates of individual transmission lines from limited outage data. The Bayesian estimates have a lower standard deviation than estimating the outage rates simply by dividing the number of outages by the number of years of data, especially when the number of outages is small. The Bayesian model produces more accurate individual line outage rates, as well as estimates of the uncertainty of these rates. Better estimates of line outage rates can improve system risk assessment, outage prediction, and maintenance scheduling.

Scenario Analysis is a risk assessment tool that aims to evaluate the impact of a small number of distinct plausible future scenarios. In this paper, we provide an overview of important aspects of Scenario Analysis including when it is appropriate, the design of scenarios, uncertainty and encouraging creativity. Each of these issues is discussed in the context of climate, energy and legal scenarios.

We show how to value both variable generation and energy storage to enable them to be integrated fairly and optimally into electricity capacity markets. We develop theory based on balancing expected energy unserved against costs of capacity procurement, and in which the optimal procurement is that necessary to meet an appropriate reliability standard. For conventional generation the theory reduces to that already in common use. Further the valuation of both variable generation and storage coincides with the traditional risk-based approach based on equivalent firm capacity. The determination of the equivalent firm capacity of storage requires particular care; this is due both to the flexibility with which storage added to an existing system may be scheduled, and also because, when any resource is added to an existing system, storage already within that system may be flexibly rescheduled. In this paper, we consider a realistic and meaningful scenario in the context of smart grids where an electricity retailer serves three different types of customers, i.e., customers with an optimal home energy management system embedded in their smart meters (C-HEMS), customers with only smart meters (C-SM), and customers without smart meters (C-NONE). The main objective of this paper is to support the retailer to make optimal day-ahead dynamic pricing decisions in such a mixed customer pool. To this end, we propose a two-level decision-making framework where the retailer acting as upper-level agent firstly announces its electricity prices of next 24 hours and customers acting as lower-level agents subsequently schedule their energy usages accordingly. For the lower level problem, we model the price responsiveness of different customers according to their unique characteristics. For the upper level problem, we optimize the dynamic prices for the retailer to maximize its profit subject to realistic market constraints. The above two-level model is tackled by genetic algorithms (GA) based distributed optimization methods while its feasibility and effectiveness are confirmed via simulation results., Comment: 38 pages, 6 figures

In recent years there has been a resurgence of interest in generation adequacy risk assessment, due to the need to include variable generation renewables within such calculations. This paper will describe new statistical approaches to estimating the joint distribution of demand and available VG capacity; this is required for the LOLE calculations used in many statutory adequacy studies, for example those of GB and PJM. The most popular estimation technique in the VG-integration literature is `hindcast', in which the historic joint distribution of demand and available VG is used as a predictive distribution. Through the use of bootstrap statistical analysis, this paper will show that due to extreme sparsity of data on times of high demand and low VG, hindcast results can suffer from sampling uncertainty to the extent that they have little practical meaning. An alternative estimation approach, in which a marginal distribution of available VG is rescaled according to demand level, is thus proposed. This reduces sampling uncertainty at the expense of the additional model structure assumption, and further provides a means of assessing the sensitivity of model outputs to the VG-demand relationship by varying the function of demand by which the marginal VG distribution is rescaled., Comment: 16 pages, 8 figures

The concept of capacity value is widely used to quantify the contribution of additional generation (most notably renewables) within generation adequacy assessments. This paper surveys the existing probability theory of assessment of the capacity value of additional generation, and discusses the available statistical estimation methods for risk measures which depend on the joint distribution of demand and available additional capacity (with particular reference to wind). Preliminary results are presented on assessment of sampling uncertainty in hindcast LOLE and capacity value calculations, using bootstrap resampling. These results indicate strongly that, if the hindcast calculation is dominated by extremes of demand minus wind, there is very large sampling uncertainty in the results due to very limited historic experience of high demands coincident with poor wind resource.
