We study the optimal design of nonlinear labor income tax for multiperson households. Each household consists of two workers with different productivity levels and unequal access to the family’s economic resources. We show how intrahousehold inequality, together with individual-oriented utilitarianism, generally leads to a misalignment between the household’s and government’s objectives, a state known as dissonance. We handle the multidimensionality that plagues the Mirrlees model by restricting preferences to be identical and iso-elastic and by focusing on taxes characterized by incomesplitting. This approach allows us to provide a complete solution for the screening problem, incorporate different degrees of assortative matching, and assess the role of dissonance in shaping the optimal tax schedule. We also investigate the welfare gains from gender-based policies.

Notional Defined Contributions (NDC) systems mimic the incentive structure of fully funded social security while preserving the Pay-as-you-go nature of most current systems. We study size-preserving social reforms which replace the current US system with alternative NDCs with many alternative contribution rules and deficit/GDP ratios. If one retains the current mandatory age-independent contribution rules we find change to an NDC to reduce welfare: the sacrifices in distributive and insurance properties are not compensated by the efficiency gains. NDCs are, however, flexible enough to allow for alternative contribution rules which increase welfare while preserving actuarial fairness. Contributions ought to be age-dependent and concentrated later on a worker’s career. The incentive structure induces an increase in capital accumulation that results, through general equilibrium effects, in welfare gains which are larger for low productivity workers, despite the increase in income inequality as captured by the Gini coefficient.

In a static setting, whether consumption or labor income is progressively taxed is irrelevant for household choices and welfare. In a dynamic setting, however, these two forms of progressivity have markedly di erent implications for how earnings vary along the life-cycle: in a stylized life-cycle model, progressive income tax act reducing Frisch elasticities of labor supply whereas progressive consumption taxes act reducing the elasticity of intertemporal substitution. After showing that the latter leads to less ine ciencies in the stylized model than the former, we explore the consequences of replacing the current U.S. tax system by one in which labor income are linear and consumption taxes are progressive. We nd welfare gains that exceed 10% in consumption equivalent variation terms for all possible speci cations in steady state comparisons. Welfare gains are attained in all our speci cations with either very small increases in the capital stock or even large declines.

How is aggregate risks optimally shared between workers and retirees? We break this question in two parts. First, how ought risk to be shared between two groups of agents: one which must be provided incentives to make effort and other, which no longer be incentivized? Second, since incentives may be backloaded through pension entitlements, how does backloading optimally vary across states of nature? After formalizing these two aspects of the problem, we show that perfect risk sharing is optimal for log utility and when aggregate productivity growth is i.i.d.. For all other cases, departures from perfect risk sharing are welfare improving if more risk is born by retirees (resp. workers) when productivity growth is persistent (resp. mean reverting). Our numerical implementations however suggest that perfect risk sharing is approximately optimal for commonly used parameter values.

Optimal tax theory in the Mirrlees’ (1971) tradition implicitly relies on the assumption that all agents are single or that couples may be treated as individuals, despite accumulating evidence against this view of household behavior. We consider an economy where agents may either be single or married, in which case choices result from Nash bargaining between spouses. In such an environment, tax schedules must play the double role of: i) defining households’ objective functions through their impact on threat points, and; ii) inducing the desired allocations as optimal choices for households given these objectives. We find that the taxation principle, which asserts that there is no loss in relying on tax schedules is not valid here: there are constrained efficient allocations which cannot be implemented via taxes. More sophisticated mechanisms expand the set of implementable allocations by: i) aligning the households’ and planner’s objectives; ii) manipulating taxable income elasticities, and; iii) freeing the design of singles’ tax schedules from its consequences on households’ objectives.

We study optimal labor income taxation in non-competitive labor markets. Firms offer screening contracts to workers who have private information about their productivity. A planner endowed with a Paretian social welfare function tries to induce allocations that maximize its objective. We provide necessary and sufficient conditions for implementation of constrained efficient allocations using tax schedules. All allocations that are implementable by a tax schedule display negative marginal tax rates for almost all workers. Not all allocations that are implementable in a competitive setting are implementable in this noncompetitive environment.

We investigate the efficiency of equal sacrifice tax schedules in an economy which primitives are exactly those in Mirrlees (1971): a continuum of individuals with identical preferences defined over consumption and leisure who differ with respect to their labor market productivity. Using a separable specification for preferences we derive the minimum equal sacrifice allocation and recover the tax schedule that implements it. The separable specification allows us to use the methodology developed by Werning (2007b) to check whether the schedule is efficient, that is, whether there is no alternative tax schedule that raises more revenue while delivering less utility to no one. We find that inefficiency does not arise for most parametrizations we use to approximate the US economy. For the few cases for which inefficiency does arise, it does so only for very high levels of income and marginal tax rates.

Verdelhan (2009) shows that if one is to explain the foreign exchange forward premium behavior using Campbell and Cochrane (1999)’s habit formation model one must specify it in such a way to generate pro-cyclical short term risk free rates. At the calibration procedure, we show that this is only possible in Campbell and Cochrane’s framework under implausible parameters specifications given that the price-consumption ratio diverges in almost all parameters sets. We, then, adopt Verdelhan’s shortcut of fixing the sensivity function λ(st) at its steady state level to attain a finite value for the price-consumption ratio and release it in the simulation stage to ensure pro-cyclical risk free rates. Beyond the potential inconsistencies that such procedure may generate, as suggested by Wachter (2006), with procyclical risk free rates the model generates a downward sloped real yield curve, which is at odds with the data.

In da Costa et al. (2006) we have shown how a same pricing kernel can account for the excess returns of the S&:P500 over the US short term bond and of the uncovered over the covered trading of foreign government bonds. In this paper we estimate and test the overidentifying restrictiom; of Euler equations associated with 'ix different versions of the Consumption Capital Asset Pricing I\Iodel. Our main finding is that the same (however often unreasonable) values for the parameters are estimated for ali models in both nmrkets. In most cases, the rejections or otherwise of overidentifying restrictions occurs for the two markets, suggesting that success and failure stories for the equity premium repeat themselves in foreign exchange markets. Our results corroborate the findings in da Costa et al. (2006) that indicate a strong similarity between the behavior of excess returns in the two markets when modeled as risk premiums, providing empirical grounds to believe that the proposed preference-based solutions to puzzles in domestic financiaI markets can certainly shed light on the Forward Premium Puzzle.

The Forward Premium Puzzle (FPP) is how the empirical observation of a negative relation between future changes in the spot rates and the forward premium is known. Modeling this forward bias as a risk premium and under weak assumptions on the behavior of the pricing kernel, we characterize the potential bias that is present in the regressions where the FPP is observed and we identify the necessary and sufficient conditions that the pricing kernel has to satisfy to account for the predictability of exchange rate movements. Next, we estimate the pricing kernel applying two methods: i) one, du.e to Araújo et aI. (2005), that exploits the fact that the pricing kernel is a serial correlation common feature of asset prices, and ii) a traditional principal component analysis used as a procedure 1;0 generate a statistical factor modeI. Then, using on the sample and out of the sample exercises, we are able to show that the same kernel that explains the Equity Premi um Puzzle (EPP) accounts for the FPP in all our data sets. This suggests that the quest for an economic mo deI that generates a pricing kernel which solves the EPP may double its prize by simultaneously accounting for the FPP.

Whether human capital increases or decreases wage uncertainty is an open question from an empirical standpoint. Yet, most policy prescriptions regarding human capital formation are based on models that impose riskiness on this type of investment. In a two period and finite type optimal income taxation problem we derive prescriptions that are robust to the risk characteristics of human capital: savings should be discouraged, human capital investments encouraged and both types of investment driven to an efficient level from an aggregate perspective. These prescriptions are also robust to the assumptions regarding what choices are observed, despite policy instruments being not.

An important feature of life-cycle models is the presence of uncertainty regarding one’s labor income. Yet this issue, long recognized in different areas, has not received enough attention in the optimal taxation literature. This paper is an attempt to fill this gap. We write a simple 3 period model where agents gradually learn their productivities. In a framework akin to Mirrlees’ (1971) static one, we derive properties of optimal tax schedules and show that: i) if preferences are (weakly) separable, uniform taxation of goods is optimal, ii) if they are (strongly) separable capital income is to rate than others forms of investiment.

Introducing dynamics to Mirrlees' (1971) optimal taxation model creates a whole new set of issues that are only starting to be investigated in the literature. When choices are made before one's realizing her productivity incentive constraints ought to be defined as a function of more complex strategies than in the static case. 80 far, all work has assumed that these choices are observable and can be contracted upon by the government. Here we investigate choices that : i) are not observed, andj ii) affect preferences conditional Oil the realization of types. In the simplest possible model where a non-trivial filtration is incorporated we show how these two characteristics make it necessary for IC constraints to be defined in terms of strategies rather than pure announcements. Tax prescriptions are derived, and it is shown that they bear some resemblance to classic optimal taxation results. We are able to show that in the most 'natural' cases return on capital ought to be taxed . However, we also show that the uniform taxation prescription of Atkinson and Stiglitz fails to hold, in general.

When the joint assumption of optimal risk sharing and coincidence of beliefs is added to the collective model of Browning and Chiappori (1998) income pooling and symmetry of the pseudo-Hicksian matrix are shown to be restored. Because these are also the features of the unitary model usually rejected in empirical studies one may argue that these assumptions are at odds with evidence. We argue that this needs not be the case. The use of cross-section data to generate price and income variation is based Oil a definition of income pooling or symmetry suitable for testing the unitary model, but not the collective model with risk sharing. AIso, by relaxing assumptions on beliefs, we show that symmetry and income pooling is lost. However, with usual assumptions on existence of assignable goods, we show that beliefs are identifiable. More importantly, if di:fferences in beliefs are not too extreme, the risk sharing hypothesis is still testable.

Consider the demand for a good whose consumption be chosen prior to the resolution of uncertainty regarding income. How do changes in the distribution of income affect the demand for this good? In this paper we show that normality, is sufficient to guarantee that consumption increases of the Radon-Nikodym derivative of the new distribution with respect to the old is non-decreasing in the whole domain. However, if only first order stochastic dominance is assumed more structure must be imposed on preferences to guanantee the validity of the result. Finally a converse of the first result also obtains. If the change in measure is characterized by non-decreasing Radon-Nicodyn derivative, consumption of such a good will always increase if and only if the good is normal.

We study the optimal 'inflation tax' in an environment with heterogeneous agents and non-linear income taxes. We first derive the general conditions needed for the optimality of the Friedman rule in this setup. These general conditions are distinct in nature and more easily interpretable than those obtained in the literature with a representative agent and linear taxation. We then study two standard monetary specifications and derive their implications for the optimality of the Friedman rule. For the shopping-time model the Friedman rule is optimal with essentially no restrictions on preferences or transaction technologies. For the cash-credit model the Friedman rule is optimal if preferences are separable between the consumption goods and leisure, or if leisure shifts consumption towards the credit good. We also study a generalized model which nests both models as special cases.

We investigate optimal commodity taxation in a social insurance framework based on Varian (1980). We show that the tax prescriptions in this moral hazard framework are notably similar to those derive from models based on Mirrlees' (1971) self-selection framework. In particular, Atkinson and Stiglitz's (1976) results on uniform commodity taxation are valid in this setup. We incorporate pre-committed goods - those whose consumption must be decided before the resolution of uncertainty - and show that tax prescriptions are also analogous to the existing literature. The robustness of tax rules across these setups is explained by the relaxation of incentive compatibility constraints.

Nesta dissertação estudamos como garantir commitment em modelos de tributação ótima em uma economia monetária. Em outras palavras, buscamos contratos que garantam que as escolhas feitas por uma sequência de planejadores equivalham à escolha que seria feita por um único planejador. Tal contrato consiste em atar as mãos dos planejadores por promessas feitas pelos seus antecessores. A caracterização do conjunto de promessas que, ao restringerem a liberdade dos planejadores, levam ao commitment é feita via busca de variáveis de estado adequadas à construção de formulações recursivas. Tais formulações permitem a análise ser feita mesmo em um contexto onde o commitment não é garantido ex-ante, além de facilitarem a implementação numérica via métodos usuais de programação dinâmica. O modelo inclui instrumentos fiscais e monetários em um mercado com firmas capazes de precificar seu produto de forma contemporânea e firmas que precificam com um período de atraso. Por fim, os resultados teóricos são implementados numéricamente sob preferências separáveis. In this dissertation we study how to ensure commitment in optimal taxation models in a monetary economy. In other words, we seek to specify contracts that guarantee that the choices made by a sequence of planners are the same as ones made by a single planner. This contract consists in tying the planners’ hands by promises made by their predecessors. The characterization of the set of promises that, by restricting the planners’ choice set, lead to commitment is made by the search for state variables that allow a recursive formulation for their problem. These formulations permit the analysis to be extended to a context in which commitment is not guaranteed ex ante, besides providing an algorithm that can be implemented by common dynamic programming techniques. The government can finance its expenditure with taxes and monetary instruments, in a market with firms that set prices contemporaneously and firms that set prices with one period lag. Finally, we implement the theoretical results under separable preferences.

O estudo da dívida pública está intimamente ligado à sua estrutura de maturidade ao longo do tempo. A teoria de preferência por habitat no mercado de títulos públicos tem se desenvolvido bastante nos últimos anos, principalmente com o advento de artigos como Vayanos e Vila (2021) e Greenwood e Vayanos (2014). Essa teoria se baseia no fato de que investidores possuem uma preferência por habitat com relação à maturidade dos títulos que compram (fundos de previdência, por exemplo, tendem a comprar títulos de longo prazo para alinhar a maturidade de seus ativos com a de suas obrigações). Por intermédio de arbitradores, é possível que efeitos em determinadas maturidades se propaguem por outras. Com essa teoria, podemos estabelecer hipóteses testáveis e avaliar como um aumento na maturidade relativa de longo prazo do estoque de títulos públicos influencia as taxas de juros e o retorno dos títulos públicos. Com base nos dados coletados durante o período de 2006-2021, realizamos a mesma análise feita por Greenwood e Vayanos (2014) para o mercado de títulos públicos brasileiros e chegamos a resultados semelhantes aos deles, porém, com alguma sensibilidade com relação à medida de estoque de dívida de longo prazo. Os resultados mostram que a média de maturidade ponderada pelo valor do estoque é a melhor medida para as previsões das hipóteses testáveis. Essa sensibilidade se faz presente principalmente pela diferença entre o mercado de títulos públicos americanos (predominantemente pré-fixado) e o mercado de títulos públicos brasileiro (com diversos tipos de títulos e indexadores). Nossos resultados mostram um aumento de 163 pontos base no spread da taxa de juros de 20 anos e de 20,16% de aumento no excesso de retorno referente a um aumento de um desvio-padrão na medida de dívida de longo prazo. Comparativamente, no mercado americano esses valores ficam em 39 pontos base e 2,31%, respectivamente. Em nível, considerando um aumento de 12 meses na maturidade média da dívida observa-se um aumento de 159 pontos base no spread da taxa de juros de 20 anos e de 19,64% no excesso de retorno esperado no mercado brasileiro. O mesmo efeito, no mercado americano, acarreta um aumento de 93 pontos base no spread da taxa de juros de 20 anos e de 5,5% no excesso de retorno esperado.

Essa tese contém dois artigos independentes. No primeiro, investigamos o comportamento do canal de redistribuição como uma possível resposta para um mecanismo de transmissão da política monetária mais fraco nos EUA depois da crise de 2008, como foi sugerido pela literatura existente. Tirando proveito das estatísticas suficientes apresentadas no modelo de Auclert (2019), não conseguimos encontrar mudança substancial no canal de redistribuição quando comparado aos níveis pré-crise, o que indica que a perda de efetividade da política monetária deve ter outras explicações. Apesar da relativa estabilização, os resultados reafirmam a importância do aspecto redistributivo como um amplificador do mecanismo de transmissão da política monetária. O segundo artigo avalia o impacto da pandemia de COVID-19 nos mercados de crédito locais no Brasil. In particular, a pandemia de COVID-19 causou uma crise global tanto na saúde pública quanto na economia, à qual os governos responderam com grandes intervenções. Usando o Brasil com laboratório, nós investigamos a influência da pandemia e das intervenções que sucederam nos mercados de crédito locais. Primeiro, achamos que a pandemia impactou negativamente e de forma significativa o crédito local. Segundo, utilizando uma base de dados nova e manualmente coletada sobre as intervenções governamentais, nós mostramos que as intervenções têm efeitos heterogêneos: efeitos positivos de intervenções mais brandas (i.e., distanciamento social e proibição de aglomerações) e reaberturas tardias, e efeitos negativos de intervenções mais severas (i.e., fechamento de serviços não essenciais e reaberturas antecipadas. Terceiro, mostramos que os bancos públicos realizaram mais empréstimos que os bancos privados durante a crise causada pela COVID-19, mas que essa diferença foi menos pronunciada em relação àquela observada durante a crise de 2008. Nós confirmamos nossos resultados usando preferências políticas locais observadas antes da pandemia como instrumentos para as intervenções e, também, através de testes de ortogonalização e placebo. This thesis contains two independent papers. In the first one, we investigate the behavior of the redistribution channel as a tentative answer to a weakened monetary policy’s transmission to consumption in the US after the 2008’s financial crisis, as suggested by previous literature. Taking advantage of the sufficient statistics presented in Auclert (2019) framework, we find no substantial variations in the redistribution channel comparing to its pre-crisis levels, indicating the loss in monetary policy’s effectiveness should have alternative explanations. Despite this relative stabilization, results restate the importance of redistribution as an amplifier of monetary policy’s transmission mechanism. The second paper evaluates the impact of COVID-19 in local credit markets in Brazil. Particularly, the COVID-19 pandemic caused a global health and economic crisis to which governments responded with massive policy interventions. Using Brazil as a testing ground, we investigate the influence of the pandemic and ensuing policy interventions on local credit markets. First, we find that the pandemic has a significantly negative impact on local credit. Second, using a novel manually collected database on the staggered municipal government policy interventions, we show heterogenous effects of interventions: positive effects of soft interventions (e.g., social distancing and mass gathering restrictions) and late reopening, and negative effects of hard interventions (e.g., closure of non-essential services) and early reopening. Third, we find that state-owned banks grant more local credit than privately owned banks during the COVID-19 crisis but this difference is less pronounced than it was in the 2008 Financial Crisis. We confirm our results using pre-pandemic local political preference as instrument for policy interventions and orthogonalized policy intervention indicators, and in placebo tests.

A pandemia de SARS COVID-19 trouxe inúmeros desafios, entre eles está a manutenção da atividade escolar e aprendizagem, mantendo o distanciamento necessário para conter a propagação contagiosa do vírus. Este estudo consiste em analisar a acessibilidade escolar digital dos alunos brasileiros, analisando diferentes recortes sociais e o quanto estes recortes impactam a possibilidade de acesso ao estudo através de plataformas digitais. Esta analise visa entender, sob a ótica da educação, qual o impacto da pandemia na perpetuação da desigualdade. The SARS COVID-19 pandemic brought numerous challenges, including maintaining school activity and learning, maintaining the distance necessary to contain the contagious spread of the virus. This study consists of analyzing the digital school accessibility of Brazilian students, analyzing different social aspects and how much these excerpts impact the possibility of accessing the study through digital platforms. This analysis aims to understand, from the perspective of education, the impact of the pandemic on the perpetuation of inequality.

O presente estudo, após realizar uma revisão da literatura de métodos de correção de corrupção, e expor os modelos microeconômicos clássicos para sua análise, propõe a utilização de métodos de aprendizado de máquina para a parametrização de despesas municipais e detecção de anomalias, com o objetivo de ampliar eficiência dos processos de auditoria das despesas municipais. O principal modelo preditivo apresentado foi elaborado a partir dos dados de despesas de 644 municípios do estado de São Paulo ao longo de 10 anos (2009 - 2019), apresentando um em torno de 92%. Tal resultado é promissor para, em conjunto com outros métodos, aumentar a relação custo-retorno dos procedimentos de auditoria das contas públicas e a redução da atratividade de atos de corrupção. The present study, after conducting a literature review of corruption correction methods, and exposing the classic microeconomic models for its analysis, proposes the use of machine learning methods for parameterizing municipal expenses and detecting anomalies, with the aim of to increase the efficiency of the audit processes of municipal expenses. The main predictive model presented was elaborated from the expenditure data of 644 municipalities in the state of São Paulo over 10 years (2009 - 2019), presenting an of around 92%. he results are promising. In conjunction with other methods, the use of the model created may increase the cost-return of public accounts audit procedures and reduce corruption among municipalities.

Analisamos o impacto da pandemia de Coronavirus no risco de crédito de empresas ame- ricanas por meio de um estudo de eventos das reações do mercado de ações à anuncios de classificação de riscos da Moodys. Encontramos que a reação do mercado de ações aos anuncios de rebaixamentos ou revisão para rebaixamento de classificação de risco re- lacionados ao COVID são altamente negativos e significativos, enquanto que esta reação aos relatórios não classificados como diretamente relacionados ao Coronavírus não são es- tatisticamente significantes, sugerindo que os agentes acreditam que as consequências do COVID-19 na economia são geralmente recuperáveis, mas isto pode não ser verdade se o negócio principal da firma for diretamente afetado pela pandemia. Além disso, descobri- mos que, na direção oposta do que acontece durante os tempos normais, o mercado parece recompensar mudanças positivas como revisões para elevação da classificação de risco, en- quanto que as penalidades para anúncios negativos perdem força durante a pandemia, sugerindo uma reversão da atenção dos agentes às notícias relacionadas ao mercado de crédito. We analyze the impact of Coronavirus pandemic in credit risk of US firms by means of an event study of stock market reactions to Moodys rating actions reports issuance. We find that Stock Market reaction to COVID related downgrades and reviews for downgrade are highly negative and significant, while this reaction to the ones not classified as straightly related to Coronavirus are not statistically significant around the report announcement, suggesting that the agents believe that the consequences of the COVID-19 crisis on the economy are generally recoverable, whilst this may not be true if the core business is directly harmed. Furthermore, we find that, on the other hand of what happens during regular times, the market seems to reward "upside" rating actions announcements such as reviews for upgrade while "downside" penalties loose strength during the pandemic, suggesting an attention asymmetry reversal.

This paper studies the effects of a tax reform that eliminates heterogeneity of tax rates and cumulative taxation in a production networks model calibrated for Brazil. In modern economies, industries are highly connected through input-output linkages and changes in tax costs are not confined within industries. The tax reform shocks propagate through the production network, which may amplify the results of the reform. Therefore, it is essential to consider the production networks in the tax reform analysis. Our results indicate that the tax reform generates gains of 0.93% of welfare and 2.15% of real GDP. In addition, the gains are amplified by the production network since real GDP growth is approximately 50% higher than in an economy without input-output linkages. We are also interested in how tax reform changes connections between sectors. In this sense, our results indicate that important suppliers from sectors that face higher reduction in tax costs become more relevant in the network. In addition, the reform tends to distance sectors from final demand, especially when we eliminate cumulative taxation.

Analisamos a implicação da introdução de uma polıtica de Renda Básica Universal (UBI) em um país com um grande setor informal. O modelo apresenta fricções no mercado de trabalho, mercados incompletos, trabalhadores avessos ao risco e heterogeneidade na ocupação e na posição de ativos. Um imposto sobre a folha de pagamento das empresas formais financia políticas para assegurar os trabalhadores. Calibramos o modelo para a economia brasileira e encontramos que a introdução de UBI de orçamento neutro em substituição a política existente de Seguro Desemprego (UI) reduz o bem-estar em quase 1%. No entanto, a introdução da UBI com UI aumenta o bem-estar dos trabalhadores em ∼ 0,8%. Em nossas simulações, as famílias pobres são as que mais se beneficiam do UBI. Também calculamos os ganhos de bem-estar para diferentes níveis de UBI e encontramos um ganho máximo para a polıtica de UBI + UI para um imposto sobre os salários ex-post de 20%. Ao substituir o UI, o UBI não consegue aumentar o bem-estar agregado para qualquer valor transferido. We analyze the implication of a Universal Basic Income (UBI) policy introduction in a country with a large informal sector. The model features frictions in the labor market, incomplete markets, risk-averse workers, and heterogeneity in occupation and asset position. A payroll tax on formal firms finances policies to ensure workers. We calibrate the model to the Brazilian economy and find that the introduction of budget-neutral UBI replacing Unemployment Insurance (UI) existing policy reduces welfare by almost 1%. However, introducing UBI with the UI policy increases the welfare of workers by ∼ 0.8%. In our simulations, poor households are the ones that most benefit from the UBI. We also compute the welfare gains for different levels of UBI and find a maximum gain for UBI+UI policy for an ex-post payroll tax of 20%. When replacing UI, UBI cannot increase aggregate welfare for any valued transferred.

I propose an innovation-lead growth model with occupational choice to analise optimal tax progressivity. Beyond facing the classical trade-off of efficiency and redistribution, taxes can, in principle, distort participation in risk-taking entrepreneurship and impact growth prospects. I find that risk-taking activity is not considerably affected by taxation, but that growth is and could be a very important factor for assessing the costs of income redistribution. In the baseline parametrization, optimal progressivity is lower than that of the U.S., mainly due to the weight of growth on social welfare. Ignoring this factor leads to substantially higher progressivity recommendations.

Esta tese contém três artigos independentes. A seguir temos uma descrição de cada um dos artigos. O primeiro artigo é uma análise do mecanismo que realiza o match entre estudantes e universidades no Brasil, o SISU. Nós evaluamos o mecanismo através de uma perspectiva teórica, com uma descrição detalhada do mecanismo e do jogo por ele induzido. Apesar da importância do SISU em permitir o aumento no acesso ao ensino superior, o mecanismo falha em alcançar as propriedades esperadas em um mechanismo de matching. Nós exploramos as possiveis ineficiências que o mecanismo permite. Classificamos o SISI como um mecanismo sequêncial sem comprometimento por ambas as partes do mercado. Consideramos a falta de comprometimento como uma das principais causas de ineficiência do mecanismo, e que leva a possibilidade de manipulação pelos participantes. Como o SISU não é à prova de estratégias, há uma dificuldade em avaliar o mecanismo pois não é possivel obter o matching de equilíbrio. Resolvemos este problema modelando os candidatos como maximizadores de utilidade esperada, e obtemos o equilíbrio para diferentes crenças dos participantes. Nós simulamos o modelo e comparamos o SISU com outros mecanismos da literatura. Considerando métricas de performance baseadas nas propriedades de eficiência, racionalidade individual, e estabilidade, verificamos que o SISU tem uma performance pior do que os outros mecanismos. O segundo artigo é em co-autoria com Rafael Araújo . Nós estudamos sorting entre fazendeiros e terras, onde terra é caracterizada por um vetor de características multi-dimensional. Desenvolvemos um modelo de escolha discreta onde fazendeiros heterogêneos encolhem entre diferentes possibilidades de plantio. Com dados desagregados do estado Brasileiro. Usando dados altamente desagregados do estado produtor agrícola mais importante do Brasil, estimamos parâmetros do modelo e obtemos a função de excedente do matching de cada terra para cada agricultor com diferente produtividade. Em seguida, incorporamos esse modelo dentro de um problema do planejador central que aloca os agricultores nas terras disponíveis para maximizar a produção agregada. Mostramos que, embora a terra não possa ser ordenada naturalmente, o problema do planejador central gera uma expressão de ordenação entre a produtividade do agricultor e o retorno marginal da terra. Com isso, construímos um candidato à alocação ótima que nos permite estimar um limite inferior para o ganho total esperado de redução da má alocação. Mostramos que uma realocação de agricultores no estado de Mato Grosso poderia aumentar a produtividade agrícola em pelo menos 34%. Por fim, o terceiro artigo é em coautoria com Carlos Eugênio da Costa. Investigamos como a alocação de equilíbrio dentro do casamento e o mercado de casamentos é afetado por políticas que priorizam as mulheres como recebedoras de um benefício em dinheiro, como o Bolsa Família no Brasil. O empoderamento das mulheres muda a escolha da família no equilíbrio e, conseqüentemente, as decisões dos futuros cônjuges antes de entrarem no mercado de casamento. Consideramos um jogo de dois estágios que resolvemos por indução retroativa. No segundo estágio, o modelo de barganha de Nash determina a alocação intra-casamento. No primeiro estágio, o mercado do casamento, determina quem se casa com quem. Verificamos que mulheres de baixa renda beneficiárias de transferências aumentam sua barganha, dando-lhe mais controle sobre os recursos familiares. No entanto, essas mulheres passam a ser menos atraentes no mercado de casamentos. A política de transferência de renda aumenta a proporção de mulheres solteiras beneficiadas pelo programa e também mostramos um aumento no padrão de assortative matching - o que resulta na diminuição do bem-estar agregado. Each year more than 200.000 seats are offered in universites throught Brazil through a centralized college admission process. In this paper, we study and evaluate the mechanism placed in Brazil from a theoretical perspective. Despite the importance of SISU in allowing an increase in the access to higher education, the mechanism fails to achieve the good properties expected in a matching mechanism. We explore possible inefficiencies for which the mechanism makes room. Because SISU is not a strategy-proof mechanism makes it difficult to analyse it, as it is not possible to obtain the matching equilibrium. We try to overcome this barrier modeling students problem and considering different beliefs and strategies resulting from these beliefs. We show that SISU performs worse than other known mechanisms.

This thesis is composed of three independent papers. In the first paper, I revisit the competition-innovation debate in light of the recent empirical evidence on the effects of increased exposure to China product competition. In the second paper, I investigate how static distortions present in the sectoral goods market affect growth incentives in open economies. Finally, in the last paper, we develop an extension of the dynamic trade model and analyze how increases in import tariff on a particular type of good affects the production choices and trade pattern of the economy.

Como os choques agregados são otimamente compartilhados entre trabalhadores e aposentados? Em primeiro lugar, como os riscos são compartilhados entre dois grupos de agentes: um que deve ser incentivado a trabalhar e outros, que não são precisam mais incentivados? Segundo, como os incentivos podem feitos por meio de promessas de aposentadoria, como essas promessas devem variar otimamente em diferentes estados da natureza? Depois de formalizar esses problema, mostramos que o compartilhamento de riscos é ótimo para utilidade log e quando o crescimento de produtividade é i.i.d.. Em outros casos, o compartilhamento de não é analiticamente ótimo, com melhorias sendo possíveis ao se atribuir mais risco aos aposentados (resp. trabalhadores) quando o crescimento de produtividade persistente (resp. reversão a média). Por fim, resolvemos numericamente os modelos e mostramos que se escolhermos parâmetros suficientemente próximos da utilidade log ou crescimento i.i.d., os ganhos de desviar-se do compartilhamento ótimo de riscos é desprezível. No entanto, com parâmetros mais e mais distantes desse conjunto, os ganhos dos desvios se tornam cada vez maiores e mais relevantes. How is aggregate risks optimally shared between workers and retirees? We can break this question in two parts. First, how is risk shared between two groups of agents: one which must be provided incentives to make effort and other, which no longer be incentivized? Second, since incentives may be backloaded through pension entitlements, how should backloading optimally vary across states of nature? After formalizing these two aspects of the problem, we show that perfect risk sharing is optimal for log utility and when productivity growth is i.i.d.. For all other cases, perfect risk sharing is not analytically optimal, with improvements taking place by assigning more risk to retirees (resp. workers) when productivity growth is persistent (resp. mean reverting). Finally, we numerically solve the model and show that if we choose parameters close enough to log utility and i.i.d. growth, gains from deviating from perfect risk-sharing are meaningless. However, once we go far and far away from this set, the optimal will also become far away from perfect risk-sharing.

This dissertation consists of three essays in Macro-Finance. The first two papers study tail risk in the hedge fund industry, and the last paper investigates the effects of fiscal irresponsibility in a monetary union under the Fiscal Theory of Price Level (FTPL) framework. In the first paper, we rely on the convergence trading model and the increasing participation of high-frequency trading (HFT) in the US fund industry to propose a new tail risk measure, HFTR. The growth of HFT raised the number of hedge funds that follow similar strategies and market signals, increasing trade overcrowding. Together with funds’ leverage, overcrowding may cause a high initial loss trigger fire sales that could affect the entire financial industry through a loop of investment positions liquidation. Kondor’s (2009) convergence trading equilibrium model illustrates well this mechanism. Motivated by the importance of these effects inside the fund industry, we estimate tail risk using the cross-section of hedge fund returns. We show that US hedge funds are exposed to our tail risk and that it helps to explain the cross-sectional dispersion of funds returns. We also compare our index with other tail risk measures in the literature and find that ours seems to better capture both the hedge funds’ exposure to extreme risks and the cross-sectional dynamic of returns. In the second essay, we estimate tail risk using different estimation methods for the Brazilian hedge fund industry. The Brazilian hedge fund data is unique because it contains daily returns of all Brazilian funds, allowing us to compute tail risk measures that rely on daily observations and avoiding well-known biases to hedge fund datasets. Differently from the US, every investment fund in Brazil must report returns (and other relevant information) to the regulatory agency (CVM) daily. The database we use contains the universe of investment funds in Brazil, dead or alive, avoiding selection, survivorship, and instant history biases. We compared six different methodologies across three different estimation approaches and two different returns data (equity and hedge funds). We find that tail risk estimates are very different, not only across asset classes but also across methodologies. We also show that, although hedge funds in Brazil seem to exhibit more exposure to equity tail risk, hedge fund tail risk entails a higher predictive ability to performance both over time and cross-sectionally In the last paper, we show that if the fiscal policy of a fiscally irresponsible member of a monetary union follows a Markov Switching process with two regimes (responsible and irresponsible), the central bank may be able to determine the price level through an active monetary policy. This result contradicts the findings of Woodford (1996) and Bergin (2000). In our case, the only requirement is to the irresponsible regime be short-lived, or an aggressive primary surplus response to debt grow in the responsible (Ricardian) regime. We also show that once the economy has a unique equilibrium, the impact of the unstable fiscal rule is negligible. Esta dissertação consiste de três ensaios em macrofinanças. Os dois primeiros artigos estudam o risco de cauda na indústria de hedge funds, e o último investiga os efeitos da irresponsabilidade fiscal em uma união monetária sob a ótica da Teoria Fiscal do Nível de Preços (FTPL, em inglês). No primeiro artigo, nos baseamos no modelo de convergence trading e a crescente participação de high frequence trading (HFT) na indústria de fundos americana para propor uma nova medida de risco de cauda, o HFTR. O crescimento do HFT aumentou o número de fundos que seguem estratégias e sinais de mercado semelhantes, aumentando o overcrowding de posições. Juntamente com a alavancagem dos fundos, overcrowding pode fazer com que uma forte perda idiossincrática inicial desencadeie fire sales que podem afetar todo o setor financeiro por meio de um ciclo de liquidações de posições. Motivados pela importância desses efeitos na indústria de fundos, estimamos o risco de cauda usando os retornos dos hedge funds. Nossos resultados apontam que os fundos americanos estão expostos à nossa medida de risco de cauda e que ela ajuda a explicar a dispersão dos retornos individuais dos fundos. Também comparamos nosso índice com outras medidas de risco na literatura e encontramos que a nossa medida capta melhor a exposição dos hedge funds a riscos extremos e a dinâmica dos retornos individuais. No segundo trabalho, estimamos o risco de cauda usando diferentes metodologias para a indústria brasileira de fundos. Os dados de hedge funds brasileiros são únicos porque contêm retornos diários de todos os fundos brasileiros, permitindo calcular medidas de risco de cauda que se baseiam em observações diárias e evitando vieses conhecidos nas bases de dados americanas. Diferentemente dos EUA, todo fundo de investimento no Brasil deve reportar retornos (e outras informações relevantes) à agência reguladora (CVM) diariamente. O banco de dados que usamos contém o universo de fundos de investimento no Brasil, ativos ou inativos, evitando vieses comuns na literatura. Comparamos seis metodologias diferentes divididas em três métodos de estimação e duas bases de dados de retornos diferentes (ações e hedge funds). Concluímos que as estimativas de risco de cauda são muito diferentes, não apenas nas classes de ativos, mas também nas metodologias. Também mostramos que, embora os hedge funds brasileiros pareçam exibir mais exposição ao risco de cauda de retornos de ações, o risco de cauda de hedge funds tem um poder preditivo maior. No último artigo, mostramos que, se a política fiscal de um membro fiscalmente irresponsável de um união monetária segue um processo de Markov Switching com dois regimes (responsável e irresponsável), o banco central pode determinar o nível de preços por meio de uma política monetária ativa. Esse resultado contradiz os encontrados por Woodford (1996) e Bergin (2000). O único requisito no nosso modelo é que o regime irresponsável tenha vida curta ou uma resposta agressiva do superávit primário à dívida durante o regime responsável (Ricardiano). Também mostramos que, uma vez que a economia possua um equilíbrio único, o impacto da regra fiscal instável é quantitativamente insignificante.

A má alocação de recursos pode diminuir a produtividade total dos fatores agregada (PTF). Utilizando micro dados dos estabelecimentos brasileiros, estimamos qual seria a diferença entre a PTF dos estabelecimentos mais produtivos e dos menos produtivos. Além disso, estimamos o ciclo de vida da PTF dos estabelecimentos e fazemos dois exercícios contrafactuais, onde o primeiro calculamos a quanto cresceria a produtividade do trabalho agregada das regiões do Brasil caso tivessem o segundo momento de Santa Catarina e o segundo exercício foi supor que as firmas com múltiplos estabelecimentos só tivessem o estabelecimento mais produtivo e assim recalculamos o ciclo de vida da PTF. No primeiro exercício encontramos uma melhora de pelo menos 20\% e no segundo exercício encontramos uma trajetória de ciclo de vida mais similar a encontrada nos Estados Unidos, onde a medida que as firmas envelhecem, a PTF cresce mais em relação ao crescimento do ano anterior.

A common tool to perform welfare analysis of unemployment insurance is the sufficient statistics approach, where the benefit is consumption smoothing across unemployment and employment, and the cost results from lower unemployment outflow. This paper incorporates unemployment inflow into a modified Baily-Chetty model and recovers the cost statistic for local welfare analysis of unemployment insurance. Empirically I estimate this cost statistic using an eligibility variation that took place in Brazil in 2015. I show that unemployment inflow is the main source of moral hazard costs, a feature, by and large, missing in most welfare analysis of unemployment insurance. Performing an empirical analysis at the firm level, I also show that there's no substitution of who is dismissed when eligibility changes, a hypothesis I rely on the local welfare analysis. Finally, I extended the model to allow for individual heterogeneity and show how to recover the parameter of interest even when unemployment inflow and outflow responses are heterogeneous.

We consider a multi-dimensional model of delegation in which a principal makes a decision so as to coordinate two agents, each with private information of their own impacting the outcomes of the decision and with one agent having finer and the other having coarser information. We solve the model for a class of such cases and show that the principal is able to use each agent's uncertainty about the other's information as a screening device, leading to an optimal mechanism that is both more complex and more favorable to the principal than the simpler mechanisms in standard one-dimensional models of delegation. We also show that these results have consequences for the optimal flow and distribution of information inside organizations.

Examinamos por meio de um modelo estilizado diferentes regimes de regulação para uma firma que atua em duas regiões distintas e cuja produção goza de economias de escala. Os reguladores e a firma podem entrar em conluio e trocar regulações mais lenientes por contribuições financeiras privadas. O grau ótimo de centralização regulatória depende em última instância de diversos fatores, como ganhos de escala, intensidade do problema de captura e desigualdade de renda entre as regiões. Simulações numéricas e exemplos ilustram os resultados e trade-offs envolvidos. We present a stylized model that allows us to examine different regulatory regimes for a firm with economies of scale that provides it’s services in two distinct regions. Regulators and firm may collude in order to exchange private financial compensations for more lenient regulation. The optimal degree of regulatory centralization ultimately depends on multiple factors, such as the the proportion of the gains of scale, the intensity of the problem of capture and the income inequality between the two regions. Numerical exercises and examples help illustrate the results and trade-offs involved.

We propose a new class of performance measures for Hedge Fund (HF) returns based on a family of empirically identi able stochastic discount factors (SDFs). These SDF-based measures incorporate no-arbitrage pricing restrictions and naturally embed information about higher-order mixed moments between HF and benchmark factors returns. We provide full asymptotic theory for our SDF estimators that allows us to test for the statistical signi cance of each fund's performance and for the relevance of individual benchmark factors in identifying each proposed measure. Empirically, we apply our methodology to a large panel of individual hedge fund returns, revealing sizable di erences across performance measures implied by di erent exposures to higher-order mixed moments. Moreover, when we compare SDF-based measures to the traditional linear regression approach (Jensen's alpha), our measures identify a signi cantly smaller fraction of funds in the cross-section of HFs with statistically signi cant performances

The quality of teachers is a determining factor in the formation of human cap-ital, so it is also an object of study of economic development. We develop a generalequilibrium model in which workers are heterogeneous and make decisions in a labormaket with frictions. Additionally, teacher quality is input to human capital formation.Empirically we use a cross country dataset to check the results. We also simulate theUS’s labour market frictions to all economies. We found that improving the eviromentwhere teacher’s occupational choices are made, we increase the overall productivity by 110%

In almost every country, as in Brazil, lottery revenues are earmarked for specific purposes, such as education, culture and health. However, many academic researches argue if the earmarked lottery revenue provides incremental budgets increases or simply acts as a substitute of resources, then it’s known as an economic phenomenon called Fungibility. This research aims to investigate, based on empirical studies, the occurrence of fungibility in federal lottery revenues in Brazil in education, security, culture and sports areas during the periods of 2000 and 2016. Unlike most academic literature about this subject, which has been concentrated in developed countries and produced empirical evidence in pro-fungibility in lottery revenues, the present study has shown empirical evidence against the fungibility in lottery revenues in Brazil. Therefore, this evidence reveals that it is beneficial to earmark lottery revenue in Brazil to investments programs in social areas Em praticamente todos países, assim como no Brasil, as receitas das loterias são vinculadas a fins específicos, tais como educação, cultura e saúde. Entretanto, diversos estudos acadêmicos argumentam se a vinculação das receitas das loterias fornece um incremento ao orçamento ou simplesmente funciona como um substituto dos recursos utilizados, um fenômeno econômico conhecido como fungibilidade. Esse estudo objetiva investigar, baseado em um estudo empírico, a ocorrência de fungibilidade nas receitas das loterias federais no Brasil para as áreas de educação, segurança, cultura e esporte entre os períodos de 2000 a 2016. Ao contrário da maior parte da literatura acadêmica sobre o assunto, que tem concentrado em países desenvolvidos e tem encontrado evidências empíricas a favor da fungibilidade nas receitas com loterias, o presente estudo mostrou haver evidências empíricas contra a fungibilidade nas receitas com loterias no Brasil. Contudo, essa evidência mostra ser vantajoso vincular as receitas das loterias no Brasil aos programas nas áreas sociais.

This thesis is a collection of three essays in economic development mainly focused on education. In the first two chapters, we study the effects that educational policies may have on a macroeconomic environment where individuals can invest in different stages of human capital formation. The last chapter introduces endogenous quality of teachers in human capital formation and measures the impact that the reallocation of talented workers toward this occupation may have on aggregate and regional GDP

This paper investigates how the method of hiring used by the public sector can lead to allocative inefficiency and loss in total production, even under a neutral hypothesis that agents produce equally in the public and private sectors. We were motivated to examine this problem by Brazilian data from RAIS, where a simple exercise indicates significant overqualification of workers from the public sector in relation to the private sector, for all federative units. We developed a Roy model including two types of work at each sector, and considered individuals heterogeneous in two types of skill. While private sector hire freely and pay individuals proportionately to what they produce, the public sector announces a fixed remuneration ex-ante and organizes a selection based on only one type of skill, irrespective of the type of work. Results show that public tender, in particular when work is unrelated to the skill evaluated in the test, causes significant misallocation of selected candidates, causing decrease in the overall production of the economy. O trabalho investiga como a forma de contratação do setor público pode acarretar em ineficiência alocativa e perda na produção total da economia, mesmo sob a hipótese neutra de que os indivíduos produzem igualmente nos setores público e privado. O problema é motivado para o Brasil a partir de dados da RAIS, onde um exercício simples aponta a expressiva sobrequalificação de trabalhadores do setor público em relação ao privado, para todas as unidade federativas. A investigação é feita a partir do desenvolvimento de um modelo de Roy que considera dois tipos de trabalho, presentes em ambos setores da economia, e indivíduos heterogêneos em dois tipos de habilidade. Enquanto o setor privado contrata livremente e remunera o indivíduo proporcionalmente à sua produtividade, o setor público anuncia uma remuneração fixa ex-ante e realiza a seleção com base em apenas um tipo de habilidade, qualquer que seja o tipo de trabalho. Resultados mostram que concursos públicos, em especial para trabalhos pouco relacionados com a habilidade avaliada pela prova, provocam significante má alocação dos selecionados, ocasionando queda na produção final da economia.

Esta tese contém três artigos que investigam problemas relacionados à Economia do Trabalho, Desenvolvimento Econômico e Economia da Educação. In this paper we study the allocation of public expenditures across educational stages in a developing country. We construct a general equilibrium model that features heterogeneous agents, credit restrictions, basic and tertiary education, public and private educational institutions. We calibrate the model’s parameters using Brazilian data. Simulations show three of the model’s features. First, economic inequality is mainly explained through endogenous educational decisions, instead of exogenous ability shocks. Second, abolishing public educational institutions contracts GDP by 5.5%, decreases welfare of households in the first income quartile by 7%, and does not affect significantly the welfare of the remaining households. Third, borrowing constraints are tight for the poorest agents in the economy. In the main exercise, we find that reallocating public expenditures from tertiary towards basic education to mimic Denmark’s allocation of public expenditures across educational stages decreases GDP, aggregate welfare and the Gini coefficient by 1.5%, 0.2% and 2%, respectively.

Esta tese coleciona 3 dos projetos por mim desenvolvidos durante meu período de doutoramento na Escola de Pós Graduação em Economia da Fundação Getulio Vargas. No primeiro capítulo apresento um artigo que nasce da percepção que métodos variacionais levam à formulas para a estrutura tributária ótima que podem não ser válidas em ambientes mais complexos. Para ilustrar tal ponto desenvolvemos um modelo no qual a falta de ordenação da característica não observada pelo governo gera uma não validade das condições inerentes à aplicação de métodos variacionais. No segundo capítulo apresento o estudo do desenho ótimo da estrutura tributária em uma economia formada por casais levando em conta o processo decisório dentro do domicílio. Neste artigo mostramos o impacto na estrutura tributária ótima quando o planejador social toma a utilidade de cada indivíduo, ao invés da utilidade agregada do domicílio, como unidade básica na formulação do seu critério de bem-estar. A terceira parte aborda o problema de regulação em um ambiente dinâmico e discute como o fenômeno conhecido como o ratchet effect é afetado ao se permitir tipos randômicos em uma relação entre um regulador (principal) e firma licitante (agent) na qual o primeiro não pode se comprometer a contratos de longo prazo. Neste caso toda informação revelada influencia os novos termos desta relação. This thesis contains 3 articles developed as a partial requirement for the degree of Doctor in Economics at Escola de P´os Gradua¸c˜ao em Economia from Getulio Vargas Foundation. In the first chapter, I present a paper disscuss situations where the variational method fails to identify the Optmal tax system. This paper is co-authored with my advisors Carlos E. da Costa e Humberto Moreira. In the second chapter, we study the feature of an optimal tax system when we take the family structure in account. This article is also co-authored with my advisors and Felipe Lobel a student in this same department. In the last chapter, we study the problem of regulating a firm in a dinamic environment and we study how the ratchet effect changes when the type of agent is a random variable.

This doctoral thesis is composed of three chapters related to portfolio theory and model uncertainty. The first paper investigates how ambiguity averse agents explain the equity premium puzzle for a large group of countries including both Advanced Economies (AE) and Emerging Markets (EM). In the second article, we develop a general robust allocation framework that is capable of dealing with parametric and non parametric asset allocation models. In the final paper, I investigate portfolio selection criteria and analyze a set of portfolios out of sample performance in terms of Sharpe ratio (SR) and Certainty Equivalent (CEQ)

The competitiveness of a country, region or industry can be represented through productivity and the Labor Unit Cost (LUC). With productivity being the basis for assessing the nation potential growth, it is pertinent to study the current situation and understand the causes of this situation to allow the development of actions improving these indicators. This thesis brings the evolution of labor productivity and the LUC in the manufacturing industry for the years 1996 to 2014. Using data from the Annual Industrial Survey, the material shows a 19% labor productivity decrease on the manufacturing industry. Thus, 15 of the 20 industry sectors showed a drop in productivity and only 5 sectors showed productivity gains during this period. The thesis also calculates the LUC for the same period and its positive variation of 48% in local currency and 6.63% based on the basket of currencies (effective exchange rate - EER) of the Central Bank. The material concludes that economic weight changes did not affect LUC increase between 1996 and 2014. LUC increase was explained by exchange rate appreciation and increase of wages. A competitividade de um país, região ou indústria pode ser representada através da produtividade e do Custo Unitário do Trabalho (CUT). Nos anos recentes, a queda da produtividade no país foi mascarada pelo boom demográfico e a queda do desemprego. De fato, a incorporação de mão de obra permitiu que o padrão de vida subisse além da produtividade, mas a reversão desses eventos fará com que o PIB per capita do Brasil para as próximas décadas cresça de acordo com a taxa de crescimento da produtividade. Reconhecendo isso, essa dissertação de mestrado avalia a produtividade e competitividade da indústria de transformação no Brasil, no período de 1996 a 2014. O trabalho mostra que houve uma redução de 19% na produtividade do trabalho da indústria de transformação e que 15 dos 20 setores da indústria apresentaram queda na produtividade e somente 5 setores apresentaram ganhos de produtividade no período analisado. O trabalho também calcula o CUT para o mesmo período e encontra uma variação positiva de 48% em moeda local e de 6,63% com base na cesta de moedas (taxa de cambio efetiva real – TCER) do BACEN. Em ambos os casos o trabalho mostra através de uma decomposição que o efeito nível explica mais de 90% da variação do CUT. Na análise setorial é destacada a importância do câmbio na competitividade da indústria brasileira e nos resultados encontrados.

Nesse trabalho estimamos a função de bem-estar social do Brasil por meio do método dual do modelo de imposto ótimo não linear. Utilizando o modelo adotado por Mirrlees [6], munidos dos dados do grupo de pessoas da PNAD 2015, realizamos uma microssimulação para o Brasil. Estimamos a função de bem-estar social marginal e marginal média utilizando duas amostras. A primeira amostra é constituída por todos os indivíduos responsáveis do domicílio e a segunda amostra é o subgrupo dos solteiros. Por fim, realizamos testes de consistência para o método de inversão do modelo de imposto ótimo não linear.

Essa tese é composta por três capítulos. O primeiro capítulo é dedicado a estudar o impacto causal de restrições de venda a descoberto sobre retorno de ações. A base de dados utilizada neste trabalho possui todas as transações de aluguel de ações que aconteceram no Brasil no período de Janeiro de 2007 até Junho de 2013. Uma oportunidade de arbitragem fiscal sobre o recebimento de Juros de Capital Próprio (possível até o final de 2015) gera uma variação exógena na taxa de aluguel. Os resultados mostram um aumento médio de 73% das taxas de aluguel em contratos especulativos que é exógeno às características da ação, que por sua vez, causa um retorno acumulado anormal de 0.38% nos oito dias úteis pós a data de ex-dividendo. No segundo capítulo, a mesma base de dados é utilizada para documentar que a opacidade do mercado de balcão, no qual os contratos de aluguel de ações são transacionados, gera dispersão da taxa e aluguel. Os principais resultados são 1. a medida de dispersão de preço é o melhor preditor de retornos quando comparada com medidas tradicionais na literatura relacionadas a venda descoberto: taxa de aluguel média, “short-interest” e “days to cover”; 2. uma nova versão de “short-premium” representada por um portfólio long-short formando com base na dispersão da taxa de aluguel apresenta retorno médio mensal de 1.03% acima do CDI e 0.76% alpha sobre quatro fatores. Finalmente, o terceiro capítulo desafia a prática comum na literatura de formar fatores de risco baseado em características das ações. Neste capítulo é introduzido um método para fazer previsão de covariâncias com alto poder estatístico. Usando esse método é possível construir portfólios que capturam o prêmio associado a característica, mas que faz o "hedge" de grande parte do risco associado ao fator. Quando essa metodologia é aplicada aos cinco-fatores de Fama e French (2015), é possível construir um portfólio ortogonal aos fatores com Sharpe-ratio de 0.84. This thesis is composed by three chapters. The first chapter aims to estimate the causal impact of short-selling restrictions on returns. Taking advantage of a unique dataset that unifies all stock loan transactions in Brazil from January 2007 to June 2013, we exploit a source of exogenous variation in loan fees provided by a tax-arbitrage opportunity that existed in Brazil until end 2015. We show that exogenous relative increase in lending fees for speculative reasons is on average 73%, causing an average 0.38% cumulative abnormal return on the 8-trading days following the ex-dividend day. In the second chapter, we show that the over-the-counter (OTC) generates loan fee dispersion across loan contracts for the same stock and the same day. We find that loan fee dispersion is the best predictor of the cross-section of stock returns, when compared to traditional short-sale related measures in the literature: loan fee average, short-interest or days to cover. We document a newer version of the “short premium": the small dispersion-minus-large dispersion (sDmlD) portfolio of stocks has a monthly average excess return of 1.03% and a 0.79% four-factor alpha. Finally, in the third chapter we challenge the common practice in the literature to create factor-portfolios by sorting on stocks characteristics. We introduce a high statistical power methodology to forecast future covariances that is able to select a set of portfolios which capture the characteristic premia, but hedge out much of factor risk. We apply our methodology to the Fama and French (2015) five-factors, and construct a portfolio orthogonal to their factor with annualized Sharpe-ratio of 0.84.

The thesis consists in three articles about the estimation of asset pricing models. The first paper analyses small sample properties of Generalized Empirical Likelihood estimators for the risk aversion parameter in CRRA preferences when the economy is characterized by rare disasters. In the second article, we develop and test a methodology to assess misspeci fied asset pricing models by taking into account the smallest probability distortion necessary to assign correct prices. In the final paper, we estimate an approximate long run risks model using Brazilian data. Esta tese consiste em três artigos sobre a estimação de modelos de apreçamento de ativos. No primeiro artigo, analisamos as propriedades de amostra pequena dos estimadores da classe Generalized Empirical Likelihood para o coeficiente de aversão ao risco de preferências CRRA quando a economia é suscetível a desastres. No segundo artigo, apresentamos e testamos uma metodologia de avaliação de modelos de apreçamento mal especificados que leva em conta a menor distorção de probabilidade necessária sobre a medida real para que modelo aprece corretamente ativos. No terceiro artigo, estimamos uma versão aproximada do modelo de riscos de longo prazo utilizando dados brasileiros.
