The Army's efforts to project power from the continental United States is dependent on the Army's ability to deploy a full-spectrum land force capable of engaging future asymmetrical threats. Studies have shown that current airlift assets are incapable of meeting the nation's strategic needs in a single Major Theater of War (MTW). Therefore, sealift must fill the vital role deploying follow-on and sustainment forces necessary to support tactical and strategic operations. The Army Chief of Staff's mobility requirement stipulates that Objective Force units will arrive in theater within 96 hours, a division within 120 hours, and five divisions within 30 days. In order to fulfill these requirements, the Army and the Navy is considering the acquisition of high-speed sealift platforms incorporating shallow-draft capabilities necessary to fulfill future strategic mobility requirements. High-speed sealift vessels like the Large Medium Speed roll- on/Roll-off will enable follow-on forces to arrive with days of the first unit departure. Investment in high-speed sealift vessels is worthless if equipment cannot leave the harbor or cross a shoreline because of undeveloped infrastructure in the area of operation. In view of many other Army transformation requirements, Army transportation units have made progress in their capability to support deploying forces but movements to an inland transportation system require engineer units that have made no transformation. About half of Earth's land mass experiences mean temperatures below O deg C during the coldest month. Attendant conditions pose major challenges to the operation of off-road autonomous vehicles. Low-temperature effects on lubricants, materials, and batteries can impair a robot's ability to operate at all. Cold starting will be a serious problem if missions require long periods of engine shutdown. Deep snow can easily immobilize vehicles on terrain that would otherwise pose no problems. Blowing snow and icing can also degrade the performance of sensors needed for navigation and target detection. Winter operation of passenger vehicles and construction equipment provides guidance to surmount cold-regions effects on robotic vehicles. This report identifies problems likely to be encountered, simple preventative measures, and references for additional information. Conditions are sufficiently demanding that off-road autonomous vehicles must be designed for and tested in cold regions if they are expected to operate there successfully.

This guide provides information for investigating, selecting, and using materials in the production of low-density concrete for civil works concrete structures. As there are many similarities between normal-density concrete and low-density concrete, the elements discussed focus only on those areas in which there are differences between the two - in material types, materials processing, mixture proportioning, batching, placing, consolidation, job controls, and other construction-related issues. Emphasis is placed on use of low-density concrete in hydraulic structures. Information on plans and specifications, coordination between design and field activities, preparation for construction, concrete quality verification and testing, and reporting are similar for both normal- and low-density concrete and are described in Engineer Manual 1110-2-2000, "Standard practice for concrete for civil works structures.", Innovations for Navigation Projects Research Program.

This study analyzes the existing program for the maintenance of CESE (Civil Engineer Support Equipment) and CEEI (Civil Engineer End Items) that are stored as part of the Pre-positioned War Reserve Material Stock (PWRMS) and attempts to predict the required finding levels of Operations and Maintenance, Navy finding (OMN) for that maintenance. The objective is to provide DoD, the Navy, and the Civil Engineer Corps a guideline and possible benchmark for maintenance costs required to maintain the CESE War Reserves in a Cl condition of readiness. This research is important since the Naval Facilities Engineering Command (Seabee Readiness and Logistics, SRL) and Code N44, CBC Port Hueneme CESE Management Branch, need to determine the amount of finding required in order to adequately maintain CESE PWRMS in a Ready-For-Issue (RFI) condition. PWRMS is considered mission essential, but the Project Managers' ability to rapidly respond to a contingency and meet the scheduled mobilization dates are predicated on the ability to get the PWRMS out of storage, mobilized, and transported to the contingency. Therefore, this thesis has direct operational readiness implications. The OMN finding required to maintain CESE PWRMS in a RFI condition was estimated using assumptions for cost of materials, estimates for labor expenditures, and frequency of use of equipment. Recommendations include modifications to the current program's objectives and improvements to issues noted in this study. The successful placement of concrete is dependent upon careful mixing, the proper equipment, and adequate transportation. This paper will define, analyze and demonstrate the importance of each in the overall process of placing concrete.

Discovery on this subject focused on applied computer technology between the main construction office and the project field office - information flow (via Hypermedia), cost control, and program management. New research focus looked to improve finite element, and more importantly, objective data collection and machine control by applying portable laser technologies at the project site and linking collected computer data between the field office and the work center supervisor/foreman. This real time data allows managers to immediately realize optimal productivity concentration areas at the project site. Resultant data linked to Global Positioning System (GPS) technology allows for real-time, three-dimensional (3-D) site picture/modeling. Further, laser measuring and control devices applied to construction equipment permits exact cuts/grading, increases productivity (bcy/hr), saves labor, and when combined with night vision technology allows for night operations. Limited cost-benefit ratio research shows a relatively low initial investment can produce gains up to 9 times during the first year. In addition to the short-term financial gain, the reliance and consistent use of this technology improves the competitive edge for any firm that employs such and effort.

Vibratory pile drivers are sometimes used to install sheet-pile walls, nonbearing piles, and some load-bearing structural piles. In comparison to the more commonly used impact hammers, vibratory drivers offer several advantages: (a) require less energy, (b) have higher rates of penetration of cohesionless soil, (c) produce less noise, and (d) result in less damage to the pile during driving. Presently, there are no reliable methods for estimating the bearing capacity of the pile during the driving operation. Thus, a new method for estimating the bearing capacity of structural piles installed with vibratory drivers is documented in this report The method is based on measurements of dynamic properties of the soil-pile system during driving. The method is verified by evaluating field data collected during the driving of 24 experimental piles at the National Geotechnical Experimental Site near College Station, Texas., Prepared in collaboration with Wisconsin Univ., Madison, Dept. of Civil and Environmental Engineering.

High Performance Steels (HPS) for highway bridge applications are being developed under a cooperative agreement between the FHWA, the AISI and the U.S. Navy. This combined and coordinated effort has culminated in the production of low carbon weathering steels which exhibit excellent strength, toughness and weldability at the 485 MPa (70 ksi) and 690 MPa (100 ksi) yield strength levels. The production heats of these HPS's meet the current mechanical property requirements of ASTM A709 Grades 70W and 100W. This paper presents the development of the steels produced under the FHWA Program on High Performance Steels for Bridge Construction.

These guidelines mark the completion of the Construction Productivity Advancement Research (CPAR) project 'Trenchless Construction: Evaluation of Methods and Materials to Install and Rehabilitate Underground Utilities.' CPAR is a cost-shared U.S. Army Corps of Engineers and construction industry research program. This 3-year project was conducted by the U.S. Army Engineer Waterways Experiment Station and the Trenchless Technology Center at Louisiana Tech University. The overall objective of this study was to develop guidelines that owners, engineers, and contractors could use to evaluate and select appropriate trenchless methods and equipment for their project requirements and site conditions. The guidelines focus on the three major elements of trenchless technology investigated in this study: rehabilitation of existing pipelines using cured-in-place (CIPP) and fold-and-formed pipe (FFP) methods, installation of small-diameter (2- to 10-in.) pipe lines using mini-horizontal directional drilling (mini-HDD) and installation of larger diameter pipelines using microtunneling. The purpose of this report is to compare as-built properties of the dam with design criteria and assumptions and to document the earthwork construction activities of the project. In accordance with ER 1110-2-1901, this report provides pertinent embankment information which can be used to evaluate the performance and design of the structure along with providing guidance for the design and construction of comparable future projects. The report includes a summary record of significant design data, the design assumptions, computations, and a review of specification requirements. It is a permanent record to be used as a basis of analysis for maintenance work and any future problems which may arise. This report fulfills the requirements of the Department of the Army, U. S. Army Corps of Engineers regulation titled, "Embankment Criteria and Performance Report" (ER 1110-2-1901) dated 31 December 1981. The purpose of the report is to provide a summary of significant design data, specification requirements, construction equipment, construction procedures, construction experiences, field control and record control test data, and to document embankment performance as determined by observations, inspections and instrumentation readings. The report provides the significant as-built embankment information needed by the operators and engineers to (1) familiarize themselves with the project, (2) evaluate and predict the embankment performance particularly in the event of unsatisfactory or abnormal behavior and (3) provide guidance for designing comparable future projects. Portions of this report may also be used to provide information for the embankment portion of Periodic Inspection Reports (ER 1110-2-100). This study was part of the initial planning efforts for the deep-based missile system, but the methods described are applicable to a wide range of projects and conditions. As far as possible, all the construction methods in this report are discussed from the point of view of production rates, costs, and appropriate conditions. All known methods for tunnel and shaft excavation, muck and material transport, support and lining, ground stabilization and ground-water control, and auxiliary operations are described. General guidelines are given to assist in the selection of specific methods and equipment. Manufacturer's specifications and cost and performance data are included in the appendices to assist in this selection and to support the statements and conclusions made in this report. The objective of this work was to obtain the cost/benefit relationships associated with new, quieter construction equipment and/or construction process modification. A workable cost/benefit model was developed for this purpose, but a significantly larger data base must be acquired to apply this model. This initial work effort concentrated on one type of construction-multifamily housing construction. Significant findings included: (1) Construction site boundary noise can be significantly reduced by a number of currently available techniques; (2) the use of two quieter machines of lower capacity in lieu of one standard machine not only costs more but is of questionable noise control value, since the total noise exposure is sometimes greater from two machines than from one larger machine; (3) cost/benefit relationships for estimating purposes can be provided only after a significantly larger data base is obtained. The purpose of this study report was to review and evaluate the impact of repair parts provisioning and supply procedures on cost, order-ship-time and equipment readiness for engineer construction equipment. Emphasis was placed on cataloging cost associated with initial provisioning and the logistic support procedures currently used by the army to provide repair parts at the retail level, i.e., the organizational, direct and general support and depot levels for CONUS and OCONUS activities. The study results indicate that readiness considerations are the primary determinants of the current policies, that the current support policies are most compatible with the support requirements of military designed equipment and that significant cost savings could be realized by capitalizing on the existing manufacturers supply and support systems. Recommendations are made for possible approaches to providing improved support at reduced costs through greater use of commercial supply procedures, publications and sources. (Author)

The need for adequate shelter for maintenance and repair of construction and toher types of equipment at polar camps motivated development of a portable maintenance shelter. The shelter is a commercially available pneumatic structure composed of an air inflated frame and a nylon-reinforced polyvinyl chloride cover. The 22- by 22-foot shelter is adequate for the repair and maintenance of equipment as large as a size 6 snow tractor. From the field test at Williams Field, Antarctica it was concluded that if fabrication techniques can be improved the shelter will be suitable for use at temporary camps or other facilities in polar regions. However, additional testing is required to determine its durability and low-temperature limitations.

In recent years, noise from construction sites has been an increasing problem for the Corps of Engineers. This report introduces noise as a problem, how it affects man, and Army requirements for the prevention of excessive noise. With this background, sample specifications are prepared to control construction-site noise and the means established to monitor compliance. Finally, information is given on state and local noise regulations and on noise-mitigation techniques.

The report describes an occupational survey of the Pavements Maintenance/Construction Equipment Operator career ladder, AFS 551X0X1, conducted by the Occupational Survey Branch, USAF Occupational Measurement Center, from May 1973 through October 1974. The report describes the development of the survey instrument, its administration to job incumbents, and resulting summaries of tasks performed by airmen grouped by skill level, experience level, and similarity of tasks performed. Results are compared to current training and career field structure documents and recommendations for further study are presented.
