The article analyzes the Supreme Court ruling of June 14, 2024, where a contentious-administrative appeal filed by the Government of Catalonia against a Royal Decree on sustainable nutrition in agricultural soils is resolved. The Court determines that the Royal Decree does not meet the characteristics of an action program of the Nitrates Directive, as it is a general regulation for all agricultural land in Spain. The grounds for appeal are dismissed. The regulation aims to reduce water pollution by nitrates, but its scope is broader and does not conform to a specific action program for vulnerable areas. O objetivo deste estudo é analisar as competências profissionais no currículo da formação docente desenvolvida pelo PARFOR, partindo das orientações legais e curriculares que norteiam o PROFEBPAR, como é denominado na Universidade Federal do Maranhão. Procura-se caracterizar a criação do PARFOR como política pública nacional de formação de professores e as adequações curriculares para uma formação voltada ao desenvolvimento de competências e habilidades que promovam uma educação de qualidade do ponto de vista do mercado. O trabalho se ancora nos estudos de Freire (2014), Macedo (2002), Ramos (2001), Schon (2000), Zarifian (2001, 2003), Perrenoud (2002), Stroobants (2004), Tardif (2002), Vázquez (2007) e Moraes e Galiazzi (2016). Utilizamos fontes primárias, documentos oficiais de legislação educacional e bibliográficas. Este artigo faz parte de uma pesquisa mais ampla, que envolveu o total de dezessete sujeitos, sendo dois coordenadores, um geral e outro do curso de Pedagogia PARFOR/UFMA, quatro professores e onze alunos-professores concluintes do referido curso do polo de Cururupu. Os resultados enfatizam que a formação ofertada pelo PARFOR/UFMA procura ir além de desenvolver competências, pois a preocupação maior é com a formação humana de um educador que esteja engajado ética e politicamente com a educação em uma perspectiva de transformação da realidade que está posta, colocando, assim, a educação a serviço de uma sociedade mais justa e igualitária.

La legislación es el eje vertebrador de la política educativa. En función de lo que estipule la normativa educativa se aplicarán unos principios u otros. Este trabajo de investigación emplea un diseño cualitativo, basado en el análisis de contenido de la normativa vigente en España, en materia educativa. Para ello se han seleccionado todas las leyes orgánicas, ordinarias, decretos legislativos, decretos-ley y órdenes ministeriales que afecten total o parcialmente al sistema educativo español. Los principales hallazgos de esta investigación ponen de relieve, por un lado, que el sistema de evaluación educativa ha evolucionado de una evaluación centrada en los conocimientos teóricos a una evaluación centrada en las competencias que el alumnado ha de adquirir en cada etapa educativa; y, por otro lado, que existe una excesiva producción normativa en el campo educativo español, lo que provoca alteraciones en los diferentes subsistemas que conforman el sistema educativo Abstract Legislation is the backbone of education policy. Depending on what the educational regulations stipulate, certain principles will be applied. This research work uses a qualitative design, based on a content analysis of the current legislation in force in Spain in the field of education. For this purpose, all the organic and ordinary laws, legislative decrees, decree-laws and ministerial orders that totally or partially affect the Spanish education system have been selected. The main findings of this research highlight, on the one hand, that the educational assessment system has evolved from an assessment centred on theoretical knowledge to an assessment centred on the competences that students must acquire at each educational stage; and, on the other hand, that there is an excessive production of regulations in the Spanish educational field, which causes alterations in the different subsystems that make up the educational system

9. Adopción de pronunciamientos internacionales en la formación de contadores en universidades peruanas

Objetivo: Analizar en qué medida se han incorporado los Pronunciamientos Internacionales de Formación en el perfil del egresado y en los planes de estudio de la carrera de Contabilidad en las universidades peruanas. Métodos: La investigación se realizó con un diseño descriptivo y no experimental, aplicando la técnica de análisis de contenido sobre el perfil del egresado y los planes de estudio de una población y muestra de 62 universidades peruanas que ofrecen la carrera de Contabilidad, sin excluir unidad alguna. El análisis de datos se realizó mediante la clasificación de tres categorías, procesadas en Excel. Resultados: Se identifica que no hay una actualización oportuna en la mayoría de los perfiles del egresado y de los planes de estudio analizados, así como una incorporación baja en la mayoría de competencias técnicas y en las habilidades profesionales requeridas en los Pronunciamientos Internacionales de Formación. Conclusión: La falta de una actualización oportuna del perfil del egresado y de los planes de estudio de la carrera de Contabilidad afecta la condición de brindar una formación de calidad, alineada a las exigencias de los empleadores, al igual que la baja incorporación de las competencias técnicas y las habilidades profesionales requeridas en los estándares internacionales.

Existe consenso académico respecto a que el currículum debe ser impartido por competencias. Pero, queda pendiente el perfil docente destinado a impartirlas según las distintas áreas profesionales. Entonces ¿Cuál debería ser el perfil docente ideal universitario en el campo de ciencias de la salud en Ecuador? Y ¿Qué competencias debería tener en torno a las funciones sustantivas de la docencia universitaria? Consecuentemente, buscamos esbozar un perfil docente ideal para la docencia universitaria en ciencias de la salud en Ecuador y enumerar las competencias mínimas necesarias para cumplir sus funciones. Se realizó una revisión sistemática en los buscadores académicos en torno al perfil docente por competencias para la enseñanza en ciencias de la salud y se trabajó el concepto con la inteligencia artificial ©OpenAI. Como resultado de la revisión se encontró un mínimo de 83 competencias para el perfil docente planteado, de las cuales 22 corresponden a investigación, 28 a docencia, 15 a extensión y 18 a gestión. Ninguna de ellas se pudo asignar como específica del área de la salud. Se propone, un perfil con énfasis en competencias inherentes a los aspectos biopsicosociales, bioéticos y habilidades resultantes del ejercicio profesional. Finalmente, el trabajo con OpenIA sí evidenció competencias específicas vinculadas tanto a los aspectos bioéticos, como del ejercicio profesional específico y legal para Ecuador.

El dominio del idioma inglés es un requisito indispensable para la persona profesional del siglo XXI. Por ende, las universidades estatales costarricenses y, en particular, la Universidad Nacional (UNA) deben velar por un ejercicio adecuado y eficiente de la mediación pedagógica del profesorado de inglés como lengua extranjera, esto en cuanto a) a las competencias académicas, b) a las competencias en el idioma, c) a la competencias para la atención a la diversidad e inclusión, d) a las competencias pedagógicas, e) a las competencias en evaluación y f) a las competencias tecnológicas. El presente manuscrito problematiza los principios mencionados previamente en el ámbito de la docencia universitaria desde una perspectiva personal; por lo tanto, se argumentan las líneas por seguir identificadas para enfrentar los desafíos de la era contemporánea.

12. Las prácticas curriculares como factor de mejora de las competencias para el empleo

El estudio de la empleabilidad pretende analizar las competencias desarrolladas por los estudiantes y su relevancia para la consecución de un empleo. Se trata de reducir los desajustes entre oferta y demanda de trabajo. La realización de prácticas en empresas se ha revelado como un importante factor de mejora de la empleabilidad, porque mejora de las competencias de los graduados universitarios. En este trabajo se ha analizado el papel de las prácticas en la mejora de dichas competencias y, en consecuencia, del papel de las mismas en la empleabilidad de los graduados. Para ello, se ha elaborado un cuestionario, basado en las cuatro dimensiones de la empleabilidad derivadas del análisis teórico, que incluyen ítems referentes a: competencias instrumentales e interpersonales, así como relacionados con la motivación y la adecuación o ajuste de las prácticas a la formación del estudiante. El cuestionario se ha enviado a 580 estudiantes de Administración y Dirección de Empresas (ADE) de la Facultad de Economía y Empresa (FEE) de la Universidad de Barcelona (UB). Del Análisis Factorial Confirmatorio (AFC), realizado con los resultados de la encuesta, se ha obtenido un modelo cuyas variables latentes confirman los cuatro factores previamente definidos de acuerdo con la teoría: las competencias instrumentales, las competencias interpersonales, la motivación y la adecuación de las prácticas. Adicionalmente, el modelo muestra la existencia de diferencias de género relacionadas con la motivación de los estudiantes en la realización de las prácticas.

Los actuales requerimientos de formación profesional dan cuenta del cambio en el proceso de enseñanza-aprendizaje y de la necesidad de contar con herramientas metodológicas acordes a las habilidades vigentes en el siglo XXI. Dentro del modelo constructivista de aprendizaje, modelo pedagógico adoptado por la Universidad de Atacama, una de las técnicas utilizadas para la formación profesional es la Metodología de Aprendizaje Basado en Proyectos, principalmente por su carácter didáctico, aplicado y experiencial. El artículo presenta los resultados del análisis de la coherencia entre la propuesta formativa de trabajo social de la Universidad de Atacama, específicamente de la práctica profesional, y la metodología de Aprendizaje Basado en Proyectos, la cual se viene desarrollando desde el año 2019. A través de una revisión documental y de la literatura científica especializada se busca reconocer los componentes teórico-conceptuales que fundamentan una relación virtuosa entre los procesos de práctica profesional y la metodología de Aprendizaje Basado en Proyectos. Se evidencia una coherencia tácita que potencia el propósito formativo de la carrera, que son los tres elementos que se superponen en el desarrollo de la práctica profesional, que son: el perfil de egreso, con orientación transformador; la metodología ABP, parte de las metodologías activas; y la instancia de práctica profesional, como instancia terminal de la carrera. Sin embargo, es necesario que este encuentro esté cruzado por una intencionalidad pedagógica clara y permanente.

El objetivo de este estudio fue conocer cómo se programa la competencia “Aprender a aprender” (AaA) en el currículum universitario y en qué medida se prevé que los estudiantes aprendan a aprender en la universidad. Se analizaron los componentes de AaA en los programas docentes de las universidades españolas, específicamente en las titulaciones de Pedagogía e Ingeniería en Telecomunicaciones. Se revisaron 20 321 competencias programadas para desarrollar a lo largo de 228 000 horas de formación. Se utilizó un modelo teórico para detectar la presencia de los componentes y se analizó su relación con las competencias disciplinares y transversales. Los resultados muestran la intención de enseñar a aprender para la disciplina, no sólo en sentido transversal; además, se observó un mayor peso al procesamiento de la información que al aprendizaje colaborativo y a la motivación. Se discuten las implicaciones teóricas de esta competencia y su transferencia entre disciplinas en educación superior.

En este texto se hacen algunas consideraciones acerca del desarrollo de la competencia comunicativa en una lengua extranjera como factor de integración y desarrollo social; sobre el auge de la educación internacional y, por consiguiente, de la necesidad de conocer un segundo idioma para poder acceder a ella, así mismo se muestra la importancia de su democratización dadas las facilidades u obstáculos que representa para contar con mayores oportunidades de crecimiento; además se plantea la metodología que favorece el aprendizaje de una lengua extranjera, al sustraerlo como objetivo principal de la enseñanza y enfocarlo como un medio para lograrla, y que además potencializa la obtención de los beneficios propios de una mente bilingüe.

Este artículo estudia los estereotipos de género sobre las competencias de liderazgo entre hombres y mujeres, y el efecto del pensamiento estereotipado sobre la autoestima de dichas competencias. Nos basamos en datos de encuestas originales que miden tanto el pensamiento estereotipado de género como la autoestima, sobre una extensa lista de 25 competencias de liderazgo. Nuestro principal hallazgo es que las actitudes estereotipadas de género tienen un efecto sustancial en la autoestima y que este efecto es mayor para las mujeres que para los hombres. También encontramos que los estereotipos más fuertes existen para las competencias en las que se considera que las mujeres son mejores (como empatizar); que tanto los hombres como las mujeres tienen estereotipos, aunque los estereotipos son más fuertes entre los hombres (especialmente para las competencias que están más estrechamente relacionadas con el liderazgo); que existen diferencias sustanciales de género en la autoestima sobre ciertas competencias específicas de liderazgo, pero no sobre la competencia general para liderar; y que las teorías implícitas del liderazgo están fuertemente relacionadas con los estereotipos de género (competencias que están más fuertemente relacionadas con el liderazgo, son también competencias de las que los encuestados consideran que los hombres son mejores en ello).

Este ejercicio de investigación se origina del análisis de resultados alcanzados por los educandos en pruebas de carácter institucional y nacional (Evaluar para Avanzar, pruebas SABER). La poca escolarización de las familias, las creencias culturales, la falta de afinidad con las matemáticas y el papel que asumen los docentes de matemáticas impactan de manera negativa y determinante sobre estas. Con el estudio y apropiación de las estructuras aditivas y multiplicativas aplicadas al contexto en el que se inscriben los niños se logra un cambio positivo en el cambio de paradigma. Con esta orientación se propuso un proyecto, que responde a los objetivos de la Investigación Acción, con la implementación de secuencias didácticas, cuyo eje central son las estructuras aditivas y multiplicativas en situaciones problema aplicadas en el contexto. Enfoque que promovió la dinamización del ejercicio hasta lograr resultados satisfactorios entre lo teórico, lo práctico y lo contextual de las matemáticas.

Las técnicas de Gianni Rodari y Edward de Bono tienen gran importancia pues promueven el interés del estudiante en el proceso de producción de textos a través de la experimentación, que se logra al aplicar la metodología lúdica y el pensamiento creativo en las aulas. Por esta razón, la investigación tuvo como objetivo analizar las técnicas de Gianni Rodari y Edward De Bono como una estrategia de enseñanza para mejorar el proceso de escritura creativa en estudiantes de educación general básica en Ecuador. El escrito se elaboró empleando un enfoque deductivo, respaldado además por una investigación documental con enfoque cualitativo. No obstante, en cuanto a los resultados obtenidos, se evidenció a través del informe presentado por el Instituto Nacional de Evaluación Educativa en las pruebas Pisa que el promedio de Ecuador en lectura es de 409, lo que lo sitúa en nivel 2 que corresponde al nivel mínimo de competencias. Esto se debe al desconocimiento de técnicas y estrategias innovadoras en el ámbito escolar. Se concluyó que dichas técnicas estimulan la imaginación al tiempo que refuerza la confianza y autoestima del niño o niña, mejora la capacidad comunicativa y de escritura, y desarrolla el pensamiento crítico desde la expresión personal.

The article analyzes the ruling of the Superior Court of Justice of Castilla y León (Burgos) on May 13, 2024, where the denial of a water use concession for a livestock operation in Aranda de Duero is challenged. The lack of notification of regulatory changes is discussed, and arguments are made regarding the proportionality of the measures taken. This article focuses on analyzing the trends related to the skills developed by the participants of Open Innovation Bootcamp events in Higher Education Institutions (HEIs). To carry out the research, a search is carried out in the Scopus scientific database using specific keywords, followed by an analysis of the results using software tools. The search returned a total of 378 documents published between 2018 and 2024. In the next phase, VosViewer bibliographic software was used to identify emerging trends. As an initial result, 48 keywords that appeared most frequently were identified, which were grouped into 7 clusters. Regarding the main competencies identified, competencies such as critical thinking, problem solving, communication, creativity, leadership, networking, marking research and teamwork were found. In addition, complementary competencies were identified, such as digital literacy, sustainable development and dynamic capacities. [ABSTRACT FROM AUTHOR]

What competencies are essential for a 21st-century executive? Are we sufficiently preparing our leadership for the relentless challenges and perpetual transformations characteristic of the digital and globalized epoch? (Levy, 2007). Business schools are progressively shifting their focus towards leadership and personal development, recognizing the paramount importance of these proficiencies. However, does this emphasis prove adequate? Undoubtedly, the exigencies posed by the contemporary era are subjecting the managerial skill set to scrutiny, not merely due to the intricate orchestration of personnel (Pérez, 2018), who increasingly articulate a demand for personal gratification in their professional pursuits, but also considering the rapidity of metamorphoses (Tapscott, 1995), and the imperative to make decisions concomitant with such promptness. The ultimate inquiry is whether current leaders possess the ethical fortitude to adapt to these disruptive changes (Echevarría, 2008), or if we are indeed confronting an insurmountable utopia, thrust into a new era dictated by artificial intelligence, where pragmatic logic eclipses matter of the heart. Resumen: En este artículo se presentan dos métodos para obtener medidas de calificación profesional y distancias ocupacionales de comparabilidad internacional, basados en técnicas de aprendizaje automático y de procesamiento del lenguaje natural. Con estas medidas se generan hechos descriptivos sobre las transiciones laborales y la distribución salarial en el Brasil, tras analizar todos los contratos de trabajo formales registrados en el periodo 2003‐2018. Los trabajadores que utilizan intensivamente competencias cognitivas no rutinarias obtienen mejores resultados en cuanto al empleo, los salarios y el cambio de ocupación. The purpose of the study is to substantiate the principles of the formation of students' competencies in the circular economy in the pedagogical and ecological aspect, taking into account the achievement of the sustainable development goals. The methodological basis of the research is the systematic approach, which in pedagogy is aimed at revealing the value of pedagogical objects, identifying their various forms, components, types and relationships between them, which makes it possible to present the acquisition of competences among students for activities in the conditions of the circular economy as a whole presentation of actions using various forms, methods, means of teaching students in heigher education institutions. In the article, the epistemology of social challenges in the direction of achieving the sustainable development goals due to the implementation of the principles of the circular economy and the need in this context for the formation of relevant competencies of students of higher education institutions is substantiated. The characteristics that should correspond to the competence of the circular economy according to the characteristics of the integrated quality of the individual have been determined. 39. The Role of Artificial Intelligence in Building the Research Competence of Future Doctors of Philosophy.

- Abstract
The aim of the article is to arrange and analyse the possibilities of using artificial intelligence (AI) in the development of research competence of future doctors of philosophy (PhDs). The research employed the method of a pedagogical controlled experiment, the method of expert evaluations, and questionnaire survey. The obtained data were analysed through the Student's t-test and the correlation analysis. Validity and reliability were determined using Cronbach's alpha. The conducted questionnaire survey gave grounds to study the level of the research competence of future PhDs at the beginning and at the end of the experiment. The study included control and experimental groups, as well as expert evaluation. At the initial stage of the study, certain differences were found between the control group (CG) and experimental group (EG) in terms of research competence. Later, the experimental group showed significant growth in all components of competence, which emphasizes the positive impact of using artificial intelligence in the educational process. The results of the correlation analysis confirm the relationship between the components of research competence in both groups. 40. Relación entre la Educación Física y la Biología: Un análisis en Colombia, Perú y Venezuela.

- Abstract
The objective was to establish the relationship between physical education and biology: an analysis in Colombia, Peru and Venezuela. The approach was positivist, with a descriptive correlational level. The technique was the survey and the instrument was a questionnaire applied to 36 physical education teachers and 54 biology teachers, distributed in the three countries. The data were analyzed with SPSS version 27 software. The results show that, in Colombia, the correlation coefficient was .674*, which means that it was significant and moderate positive. In Peru, the correlation was -.255, therefore, the correlation is large and perfect negative, and in Venezuela it was .683*, which indicates that it was positive, significant and moderate. The study concludes that the relationship between disciplines in curricular planning and teaching practice should be encouraged, since this interdisciplinarity contributes to a more integral formation of students. The aim of this paper is to describe academic self-efficacy in students of technical-professional training at a university in the south of Chile. Numerous studies have established that, in order to have autonomous and self-regulated students, it is necessary for them to be academically self-efficient and the literature shows that the teacher with a self-efficient teaching identity promotes this type of competences in the students. The research is ascribed within the positivist paradigm, with a quantitative research approach that seeks objectivity, describing, explaining, proving and/or predicting phenomena, using data collection with the purpose of testing hypotheses through statistical analysis. The design is non-experimental, since it is carried out without manipulating the variables and the situations are not intentionally provoked. Objetivos: el presente estudio plantea el análisis de un modelo particular de protección del medio ambiente como el que se desarrolla en el Valle de Arán en un marco constitucional claro de descentralización territorial. Metodología: se expone el régimen jurídico aplicable al Valle de Arán a nivel estatutario y se revisa el régimen jurídico desarrollado en los últimos veinticinco años, así como se analiza la capacidad de ordenación de la Administración aranesa en aras de la consolidación de su autonomía como entidad local de carácter especial. Resultados: se evidencia el peso del territorio y sus especialidades para la articulación de un modelo de gestión y tutela ambiental concreto, que tiene correspondencia con un estatus jurídico propio del Valle de Arán. Conclusiones: reconocimiento de una ordenación ambiental fuertemente determinada por el territorio; sin embargo, no puede tratarse como un modelo de gestión aislado o autónomo, sino que deben existir conexiones con estrategias y fórmulas de protección generalmente compartidas bajo el paraguas del derecho ambiental, que debe garantizar la eficacia de los instrumentos de protección de este bien jurídico aplicados.

Resumo O artigo apresenta o processo de implementação, bem como os resultados iniciais, do currículo por competências no curso de Educação Física na Unijuí. A partir das experiências como coordenador do curso e docente em componentes curriculares, o autor faz uma breve e concisa avaliação da implementação do currículo em seus dois primeiros anos. O texto é desenvolvido em uma perspectiva descritiva, organizado em cinco partes: indicação do contexto e os aspectos que influenciaram a criação de um novo currículo; apresentação da estrutura que compõe o currículo; descrição das escolhas metodológicas utilizadas no desenvolvimento do currículo; avaliação dos impactos iniciais da reestruturação e implementação do curso nos primeiros dois anos; apontamento de êxitos e dificuldades no processo. Os resultados indicam que o currículo atual tem possibilitado uma formação ampliada aos acadêmicos, considerando a análise da possibilidade de mobilização efetiva do que se estuda, em contraste com o campo profissional. Os acadêmicos consideram o novo modo de organização do curso produtivo, conferindo méritos aos procedimentos metodológicos e às atuações dos professores que visam o aprimoramento dos seus conhecimentos. A experiência de planejamento e estudo colaborativo permitiu aos professores qualificarem suas atuações e reconhecerem que precisam estudar permanentemente. Evidencia-se que, por um lado, ocorreram avanços em uma série de aspectos e, por outro, há pontos importantes a evoluir, uma vez que os docentes se movimentam e se posicionam em níveis diferentes, em relação ao planejamento, desenvolvimento e avaliação das aulas por competências.

50. Competências docentes na educação profissional e tecnológica: uma revisão no estado do conhecimento

O ensino voltado às competências está em pauta em discussões no meio acadêmico. Assim sendo, este artigo tem como objetivo analisar as produções do campo científico em teses e dissertações que versam sobre as competências docentes do bacharel em Ciências Contábeis na Educação Profissional e Tecnológica (EPT). De abordagem qualitativa e cunho bibliográfico, na perspectiva de Revisão da Literatura (RL), foram observadas uma tese e seis dissertações indexadas na Biblioteca Digital Brasileira de Teses e Dissertações (BDTD). Para análise, foi utilizado o método do Estado do Conhecimento. Como resultados, observou-se que os trabalhos desenvolvidos estão voltados ao ensino das competências pedagógicas e digitais, mostrando a necessidade de os docentes realizarem curso de formação continuada, de modo a contemplar tais conhecimentos. Ademais, foi evidenciada a necessidade de pesquisas sobre competências e habilidades no campo da pesquisa, extensão e gestão, envolvendo docentes bacharéis em Ciências Contábeis, atuantes na Educação Profissional e Tecnológica.
