This article describes the geographic patterns and incidence of residential segregation in Bogotá, Cali, and Medellín in the years 2005 and 2018. Starting from a conceptual and methodological reflection on the importance of making comparative studies in time and context, a methodological approach is proposed to measure residential segregation in the three main cities of Colombia in two different years and at different scales. The incidence of residential segregation is compared as well as the spatial changes that it has caused. For this, multiple methods of spatial and statistical analysis are used that enable the construction of indices at different scales that lead to the conclusion that segregation presents particularities in its geographical patterns in the three cities. Among the particularities, it is found that segregation has decreased on a macro-scale, but has an increased incidence on a neighbourhood scale, and that there is a low probability of interaction between the poor and rich. 3. Factores que inciden en el recaudo de impuestos en municipios colombianos

- Abstract
Territorial entities require sufficient income to fulfill their basic functions and develop their social, environmental and economic policies, which is why they have autonomy to establish taxes, within the limits of the Constitution and the Law. The central objective of this article is to determine the factors that explain the collection of tax revenues of twelve (12) municipalities in Colombia in the period 2008 - 2019. To achieve the above, an econometric model is estimated with panel data, which analyzes a set of information, obtained from the General Accounting Office of the Nation and National Administrative Department of Statistics, at different time intervals. The results indicate that small municipalities showed a faster growth in collection than large ones. Likewise, the estimated model is statistically significant, empirically confirming that the growth of economic activity has a positive effect on collection, showing that, for each percentage point of growth in the municipality’s economy, collection increases by an average of 0.15%. It is concluded that national transfers encourage collection at a general level, but at the same time, these transfers reduce tax collection in large municipalities., Las entidades territoriales requieren de ingresos suficientes para cumplir con sus funciones básicas y desarrollar sus políticas sociales, ambientales y económicas, razón por la cual tienen autonomía para establecer los tributos, dentro de los límites de la Constitución y la Ley. El objetivo central de este artículo es determinar los factores que explican la recaudación de los ingresos tributarios de doce (12) municipios de Colombia en el período 2008 - 2019. Para lograr lo anterior, se estima un modelo econométrico con datos de panel, que analiza un conjunto de información, obtenida de la Contaduría General de la Nación y del Departamento Administrativo Nacional de Estadística, en diferentes intervalos de tiempo. Los resultados indican que los municipios pequeños presentaron un crecimiento más acelerado del recaudo que los grandes. Así mismo, el modelo estimado resulta estadísticamente significativo, confirmando empíricamente que el crecimiento de la actividad económica tiene un efecto positivo sobre el recaudo, mostrando que, por cada punto porcentual de crecimiento de la economía del municipio, el recaudo aumenta en promedio 0,15%. Se concluye que, las trasferencias nacionales incentivan la recaudación a nivel general, pero a su vez, dichas transferencias reducen la recaudación de impuestos en los municipios grandes.

This paper discusses the need to delineate metropolitan areas and current practice in several countries. It argues for the use of a simple algorithm that examines cross-municipality commuting patterns. Municipalities are aggregated iteratively provided they send a share of their commuters, above a given threshold, to the rest of a metropolitan area. The algorithm is implemented on Colombian data and its robustness is assessed. Finally, the properties of the resulting spatial labor market networks are explored.

6. Development and Urban Sustainability: An Analysis of Efficiency Using Data Envelopment Analysis.

- Abstract
In recent decades, the majority of cities in developing countries have grown rapidly and have experienced increasing environmental problems. These changes have generated a broad discussion on urban sustainability and development. In this discussion, it is fundamental to establish methods for measuring urban sustainability using a quantitative approach. This research seeks to estimate and evaluate the environmental, social, and economic efficiency of cities in a developing country, Colombia, using data envelopment analysis to determine the changes that occurred between 2005 and 2013. In this study, indicators related to economic, environmental, and social performance are used with the objective of analyzing efficiency from urban sustainability. The results indicate differences among cities, where the efficient cities show adequate resource use, lower environmental impacts, improved social conditions, and guaranteed economic growth and development. Moreover, as the city scale increases, urban sustainability declines. All these findings are important in the formulation and design of adequate urban policies to improve and strengthen sustainability and social welfare over the long term, particularly in cities in developing countries. espanolEl articulo tiene como objetivo principal describir los patrones geograficos y la incidencia de la segregacion residencial en Bogota, Cali y Medellin en los anos 2005 y 2018. A partir de una reflexion conceptual y metodologica sobre la importancia de hacer estudios comparativos en tiempo y contexto, se hace un planteamiento para medir la segregacion residencial en las tres principales ciudades de Colombia en dos anos diferentes y a diversas escalas para poder comparar como ha sido la incidencia de la segregacion residencial y los cambios espaciales que ha presentado. Para ello se usan multiples metodos de analisis espacial y estadistico que permiten la construccion de indices a dos escalas que llevan a la conclusion que la segregacion presenta particularidades en sus patrones geograficos en las tres ciudades estudiadas. After reviewing disaster statistics and the basic concepts of risk, and evaluating typical engineering proposals, this paper introduces some background to the problems in Colombia, and proposes a new form of river management as a solution. Debido a la inadecuada conjunción de riqueza hídrica y desarrollo urbano, vivimos en constante tragedia, gastando enormes recursos en continuas reconstrucciones y en socorro a víctimas de inundaciones. Si bien las inundaciones urbanas son eventos a los que ningún país escapa, sus consecuencias pueden variar según las características de las ciudades y de las relaciones que tengan con sus corrientes de agua. Así, el presente documento, tras una revisión de estadísticas de desastres, de los conceptos básicos del riesgo y de la evaluación de las propuestas clásicas de la ingeniería, plantea algunas respuestas al porqué de este problema en Colombia y propone como solución una nueva forma de gestión de los ríos. From the 16th century until today, the migratory phenomenon in Colombia have marked the configuration of the national space and influenced the formation of Colombian urban agglomerations. During the middle of the 20th century, internal migrations from rural areas left historical effects on the country urban net. Rural population, a protagonist since the beginning of century of the agrarian settling in the central Andean region, left the rural zones and headed towards the cities, generating an intense process of urbanization. A theoretical debate about the topic of the causality of the migrations and its influence in the urbanization of the country has been generated in the 60’s and 70’s. The debate is still relevant for the discussion on nowadays urban reconfiguration. From the mid 80’s, Colombia has experienced new rural exoduses caused by an escalation of the armed conflict in rural areas. The massive forced migration today has also a clear influence in the transformation of the contemporary cities. How is forced displacement affecting the current process of urbanization in Colombia? This paper tries to answer this question. Desde el siglo XVI y hasta hoy, los fenómenos migratorios han marcado la configuración del espacio nacional e influenciado las formaciones urbanas colombianas. A mediados del siglo XX las migraciones internas del campo a la ciudad dejaron históricos efectos sobre la malla urbana del país. Población campesina, protagonista desde principios de ese siglo de la colonización agraria en la región central andina, emigró del campo y se dirigió hacia los centros urbanos, generándose un proceso acelerado de urbanización. Alrededor del tema de la causalidad de las migraciones y su incidencia en la urbanización del país se generó, en los años sesenta y setenta, un debate teórico, el cual cobra vigencia en la discusión sobre la reconfiguración urbana de hoy. Desde los años ochenta, Colombia experimenta nuevos éxodos rurales causados por la agudización del conflicto armado en el campo. La masiva migración forzada tiene hoy también una clara incidencia en la transformación de las ciudades contemporáneas. ¿En qué medida y de qué manera el desplazamiento forzado incide en el proceso actual de urbanización en Colombia? El presente artículo pretende hacer un aporte en esa dirección.

Landscaping has a central place in our society spatial notion and its public conception: a landscape is subdue to the collective notion and therefore to the public space, and it is perceived basically by images, which individual begins the perception of the living space and consolidates any relation through them. Colombian architecture has been separated of any theorization which limits and leads it in our territory construction; this carries along a landscape spatiality subordinated under other forces and disciplines. Features of our landscape, as momentarily and the regular change, are defined by depending of consume dynamic facts, that generate a filled competition images spatiality, that do not allow the establishment of any identity. The construction of our next millennium future landscapes is conditioned by emerging elements of cultural and technological possibilities, enforcing our great biotic existing circumstances and our cultural values. The academy is a privileged scene in the Colombian landscape searching and in the new alternatives formulation, with the purpose of our future landscape building. It facilitates lots of recreation forms, but has not conscientiously enter upon the landscape matter and the tight relation with public space yet. It is essential a look back toward our future landscape construction, each day more relevant to the profession and the community, inside societies who live every time at the edge of their territories., El paisajismo tiene un papel fundamental en la concepción espacial de nuestra sociedad y en su noción pública: un paisaje esta supeditado al concepto de lo colectivo y por tanto al espacio publico y se percibe fundamentalmente por las imágenes, por las cuales los individuos inician la percepción del espacio que habitan y con ellas consolidan cualquier relación. La arquitectura colombiana ha estado alejada de la teorización que la delimite y la guíe en la construcción de nuestros territorios; esto deja a la deriva una espacialidad con un paisaje a voluntad de otras fuerzas y disciplinas. Las características de nuestro paisaje, lo efímero y el continuo cambio, están definidas por su regulación por fenómenos dependientes de la dinámica de consumo, que crean una espacialidad saturada de imágenes de competencia, que no permiten establecer identidad alguna. La construcción de nuestros futuros paisajes en el próximo milenio, esta condicionada por los instrumentos emanados de las condiciones culturales y posibilidades tecnológicas, reafirmando nuestra gran condición biótica y nuestros valores culturales. La academia es un escenario privilegiado en la exploración sobre el paisaje colombiano y en la formulación de nuevas alternativas, para la construcción futura de nuestro paisaje. Posibilita muchas formas de simulación, pero aún no ha abordado concientemente el tema del paisaje y su estrecha relación con el espacio publico. Se hace imprescindible una vuelta hacia el tema de la construcción futura de nuestro paisaje, que cada día es mas relevante para la disciplina y la comunidad, en sociedades que viven mas al margen de sus territorios
