The inconsistency between experiments in the measurements of the local Universe expansion rate, the Hubble constant, suggests unknown systematics in the existing experiments or new physics. Gravitational-wave standard sirens, a method to independently provide direct measurements of the Hubble constant, have the potential to address this tension. Before that, it is critical to ensure there is no substantial systematics in the standard siren method. A significant systematic has been identified when the viewing angle of the gravitational-wave sources, the compact binary coalescences, is inferred inaccurately from electromagnetic observations of the sources. Such systematic has led to more than 10% discrepancy in the standard siren Hubble constant measurements with the observations of binary neutron star merger, GW170817. In this Letter, we develop a new formalism to infer and mitigate this systematic. We demonstrate that the systematic uncertainty of the Hubble constant measurements can be reduced to smaller than their statistical uncertainty with 5, 10, and 20 binary neutron star merger observations. We show that our formalism successfully reduces the systematics even if the shape of the biased viewing angle distribution does not follow precisely the model we choose. Our formalism ensures unbiased standard siren Hubble constant measurements when the binary viewing angles are inferred from electromagnetic observations.

In this paper, we introduce a new quantum circuit synthesis (QCS) framework, Qsyn, for developers to research, develop, test, experiment, and then contribute their QCS algorithms and tools to the framework. Our framework is more developer-friendly than other modern QCS frameworks in three aspects: (1) We design a rich command-line interface so that developers can easily design various testing scenarios and flexibly conduct experiments on their algorithms. (2) We offer detailed access to many data representations on different abstract levels of quantum circuits so that developers can optimize their algorithms to the extreme. (3) We define a rigid developing flow and environment so that developers can ensure their development qualities with the best modern software engineering practices. We illustrate the friendliness of our framework with a showcase of developing a T-Count Optimization algorithm and demonstrate our performance superiority with fair comparisons to other modern QCS frameworks., Comment: Table II has errors in parts of its data and needs to be revised

Hyperpolarized (HP) 13C MRI has shown promise as a valuable modality for in vivo measurements of metabolism and is currently in human trials at 15 research sites worldwide. With this growth it is important to adopt standardized data storage practices as it will allow sites to meaningfully compare data. In this paper we (1) describe data that we believe should be stored and (2) demonstrate pipelines and methods that utilize the Digital Imaging and Communications in Medicine (DICOM) standard. This includes proposing a set of minimum set of information that is specific to HP 13C MRI studies. We then show where the majority of these can be fit into existing DICOM Attributes, primarily via the "Contrast/Bolus" module. We also demonstrate pipelines for utilizing DICOM for HP 13C MRI. DICOM is the most common standard for clinical medical image storage and provides the flexibility to accommodate the unique aspects of HP 13C MRI, including the HP agent information but also spectroscopic and metabolite dimensions. The pipelines shown include creating DICOM objects for studies on human and animal imaging systems with various pulse sequences. We also show a python-based method to efficiently modify DICOM objects to incorporate the unique HP 13C MRI information that is not captured by existing pipelines. Moreover, we propose best practices for HP 13C MRI data storage that will support future multi-site trials, research studies and technical developments of this imaging technique.

The LIGO-Virgo-KAGRA Collaboration has detected over one hundred compact binary mergers in gravitational waves, but the formation history of these binaries remains an open question. Finding the host galaxies of these mergers will provide critical information that reveals how these binaries were formed. However, without an electromagnetic counterpart, localizing gravitational wave events to their hosts is challenging with the current generation of gravitational wave detectors. Next-generation detectors will localize some compact binary mergers to a small volume that allows for direct association with their hosts. To demonstrate the promise these detectors hold, we simulate a population of binary black hole and neutron star-black hole mergers using a next-generation gravitational wave network comprised of Cosmic Explorer and Einstein Telescope. We find that ~4% of binary black hole events within a redshift of 0.5 and ~3% of neutron star-black hole events within a redshift of 0.3 will be localized to a volume smaller than 100 Mpc^3, the volume in which we expect only one likely host galaxy. With the astrophysical merger rate estimated from the LIGO-Virgo-KAGRA Collaboration's third observing run, we expect to precisely localize one binary black hole event every eight days and one neutron star-black hole event every 1.5 months. With three years of gravitational wave observations (O(100) binary black hole mergers with host associations), we will be able to distinguish whether binary black hole host galaxies trace stellar mass or star formation rate, constraining the delay time distribution and shedding light on the formation channels of binary black holes., Comment: 10 pages, 2 figures, comments welcome

The Laser Interferometer Space Antenna (LISA) is the first scientific endeavour to detect and study gravitational waves from space. LISA will survey the sky for Gravitational Waves in the 0.1 mHz to 1 Hz frequency band which will enable the study of a vast number of objects ranging from Galactic binaries and stellar mass black holes in the Milky Way, to distant massive black-hole mergers and the expansion of the Universe. Observations of GW170817 strongly suggest that binary neutron star (BNS) mergers can produce rapid neutron-capture nucleosynthesis (r-process) elements. However, it remains an open question whether BNS mergers can account for all the r-process element enrichment in the Milky Way's history. Here we demonstrate that a BNS population model informed by multimessenger neutron star observations predicts a merger rate and per-event r-process element yield consistent with geophysical and astrophysical abundance constraints. If BNS mergers are to explain the r-process enrichment of stars in the Galaxy, we further show using a one-zone Galactic chemical evolution model that they have to merge shortly after the formation of their progenitors, with a delay time distribution of power-law index $\alpha\leq -2.0$ and minimum delay time $t_{\rm min}\leq 40$ Myr at 90% confidence.Such short delay times are in tension with those predicted by standard BNS formation models and those observationally inferred from samples of short gamma-ray bursts (sGRBs). However, we find that a two-channel enrichment scenario, where the second channel follows the star formation history, can account for both Galactic stellar and sGRB observations. Our results suggest that 45-90% of the r-process abundance in the Milky Way today was produced by a star-formation-tracking channel, rather than BNS mergers with significant delay times., Comment: Comments are welcome

Advancements in cosmology through next-generation ground-based gravitational wave observatories will bring in a paradigm shift. We explore the pivotal role that gravitational-wave standard sirens will play in inferring cosmological parameters with next-generation observatories, not only achieving exquisite precision but also opening up unprecedented redshifts. We examine the merits and the systematic biases involved in gravitational-wave standard sirens utilizing binary black holes, binary neutron stars, and neutron star-black hole mergers. Further, we estimate the precision of bright sirens, golden dark sirens, and spectral sirens for these binary coalescences and compare the abilities of various next-generation observatories (A^sharp, Cosmic Explorer, Einstein Telescope, and their possible networks). When combining different sirens, we find sub-percent precision over more than 10 billion years of cosmic evolution for the Hubble expansion rate $H(z)$. Gravitational-wave observations by the Laser Interferometer Gravitational-Wave Observatory (LIGO) and Virgo have provided us a new tool to explore the Universe on all scales from nuclear physics to the cosmos and have the massive potential to further impact fundamental physics, astrophysics, and cosmology for decades to come. In this paper we have studied the science capabilities of a network of LIGO detectors when they reach their best possible sensitivity, called A#, given the infrastructure in which they exist and a new generation of observatories that are factor of 10 to 100 times more sensitive (depending on the frequency), in particular a pair of L-shaped Cosmic Explorer observatories (one 40 km and one 20 km arm length) in the US and the triangular Einstein Telescope with 10 km arms in Europe. The presence of one or two A# observatories in a network containing two or one next generation observatories, respectively, will provide good localization capabilities for facilitating multimessenger astronomy and precision measurement of the Hubble parameter. Two Cosmic Explorer observatories are indispensable for achieving precise localization of binary neutron star events, facilitating detection of electromagnetic counterparts and transforming multimessenger astronomy. Their combined operation is even more important in the detection and localization of high-redshift sources, such as binary neutron stars, beyond the star-formation peak, and primordial black hole mergers, which may occur roughly 100 million years after the Big Bang. The addition of the Einstein Telescope to a network of two Cosmic Explorer observatories is critical for accomplishing all the identified science metrics. The disagreement in the Hubble constant measured by different cosmological probes highlights the need for a better understanding of the observations or new physics. The standard siren method, a novel approach using gravitational-wave observations to determine the distance to binary mergers, has great potential to provide an independent measurement of the Hubble constant and shed light on the tension in the next few years. To realize this goal, we must thoroughly understand the sources of potential systematic bias of standard sirens. Among the known sources of systematic uncertainties, selection effects originating from electromagnetic counterpart observations of gravitational-wave sources may dominate the measurements with percent-level bias and no method to mitigate this effect is currently established. In this Letter, we develop a new formalism to mitigate the counterpart selection effect. We show that our formalism can reduce the systematic uncertainty of standard siren Hubble constant measurement to less than the statistical uncertainty with a simulated population of 200 observations ($\lesssim 1\%$) for a realistic electromagnetic emission model. The LIGO HET Response (LIGHETR) project is an enterprise to follow up optical transients (OT) discovered as gravitational wave merger sources by the LIGO/Virgo collaboration (LVC). Early spectroscopy has the potential to constrain crucial parameters such as the aspect angle. The LIGHETR collaboration also includes the capacity to model the spectroscopic evolution of mergers to facilitate a real-time direct comparison of models with our data. The principal facility is the Hobby-Eberly Telescope. LIGHETR uses the massively-replicated VIRUS array of spectrographs to search for associated OTs and obtain early blue spectra and in a complementary role, the low-resolution LRS-2 spectrograph is used to obtain spectra of viable candidates as well as a densely-sampled series of spectra of true counterparts. Once an OT is identified, the anticipated cadence of spectra would match or considerably exceed anything achieved for GW170817 = AT2017gfo for which there were no spectra in the first 12 hours and thereafter only roughly once daily. We describe special HET-specific software written to facilitate the program and attempts to determine the flux limits to undetected sources. We also describe our campaign to follow up OT candidates during the third observational campaign of the LIGO and Virgo Scientific Collaborations. We obtained VIRUS spectroscopy of candidate galaxy hosts for 5 LVC gravitational wave events and LRS-2 spectra of one candidate for the OT associated with S190901ap. We identified that candidate, ZTF19abvionh = AT2019pip, as a possible Wolf-Rayet star in an otherwise unrecognized nearby dwarf galaxy., Comment: 26 pages, 15 figures

Gravitational-wave astronomy has revolutionized humanity's view of the universe, a revolution driven by observations that no other field can make. This white paper describes an observatory that builds on decades of investment by the National Science Foundation and that will drive discovery for decades to come: Cosmic Explorer. Major discoveries in astronomy are driven by three related improvements: better sensitivity, higher precision, and opening new observational windows. With its extraordinary discovery potential, Cosmic Explorer will deliver revolutionary observations across astronomy, physics, and cosmology including: Black Holes and Neutron Stars Throughout Cosmic Time, Multi-Messenger Astrophysics and Dynamics of Dense Matter, New Probes of Extreme Astrophysics, Fundamental Physics and Precision Cosmology, Dark Matter and the Early Universe.

This review aims at providing an extensive discussion of modern constraints relevant for dense and hot strongly interacting matter. It includes theoretical first-principle results from lattice and perturbative QCD, as well as chiral effective field theory results. From the experimental side, it includes heavy-ion collision and low-energy nuclear physics results, as well as observations from neutron stars and their mergers. The validity of different constraints, concerning specific conditions and ranges of applicability, is also provided.

We outline the ``dark siren'' galaxy catalog method for cosmological inference using gravitational wave (GW) standard sirens, clarifying some common misconceptions in the implementation of this method. When a confident transient electromagnetic counterpart to a GW event is unavailable, the identification of a unique host galaxy is in general challenging. Instead, as originally proposed by Schutz (1986), one can consult a galaxy catalog and implement a dark siren statistical approach incorporating all potential host galaxies within the localization volume. Trott & Hunterer 2021 recently claimed that this approach results in a biased estimate of the Hubble constant, $H_0$, when implemented on mock data, even if optimistic assumptions are made. We demonstrate explicitly that, as previously shown by multiple independent groups, the dark siren statistical method leads to an unbiased posterior when the method is applied to the data correctly. We highlight common sources of error possible to make in the generation of mock data and implementation of the statistical framework, including the mismodeling of selection effects and inconsistent implementations of the Bayesian framework, which can lead to a spurious bias., Comment: 19 pages, 11 figures. The Laser Interferometer Space Antenna (LISA) has two scientific objectives of cosmological focus: to probe the expansion rate of the universe, and to understand stochastic gravitational-wave backgrounds and their implications for early universe and particle physics, from the MeV to the Planck scale. However, the range of potential cosmological applications of gravitational wave observations extends well beyond these two objectives. This publication presents a summary of the state of the art in LISA cosmology, theory and methods, and identifies new opportunities to use gravitational wave observations by LISA to probe the universe.

Gravitational-wave (GW) detections of electromagnetically bright compact binary coalescences can provide an independent measurement of the Hubble constant $H_0$. In order to obtain a measurement that could help arbitrating the existing tension on $H_0$, one needs to fully understand any source of systematic biases for this approach. In this study, we aim at understanding the impact of instrumental calibration errors (CEs) and uncertainties on luminosity distance measurements, $D_L$, and the inferred $H_0$ results. We simulate binary neutron star mergers (BNSs), as detected by a network of Advanced LIGO and Advanced Virgo interferometers at their design sensitivity. We artificially add CEs equal to exceptionally large values experienced in LIGO-Virgo's third observing run (O3). We find that for individual BNSs at a network signal-to-noise ratio of 50, the systematic errors on $D_L$ - and hence $H_0$ - are still smaller than the statistical uncertainties. The biases become more significant when we combine multiple events to obtain a joint posterior on $H_0$. In the rather unrealistic case that the data around each detection is affected by the same CEs corresponding to the worst offender of O3, the true $H_0$ value would be excluded from the 90% credible interval after $\sim40$ sources. If instead 10% of the sources suffer from severe CEs, the true value of $H_0$ is included in the 90% credible interval even after we combine 100 sources., Comment: 12 pages, 11 figures, 2 tables

In this paper we will list a few important goals that need to be addressed in the next decade, also taking into account the current discordances between the different cosmological probes, such as the disagreement in the value of the Hubble constant $H_0$, the $\sigma_8$--$S_8$ tension, and other less statistically significant anomalies. While these discordances can still be in part the result of systematic errors, their persistence after several years of accurate analysis strongly hints at cracks in the standard cosmological scenario and the necessity for new physics or generalisations beyond the standard model. In this paper, we focus on the $5.0\,\sigma$ tension between the {\it Planck} CMB estimate of the Hubble constant $H_0$ and the SH0ES collaboration measurements. After showing the $H_0$ evaluations made from different teams using different methods and geometric calibrations, we list a few interesting new physics models that could alleviate this tension and discuss how the next decade's experiments will be crucial. Moreover, we focus on the tension of the {\it Planck} CMB data with weak lensing measurements and redshift surveys, about the value of the matter energy density $\Omega_m$, and the amplitude or rate of the growth of structure ($\sigma_8,f\sigma_8$). We list a few interesting models proposed for alleviating this tension, and we discuss the importance of trying to fit a full array of data with a single model and not just one parameter at a time. Additionally, we present a wide range of other less discussed anomalies at a statistical significance level lower than the $H_0$--$S_8$ tensions which may also constitute hints towards new physics, and we discuss possible generic theoretical approaches that can collectively explain the non-standard nature of these signals.[Abridged], Comment: Contribution to Snowmass 2021. 224 pages, 27 figures. The assembly of massive black holes in the early universe remains a poorly constrained open question in astrophysics. The merger and accretion of light seeds (remnants of Population III stars with mass below $\sim 1000M_{\odot}$) or heavy seeds (in the mass range $10^4-10^6 M_{\odot}$) could both explain the formation of massive black holes, but the abundance of seeds and their merging mechanism are highly uncertain. In the next decades, the gravitational-wave observatories coming online are expected to observe very high-redshift mergers, shedding light on the seeding of the first black holes. In this Letter we explore the potential and limitations for LISA, Cosmic Explorer and Einstein Telescope to constrain the mixture ratio of light and heavy seeds as well as the probability that central black holes in merging galaxies merge as well. Since the third generation ground-based gravitational-wave detectors will only observe light seed mergers, we demonstrate two scenarios in which the inference of the seed mixture ratio and merging probability can be limited. The synergy of multi-band gravitational-wave observations and electromagnetic observations will likely be necessary in order to fully characterize the process of high-redshift black hole formation.

The Wide-Field Infrared Transient Explorer (WINTER) is a new 1 $\text{deg}^2$ seeing-limited time-domain survey instrument designed for dedicated near-infrared follow-up of kilonovae from binary neutron star (BNS) and neutron star-black hole mergers. WINTER will observe in the near-infrared Y, J, and short-H bands (0.9-1.7 microns, to $\text{J}_{AB}=21$ magnitudes) on a dedicated 1-meter telescope at Palomar Observatory. To date, most prompt kilonova follow-up has been in optical wavelengths; however, near-infrared emission fades more slowly and depends less on geometry and viewing angle than optical emission. We present an end-to-end simulation of a follow-up campaign during the fourth observing run (O4) of the LIGO, Virgo, and KAGRA interferometers, including simulating 625 BNS mergers, their detection in gravitational waves, low-latency and full parameter estimation skymaps, and a suite of kilonova lightcurves from two different model grids. We predict up to five new kilonovae independently discovered by WINTER during O4, given a realistic BNS merger rate. Using a larger grid of kilonova parameters, we find that kilonova emission is $\approx$2 times longer-lived and red kilonovae are detected $\approx$1.5 times further in the infrared than in the optical. For 90% localization areas smaller than 150 (450) $\rm{deg}^{2}$, WINTER will be sensitive to more than 10% of the kilonova model grid out to 350 (200) Mpc. We develop a generalized toolkit to create an optimal BNS follow-up strategy with any electromagnetic telescope and present WINTER's observing strategy with this framework. On 2019 August 14 at 21:10:39 UTC, the LIGO/Virgo Collaboration (LVC) detected a possible neutron star-black hole merger (NSBH), the first ever identified. An extensive search for an optical counterpart of this event, designated GW190814, was undertaken using the Dark Energy Camera (DECam) on the 4m Victor M. Blanco Telescope at the Cerro Tololo Inter-American Observatory. Target of Opportunity interrupts were issued on 8 separate nights to observe 11 candidates using the 4.1m Southern Astrophysical Research (SOAR) telescope's Goodman High Throughput Spectrograph in order to assess whether any of these transients was likely to be an optical counterpart of the possible NSBH merger. Here, we describe the process of observing with SOAR, the analysis of our spectra, our spectroscopic typing methodology, and our resultant conclusion that none of the candidates corresponded to the gravitational wave merger event but were all instead other transients. Finally, we describe the lessons learned from this effort. The science objectives of the LISA mission have been defined under the implicit assumption of a 4 yr continuous data stream. Based on the performance of LISA Pathfinder, it is now expected that LISA will have a duty cycle of $\approx 0.75$, which would reduce the effective span of usable data to 3 yr. This paper reports the results of a study by the LISA Science Group, which was charged with assessing the additional science return of increasing the mission lifetime. We explore various observational scenarios to assess the impact of mission duration on the main science objectives of the mission. We find that the science investigations most affected by mission duration concern the search for seed black holes at cosmic dawn, as well as the study of stellar-origin black holes and of their formation channels via multi-band and multi-messenger observations. The origin of the heavy elements in the Universe is not fully determined. Neutron star-black hole (NSBH) and {binary neutron star} (BNS) mergers may both produce heavy elements via rapid neutron-capture (r-process). We use the recent detection of gravitational waves from NSBHs, improved measurements of the neutron star equation-of-state, and the most modern numerical simulations of ejected material from binary collisions to measure the relative contribution of NSBHs and BNSs to the production of heavy elements. As the amount of r-process ejecta depends on the mass and spin distribution of the compact objects, as well as on the equation-of-state of the neutron stars, we consider various models for these quantities, informed by gravitational-wave and pulsar data. We find that in most scenarios, BNSs have produced more r-process elements than NSBHs over the past 2.5 billion years. If black holes have preferentially small spins, BNSs can produce at least twice of the amount of r-process elements than NSBHs. If black hole spins are small and there is a dearth of low mass ($<5M_{\odot}$) black holes within NSBH binaries, BNSs can account for the near totality of the r-process elements from binaries. The most promising variation of the standard siren technique combines gravitational-wave (GW) data for binary neutron star (BNS) mergers with redshift measurements enabled by their electromagnetic (EM) counterparts, to constrain cosmological parameters such as $H_0$, $\Omega_m$, and $w_0$. Here we evaluate the near- and long-term prospects of multi-messenger cosmology in the era of future GW observatories: Advanced LIGO Plus (A+, 2025), Voyager-like detectors (2030s), and Cosmic Explorer-like detectors (CE, 2035 and beyond). We show that the BNS horizon distance of $\approx 700$ Mpc for A+ is well-matched to the sensitivity of the Vera C. Rubin Observatory (VRO) for kilonova detections. We find that one year of joint A+ and VRO observations will constrain the value of $H_0$ to percent-level precision, given a small investment of VRO time dedicated to target-of-opportunity GW follow-up. In the Voyager era, the BNS-kilonova observations begin to constrain $\Omega_m$ with an investment of a few percent of VRO time. With the larger BNS horizon distance in the Cosmic Explorer era, on-axis short gamma-ray bursts (SGRBs) and their afterglows (though accompanying only some of the GW-detected mergers) supplant kilonovae as the most promising counterparts for redshift identification. We show that five years of joint observations with Cosmic Explorer-like facilities and a next-generation gamma-ray satellite with localization capabilities similar to that presently possible with Swift could constrain both $\Omega_m$ and $w_0$ to $15-20\%$. We therefore advocate for a robust target-of-opportunity (ToO) program with VRO, and a wide-field gamma-ray satellite with improved sensitivity in the 2030s, to enable standard siren cosmology with next-generation gravitational wave facilities., Comment: The Astrophysical Journal Letters accepted version

In the computational detection of cyberbullying, existing work largely focused on building generic classifiers that rely exclusively on text analysis of social media sessions. Despite their empirical success, we argue that a critical missing piece is the model explainability, i.e., why a particular piece of media session is detected as cyberbullying. In this paper, therefore, we propose a novel deep model, HEterogeneous Neural Interaction Networks (HENIN), for explainable cyberbullying detection. HENIN contains the following components: a comment encoder, a post-comment co-attention sub-network, and session-session and post-post interaction extractors. Extensive experiments conducted on real datasets exhibit not only the promising performance of HENIN, but also highlight evidential comments so that one can understand why a media session is identified as cyberbullying., Comment: EMNLP 2020 long paper. The identification of the electromagnetic counterpart candidate ZTF19abanrhr to the binary black hole merger GW190521 opens the possibility to infer cosmological parameters from this standard siren with a uniquely identified host galaxy. The distant merger allows for cosmological inference beyond the Hubble constant. Here we show that the three-dimensional spatial location of ZTF19abanrhr calculated from the electromagnetic data remains consistent with the updated sky localization of GW190521 provided by the LIGO-Virgo Collaboration. If ZTF19abanrhr is associated with the GW190521 merger and assuming a flat wCDM model we find that $H_0 =48^{+24}_{-10}$ km/s/Mpc, $\Omega_m =0.39^{+0.38}_{-0.29}$, and $w_0 = -1.29^{+0.63}_{-0.50}$ (median and 68% credible interval). If we use the Hubble constant value inferred from another gravitational-wave event, GW170817, as a prior for our analysis, together with assumption of a flat ${\Lambda}$CDM and the model-independent constraint on the physical matter density ${\omega}_m$ from Planck, we find $H_0 = 69.1^{8.7}_{-6.0}$ km/s/Mpc., Comment: The data behind figures are publicly available at https://doi.org/10.5281/zenodo.4057311 Published version on MNRAS

The independent measurement of Hubble constant with gravitational-wave standard sirens will potentially shed light on the tension between the local distance ladders and Planck experiments. Therefore, thorough understanding of the sources of systematic uncertainty for the standard siren method is crucial. In this paper, we focus on two scenarios that will potentially dominate the systematic uncertainty of standard sirens. First, simulations of electromagnetic counterparts of binary neutron star mergers suggest aspherical emissions, so the binaries available for the standard siren method can be selected by their viewing angles. This selection effect can lead to $\gtrsim 2\%$ bias in Hubble constant measurement even with mild selection. Second, if the binary viewing angles are constrained by the electromagnetic counterpart observations but the bias of the constraints is not controlled under $\sim 10^{\circ}$, the resulting systematic uncertainty in Hubble constant will be $>3\%$. In addition, we find that both of the systematics cannot be properly removed by the viewing angle measurement from gravitational-wave observations. Comparing to the known dominant systematic uncertainty for standard sirens, the $\leq 2\%$ gravitational-wave calibration uncertainty, the effects from viewing angle appear to be more significant. Therefore, the systematic uncertainty from viewing angle might be a major challenge before the standard sirens can resolve the tension in Hubble constant, which is currently $\sim$9%., Comment: Accepted version by Physical Review Letters
