The estimation of uncertainties in cosmological parameters is an important challenge in Large-Scale-Structure (LSS) analyses. For standard analyses such as Baryon Acoustic Oscillations (BAO) and Full Shape, two approaches are usually considered. First: analytical estimates of the covariance matrix use Gaussian approximations and (nonlinear) clustering measurements to estimate the matrix, which allows a relatively fast and computationally cheap way to generate matrices that adapt to an arbitrary clustering measurement. On the other hand, sample covariances are an empirical estimate of the matrix based on en ensemble of clustering measurements from fast and approximate simulations. While more computationally expensive due to the large amount of simulations and volume required, these allow us to take into account systematics that are impossible to model analytically. In this work we compare these two approaches in order to enable DESI's key analyses. We find that the configuration space analytical estimate performs satisfactorily in BAO analyses and its flexibility in terms of input clustering makes it the fiducial choice for DESI's 2024 BAO analysis. On the contrary, the analytical computation of the covariance matrix in Fourier space does not reproduce the expected measurements in terms of Full Shape analyses, which motivates the use of a corrected mock covariance for DESI's Full Shape analysis., Comment: 23 pages, 5 figures 7 tables, submitted to JCAP

We infer the growth of large scale structure over the redshift range $0.4\lesssim z \lesssim 1$ from the cross-correlation of spectroscopically calibrated Luminous Red Galaxies (LRGs) selected from the Dark Energy Spectroscopic Instrument (DESI) legacy imaging survey with CMB lensing maps reconstructed from the latest Planck and ACT data. We adopt a hybrid effective field theory (HEFT) model that robustly regulates the cosmological information obtainable from smaller scales, such that our cosmological constraints are reliably derived from the (predominantly) linear regime. We perform an extensive set of bandpower- and parameter-level systematics checks to ensure the robustness of our results and to characterize the uniformity of the LRG sample. We demonstrate that our results are stable to a wide range of modeling assumptions, finding excellent agreement with a linear theory analysis performed on a restricted range of scales. From a tomographic analysis of the four LRG photometric redshift bins we find that the rate of structure growth is consistent with $\Lambda$CDM with an overall amplitude that is $\simeq5-7\%$ lower than predicted by primary CMB measurements with modest $(\sim2\sigma)$ statistical significance. From the combined analysis of all four bins and their cross-correlations with Planck we obtain $S_8 = 0.765\pm0.023$, which is less discrepant with primary CMB measurements than previous DESI LRG cross Planck CMB lensing results. From the cross-correlation with ACT we obtain $S_8 = 0.790^{+0.024}_{-0.027}$, while when jointly analyzing Planck and ACT we find $S_8 = 0.775^{+0.019}_{-0.022}$ from our data alone and $\sigma_8 = 0.772^{+0.020}_{-0.023}$ with the addition of BAO data. These constraints are consistent with the latest Planck primary CMB analyses at the $\simeq 1.6-2.2\sigma$ level, and are in excellent agreement with galaxy lensing surveys., Comment: 60 pages, 26 figures, comments welcome

We present a high-significance cross-correlation of CMB lensing maps from the Atacama Cosmology Telescope (ACT) Data Release 6 (DR6) with spectroscopically calibrated luminous red galaxies (LRGs) from the Dark Energy Spectroscopic Instrument (DESI). We detect this cross-correlation at a significance of 38$\sigma$; combining our measurement with the Planck Public Release 4 (PR4) lensing map, we detect the cross-correlation at 50$\sigma$. Fitting this jointly with the galaxy auto-correlation power spectrum to break the galaxy bias degeneracy with $\sigma_8$, we perform a tomographic analysis in four LRG redshift bins spanning $0.4 \le z \le 1.0$ to constrain the amplitude of matter density fluctuations through the parameter combination $S_8^\times = \sigma_8 \left(\Omega_m / 0.3\right)^{0.4}$. Prior to unblinding, we confirm with extragalactic simulations that foreground biases are negligible and carry out a comprehensive suite of null and consistency tests. Using a hybrid effective field theory (HEFT) model that allows scales as small as $k_{\rm max}=0.6$ $h/{\rm Mpc}$, we obtain a 3.3% constraint on $S_8^\times = \sigma_8 \left(\Omega_m / 0.3\right)^{0.4} = 0.792^{+0.024}_{-0.028}$ from ACT data, as well as constraints on $S_8^\times(z)$ that probe structure formation over cosmic time. Our result is consistent with the early-universe extrapolation from primary CMB anisotropies measured by Planck PR4 within 1.2$\sigma$. Jointly fitting ACT and Planck lensing cross-correlations we obtain a 2.7% constraint of $S_8^\times = 0.776^{+0.019}_{-0.021}$, which is consistent with the Planck early-universe extrapolation within 2.1$\sigma$, with the lowest redshift bin showing the largest difference in mean. The latter may motivate further CMB lensing tomography analyses at $z<0.6$ to assess the impact of potential systematics or the consistency of the $\Lambda$CDM model over cosmic time., Comment: Prepared for submission to JCAP (47 pages, 13 figures)

The One-Percent survey of the Dark Energy Spectroscopic Instrument collected ~ 270k emission line galaxies (ELGs) at 0.8 < z < 1.6. The high completeness of the sample allowed the clustering to be measured down to scales never probed before, 0.04 Mpc/h in rp for the projected 2-point correlation function (2PCF) and 0.17 Mpc/h in galaxy pair separation s for the 2PCF monopole and quadrupole. The most striking feature of the measurements is a strong signal at the smallest scales, below 0.2 Mpc/h in rp and 1 Mpc/h in s. We analyze these data in the halo occupation distribution framework. We consider different distributions for central galaxies, a standard power law for satellites with no condition on the presence of a central galaxy and explore several extensions of these models. For all considered models, the mean halo mass of the sample is found to be log10 ~ 11.9. We obtain a satellite mean occupation function which agrees with physically motivated ELG models only if we introduce central-satellite conformity, meaning that the satellite occupation is conditioned by the presence of central galaxies of the same type. To achieve in addition a good modeling of the clustering between 0.1 and 1 Mpc/h in rp, we allow for ELG positioning outside of the halo virial radius and find 0.5% of ELGs residing in the outskirts of halos. Furthermore, the satellite velocity dispersion inside halos is found to be ~ 30% larger than that of the halo dark matter particles. These are the main findings of our work. We investigate assembly bias as a function of halo concentration, local density or local density anisotropies and observe no significant change in our results. We split the data sample in two redshift bins and report no significant evolution with redshift. Lastly, changing the cosmology in the modeling impacts only slightly our results.

The halo occupation distribution (HOD) framework is an empirical method to describe the connection between dark matter halos and galaxies, which is constrained by small scale clustering data. Efficient fitting procedures are required to scan the HOD parameter space. This paper describes such a method based on Gaussian Processes to iteratively build a surrogate model of the posterior of the likelihood surface from a reasonable amount of likelihood computations, typically two orders of magnitude less than standard Monte Carlo Markov chain algorithms. Errors in the likelihood computation due to stochastic HOD modelling are also accounted for in the method we propose. We report results of reproducibility, accuracy and stability tests of the method derived from simulation, taking as a test case star-forming emission line galaxies, which constitute the main tracer of the Dark Energy Spectroscopic Instrument and have so far a poorly constrained galaxy-halo connection from observational data.

Standard full-shape clustering analyses in Fourier space rely on a fixed power spectrum template, defined at the fiducial cosmology used to convert redshifts into distances, and compress the cosmological information into the Alcock-Paczynski parameters and the linear growth rate of structure. In this paper, we propose an analysis method that operates directly in the cosmology parameter space and varies the power spectrum template accordingly at each tested point. Predictions for the power spectrum multipoles from the TNS model are computed at different cosmologies in the framework of $\Lambda \rm{CDM}$. Applied to the final eBOSS QSO and LRG samples together with the low-z DR12 BOSS galaxy sample, our analysis results in a set of constraints on the cosmological parameters $\Omega_{\rm cdm}$, $H_0$, $\sigma_8$, $\Omega_{\rm b}$ and $n_s$. To reduce the number of computed models, we construct an iterative process to sample the likelihood surface, where each iteration consists of a Gaussian process regression. This method is validated with mocks from N-body simulations. From the combined analysis of the (e)BOSS data, we obtain the following constraints: $\sigma_8=0.877\pm 0.049$ and $\Omega_{\rm m}=0.304^{+0.016}_{-0.010}$ without any external prior. Galaxy redshift surveys are subject to incompleteness and inhomogeneous sampling due to the various constraints inherent to spectroscopic observations. This can introduce systematic errors on the summary statistics of interest, which need to be mitigated in cosmological analysis to achieve high accuracy. Standard practices involve applying weighting schemes based on completeness estimates across the survey footprint, possibly supplemented with additional weighting schemes accounting for density-dependent effects. In this work, we concentrate on pure angular systematics and describe an alternative approach consisting in analysing the galaxy two-point correlation function where angular modes are nulled. By construction, this procedure removes all possible known and unknown sources of angular observational systematics, but also part of the cosmological signal.We use a modified Landy-Szalay estimator for the two-point correlation function that relies on an additional random catalogue where angular positions are randomly drawn from the galaxy catalogue, and provide an analytical model to describe this modified statistic. We test the model by performing an analysis of the full anisotropic clustering in mock catalogues of luminous red and emission-line galaxies at 0.43 < z < 1.1. We find that the model fully accounts for the modified correlation function in redshift space, without introducing new nuisance parameters. The derived cosmological parameters from the analysis of baryon acoustic oscillations and redshift-space distortions display slightly larger statistical uncertainties, mostly for the growth rate of structure parameter fs8 that exhibits a 50% statistical error increase, but free from angular systematic error., Comment: 16 pages, submitted to MNRAS

We construct cosmic void catalogues with the DIVE void finder upon SDSS BOSS DR12 and eBOSS DR16 galaxy samples with BAO reconstruction applied, and perform a joint BAO analysis using different types of galaxies and the corresponding voids. The BAO peak is evident for the galaxy-galaxy, galaxy-void, and void-void correlation functions of all datasets, including the ones cross correlating luminous red galaxy and emission line galaxy samples. Two multi-tracer BAO fitting schemes are then tested, one combining the galaxy and void correlation functions with a weight applied to voids, and the other using a single BAO dilation parameter for all clustering measurements of different tracers. Both methods produce consistent results with mock catalogues, and on average ~10 per cent improvements of the BAO statistical uncertainties are observed for all samples, compared to the results from galaxies alone. By combining the clustering of galaxies and voids, the uncertainties of BAO measurements from the SDSS data are reduced by 5 to 15 per cent, yielding 0.9, 0.8, 1.1, 2.3, and 2.9 per cent constraints on the distance $D_{_{\rm V}}(z)$, at effective redshifts of 0.38, 0.51, 0.70, 0.77, and 0.85, respectively. When combined with BAO measurements from SDSS MGS, QSO, and Ly$\alpha$ samples, as well as the BBN results, we obtain $H_0 = 67.58 \pm 0.91\,{\rm km}\,{\rm s}^{-1}\,{\rm Mpc}^{-1}$, $\Omega_{\rm m} = 0.290 \pm 0.015$, and $\Omega_\Lambda h^2 = 0.3241 \pm 0.0079$ in the flat-$\Lambda$CDM framework, where the 1$\,\sigma$ uncertainties are around 6, 6, and 17 per cent smaller respectively, compared to constraints from the corresponding anisotropic BAO measurements without voids and LRG-ELG cross correlations., Comment: 33 pages, 30 figures, published on MNRAS

We measure the small-scale clustering of the Data Release 16 extended Baryon Oscillation Spectroscopic Survey Luminous Red Galaxy sample, corrected for fibre-collisions using Pairwise Inverse Probability weights, which give unbiased clustering measurements on all scales. We fit to the monopole and quadrupole moments and to the projected correlation function over the separation range $7-60\,h^{-1}$Mpc with a model based on the Aemulus cosmological emulator to measure the growth rate of cosmic structure, parameterized by $f\sigma_8$. We obtain a measurement of $f\sigma_8(z=0.737)=0.408\pm0.038$, which is $1.4\sigma$ lower than the value expected from 2018 Planck data for a flat $\Lambda$CDM model, and is more consistent with recent weak-lensing measurements. The level of precision achieved is 1.7 times better than more standard measurements made using only the large-scale modes of the same sample. We also fit to the data using the full range of scales $0.1-60\,h^{-1}$Mpc modelled by the Aemulus cosmological emulator and find a $4.5\sigma$ tension in the amplitude of the halo velocity field with the Planck+$\Lambda$CDM model, driven by a mismatch on the non-linear scales. This may not be cosmological in origin, and could be due to a breakdown in the Halo Occupation Distribution model used in the emulator. We investigate the large-scale clustering of the final spectroscopic sample of quasars from the recently completed extended Baryon Oscillation Spectroscopic Survey (eBOSS). The sample contains $343708$ objects in the redshift range $0.8

The forthcoming Dark Energy Spectroscopic Instrument (DESI) experiment plans to measure the effects of dark energy on the expansion of the Universe and create a $3$D map of the Universe using galaxies up to $z \sim 1.6$ and QSOs up to $z \sim 3.5$. In order to create this map, DESI will obtain spectroscopic redshifts of over $30$ million objects; among them, a majority are \oii emitting star-forming galaxies known as emission-line galaxies (ELGs). These ELG targets will be pre-selected by drawing a selection region on the $g - r$ vs. $r - z$ colour-colour plot, where high redshift ELGs form a separate locus from the lower redshift ELGs and interlopers. In this paper, we study the efficiency of three ELG target selection algorithms -- the final design report (FDR) cut based on the DEEP2 photometry, Number Density Modelling and Random Forest -- to determine how the combination of these three algorithms can be best used to yield a simple selection boundary that will be best suited to meet DESI's science goals. To do this, we selected $17$ small patches in the DESI footprint where we run the three target selection algorithms to pre-select ELGs based on their photometry. We observed the pre-selected ELGs using the MMT Binospec, which is similar in functionality to the DESI instrument, to obtain their spectroscopic redshifts and fluxes of $1054$ ELGs. We test general relativity (GR) at the effective redshift $\bar{z} \sim 1.5$ by estimating the statistic $E_G$, a probe of gravity, on cosmological scales $19 - 190\,h^{-1}{\rm Mpc}$. This is the highest-redshift and largest-scale estimation of $E_G$ so far. We use the quasar sample with redshifts $0.8 < z < 2.2$ from Sloan Digital Sky Survey IV extended Baryon Oscillation Spectroscopic Survey (eBOSS) Data Release 16 (DR16) as the large-scale structure (LSS) tracer, for which the angular power spectrum $C_\ell^{qq}$ and the redshift-space distortion (RSD) parameter $\beta$ are estimated. By cross correlating with the $\textit{Planck}$ 2018 cosmic microwave background (CMB) lensing map, we detect the angular cross-power spectrum $C_\ell^{\kappa q}$ signal at $12\,\sigma$ significance. Both jackknife resampling and simulations are used to estimate the covariance matrix (CM) of $E_G$ at $5$ bins covering different scales, with the later preferred for its better constraints on the covariances. We find $E_G$ estimates agree with the GR prediction at $1\,\sigma$ level over all these scales. With the CM estimated with $300$ simulations, we report a best-fit scale-averaged estimate of $E_G(\bar{z})=0.30\pm 0.05$, which is in line with the GR prediction $E_G^{\rm GR}(\bar{z})=0.33$ with $\textit{Planck}$ 2018 CMB+BAO matter density fraction $\Omega_{\rm m}=0.31$. Accurate mock catalogues are essential for assessing systematics in the cosmological analysis of large galaxy surveys. Anisotropic two-point clustering measurements from the same simulation show some scatter for different lines of sight (LOS), but are on average equal, due to cosmic variance. This results in scatter in the measured cosmological parameters. We use the OuterRim N-body simulation halo catalogue to investigate this, considering the 3 simulation axes as LOS. The quadrupole of the 2-point statistics is particularly sensitive to changes in the LOS, with sub-percent level differences in the velocity distributions resulting in ~1.5$\sigma$ shifts on large scales. Averaging over multiple LOS can reduce the impact of cosmic variance. We derive an expression for the Gaussian cross-covariance between the power spectrum multipole measurements, for any two LOS, including shot noise, and the corresponding reduction in variance in the average measurement. Quadrupole measurements are anti-correlated, and for three orthogonal LOS, the variance on the average measurement is reduced by more than 1/3. We perform a Fisher analysis to predict the corresponding gain in precision on the cosmological parameter measurements, which we compare against a set of 300 extended Baryon Oscillation Spectroscopic Survey (eBOSS) emission line galaxy (ELG) EZmocks. The gain in $f\sigma_8$, which measures the growth of structure, is also better than 1/3. We measure the anisotropic clustering of the quasar sample from Data Release 16 (DR16) of the Sloan Digital Sky Survey IV extended Baryon Oscillation Spectroscopic Survey (eBOSS). A sample of $343,708$ spectroscopically confirmed quasars between redshift $0.8

We measure the clustering of quasars of the final data release (DR16) of eBOSS. The sample contains $343\,708$ quasars between redshifts $0.8\leq z\leq2.2$ over $4699\,\mathrm{deg}^2$. We calculate the Legendre multipoles (0,2,4) of the anisotropic power spectrum and perform a BAO and a Full-Shape (FS) analysis at the effective redshift $z{\rm eff}=1.480$. The errors include systematic errors that amount to 1/3 of the statistical error. The systematic errors comprise a modelling part studied using a blind N-Body mock challenge and observational effects studied with approximate mocks to account for various types of redshift smearing and fibre collisions. For the BAO analysis, we measure the transverse comoving distance $D_{\rm M}(z_{\rm eff})/r_{\rm drag}=30.60\pm{0.90}$ and the Hubble distance $D_{\rm H}(z_{\rm eff})/r_{\rm drag}=13.34\pm{0.60}$. This agrees with the configuration space analysis, and the consensus yields: $D_{\rm M}(z_{\rm eff})/r_{\rm drag}=30.69\pm{0.80}$ and $D_{\rm H}(z_{\rm eff})/r_{\rm drag}=13.26\pm{0.55}$. In the FS analysis, we fit the power spectrum using a model based on Regularised Perturbation Theory, which includes Redshift Space Distortions and the Alcock-Paczynski effect. The results are $D_{\rm M}(z_{\rm eff})/r_{\rm drag}=30.68\pm{0.90}$ and $D_{\rm H}(z_{\rm eff})/r_{\rm drag}=13.52\pm{0.51}$ and we constrain the linear growth rate of structure $f(z_{\rm eff})\sigma_8(z_{\rm eff})=0.476\pm{0.047}$. Our results agree with the configuration space analysis. The consensus analysis of the eBOSS quasar sample yields: $D_{\rm M}(z_{\rm eff})/r_{\rm drag}=30.21\pm{0.79}$, $D_{\rm H}(z_{\rm eff})/r_{\rm drag}=3.23\pm{0.47}$ and $f(z_{\rm eff})\sigma_8(z_{\rm eff})=0.462\pm{0.045}$ and is consistent with a flat $\Lambda {\rm CDM}$ cosmological model using Planck results., Comment: 22 pages, 16 figures, 12 tables A summary of all SDSS BAO and RSD measurements with accompanying legacy figures can be found here: https://sdss.org/science/final-bao-and-rsd-measurements/ . We present a void clustering analysis in configuration-space using the completed Sloan Digital Sky Survey IV (SDSS-IV) extended Baryon Oscillation Spectroscopic Survey (eBOSS) DR16 samples. These samples consist of Luminous Red Galaxies (LRG) combined with the high redshift tail of the SDSS-III Baryon Oscillation Spectroscopic Survey (BOSS) DR12 CMASS galaxies (called as LRG+CMASS sample), Emission Line Galaxies (ELG) and quasars (QSO). We build void catalogues from the three eBOSS DR16 samples using a ZOBOV-based algorithm, providing 2,814 voids, 1,801 voids and 4,347 voids in the LRG+CMASS, ELG and QSO samples, respectively, spanning the redshift range $0.6

The completed eBOSS catalogues contain redshifts of 344080 QSOs over 0.8

We perform a joint BAO and RSD analysis using the eBOSS DR16 LRG and ELG samples in the redshift range of $z\in[0.6,1.1]$, and detect a RSD signal from the cross power spectrum at a $\sim4\sigma$ confidence level, i.e., $f\sigma_8=0.317\pm0.080$ at $z_{\rm eff}=0.77$. Based on the chained power spectrum, which is a new development in this work to mitigate the angular systematics, we measurement the BAO distances and growth rate simultaneously at two effective redshifts, namely, $D_{\rm M}/r_{\rm d} \ (z=0.70)=17.96\pm0.51, \ D_{\rm H}/r_{\rm d} \ (z=0.70)=21.22\pm1.20, \ f\sigma_8 \ (z=0.70) =0.43\pm0.05$, and $D_{\rm M}/r_{\rm d} \ (z=0.845)=18.90\pm0.78, \ D_{\rm H}/r_{\rm d} \ (z=0.845)=20.91\pm2.86, \ f\sigma_8 \ (z=0.845) =0.30\pm0.08$. Combined with BAO measurements including those from the eBOSS DR16 QSO and Lyman-$\alpha$ sample, our measurement has raised the significance level of a nonzero $\Omega_{\rm \Lambda}$ to $\sim11\sigma$., Comment: 21 pages, 13 figures; version accepted to MNRAS. We present the anisotropic clustering of emission line galaxies (ELGs) from the Sloan Digital Sky Survey IV (SDSS-IV) extended Baryon Oscillation Spectroscopic Survey (eBOSS) Data Release 16 (DR16). Our sample is composed of 173,736 ELGs covering an area of 1170 deg$^2$ over the redshift range $0.6 \leq z \leq 1.1$. We use the Convolution Lagrangian Perturbation Theory in addition to the Gaussian Streaming Redshift-Space Distortions to model the Legendre multipoles of the anisotropic correlation function. We show that the eBOSS ELG correlation function measurement is affected by the contribution of a radial integral constraint that needs to be modelled to avoid biased results. To mitigate the effect from unknown angular systematics, we adopt a modified correlation function estimator that cancels out the angular modes from the clustering. At the effective redshift, $z_{\rm eff}=0.85$, including statistical and systematical uncertainties, we measure the linear growth rate of structure $f\sigma_8(z_{\rm eff}) = 0.35\pm0.10$, the Hubble distance $D_H(z_{\rm eff})/r_{\rm drag} = 19.1^{+1.9}_{-2.1}$ and the comoving angular diameter distance $D_M(z_{\rm eff})/r_{\rm drag} = 19.9\pm1.0$. These results are in agreement with the Fourier space analysis, leading to consensus values of: $f\sigma_8(z_{\rm eff}) = 0.315\pm0.095$, $D_H(z_{\rm eff})/r_{\rm drag} = 19.6^{+2.2}_{-2.1}$ and $D_M(z_{\rm eff})/r_{\rm drag} = 19.5\pm1.0$, consistent with $\Lambda$CDM model predictions with Planck parameters., Comment: A summary of all SDSS BAO and RSD measurements with accompanying legacy figures can be found here: https://www.sdss.org/science/final-bao-and-rsd-measurements/ . We present the final Sloan Digital Sky Survey IV (SDSS-IV) quasar catalog from Data Release 16 of the extended Baryon Oscillation Spectroscopic Survey (eBOSS). This catalog comprises the largest selection of spectroscopically confirmed quasars to date. The full catalog includes two sub-catalogs: a "superset" of all SDSS-IV/eBOSS objects targeted as quasars containing 1,440,615 observations and a quasar-only catalog containing 750,414 quasars, including 225,082 new quasars appearing in an SDSS data release for the first time, as well as known quasars from SDSS-I/II/III. We present automated identification and redshift information for these quasars alongside data from visual inspections for 320,161 spectra. The quasar-only catalog is estimated to be 99.8% complete with 0.3% to 1.3% contamination. Automated and visual inspection redshifts are supplemented by redshifts derived via principal component analysis and emission lines. We include emission line redshifts for H$\alpha$, H$\beta$, Mg II, C III], C IV, and Ly$\alpha$. Identification and key characteristics generated by automated algorithms are presented for 99,856 Broad Absorption Line quasars and 35,686 Damped Lyman Alpha quasars. In addition to SDSS photometric data, we also present multi-wavelength data for quasars from GALEX, UKIDSS, WISE, FIRST, ROSAT/2RXS, XMM-Newton, and Gaia. Cosmological growth can be measured in the redshift space clustering of galaxies targeted by spectroscopic surveys. Accurate prediction of clustering of galaxies will require understanding galaxy physics which is a very hard and highly non-linear problem. Approximate models of redshift space distortion (RSD) take a perturbative approach to solve the evolution of dark matter and galaxies in the universe. In this paper we focus on eBOSS emission line galaxies (ELGs) which live in intermediate mass haloes. We create a series of mock catalogues using haloes from the Multidark and {\sc Outer Rim} dark matter only N-body simulations. Our mock catalogues include various effects inspired by baryonic physics such as assembly bias and the characteristics of satellite galaxies kinematics, dynamics and statistics deviating from dark matter particles. We analyse these mocks using the TNS RSD model in Fourier space and the CLPT in configuration space. We conclude that these two RSD models provide an unbiased measurement of redshift space distortion within the statistical error of our mocks. We obtain the conservative theoretical systematic uncertainty of $3.3\%$, $1.8\%$ and $1.5\%$ in $f\sigma_8$, $\alpha_{\parallel}$ and $\alpha_{\bot}$ respectively for the TNS and CLPT models. We produce 1000 realizations of synthetic clustering catalogues for each type of the tracers used for the baryon acoustic oscillation and redshift space distortion analysis of the Sloan Digital Sky Surveys-IV extended Baryon Oscillation Spectroscopic Survey final data release (eBOSS DR16), covering the redshift range from 0.6 to 2.2, to provide reliable estimates of covariance matrices and test the robustness of the analysis pipeline with respect to observational systematics. By extending the Zel'dovich approximation density field with an effective tracer bias model calibrated with the clustering measurements from the observational data, we accurately reproduce the two- and three-point clustering statistics of the eBOSS DR16 tracers, including their cross-correlations in redshift space with very low computational costs. In addition, we include the gravitational evolution of structures and sample selection biases at different redshifts, as well as various photometric and spectroscopic systematic effects. The agreements on the auto-clustering statistics between the data and mocks are generally within 1 $\sigma$ variances inferred from the mocks, for scales down to a few $h^{-1}\,{\rm Mpc}$ in configuration space, and up to $0.3\,h\,{\rm Mpc}^{-1}$ in Fourier space. For the cross correlations between different tracers, the same level of consistency presents in configuration space, while there are only discrepancies in Fourier space for scales above $0.15\,h\,{\rm Mpc}^{-1}$. We present the cosmological implications from final measurements of clustering using galaxies, quasars, and Ly$\alpha$ forests from the completed Sloan Digital Sky Survey (SDSS) lineage of experiments in large-scale structure. These experiments, composed of data from SDSS, SDSS-II, BOSS, and eBOSS, offer independent measurements of baryon acoustic oscillation (BAO) measurements of angular-diameter distances and Hubble distances relative to the sound horizon, $r_d$, from eight different samples and six measurements of the growth rate parameter, $f\sigma_8$, from redshift-space distortions (RSD). This composite sample is the most constraining of its kind and allows us to perform a comprehensive assessment of the cosmological model after two decades of dedicated spectroscopic observation. We show that the BAO data alone are able to rule out dark-energy-free models at more than eight standard deviations in an extension to the flat, $\Lambda$CDM model that allows for curvature. When combined with Planck Cosmic Microwave Background (CMB) measurements of temperature and polarization the BAO data provide nearly an order of magnitude improvement on curvature constraints. The RSD measurements indicate a growth rate that is consistent with predictions from Planck primary data and with General Relativity. When combining the results of SDSS BAO and RSD with external data, all multiple-parameter extensions remain consistent with a $\Lambda$CDM model. Regardless of cosmological model, the precision on $\Omega_\Lambda$, $H_0$, and $\sigma_8$, remains at roughly 1\%, showing changes of less than 0.6\% in the central values between models. The inverse distance ladder measurement under a o$w_0w_a$CDM yields $H_0= 68.20 \pm 0.81 \, \rm km\, s^{-1} Mpc^{-1}$, remaining in tension with several direct determination methods. We present the cosmological analysis of the configuration-space anisotropic clustering in the completed Sloan Digital Sky Survey IV (SDSS-IV) extended Baryon Oscillation Spectroscopic Survey (eBOSS) DR16 galaxy sample. This sample consists of luminous red galaxies (LRGs) spanning the redshift range $0.6 < z < 1$, at an effective redshift of $z_{\rm eff}=0.698$. It combines 174 816 eBOSS LRGs and 202 642 BOSS CMASS galaxies. We extract and model the baryon acoustic oscillations (BAO) and redshift-space distortions (RSD) features from the galaxy two-point correlation function to infer geometrical and dynamical cosmological constraints. The adopted methodology is extensively tested on a set of realistic simulations. The correlations between the inferred parameters from the BAO and full-shape correlation function analyses are estimated. This allows us to derive joint constraints on the three cosmological parameter combinations: $D_M(z)/r_d$, $D_H(z)/r_d$ and $f\sigma_8(z)$, where $D_M$ is the comoving angular diameter distance, $D_H$ is Hubble distance, $r_d$ is the comoving BAO scale, $f$ is the linear growth rate of structure, and $\sigma_8$ is the amplitude of linear matter perturbations. After combining the results with those from the parallel power spectrum analysis of Gil-Marin et al. 2020, we obtain the constraints: $D_M/r_d = 17.65 \pm 0.30$, $D_H/r_d = 19.77 \pm 0.47$, $f\sigma_8 = 0.473 \pm 0.044$. We develop a series of N-body data challenges, functional to the final analysis of the extended Baryon Oscillation Spectroscopic Survey (eBOSS) Data Release 16 (DR16) galaxy sample. The challenges are primarily based on high-fidelity catalogs constructed from the Outer Rim simulation - a large box size realization (3 Gpc/h) characterized by an unprecedented combination of volume and mass resolution, down to 1.85x10^9 M_sun/h. We generate synthetic galaxy mocks by populating Outer Rim halos with a variety of halo occupation distribution (HOD) schemes of increasing complexity, spanning different redshift intervals. We then assess the performance of three complementary redshift space distortion (RSD) models in configuration and Fourier space, adopted for the analysis of the complete DR16 eBOSS sample of Luminous Red Galaxies (LRGs). We find all the methods mutually consistent, with comparable systematic errors on the Alcock-Paczynski parameters and the growth of structure, and robust to different HOD prescriptions - thus validating the robustness of the models and the pipelines used for the baryon acoustic oscillation (BAO) and full shape clustering analysis. In particular, all the techniques are able to recover a_par and a_perp to within 0.9%, and fsig8 to within 1.5%. As a by-product of our work, we are also able to gain interesting insights on the galaxy-halo connection. Our study is relevant for the final eBOSS DR16 `consensus cosmology', as the systematic error budget is informed by testing the results of analyses against these high-resolution mocks. We perform a multi-tracer analysis using the complete Sloan Digital Sky Survey IV (SDSS-IV) extended Baryon Oscillation Spectroscopic Survey (eBOSS) DR16 luminous red galaxy (LRG) and the DR16 emission line galaxy (ELG) samples in the configuration space, and successfully detect a cross correlation between the two samples, and find the growth rate to be $f\sigma_8=0.342 \pm 0.085$ ($\sim25$ per cent accuracy) from the cross sample alone. We perform a joint measurement of the baryonic acoustic oscillation (BAO) and redshift space distortion (RSD) parameters at a single effective redshift of $z_{\rm eff}= 0.77$, using the auto- and cross-correlation functions of the LRG and ELG samples, and find that the comoving angular diameter distance $D_M(z_{\rm eff})/r_d = 18.85\pm 0.38$, the Hubble distance $D_H(z_{\rm eff})/r_d = 19.64 \pm 0.57$, and $f\sigma_8(z_{\rm eff}) = 0.432 \pm 0.038$, which is consistent with a $\Lambda$CDM model at $68\%$ CL. We present large-scale structure catalogs from the completed extended Baryon Oscillation Spectroscopic Survey (eBOSS). Derived from Sloan Digital Sky Survey (SDSS) -IV Data Release 16 (DR16), these catalogs provide the data samples, corrected for observational systematics, and random positions sampling the survey selection function. Combined, they allow large-scale clustering measurements suitable for testing cosmological models. We describe the methods used to create these catalogs for the eBOSS DR16 Luminous Red Galaxy (LRG) and Quasar samples. The quasar catalog contains 343,708 redshifts with $0.8 < z < 2.2$ over 4,808\,deg$^2$. We combine 174,816 eBOSS LRG redshifts over 4,242\,deg$^2$ in the redshift interval $0.6 < z < 1.0$ with SDSS-III BOSS LRGs in the same redshift range to produce a combined sample of 377,458 galaxy redshifts distributed over 9,493\,deg$^2$. Improved algorithms for estimating redshifts allow that 98 per cent of LRG observations result in a successful redshift, with less than one per cent catastrophic failures ($\Delta z > 1000$ ${\rm km~s}^{-1}$). For quasars, these rates are 95 and 2 per cent (with $\Delta z > 3000$ ${\rm km~s}^{-1}$). We apply corrections for trends between the number densities of our samples and the properties of the imaging and spectroscopic data. For example, the quasar catalog obtains a $\chi^2$/DoF$= 776/10$ for a null test against imaging depth before corrections and a $\chi^2$/DoF$=6/8$ after. The growth rate and expansion history of the Universe can be measured from large galaxy redshift surveys using the Alcock-Paczynski effect. We validate the Redshift Space Distortion models used in the final analysis of the Sloan Digital Sky Survey (SDSS) extended Baryon Oscillation Spectroscopic Survey (eBOSS) Data Release 16 quasar clustering sample, in configuration and Fourier space, using a series of HOD mock catalogues generated using the OuterRim N-body simulation. We test three models on a series of non-blind mocks, in the OuterRim cosmology, and blind mocks, which have been rescaled to new cosmologies, and investigate the effects of redshift smearing and catastrophic redshifts. We find that for the non-blind mocks, the models are able to recover $f\sigma_8$ to within 3% and $\alpha_\parallel$ and $\alpha_\bot$ to within 1%. The scatter in the measurements is larger for the blind mocks, due to the assumption of an incorrect fiducial cosmology. From this mock challenge, we find that all three models perform well, with similar systematic errors on $f\sigma_8$, $\alpha_\parallel$ and $\alpha_\bot$ at the level of $\sigma_{f\sigma_8}=0.013$, $\sigma_{\alpha_\parallel}=0.012$ and $\sigma_{\alpha_\bot}=0.008$. The systematic error on the combined consensus is $\sigma_{f\sigma_8}=0.011$, $\sigma_{\alpha_\parallel}=0.008$ and $\sigma_{\alpha_\bot}=0.005$, which is used in the final DR16 analysis. We analyse the large-scale clustering in Fourier space of emission line galaxies (ELG) from the Data Release 16 of the Sloan Digital Sky Survey IV extended Baryon Oscillation Spectroscopic Survey. The ELG sample contains 173,736 galaxies covering 1,170 square degrees in the redshift range $0.6 < z < 1.1$. We perform a BAO measurement from the post-reconstruction power spectrum monopole, and study redshift space distortions (RSD) in the first three even multipoles. Photometric variations yield fluctuations of both the angular and radial survey selection functions. Those are directly inferred from data, imposing integral constraints which we model consistently. The full data set has only a weak preference for a BAO feature ($1.4\sigma$). At the effective redshift $z_{\rm eff} = 0.845$ we measure $D_{\rm V}(z_{\rm eff})/r_{\rm drag} = 18.33_{-0.62}^{+0.57}$, with $D_{\rm V}$ the volume-averaged distance and $r_{\rm drag}$ the comoving sound horizon at the drag epoch. In combination with the RSD measurement, at $z_{\rm eff} = 0.85$ we find $f\sigma_8(z_{\rm eff}) = 0.289_{-0.096}^{+0.085}$, with $f$ the growth rate of structure and $\sigma_8$ the normalisation of the linear power spectrum, $D_{\rm H}(z_{\rm eff})/r_{\rm drag} = 20.0_{-2.2}^{+2.4}$ and $D_{\rm M}(z_{\rm eff})/r_{\rm drag} = 19.17 \pm 0.99$ with $D_{\rm H}$ and $D_{\rm M}$ the Hubble and comoving angular distances, respectively. These results are in agreement with those obtained in configuration space, thus allowing a consensus measurement of $f\sigma_8(z_{\rm eff}) = 0.315 \pm 0.095$, $D_{\rm H}(z_{\rm eff})/r_{\rm drag} = 19.6_{-2.1}^{+2.2}$ and $D_{\rm M}(z_{\rm eff})/r_{\rm drag} = 19.5 \pm 1.0$. We analyse the clustering of the Sloan Digital Sky Survey IV extended Baryon Oscillation Spectroscopic Survey Data Release 16 luminous red galaxy sample (DR16 eBOSS LRG) in combination with the high redshift tail of the Sloan Digital Sky Survey III Baryon Oscillation Spectroscopic Survey Data Release 12 (DR12 BOSS CMASS). We measure the redshift space distortions (RSD) and also extract the longitudinal and transverse baryonic acoustic oscillation (BAO) scale from the anisotropic power spectrum signal inferred from 377,458 galaxies between redshifts 0.6 and 1.0, with effective redshift of $z_{\rm eff}=0.698$ and effective comoving volume of $2.72\,{\rm Gpc}^3$. After applying reconstruction we measure the BAO scale and infer $D_H(z_{\rm eff})/r_{\rm drag} = 19.30\pm 0.56$ and $D_M(z_{\rm eff})/r_{\rm drag} =17.86 \pm 0.37$. When we perform a redshift space distortions analysis on the pre-reconstructed catalogue on the monopole, quadrupole and hexadecapole we find, $D_H(z_{\rm eff})/r_{\rm drag} = 20.18\pm 0.78$, $D_M(z_{\rm eff})/r_{\rm drag} =17.49 \pm 0.52$ and $f\sigma_8(z_{\rm eff})=0.454\pm0.046$. We combine both sets of results along with the measurements in configuration space of \cite{LRG_corr} and report the following consensus values: $D_H(z_{\rm eff})/r_{\rm drag} = 19.77\pm 0.47$, $D_M(z_{\rm eff})/r_{\rm drag} = 17.65\pm 0.30$ and $f\sigma_8(z_{\rm eff})=0.473\pm 0.044$, which are in full agreement with the standard $\Lambda$CDM and GR predictions. We present the Emission Line Galaxy (ELG) sample of the extended Baryon Oscillation Spectroscopic Survey (eBOSS) from the Sloan Digital Sky Survey IV Data Release 16 (DR16). After describing the observations and redshift measurement for the 269,243 observed ELG spectra over 1170 deg$^2$, we present the large-scale structure catalogues, which are used for the cosmological analysis. These catalogues contain 173,736 reliable spectroscopic redshifts between 0.6 and 1.1, along with the associated random catalogues quantifying the extent of observations, and the appropriate weights to correct for non-cosmological fluctuations. We perform a spherically averaged baryon acoustic oscillations (BAO) measurement in configuration space, with density field reconstruction: the data 2-point correlation function shows a feature consistent with that of the BAO, providing a 3.2-percent measurement of the spherically averaged BAO distance $D_V(z_{\rm eff})/r_{\rm drag} = 18.23\pm 0.58$ at the effective redshift $z_{\rm eff}=0.845$., Comment: Submitted to MNRAS. We study the modelling of the Halo Occupation Distribution (HOD) for the eBOSS DR16 Emission Line Galaxies (ELGs). Motivated by previous theoretical and observational studies, we consider different physical effects that can change how ELGs populate haloes. We explore the shape of the average HOD, the fraction of satellite galaxies, their probability distribution function (PDF), and their density and velocity profiles. Our baseline HOD shape was fitted to a semi-analytical model of galaxy formation and evolution, with a decaying occupation of central ELGs at high halo masses. We consider Poisson and sub/super-Poissonian PDFs for satellite assignment. We model both NFW and particle profiles for satellite positions, also allowing for decreased concentrations. We model velocities with the virial theorem and particle velocity distributions. Additionally, we introduce a velocity bias and a net infall velocity. We study how these choices impact the clustering statistics while keeping the number density and bias fixed to that from eBOSS ELGs. The projected correlation function, $w_p$, captures most of the effects from the PDF and satellites profile. The quadrupole, $\xi_2$, captures most of the effects coming from the velocity profile. We find that the impact of the mean HOD shape is subdominant relative to the rest of choices. We fit the clustering of the eBOSS DR16 ELG data under different combinations of the above assumptions. The catalogues presented here have been analysed in companion papers, showing that eBOSS RSD+BAO measurements are insensitive to the details of galaxy physics considered here. This paper documents the sixteenth data release (DR16) from the Sloan Digital Sky Surveys; the fourth and penultimate from the fourth phase (SDSS-IV). This is the first release of data from the southern hemisphere survey of the Apache Point Observatory Galactic Evolution Experiment 2 (APOGEE-2); new data from APOGEE-2 North are also included. DR16 is also notable as the final data release for the main cosmological program of the Extended Baryon Oscillation Spectroscopic Survey (eBOSS), and all raw and reduced spectra from that project are released here. DR16 also includes all the data from the Time Domain Spectroscopic Survey (TDSS) and new data from the SPectroscopic IDentification of ERosita Survey (SPIDERS) programs, both of which were co-observed on eBOSS plates. DR16 has no new data from the Mapping Nearby Galaxies at Apache Point Observatory (MaNGA) survey (or the MaNGA Stellar Library "MaStar"). We present a measurement of the anisotropic and isotropic Baryon Acoustic Oscillations (BAO) from the extended Baryon Oscillation Spectroscopic Survey Data Release 14 quasar sample with optimal redshift weights. Applying the redshift weights improves the constraint on the BAO dilation parameter $\alpha(z_{\rm eff})$ by 17\%. We present the clustering measurements of quasars in configuration space based on the Data Release 14 (DR14) of the Sloan Digital Sky Survey IV extended Baryon Oscillation Spectroscopic Survey. This dataset includes 148,659 quasars spread over the redshift range $0.8\leq z \leq 2.2$ and spanning 2112.9 square degrees. We use the Convolution Lagrangian Perturbation Theory (CLPT) approach with a Gaussian Streaming (GS) model for the redshift space distortions of the correlation function and demonstrate its applicability for dark matter halos hosting eBOSS quasar tracers. At the effective redshift $z_{\rm eff} = 1.52$, we measure the linear growth rate of structure $f\sigma_{8}(z_{\rm eff})= 0.426 \pm 0.077$, the expansion rate $H(z_{\rm eff})= 159^{+12}_{-13}(r_{s}^{\rm fid}/r_s){\rm km.s}^{-1}.{\rm Mpc}^{-1}$, and the angular diameter distance $D_{A}(z_{\rm eff})=1850^{+90}_{-115}\,(r_s/r_{s}^{\rm fid}){\rm Mpc}$, where $r_{s}$ is the sound horizon at the end of the baryon drag epoch and $r_{s}^{\rm fid}$ is its value in the fiducial cosmology. The quoted errors include both systematic and statistical contributions. The results on the evolution of distances are consistent with the predictions of flat $\Lambda$-Cold Dark Matter ($\Lambda$-CDM) cosmology with Planck parameters, and the measurement of $f\sigma_{8}$ extends the validity of General Relativity (GR) to higher redshifts($z>1$) This paper is released with companion papers using the same sample. We develop a new method, which is based on the optimal redshift weighting scheme, to extract the maximal tomographic information of baryonic acoustic oscillations (BAO) and redshift space distortions (RSD) from the extended Baryon Oscillation Spectroscopic Survey (eBOSS) Data Release 14 quasar (DR14Q) survey. We validate our method using the EZ mocks, and apply our pipeline to the eBOSS DR14Q sample in the redshift range of $0.8

We present an anisotropic analysis of Baryon Acoustic Oscillation (BAO) signal from the SDSS-IV extended Baryon Oscillation Spectroscopic Survey (eBOSS) Data Release 14 (DR14) quasar sample. The sample consists of 147,000 quasars distributed over a redshift range of $0.8 < z < 2.2$. We apply the redshift weights technique to the clustering of quasars in this sample and achieve a 4.6 per cent measurement of the angular distance measurement $D_M$ at $z = 2.2$ and Hubble parameter $H$ at $z=0.8$. We parameterize the distance-redshift relation, relative to a fiducial model, as a quadratic expansion. The coefficients of this expansion are used to reconstruct the distance-redshift relation and obtain distance and Hubble parameter measurements at all redshifts within the redshift range of the sample. Reporting the result at two characteristic redshifts, we determine $D_M(z=1) = 3405\pm305 \ (r_{\rm d} / r_{\rm d, fid}) \ {\rm Mpc}$, $H(z=1) = 120.7\pm 7.3 \ (r_{\rm d,fid} / r_{\rm d}) \ {\rm km} \ {\rm s}^{-1}{\rm Mpc}^{-1}$ and $D_M(z=2) = 5325\pm249 \ (r_{\rm d} / r_{\rm d, fid}) \ {\rm Mpc}$, $H(z=2) = 189.9\pm 32.9 \ (r_{\rm d,fid} / r_{\rm d}) \ {\rm km} \ {\rm s}^{-1}{\rm Mpc}^{-1}$. These measurements are highly correlated. We assess the outlook of BAO analysis from the final quasar sample by testing the method on a set of mocks that mimic the noise level in the final sample. We demonstrate on these mocks that redshift weighting shrinks the measurement error by over 25 per cent on average. We conclude redshift weighting can bring us closer to the cosmological goal of the final quasar sample., Comment: 10 pages, 6 figures

We analyse the clustering of the Sloan Digital Sky Survey IV extended Baryon Oscillation Spectroscopic Survey Data Release 14 quasar sample (DR14Q). We measure the redshift space distortions using the power spectrum monopole, quadrupole and hexadecapole inferred from 148,659 quasars between redshifts 0.8 and 2.2 covering a total sky footprint of 2112.9 deg$^2$. We constrain the logarithmic growth of structure times the amplitude of dark matter density fluctuations, $f\sigma_8$, and the Alcock-Paczynski dilation scales which allow constraints to be placed on the angular diameter distance $D_A(z)$ and the Hubble $H(z)$ parameter. At the effective redshift of $z_{\rm eff}=1.52$, $f\sigma_8(z_{\rm eff})=0.420\pm0.076$, $H(z_{\rm eff})=[162\pm 12]\, (r_s^{\rm fid}/r_s)\,{\rm km\, s}^{-1}{\rm Mpc}^{-1}$, and $D_A(z_{\rm eff})=[1.85\pm 0.11]\times10^3\,(r_s/r_s^{\rm fid})\,{\rm Mpc}$, where $r_s$ is the comoving sound horizon at the baryon drag epoch and the superscript `fid' stands for its fiducial value. The errors take into account the full error budget, including systematics and statistical contributions. These results are in full agreement with the current $\Lambda$-Cold Dark Matter ($\Lambda$CDM) cosmological model inferred from Planck measurements. Finally, we compare our measurements with other eBOSS companion papers and find excellent agreement, demonstrating the consistency and complementarity of the different methods used for analysing the data., Comment: 37 pages, 25 figures, 14 tables. We explore the cosmological implications of anisotropic clustering measurements of the quasar sample from Data Release 14 of the Sloan Digital Sky Survey IV Extended Baryon Oscillation Spectroscopic Survey (eBOSS) in configuration space. The $\sim 147,000$ quasar sample observed by eBOSS offers a direct tracer of the density field and bridges the gap of previous BAO measurements between redshift $0.8

We present a measurement of baryon acoustic oscillations (BAO) in the cross-correlation of quasars with the Ly$\alpha$-forest flux-transmission at a mean redshift $z=2.40$. The measurement uses the complete SDSS-III data sample: 168,889 forests and 234,367 quasars from the SDSS Data Release DR12. In addition to the statistical improvement on our previous study using DR11, we have implemented numerous improvements at the analysis level allowing a more accurate measurement of this cross-correlation. We also developed the first simulations of the cross-correlation allowing us to test different aspects of our data analysis and to search for potential systematic errors in the determination of the BAO peak position. We measure the two ratios $D_{H}(z=2.40)/r_{d} = 9.01 \pm 0.36$ and $D_{M}(z=2.40)/r_{d} = 35.7 \pm 1.7$, where the errors include marginalization over the non-linear velocity of quasars and the metal - quasar cross-correlation contribution, among other effects. These results are within $1.8\sigma$ of the prediction of the flat-$\Lambda$CDM model describing the observed CMB anisotropies. We combine this study with the Ly$\alpha$-forest auto-correlation function [2017A&A...603A..12B], yielding $D_{H}(z=2.40)/r_{d} = 8.94 \pm 0.22$ and $D_{M}(z=2.40)/r_{d} = 36.6 \pm 1.2$, within $2.3\sigma$ of the same flat-$\Lambda$CDM model., Comment: accepted by A&A

The fourth generation of the Sloan Digital Sky Survey (SDSS-IV) has been in operation since July 2014. This paper describes the second data release from this phase, and the fourteenth from SDSS overall (making this, Data Release Fourteen or DR14). This release makes public data taken by SDSS-IV in its first two years of operation (July 2014-2016). Like all previous SDSS releases, DR14 is cumulative, including the most recent reductions and calibrations of all data taken by SDSS since the first phase began operations in 2000. New in DR14 is the first public release of data from the extended Baryon Oscillation Spectroscopic Survey (eBOSS); the first data from the second phase of the Apache Point Observatory (APO) Galactic Evolution Experiment (APOGEE-2), including stellar parameter estimates from an innovative data driven machine learning algorithm known as "The Cannon"; and almost twice as many data cubes from the Mapping Nearby Galaxies at APO (MaNGA) survey as were in the previous release (N = 2812 in total). This paper describes the location and format of the publicly available data from SDSS-IV surveys. We provide references to the important technical papers describing how these data have been taken (both targeting and observation details) and processed for scientific use. The SDSS website (www.sdss.org) has been updated for this release, and provides links to data downloads, as well as tutorials and examples of data use. We present measurements of the Baryon Acoustic Oscillation (BAO) scale in redshift-space using the clustering of quasars. We consider a sample of 147,000 quasars from the extended Baryon Oscillation Spectroscopic Survey (eBOSS) distributed over 2044 square degrees with redshifts $0.8 < z < 2.2$ and measure their spherically-averaged clustering in both configuration and Fourier space. Our observational dataset and the 1400 simulated realizations of the dataset allow us to detect a preference for BAO that is greater than 2.8$\sigma$. We determine the spherically averaged BAO distance to $z = 1.52$ to 3.8 per cent precision: $D_V(z=1.52)=3843\pm147 \left(r_{\rm d}/r_{\rm d, fid}\right)\ $Mpc. This is the first time the location of the BAO feature has been measured between redshifts 1 and 2. Our result is fully consistent with the prediction obtained by extrapolating the Planck flat $\Lambda$CDM best-fit cosmology. All of our results are consistent with basic large-scale structure (LSS) theory, confirming quasars to be a reliable tracer of LSS, and provide a starting point for numerous cosmological tests to be performed with eBOSS quasar samples. We combine our result with previous, independent, BAO distance measurements to construct an updated BAO distance-ladder. We describe the Sloan Digital Sky Survey IV (SDSS-IV), a project encompassing three major spectroscopic programs. The Apache Point Observatory Galactic Evolution Experiment 2 (APOGEE-2) is observing hundreds of thousands of Milky Way stars at high resolution and high signal-to-noise ratio in the near-infrared. The Mapping Nearby Galaxies at Apache Point Observatory (MaNGA) survey is obtaining spatially-resolved spectroscopy for thousands of nearby galaxies (median redshift of z = 0.03). The extended Baryon Oscillation Spectroscopic Survey (eBOSS) is mapping the galaxy, quasar, and neutral gas distributions between redshifts z = 0.6 and 3.5 to constrain cosmology using baryon acoustic oscillations, redshift space distortions, and the shape of the power spectrum. Within eBOSS, we are conducting two major subprograms: the SPectroscopic IDentification of eROSITA Sources (SPIDERS), investigating X-ray AGN and galaxies in X-ray clusters, and the Time Domain Spectroscopic Survey (TDSS), obtaining spectra of variable sources. All programs use the 2.5-meter Sloan Foundation Telescope at Apache Point Observatory; observations there began in Summer 2014. APOGEE-2 also operates a second near-infrared spectrograph at the 2.5-meter du Pont Telescope at Las Campanas Observatory, with observations beginning in early 2017. Observations at both facilities are scheduled to continue through 2020. In this study, we probe the transition to cosmic homogeneity in the Large Scale Structure (LSS) of the Universe using the CMASS galaxy sample of BOSS spectroscopic survey which covers the largest effective volume to date, $3\ h^{-3}\ \mathrm{Gpc}^3$ at $0.43 \leq z \leq 0.7$. We study the scaled counts-in-spheres, $\mathcal{N}(2.97$ for $r>\mathcal{R}_H$, we find $\mathcal{R}_H = (63.3\pm0.7) \ h^{-1}\ \mathrm{Mpc}$, in agreement at the percentage level with the predictions of the $\Lambda$CDM model $\mathcal{R}_H=62.0\ h^{-1}\ \mathrm{Mpc}$. Thanks to the large cosmic depth of the survey, we investigate the redshift evolution of the transition to homogeneity scale and find agreement with the $\Lambda$CDM prediction. Finally, we find that $\mathcal{D}_2$ is compatible with $3$ at scales larger than $300\ h^{-1}\ $Mpc in all redshift bins.
