Much of the disparate outcomes experienced by lesbian, gay, bisexual, transgender, queer, and other identities along the spectrum (LGBTQ+) people of color are directly linked to the practices of public actors and through institutional policies. This is perhaps no truer than for LGBTQ+ individuals of color in their interactions with police. This article argues that intersectional subjection fosters an environment prime for predatory policing and uses it as a framework to examine perceptions of predatory policing practices and its role in the exploitation of LGBTQ+ people of color in New Orleans. Research findings suggest that participants perceive predatory policing as part of the everyday practices of the New Orleans Police Department, where modes of power and social control tactics are regularly used to maintain systems of oppression. Ultimately, the goal of this project is to use the lived experience to explore the presence of predatory policing to understand how it has contributed to the marginalization of LGBTQ+ identifying individuals of color. Social equity is relatively easy to define but much harder to accomplish. As a result, achieving social equity continues to be difficult in American society and across the globe. We present a case study of a collaborative effort by two nonprofits to conduct a program for public high schools and local law-enforcement agencies across the United States. The program was designed to acknowledge and address the historic harms that impact police-community relations. Our paper delineates the origins of the problem and our approach, presents data that demonstrate the positive impact the program had on bridging gaps, changing perceptions, and lessening social bias and inequity, and concludes with lessons learned. This article was inspired by the special invitation to the Minnowbrook 50th Anniversary Conference: Rethinking the Administrative State. Participants were asked to write a concept paper discussing a critical issue or topic public administration, as a field, must address. As the legitimacy of the administrative state is constantly being threatened by systems of domination that seek to marginalize people with intersecting identities, public administrators must be stewards of democracy and work on behalf of all citizens. This essay advocates for the adoption of an intersectional framework in public administration because such a frame provides administrators with the knowledge, skills, and tools to incorporate multiple perspectives and ideologies, embrace difference, and work toward finally securing fairness, justice, and equity for all. New public management, in its focus on outcomes and performance, provokes a question on whether there is a value-tradeoff between ethics and performance. The new–old creed of administrators have arguably been focused on a need to produce results—to get things done—to the extent that they could sometimes overlook unethical implications of their actions. This happens at a time when ethicists are looking at ways to emphasize non-teleological ethical reasoning, which creates a problem for public administration. This article uses the case of Overtown, a predominantly African American neighborhood near Downtown Miami that was once dubbed the Harlem of the South, to explore the ethics of administrative actions. Administrative actions, often driven by the pressure to get things done, in Overtown were behind the demise of this neighborhood. The article makes the case for ethics testing to accompany any moves to institutionalize managing-for-results in cases of community development, education, housing, health, and other areas that affect people directly.
