Straipsnyje analizuojami šiuolaikinės visuomenės atstovo – karininko profesinės tapatybės ambivalentiškumas, jo pasireiškimo bruožai ir jų ypatumai. Ambivalentiškos vertybės lemia vertybinį konfliktą karininko profesiniame identitete. Institucinės vertybės kyla iš kariuomenės, kaip specifines užduotis vykdančios organizacijos, todėl straipsnio autoriai, remdamiesi teorija ir empirika, išskiria pagrindinius Lietuvos kariuomenės karininko ambivalentiškumo bruožus per šiuolaikinės visuomenės vertybinių polių įtaką karininko profesinei tapatybei. Straipsnyje taip pat atlikta Lietuvos ir užsienio autorių vykdytų tyrimų ir teorijų analizė. Tyrimo koncepcijoje tai grafiškai išdėstyta pagal tyrimo problemą, tikslą ir uždavinius. Tyrimo tikslas – atskleisti karininko tapatybės vertybinio ambivalentiškumo bruožų ypatumus per šiuolaikinę karininko profesinę tapatybę, kuri pasireiškia dvejopumu, o problema yra analizuojama, kaip karininko tapatybę veikia du vertybiškai skirtingi poliai – institucija ir visuomenė. Karininko profesinis identitetas turinio prasme susideda iš vertybiškai skirtingų orientyrų, kai savo profesinėje tapatybėje jis yra priverstas derinti kultūriškai skirtingus visuomenės ir kariuomenės vertybinius orientyrus. The article analyzes the ambivalences of professional identity of an officer in the modern society and the features of its manifestation. Ambivalent values lead to a value conflict in the officer’s professional identity. Institutional values stem from the military in how specific tasks are performed by organizations. Thus, based on the theory and empiricism, the authors of this article single out the ambivalence of an officer of the Lithuanian Armed Forces behind the principles of his/her professional identity chosen by the value poles of the modern society. The article analyzes the research and theory of the Lithuanian and foreign authors. The concept of the research is graphically presented in the problems and purpose of the work. The aim of the study is to reveal the features of ambivalence of a military person’s identity through present officer’s professional identity. The problem of the research is analyzed through the officer’s professional identity that in terms of content consists of value orientations, when, in relation to the professional identity, an officer is forced to combine culturally essential values of the society and the military. Straipsnyje kalbama apie (šiuolaikinio) meno sistemą ir institucijas kaip ideologines medijas. Remiamasi filosofo Louis Althusserio suformuluota represinių valstybės aparatų ir ideologinių valstybės aparatų koncepcija, pasak kurios, karinių, religinių, edukacijos, taip pat ir kultūros institucijų esmė - ideologinės propagandos skleidimas, užtikrinant ideologinę subjektyvaciją. Tai reiškia, kad dominuojančiųjų socialinių klasių ideologiją kiekvienas atskiras subjektas priima kaip savo paties mąstymo modelį. Ideologine interpeliacija remiasi tiek totalitarinės valstybės, tiek ir propaguojančios liberalųjį kapitalizmą. Būtent apie šią globalią ideologinę santvarką, tačiau žvelgiant pro specifinę (šiuolaikinio) meno sistemos prizmę, ir kalbama straipsnyje. (Šiuolaikinio) meno institucijos straipsnyje aptariamos kaip represinio neoliberalizmo ideologijos ruporai, savotiškos medijos, viena vertus, skleidžiančios neoliberalistinę vartojimo propagandą. Kita vertus, tokių institucijų tikslas, be ideologinės propagandos skleidimo, yra savilegitimacija ir funkcionavimo savitikslės mechanikos užtikrinimas. Abiem tikslams pasiekti tinka "meno" ir "estetikos", kaip savarankiškos, nepriklausomos nuo ideologijos terpės, mitologija. The article analyses (contemporary) art system and institutions as ideological media. The author uses the concepts of repressive state apparatus and ideological state apparatuses formulated by philosopher Louis Althusser, according to which the essence of military, religious, educational, as well as cultural institutions is the spread of ideological propaganda, ensuring ideological subjectivation. This means that each individual adopts the ideology of dominant social class as its own model of thinking. Both totalitarian states and those that promote liberal capitalism use ideological interpellation. It is precisely on this global ideological order that focuses the article, looking though the specific prism at the (contemporary) art system. (Contemporary) art institutions are interpreted as a ruphor of repressive neoliberal ideology and a kind of media, on the one hand, spreading neoliberal consumerist propaganda. On the other hand, the purpose of such institutions, in addition to the dissemination of ideological propaganda, is self-legtimation and the assurance of functioning of self-serving mechanics. "Art" and "aesthetics", as autonomous and ideologically independent fields, are suitable for both purposes.

There are more and more examples that Lithuanian higher education has entered a rat race: universities and other institutions of higher education are pressed to become competitive, to gain international reputation, to get higher positions in global ratings of universities and colleges. These kind of games are a direct result of neoliberalisation of higher education politics all over the globe. Few attempts, are made to understand more essential things – what higher education is all about, what goals do we pursue in the sphere of higher education and thus, calls of politcians urging that that Lithuania should seek to have world-class universities are destined to remain futile and devoid of purpose.

Straipsnio tikslas – išanalizuoti viešojo administravimo sistemos ir viešosios biurokratijos reformas bei raidą Lietuvos posovietinės transformacijos kontekste. Tyrimu siekiama atskleisti, ar šiandieninėje Lietuvos viešojo administravimo praktikoje tebėra ryškių ilgus metus įsitvirtinusios sovietinės biurokratinės - administracinės sistemos bruožų, bei aptarti šio reiškinio poveikį nepriklausomos Lietuvos viešojo administravimo sistemai. Straipsnyje teigiama, kad Lietuvoje buvo siekta sukurti Maxo Weberio idealiosios biurokratijos bruožais pasižyminčią stabilią, profesionalią ir politiškai neutralią viešojo administravimo sistemą. Reformą iš dalies pavyko įgyvendinti, tačiau praktinės veiklos lygmenyje posovietinės Lietuvos viešąją biurokratiją vis dar galima laikyti pseudobiurokratijos atmaina. Tarp nenumatytų reformos pasekmių buvo politinės viešosios biurokratijos sistemos kontrolės susilpnėjimas. Nebuvo suvokta, kad politizuotas gali būti ne tik kadrų valdymas, kad aukštesniuosiuose viešosios administracijos sluoksniuose taip pat egzistuoja funkcinės politizacijos rizika. Išvadose teigiama, kad Lietuvos viešosios biurokratijos sistemą vis dar kamuoja sovietmečio palikimas. 2002-2008 m. politinė viešosios biurokratijos kontrolė buvo pastebimai susilpnėjusi, tačiau po 2008 m. Seimo rinkimų dėtos pastangos užkirsti kelią biurokratijos politizacijos reiškiniui turėtų būti vertinamos kaip adekvati priemonė susidariusiai Lietuvos viešojo administravimo situacijai. An aim of the article is to make an analysis of the public administration system, public bureaucracy reforms and its development in the context of Lithuanian post-Soviet transformation. The research attempts to reveal if nowadays Lithuanian public administration practice still contains distinct and well-established features of the Soviet bureaucratic-administrative system and to discuss the effect of the phenomenon on the public administration system of independent Lithuania. The article states that in Lithuania it was attempted to create Max Weber's public administration system which is stable, professional, and politically neutral and contains the features of ideal bureaucracy. The reform was partially successful; however, at the level of practice, the post-Soviet Lithuanian public bureaucracy may be treated as a certain kind of pseudo-bureaucracy. The unexpected outcomes of the reform included the weakening control of the political public bureaucracy. It was not perceived that not only personnel control may be politicized and that the risk of functional politicization exists in higher public administration levels as well. It is stated in the conclusions that the Lithuanian public bureaucracy system is still influenced by the Soviet heritage. In 2002–2008, the control of political public bureaucracy was significantly lower; however, after the 2008 Seimas election, an effort to prevent politicization of bureaucracy should be treated as an adequate mean applied to a situation of the Lithuanian public administration at that time.

The purpose of the article is to present social, economic and territorial differences in the regions of Lithuania and Poland. Additionally, the paper includes an outline of the regional policy adopted in the countries being studied. The analysis was mainly based on statistical data published by the statistical institutes of the two countries (Central Statistical Office [Poland] and Lithuanian Department of Statistics) and studies of the Polish Ministry of Regional Development. The regions both in Poland and in Lithuania are not coherent in many aspects such as social (due to different conditions of life, employment opportunities, different level of remuneration, migration trends, etc.), economic (in terms of inequality of GDP produced per inhabitant, ability to absorb foreign capital) and territorial (differences in access to road infrastructure). Each country is making efforts to create a regional policy framework that would result in reducing these differences and thus, would increase the coherence of the whole country.

The following paper is an attempt to examine the conditions under which business is carried out in Lithuania. To evaluate these terms the most important international rankings were used. The methodology of their construction was introduced and the results of seven years were summarized. The strongest and weakest points of the economy of Lithuania were identified and a comparison with other countries in the region was drawn. The analysis points to the conclusion that Lithuanian entrepreneurs operate in the legal and institutional environment which in some areas is similar to that of most countries of the EU, or even better (for example in the registration of ownership). However, there are some particular regulations that make the conditions of doing business in Lithuania much more difficult than for their European competitors. Among the areas in which Lithuania clearly lags behind the countries considered to be business-friendly in its regulations and procedures are the following issues: tax regulations and tax rates, labor on starting and closing business.

Straipsnyje analizuojama demokratijos samprata, parlamentarizmo problema, tautinių mažumų klausimas ir tai, kaip krikščionys demokratai suprato Lietuvos politinių problemų priežastis. Krikščionių demokratų partijos lyderių, publicistų mintys, išdėstytos knygų bei jų spaudos puslapiuose XX a. ketvirtajame dešimtmetyje (daugiausia remiamasi „XX amžiumi" 1936-1940 m.). Svarbiausias dėmesys straipsnyje skiriamas viešajai erdvei, t. y. idėjų sklaidos lygmeniui, problemiškai analizuojami krikščionių demokratų spaudoje iškelti klausimai, tiesiogiai susiję su demokratiškumu. Krikščionių demokratų spaudoje rašiusių autorių manymu, demokratija neprieštarauja tautiškumo idėjoms, o viena kitą papildo. Aukštai vertintas lygiateisiškumas, greta akcentuojant katalikiško auklėjimo svarbą. Būtent jis ugdo gyvosios dvasios žmones. Gyvosios dvasios žmonės buvo siejami su Katalikiškąja akcija bei su krikščioniškosios demokratijos principų įgyvendinimu. Jie priešpriešinami autoritarizmui, t. y. Smetonos režimui. Smetonos režimas buvo kritikuojamas dėl apribojimų žmonėms laisvai išreikšti savo politinę valią. Su Smetonos režimu bei autoritarizmu buvo siejamos Lietuvos valstybę užgriuvusios politinės negandos. Autoritarizmas ypač kritikuojamas dėl neveiklumo, visuomenės skaidymo, valdininkijos besaikio viešpatavimo ir intelektualinio tautos potencialo žlugdymo. Būtent tautos intelektas laikytas svarbiausia demokratijos gyvavimo sąlyga. The article analyses a concept of democracy, the issues of parliamentarism and national minorities and the Christian democrats' perception of the reasons for Lithuanian political problems. The minds of the leaders of the Christian Democratic Party and publicists are presented in books and their publications of the fourth decade of the 20th c. (mostly with regard to “XX amžius” written in 1936–1940). In this article attention is paid to a public space, i.e. the level of idea spread. It also problematically analyses the issues raised by Christian democrats in the press which are directly related to democracy. According to the authors who put their publications into the press of Christian democrats, democracy does not contradict national ideas because they supplement one another. Equality is well evaluated; also the importance of Catholic education is emphasized. It educated the people with live spirits. Live spirit people were related to a Catholic movement and the implementation of the principles of Christian democracy. They are opposed to authoritarianism, i.e. Smetona's regime. Smetona's regime was criticized because of restrictions to people to freely express their political will. Political difficulties which fell on the Lithuanian state were related to Smetona's regime and authoritarianism. Authoritarianism is especially criticized because of inaction, division of the society, excessive domination of officers and the frustration of an intellectual potential of the nation. The nation’s intellect was treated as the main condition for the existence of democracy.

Straipsnio tikslas – remiantis XV amžiaus pabaigos – XVI amžiaus pradžios dokumentiniuose šaltiniuose užfiksuotais faktais, ištirti žodinių paliudijimų reikšmę Lietuvos Didžiosios Kunigaikštystės valdymo ir teismų sistemoje. Straipsnyje analizuojamas kasdieninėje valdymo praktikoje susiformavęs santykis su Metrikų knygomis bei jų naudojimo ypatumai. Kaip liudija dokumentai, didysis Lietuvos kunigaikštis nemanė, kad reikia suskurti objektyvius, t. y. rašytinius, informacijos šaltinius. Vadinasi, jis galėjo pasikliauti tiktai žodine informacija. O pasitikėjimas žodine informacija nesuponavo rašytinių informacijos šaltinių būtinybės. Taigi istoriškai žodinis liudijimas buvo pirminis dokumento atžvilgiu, praktiškai dokumentui reikėjo liudininko patvirtinimo. „Tiesa“ dar nebuvo visiškai sutapatinama su dokumentu. Tačiau maždaug nuo 1520 metų galima kalbėti apie situacijos kitimą. Teisminiuose procesuose vis dažniau kaip įrodymas ėmė figūruoti dokumentai. Taip dokumentas tapo svarbiausiu argumentu didžiajam kunigaikščiu priimant teisinius sprendimus. Metrikų knygomis dažniausiai buvo naudojamasi diplomatijos ir teismų sferose. Jos nebuvo viešos, nebuvo skirtos tam, kad jomis valdiniai reguliariai naudotųsi. Kanceliarijos raštininkai taip pat nepiktnaudžiavo ją eksploatuodami. Imtos rašyti kaip vienų ar kitų teisių garantas, Metrikų knygos tiriamuoju laikotarpiu dar nebuvo pilnai panaudojamos, tačiau jų atsiradimas iš esmės rodo, kad atsirado būtinybė jas naudoti. The aim of the article is to analyse the significance of oral testimonies in the system of management and court of the Grand Duchy of Lithuania based on the facts provided in documentary sources of the end of the 15th–beginning of the 16th c. The article analyses the relation with Metrica books formed throughout everyday management practice and peculiarities of the use thereof. As documents evidence, the Grand Duke of Lithuania did not think that it was necessary to create objective, i.e. written, sources of information. It means that he could rely only on oral information. Confidence in oral information excluded the necessity of written sources of information. “The truth” was not totally identified with a document. However, since about 1520, the situation started changing. Documents were increasingly used at courts proceedings. This way documents became the key argument for the Grand Duke when making decisions. Metrica books were usually used in the fields of diplomacy and courts. They were not public and were not intended for regular use. Clerks also did not use it very often. Being put down as a guarantee of certain rights, Metrics were not used to the full extent during the analysed period; however, their emergence indicates that the necessity to use them emerged.

Lietuvos viešojoje biurokratijoje gajos sovietmečio biurokratijos charakteristikos ir požymiai. Vienas jų - itin griežtas biurokratijos atribojimas nuo viešosios politikos ir šios politikos iniciatyvų, jos apribojimas techniškai suprantama administravimo ir paslaugų teikimo veikla. Tai netrukdo klestėti biurokratiniam voliuntarizmui, kurį pirmiausia rodo nemažėjantis korupcijos lygis Lietuvoje. Posovietinė biurokratija nemaža dalimi tebėra pseudobiurokratija. Lietuvos valstybės tarnyboje galima rasti nomenklatūrines šaknis turinčio vadovų protegavimo eilinių darbuotojų sąskaita ženklų, kurie itin aiškiai matyti, kaip valstybės tarnyboje realiai taikomi karjeros ir atlyginimo instrumentai. Kasmetinio Lietuvos valstybės tarnautojų veiklos vertinimo 2003–2006 m. rezultatas - aiškiai disproporcingas vadovaujančias pareigybes einančių viešųjų biurokratų finansinis skatinimas. Politinė biurokratijos kontrolė 2002–2008 m. pastebimai susilpnėjo, kas sietina su 2002 m. valstybės tarnybos ir kitų įstatymų pataisomis. Viena vertus, reformomis siekta atsisakyti politizuotos valstybės tarnybos personalo valdymo praktikos, tačiau neatsižvelgta, kad politizacija gali būti dvejopa: greta politizuoto personalo valdymo yra žinoma ir funkcinė aukštesniosios valstybės tarnybos politizacija. Būtent ši laikoma viena iš sėkmingos viešosios politikos įgyvendinimo, adekvačios viešojo administravimo politinės kontrolės prielaidų. Politinio pasitikėjimo tarnautojų skaičiaus didinimas ministerijų vadovybėje yra adekvatus ir pozityvus siekis. This article attempts to substantiate a persistence of features of the Soviet bureaucratic-administrative system to the extent these can be discussed, and their influence on the public bureaucracy of the independent Republic of Lithuania. It is claimed that the purpose of the reforms in Lithuania's State civil services was to develop a stable, professional, and politically neutral public bureaucracy, i.e., a classical bureaucracy based on Max Weber's type of an ideal bureaucracy. Certain aspects of reforms were successfully implemented. However, at the behavioural level, the public bureaucracy in post-Soviet Lithuania is snll predominately a variant of a pseudo-bureaucracy. Signs of protecting managers at the expense of ordinary employees, a practice rooted in the nomenklatura, can still be found in Lithuania's civil service. They become clear when observing how the instruments for a career and compensation are in reality applied in civil service. The outcome of the annual performance evaluations from 2003 to 2006 of Lithuanian civil servants for a career in civil service was clearly disproportionate with respect to the financial incentives for those public bureaucrats who hold managerial or senior positions. Political control of the bureaucracy noticeably weakened from 2002 to 2008. This is first of all related to the corrections made to the Law on Civil Service and other laws. On the one hand, the purpose for the reforms was to counter the practice of politicized personnel management in civil service. On the other, needed attention was not paid to the twofold nature of politicization. Along with personnel management that is politicized, the functional politicization of the upper levels of civil service is also known. The latter is specifically considered to be one of the prerequisites for the successful implementation of public policy, an adequate means of the political control of public administration.

Šiuolaikinės Baltijos valstybių istorijos pradžią inauguravo nepriklausomų valstybių sukūrimas. Tai buvo naujas fenomenas: Lietuva galėjo pakartoti šalies nepriklausomybės patirtį tiktai savo istorinės atminties lygmenyje, o Latvijai ir Estijai tai buvo pirmoji valstybinės nepriklausomybės patirtis. Suverenitetas reiškė valstybės teisinės sistemos sukūrimą ir apsisprendimą dėl politinių santykių sistemos. Straipsnyje bandoma nagrinėti valstybinės nepriklausomybės raidą per politinių režimų evoliucijos prizmę Baltijos šalyse nuo liberaliojo demokratinio modelio ir dalyvavimo sistemos 1918–1920 m. iki autoritarinio modelio, autokratinės sistemos ir biurokratijos XX a. trečiojo dešimtmečio pabaigoje. Tyrimo duomenų bazė remiasi 3-iojo dešimtmečio archyvine medžiaga, saugoma Rusijos valstybiniame socialinės-politinės istorijos archyve. Taigi darbas gali būti traktuojamas kaip „Rusijos požiūris“ į politinių režimų Baltijos šalyse formavimosi procesą trečiajame dešimtmetyje. The beginning of the modern period of history for the Baltic countries was inaugurated by the establishment of own states. The appearance of an unknown phenomenon: Lithuania could replicate the experience of state independence only at the level of their historical memory, while for Latvia and Estonia it was their first experience of the statehood. Sovereignty meant building the legal framework of the states and determination of the format of political relations. In this regard, the proposed article represents an attempt to examine the development of the state independence through the prism of the evolution of political regimes in the Baltic countries from the liberal democratic model and the system of participation in 1918–1920 to an authoritarian model and the system of autocracy and bureaucracy in the late 1920s. The source database of the research is based on archival materials of the 1920s, stored in the Russian State Archive of Socio-Political History, so the work can be considered as the “Russian view” on the issue of formation of political regimes in the Baltic States in the 1920s.

Nagrinėjant biurokratijos reiškinį socialinių mokslų literatūroje nemažai dėmesio skiriama jos vaidmens, funkcionavimo bei efektyvumo aspektams aptarti. Šiandieniniai sociologai pripažįsta, jog M. Weberio suformuluota „idealios biurokratijos“ samprata praktiškai yra nerealizuojama: formaliomis taisyklėmis grįsta ir teisiškai apibrėžta biurokratinė struktūra dažniausiai yra užpildyta ir neformaliais santykiais, nerašytomis taisyklėmis, praktikoje nusistovėjusiomis organizacijos valdymo rutinomis. Tokia situacija skatina pažvelgti į biurokratijos reiškinį taikant antropologinę perspektyvą. Šiame straipsnyje atkreipiant dėmesį į neformaliąją biurokratijos pusę, joje susiraizgiusius asmeninius tinklus, nusistovėjusias rutinas analizuojamos sovietmečio biurokratinės rutinos. Sovietinės Lietuvos institucijose dirbusių asmenų prisiminimais pagrįsti svarstymai padeda atkreipti dėmesį į nusistovėjusius biurokratų veiklos, požiūrio į darbą ir motyvacijos modelius, kartu įvertinant ir institucijoms keliamų formalių tikslų realizavimo galimybes The analysis of the bureaucracy phenomenon in social science literature devotes considerable attention to its role, and the elements of functioning and effectiveness. Modern sociologists believe that the concept of “ideal bureaucracy” as defined by Mr. Weber is practically impossible: a bureaucratic structure limited by formal rules with a legally defined status is often abound in non-formal relations not covered by the rules as well as the managing routines of organisations entrenched in long-standing practices. Such a situation provides a stimulus to investigate the bureaucracy phenomenon through an anthropologic perspective. The present article analyses routines of the Soviet bureaucracy through the perspective of the non-formal side of bureaucracy, personal intertwined networks and entrenched routines. Arguments based on memoirs of individuals who worked for institutions of Soviet Lithuania help to provide insights into the well-established models of activity of bureaucrats, their approach to work and motivation, in parallel to evaluation of the possibilities of achieving formal objectives set for the institutions.

Atkūrus Nepriklausomybę, šalies administravimo reforma vykdoma nuolat, tačiau daugiausia dėmesio skiriama institucijų pertvarkai, jų, kaip juridinių subjektų, teisiniam statusui apibrėžti. Tai labai svarbus klausimas, bet, siekiant aukštesnės valstybės tarnybų veiklos kokybės, ne mažiau svarbu analizuoti ir šių tarnybų, įstaigų pareigūnų problemas. Šalies mokslas kol kas karjeros problemų beveik neanalizuoja. Mokymo leidiniuose šie klausimai apžvelgiami remiantis vakarų mokslininkų darbais, dažniausiai analizuojančiais personalo vadybą privataus verslo srityje. Valstybės tarnybos pareigūnų problemos svarstomos retai ir dažniausiai personalo administravimo, jų teisinio statuso požiūriu. Autoriaus nuomone, tai labai ribotas požiūris į sudėtingą problemą. Karjera yra vienas sudėtingiausių žmogaus ir organizacijos veiklos fenomenų, be to, pas mus karjeros, biurokrato sąvokoms apskritai teikiama tik neigiama prasmė. Ar tai pagrįsta? Reikia sutikti, kad ypač svarbus vaidmuo tenka valstybės specialiosioms tarnyboms, vadinamosioms jėgos struktūroms, turinčioms gana didelius viešojo administravimo įgaliojimus. Mokslo literatūroje paprastai statutinių tarnybų pareigūnų karjeros procesų valdymo klausimų vengiama, motyvuojant, kad ši problema pačių tarnybų ir jų pareigūnų, o ne visuomenės reikalas. Tęstiniame straipsnyje autorius turi tikslą pateikti karjeros statutinių tarnybų personalo valdymo ypatumus, atkreipti dėmesį į šių santykių svarbą visuomenei, kad būtent šie santykiai turi būti reglamentuoti, vertinami laikantis bendrų konstitucinių nuostatų, šalyje priimtų bendrabūvio normų. Tęstiniame straipsnyje karjeros procesų valdymo problemos analizuojamos apibrėžiant istorinius dėsningumus, remiantis tarnybinės (policijos, muitinės, kitų karjeros statutinių institucijų) teisės lyginamąja analize, autoriaus atlikta šių tarnybų pareigūnų sociologine apklausa bei taikant kitus metodus. Straipsnyje nesiekiama pateikti išsamų, viską apimantį karjeros dalyko tyrimą. Tai tik bandymas formuluoti hipotezes, atskleisti strategines karjeros procesų valdymo problemas tiek atskiro pareigūno, tiek institucijos požiūriu. Šiame pirmajame straipsnyje analizuojama valstybės karjeros tarnybos, kaip socialinio reiškinio, sąvoka, per šimtmečius susiklostęs požiūris į karjeros valstybės tarnybų, arba jėgos struktūrų, pareigūnų, biurokratijos karjeros reikalus. Galima teigti, kad karjeros statutinės tarnybos personalo ypatumus teoriškai pagrindė žymūs XVIII-XIX a. mąstytojai. Jų sukurti karjeros valdymo pagrindai išlieka reikšmingi ir šių dienų valstybės tarnybos mokslui. Kita vertus, novatoriškas požiūris į karjeros tarnautojo visuomeninę veiklą, jo ypatingus įgaliojimus atlikti viešąjį administravimą, kontrolę, remiasi bendraisiais žmogaus ir visuomenės raidos dėsningumais. This article is the first in series to discuss in various aspects the problems of governing process of career in statutory institutions. To reform the career, the sometimes so-cold power, system in the country, the laws to be adopted - to consolidate the police, the customs and the other law enforcement institutions statutes, this is not so essay. The public administration has been the subject of science for a long time. It is the complex social phenomenon and the meanings of basic conceptions have been defined as well as the development in conformity with natural laws. The European tradition of public administration was initiated in France and Prussia. In 18th century German classical philosophy provided the theoretical basis. The first model of law enforcement institutions was created by Max Weber, Thomas Woodrow Wilson and other well known learned scientists, management. Historical analysis and its interpretation have been described from the viewpoint of career governing processes.

Straipsnyje nagrinėjamos teorinės viešojo administravimo problemos, kurios iškyla reformuojant valstybės valdymą Lietuvoje. Analizė grindžiama valstybinio valdymo sistemos audito išvadomis (1999 m.), kuriose pažymėti šie sistemos trūkumai: politinės valios stoka; stinga aktyvaus socialinio dialogo su visuomene; nėra aiškiai matomos reformų strategijos; silpnai vykdomos prioritetų nustatymo, prognozavimo ir strateginio planavimo funkcijos; daug tiesiogiai LRV ir ministerijoms pavaldžių struktūrų. Straipsnyje nemažas dėmesys skiriamas bendriesiems ir išskirtiniams Lietuvos biurokratijos veiklos ypatumams, nes dalis nepriklausomų Lietuvos specialistų kviečiami darbui mišriose grupėse iš įvairių valdymo sistemos struktūrų, vadinasi, ateina su savo interesais, požiūriu į valdymą ir pan. Išanalizuoti tradiciniai viešojo administravimo modeliai ir nustatytos priežastys, kodėl jie yra neefektyvūs. Išanalizuota naujoji viešoji vadyba kaip alternatyvi paradigma. Ji siūlo įtraukti personalą į sprendimų priėmimo procesą ir valdymą, numatyti griežtus valdymo tikslus, pagyvinti grįžtamąjį ryšį su klientais, įtraukti juos į valdymo procesą. Dedamos pastangos kelti politinius sprendimus priimančių asmenų kvalifikaciją, pagerinti santykius su politikais, siekiama didesnio nuoseklumo ir skaidrumo priimant sprendimus ir dalijantis atsakomybe su visuomene. Šiuo metu valstybės tarnybos veikloje pastebima tiek tradicinio viešojo administravimo, tiek ir naujosios viešosios vadybos elementų, tačiau viešoji vadyba geriau išreiškia tai, ko dabartinės vyriausybės iš tikrųjų nori: bet kokiomis priemonėmis didinti paslaugų teikimą esant mažiausioms administravimo išlaidoms.
