Abstract

Social technologies are the systems, interfaces, features, infrastructures, and architectures that allow people to interact with each other online. These technologies dramatically shape the fabric of our everyday lives, from the information we consume to the people we interact with to the foundations of our culture and politics. While the benefits of social technologies are well documented, the harms, too, have cast a long shadow. To address widespread problems like harassment, disinformation, information access, and mental health concerns, we need to rethink the foundations of how social technologies are designed, sustained, and governed. This report is based on discussions at the Computing Community Consortium Workshop, The Future of Research on Social Technologies, that was held November 2-3, 2023 in Washington, DC. The visioning workshop came together to focus on two questions. What should we know about social technologies, and what is needed to get there? The workshop brought together over 50 information and computer scientists, social scientists, communication and journalism scholars, and policy experts. We used a discussion format, with one day of guiding topics and a second day using an unconference model where participants created discussion topics. The interdisciplinary group of attendees discussed gaps in existing scholarship and the methods, resources, access, and collective effort needed to address those gaps. We also discussed approaches for translating scholarship for various audiences including citizens, funders, educators, industry professionals, and policymakers. This report presents a synthesis of major themes during our discussions. The themes presented are not a summary of what we know already, they are an exploration of what we do not know enough about, and what we should spend more effort and investment on in the coming years.

2. Methods for Generating Typologies of Non/use

Abstract

Prior studies of technology non-use demonstrate the need for approaches that go beyond a simple binary distinction between users and non-users. This paper proposes a set of two different methods by which researchers can identify types of non/use$^{1}$ relevant to the particular sociotechnical settings they are studying. These methods are demonstrated by applying them to survey data about Facebook non/use. The results demonstrate that the different methods proposed here identify fairly comparable types of non/use. They also illustrate how the two methods make different trade offs between the granularity of the resulting typology and the total sample size. The paper also demonstrates how the different typologies resulting from these methods can be used in predictive modeling, allowing for the two methods to corroborate or disconfirm results from one another. The discussion considers implications and applications of these methods, both for research on technology non/use and for studying social computing more broadly.

Abstract

Critically oriented researchers within Human-Computer Interaction (HCI) have fruitfully intersected design and critical analysis to engage users and designers in reflection on underlying values, assumptions and dominant practices in technology. To successfully integrate this work within the HCI community, critically oriented researchers have tactically engaged with dominant practices within HCI in the design and evaluation of their work. This paper draws attention to the ways that tactical engagement with aspects of HCI evaluation methodology shapes and bears consequences for critically oriented research. We reflect on three of our own experiences evaluating critically oriented designs and trace challenges that we faced to the ways that sensibilities about generalizable knowledge are manifested in HCI evaluation methodology. Drawing from our own experiences, as well as other influential critically oriented design projects in HCI, we articulate some of the trade-offs involved in consciously adopting or not adopting certain normative aspects of HCI evaluation. We argue that some forms of this engagement can hamstring researchers from pursuing their intended research goals and have consequences beyond specific research projects to affect the normative discourse in the field as a whole.

Abstract

This paper explores a technique for mitigating framing effects in perceptions of global climate change. People's opinions on issues ranging from same sex marriage and the environment to free speech and health care have been shown to be influenced by the way in which the issue is presented: the metaphors, images, and catchphrases that communicate implicit normative messages about the issue. The work described here synthesizes insights from experimental research on moderators of framing effects and sociological research on frame reflection. Based on this synthesis, this paper describes a test of a simple highlighting technique for focusing respondents' attention on the framing operating in political materials. Results suggest that this intervention not only can reduce the opinion-shaping impact of frames but may also reduce ideological polarization. Implications include a better understanding of the mechanisms by which frames operate, techniques for making frame reflection possible among political non-elites, and recommendations for strengthening environmental groups' public communication strategies.
