The industrialization that began to rise in the 1950s in Türkiye due to its impact has led to a dense housing demand from rural to urban areas. As seen in every developing country, in response to this need, informal construction and slum development have also affected our country. This process has brought along fundamental urban living problems. Additionally, the mentioned illegal construction is an extra risky situation for countries like Turkey, which is located in 42% of the first-degree earthquake zone. Urban regeneration has been considered an important tool from the past to the present for overcoming the mentioned urban problems and creating earthquake-resistant cities. In this study, the focal point is the consistency and contradictions of the “Twelfth Development Plan (2024-2028)” which is published in the 100th year of the Republic and the amendments to the “Law on the Regeneration of Areas at Risk of Disaster” on the urban regeneration process. In this way, it is aimed to contribute to the preparation of more compatible and inclusive urban regeneration regulations in terms of both plans and legal legislation. The inclusion of the topic of urban regeneration in the Twelfth Development Plan has been positively received. However, it might take time for these policies to be successful without developing programs that will encourage society and determining current real estate values. In the new regulation published under Law No. 7471 aims to solve the property problems mainly arising after the Kahramanmaraş disaster on February 6, 2023. It also addresses “simple majority” and “financial aid”, while topics such as “tenant rights” and “strengthening of buildings” are not mentioned. As a result, it is believed that a harmonized examination of the development plan that serves the development of the country as a whole and the new legal regulation focusing on the regeneration of areas under absolute disaster risk might contribute to smoother urban regeneration regulations and implementation processes.
