Plans for permanent bleachers (consisting of five or more rows of seats) purchased and installed for use on K-12 athletic/play fields must be reviewed by the North Carolina Department of Public Instruction's (NCDPI) School Planning Section of the School Support Division. Bleachers may be purchased by local school boards as part of a regular new school, addition or renovation project, or stand-alone bleacher project, designed by a North Carolina licensed architect and/or engineer and submitted to School Planning for review in the normal process. They may also be purchased through the North Carolina Division of Purchase and Contract. School Planning is always required to review the plans. Structural designs for pre-engineered structures or systems used for school projects are often incomplete when bid documents are completed. Conditional certificates of review that allow mobilization and site preparation to begin prior to completion of final structural designs can be issued following review of bid documents. Project reviews are completed and certificates of review issued upon certification to School Planning that foundations and other structural systems have been designed or reviewed and approved by North Carolina registered structural engineers. This brochure offers guidance on bleacher retrofitting to prevent falls, and suggests follow-up inspections and maintenance practices. Bleacher styles are described along with descriptions of bleacher-associated deaths, injuries, and hazards. Retrofitting recommendations are offered for guardrails and openings followed by retrofit strategies and planning tips, including retrofit considerations for new hazards. The selection and planning of sites for school facilities can be critical and difficult due to the varied and complex demands schools must satisfy. This publication addresses the many factors that need consideration during the process of site selection, planning, development, and use. The report examines not only the site selection and planning processes, but also playground planning, recreation and athletic fields planning, and the North Carolina agencies and statutes that are involved. Specific considerations include analyses of the surrounding community or territory; of building access and security; of the surrounding natural environment and available support services; of landscaping, utilities, and vehicular traffic; and of playground equipment and safety. Guidelines are presented on tennis court and track and field construction that reflect the latest developments in construction technology, methodology, and practice. Based on contributions from experienced certified tennis court and track builders, material suppliers and design professionals, this manual examines each of the critical areas of court and field design and construction issues to consider when building these facilities. Section 1 provides guidelines in the areas of general conditions for construction, site investigation and preparation, vegetation control, and drainage for recreational areas. Section 2 focuses on tennis court guidelines that include court orientation and dimensions, court surfaces, lighting, surface painting, maintenance and repair of asphalt courts, conversion of hard to fast dry courts, and indoor tennis air structure construction. The third and final section addresses track guidelines and includes basic dimensions and site considerations, concrete construction, fencing, six types of track surfaces, field event construction, and layout and striping of running tracks. Used as written proof of usable workplace skills that can be put to profitable use by an employer, NVQs range from basic Level 1, for everyday routine tasks, up to Level 5 professional skills, providing a way to develop skills and build a career ladder that benefits both employer and employee. This newly revised edition is intended to serve as a practical tool for school administrators, physical education department heads, architects, planning consultants, and all others interested in planning new areas and facilities or checking the adequacy of those already in use. Chapter input was solicited from carefully chosen leaders in the field of athletic facility planning as well as from outstanding architects.
