Introduction: Eradicating poverty is the primary objective of the United Nations 2030 Agenda for Sustainable Development. While China has achieved great success in achieving poverty reduction targets, reducing the poverty vulnerability of rural households is crucial for ensuring the sustainability of poverty reduction gains. The purpose of land transfer is to ensure the continuous increase of farmers' income through efficient land use; it has become an important initiative for poverty alleviation in rural areas. Existing studies have confirmed the positive effect of land transfer on poverty alleviation, but few have explored the difference in the impact of land transfer on poverty vulnerability of households with different income structures. Methods: Using data from the China Family Panel Survey (CFPS) from 2010 to 2020, this paper empirically examines the impact of land transfer on poverty vulnerability. Results and discussion: The results show that land transfer has a significant positive impact on poverty vulnerability alleviation among rural households. Further comparing households with different livelihood structures, we find that land transfer is more effective in reducing poverty for non-farm employment-oriented household. Therefore, we suggest that the government should improve the land transfer system, increase agricultural subsidies, and consider the occupational differentiation among farmers to improve the poverty reduction effect of land transfer. Decentralised cooperation is key for achieving a range of policy goals, but we still know relatively little about how to create it in low-trust, institutionally weak settings. This article develops an account of Facilitative Overarching Institutional Frameworks (FOIFs) as macro-level institutions that abate the obstacles to local cooperation. Through qualitative evidence collected via fieldwork, it is shown that the EU's wine policy is a good example of a FOIF, and that it has crucially contributed to the puzzling emergence of demanding forms of local cooperation in the Greek wine sector. When combined with favourable local conditions, and particularly with local leadership, as in Santorini, a FOIF can have transformative implications for local cooperation. When local leadership is absent, as in Lemnos, the final degree of local cooperation will be more limited. While the rareness of embedded policymaking in Greece inhibits the adoption of public policies that favour decentralised cooperation, in the wine sector the EU's system of subsidies and geographical indications partially compensates for these for domestic institutional deficiencies. The article contributes to our knowledge about the emergence of decentralised cooperation in adverse circumstances and improves our understanding of the effects of transnational integration regimes on local governance arrangements. Agriculture plays a crucial role in the economy of Burkina Faso and other sub-Saharan African countries. It provides food for the population and is the primary source of employment in rural areas. The government of Burkina Faso has implemented a 2018–2027 Agro-Sylvo-Pastoral production sector policy to improve agricultural productivity and reduce poverty. This study uses a dynamic computable general equilibrium model linked to a microsimulation model, which evaluates the impact of subsidizing investment in agricultural capital on production, income, and poverty under three different fiscal financing scenarios. The results indicate that the agricultural mechanization subsidy program effectively reduces poverty, but the extent of the reduction varies depending on the financing method used. Financing the subsidy by reducing nonproductive public expenditure further reduces poverty, especially in rural areas. Much of the developed world has adopted substantial, complex agricultural subsidy schemes in an attempt to produce desired rural livelihood and environmental outcomes. Understanding how farmers adjust their production activity in response to farm subsidies is crucial for setting optimal agricultural policy. Whereas standard economic theory suggests that farmers largely adjust production levels in response to prices and marginal subsidy rates, recent work in consumer behavior suggests that average (dis‐)incentives may play a relevant role. We use a unique panel covering all farms applying for subsidies in Norway and a flexible deep‐learning method to exploit kinks in the subsidy scheme to answer whether farmers respond more to average or marginal subsidies. In contrast to the standard economic theory of production, we find suggestive empirical evidence that farmers respond more to changes in average payments than to changes in marginal payments. We anticipate that our findings on the relevance of average payment levels for farmers' decision making may inspire further theoretical and empirical inquiries into agricultural policy effects. The study also highlights how novel deep‐learning tools can be applied for detailed policy analysis and what advantages and challenges come with it. Motivation Purpose Approach and Methods Findings Policy implications Improved seed adoption can increase yield, enhance food security, improve livelihoods, and reduce poverty. Although many governments in the global South use seed subsidies to achieve these outcomes, the success and efficiency of input subsidies is subject to debate.Most smallholders in Nepal lack information and finance to access improved technologies, including improved seeds. To address this, Nepal's universal seed subsidy programme (SSP) began in 2012. SSP offers participants up to 50% off the price of rice seed from improved varieties.We evaluate the impact of SSP on farmer participants five years after its inception. Until now, the programme had not been evaluated.We compare rice‐growing households receiving subsidized seeds (treatment group) with those that do not (control group). We match the two groups using propensity scoring. We compare rice yield per hectare for the two groups, looking at aggregate and heterogeneous treatment effects. Primary data come from a 2019 survey of 157 treated and 173 control farm households in the Terai lowlands.We find no evidence of SSP impact on rice yield in the aggregate. One potential explanation is that the programme tended to promote seed of a long‐standing open‐pollinated variety (OPV), rather than newer, higher‐yielding OPVs and hybrids. Examination of heterogenous impacts, however, shows higher yields among treated households who were either on low incomes or remote from agro‐dealers and agricultural extension offices.Given the lack of impact on yields of SSP, sustaining the programme in the same form is neither advisable nor justified. We suggest targeting households on low incomes and in remote areas; subsidizing only the more recent high‐yielding varieties; and considering cost‐effective approaches to administer the programme, such as seed vouchers. To improve last‐mile seed delivery, SSP needs to engage more with private seed providers and be more transparent in its operations. The article investigates the specific features of accounting for agricultural government grants in accordance with International Financial Reporting Standards (IFRS). The research reveals uncertainties regarding the recognition and recording of income from conditional government agricultural grants. The application of IAS 20 "Accounting for Government Grants and Disclosure of Government Assistance" and IAS 41 "Agriculture" in the context of recognizing income from grants related to biological assets according to their valuation has been defined. Based on the research findings, a methodology for accounting for conditional government grants in agricultural enterprises according to the provisions of IAS 41 "Agriculture" is proposed. The article explores the interrelationship between the proposed methodology for accounting for income from conditional agricultural grants and the procedures for disclosing information about such grants and related income in financial statements. It examines the specifics of disclosing information about government grants in the notes to the financial statements and justifies their relevance and importance for understanding financial information through factor analysis based on financial reports of agricultural enterprises receiving government grants. The study of accounting for government grants will help improve the completeness of data representation and disclosure in financial statements. Additionally, this research will contribute to enhancing the process of recording transactions with agricultural subsidies and disclosing their financial effects in reports according to international standards. The implementation of the studied approaches can significantly impact the quality of financial reporting of agricultural enterprises receiving government grants and increase the efficiency of utilizing grant funds. The livestock-dairy sector in Sub-Saharan Africa, particularly in Rwanda, is experiencing rapid growth due to population expansion, urbanisation, and changing food preferences. The unmet local production demands are causing soil and water pollution, competition for biomass, land, and water, but also grassland degradation, biodiversity loss, and increased GHGs emissions. Rwanda has the lowest productivity in the region, largely due to inadequate and poor-quality livestock feed resources. To increase animal productivity, promoting forage species with higher nutritional value and better adaptation to drought-prone and poor-fertility soils could be beneficial. Using a mixed-methods approach, the study explores Brachiaria forage adoption and profitability and analyses policy objectives and measures to overcome adoption barriers and promote the transition from subsistence to market-oriented systems. Results show that Brachiaria, although advantageous from an economic point of view, is characterised by very low adoption rates. Furthermore, access to extension programmes is limited and often not supported by adequate incentives. To overcome such barriers, policy interventions should be harmonised and information and knowledge management prioritised, public and private extension and advisory services (EASs) programmes coordinated, agricultural input subsidies increased, and institutional coordination promoted to enhance climate-smart animal feeding. Input subsidy programmes (ISPs) remain a popular but contentious policy tool to promote agricultural intensification, food security and poverty reduction across Africa. Although previous studies have explored the impact of ISPs on various smallholder outcomes, no studies have analysed the impact of recent ISPs on pest management. This is particularly important given the increasing pest challenges due to climate change and the recent surge in pesticide use in low‐income countries and its associated negative consequences for human and environmental health. Thus, this study assessed the effects of ISPs on smallholder adoption of sustainable pest management practices, using data from 1048 smallholder maize plots across major maize‐producing zones of Zambia and a control function regression approach. We find consistent evidence that input subsidy receipt is negatively associated with smallholders' adoption of environmentally friendly and sustainable pest management strategies. Participation in the Zambia ISP (particularly the flexible e‐voucher system) encourages synthetic pesticide use, at the expense of sustainable practices. We also find that farmers consider synthetic pesticides and biopesticides as substitutes and are more likely to adopt sustainable pest management when they have tenure security and access to financial resources. Given the human and environmental health consequences associated with synthetic pesticide use, it would be important to leverage input subsidy schemes to promote the adoption of safer and more sustainable alternatives to synthetic pesticides. We examine how agricultural subsidies may induce deforestation and interact with conservation programs by analyzing two large-scale national programs in Mexico that have existed simultaneously for more than a decade: an agricultural subsidy for livestock (PROGAN) and a program of payments for ecosystem services (PES). Looking across the entire Mexican landscape, we exploit the surprises in the timing of enrollment in PROGAN's waves, fluctuations in program payments, and the change in the value of the subsidy induced by inflation and currency fluctuations to identify the impacts of the livestock subsidy on environmental outcomes. We find that PROGAN increased municipal deforestation by 7 per cent. The deforestation effects of PROGAN were smaller in municipalities with higher concentrations of PES recipients. We suggest that livestock subsidies could be better targeted to places with low deforestation risk and high livestock productivity to maximize food production and minimize negative externalities caused by deforestation. This paper constructs a difference-in-difference (DID) model and uses the survey data of the China Family Panel Studies (CFPS) to examine the impact of agricultural subsidies on the income of rural households. The empirical results although capture a significant increase of the income of rural households after the expansion policy of the agricultural subsidies, this improvement of income only can be confirmed in the low income rural households. In addition, two possible mechanisms can provide interpretations for the influence of agricultural subsidies on the income of rural households: (ⅰ) the support by agricultural subsidies increases the transfer income of rural households (transfer effect); (ⅱ) agricultural subsidies encourage farmers to invest their surplus labour in non-agricultural markets to obtain wage income (productivity effect). This study seeks to determine the impact of agricultural subsidies on the efficiency of Algerian farms. To do so, we estimated a Stochastic Frontier Analysis (SFA) for Algerian data covering the period from1970 to 2020. Two variables were used to describe the agricultural subsidy: the first is total agricultural support, and the second is a dummy variable that takes the values 0 and 1 to express the coupling of subsidies to production. The variable of support for agriculture production and producers takes the value of one (1) in the era when the support is not related to production (decoupled support). It takes the value zero (0) when there is explicit support for production and producers (coupled support).The findings revealed that total subsidies had a negative impact and statistically significant on the technical efficiency of Algerian farms. Purpose: This publication is aimed at identifying the potential financial benefits derived by businesses from innovations. A research gap has been identified and will be the basis for designing and implementing research involving enterprises. Design/methodology/approach: A systematic review of the literature in the Web of Science and Scopus databases, in accordance with the approach proposed by H. Snyder (Snyder, 2019) was used for this research. Findings: Thanks to the literature review, attention was paid to the unequivocal results of prior research on the benefits that can be achieved by businesses which decide to implement innovations. Originality/value: The research has shown a potential research gap in current publications in the selected databases of research results in terms of evaluating the benefits of innovations if non-refundable EU subsidy is obtained. Transfers, in the form of subsidies, are a government intervention aimed at boosting economic development. These are provided through various instruments that affect production and trade. The Organisation for Economic Co-operation and Development classifies these instruments into categories from most to least distorting. In its strategy of deregulating the world market, it encourages the use of the latter in agricultural policy. Nonetheless, the effect of this recommendation on the value of agricultural production has been poorly researched. This work assessed the relationship between the amounts of support in different agricultural policy instruments used and the value of the production of subsidized agricultural products (VpS) in Mexico, Brazil, and Chile during the period 1995-2020, through a multiple linear regression model with the stepwise backward elimination procedure. The results show that the transfer items that were relevant to explain the VpS in Mexico were: storage, marketing and other physical infrastructure, support based on area and number of animals, extension services, safety and inspection of agricultural products and institutional infrastructure (p< 0.05), in Brazil they were: research, market prices and education (p< 0.05) and in Chile they were: research, storage, marketing and other physical infrastructure, and farm restructuring (p< 0.05). Agricultural subsidy policy can improve the planting enthusiasm of rural households by increasing their income. It is of great significance to assess and summarise the effect of the soybean and cotton target price subsidy policy and to determine future policy direction. Using the national rural fixed-observation point socioeconomic survey data from 2009 to 2017, the study employed the difference-in-differences (DID) method to evaluate the impact of the target price policy (TPP) on rural household income in China. TPP had no significant impact on the total income of rural households. Specifically, TPP increased the farm income of rural households but simultaneously reduced the wage income and had no significant impact on the other income. Moreover, the impact of TPP on rural household income varied with the planting scale and income level; the effect of TPP was strong among the non-poor or scale operation rural households. TPP implementation affected rural household farm and wage income by affecting farmers' allocation of working time and cost input. Therefore, implementing TPP should consider farmers' participation in non-farm employment, further adjust the subsidy intensity and scope, and combine direct subsidies with the poverty reduction effect in poor areas. The contribution of this article is to explore the implementation effect of target price subsidy policies from the perspective of farmers' income, to deconstruct farmers' income, and explore the mechanism of policy action. This paper provides a theoretical basis and policy inspiration for China to improve and adjust the agricultural subsidy policy, mobilise farmers' enthusiasm to cultivate, and ensure national food security. Because of a growing population and shrinking arable land, the world is facing a global food crisis. One important solution could be to subsidize farmers to sustain their production so that they can produce more food for consumers and earn more money for themselves. An efficient subsidy program should also aim to reduce income inequality among farmers, as measured by the Gini coefficient of farmers' income. In this paper, we examine and compare the effects of input and output farm subsidy programs. The input subsidy reduces the farmers' input purchasing costs, whereas the output subsidy reduces the farmers' output processing costs. By considering a continuum of infinitesimal price-taking farmers who are heterogeneous in their average yield rates, our equilibrium analysis of a game-theoretical model yields three results. First, both subsidy schemes reduce the aggregate income inequality measured by the Gini coefficient. However, they create the following "opposite" effects: the input subsidy decreases the income gap among farmers (under mild conditions), whereas the output subsidy increases it. Second, farmers with low yield rates prefer the input subsidy, whereas farmers with high yield rates prefer the output subsidy. Third, the output subsidy scheme is more effective in improving the total farmer income than the input subsidy scheme, whereas the input subsidy scheme is more effective in reducing income disparities and improving consumer surplus than the output subsidy scheme. Production of orthophotos and orthomosaics from airborne imaging has been standard procedure of National mapping agencies for decades. Various aspects affect to the colour, or tones of the images: time of the day and year, atmosphere, illumination conditions, view and illumination angle, BRDF-effects (Bi-directional reflectance distribution function), object, sensor, and whole imaging system. Quantitative and automated solution for creating evenly coloured image mosaics is to use method based on radiometric block adjustment, that has similarities to more well-known geometric block adjustment. We have applied radiometric block adjustment method called RadBA, originally developed for drone image blocks collected with hyperspectral sensor, to image block collected with large-format photogrammetric camera. Goals of our work are: 1) to speed up orthophoto deliveries to Finish Food Authority used for EU farming subsidies monitoring, 2) improve the quality of images delivered to Finnish Forest Centre used for forest inventory, and 3) to automate, fasten and improve the current colour balancing process of orthophotos at National Land Survey of Finland. RadBA-based tonal processing with 4-parameter BRDF-correction was able to clearly improve the tonal quality of the image mosaic collected during three different dates. We still need to automate various steps of the RadBA-workflow and improve final steps in converting 16-bits per band mosaics to visually good looking 8-bits per band mosaics. Hundreds of millions of people are now facing food insecurity as challenges from climate change, the aftereffects of the COVID‐19 pandemic, and strife and conflicts make availability of food at reasonable prices challenging. International trade has enabled the reallocation of agricultural products, essential for nutrition, from countries with supply markets to other points of demand and has been the subject of an increasing number of policy interventions by governments. In this paper, a multicommodity international trade network equilibrium model is constructed with the inclusion of nutritional minimal standards to support food security, accompanied by consumer subsidies, for which explicit formulae are provided. The theoretical and computational framework is based on variational inequalities. Numerical examples focusing on Ukraine and MENA (Middle Eastern and North African) countries and a staple commodity of wheat demonstrate the modeling and policy framework. [ABSTRACT FROM AUTHOR]

To investigate the effects of various government subsidies on the decision of agricultural products supply chain under adverse weather, this paper depicts the random profit function of adverse weather affecting the output of fresh agricultural products. Then, both the centralised and decentralised decision-making models are set with various government subsidies, i.e. no subsidy, output subsidy, procurement subsidy, one-time subsidy to company and one-time subsidy to farmer. Through comparative analysis and numerical analysis, we explore the effects of adverse weather and different government subsidies on the supply chain decisions including planting effort, procurement price and retail price. This study examined the bidirectional impact of Chinese agricultural subsidy policies on agricultural efficiency and farmers' income. It employed panel data from 2004 to 2020 across 31 Chinese provinces, and the three-stage least squares method was used for simultaneous estimation. Different regions and farmer types were analysed separately. The findings revealed a significant bidirectional impact of the agricultural subsidy policy on agricultural efficiency and farmers' income, signifying a strong positive feedback loop. Varied types and levels of subsidy policies differently impacted regions and farmer categories, showcasing diverse outcomes and adaptive responses to subsidy policies. The ratio of total subsidy to GDP (SUBGDP) positively impacted production efficiency and per capita disposable income. This result suggests that the subsidy policy helped enhance agricultural production efficiency and increased farmers' income levels. Conversely, the ratio of various subsidies to the total subsidy manifested different directions and degrees of impact on production efficiency and per capita disposable income, suggesting areas where the subsidy policy framework can be optimised. In addition to presenting a theoretical discussion on agricultural subsidy policies, this study provides theoretical insights and policy recommendations for the formulation and implementation of an optimal agricultural subsidy policy. The purpose of this study is to examine the effects of agricultural subsidies and agricultural employment on economic growth in Türkiye by utilizing annual data for the period 2000-2022. Benefiting from empirical analysis, the variables in the study were primarily tested with the unit root test. The differences of the variables for which unit roots were determined were purified from unit roots as the Augmented Dickey-Fuller (ADF) test suggests. Appropriate lag test was applied to the series and then the causality relationship between economic growth, agricultural employment rate and agricultural support amount was analyzed according to the results of cointegration, error-corrected VAR estimation, and Granger causality test. Based on the results of the analysis, agricultural subsidies do not have a significant effect on economic growth or economic growth on agricultural subsidies, whereas agricultural employment has a bidirectional and positive effect on economic growth. Causality findings indicate no causality between agricultural subsidies and economic growth. A bidirectional and positive economic growth as a result of agricultural employment was determined, and the existence of a causality relationship between the two variables has been demonstrated. In conclusion, it has been found that agricultural subsidies provided for economic growth in Türkiye have not yielded effective results, whereas agricultural employment provided positive reflections. Therefore, taking measures for a controlled transition from the agricultural sector to non-agricultural sectors over time, thus increasing the quality and adaptability of the workforce in the sector, and recording employment through incentives will make a great contribution to the solution of the problem. The Republic of Moldova has made significant strides in adopting organic farming practices, supported by government subsidies and strategic focus on market demand. This paper aims to analyze the economic performance of organic farms in Moldova and their impact on the sustainable development of the agricultural sector, using primary data collected from 63 organic farms benefiting from subsidies between 2020 and 2022. The agricultural sector in Moldova has experienced a gradual increase in cultivated land, with a noteworthy 9.5% dedicated to organic farming. Economically, farmers have seen substantial growth in income per hectare, credited to favorable climatic conditions and advanced technologies. Although organic farming contributes significantly, constituting approximately one-third of total income, conventional agriculture remains the primary contributor with two-thirds. The impact of subsidies from the National Fund for Agricultural and Rural Development is evident in farm development, as calculated profits per one lei of subsidy have surged from 1.51 to 10.43 lei in 2022. This underscores the effectiveness of government support in fostering growth and development within Moldova's agricultural sector, emphasizing a positive trajectory for sustainable agricultural practices. Purpose: The study attempts to estimate farm subsidies the governments can save by transitioning to a millet-based production system, replacing GHG emission-intensive crops. Design/methodology/approach: It updates a 131 × 131 commodity input–output (IO) table of the year 2015–16 into 2021–22 using the RAS procedure and simulates the economy-wide impacts of replacing rice and wheat with pearl millet and sorghum using consumption and production approaches. It then quantifies fertilizer, electricity and credit subsidy expenses the government can save through this intervention. It also estimates the potential reduction in GHG emissions that the transition could bring about. India is taken as a case. Findings: Results show pearl millet expansion brings greater benefits to the government. It is estimated that when households return to their pearl millet consumption rates that prevailed in the early-reform period, this could save the Indian government Rs. 622 crores (USD 75 m). The savings shall be reinvested in agriculture to finance climate adaptation/mitigation efforts, contributing to a sustainable food system. Net GHG emissions also decline by 3.3–3.6 MMT CO2e. Practical implications: Indian government has been actively aiming to bring down paddy areas since 2013–14 through the Crop Diversification Program and promoting millets (and pulses and oilseeds) on these farms. The prime reason is to check rapidly declining groundwater irrigation in Green Revolution states. Regulations in the past in these states have not brought the intended results. Meanwhile, electricity and fertilizers are heavily subsidized for agriculture. A slight shift in the cropping system can help conserve these resources. Meanwhile, GHG emissions could also be brought down and subsidies could well be saved. The results of the study indicate the same. Social implications: A less warm society is what governments and nongovernment organizations across the world are aiming for at present. Financial implications affect actions against climate change to a greater extent, apart from technological innovations. The effects of policy strategies discussed in the study, taking a large country as a case, when implemented appropriately around the regions, could help move a step closer to action against climate change. Originality/value: The paper addresses a key but rarely explored research issue – that how a climate-sensitive crop choice will help reduce the government's fiscal burden to finance climate adaption/mitigation. Soil health business models can lead to the maintenance of sustainable and competitive agriculture. The agricultural policy in the EU pursues different incentives to encourage adoption of environmentally oriented practices. Investments in soil health can lead to significant benefits not only for the environment but for society as well. The aim of this paper is to present the methodological approach for assessing new incentives for soil health business models in the frame of the NOVASOIL project. The goal is to investigate the opportunities and gaps of new incentives for redirection of financial streams and policy support measures for provision of innovative soil health technologies. The methodology includes two phases. The first one comprises of targeting new incentives for soil health and then identifying the corresponding gaps and opportunities. The capitalization of agricultural subsidies is highly relevant to sustainable agricultural development. This study applies meta-analysis to systematically investigate the overall mean effects of capitalization of agriculture subsidies in China, the EU, and the USA. We explore capitalization rates across different types and recipients, including potential sources of heterogeneity. Our primary objective is to address the debate of whether agricultural subsidies are ultimately capitalized into land rental prices. Results show that the overall mean effect of subsidies on land capitalization in the European Union (5.5%) is greater than that in the United States (2.9%), with no significant and positive effects observed in Chinese markets. Additionally, we conclude that decoupled payments may not reduce the capitalization of agricultural subsidies in the European Union and the USA. Notably, agricultural subsidies received by landowners/contractors tend to be lower than those received by tenants. Finally, the capitalization of agricultural subsidies is influenced by several potential sources of heterogeneity, including farmland scales, aggregated data, sample sizes, lagged subsidies, and the starting and ending dates of publications. These findings provide comprehensive insights into the capitalization of agricultural subsidies and offer practical policy recommendations for the effective mitigation of capitalization rates.

This study was conducted to examine the effects of agricultural subsidies on the technical efficiency of agricultural production technology and on factor input. It utilized a random frontier production function, instrumental variable method, and threshold regression model. The data used for this analysis consisted of 609 field yield measurements from the National Rapeseed Industry Technology System in 2020. The findings indicate that agricultural subsidies have a substantial impacts and it increases the technical efficiency of production process. Specifically, these subsidies encourage the use of land resources while inhibiting the use of chemical fertilizers. However, this does not have a significant effect on the utilization of labor and capital resources. Furthermore, the impact of agricultural subsidies on production technology efficiency varies depending on the scale of the farming operation. The subsidies significantly enhance the production technology efficiency of farmers with a business scale of less than 0.67 ha, but do not significantly improve the production technology efficiency of farmers with a business scale exceeding 0.67 ha. To optimize the effectiveness of agricultural subsidy policy, three methods and recommendations are proposed: increasing the overall amount of subsidies, expanding and diversifying the types of subsidies, and refining the process of disbursing subsidies.

In Finland, agriculture is practiced in variable growing conditions that are further challenged by climate change and under external pressure caused by international competition, changing consumer preferences and demands, and the renewal of the European Union Common Agriculture Policy and Paris Agreement climate targets. Futures studies in agriculture have focused on scenario building with expert panels, though usually without farmers' involvement. This study focuses on farmers' views of shaping the future of Finnish agriculture. It builds on the disaggregative Delphi method and combines interviews and a representative survey of Finnish farmers. The study is based on a bottom-up process in which a farmer panel of 20 farms defined their views of the future in a semi-structured thematic interview. The views were turned into statements in a structured survey sent to the second panel, which comprised all Finnish farmers who had received agricultural subsidies in 2016, with 4401 respondents. The results were analyzed using quantitative factor analysis, which produced five future images for Finnish agriculture. The images were shown to the original farmer panel for reflection. They considered the probability of each future image and their own role in it. Technology solves as a future image was most favored by farmers, followed by Ecological and specializing small-scale production image. Business-as-usual was the least likely future images according to the interviewed farmers. Current trends in the development of agricultural production necessitate the attraction of additional financial resources to finance the agricultural sector, which are specific to each national economy. The article examines the priority directions of development of the mechanism for financing agricultural production in Ukraine in the context of current trends in the implementation of the common agricultural policy in Europe. A comparative analysis of the mechanism of additional financing of agricultural production in the EU countries was carried out in the implementation of the common agricultural policy. Clus)tering of European countries was carried out while taking into account the existence of patterns in the agricultural market and it was confirmed that these patterns do not determine the features and volumes of additional financing of agricultural production. The existence of twelve possible types of markets of agricultural products in European countries is determined and the existence in practice of six of them is confirmed. It is determined that there are significant violations in the policy of convergence of financing of the agricultural sector declared by the OAP, which confirms the need to reform the Common Agricultural Policy of European countries in the direction of greater compliance with the national problems of the European agricultural sector. It has been determined that there is a specific list of development problems that is not repeated for any of the European countries for the agricultural sector of Ukraine, and its own type of agricultural market has been formed, which also has no correspondence. The article focuses on the need to form in Ukraine a specific mechanism of additional financing of agricultural production, taking into account the problems of development of the national agricultural sector and in the context of the Common Agrarian Policy of the Economic Community, its priorities and direction of reform. This article investigates the presence of a farm–nonfarm income gap along the income distribution in the European Union. Our findings show that the income disparity between farm and nonfarm households varies at the opposite poles of the distribution within and between countries. On average, farm households in the lowest quartile are worse off than nonfarm households in the same quartile, whilst farm households in the highest quartile are better off than their nonfarm counterpart. We also provide some evidence on the time dynamics of the farm–nonfarm households' income gap by looking at its evolution after the Great Recession. Finally, the policy implications stemming from the results are presented. In particular, the importance of re‐directing the Common Agricultural Policy public support in two main directions: from the richest farm households to the poorest farm households, to reduce within countries' inequality, and from the richest countries to the poorest countries, to reduce between countries' inequality. Although agricultural machinery is indispensable for modern agriculture, the effect of machinery structure on food production is rarely scrutinized. Machinery structure, referring to the proportion of high‐capacity machines which are represented by tractors with relatively high horsepower, is used to measure the scale of agricultural machinery. In response, this article investigates how agricultural machinery structurally impacts grain production theoretically and empirically, with particular emphasis on the effects of capacity structure and subsidy policy. The article estimates a Translog production function with a panel dataset covering 126 counties across Xinjiang and Hubei provinces in China from 2002 to 2012. Though we find the general elasticity of output with respect to machinery inputs is.03, the capacity structure of agricultural machines could impact agricultural production by inducing the reallocation of other input factors. Along with the upsizing of farming machines, we observe the complementarity between machinery horsepower and land inputs in production increases, while the joint effect of machinery and fertilizer decreases. The agriculture sector receives substantial fiscal subsidies in various forms, including through programs that are linked to production and others that are decoupled. As the sector has reached the technology frontier in production over the last three decades or so, particularly in high‐ and middle‐income countries, it is intriguing to investigate the impact of subsidies on productivity at aggregate level. This study examines the impact of subsidies on productivity growth in agriculture globally using a long time series on the nominal rate of assistance for 42 countries that covers over 80% of agricultural production. The econometric results show heterogenous effects from various subsidy instruments depending on the choice of productivity measure. Regression results suggest a strong positive effect of input subsidies on both output growth and labor productivity. Understanding the factors associated with adoption of ecological farming practices is a well‐established topic of interest to agricultural economists. As the transition to more sustainable agriculture has become a policy priority for the European Union, broad and balanced reviews of this literature are important. We develop a systematic map of quantitative observational studies which describes the ecological practice(s) adopted, the frequency of inclusion and significance of a range of independent variables, and how the dependent variable is measured. We also conduct a quality assessment. We find that while socio‐demographic variables and farm structural variables are frequently included, they were insignificant more often than they were significant. For behavioural factors we find stronger evidence for the importance of cognitive or attitudinal variables compared to dispositional attitudinal variables. We also find a growing interest in social factors which will be valuable for researchers to explore further and reflect on the policy implications of our findings. [ABSTRACT FROM AUTHOR]

The cover of corn stover has a significant effect on the emergence and growth of soybean seedlings. Detecting corn stover covers is crucial for assessing the extent of no-till farming and determining subsidies for stover return; however, challenges such as complex backgrounds, lighting conditions, and camera angles hinder the detection of corn stover coverage. To address these issues, this study focuses on corn stover and proposes an innovative method with which to extract corn stalks in the field, operating an unmanned aerial vehicle (UAV) platform and a U-Net model. This method combines semantic segmentation principles with image detection techniques to form an encoder–decoder network structure. The model utilizes transfer learning by replacing the encoder with the first five layers of the VGG19 network to extract essential features from stalk images. Additionally, it incorporates a concurrent bilinear attention module (CBAM) convolutional attention mechanism to improve segmentation performance for intricate edges of broken stalks. A U-Net-based semantic segmentation model was constructed specifically for extracting field corn stalks. The study also explores how different data sizes affect stalk segmentation results. Experimental results prove that our algorithm achieves 93.87% accuracy in segmenting and extracting corn stalks from images with complex backgrounds, outperforming U-Net, SegNet, and ResNet models. These findings indicate that our new algorithm effectively segments corn stalks in fields with intricate backgrounds, providing a technical reference for detecting stalk cover in not only corn but also other crops. The present paper empirically analyzes the efficiency of European Union (EU) subsidies for farms in the Southern Great Plain region of Hungary between 2014 and 2021. The aim of this analysis was to explore whether the subsidies increased the resilience of farms, enhancing their profitability, liquidity and solvency, and economic efficiency, measured by the usual financial indicators of farm performance. The analysis also evaluated the ability of farm businesses to create and retain jobs, i.e., to increase employment in the rural environment, focusing on differences between the subsidized and non-subsidized farms. The research analyzed all agricultural companies of the selected region. The methodology was a non-parametric statistical analysis (Kruskal–Wallis test, Dunnett's T3 test) for identifying significant differences between subsidized and non-subsidized farms in the 8-year period. Results show that subsidies significantly improved the financial stability, resilience and efficiency of subsidized farms only in the micro size category, and the employment indicators deteriorated more in subsidized farms than in non-subsidized ones. Thus, the intended purpose of the subsidies was not entirely realized, and positive impacts were noticeable only in the micro enterprises. This might imply that subsidies contributed to the survival of non-viable enterprises instead of enhancing their competitiveness. [ABSTRACT FROM AUTHOR]

This study examines whether the Tanzanian subsidy for inorganic fertilizers and improved seeds encourages farmers to participate in the input and grain markets. Using six waves from 2008–2009 to 2020–2021 of the National Panel Survey, we investigated whether the subsidy affected farmers' purchases and expenditures for all conceivable inputs, including nonsubsidized inputs (organic fertilizers, traditional seeds, pesticides/herbicides, labor, and capital). Subsequently, we estimated the subsidy's impact on the probability of farmers selling crops and their sales revenue. In the input markets, we found that improved seeds, rather than inorganic fertilizers, played a major role in farmers' market activities. Beneficiaries who received subsidized seeds were more likely to purchase pesticides/herbicides, hire more labor, and borrow oxen and tractors to make their farmland suitable for the growth of improved seeds. In crop markets, we found that receiving both subsidized fertilizers and seeds increased the probability of farmers selling maize or paddy nearly threefold relative to the receipt of only subsidized fertilizer. Agricultural subsidies are widely acknowledged to be a crucial cause in food security and environmental protection, with a substantial impact on fertilizer consumption. China is also attempting to promote the green transformation of agricultural subsidies and sustainable food production. Existing research has explored the impact of China's agricultural subsidies reform (ASR) on farmers' fertilizer application behavior at household level, but little is known about the overall effect of ASR at the regional level. This paper investigates the effect of on fertilizer inputs using the staggered difference-in-difference (DID) approach, based on county-level panel data for 723 counties in China's Main Grain Producing Area (MPA) from 2013 to 2020. The results show that the ASR obviously increases fertilizer consumption by 5-6% in MPA during the study period. An analysis of mechanism reveals that ASR boosts fertilizer input through increased grain output and on-farm employment, which both play a 13.83% and 6.42% partial mediator role. Conversely, the growth of planting scale is the primary conduit for fertilizer reduction, accounting for 11.78% of the total. Furthermore, this positive effect is significantly lower in counties with low farmer disposable income or high agricultural mechanization than in others. Many researchers argue that the adoption of agricultural mechanization services (AMSs) is an important way for smallholder farmers in China to engage in modern agricultural production. However, the impact of the adoptionmode of agricultural machinery on food productivity remains under-analyzed. We investigate the links between the adoption mode of agricultural machinery and food productivity using data on 795 grain farmers collected from the North China Plain. The results indicate that, compared with service outsourcing (SO), self-purchase (SP) improves the technical effciency of farms; however, it reduces the input effciency of agriculturalmachinery. The channel of the effect is that, although SO can reduce the redundancy of agricultural machinery's input, the opportunistic behavior of AMS suppliers and labor supervision problems lead to a decline in agricultural machinery's operation quality. The impact of the adoption mode of agricultural machinery on food productivity is asymmetrical among different types of farmers. Large-scale and professional farmers benefit more from SP, whereas small-scale and part-time farmers benefit more from SO. The AMS is not perfect, and the Chinese government should pay close attention to the loss of technical efficiency in agricultural production caused by the opportunistic behavior of AMS suppliers. The quality authenticity of organic agricultural products has always been a hot issue for consumers. Blockchain's advantages in information traceability and preventing data from being tampered with can reduce fake and counterfeit products, increasing the consumers' trust in the quality of organic agricultural products. Considering market segmentation of consumer types in organic agricultural products (OPs) and conventional agricultural products (CPs), this study builds a game-theoretical model to explore how participants decide between blockchain traceability platforms and organic subsidy strategies. Results show that the producer should introduce the blockchain when the fraction of blockchain technology's total cost shared by the producer is smaller and the fixed cost of implementing blockchain is higher or when the fraction of blockchain technology's total cost shared by the producer is higher and the fixed cost of implementing blockchain is lower. The retailer is inclined to an organic subsidy, and the smaller the market proportion of undifferentiated-conscious consumers (UCCs), the more inclined the retailer is to the organic subsidy strategy. In addition, the market share of UCCs positively promotes the sales quantities and supply chain profits of CPs but is not conducive to the sales quantities of OPs. [ABSTRACT FROM AUTHOR]

Purpose: This paper investigates the effects of the total abolition of all forms of agricultural subsidies to producers and border tariffs on the prices of staple cereals. Design/methodology/approach: The authors use the GTAP global economy-wide model and focus on 27 countries and 8 regions. The GTAP database that is used contains information on budgetary transfers to producers and market price support such as domestic price support, tariffs, export subsidies, quotas on exports or imports and other border measures. Findings: The removal of subsidies is estimated to significantly increase the prices of wheat and other cereal grains in Japan, paddy rice in Malaysia and Indonesia, processed rice in Malaysia and Indonesia and wheat in Brazil and India. When border tariffs are removed, cereal prices are projected to fall in several countries, but the decline is more pronounced for wheat in Kenya and Japan, other cereal grains in South Korea and all staples in Nepal. Research limitations/implications: The alternative scenarios on the removal of agricultural subsidies in all agricultural sectors and the elimination of border tariffs are purely speculative as the analysis ignores important political economy considerations of agricultural and food policy reforms. Practical implications: The findings from this study point to the importance of implementing additional policy measures to mitigate the possible negative effect of repurposing the support to agriculture and ensure the food security and welfare of those categories of buyers who heavily depend on the price of staple food for their livelihoods. Social implications: This study's findings confirm that the elimination of agricultural subsidies would impact global food security directly by making staple food less affordable to the poorest and indirectly by decreasing the available household budget for other presumably more nutritious food groups. Consequently, it is expected that these price increases could make segments of the world population poorer, particularly the net-food buyers due to a decline in their real income. Originality/value: The authors assess the impact of removing the subsidies on the economy in a comprehensive way, particularly given the recent policy focus on net zero emissions and Sustainable Development Goals that include healthy foods. The article examines the impact of subsidies on agricultural holdings of different economic sizes in Bulgaria for the period 2014-2020. The objective is to dissect the dispersion and repercussions of these subsidies on the gross and net earnings of these enterprises. The research is rooted in a thorough exploration of existing literature and utilizes a spectrum of analytical techniques, including comparative analysis, regression analysis, and fixed effects models. The findings underscore the substantial role of subsidies in shaping the revenue of Bulgarian agricultural producers. This validates the primary hypothesis that subsidies bolster the financial health of enterprises and foster the resilience of the agricultural sector overall. Nonetheless, it's crucial to note that the magnitude and efficacy of the subsidies' impact fluctuate based on the economic scale of the enterprises. Fiscal and land policies are important tools in developing agriculture in China. Understanding how agricultural subsidies and land fragmentation jointly affect agricultural Total Factor Productivity (TFP) is crucial for building a strong agricultural nation. This paper utilizes microdata from fixed observation points in rural China from 2003 to 2017 and employs panel bidirectional fixed-effect models and moderation-effect models to empirically analyze the impact of agricultural subsidies and land fragmentation on agricultural TFP. The research finds: (1) Agricultural subsidies positively affect agricultural TFP, while land fragmentation leads to decreased agricultural TFP. (2) Land fragmentation hinders the positive effects of agricultural subsidies on agricultural TFP. A 1% increase in land fragmentation could lead to approximately a 3% decrease in the enhancement effect of agricultural subsidies, with significant impacts on households in major grain-producing areas and those primarily engaged in agriculture. (3) There is no evidence that reforms in the "three agricultural subsidies" would alter the combined effect of agricultural subsidies and land fragmentation on agricultural TFP. The obstructive role of land fragmentation cannot be mitigated through the "three agricultural subsidies" reform. The study indicates that the incentivizing role of agricultural subsidies has not been fully realized, and land fragmentation remains a key bottleneck in agricultural development. The culture of Romanian garlic has a high potential from an economic point of view, being in great demand on the market, Romanians preferring its taste and aroma. However,..garlic cultivation does not have an easy technology and the Romanian seed is hard to find, so many of the producers are discouraged and prefer to cultivate other, safer crops. Massive imports of garlic led to measures from the state. Underscoring the importance of garlic cultivation for the Romanian economy, the state met agricultural producers with a "de minimis" support to support garlic production. The present paper, in order to contribute to making the necessary decisions for the future production cycle as well as to support farmers who want to cultivate this crop, analyzes the economic efficiency with the help of profitability indicators (profit, profitability rates, breackeven point, etc.), for two possible situations: with financial support granted through the Garlic Production Support Program and without taking into account this "de minimis" support. In this context, it is aimed to evaluate the economic viability in terms of the use of the production framework technology of garlic culture and the rational use of both the raw materials used and the human and financial resources to produce garlic of high quality but at low costs. Agricultural activities are always determined by the profitability of the crop. The findings of the study can have a positive impact on farmers, allowing them to adjust their material resources and current farm capacities for higher productivity, while highlighting the importance of implementing the garlic crop support program. This paper focuses on the agricultural supply chain and proposes a new financing model of risk sharing: the collateralized loan. In order to examine the operational effectiveness of the risk-sharing mechanism, we consider the effects of government subsidies and risk aversion factors. In the collateralized loan, the purchaser serves as the leader to provide loans to the farmer when the farmer provides collateral. The simulation results demonstrate that government subsidies can bring significant spillover effects to the whole supply chain. The effect's extent increases as the subsidy increases. And the spillover effect is more obvious under the collateralized loan than bank financing. The discount factor also generates a spillover effect for the agricultural supply chain through the inversion mechanism. The lower the discount factor, the more obvious the spillover effect. The increase in government subsidies facilitates the operation of risk-sharing mechanisms, while the increase in risk aversion hinders the operation of the mechanisms.
