The challenges of recruiting, strengthening, and retaining the child care and early education (CCEE) workforce are well documented. Members of the CCEE workforce typically have low levels of formal education and compensation; limited opportunities for education, training, and professional development; inconsistent working conditions; and high levels of stress and burnout. The Building and Sustaining the Child Care and Early Education Workforce (BASE) project conducted an environmental scan to identify and review strategies that are currently being implemented across the country to build, advance, and sustain the CCEE workforce in the face of these challenges. In particular, the research team sought to understand the context in which these strategies are implemented and how that might influence their operation. The team also examined how strategies reach or are tailored to prospective and current CCEE educators. This brief summarizes important themes that emerged from the environmental scan, which was conducted between March 2021 and January 2022. The conclusions presented draw from a combination of activities, including a review of the literature, assessment of recommended sources and materials submitted in response to an open call for information, as well as interviews with key informants from the agencies responsible for putting strategies into place. High-quality, stable child care and early education (CCEE) can have lasting, positive impacts on children. However, there are ongoing challenges in recruiting, supporting, and retaining a qualified, stable CCEE workforce that provides high-quality care. CCEE educators typically have low levels of compensation; limited opportunities for education, training, and professional development; inconsistent working conditions; and high levels of stress and burnout. There are also high rates of job turnover, which can diminish the quality of care by straining remaining educators. The COVID-19 pandemic has exacerbated these issues. While several states and localities are taking steps to build and stabilize their CCEE workforce, important questions remain about how to best strengthen the workforce to meet the needs of children and families, particularly those who experience poverty or who are racially, ethnically, and linguistically diverse. The "Building and Sustaining the Child Care and Early Education Workforce" (BASE) project team completed a literature review and an environmental scan that were designed to identify and document existing knowledge about the CCEE workforce and develop strategies to strengthen it. The literature review synthesized research on factors that shape CCEE workforce dynamics, defined here as how educators enter, advance in, and exit out of different roles, settings, and types of care. The literature review predominantly focused on studies conducted between 2017 and 2021 and examined the effectiveness of strategies that were implemented to build a sustained, qualified workforce. The environmental scan identified and reviewed the range of strategies currently being used across the country to build, advance, and sustain the CCEE workforce. The team also completed a data scan that assessed the strengths and weaknesses of several potential data sources that could be used to examine workforce dynamics and address key gaps in existing research.

Child care and early education (CCEE) are essential resources for families and children across the country. Yet qualified educators are choosing to leave their positions, and young professionals are choosing not to enter the field. This instability has been a long-lasting issue and is thought to be driven largely by structural and systemic forces that shape the everyday experiences of the CCEE workforce. These issues have been exacerbated by the COVID-19 pandemic. This report lays out a conceptual framework to serve as a guide for researchers, policymakers, and administrators who are conducting research on the CCEE workforce and who are designing and implementing strategies to improve entry, retention, turnover, and advancement of the workforce. This report is also intended to inform how the field can work to build and sustain this critical workforce. The conceptual framework consists of three main components that are intended to provide a clear understanding of factors that can disrupt the stability of the CCEE workforce pipeline. By articulating the main components, the conceptual framework encourages researchers, policymakers, and administrators to consider a range of multilevel influences on workforce dynamics when designing strategies and when evaluating whether strategies are working as intended. This framework also aims to underscore that the individuals who make up the workforce--many of whom have been marginalized due to race, ethnicity, social class, and gender--interact with broader social, political, and cultural contexts that shape economic and educational policies, structures, and opportunities.

Based on the analysis of a large number of high-fidelity nonlinear gyrokinetic simulations, we propose a novel strategy to improve confinement in tokamak plasmas by combining up-down asymmetric flux surface shaping with the Low Momentum Diffusivity (LMD) regime. We show that the intrinsic momentum flux driven by up-down asymmetry creates strong flow shear in the LMD regime that can significantly reduce energy transport, increasing the critical gradient by up to $25\%$. In contrast to traditional methods for generating flow shear, such as neutral beam injection, this approach requires no external momentum source and is expected to scale well to large fusion devices. The experimental applicability of this strategy in spherical tokamaks is addressed via simulations by considering actual equilibria from MAST and a preliminary equilibrium from SMART., Comment: 7 pages, 5 figures

Electromagnetic microtearing modes (MTMs) have been observed in many different spherical tokamak regimes. Understanding how these and other electromagnetic modes nonlinearly saturate is likely critical in understanding the confinement of a high $\beta$ spherical tokamak (ST). Equilibrium $E\times B$ sheared flows have sometimes been found to significantly suppress low $\beta$ ion scale transport in both gyrokinetic simulations and in experiment. This work aims to understand the conditions under which $E\times B$ sheared flow impacts on the saturation of MTM simulations. Two experimental regimes are examined from MAST and NSTX, on surfaces that have unstable MTMs. The MTM driven transport on a local flux surface in MAST is shown to be more resilient to suppression via $E\times B$ shear, compared to the case from NSTX where the MTM transport is found to be significantly suppressed. This difference in the response to flow shear is explained through the impact of magnetic shear, $\hat{s}$ on the MTM linear growth rate dependence on ballooning angle, $\theta_0$. At low $\hat{s}$, the growth rate depends weakly on $\theta_0$, but at higher $\hat{s}$, the MTM growth rate peaks at $\theta_0 = 0$, with regions of stability at higher $\theta_0$. Equilibrium $E\times B$ sheared flows act to advect the $\theta_0$ of a mode in time, providing a mechanism which suppresses the transport from these modes when they become stable. The dependence of $\gamma^{MTM}$ on $\theta_0$ is in qualitative agreement with a recent theory [M.R. Hardman et al (2023)] at low $\beta$ when $q\sim1$, but the agreement worsens at higher $q$ where the theory breaks down. Strong $E\times B$ plasma flow shear is beneficial for reducing turbulent transport. However, traditional methods of driving flow shear do not scale well to large devices such as future fusion power plants. In this paper, we use a large number of nonlinear gyrokinetic simulations to study a novel approach to increase flow shear: decreasing the momentum diffusivity to make the plasma ``easier to push''. We first use an idealized circular geometry and find that one can obtain low momentum diffusivity at tight aspect ratio, low safety factor, high magnetic shear and low temperature gradient. This is the so-called Low Momentum Diffusivity (LMD) regime. To drive intrinsic momentum flux, we then tilt the flux surface, making it up-down asymmetric. In the LMD regime, this intrinsic momentum flux drives strong flow shear that can significantly reduce the heat flux and increase the critical temperature gradient. We also consider the actual experimental geometry of the MAST tokamak to illustrate that this strategy can be practical and create experimentally significant flow shear. The jet cross-section and jet-substructure observables in $p$$+$$p$ collisions at $\sqrt{s}=200$ GeV were measured by the PHENIX Collaboration at the Relativistic Heavy Ion Collider (RHIC). Jets are reconstructed from charged-particle tracks and electromagnetic-calorimeter clusters using the anti-$k_{t}$ algorithm with a jet radius $R=0.3$ for jets with transverse momentum within $8.0

In this paper, we study the problem of distributed transmission control and video streaming optimization for unmanned aerial vehicles (UAVs) operating in unlicensed spectrum bands. We develop a rigorous cross-layer analysis framework that jointly considers three inter-dependent factors: (i) in-band interference introduced by ground/aerial nodes at the physical (PHY) layer, (ii) limited-size queues with delay-constrained packet arrival at the medium access control (MAC) layer, and (iii) video encoding rate at the application layer. First, we formulate an optimization problem to maximize the throughput by optimizing the fading threshold. To this end, we jointly analyze the queue-related packet loss probabilities (i.e., buffer overflow and time threshold event) as well as the outage probability due to the low signal-to-interference-plus-noise ratio (SINR). We introduce the Distributed Transmission Control (DTC) algorithm that maximizes the throughput by adjusting transmission policies to balance the trade-offs between packet drop from queues vs. transmission errors due to low SINRs. Second, we incorporate the video distortion model to develop distributed peak signal-to-noise ratio (PSNR) optimization for video streaming. The formulated optimization incorporates two cross-layer parameters, specifically the fading threshold and video encoding rate. To tackle this problem, we develop the Joint Distributed Video Transmission and Encoder Control (JDVT-EC) algorithm that enhances the PSNR for all nodes by fine-tuning transmission policies and video encoding rates to balance the trade-offs between packet loss and lossy video compression distortions. Through extensive numerical analysis, we thoroughly examine the proposed algorithms and demonstrate that they are able to find the optimal transmission policies and video encoding rates under various scenarios., Comment: Submitted to IEEE Transactions on Communications

The DArk Matter In CCDs at Modane (DAMIC-M) experiment is designed to search for light dark matter (m$_{\chi}$<10\,GeV/c$^2$) at the Laboratoire Souterrain de Modane (LSM) in France. DAMIC-M will use skipper charge-coupled devices (CCDs) as a kg-scale active detector target. Its single-electron resolution will enable eV-scale energy thresholds and thus world-leading sensitivity to a range of hidden sector dark matter candidates. A DAMIC-M prototype, the Low Background Chamber (LBC), has been taking data at LSM since 2022. The LBC provides a low-background environment, which has been used to characterize skipper CCDs, study dark current, and measure radiopurity of materials planned for DAMIC-M. It also allows testing of various subsystems like readout electronics, data acquisition software, and slow control. This paper describes the technical design and performance of the LBC.

Skipper CCDs are a mature detector technology that has been suggested for future space telescope instruments requiring sub-electron readout noise in the near-ultraviolet to the near-infrared. While modern skipper CCDs inherit from the radiation-tolerant p-channel detectors developed by LBNL, the effects of high doses of ionizing radiation on skipper CCDs (such as those expected in space) remains largely unmeasured. We report preliminary results on the performance of p-channel skipper CCDs following irradiation with 217-MeV protons at the Northwestern Medicine Proton Center. The total nonionizing energy loss (NIEL) experienced by the detectors exceeds 6 years at the Sun-Earth Lagrange Point 2 (L2). We demonstrate that the skipper amplifier continues to function as expected following this irradiation. Owing to the low readout noise of these detectors, controlled irradiation tests can be used to sensitively characterize the charge transfer inefficiency, dark current, and the density and time constants of charge traps as a function of proton fluence. The PHENIX experiment measured the centrality dependence of two-pion Bose-Einstein correlation functions in $\sqrt{s_{_{NN}}}=200$~GeV Au$+$Au collisions at the Relativistic Heavy Ion Collider at Brookhaven National Laboratory. The data are well represented by L\'evy-stable source distributions. The extracted source parameters are the correlation-strength parameter $\lambda$, the L\'evy index of stability $\alpha$, and the L\'evy-scale parameter $R$ as a function of transverse mass $m_T$ and centrality. The $\lambda(m_T)$ parameter is constant at larger values of $m_T$, but decreases as $m_T$ decreases. The L\'evy scale parameter $R(m_T)$ decreases with $m_T$ and exhibits proportionality to the length scale of the nuclear overlap region. The L\'evy exponent $\alpha(m_T)$ is independent of $m_T$ within uncertainties in each investigated centrality bin, but shows a clear centrality dependence. At all centralities, the L\'evy exponent $\alpha$ is significantly different from that of Gaussian ($\alpha=2$) or Cauchy ($\alpha=1$) source distributions. Comparisons to the predictions of Monte-Carlo simulations of resonance-decay chains show that in all but the most peripheral centrality class (50%-60%), the obtained results are inconsistent with the measurements, unless a significant reduction of the in-medium mass of the $\eta'$ meson is included. In each centrality class, the best value of the in-medium $\eta'$ mass is compared to the mass of the $\eta$ meson, as well as to several theoretical predictions that consider restoration of $U_A(1)$ symmetry in hot hadronic matter., Comment: 401 authors from 75 institutions, 23 pages, 15 figures, 2 tables. v2 is version accepted for publication by Physical Review C. We present the first on-sky results from an ultra-low-readout-noise Skipper CCD focal plane prototype for the SOAR Integral Field Spectrograph (SIFS). The Skipper CCD focal plane consists of four 6k x 1k, 15 $\mu$m pixel, fully-depleted, p-channel devices that have been thinned to ~250 $\mu$m, backside processed, and treated with an anti-reflective coating. These Skipper CCDs were configured for astronomical spectroscopy, i.e., single-sample readout noise < 4.3 e- rms/pixel, the ability to achieve multi-sample readout noise $\ll$ 1 e- rms/pixel, full-well capacities ~40,000-65,000 e-, low dark current and charge transfer inefficiency (~2 x 10$^{-4}$ e-/pixel/s and 3.44 x 10$^{-7}$, respectively), and an absolute quantum efficiency of $\gtrsim$ 80% between 450 nm and 980 nm ($\gtrsim$ 90% between 600 nm and 900 nm). We optimized the readout sequence timing to achieve sub-electron noise (~0.5 e- rms/pixel) in a region of 2k x 4k pixels and photon-counting noise (~0.22 e- rms/pixel) in a region of 220 x 4k pixels, each with a readout time of $\lesssim$ 17 min. We observed two quasars (HB89 1159+123 and QSO J1621-0042) at redshift z ~ 3.5, two high-redshift galaxy clusters (CL J1001+0220 and SPT-CL J2040-4451), an emission line galaxy at z = 0.3239, a candidate member star of the Bo\"{o}tes II ultra-faint dwarf galaxy, and five CALSPEC spectrophotometric standard stars (HD074000, HD60753, HD106252, HD101452, HD200654). We present charge-quantized, photon-counting observations of the quasar HB89 1159+123 and show the detector sensitivity increase for faint spectral features. We demonstrate signal-to-noise performance improvements for SIFS observations in the low-background, readout-noise-dominated regime. High-momentum two-particle correlations are a useful tool for studying jet-quenching effects in the quark-gluon plasma. Angular correlations between neutral-pion triggers and charged hadrons with transverse momenta in the range 4--12~GeV/$c$ and 0.5--7~GeV/$c$, respectively, have been measured by the PHENIX experiment in 2014 for Au$+$Au collisions at $\sqrt{s_{_{NN}}}=200$~GeV. Suppression is observed in the yield of high-momentum jet fragments opposite the trigger particle, which indicates jet suppression stemming from in-medium partonic energy loss, while enhancement is observed for low-momentum particles. The ratio and differences between the yield in Au$+$Au collisions and $p$$+$$p$ collisions, $I_{AA}$ and $\Delta_{AA}$, as a function of the trigger-hadron azimuthal separation, $\Delta\phi$, are measured for the first time at the Relativistic Heavy Ion Collider. In this paper, we propose a data-driven framework for collaborative wideband spectrum sensing and scheduling for networked unmanned aerial vehicles (UAVs), which act as the secondary users (SUs) to opportunistically utilize detected "spectrum holes". Our overall framework consists of three main stages. Firstly, in the model training stage, we explore dataset generation in a multi-cell environment and training a machine learning (ML) model using the federated learning (FL) architecture. Unlike the existing studies on FL for wireless that presume datasets are readily available for training, we propose a novel architecture that directly integrates wireless dataset generation, which involves capturing I/Q samples from over-the-air signals in a multi-cell environment, into the FL training process. Secondly, in the collaborative spectrum inference stage, we propose a collaborative spectrum fusion strategy that is compatible with the unmanned aircraft system traffic management (UTM) ecosystem. Finally, in the spectrum scheduling stage, we leverage reinforcement learning (RL) solutions to dynamically allocate the detected spectrum holes to the secondary users. To evaluate the proposed methods, we establish a comprehensive simulation framework that generates a near-realistic synthetic dataset using MATLAB LTE toolbox by incorporating base-station~(BS) locations in a chosen area of interest, performing ray-tracing, and emulating the primary users channel usage in terms of I/Q samples. A quasi-linear reduced transport model is developed from a database of high-$\beta$ electromagnetic nonlinear gyrokinetic simulations performed with Spherical Tokamak for Energy Production (STEP) relevant parameters. The quasi-linear model is fully electromagnetic and accounts for the effect of equilibrium flow shear using a novel approach. Its flux predictions are shown to agree quantitatively with predictions from local nonlinear gyrokinetic simulations across a broad range of STEP-relevant local equilibria. This reduced transport model is implemented in the T3D transport solver that is used to perform the first flux-driven simulations for STEP to account for transport from hybrid-KBM turbulence, which dominates over a wide region of the core plasma. Nonlinear gyrokinetic simulations of the final transport steady state from T3D return turbulent fluxes that are consistent with the reduced model, indicating that the quasi-linear model may also be appropriate for describing the transport steady state. Within the assumption considered here, our simulations support the existence of a transport steady state in STEP with a fusion power comparable to that in the burning flat-top of the conceptual design, but do not demonstrate how this state can be accessed.

Spherical tokamaks (STs) have many desirable features that make them a suitable choice for fusion power plants. To understand their confinement properties, accurate calculation of turbulent micro-instabilities is necessary for tokamak design. Presented is a novel surrogate model for Micro-tearing modes (MTMs), the micro-instability thought to be dominant in high beta STs. Direct numerical calculation of micro-instabilities is computationally expensive and is a significant bottleneck in integrated plasma modelling. The considerable number of geometric and thermodynamic parameters, the interactions that influence these coefficients and the resolutions needed to accurately resolve these modes, makes direct numerical simulation for parameter space exploration computationally extremely challenging. However, this and the dearth of accurate reduced physics models for MTMs makes it suitable for surrogate modelling using Gaussian Process Regression, a modern machine learning technique. This paper outlines the further development of a data-driven reduced-order model across a spherical tokamak reactor-relevant parameter space utilising Gaussian Process Regression (GPR) and classification; techniques from machine learning. To build the original simple GP model these two components were used in an active learning loop to maximise the efficiency of data acquisition thus minimising computational cost. The `simple' GP was seen to show a plateau of fidelity with more data and to be under-confident, particular in areas of parameter space close to marginal stability. It is postulated that the presence of multiple sub-types of MTM could be the root cause, with the underlying function being less smooth than expected. An expansion of the model using clustering algorithms to find optimal sub models using a mixture of experts approach is shown to greatly improve the variances in the outputs of the GP model., Comment: Submitted to the IAEA FEC 2023 conference

STEP is a spherical tokamak prototype power plant that is being designed to demonstrate net electric power. The design phase involves the exploitation of plasma models to optimise fusion performance subject to satisfying various physics and engineering constraints. A modelling workflow, including integrated core plasma modelling, MHD stability analysis, SOL and pedestal modelling, coil set and free boundary equilibrium solvers, and whole plant design, has been developed to specify the design parameters and to develop viable scenarios. The integrated core plasma model JETTO is used to develop individual flat-top operating points that satisfy imposed criteria for fusion power performance within operational constraints. Key plasma parameters such as normalised beta, Greenwald density fraction, auxiliary power and radiated power have been scanned to scope the operational space and to derive a collection of candidate non-inductive flat-top points. The assumed auxiliary heating and current drive is either from electron cyclotron systems only or a combination of electron cyclotron and electron Bernstein waves. At present stages of transport modelling, there is a large uncertainty in overall confinement for relevant parameter regimes. For each of the two auxiliary heating and current drive systems scenarios, two candidate flat-top points have been developed based on different confinement assumptions, totalling to four operating points. A lower confinement assumption generally suggests operating points in high-density, high auxiliary power regimes, whereas higher confinement would allow access to a broader parameter regime in density and power while maintaining target fusion power performance., Comment: 44 pages, 15 figures. Diagnostic imaging has gained prominence as potential biomarkers for early detection and diagnosis in a diverse array of disorders including cancer. However, existing methods routinely face challenges arising from various factors such as image heterogeneity. We develop a novel imaging-based distributional data analysis (DDA) approach that incorporates the probability (quantile) distribution of the pixel-level features as covariates. The proposed approach uses a smoothed quantile distribution (via a suitable basis representation) as functional predictors in a scalar-on-functional quantile regression model. Some distinctive features of the proposed approach include the ability to: (i) account for heterogeneity within the image; (ii) incorporate granular information spanning the entire distribution; and (iii) tackle variability in image sizes for unregistered images in cancer applications. Our primary goal is risk prediction in Hepatocellular carcinoma that is achieved via predicting the change in tumor grades at post-diagnostic visits using pre-diagnostic enhancement pattern mapping (EPM) images of the liver. Along the way, the proposed DDA approach is also used for case versus control diagnosis and risk stratification objectives. Our analysis reveals that when coupled with global structural radiomics features derived from the corresponding T1-MRI scans, the proposed smoothed quantile distributions derived from EPM images showed considerable improvements in sensitivity and comparable specificity in contrast to classification based on routinely used summary measures that do not account for image heterogeneity. Given that there are limited predictive modeling approaches based on heterogeneous images in cancer, the proposed method is expected to provide considerable advantages in image-based early detection and risk prediction., Comment: 16, 2 figures, 3 tables

[ABRIDGED] This paper discusses the importance of parallel perturbations of the magnetic-field in gyrokinetic simulations of electromagnetic instabilities and turbulence at mid-radius in the burning plasma phase of the conceptual high-$\beta$, reactor-scale, tight-aspect-ratio tokamak STEP. Previous studies have revealed the presence of unstable hybrid kinetic ballooning modes (hKBMs) at binormal scales approaching the ion Larmor radius. In this STEP plasma it was found that the hKBM requires the inclusion of parallel magnetic-field perturbations to be linearly unstable. Here, the extent to which the inclusion of fluctuations in the parallel magnetic-field can be relaxed is explored through gyrokinetic simulations. In particular, the frequently used MHD approximation (dropping $\delta \! B_{\parallel}$ and setting the $\nabla B$ drift frequency equal to the curvature drift frequency) is discussed and simulations explore whether this approximation is useful for modelling STEP plasmas. It is shown that the MHD approximation can reproduce some of the linear properties of the full STEP gyrokinetic system, but is too stable at low $k_y$ and nonlinear simulations using the MHD approximation result in very different transport states. It is demonstrated that the MHD approximation is challenged by the high $\beta^{\prime}$ values in STEP, and that the approximation improves considerably at lower $\beta^{\prime}$. Furthermore, it is shown that the sensitivity of STEP to $\delta \! B_{\parallel}$ fluctuations is primarily because the plasma sits close to marginality and it is shown that in slightly more strongly driven conditions the hKBM is unstable without $\delta \! B_{\parallel}.$ Crucially, it is demonstrated that the state of large transport typically predicted by local electromagnetic gyrokinetic simulations of STEP plasmas is not solely due to $\delta \! In this paper, we investigate the problem of distributed transmission control for unmanned aerial vehicles (UAVs) operating in unlicensed spectrum bands. We develop a rigorous interference-aware queuing analysis framework that jointly considers two inter-dependent factors: (i) limited-size queues with delay-constrained packet arrival, and (ii) in-band interference introduced by other ground/aerial users. We aim to optimize the expected throughput by jointly analyzing these factors. In the queuing analysis, we explore two packet loss probabilities including, buffer overflow model and time threshold model. For interference analysis, we investigate the outage probability and packet losses due to low signal-to-interference-plus-noise ratio (SINR). We introduce two algorithms namely, Interference-Aware Transmission Control (IA-TC), and Interference-Aware Distributed Transmission Control (IA-DTC). These algorithms maximize the expected throughput by adjusting transmission policies to balance the trade-offs between packet drop from queues vs. transmission errors due to low SINRs. The PHENIX experiment has performed a systematic study of identified charged-hadron ($\pi^\pm$, $K^\pm$, $p$, $\bar{p}$) production at midrapidity in $p$$+$Al, $^3$He$+$Au, Cu$+$Au collisions at $\sqrt{s_{_{NN}}}=200$ GeV and U$+$U collisions at $\sqrt{s_{_{NN}}}=193$ GeV. Identified charged-hadron invariant transverse-momentum ($p_T$) and transverse-mass ($m_T$) spectra are presented and interpreted in terms of radially expanding thermalized systems. The particle ratios of $K/\pi$ and $p/\pi$ have been measured in different centrality ranges of large (Cu$+$Au, U$+$U) and small ($p$$+$Al, $^3$He$+$Au) collision systems. The values of $K/\pi$ ratios measured in all considered collision systems were found to be consistent with those measured in $p$$+$$p$ collisions. However the values of $p/\pi$ ratios measured in large collision systems reach the values of $\approx0.6$, which is $\approx2$ times larger than in $p$$+$$p$ collisions. These results can be qualitatively understood in terms of the baryon enhancement expected from hadronization by recombination. Identified charged-hadron nuclear-modification factors ($R_{AB}$) are also presented. Enhancement of proton $R_{AB}$ values over meson $R_{AB}$ values was observed in central $^3$He$+$Au, Cu$+$Au, and U$+$U collisions. The proton $R_{AB}$ values measured in $p$$+$Al collision system were found to be consistent with $R_{AB}$ values of $\phi$, $\pi^\pm$, $K^\pm$, and $\pi^0$ mesons, which may indicate that the size of the system produced in $p$$+$Al collisions is too small for recombination to cause a noticeable increase in proton production., Comment: 480 authors from 78 institutions, 18 pages, 6 tables, 16 figures. v2 is version accepted for publication in Physical Review C.
