Yokota et al. (2020) investigated the economic impact of sports facilities by applying regional value-added analysis to their establishment and operation. Regional value-added analysis is used mainly in Germany as an analytical method to assess the degree to which renewable energy development will affect the country’s economy. However, analyzing economic effects often entails input–output analysis. The purpose of this study is to conduct a regional value-added analysis and input–output analysis on given projects to compare the results as well as identify the characteristics of the two analyses.We conducted two types of analysis on 13 projects involving the establishment and operation of high-altitude training sites in Tomi City, Nagano Prefecture. In the regional value-added analysis, value-added totaled 443 million yen (Yokota, 2020); and in the input–output analysis, net value-added was 697 million yen; gross value-added was 959 million yen; and total output was 1,529 million yen. Broken down by project, all analytical findings revealed a similar pattern.Both analyses are useful for analyzing the economic contribution to a region. Regional value-added analysis is more suited to project-level examination, as it directly measures the new economic value-added that a project generates. Input–output analysis is considered suitable for industry or policy-level examination, as it includes the consumption effect and the induced production value resulting from ripple effects within a region. Regional value-added analysis and input–output analysis take different approaches and target different parts of the value chain; moreover, the levels of the economic value-added that they generate differ as well. It should be possible to select and implement those projects that are beneficial to a regional economy by employing the analytical methodology that aligns to the purpose for which it is being used, while incorporating the characteristics of each analysis in applying the findings.In addition, as we were able to perform a quantitative comparison of analytical findings, it may be possible to collect data on projects of various sizes and types and use the findings from one of these analyses to extrapolate the results of the other., 横田ら（2020）は，スポーツ施設の整備・運営に地域付加価値創造分析を適用し，事業の経済効果の検証を試みた。地域付加価値創造分析は，主にドイツにおいて，再生可能エネルギーの開発が地域にどの程度の経済効果を生むかを評価する手法として活用されている分析である。一方で，経済効果の検証には，産業連関分析が用いられることが多い。本研究の目的は，同一事業を対象に地域付加価値創造分析と産業連関分析を行い，結果を比較することによって両分析の特性を明確にすることである。長野県東御市の高地トレーニング拠点の整備及び運営に関する13事業を対象として，両分析を実施した。その結果，横田ら（2020）が実施した地域付加価値創造分析では4.4億円であったのに対し，産業連関分析では純付加価値額7.0億円，付加価値額9.6億円，生産額15.3億円となった。事業別の構成比は，すべての分析結果で類似した傾向を示した。両分析とも，地域への経済的な貢献を分析する手法として有益である。地域付加価値創造分析は，事業によって新たに発生した経済的な付加価値を直接的に計測することから，事業レベルでの検討により適している。産業連関分析は，地域内で波及的に生じる生産誘発額や消費効果を加算することから，産業レベル，政策レベルでの検討により適していると考えられる。地域付加価値創造分析と産業連関分析は，対象とするバリューチェーンの範囲やアプローチが異なり，それに伴って結果が示す経済的な付加価値の絶対値が異なる。活用目的に適した分析手法を採用するとともに，それぞれの分析の特性を踏まえて結果を活用することで，地域経済にとって有益な事業を選択，展開することができるだろう。また，分析結果を量的に比較することができたことによって，今後，事業規模や事業形態の異なる事業を対象にデータを蓄積することで，どちらか一方の分析結果から，他方の結果を推計できる可能性を示した。

シェアリングエコノミー（共有経済）は新たな需要を掘り起こすと同時に、既存事業者のビジネスを代替し市場に劇的な変化をもたらすいわゆる「破壊的イノベーション」の側面を持っている。これに対して各国政府も政策的な対応を講じているが、一方でシェアリングエコノミー事業者も事業そのものの導入に際して既存事業者のビジネスと連携し、既存事業者もシェアリングエコノミーのシステムを取り入れながら、これらの新しいビジネスを展開しようとする取組も見られる。本研究は、シェアリングエコノミーの導入と既存ビジネスとの競合・協力についての事例研究を通じて、経済のデジタル化がもたらす市場構造の変化とこれに対応する経済効果推計のための考察とする。

論文(Article), 経済のグローバル化による経済取引の拡大の中、地方経済衰退の問題はその深刻さを増している。地方都市と大都市の間の格差拡大の原因として、「ヒト・モノ・カネ」の地方から大都市への流出がある。この流出を食い止める手段の一つとして、世界各地で地域通貨の導入が試みられているが、現状ではその試みの成功事例は極めて少ない。その原因を検証するとともに、地域通貨に対する啓蒙活動として利用されているのが「地域通貨ゲーム」である。本論文では、地域経済衰退における囚人のジレンマ的状況を理解・実感してもらうための地域通貨ゲームの設計を試みた。論文中で、そのゲームのメカニズムを紹介するとともに、実際にゲームを実施した結果も紹介している。, application/pdf

This paper aims at measuring the economic impact of Roppongi Art Night 2015 by input-output tables. Roppongi Art Night is a one-night, all-night extravaganza at Roppongi area and the biggest White Nights Festival in Japan. That conducted 87 programs, such as contemporary arts, preforming arts, media arts, film, and artist talk. Local governments, first class museums (The National Art Center, Tokyo, Suntory Museum of Art and Mori Art Museum), commercial complexes and local shopping streets plan and operate this event. This paper focuses on tourist expenditure and the economic effect is estimated to amount to 21.2 billion yen for Tokyo Metropolitan Government. Moreover, the amount per day (10.6 billion yen) is much bigger than those of another famous art projects. In conclusion, Roppongi Art Night 2015 generates not only artistic and cultural values, but also considerable economic ripple effects. This result shows that Roppongi Art Night will raise Tokyo brand for the 2020 Olympics and Paralympics.

東アジアでは商品貿易の拡大とともにサービス貿易も拡大し、東アジア経済の持続的成長、雇用創出と新たなビジネスの展開にも大きく影響する。本論文では、東アジア経済の牽引役として、また世界一の商品貿易国として、かつ産業集積モデルの中心として、成長してきた中国のサービス貿易の発展と台湾経済への影響に着目した。しかし、東アジア諸国では積極的にサービス貿易協定を結ぶという制度化が求められている。台湾ではなぜこの中国との「海峡両岸サービス貿易協定」に反対する動きがあるのか。本論文では、まず中国の「サービス貿易」の実態を明らかにし、台湾側が指摘した中国側との協定「不公平・平等」や経済規模の相異などの問題点を検証したうえで、それぞれの政策と東アジアへの影響を考察した。このサービス貿易協定は、確かに中国側の規制によっていくつか不安要素が残るが、中国・台湾間のサービス貿易協定からもたらされる経済効果のほか、中国・台湾双方は対東アジア戦略を発展させることができるという大きなメリットを重視すべきである。Along with the expansion of merchandise trade, the service trade in East Asia has expanded greatly as well. It influences the sustainable growth, job creation, and the development of business of the area. This paper discusses the development of the service trade of China, which has thrived as the forcing drive in East Asia, the biggest merchandise-trading country in the world, and the central model of industrial clusters,and its impact on the economy of Taiwan. East Asian economies need to institutionalize active trade agreements. However, what are the reasons for the recent move in Taiwan against signing the Economic Cooperation Framework Agreement (ECFA) with China? This paper analyzes the situation of the service trade of China, reviews problems pointed out by the Taiwanese side, such as some unfair and unequal parts of the agreement and the difference in economic scale between Taiwan and China, and discusses the policies and their influences on East Asia. To conclude, although there are some worries for ECFA due to the regulations of the Chinese side, more emphasis should be put on the merits the agreement brings. Not only can the agreement bring economic effects, it also helps both the Chinese and Taiwanese side in building up their strategies for East Asia.

行政機関等が収集・保有する公共データを二次利用しやすい形で公開するオープンデータは大きな経済効果をあげることが期待されている．本稿では日本におけるオープンデータの活用による経済効果の推計を行う視点と方法に基づいて，データを公開する行政機関等の中で，特に地方自治体を対象として業務効率化が生み出す効果に関して2015年度に実施したアンケート調査の分析を行う．, Public data collected or possessed by administrative agencies and subsequently released as Open Data is expected to bring about positive economic effects. The purpose of this paper is to establish whether that expectation holds true and how to best estimate the positive economic effect provided by the utilization of open data. This paper considers previous research covering the economic impact of open data and the utility of the approaches they suggest. And we have conducted a survey in line with the actual situation of Open Data of Japan. As a result, it was suggested that the Open Data has a positive economic effect for the local government.

日本に原発が導入されて以降，エネルギー供給やコスト上の論点に加えて強調されてきたのは，立地自治体への経済効果である。本稿では，関係する論点について整理した上，新潟日報社と共同で行った2015年度の研究から，経験的事実として柏崎・刈羽原子力発電所の柏崎市に対する経済効果が建設期の建設業に限られ，他業種においてはみられなかった事を紹介する。

Open Data, opened public data which administrative agencies have collected and possessed, are expected to bring about positive economic effects. The purpose of this paper is to establish the viewpoint and the way to estimate economic effect by the utilization of open data in Japan. For this purpose, previous works which estimate economic effect by the utilization of open data are considered. And the definition of the utilization of Open Data are the estimation method of economic effect by the utilization of open data are reviewed.

This paper analyzed the effects of the local climate policies with "3E (Economy-Energy-Environment) model". This model is to analyze the effects to the local economies, energy demands, and CO2 emissions by introducing the policies for anti-global warming in the local area. The 3E model of Tokai region (Aichi, Gifu, and Mie Prefecture) of this paper called to "the Simulation Model of the Local Climate Policies and the Economic Effects" consists of the local macro econometric model, the local input-output model, and the local energy demand-supply model. The simulations in this paper are as follows; (1) constructing macro-econometric model, IO model, and energy demand-supply model, (2) estimating BAU values of macro-economic indices, forecast IO table, and energy demands and CO2 emission in each prefecture, (3) Creating the CO2 reduction policy package in each prefecture, and (4) estimating the forecast values of regional macro-economic indices, forecast IO, and energy demand and CO2 emission. As the results, introducing the CO2 reduction policies pushed up 0.2-0.7% of GRP, and created 1,000-4,000 employments per year. 地方自治体の観光政策の主たる目的は、国内外から多くの観光客を呼び込み、地域に高い経済効果を生み出すことにあるが、この目的を達成するための具体的な目標および結果の成否については多くの地方自治体が入込観光客数の増減にその基準を置いている。しかし、経済効果は各地域の産業構造に大きく依存するため、その計測は単なる入込観光客数の増減の把握のみでは足らず産業関連表の作成を通じた計測が必要不可欠である。そこで、本稿では年間および月別宿泊客数がほぼ同様の推移を示す大分県日田市と由布市を事例に、宿泊客の観光消費額をもとに両市の産業関連分析を通じたそれぞれの観光による経済効果を計測し、その差異が生じる要因を産業構造の特徴と照らし合わせて考察した。その結果、両市の年間および月別宿泊客数がほぼ同数であるにもかかわらず日田市の観光による経済効果は由布市のそれより大きく、これが日田市の産業構造によるものであることを確認した。

This research gives an analysis of the effects of non-conventional economic aid by the housing eco-point system for the improvement of housing insulation. The purpose of this study is not only to consider the policy of making low-energy housing more widespread, but also to propose a policy of promotion of such types of accommodation. It can be claimed that the economic effects of the eco-point system were significant and achieved the economic measures that had been the initial goal of the program. CO2 reduction effects of the home appliances eco-point system achieved a similar favorable effect with regards to CO2 reduction. On the other hand, comparing insulation retrofit to new construction shows that the former is under less favorable conditions for aid, despite the fact that it is more effective in terms of reducing CO2 emissions. Due to this, the overall economic effects of the program can be regarded as limited. However, improvement of housing insulation for new housing can be sought by revising standards for insulation performance. ここ数年，日本では地方分権化が進められており，地域経済の振興も極めて重要視されてきている．地域振興のためには，とりわけ地域内で産業連関的に大きな波及効果をもたらす基幹産業の育成が必要不可欠である．沖縄県八重山地域には基幹産業になることができる製造業部門がほとんどない．したがって，八重山地域は観光業と観光関連産業の振興に力を入れている．観光資源の一つとして，景観機能や漁場機能などを持つ多種多様なサンゴ礁が利用されている．しかし，サンゴ礁は環境適応能力の極めて弱い生き物である．より積極的にサンゴ礁を回復させるためには，サンゴ移植をはじめとするサンゴ礁保全活動も八重山地域で行われ，その一部がエコ・ツアーとして観光との連携も模索されている．本稿では『2005 年八重山地域産業連関表』を用いて八重山のサンゴ礁を資源とする観光効果およびサンゴ礁保全活動の効果を産業連関分析によって明らかにする．ここの「効果」は観光や保全の活動によって生み出された八重山に留まる経済効果，国内他地域や海外地域へ流出する経済効果を指す．八重山に留まる経済効果を「正の効果」とすれば，他域外や海外への流出は「負の効果」である．後者は八重山で行われた経済活動のために域外から財・サービスを搬入する（移入と輸入）ことによって流出されている．本稿の分析により，観光活動および保全活動の約9 割の経済効果が八重山地域に留まることが明らかにされた．

著者最終原稿版, 総務省「遠隔医療モデルプロジェクト」として、北海道では旭川医科大学遠隔医療センターと道内9病院との間で遠隔医療を実践しているが、本稿ではここまでの実施内容と有効性と課題について考察した結果について報告する。

前立腺癌は典型的な高齢者癌であり,本格的な高齢者社会を迎えた本邦でも増加しており,今後社会的にも重要な癌になると予想される.前立腺癌は早期癌で発見されると根治が可能な癌であるが,早期には症状がないことが多い.近年,前立腺癌の早期発見と早期治療を目的として前立腺癌検診が急速に拡大している.そこで今回,本邦における前立腺癌検診の現状と展望について検討を加えたい.

福岡県の南筑後地域において、従来の長期・広域に、循環の視点を加えた廃棄物処理施設の適 正配置に関する計画を提案した。具体的には、生ごみ・し尿・浄化槽汚泥の循環施設の導入を最優先に、焼却施設の統廃合、し尿処理施設廃止モデルを提案し、その経済効果を明らかにした。試算の結果、現状と比較して、循環モデルでは約209億円の建設費と毎年10億円の維持管理費を削減できることがわかった。さらに、ごみの削減だけでなく、毎年2億円程度の肥料代の削減効果など多面的な効果が期待できるモデルということも明らかにした。, 本論文は「九州地区国立大学教育系・文系研究論文集」Vol.4, No.1,2(2017/3）に査読を経て受理された。, 九州地区国立大学教育系・文系研究論文集, 4(1-2), No.17; 2017

1997年に厚生省より通知されたガイドライン「ごみ処理広域化計画について」に関する経済効果を明らかにした。長崎県ではこの通知を受け、1999年に「長崎県ごみ処理広域化計画」を策定し、焼却施設の統廃合を進めた。その結果、2013年には施設数は57から23に減少した。試算では、710億円の建設費と毎年35億円の維持管理費の削減がなされたことがわかった。全国でも同様の試算をおこなったところ、施設数は1,669から1,044に減少し、約1兆8,580億円の建設費と毎年928億円の維持管理費が削減されていた。このことから、国によるごみ処理広域化の推進でもとめられていた費用削減が達成されたことがわかり、広域行政の経済的意義が明らかになった。, 本論文は「九州地区国立大学教育系・文系研究論文集」Vol.3, No.2(2016/03）に査読を経て受理された。, 九州地区国立大学教育系・文系研究論文集, 3(2), No.2; 2016

本稿の目的は，ロシアの地域発展への外国直接投資（FDI）の経済効果をサハリン州の事例に即して定量的に評価することである．同州は初期条件がほぼ等しい他地域と比較して相対的に巨額のFDIを享受している．分析の結果，サハリン州は，賃金水準，国内投資，貿易活動，経済成長及び社会資本の面で同州向けFDIから肯定的な経済効果を得たことが確認された．一方，雇用水準，技術水準及び政府財政の面では統計的に有意な効果は検出されなかった．

著者最終原稿版, 総務省「地域ICT利活用モデル構築事業/遠隔医療モデルプロジェクト」に採択された北海道における遠隔医療モデルプロジェクトは、北海道と旭川医科大学を含む北海道遠隔医療普及推進協議会により、今年1月から開始された。本プロジェクトにおいては、1994年から遠隔医療に携わってきた本学を中心として、医師対医師、医師対看護師、医師・看護師対患者間の遠隔医療に関する検証・評価、また遠隔医療の普及に伴う経済的効果の調査、遠隔医療に関する患者の意識調査を行っている。本稿では、本プロジェクトで行っている遠隔医療の実施概要と、これまでに得られた調査・検証結果を報告する。

わが国は1995年，電力自由化を開始して以来10年経過した．電力自由化は競争の導入による電気料金の引き下げとサービスの質の向上や環境保護を期待して行われた．しかし，実際にどの程度の効果があったのかについては，わが国のみならず，諸外国においても評価が分かれている．先進国では最も早く自由化し，成功例として世界がモデルとした英国も失敗であったという評価がなされている．以下では，最近発表されたわが国政府による2つの報告をもとに，その経済効果について検討する．なお，ニュースレターの性格上，社会的余剰概念を用いた経済効果の分析についてはここではふれない．
