Bu çalışma, 2015 yılında Birleşmiş Milletler tarafından kabul edilen Sürdürülebilir Kalkınma Hedefleri (SKH) ile neoliberal politikalar arasındaki ilişkiyi incelemektedir. Odak noktası, "tam ve üretken istihdam ile insan onuruna uygun işlerin sağlanması" hedefidir. Araştırma, serbest piyasa güçlerinin ekonomik ve sosyal sorunları çözmedeki etkinliği inancının, bu hedefle olan uyumunu tartışmaya açmaktadır. İstihdamın iş güvencesi, sözleşmeler, ücretler, çalışma saatleri ve sendikal yapılarına dair makroekonomik analizler, neoliberal politikaların SKH'lerle çeliştiğini göstermektedir. Bu eksende, SKH'lerin mevcut politik yapıyla uyumlu olup olmadığı ve neoliberal politikaların sürdürülebilir kalkınma hedeflerine ulaşma üzerindeki etkisini tartışmaktadır. Veriler Dünya Bankası, ILO ve OECD'den alınmış, veri madenciliği yöntemleri kullanılarak Türkiye, OECD ülkeleri ve Dünya düzeyinde karşılaştırmalı analizler yapılmıştır. Bu bağlamda, çalışma sürdürülebilir kalkınma hedeflerine, özellikle iş yaşamına ilişkin boyutlarında, neoliberal politikaların etkilerini değerlendirerek özdüşünümselliğimizi geliştirmeye katkıda bulunmaktadır.

Objective: Seizures significantly affect quality of life among patients with epilepsy while employment significantly contributes to the quality of life in general. Thus, in our study, we aimed to determine how the demographic and disease-related characteristics of patients with epilepsy impact quality of life and employment. Material and Methods: Our sample included 202 patients who had been diagnosed with epilepsy for at least a year and admitted to the Neurology Polyclinic between October 2023 and March 2024. Data about patients’ characteristics were collected using a sociodemographic information form while quality of life was measured using the Turkish Quality of Life in Epilepsy Inventory-31 (QOLIE-31). Results: On average, patients were 29.07 ± 10.84 years old and had had epilepsy for 10.5 ± 8.92 years. Patients’ lowest mean score on the QOLIE-31’s subscales was for “Total Quality of Life” whereas their highest mean score was for “Social Function”. The total quality of life score of patients with low education level and low income was found significantly lower. Among other results, patients with a seizure frequency of 6 or more per month had significantly lower scores on all subscales except “Emotional Well-Being”, and patients with refractory epilepsy and/or receiving polytherapy had significantly lower total scores and scores on all subscales. Conclusion: Our results indicate that employment does not significantly affect quality of life among patients with epilepsy whereas their clinical features do. Even so, physicians should take all conditions into account to ensure the highest-possible quality of life for patients with epilepsy. [ABSTRACT FROM AUTHOR]

Engelli bireylerin ülkemizde ve dünyada karşılaştıkları en önemli ekonomik sorunlardan biri de istihdamdır. Maalesef gelişmiş ülkelerde bile engellilerin istihdamında henüz istenilen seviyeye ulaşılamamıştır. İstihdam/çalışma gibi temel hak ve özgürlükler, insanlık tarihi boyunca hukuk sistemi içerisinde birtakım ilkeler üzerinden meşruiyet zemini kazanmıştır. Nitekim İslam hukukunun temel kaynaklarında yer alan genelde tüm insanlara özelde engelli bireylere yönelik adalet, hak, fırsat eşitliği, liyakat, ayrımcılıkla mücadele ve sosyal sorumluluk gibi ilkeler, istihdam politikalarının geliştirilmesinde referans olmuştur. Bu bağlamda erken dönemden itibaren İslam iktisat politikalarının temel amacı bireyin dünya ve ahiret mutluluğunu sağlamak şeklinde belirlenmiştir. Çalışmada öncelikle modern hukuk sistemlerinde geliştirilen aktif ve pasif istihdam modellerine yer verilmiştir. Bu kapsamda erken dönemden itibaren gerek Hz. Peygamber ve sahâbe uygulamalarında gerekse daha sonraki İslam toplumlarında engellilerin hem aktif hem de pasif olarak istihdam edildiği görülmüştür. Dönemin özelliklerine göre kurumsallaşmanın sağlandığı hatta İslam toplumlarında engellilerin istihdamı konusuna ilişkin gelişmelerin, tahmin edilenden çok daha önce başladığı söylenebilir. Ancak modern anlamda hukuki düzenlemelerin batıya göre daha geç yapıldığını itiraf etmeliyiz. Makalede engellilik olgusu, engellilerin sorunları ve ihtiyaçları bağlamında, istihdam konusunda geçmişten günümüze İslam toplumlarında yapılan çalışmalar ele alınmıştır. Bu kapsamda İslam toplumunda birçok engellinin yeteneklerine göre imamlıktan hâkimliğe, komutanlıktan valiliğe kadar çeşitli devlet kadrolarında aktif olarak istihdam edildikleri görülmüştür. İstihdam edilemeyenlerin ise sağlık, bakım, barınma ihtiyaçlarının karşılanması, maaş bağlanması ve vergi indirimi sağlanması gibi yöntemlerle mağduriyetlerinin giderilmeye çalışıldığı tespit edilmiştir. Ana teması İslam hukukuna göre engellilerin istihdam ilkelerinin belirlenmesi olan çalışmada; maslahat, örf, siyâset-i şer’iyye, liyakat ve sedd-i zerâi’nin, engelli istihdamının fıkhi dayanaklarını oluşturduğu tespit edilmiştir. Bu bağlamda âyet ve hadislerle fürû fıkıh müktesebatında yer almayan sorunların çözümünde, sosyal sorumluluk politikalarının geliştirilmesinde, engellilerin ekonomik bağımsızlığını kazanmasında ve asgari yaşam standardının sağlanmasında maslahat ilkesinin kilit rol üstlendiği, birey, aile, toplum ve devlet için fayda sağladığı ifade edilmiştir. Engellilerin istihdamının günümüzde hem ulusal hem de uluslararası hukuki düzenlemelerin en önemli konularını oluşturduğuna dikkat çekilerek, İslam hukukuna kaynaklık etme kriterlerine uygun olarak örf uygulamalarına dönüştüğü görülmüştür. İslam idare hukukunda engellilerle ilgili aktif ve pasif istihdam politikalarının, hukuki düzenlemelerin ve kurumsal yapının kamu yöneticileri tarafından siyâset-i şer’iyye kapsamında yapıldığı belirlenmiştir. İslam hukukunda idari görev ve kamu hizmeti atamalarının liyakate göre yapılmasının emredildiği, adam kayırma ve iltimasın yasaklandığı vurgulanarak, engelliliğin istihdama mani olmadığı vurgulanmıştır. Son olarak İslam hukukunda engellilerin istihdamıyla ilgili çalışmaların yetersizliğine dikkat çekilerek araştırmaların bu alanlarda yoğunlaştırılması, ayrıca İslam hukukuna göre engelliliğin istismarı konusunun çalışılması önerilmiştir.

Technological advancements have significantly influenced labour markets, a trend that has intensified since the Industrial Revolution. This study examines the impact of technological developments on employment in G-20 countries between 1996 and 2021. Using annual data, a panel regression model is employed to assess this relationship. In the model, the employment-to- population ratio is the dependent variable, while R&D expenditures represent technological development as the primary independent variable. Additionally, the model incorporates control variables, including the growth rate of Gross Domestic Product (GDP) and the number of patent applications (both domestic and foreign). The empirical findings reveal that R&D expenditures have a positive and statistically significant impact on employment, whereas the number of patent applications exerts a negative and significant effect. It is known that labor market programs are frequently used to support employment. In this respect, the effectiveness of these programs on employment is investigated from different perspectives in the literature. The main objective of this study is to investigate the impact of active and passive labor market programs on employment in different countries. In this context, the short and long-run effects of active and passive labor market programs on employment in the US, Germany, Sweden and Spain between 1991 and 2020 are analyzed using the ARDL method. The analysis reveals that out-of-work income maintenance and support, which is among the passive programs, reduces employment in all countries in the short and long run. Among the active labor market programs, employment incentives and direct job creation programs increase employment in some countries compared to training, while the training leads to an increase in employment in the short run only in Sweden. In this context, it has been observed that active programs affect employment differently both in the short and long run within countries and across countries depending on the type of practice. Therefore, it can be said that labor market programs are directly related to the socio-economic situation of countries as well as the general structure of their labor markets. [ABSTRACT FROM AUTHOR]

COVID-19 is an epidemic that emerged in late 2019 and has killed approximately 6.9 million people worldwide as of September 2023. The pandemic also had negative effects on the economy. The aim of the study is to determine the impact of COVID-19 vaccines on economic indicators. In the study, the relationship between monthly COVID-19 vaccination numbers and export, import, inflation and unemployment variables of 28 European countries for the period 2021:01-2022:01 was examined using the ARDL model and PMG estimator. According to the analysis findings, it was seen that exports and imports did not have a statistically significant relationship with the number of vaccinated people. However, it has been determined that as the number of vaccinated people increases, inflation increases and the unemployment rate decreases. Purpose: This study aims to examine how government incentives affect SME employment in Türkiye's manufacturing sector. Methodology: The dataset used in this study was derived from a survey conducted by a privately owned London-based company with the assistance of Türkiye's Ministry of Industry and Technology. Ordinary least squares and two-stage least squares regression techniques were used to analyze the relationship between government incentives and employment. Findings: In the analysis, we found that between 2013 and 2016, jobs were created by Turkish manufacturing SMEs with the use of state assistance. Firm-level characteristics, including firms' age, capacity utilization rate, and innovative activities, were also found to have a substantial impact on SME employment. Originality: Our study is the first to examine the impact of incentives on employment in manufacturing SMEs in Türkiye using a micro dataset administered to 10.063 manufacturing firms by the Ministry of Industry and Technology.

Bu çalışmanın temel amacı Türkiye için 2005-2023 yılları arasında çeyreklik veriler temel alınarak inşaat sektörü, istihdam ve ekonomik büyüme arasındaki ilişkiyi Zivot-Andrews (ZA) birim kök, Phillips-Perron (PP) birim kök, ve GMM testleri uygulanarak ele almaktır. Ayrıca Granger nedensellik testi kullanılarak değişkenler arasındaki ilişkinin gücü ve yönü hesaplanmıştır. Zivot-Andrews (ZA) birim kök ve Phillips-Perron (PP) birim kök testleri sonuçlarına göre I(1) düzeyinde tüm seriler durağan olarak tespit edilmiştir. Ayrıca, GMM analizi sonuçları, Türkiye için 2005'ten 2023'e kadar istihdamın ekonomik büyümeyi etkilediğini ortaya koymaktadır. Granger nedensellik testi sonuçlarına göre ise gecikme uzunluğu 2 iken hem inşaat sektörü ekonomik büyümenin hem de ekonomik büyüme inşaat sektörünün Granger nedenidir. Başka bir ifadeyle değişkenler arası kısa vadeli bir ilişkinin yanı sıra aralarında çift yönlü bir ilişki de vardır. Aynı şekilde istidam ile ekonomik büyüme arasındaki ilişkiye bakıldığında hem kısa vadeli ilişki hem de birbirleri arasında çift yönlü bir ilişki mevcuttur. İnşaat sektörü ile istihdam arasındaki ilişki gözlemlendiğinde ise hem birbirleri arasında kısa vadeli ilişkinin varlığından söz edilebilir hem de aralarında çift yönlü bir ilişki vardır. Sonuç olarak, Türkiye’de iyi planlanmış kamu harcamaları ve kamu inşaat işlerine uygulanan vergilerle ilgili uygulanan akılcı maliye politikaları istihdamı teşvik edecek ve inşaat faaliyetlerini istikrara kavuşturacaktır. Türkiye’de hükümet ve politika yapıcıların uygulayacağı bu adımlar sayesinde daha kalıcı hale getirilen inşaat faaliyetlerinin oluşturacağı istihdam alanları beraberinde istikrarlı bir ekonomik büyümeyi de destekleyecektir.

Sosyal bir varlık olan insanın güvende olma gereksinimi, sanayi devrimiyle birlikte toplumların sosyoekonomik yapılarına yön vermiştir. Bu yapılar arasında sosyal güvenlik, kapsayıcı ve onarıcı işleviyle öne çıkmaktadır. Türkiye’de sosyal güvenlik; yoksullukla mücadelenin, ekonomik eşitsizlikleri önleyebilmenin ve insanı merkeze alan kamu stratejileri geliştirebilmenin; kısaca sosyal adaleti yaşama geçirebilmenin temel araçlarından biridir. Çalışmamız yüzüncü yılını kutlayacak olan ve eşsiz bir kurtuluş mücadelesi mirasına sahip Türkiye Cumhuriyeti’nde sosyal güvenlik sisteminin nasıl bir gelişim seyri izlediğine ve bugün nerede durduğuna dair bir çerçeve çizmeyi amaçlamaktadır. Türkiye’de sosyal güvenlik sistemi bugüne uzanan gelişim sürecinde hem hukuki hem kurumsal hem de dijital olarak kritik dönüşüm evrelerini geride bırakmıştır. Bu evreleri, insan emeğini ve emeğin kazanımlarını çağın gereklilikleri doğrultusunda korumak için verilen bir sosyal politika mücadelesi olarak da okumak mümkündür. Çalışmamızda sosyal güvenlik sisteminin bu özgün gelişimi, hukuki ve düşünsel arka planındaki dinamikleri temelinde, geleneksel ve normatif dönem ayırımında incelenmiştir. Sistemin bugün geldiği evreyi belirleyen reform süreci ise kurumsal tek çatının oluşumuyla uygulamada birliğinin sağlanmasına yönelik izlenen strateji odağında irdelenmiştir. Çalışmada, özellikle istihdamda yaşanan daralmanın sistemin aktüeryal sürdürülebilirliği açısından barındırdığı tehditlere dikkat çekilerek gelecek yüzyıllarda daha güçlü ve daha kapsayıcı bir sosyal güvenlik sistemi için eşitliğe ve sosyal adalete daha fazla yatırım yapılması gereğinin altı çizilmiştir.

Banking sector credits have an important role in the functioning of the monetary transmission mechanism. Policies implemented to determine the money supply affect the credit channel and the real economy through monetary transmission. The sound functioning of the credit channel is closely related to the stable management and the level of development of the financial system. In this study, the relationship between commercial loans provided by the Turkish banking sector and employment is analyzed. The study utilizes monthly unemployment rates and commercial loans provided by the Turkish banking sector for the period 2015:M01-2023:M3. The stationarity levels of the variables are investigated with Augmented Dickey-Fuller (ADF) and Phillips-Perron (PP) unit root tests. Granger Causality test and Toda Yamamoto method are used to determine whether there is causality between the variables and if there is a causality relationship, its direction. According to the results of causality analysis, it is concluded that there is no causality relationship between employment data and Turkish banking sector commercial loans. [ABSTRACT FROM AUTHOR]

Age dependency has begun to be considered as an important problem area for both developed countries and developing countries, as developed countries have begun to be characterized as aged countries. Age dependency, which is examined under two headings as youth and old age dependency, is a phenomenon related not only to the demographic structures of the countries, but also to the labor markets and social security systems. The main discussion area of the study is to determine the relationship between age dependency and employment, which is an important dimension of labor market indicators. In this direction, the relationship between age dependency and employment was examined with panel data analysis method in the context of welfare regimes. Within the scope of the analysis, estimation was carried out with the Panel ARDL model in line with the data for the period of 1991-2019. The Least Squares method was used to estimate the short-term relationship between the variables. Afterwards, the effect of the change in the error terms of the dependency ratios on the employment rate was examined with an impulse-response analysis. Within the scope of the study, it was investigated to what extent the changes in the employment rate were affected by the dependency ratios with the variance decomposition analysis. With the analyzes carried out, there is a positive relationship between the old age dependency and employment rate in all welfare regimes in the long run; on the other hand, a relationship between youth dependency and employment rate was determined only in the liberal welfare regime and it was concluded that this relationship was negative. As a result of the analyzes, it was also determined that the relationship between old age dependency and employment rate, which was negative in the short term in all welfare regimes, turned positive within an average of 8-10 years. Another finding obtained from the analyzes is that the positive effect of old age dependency on the employment rate in the liberal welfare regime is about twice as much as the effect in other regime types. Earthquakes can destroy companies' infrastructures, supply chains, business lifelines, and the human capital necessary for entrepreneurship, leading to a decrease in regional employment and, over time, to the economic collapse of the region. This study aims to reveal the effects of the February Earthquakes on the entrepreneurial activities and labour force indicators of eleven provinces. The article calculates the impact of earthquakes on current entrepreneurial activities by obtaining the number of private workplaces, the number of enterprises and the number of newly established companies representing the entrepreneurial potential of the provinces from institutions such as SGK, TÜİK and TOBB. The study first calculates the change rates of monthly published data compared to the same period of the previous year, and then uses this to calculate the average number of enterprises of the provinces in 2023. It uses a similar approach in calculating employment and unemployment numbers. Findings show that earthquakes have a devastating effect on provincial entrepreneurial activities. Earthquakes cause a monthly average decrease of 39 thousand in the number of private workplaces and a total of 125 thousand enterprises to be closed by the end of 2023. These losses mean that an average of 262 thousand insured employees will be laid off per month, and 585 thousand people will be unemployed by 2023. As a social being, the human need for security has shaped the socio-economic structures of societies with the industrial revolution. Among these structures, social security stands out with its inclusive and restorative function. In Turkey, social security is one of the main instruments for combating poverty, preventing economic inequalities and developing peoplecentered public strategies; in short, for realizing social justice. The study aims to draw a framework on how the social security system in the Republic of Turkey, which would celebrate its centenary and has a unique heritage of liberation struggle, has followed a course of development and where it stands today. The social security system in Turkey has gone through critical transformation phases, both legally, institutionally and digitally. It is possible to read these phases as a social policy struggle to protect human labor and its gains in line with the requirements of the age. In the study, this unique development of the social security system is analyzed on the basis of the dynamics in its legal and intellectual background, with a distinction between traditional and normative periods. The reform process that determines the current stage of the system is analyzed with a focus on the strategy pursued to ensure unity in implementation through the formation of a single institutional framework. The study draws attention to the threats posed to the actuarial sustainability of the system by the contraction in employment and underlines the need to invest more in equality and social justice for a stronger and more inclusive social security system in the coming centuries. Amaç: Reel ücret ve emek verimliliğinin istihdam üzerindeki etkisi literatürde tartışmalı bir konudur ve araştırmacılar arasında bir fikir birliği bulunmamaktadır. Türkiye imalat sektöründeki istihdam artışının önemli belirleyicileri arasında birçok makroekonomik değişken yer almaktadır. Bu çalışmada, Türkiye imalat sektörüne ilişkin 2009:Q1-2021:Q4 dönemini kapsayan veriler kullanılarak reel ücret, emek verimliliği ve istihdam arasındaki ilişki analiz edilmiştir. Yöntem: Çalışmada değişkenler arasındaki kısa ve uzun dönemli ilişkinin varlığı ARDL Sınır Testi yardımıyla incelenmiştir. Bulgular: Çalışma sonucunda, kısa dönemde istihdam ile hem reel ücretler hem de emek verimliliği arasında pozitif ve istatistiksel olarak anlamlı bir ilişki tespit edilmiştir. Uzun dönemde ise istihdam ile reel ücretler arasında pozitif ve istatistiksel olarak anlamlı bir ilişki tespit edilmiş olsa da istihdam ile emek verimliliği arasında istatistiksel olarak bir ilişki tespit edilememiştir. Elde edilen bulgular, Türkiye imalat sektöründe reel ücret ve emek verimliliği değişkenlerinin kısa dönemde istihdamın belirleyicileri arasında yer aldığını, uzun dönemde ise sadece reel ücret değişkeninden etkilendiğini göstermektedir. Özgünlük: Bu çalışma reel ücret, emek verimliliği ve istihdam değişkenleri arasındaki dinamik ilişkiyi bir arada inceleyerek literatürdeki diğer çalışmalardan farklılaşmaktadır.
