This article explores the growing connections between the Persian Gulf states and the heavily militarised Israeli innovation ecosystem. The Gulf actors now play an increasing role in support of Israel as a globally expanding 'Start‐up Nation', and are involved in transforming Palestinian land into a regional frontier of technology in the West Bank and East Jerusalem. Israeli‐Gulf cooperation and its impact on Palestinians, however, has not been thoroughly researched. Drawing from fieldwork among Palestinian and Israeli innovation elites, we map these growing connections between Gulf state actors and Israel and analyse how the occupied Palestinian territories are further enmeshed in complex networks of financial capitalist and settler colonial security interests. Theoretically, the paper advances the critique of the contemporary settler colonial frontier, venturing beyond its usual Eurocentric and binary geographies. We conclude that 'innovation' is both (a) the terrain of expanding structures of Israeli colonisation and (b) the site of productive ambivalences and novel forms of resistance in an evolving regional and global reality. The vast volumes of our consumer data that companies retain to target advertising, train artificial intelligence products, and predict our preferences can also help solve crimes and identify unknown perpetrators. Two powerful strategies for cracking cases involving unknown perpetrators, keyword warrants and geofence warrants, direct businesses to disclose devices that performed incriminating keyword searches or that were present during a crime. The new digital search strategies drawing on corporately held big data are sparking conflicts and confusion in the courts because a suspect is not named, spurring originalism-influenced analogies to 1700s-era general warrants. Evaluating digital searches through the lens of a time before electric power existed-much less electronic data-makes no sense but remains alluring because of Romantic Luddism, a tradition of anxiety over technological change and nostalgia for the past. Advancing beyond Romantic Luddism in Fourth Amendment interpretation, this Article offers a new analytical lens for big data search strategies that are evolving with technology. How crimes are perpetrated in the digital age has evolved. Our concept of the Fourth Amendment's requirements, including what constitutes probable cause and particularity in big data search warrants, must evolve as well. This Article frames the concepts of digital probable cause and collateral impact to address conflicts in the courts over big data searches using keyword and geofence warrants to identify unknown perpetrators. The Article draws on the analogy of John Doe DNA warrants to explain how advances in science and technology can give new grounds for probable cause and particularity when a perpetrator's identity is unknown. The Article also frames the concepts of collateral impact and collateral harm to evaluate overbreadth concerns and empathy disparities regarding the impact of searches on persons not involved with the crime. The persistence of intense conflicts over land belonging to indigenous communities is a pressing issue in South Africa. This would resonate even more with the lived experiences of mine communities that are often having to grapple with the collateral socio-economic hardships and impoverishment effects. Matters can get even worse when the State has weak legal and institutional frameworks to regulate the use and possession of such highly contested lands. This paper explores the principle of free, prior and informed consent (FPIC); its relevance and significance to South African extractive sector; its possible bottlenecks and implementation challenges; and suggestions for practical interventions and policy advances to facilitate its incorporation into law and policy. Displacement is the limited context within which this exploration is undertaken. The paper argues that the FPIC – as an envisaged future for the country's extractive policy – is more desirable than a mere duty to consult as currently framed in the empowering legislation namely, the Minerals and Petroleum Resources Act (MPRDA). Background: Impaired collateral formation is a major factor contributing to poor prognosis in type 2 diabetes mellitus (T2DM) patients with atherosclerotic cardiovascular disease. However, the current pharmacological treatments for improving collateral formation remain unsatisfactory. The induction of endothelial autophagy and the elimination of reactive oxygen species (ROS) represent potential therapeutic targets for enhancing endothelial angiogenesis and facilitating collateral formation. This study investigates the potential of molybdenum disulfide nanodots (MoS2 NDs) for enhancing collateral formation and improving prognosis. Results: Our study shows that MoS2 NDs significantly enhance collateral formation in ischemic tissues of diabetic mice, improving effective blood resupply. Additionally, MoS2 NDs boost the proliferation, migration, and tube formation of endothelial cells under high glucose/hypoxia conditions in vitro. Mechanistically, the beneficial effects of MoS2 NDs on collateral formation not only depend on their known scavenging properties of ROS (H2O2, •O2-, and •OH) but also primarily involve a molecular pathway, cAMP/PKA-NR4A2, which promotes autophagy and contributes to mitigating damage in diabetic endothelial cells. Conclusions: Overall, this study investigated the specific mechanism by which MoS2 NDs mediated autophagy activation and highlighted the synergy between autophagy activation and antioxidation, thus suggesting that an economic and biocompatible nano-agent with dual therapeutic functions is highly preferable for promoting collateral formation in a diabetic context, thus, highlighting their therapeutic potential. The results of the research from the author's research to find out what are the real problems in implementing parate executie in Indonesia are that there are inconsistent arrangements and implementation and there is confusion in the arrangement which originally regulated 3 (three) types of execution that can be taken by creditors against collateral objects of mortgage rights Also included here is the object of fiduciary guarantees if the debtor defaults (default), namely the exercise of executorial title, parate executie on his own power and underhanded execution, but in the end, it is no longer different and all must get fiat from the Chair of the District Court. Scholars contend that embedding human rights conditionality in trade agreements can improve human rights. We argue that human rights interests may collide with trade, investment, and security interests. We examine these claims in the context of the African Growth and Opportunity Act (AGOA), a unilateral trade preference program with robust human rights conditions, created in 2000 by the United States for up to 49 potentially eligible sub-Saharan Africa (SSA) states. US decisions to terminate AGOA beneficiary status are determined strongly by US trade, investment, and security interests. Objectives: This study evaluated the collateral map's ability to predict lesion growth and penumbra after acute anterior circulation ischemic strokes. Methods: This was a retrospective analysis of selected data from a prospectively collected database. The lesion growth ratio was the ratio of the follow-up lesion volume to the baseline lesion volume on diffusion-weighted imaging (DWI). The time-to-maximum (Tmax)/DWI ratio was the ratio of the baseline Tmax > 6 s volume to the baseline lesion volume. The collateral ratio was the ratio of the hypoperfused lesion volume of the phase_FU (phase with the hypoperfused lesions most approximate to the follow-up DWI lesion) to the hypoperfused lesion volume of the phase_baseline of the collateral map. Multiple logistic regression analyses were conducted to identify independent predictors of lesion growth. The concordance correlation coefficients of Tmax/DWI ratio and collateral ratio for lesion growth ratio were analyzed. Results: Fifty-two patients, including twenty-six males (mean age, 74 years), were included. Intermediate (OR, 1234.5; p < 0.001) and poor collateral perfusion grades (OR, 664.7; p = 0.006) were independently associated with lesion growth. Phase_FUs were immediately preceded phases of the phase_baselines in intermediate or poor collateral perfusion grades. The concordance correlation coefficients of the Tmax/DWI ratio and collateral ratio for the lesion growth ratio were 0.28 (95% CI, 0.17–0.38) and 0.88 (95% CI, 0.82–0.92), respectively. Conclusion: Precise prediction of lesion growth and penumbra can be possible using collateral maps, allowing for personalized application of recanalization treatments. Further studies are needed to generalize the findings of this study. Authoritarian, revisionist, and revanchist powers are exerting pressure on the liberal international order and challenging the United States' vital security interests across theaters. The United States will increasingly need to simultaneously tackle challenges in two critical theaters while also addressing global threats. To do so effectively, it will need to lean in and actively capitalize on its chief geostrategic advantage over its competitors and adversaries – its global network of alliances and strategic partnerships. However, alliance management faces both traditional and emerging challenges. These range from ensuring effective burden sharing, to providing alliance assurance and balancing interests and values along with allies' contributions across theaters and domains. In addition, because the United States is operating in a world where all instruments of power, military and non-military, are increasingly utilized in an interconnected way, it will also need to look at defense and security alliance management through the lens of issues ranging from industrial policy to economic security. Background: A major driver of individual variation in long-term outcomes following a large vessel occlusion (LVO) stroke is the degree of collateral arterial circulation. We aimed to develop and evaluate machine-learning models that quantify LVO collateral status using admission computed tomography angiography (CTA) radiomics. Methods: We extracted 1116 radiomic features from the anterior circulation territories from admission CTAs of 600 patients experiencing an acute LVO stroke. We trained and validated multiple machine-learning models for the prediction of collateral status based on consensus from two neuroradiologists as ground truth. Models were first trained to predict (1) good vs. intermediate or poor, or (2) good vs. intermediate or poor collateral status. Then, model predictions were combined to determine a three-tier collateral score (good, intermediate, or poor). We used the receiver operating characteristics area under the curve (AUC) to evaluate prediction accuracy. Results: We included 499 patients in training and 101 in an independent test cohort. The best-performing models achieved an averaged cross-validation AUC of 0.80 ± 0.05 for poor vs. intermediate/good collateral and 0.69 ± 0.05 for good vs. intermediate/poor, and AUC = 0.77 (0.67–0.87) and AUC = 0.78 (0.70–0.90) in the independent test cohort, respectively. The collateral scores predicted by the radiomics model were correlated with (rho = 0.45, p = 0.002) and were independent predictors of 3-month clinical outcome (p = 0.018) in the independent test cohort. Conclusions: Automated tools for the assessment of collateral status from admission CTA—such as the radiomics models described here—can generate clinically relevant and reproducible collateral scores to facilitate a timely treatment triage in patients experiencing an acute LVO stroke. We argue that the fundamental assertion underlying Mach's critique of Newton's first law is that inertial motion is not motion in the absence of causes; rather, it is motion whose cause lies in some homogeneous aspect of the environment. We distinguish this formal requirement (Mach's principle) from two hypotheses which Mach considers concerning the origin of inertia: that the distant stars play (1) a merely "collateral" or (2) a "fundamental" role in the causal determination of inertial motion. In his later writings, Mach deliberately avoids referring to the concept of causation, and indeed, this has made the interpretation of Mach's principle a subject of widespread controversy. However, in his earlier writings, the substance of Mach's critique is less ambiguously expressed. Therefore, close attention is given to Mach's early writings and the evolution of his thought. Various accounts in the secondary literature on Mach's principle, in particular those of Norton and DiSalle, are assessed on this basis. There is a growing trend of nation states invoking national security and emergency declarations to build state‐sponsored infrastructure projects for border defense, energy production, and transportation. Established laws, regulations, and agreements for the protection of nature and cultural heritage within and between countries are becoming secondary to national security, compromising the function of protected areas, such as national parks, wilderness areas, and biosphere reserves that safeguard biodiversity, climate, and human health. We considered cases where decades‐long multinational cross‐border endangered species recovery programs have been jeopardized by waivers of environmental protection laws to facilitate rapid construction of border barriers that impede the movement and migration of animals, such as at the US–Mexico and Poland–Belarus borders. Renewable energy megaprojects, such as the Pinacate solar plant in Mexico, coupled with power transmission lines and road networks likewise cast a large footprint on the land and are being carried out with minimal to no environmental compliance under the guise of national security. National sovereignty likewise has been used as justification for bypassing laws to proceed with similar projects, such as Mexico's Dos Bocas refinery and Poland's Vistula Spit canal. Emphasis on security is also apparent in increasing military expenditure by the world's largest economies, which has created a mismatch with improvement in environmental policy stringency. Decisions to prioritize security can undermine democratic principles and environmental review protocols, trivialize humanity's dependence on functioning ecosystems, and contradict the United Nation's resolution on the human right to a healthy environment. Framing infrastructure projects as matters of national security also foments civil and political unrest by the labeling and casting of dissenters, including conservation scientists and environmental defenders, as antinational. World leaders must refrain from misusing extraordinary powers, adhere to laws and international agreements, and consult experts and local people before taking unilateral action on projects that affect ecological and human communities. A collateral in social work is a spouse, partner, family member, friend, or other individual who participates in counseling and casework services to meet clients' needs. Social workers who meet with collaterals can encounter complex ethical issues, especially related to confidentiality, conflicts of interest, and documentation. The purpose of this article is to identify ethical issues that arise in social work with collaterals; provide an overview of pertinent ethical standards; and discuss practical steps social workers can take to protect collaterals, clients, third-parties, and social workers themselves when complex ethics challenges emerge. The Indo-Pacific region is vital to the emerging countries' geostrategic and geo-maritime strategic competition. It is crucial for Japan's economic, political, and security interests. For the last few years, Japan has been promoting a Free and Open Indo-Pacific (FOIP) strategy to protect the region free from other countries' dominance and make a balance of power by countering China's hegemony. Despite the growing strategic involvement of Japan in the Indo-Pacific region, some literature focused on the people's perception of Japan. Thus, this study explores the public perception regarding Japan's strategic rise in the Indo-Pacific to fill the knowledge gap. Using a snowball sampling method, we conducted a descriptive cross-national study with 365 individuals in Bangladesh and Thailand. Most participants (88%) agreed that the strategic rise of Japan would promote peace and stability in the Indo-Pacific region. Besides, they agreed (69.1%) that the FOIP could be the alternative to the Chinese BRI in this region. However, around 52.6% of respondents moderately supported Japan's FOIP and QUAD in the region not to provoke China. Participants in this multi-country research generally expressed optimism about Japan's strategic ascent and its implications for a balanced Indo-Pacific. Commercial law and crypto are colliding. Against the backdrop of explosive growth (and discord) in the digital asset market, there has been a series of recent revisions to American commercial law aimed at addressing new and emerging technologies. These changes to the Uniform Commercial Code (UCC) are designed to facilitate the buying and selling of digital assets as well as their use as collateral. However, to date, the literature exploring these changes has mainly focused on understanding the basics of the new regime. This Essay moves beyond that baseline by showing how the UCC amendments can be used to structure more complex secured credit arrangements that tap into the borrowed capital potential of blockchain technology. Specifically, this study explains how these recent law reforms--in concert with the inherent capabilities of distributed ledgers, smart contracts, and cryptography--can be used to create a floating lien (the quintessential financing device in American commercial law) over crypto inventory. Proper cortical lamination is essential for cognition, learning, and memory. Within the somatosensory cortex, pyramidal excitatory neurons elaborate axon collateral branches in a laminar-specific manner that dictates synaptic partners and overall circuit organization. Here, we leverage both male and female mouse models, single-cell labeling and imaging approaches to identify intrinsic regulators of laminar-specific collateral, also termed interstitial, axon branching. We developed new approaches for the robust, sparse, labeling of Layer II/III pyramidal neurons to obtain single-cell quantitative assessment of axon branch morphologies. We combined these approaches with cell-autonomous loss-of-function (LOF) and overexpression (OE) manipulations in an in vivo candidate screen to identify regulators of cortical neuron axon branch lamination. We identify a role for the cytoskeletal binding protein drebrin (Dbn1) in regulating Layer II/III cortical projection neuron (CPN) collateral axon branching in vitro. LOF experiments show that Dbn1 is necessary to suppress the elongation of Layer II/III CPN collateral axon branches within Layer IV, where axon branching by Layer II/III CPNs is normally absent. Conversely, Dbn1 OE produces excess short axonal protrusions reminiscent of nascent axon collaterals that fail to elongate. Structure-function analyses implicate Dbn1S142 phosphorylation and Dbn1 protein domains known to mediate F-actin bundling and microtubule (MT) coupling as necessary for collateral branch initiation upon Dbn1 OE. Taken together, these results contribute to our understanding of the molecular mechanisms that regulate collateral axon branching in excitatory CPNs, a key process in the elaboration of neocortical circuit formation. The significance of the intravascular enhancement sign (IVES) on high-resolution magnetic resonance vascular wall imaging (HR-VWI) remains unclear. This study aimed to investigate the correlation between the IVES and collateral assessment derived from digital subtraction angiography (DSA). A total of 75 patients with occlusion of the first segment of the middle cerebral artery (MCA) who underwent HR-VWI and DSA examinations at our research institution between November 2016 and February 2023 were included. The number of vessels with IVES, IVES-Alberta Stroke Program Early Computed Tomography Score (ASPECTS), American Society of Interventional and Therapeutic Neuroradiology/Society of Interventional Radiology (ASITN/SIR) collateral grade, and DSA collateral blood flow grade were retrospectively evaluated. Correlations between these indicators were assessed using Spearman's correlation. Interrater agreement was good for the assessment of HR-VWI and DSA indicators. After adjustments for age, degree of wall enhancement, and hypertension, a multivariable ordinal logistic regression model identified both the number of IVES vessels (OR = 1.37; 95%CI [1.06–1.78]; P = 0.017) and IVES-ASPECTS (OR = 2.00; 95%CI [1.03–3.87]; P = 0.041) as independent predictors of ischemic stroke. In the patient group with acute ischemic stroke, we found weak correlations between the number of IVES vessels and the ASITN/SIR collateral grade (rho = −0.35; P = 0.002) and between the IVES-ASPECTS and ASITN/SIR collateral grade (rho = −0.27; P = 0.02). Moreover, there were strong correlations between the number of IVES vessels and the DSA collateral blood flow grade (rho = −0.74; P < 0.001) and between the IVES-ASPECTS and the DSA collateral blood flow grade (rho = −0.65; P < 0.001). The number of IVES vessels correlated strongly with the IVES-ASPECTS (rho = 0.92, P < 0.001). We find that the IVES is closely associated with sluggish collateral blood flow, which further confirms the hemodynamic mechanism underlying the IVES in MCA occlusion. [ABSTRACT FROM AUTHOR]

Introduction: Our objective was to compare the in vitro efficacy of electrothermal bipolar [EB] vessel sealing and ultrasonic harmonic scalpel [HS] versus mechanical interruption, with conventional ties or surgical clips (SC), in sealing saphenous vein (SV) collaterals, during its eventual preparation for bypass surgery. Methods: Experimental in vitro study on 30 segments of SV. Each fragment included two collaterals at least 2 mm in diameter. One of them was sealed by ligation with 3/0 silk ties (control) and the other one with EB (n = 10), HS (n = 10) or medium-6 mm SC (n = 10). After incorporation in a closed circuit with pulsatile flow, the pressure was progressively increased until causing rupture. Collateral diameter, burst pressure, leak point, and histological study were recorded. Results: Burst pressure was higher for SC (1320.20 ± 373.847 mmHg) as compared with EB (942.2 ± 344.9 mmHg, p = 0.065), and especially with HS (637.00 ± 320.61 mmHg, p = 0.0001). No statistically significant difference between EB and HS was found, and bursting always happened at supraphysiological pressures. The leak point for HS was always detected in the sealing zone (10/10), while for EB and SC, it occurred in the sealing zone only in 6/10(60%) and 4/10(40%), respectively (p = 0.015). Conclusions: Energy delivery devices showed similar efficacy and safety in sealing of SV side branches. Although bursting pressure was lower than with tie ligature or SC, non-inferiority efficacy was shown at the range of physiological pressures in both, EB and HS. Due to their speed and easy handling, they may be useful in the preparation of the venous graft during revascularization surgery. This article contributes to the study of carceral citizenship in the United States by offering one of the first academic efforts to appraise the opinions of people with criminal records about "collateral consequences," the civil restrictions attached to convictions. In thirty-two extended interviews with people visiting a reentry-support organization in New York City, participants were asked what they thought the rules ought to be across multiple policy areas, and whether they would like to engage in each activity if the law permitted them to. Emphasizing themes of personal change, fairness, and the difficulty of living with a record, interviewees strongly rejected automatic, permanent restriction of gun rights, access to public housing, and the ability to work. Mindful of risks of harm, however, many endorsed focused limits, while arguing for universal access where they did not see threats to safety. Interviewees spoke often of personal transformation in criticizing permanent barriers. But consistent with research on the content of reentry narratives and with literature on responsibilization in the U.S. criminal-legal system, interviewees tended to frame the potential for change in a demanding way, as a possibility rather than a presumption, and a striking number volunteered comments about the primary role of individual responsibility in navigating life with a record. The results enhance theories of responsibilization in the carceral state, showing the prominence of specific ideas about personal transformation, the tension between belief in change and concern for community safety, and the importance of civic inclusion. The importance of assessing the collateral status (CS) in patients with ischaemic stroke (IS) has repeatedly been emphasised in clinical guidelines. Various publications offer qualitative or semiquantitative scales with gradations corresponding to the different extents of the collaterals, visualised mostly on the basis of CTA images. However, information on their inter-rater reliability is limited. Therefore, the aim of this study is to investigate the inter-rater reliability of the scales for collateral assessment. CTA images of 158 patients in the acute period of IS were used in the study. The assessment of CS was performed by two experts using three methodologies: the modified Tan scale, the Miteff scale, and the Rosenthal scale. Cohen's kappa, weighted kappa and Krippendorff's alpha were used as reliability measures. For the modified Tan scale and the Miteff and Rosenthal scales, the weighted kappa values were 0.72, 0.49 and 0.59, respectively. Although the best measure of consistency was found for the modified Tan scale, no statistically significant differences were revealed among the scales. The impact of the CS on the degree of neurological deficit at discharge was shown for the modified Tan and Rosenthal scales. This article centers on 'forced surrogacy,' an underexplored collateral of the erstwhile transnational surrogacy industry in India, to critically analyze recent policy developments around surrogacy regulation in India. Building upon Dalit feminist perspectives, in this article, I argue that 'forced surrogacy' is an indentured form of clinical labor performed through the bodies of subaltern women inhabiting the margins of the Indian polity. Analyzing recent media discourses on 'forced surrogacy' in conjunction with reproductive legislations formulated between 2005 and 2021, I demonstrate how an indigenous standpoint perspective usefully complicates theorizing about clinical labor highlighting a continuum between caste-based indentured labor and contemporary clinical labor in India. The analysis investigates the necropolitical dimensions of India's recent policy directive to ban 'commercial' surrogacy while condoning 'altruistic' surrogacy. Such a criminalization absolves the State of accountability for circumstances that enable 'forced surrogacy' outside the limits of both the traditional family and the 'free' market. The article concludes with a discussion on how indentured clinical labor reveals the limits of existing normative frameworks that overlook structural realities in governing clinical market regimes, and how these limits in turn become the basis for the extraction of unfree clinical labor from subaltern bodies. This study analyzed the presentations of the deployment of THAAD (Terminal High-Altitude Area Defense) on South Korean territory by conducting a qualitative framing analysis of editorials and columns in The China Daily. This media organ of the Chinese government largely condemned the United States and South Korea as falling captive to the mindset of the Cold War. This antagonistic coverage was surely influenced by the Chinese government, which views the THAAD deployment can damage China's national security interests. The China Daily viewed the United States as a competitor and adversary to China. According to this newspaper, the United States is eager to wage a new Cold War and refuses to consider China as a potential partner in finding a solution to the North Korean crisis. Midbrain dopaminergic (DAergic) regions including ventral tegmental area (VTA) and substantia nigra pars compacta (SNc) are involved in diverse brain functions. Previous studies demonstrated that the VTA/SNc to nucleus accumbens (NAc) pathway is critical in reward and motivation. Moreover, DAergic innervations within the insular cortex (IC) are reported to play important roles in pain regulation. To investigate whether VTA/SNc sends collateral projections to NAc and IC, we injected retrograde tracer Fluoro-Gold (FG) into the NAc and Fluorescent retrograde tracer beads (RetroBeads) into the ipsilateral IC in rats. Then, to detect whether collateral projection neurons participate in neuropathic pain, parts of the rats received the spare nerve injury (SNI) surgery. The immunofluorescence staining results showed that FG, RetroBeads, and FG/RetroBeads double-labeled neurons were distributed in the VTA/SNc bilaterally with an ipsilateral predominance. The proportion of FG/RetroBeads double-labeled neurons to the total number of FG and RetroBeads-labeled neurons was 16.7% and 30.3%, respectively. About 90.3% of FG/RetroBeads double-labeled neurons showed DAergic neuron marker tyrosine hydroxylase (TH)-immunoreactive (IR), whereas, only 7.5% exhibited a subset of GABAergic inhibitory projection neuron marker parvalbumin (PV)-IR. One week after SNI, about 53.1% and 33.6% of FG- and RetroBeads-labeled neurons were FG/Fos- and RetroBeads/Fos-IR neurons, respectively. Finally, about 35.9% of the FG/RetroBeads double-labeled neurons showed Fos-IR. The present study indicates that parts of DAergic and PV-IR GABAergic neurons in the VTA/SNc send collateral projections to both NAc and IC, which are activated under SNI-induced neuropathic pain, and probably contribute to the regulation of nociception. Introduction: Pancreaticoduodenectomy in patients with CA stenosis due to median arcuate ligament often required carefully collateral pathways management to avoid hepatic ischemic complications. Cases presentation: Case 1: A 63-year-old man was referred to our department because of jaundice with distal common bile duct tumor. Pancreaticoduodenectomy with left posterior SMA first approach and circumferential lymphadenectomy was performed. Case 2: A 48-year-old man was referred to our department because of right-upper-quadrant abdominal pain with Vater tumor. Laparoscopic pancreaticoduodenectomy with left posterior SMA first approach and circumferential lymphadenectomy was performed. Postoperatively, in all two cases, three-dimensional reconstruction images showed developed collateral pathways around the pancreatic head, and the CA was stenosis in 75% and 70% due to MAL, respectively. Intraoperatively, in all two cases, we confirmed poor blood flow in the common hepatic artery (CHA) by palpation and observation. So that in the first case, we have decided to proceed a no-touch technique of GDA segmental resection en bloc with the tumor and reconstructed with an end-to-end GDA anastomosis; in the second cases, we have decided to proceed gastroduodenal collateral preservation. When preserving these collateral pathways, we confirmed that the PHA flow remained pulsatile as an indicator that the blood flow was adequate. Background: Atrial fibrillation (AF) is associated with poorer functional outcomes in acute stroke patients. It has been hypothesized that this is due to poor collateral recruitment. Aims: This study aimed to investigate the relationship between AF and collaterals with outcome in thrombectomy patients. Methods: This retrospective cohort study identified 1036 acute ischemic patients from the INternational Stroke Perfusion Imaging REgistry. The cohort was divided into two groups: 432 with AF and 604 without AF. Patients were stratified by collateral grades as good, moderate, and poor. Within each collateral grade, the prediction of AF versus No AF for good outcome (3-month modified Rankin Scale of 0–2) was determined. Then, within each collateral grade, perfusion was compared between those with and without AF. Results: AF was negatively associated with good outcome in patients with poor collaterals (26.7% vs 51.2% for AF vs No AF, odds ratio = 0.32 (95% confidence interval = 0.22–0.50), p < 0.001), but not in patients with good (50.9% vs 58.1% for AF vs No AF, odds ratio = 0.75 (0.46–1.23), p = 0.249) or moderate collaterals (43.6% vs 50.9% for AF vs No AF, odds ratio = 0.75 (0.47–1.18), p = 0.214). AF was associated with severe hypoperfusion only in patients with poor collateral flow (54.0 vs 35.5 mL for AF vs No AF, p < 0.001). In the early 1960s, Franco's Spain began to experience a rapid process of economic growth, which was encouraged by US diplomacy as it would underpin the stability required by the US defence program in the country. However, American officials felt that such an accelerated economic development should be orderly since chaotic modernization might spark social turmoil that would compromise the US geo-strategic objectives in Spain. The article unravels the US public diplomacy programs to steer Spanish society along with a stable development path based on US-inspired capitalism and alliance with the Western bloc. It examines the cultural, educational, and informational means employed by the US government in a bid to channel the socio-economic upheaval occurring in Spain in a direction that was compatible with US security interests. We also argue that modernization theory provided the ideological and intellectual framework for US persuasion efforts to harness Spain's socio-economic ferment. Nevertheless, the 'development model' promoted by the dictatorship generated inequalities and conflicts that fuelled anti-American sentiment among sectors of Spanish society called to play a role in the future post-Franco transition. Bronchiectasis is characterized by recurrent airway infections, a progressive inflammatory response, and persistent decline in lung function. Airway remodeling is the key to its pathology. It is of great significance to explain the dynamic evolution of airway remodeling in patients with bronchiectasis using the theory of "latent pathogen" and "chronic diseases affecting the collaterals", which are essential pathogenesis theories of traditional Chinese medicine. Lung collaterals are small and microscopic, and they allow the flow of qi and blood to infiltrate and nourish the lungs. Phlegm, blood stasis, heat, and other latent pathogens can hide deep and distantly, causing self-accumulation and aggregation, time-delayed attacks, and long-term affecting the collaterals. The process by which the functional structure of the lung collaterals is changed due to the accumulation of evil qi is closely related to the process of chronic inflammation caused by bacterial colonization in bronchiectasis. Based on the above, our team believed that the pathogenesis of the acute stage of bronchiectasis is triggered by external factors, the internal hidden pathogens are activated, phlegm and fire mutually cause immediate qi activity, and the latent pathogens accumulate to damage the lung collaterals. The pathogenesis in the stable stage differs, in that the latent pathogens move inward, and the lung collaterals are damaged after prolonged disease, with lung deficiency and collateral stasis. Furthermore, pathogens from masses in collaterals due to long-term retention, and "pathogenic qi in the lung collaterals" is the core of the pathogenesis of bronchiectasis, and latent phlegm is present through the entire course of the disease. The clinical treatment of our team is based on the syndrome differentiation and treatment of "dredging collaterals to make it work", which is mainly treated with a pungent drug. In the acute phase, pungent drugs should be used to dredge collaterals, clear collaterals, and remove pathogens, while the patient in the stable period should be treated by a tonifying deficiency, dredging collaterals, and supporting the healthy qi to dispel the pathogen. Endovascular thrombectomy (EVT) has revolutionized large vessel occlusion (LVO) stroke management, but often requires advanced imaging. The collateral pattern on CT angiograms may be an alternative because a symmetric collateral pattern correlates with a slowly growing, small ischemic core. We tested the hypothesis that such patients will have favorable outcomes after EVT. Consecutive patients (n = 74) with anterior LVOs who underwent EVT were retrospectively analyzed. Inclusion criteria were available CTA and 90-day modified Rankin Scale (mRS). CTA collateral patterns were symmetric in 36%, malignant in 24%, or other in 39%. Median NIHSS was 11 for symmetric, 18 for malignant, and 19 for other (p = 0.02). Ninety-day mRS ≤2, indicating independent living, was achieved in 67% of symmetric, 17% of malignant, and 38% of other patterns (p = 0.003). A symmetric collateral pattern was a significant determinant of 90-day mRS ≤2 (aOR = 6.62, 95%CI = 2.24,19.53; p = 0.001) in a multivariable model that included age, NIHSS, baseline mRS, thrombolysis, LVO location, and successful reperfusion. We conclude that a symmetric collateral pattern predicts favorable outcomes after EVT for LVO stroke. Because the pattern also marks slow ischemic core growth, patients with symmetric collaterals may be suitable for transfer for thrombectomy. In this Article, we argue that increasingly harsh collateral consequences have surfaced an underappreciated and undertheorized dynamic of criminal plea bargaining. Collateral consequences that mostly or entirely benefit third parties (such as other communities or other states) create an interest asymmetry that prosecutors and defendants can exploit in plea negotiations. In particular, if a prosecutor and a defendant can control the offense of conviction (often through what some term a “fictional plea”), they can work together to evade otherwise applicable collateral consequences, such as deportation or sex-offender registration and notification. Both parties arguably benefit: Prosecutors can leverage collateral consequences to extract greater punishments and defendants can avoid consequences they view as particularly burdensome. But these benefits can come at a cost to others who are not at the bargaining table. We contend that “collusive prosecution” of this sort can be pernicious, as may be the case when sex-offender registration and notification laws are in play, but it also has potential to be socially attractive. Accordingly, we sketch a normative framework for evaluating collusive prosecution as a matter of prosecutorial ethics. We draw on the emerging field of public fiduciary theory to characterize prosecutors’ ethical duties to varied—and often conflicting—beneficiaries. We suggest that programmatic uses of collusive prosecution may be fair and reasonable in a common immigration context, but collusive prosecution designed to relocate sex-offense registrants likely fail these conditions. Portosystemic collateral formation in cirrhotic patients plays an essential role in the natural history of patients. A thorough understanding of collateral anatomy and hemodynamics in cirrhosis, it is important to envisage diagnosis and outcomes of portal hypertension. This study investigates the relation between the types of collateral offered in rural loans in Brazil and the access to credit, loan conditions and default rates. We use a proprietary database of rural loans from one of the largest private banks in Brazil containing more than 110 thousand loan observations. Our results show that the use of fiduciary lien improves the access to loans for more opaque borrowers (i.e., those with shorter relationship with the bank). This type of collateral gives the bank the ability to seize collateral quicker, reducing loss given default, even if these borrowers are riskier, given that they present higher default rates on average. Our results also show that loan conditions are less restrictive as relationship length increases, and that this effect is more intense among loans collateralized by fiduciary lien. This paper analyzes and compares the impact of the 1968 Prague Spring on military and strategic thinking in Czechoslovakia and Yugoslavia. A great change in the Czechoslovakian military caused Memorandum 68, a proposal of domestic military doctrine which consistently took into account the vital security interests of Czechoslovakia in international relations at that time. The document was mainly based on the inviolability of Czechoslovak territory and the right of its nations to defend their own existence regardless of the superpower interests of the Soviet Union. At the same time Yugoslavia began to develop its own doctrine of the General People's Defence and Social Self-Protection, which emphasized its total nature, creating the reality of the concept of a "nation in arms," which attached great importance to soldiers and the art of soldiering in Y ugoslavia. CRISPR/Cas13 systems are increasingly used for programmable targeting of RNAs. While Cas13 nucleases are capable of degrading both target RNAs and bystander RNAs in vitro and in bacteria, initial studies fail to detect collateral degradation of non-target RNAs in eukaryotic cells. Here we show that RfxCas13d, also known as CasRx, a widely used Cas13 system, can cause collateral transcriptome destruction when targeting abundant reporter RNA and endogenous RNAs, resulting in proliferation defect in target cells. While these results call for caution of using RfxCas13d for targeted RNA knockdown, we demonstrated that the collateral activity can be harnessed for selective depletion of a specific cell population defined by a marker RNA in an in vitro setting. The Antarctic Treaty has significant strategic and security interests for Australia. Australia claims 42 per cent of the continent, and the Antarctic Treaty established the area below 60o S as a non-militarised region where military manoeuvres, weapons testing and nuclear explosions are prohibited. The benefits to Australia of maintaining the strength of the Antarctic Treaty System are manifold. This paper sets out the importance to Australia of the Antarctic Treaty System; Australia's Antarctic activities; and current geopolitical tensions in the system. How do policymakers discover their energy security interests abroad? Conventional wisdom assumes states have an inherent interest in securing an affordable and steady supply of oil. In this paper, I show that policymakers often fail to realize such vital interests on their own. Instead, multinational actors like international oil corporations (IOCs) educate policymakers on their state's security interests abroad. By integrating prior scholarship on corporate power with insights on lobbying in American politics, I theorize that multinational corporations like IOCs can influence security policy when two conditions are met: first, policymakers demand information on security policy because of issue complexities, bureaucratic inefficiencies, and structural holes in the international system; and second, these corporations possess social ties that grant them the access, trust, and legitimacy to supply those policymakers with information. In the context of energy security, IOCs provide information on foreign sources of oil, threats posed to access, and anticipatory strategies for protecting access. I apply the theory to the origins of U.S. lend-lease aid to Saudi Arabia in 1943. Through sequential analysis, process-tracing, and comparative counterfactual reasoning, I argue an American IOC hastened U.S. interests in securing Saudi oil by using its ties to lobby the Roosevelt Administration at a time when the Administration lacked information on the country. The theory and findings broaden the state-centric view of energy security, contribute new evidence to historiography on US–Saudi relations, and fill an important gap in our understanding of corporate lobbying in security policy. After restructuring of power system, independent system operator is facing a big challenge to manage operations on transmission networks due to growing renewables share and involvement of large market players in power system operation. Among all renewables, wind power has the most stochastic nature and faces penalties due to mismatch in its initial power committed and final power delivered. Also, wind power plants are generally located at remote areas and need longer transmission lines for power delivery. This leads to congestion of transmission lines and poses a threat to security and safety of power system. To manage congestion on transmission lines, this paper proposes a novel rescheduling based combined bidding approach for wind integrated hybrid (pool + bilateral) power system. Congestion management problem has been formulated as mixed integer non-linear programming problem incorporating proposed combined bidding approach with an objective to reduce total congestion management cost through rescheduling of wind and hydro units on the basis of their combined up and down generation cost bids. The hydro units that have lowest operating cost and fast turn-on time have been used in coordination with wind units to alleviate congestion cost. Secured bilateral transactions have been confirmed while implementing the combined bidding approach for congestion management. This Note emphasizes the importance of sovereign bonds to emergingmarket countries and proposes a solution to the enforcement problem that exists in the current market. This Note argues that sovereign nations issuing bonds should bargain for improved contracts and limit assets used as collateral for those bonds. This proposal would stabilize volatility in emerging market countries, while providing investors with stronger rights to collateral. How do the US allies engage with other actors in the US‐led Indo‐Pacific security order? This article examines this question in the case of Australia. We argue that the regional strategic network is a key consideration for Australia to facilitate its interaction with a target country in the Indo‐Pacific. This article analyzes Australia's approach toward South Korea as an example demonstrating the significance of the regional strategic network in shaping Australia's diplomacy. It does so by addressing the following three questions. First, what is Australia's vision for the Indo‐Pacific? Second, how does Australia perceive South Korea's role in the Indo‐Pacific? Third, how does Australia's Indo‐Pacific vision find the relevance of South Korea for Australia's security interests? This Note explores the relationship between contractual parties in the credit market, as shaped by debt capitalism, through a brief history of slavery, peonage, and credit/debt legislation. Debt capitalism is a racially exclusionary system — stemming from slavery — in which asset acquisition, facilitated by working to pay debt, (1) is a requirement for inclusion in the economic market, and (2) has a disparate impact on excluding Black Americans from wealth building given their bargaining power position. Over time, debt capitalism shifted from using Black enslaved people as primary sources of labor and collateral to indebting freed Black Americans. Currently, debt capitalism continues to extract labor and interest from Black Americans in particular through different forms of debt peonage. I highlight what I call modern student debt peonage through the story of the Greenes, a couple who filed for bankruptcy and claimed that the U.S. Department of Education owed them reparations in the form of student debt cancellation. By exploring predatory consumer bankruptcy practices and the strengths and weaknesses of the Greenes’ claims in the context of the socio-political and economic subordination of Black Americans by the U.S. government, this Note debunks the idea that a student loan is a valid enforceable contract signed by equal parties. The Note supports policy proposals for student debt relief, such as full debt cancellation, bankruptcy reform, and abolishing the current student debt complex. This Note encourages the use of an alternative framework for negotiating and defining credit relationships, which relies on a more equitable understanding of opportunity. How does the presence of female rebel combatants during conflict influence the likelihood of United Nations post-conflict peacekeeping deployment? While past literature on peacekeeping emphasizes the role of conflict attributes and security council interests, only few studies investigate the importance of belligerent characteristics. We argue that, because dominant gender stereotypes paint women as peaceful, female rebel combatants lead domestic and international audiences to perceive conflicts in which they fight as more severe. Given that recent UN resolutions and mission mandates align with these stereotypes, this in turn, causes the UN to intervene and deploy peacekeepers. Multivariate regression models drawing on a global sample of UN post-conflict missions provide empirical support for our hypothesis. Our findings add to the growing body of literature emphasizing the role of women in combat roles, and contribute to the discussion on the UN's Women, Peace, and Security agenda. As parties to international treaties, States assume legal duties to respect, to protect and to fulfil human rights, including the right to development. This position obliges States to act where flawed regulation leads to financial practices that are depleting public funds with no economic or legal justification. One example of flawed regulation is risk weighted pricing which has been introduced by the Basel Accords: due to risk premiums, some borrowers pay more than others for the same loans to protect lenders from the possible consequences of high-risk lending, even when all these borrowers end up fully repaying the loans. This approach ignores that paid instalments reduce the risk over time and that after full payment of the principal the default risk is reduced to zero. Moreover, the risk premium can be replaced by collateral which means that both are property pledged by the borrower to protect the lender in case of a default. Yet, interest rates and risk premiums of loans and bonds are not treated as prices and collateral, but as property of the lender. If the risk premium is not adjusted over time along with the real risk, regulation not only turns discriminatory but also permits lenders to keep this de-facto collateral, thus depriving State borrowers of their property and funds necessary for the realization of the right to development. Readjusting risk premiums as proposed in this article would, replace or complement the debt reliefs necessary to fulfil the States' human rights obligations while preventing discrimination against sovereign debtors based on their property status.
