Beginning in 1986, the Journal of Social Issues (JSI) will explore the occasional use of a new format. Our customary procedure has been to devote each issue to a single theme, with numerous articles all addressing that theme. The new format will not supplant this older one, but will offer an alternative mode of publication for perhaps one or two issues a year. It will consist at the minimum of (a) a lead article of considerable length, followed by (b) 10-20 commentaries by diverse experts, followed by (c) an extensive reply by the author. Variations may consist of two or three lead articles on the same theme, or even a debate between two opposing sides. In every case, though, target articles will receive commentary and authors will have an opportunity to respond with their second thoughts, (This format has been used successfully in other journals—e,g,, The Behavioral and Brain Sciences—where it has stimulated reader interest.). The following guidelines explain the process in detail. Acceptance of a Lead Article. Acceptance will usually involve a two-stage process. First, potential authors will correspond with the JSI editor to determine whether their paper seems appropriate. Second, after its submission, the paper will be reviewed by several knowledgeable peers; if that review is largely positive, the paper may be accepted subject to the suggested revisions. After the final revision and acceptance of a target article, it will be sent to a diverse set of commentators.
