This document constitutes the Pre-Final Submittal for Contract DACA2l-84-C-0603, Energy Audits of Boiler/Chiller Plants, Ft. Gordon, Georgia. The purpose of this report is to indicate the work accomplished to date, show samples of field data collected, illustrate the methods and justifications of the approaches taken, outline the present conditions, and make recommendations for the potential energy efficiency improvements to the central heating and cooling plants of Fort Gordon. To date, the initial and detailed field work has been completed; the existing systems in the individual buildings have been reviewed and analyzed; the calculations on various ECO's have been completed and those not eligible for ECIP funding have either been disqualified or placed under the QRIP. Preliminary project documentation has been completed.

This report presents and describes a land-use planning method designed for implementation on US Army installations. The method assimilates and displays natural resource, military training, and sociological data in a geographic information system (GIS) format that is combined with a computerized management information system (MIS) designed to plan current and future land uses in a manner that minimizes potential resource use conflicts. The Earth Resources Data Analysis System GIS and the LANDMENU MIS were used to develop a prototype natural resource management plan for Fort Benning, Georgia, and to provide both general and specific land-use recommendations based on original soils, timber, wildlife, military training, and sociological data gathered on the installation. The RAILER system of railroad maintenance management is a decision support tool for Army installation Directorates of Engineering and Housing. It can be used to analyze and evaluate track segments, determine and prioritize work needs, develop annual and long-range work plans, estimate maintenance and repair costs, and develop budgets. As part of the Facilities Engineering Applications Program, RAILER version 2.0 was demonstrated at Fort Stewart, GA, and its neighboring installation, Hunter Army Airfield (AAF). This report documents the Hunter AAF demonstration. The data collection process was demonstrated, including segment inventory and track inspection. New track inspection procedures were tested and verified to be better than those previously used. In all, the Hunter AAF demonstration complemented the Fort Stewart test and showed that RAILER version 2.0 is ready to release for general implementation on domestic Army installations.

This is our final report on the audit of the FY 1989 Evaluation of the Alternate Use of CHAMPUS Funds at the Dwight David Eisenhower Army Medical Center (the Center), Fort Gordon, Georgia. The overall objective of the audit was to evaluate whether the coronary care medical test project initiated by the Center would, if implemented, reduce costs of the Civilian Health and Medical Program of the Uniformed Services (CHAMPUS). We also evaluated applicable internal controls established to identify, document, and monitor costs of the proposed medical project. The audit was made from September 1989 to April 1990 at the direction of Congress. We visited the Assistant Secretary of Defense (Health Affairs), the Comptroller of the Army, and the Army Health Services Command to monitor the status of the test project. The audit covered the project's operations from January through September 1989. A representative from the Office of the Assistant Secretary of Defense (Health Affairs) assisted the DoD, IG audit team in monitoring the coronary care medical test project and in performing this audit.

The Digital Emulation Technology Laboratory (formerly referred to as the KEW Digital Emulation Laboratory) is a principal unit within the Computer Engineering Research Laboratory (CERL) at Georgia Tech. This report addresses the objectives, requirements, and schedule of the Digital Emulation Technology Laboratory (DETL), relative to contract number DASG60-85-C-0041. An associated report, "Annual Report -- Task 1: Digital Emulation Technology Laboratory" covers DETL relative to contract number DASG60-89-C-0142. The major distinction between these two contracts and their associated activity at DETL is that the newer contract concerns primarily activity associated with the effort to develop an integrated hardware and software environment for end-to-end simulations of exoatmospheric interceptors such as EXOSIM. This report, on the other hand, focuses more on the basic hardware and system software that was developed at Georgia Tech and eventually applied to these end-to-end simulations. This includes the Georgia Tech Parallel Function Processor (PFP), the older system software for the PFP (utilities and parallel programming tools), and earlier application software (prior to EXOSIM). Within DETL, there are two main hardware systems: the Parallel Function Processor (PFP) and the Seeker Scene Emulator (SSE). Each of these systems is a complex parallel processor, designed to function together as an emulation facility for kinetic energy weapons systems. Software development is also an active area of research, both at the system level (compilers, loaders, graphics development) and at the application level (simulation and emulation studies). The principal objectives of DETL are as follows: (1) Provide facilities for 6-DOF KEW emulation; (2) Provide real-time capability in excess of 2000 Hz; (3) Provide real-time emulation of IR FPA seekers; (4) Test and verify GN&C software and hardware systems.

This research was conducted as an in-house effort by the ARI Field Unit at Fort Benning, Georgia. The emphasis in the research on the effects of management policies on enlisted attrition is a relatively new approach to research on the Army's manpower problems. Most attrition research has focused on identification of individual characteristics related to attrition which can then be used to select personnel who will not drop out. The research approach reported here may be more relevant to the current manpower environment where there is only a small pool of people from which to select and success of the Army's mission depends on retaining those people who are recruited. The rate of attrition in Infantry Advanced Individual Training (AIT) was strongly influenced by command policy and a sharp drop in training attrition occurred following a command change in 1977. Monthly attrition rates during BCT (Basic Combat Training) and AIT(Advanced Individual Training) and in the first 90 days following successful graduation from Infantry AIT were intercorrelated over the period April 1976 through December 1978. The 'constant attrition hypothesis', i. e., early attrition reduces later attrition, was not supported with data from all soldiers who were scheduled for Infantry training. In fact, attrition rates from BCT, AIT and line units were positively correlated. Analysis of these changes suggests that some as yet unspecified factor that simultaneously influenced attrition in BCT, AIT and line units outweighed training cohort factors in determining these changes in attrition.

The purpose of health education is to help people make appropriate decisions and to carry out behaviors that are necessary for optimum health. This study deals with the problem of designing a health education program for implementation. The author analyzes the current program in terms of the following: scope, specific goals, resources, expenditures, subjects addressed, target populations, and evaluative procedures presently employed. This report contains the description and results of the Air Traffic Control Radar Beacon System (ATCRBS) Transponder Study and Analysis. This study represents a two year effort consisting of testing, data collection, and analysis of air carrier, military, and a detailed analysis of general aviation transponder performance. The ATCRBS Analysis Team developed a comprehensive test plan which included a validation flight test program, an evaluation of transponder maintenance and calibration programs, and a detailed analysis of general aviation transponder performance. The study was concentrated in the Atlanta, Georgia area. However, data was collected from many parts of the country. The Mobile Transponder Performance Analyzer (MTPA), developed by the FAA Technical Center, was dispatched to field locations in order to suport the data collection and analysis tasks. This effort resulted in identifying a trend of problems associated with the general aviation transponder.

This report, the first of three annual reports, documents the results of comprehensive water quality studies at Richard B. Russell and Clarks Hill Lakes, Georgia-South Carolina. The objectives of the studies were to document water quality conditions in each lake before, during, and following the impoundment of Richard B. Russell Lake and to evaluate the effectiveness of an oxygenation system installed in Richard B. Russell Lake. (Author)

Archaeological investigations of seven mill sites in Elbert County, Georgia and Abbeville County, South Carolina were undertaken as part of cultural resources investigations associated with the construction of the Richard B. Russell Dam and Lake on the Savannah River. Historical research and archaeological reconnaissance had located a number of mill sites in the reservoir area; some of which showed potential for documentation of mill architecture and motive power systems. This report describes the methods and results of seven project area sites selected by the Corps of Engineers for investigation. Significant motive power remains were documented at the Mattox and Eureka mill sites. A comparison of the reservoir area mill sites is made with other areas within the Southeast.

This report describes the development and field testing of a procedure for estimating the total shelter potential by county in host areas defined for Crisis Relocation Plans (CRP). Shelter estimates are made by projecting population and construction data from the time of the last shelter survey in the county. The shelter yield expected to be found by an update of the various shelter survey programs is then estimated based on the projected construction activity. The procedure has been formulated into a computer program. Actual survey data for one North Carolina county and ten counties in Georgia were used as test cases of the methodology.

The thermal and dissolved oxygen regimes of the proposed Trotters Shoals (Richard B. Russell) Reservoir were simulated using a combination of physical and mathematical models. The effects of the Trotters Shoals Reservoir upon the thermal and dissolved oxygen regimes of a downstream impoundment, Clark Hill, were also evaluated. Both conventional power generation and pumped-storage power operations at Trotters Shoals Reservoir were studied. Three physical models were used to describe the expected hydrodynamics in Trotters Shoals and Clark Hill Reservoirs. The withdrawal characteristics of the intakes and the entrainment, dilution, placement, and travel time of the inflow and pumpback density currents were determined. The results of the physical model tests were incorporated into a mathematical model capable of simulating the physical and chemical characteristics of an impoundment.

The results of the energy engineering analysis performed at Dwight David Eisenhower Army Medical Center (DDEAMC), located in Fort Cordon, Georgia are summarized herein. The work was performed by Affiliated Engineers, Inc. for the Army Corps of Engineers, Savannah District, under Army Contract No. DACA21-83-C-0188. The project included a detailed energy audit of the hospital and energy support facilities, development of a utility metering plan, and investigation of numerous energy conservation measures. Energy analyses were performed with the assistance of the ESP-II energy simulation computer program developed by Automated Procedures for Engineering Consultants (APEC) The energy conservation analysis showed that the opportunities for the most energy savings resulted from the installation of an Energy Monitoring and Control System (EMCS) and from modifications to the central plant chilled water systems. It was found that additional savings were available by upgrading miscellaneous thermal and electrical systems for greater energy efficiency. Finally, implementation documentation was developed for the various Energy Conservation Investment Programs (ECIP) and other energy conservation projects that met Army criteria.

This report presents the results of Increments A, B, F, and G of the Energy Engineering Analysis Program conducted at Fort Gillem, Georgia, by JRB Associates under Contract No. DACA21-80-C-0014. This report includes analyses of the energy patterns at the facility, and the identification and evaluation of energy conservation opportunities. The results obtained indicate that current energy use at Fort Gillem has risen 80 percent over FY 1975 figures. This report is organized into 4 volumes plus appendices.

The report describes an evaluation of the airfield pavements of Turner Air Force Base located near Albany, Georgia.

A field demonstration of the Menard method of electrical resistivity surveying was conducted at the Walter F. George Reservoir in December 1969. The test afforded the WES an opportunity to evaluate the effectiveness of the method in detecting and delineating subsurface openings in which moving groundwater (underseepage) was present. The Menard method, similar in equipment, field procedure, and data-processing techniques to standard resistivity methods, proved to be effective in detecting anomalies caused by the electrofiltration effect that is created by moving groundwater. It has been concluded that the geoelectrical method is superior to other techniques in detecting underseepage where it can be applied intensively in small areas; however, application in surveys of large areas with essentially unknown subsurface conditions probably would not be advantageous.

A study was made to delineate subsurface seepage channels by infrared scanner imagery at the Walter F. George Lock and Dam, Chattahoochee River, Alabama-Georgia. Ground measurements of the conditions at the site were made to determine the optimum flight time for obtaining the infrared imagery and to aid in interpretation of the imagery. The infrared imagery was collected between 0300 and 0500 hr on 22 November 1969. The imagery was analyzed to determine if any trends existed which might suggest subsurface seepage channels at the site. The ground truth data were used in the imagery interpretation. Interpretation of the infrared imagery did not delineate any trends which indicated paths of flow of the groundwater and reservoir leakage. A study was then made to determine what features affected the tones on the infrared imagery. It was determined that surface features such as grass cover and soil moisture content produced most of the variations in the tone on the infrared imagery. Additional research is recommended in areas where seepage occurs closer to the terrain surface.

The Advanced Radar Traffic Control System, installed in the airport terminal building in Atlanta, Georgia, provides terminal area controllers with bright display of symbolic and alphanumeric data relative to controller initiated tracks and automatically maintains continuous association between this data and beacon and radar video by means of digital tracking techniques. The system consists of a digital computational subsystem, a beacon subsystem, and two display subsystems. The major functional elements of the operational computer program are tracking, processing of controller inserted data and requests, and preparation of property formatted messages for display. The tracking function is a multi-state alpha, beta, straight-line tracking with logical turn detection. The availability of the system's general purpose digital computers made possible an approach to equipment system integration which was primarily based upon a sequence of specially designed programed tests. System checkout was achieved through execution of a sequence of tests designed to methodically verify prescribed system operation. Special test and data extraction programs were prepared for and employed in system checkout.

Rutherford was an apologist for the Confederacy and wrote frequently promoting the "Lost Cause." She was against the cause of women's suffrage, and presented a conservative view of the role of women and minorities in the South.
