The concept of «educational service for professional development» does not have a clear scientific and normative definition, which complicates the procedure for assessing the quality of such educational services. The problem of scientific and terminological uncertainty of the concept of «quality of educational services for professional development» results in normative inconsistencies in the educational activities of providers and recipients of services - teachers. That is why the need to solve this problem at the scientific and theoretical level and the implementation of research results in the texts of normative acts, which governing this area of activity, and in the procedures of entities’ educational processes that provide professional development. The article, based on a comprehensive view of the nature of educational services and using methods of comparison, analysis, synthesis and generalization, defines the content of this concept and characterizes the main parameters for assessing the quality of professional development. It is indicated that from the standpoint of activity-functional approach educational service for professional development of a teacher is defined by law, educational program and / or contract, the activities of the authorized representative of the executor to provide intangible benefits, which has a certain value at the request of the recipient (individual or legal entity), to meet the professional needs identified by professional development’s plan of the institution or the needs of a particular customer, which are formalized in the expected learning outcomes. The educational service is based on the invariant requirements of the state educational policy and the variability of the choice of topics aimed at the development of professional competencies, in accordance with the results of the pedagogical worker's self-analysis agreed by the pedagogical council., Поняття «освітня послуга з підвищення кваліфікації» не має чіткого наукового й нормативного визначення, що ускладнює процедуру оцінювання якості таких освітніх послуг. У статті на основі комплексного погляду на природу освітньої послуги та з використанням методів порівняння, аналізу, синтезу й узагальнення визначається зміст зазначеного поняття та характеризуються основні параметри для оцінювання якості послуги з підвищення кваліфікації. Вказується, що з позицій діяльнісно-функціонального підходу освітня послуга з підвищення кваліфікації педагогічного працівника є визначеною законодавством, освітньою програмою та/або договором, діяльністю уповноваженого представника виконавця з надання нематеріального блага, яке має визначену вартість, за замовленням отримувача (фізичної особи, юридичної особи) для задоволення професійних потреб, визначених планом підвищення кваліфікації закладу чи потреб конкретного замовника, що формалізовані в очікуваних результатах навчання. Освітня послуга ґрунтується на інваріантних вимогах державної освітньої політики та варіативності вибору тематики, спрямованої на розвиток професійних компетентностей, згідно з узгодженими педрадою результатами самоаналізу педагогічного працівника.

The paper analyzes factors having an impact on the image of an educational institution. The study is concerned with the process of shaping the image of a higher educational institution and provides the results of assessment of top executives, teachers and students of the Financial University branches. The purpose of the study was to identify key issues and trends in shaping and maintaining the image of the higher educational institution. The paper describes different approaches to the definition of the image; the specific features of this concept in relation to an educational establishment are defined, the need to create and maintain the image is emphasized. The findings of a marketing research conducted in the branches of the Financial University are disclosed making it possible to estimate their image as assessed by top executives, teachers and students of the branches. The main problems identified are improving the attractiveness of an educational institution for students, employees and employers; streamlining the legal framework to introduce new educational services; expansion of international cooperation; improvement of the corporate culture.

The renewal of the development strategy requires that higher education establishments make a determining decision — to continue functioning in the developed field of knowledge, expending the specialties spectrum, or to investigate new fields. The accumulated experience of market reforms allowed the establishments to realize the educational potential (the licensed amount) to a greater extent. The conducted unbiased analysis showed the dependence of the implementation of educational potential by institutions of higher education on the degree of competitive struggle in the market of educational services in various fields of knowledge. The structure of the fields of knowledge and specialties at the education services market in Poltava region is the consequence of understanding the educational needs by the educational establishments, which, in this case, follow their own interests. The higher education establishments considered the choice of the most required specialty in several fields of knowledge to be commercially successful. The availability of several establishments in certain fields of knowledge decreased the chances of each establishment to realize its educational potential. The higher the degree of competition in the specialty is the lower the chances of all the establishments are. The higher the establishment’s potential, the more likely it is to win the competition. This general condition is almost always elucidated by a very important circumstance, which makes it impossible to determine the direct relationship between the size of the establishment of higher education and the chance to realize it. This is a qualitative aspect of the potential that reflects competitive advantages. The fact that, for a high degree of competition, some establishment of higher education carry a large set of students with a small licensed volume, while others, having a large license volume, count far fewer students, due to the presence of competitive advantages, which can not always be calculated. There is no direct dependence between the amount of the establishment potential and the chance of its realization. The victory in the competition is determined by the establishment quality aspect reflecting the competitive advantages. Having put a lot of effort into licensing and accreditation, establishments of higher education were extremely reluctant to stop the recruitment of students by specialty. A simple way to increase the level of implementation of the establishments’s capacity is to reduce the licensed volume. At the same time establishments of higher education are constantly choosing another path — improving methods of struggle, which also influences the decisions on optimization of the potential. It will take a long time before economic pragmatism will mount over the ambitions of establishments. The use of «none conservative (medical) treatment», but «surgical interventions» will help establishments to save and maximize the facilities and optimize their range of services.

On the present stage of the development of educational environment, it is necessary to use the scientific tools for understanding the market patterns of the interaction of demand and supply of educational services, which will allow not only to navigate the consumer preferences but also to form them. It is in these circumstances that it is extremely important to study changes in the volume of demand for educational services in order to adapt them to the system of higher education. The aim of the article is to substantiate the theoretical positions and develop practical recommendations for the definition of the competitive marketing strategy of higher education organizations in the market of educational services with the help of modern approaches and methods of economic-mathematical modeling. The practical significance of the obtained results is the introduction of methodological provisions for forecasting the demand and supply of educational services for higher educational establishments. The complexity and interdependence of managerial problems in the system of higher education require new ideas and approaches, which necessitates the search for new definite solutions, namely: the research paper offers the method of optimal distribution of budgetary places of the university by means of practical application of the theory of system constraints and the theory of fuzzy sets. Along with that, the calculation of the optimal number of students of the corresponding specialty with the help of cluster analysis has been carried out. In addition, an important place for improvement and development is taken by the economics and mathematical methods and methods of linear programming, they are effective means of identifying the most influential factors in achieving the goals of a higher educational establishment and justifying the marketing strategy of its development in modern conditions. To predict the quantitative values of social and economic indicators, the use of econometric modeling methods, in particular, the construction of regression models remains effective. The conducted research gives grounds to state the appropriateness of solving the actual problem of choosing the best strategies of higher educational establishments with the help of modern approaches and methods of economic and mathematical modeling. The tasks of further research on this issue are the pursuit of forecasting the future demand for specialists in the region and the country as a whole, taking into account the development of innovative technologies, investment programs through system analysis and simulation modeling.

Ce document présente les actions prises par les pays de la région en ce qui concerne la continuité de la prestation du service éducatif lors de la fermeture d'écoles due au COVID-19. De mme, il offre une analyse des conditions de départ sur lesquelles les pays ont construit leurs actions pour la continuité, ainsi que la capacité des familles à accéder à l'enseignement à distance. Finalement, il présente une série doptions de politiques, de stratégies, dactions et recommandations en vue de répondre à la crise. Les actions politiques proposées sont présentées dans les domaines suivants: (i) stratégies pour la continuité pédagogique; (ii) stratégies de réponse pour la gestion administrative des établissements scolaires; et (iii) assurance de conditions sanitaires pour la réouverture des centres éducatifs.

The article analyzes the tasks of implementing the national project "Education" in the region using the example of the Komi Republic. The article examines the conditions for the implementation of a national education project based on the example of the public servant “preschool education”. Based on monitoring indicators of the provision of pre-school education for children aged 1 to 6 years old in educational institutions in the Komi Republic, an assessment is made of the process of providing services by local authorities. The positive dynamics of the provision of public services in terms of the availability of preschool education in the territory of the Komi Republic is revealed. This indicator is ensured by the construction, re-equipment of premises in existing preschool educational institutions, the redemption of premises for placement of nursery groups, as well as by the development of varied forms of preschool education: groups for short-term stay of children, counseling centers of various kinds, groups for the supervision and care of preschool children ages organized by individual entrepreneurs. The article provides a grouping of municipalities by the effectiveness of the provision of public services of preschool education. The article also analyzes the results of the implementation of the national project "Demography", one of the directions of which is the creation of additional places in preschool educational institutions for children under the age of 3 years. Positive factors in the development of the market for preschool services are the presence of a private business and the creation of private preschool educational organizations in the region, the creation of groups for the supervision and care of preschool children organized by individual entrepreneurs. The aim of the article. The aim of this research is justification of the necessity of interaction between educational services market and labour market on improving the economic mechanism based on the quality management. The results of the analysis. Todaythe the increased integration of educational services market and labor market is the most important factor in successful social and economic development. Educational services market can be analyzed in two ways: as a separate item and as part of the labor market. One of the main conditions for successful enterprise development is continuous improvement and modification of human development through education. Therefore, the development and modernization of existing system of selection and training, finding new technologies of integrating educational institutions and businesses are required the solution of the skilled, social and economic regional issues of real and financial sectors of economics. The content of the interaction mechanism between customers and consumers in the educational market was considered in the article. The tools of economic mechanism of educational services quality were defined. The structure of training in terms of the industry knowledge and the needs for businesses were determined. The imbalance between demand and supply of specialists in the market was defined. The effectiveness of educational system is characterized by the degree of compliance with the current structure of the training structure of the economy. In recent years, due to the structural changes, the problem of discrepancies of the existing specialties and skilled levels, not only for young specialists, but also to other categories of applicants on the employer's job requirements and the imbalance between supply and demand of labor in the labor market was analyzed. Market of educational services is not ready to satisfy the demand of employers on personnel and promptly respond to the changes occurring in labor market. Lack of timely monitoring of quantitative and qualitative needs of specialists, and education establishments` orientation on purchasing power of population leads to the imbalance in Ukrainian labor market. The necessity of interaction regulation beetwen educational services market and labor market has been justified. For improving the quality of education services it is necessary to introduce the innovative forms of educational process on the basis of business approach to commercialize the results of scientific research. The directions of perfection the economic mechanism of quality control have been proposed. A necessary condition for the development of conceptual frameworks for cooperation between markets is theoretical and methodological basis of this activity. The structure of economic mechanism should be reflected in the form of exposure control of subsystem. Management and economical mechanism should include the following functions of management as organization, planning, control, motivation and regulation. Conclusions and directions of further researches. The analysis examined the functioning of labor market and education services market and demonstrated the shortcomings of the existing mechanism of their interaction, inability to self-adjusting their relations, harmonizing the relationship between the participants, based on coordination and balancing of strategies. It actualizes the need to develop effective economic mechanism of its regulation. One of the areas for cooperation between the education services and labour markets is to improve the economic mechanism of management of quality educational services. An effective instrument of economic regulation mechanism of partners' interests in the education system should become the improvment the quality of education by means of: predicting the structure of specialties, research requirements of the labor market within the competence of graduates, financing institutions for performance, auditing of quality educational services. Further studies on regulation of the interaction of education services market and labor market imposes the need for consideration of such issues as: the concept of interaction between labor market and education services market, partnerships, integrating education services and labor market participation of employers and other partners in solving problems of interaction between the education services market and labor market, including the development of educational standards, according to the current skilled needs and so on. The purpose of this paper is to represent a model for implementing value-added educational service delivery within a first-cycle degree institution in Bulgaria. The model has been elaborated answering two overriding questions: when and how to implement and disseminate venture model, considering both institutional environment and exogenous economic, social and environmental factors and attitudes. Although the question why appears to be rhetorical one, the author has yielded some insights, having unfolded external and internal environment settings as possible futures and their impact on the model demand. Consequently, challenges before the higher education in Bulgaria are to ensure that it has been addressing understanding and skills needed to enable learners to leave and work in a sustainable way and to take a lead in decisionmaking for sustainable future. By that reasoning the author responds to the when-question, or at what stage to implement the model. The latter question - how - has been envisioned as the essential one of the actual model implication. Approaching the education as a service of intangible actions directed at peoples' mind - both learners' and tutors' - the author represents at whom or what the service is directed, and moreover, at the categories that collectively cover the entire service arena. From profession-oriented educational perspective and by strict manipulation on the variables given, the model has been basically stated on the convergence of three pillars: 1) alert learners' segmentation, 2) curriculum innovation, and 3) education-to-business cooperation. Segmentation of the attentive learners aims at establishing a powerful body of young people who are capable to "broadcast" sustainable education patterns from inside to outside the core. Curriculum innovation has been elaborated to bridge the chasm between theory and practice when collide into real-life context, and to result in performing an educational service for life skills built-up towards sustainable education. For the big challenge in the educational service to be overcome a business model of education-to-business cooperation is to be rehearsed and applied properly. [ABSTRACT FROM AUTHOR]

Two surveys of parents of children with cochlear implants were conducted to assess trends in children''s educational needs. The majority of children used spoken language and attended mainstream though there was diversity both in terms of the children''s language modality and school placement. A criação de um serviço educativo com o objetivo de promover e divulgar o legado que encerra a Fundação Manuel Sousa d’Oliveira através do desenvolvimento de ações educativas que contribuirão para a criação de laços entre o espólio arqueológico desta Fundação e os públicos mais jovens. Baseado no levantamento das práticas educativas numa amostra museus com coleções arqueológicas, delineou-se três atividades educativas de tipologias distintas que estrategicamente contribuirão para a promoção e divulgação do espólio arqueológico da Fundação Manuel Sousa d'Oliveira potenciando o estabelecimento laços entre o referido espólio e os públicos. ABSTRACT: The creation of an educational service with the objective of promoting and exhibit the legacy found at the Manuel Sousa d'Oliveira Foundation through the development of educational actions that will contribute to the creation of links between the Foundation's archaeological estate and younger audiences. Based on the educational practices in a sample of museums with archaeological collections, three educational activities of different types were outlined that will strategically contribute to the promotion and dissemination of the archaeological estate of the Manuel Sousa d'Oliveira Foundation, enhancing the establishment of links between the estate and the public.

Relatório de Estágio do Mestrado em Património Cultural e Museologia apresentado à Faculdade de Letras O estágio curricular e o presente relatório surgiram para contribuir para a investigação e evolução do Museu Almeida Moreira, situado em Viseu numa das casas com mais valor para a cidade, a casa Soar de Cima legada em testamento por Francisco Almeida Moreira ao Município de Viseu em 1939. Almeida Moreira, personagem bastante relevante para a cidade de Viseu deixou uma herança material e um legado que se perpetuou na história com a fundação do Museu Regional de Arte que mais tarde passa a designar-se Museu Grão Vasco. Neste relatório de estágio procurou-se caraterizar o patrono da casa e o processo de evolução de coleção privada a Museu Almeida Moreira. Foi também desenvolvido e analisada a Rede Municipal de Museus e apresentados os sete espaços museológicos que compõem esta rede.No entanto o relatório incide maioritariamente na personagem de Almeida Moreira e os seus feitos como também a coleção que é possível visitar atualmente no Museu Almeida Moreira e que nos acaba por dar a conhecer parte do quotidiano da personagem e da própria sociedade da época. O museu conta com uma exposição permanente que vai desde de mobiliário, cerâmica, pintura e esculturas de grandes artistas portugueses e estrangeiros. O relatório de estágio surge também para propor melhoramentos tanto no Museu Almeida Moreira como na Rede de Museus do Município de Viseu.O estágio incidiu maioritariamente no contributo dos serviços educativos e no desenvolvimento do arquivo com o objetivo de melhorar o serviço prestado. The curricular internship and the present report emerged to contribute to the research and development of the Almeida Moreira Museum, located in Viseu, in one of the most valuable houses of the city, the house Soar de Cima, left by legacy in testament by Francisco Almeida Moreira to the Viseu Municipality in 1939. Almeida Moreira, a very relevant personality for the city of Viseu, who left a material inheritance and a legacy that has been perpetuated in history with the foundation of the Regional Museum of Art which later becomes renamed Grão Vasco Museum. In this internship report we sought to characterize the patron of the house and the process of evolution of private collection to Museum Almeida Moreira. It was also developed and analyzed the Municipal Museum network and presented the seven museological spaces that compose this network.However, the report focuses mostly on the character of Almeida Moreira and his achievements as well as the collection that is currently possible to visit at the Almeida Moreira Museum, which ends up getting to know part of the daily life of the character and of the society of the time. The museum has a permanent exhibition that goes from furniture, ceramics, painting and sculptures of great Portuguese and foreign artists.This internship report also emerges to propose improvements both in the Almeida Moreira Museum and in the network of museums of the municipality of Viseu.The internship focused mainly on the contribution of educational services and the development of the file in order to improve the service provided.

Partindo da especificidade de um museu concebido por um serviço educativo, consideramos o processo de concretização daí decorrente analisando as suas implicações na relação com o público. Questionamos quais os processos de mediação, ativados na conceção do Museu, que possibilitam novos modelos de participação do público no espaço museológico, promovendo condições para um exercício mais democrático e autónomo de produção de conhecimentos e de criação de sentido. Analisando a experiência do Museu nos últimos anos, propomos o toque, a prática oficinal, a ruína e a itinerância como possíveis processos que concretizam essa mediação. Concebemos um museu que, na sua génese, apenas se ativa pela intervenção do visitante; propomos o “Museu Ambulante” enquanto projeto que inclui a participação dos visitantes de locais normalmente distanciados dos centros urbanos e da cultura. Starting from the specificity of a museum designed by an educational service, we consider the resulting process of concretization by analyzing its implications in relation to the public. We question the mediation processes activated by the Museum design that allow new models of public participation in this space, promoting conditions for a more democratic and autonomous exercise of knowledge production and meaning creation. Analyzing the experience of the Museum in the last years, we propose the touch, the practical workshop, the ruin, and the itinerancy as processes that may materialize this mediation. We conceive a museum that, in its origin, is activated by the intervention of the visitor alone; we propose the “Museu Ambulante” [Itinerant Museum] as a project that includes the participation of visitors from places normally distanced from urban and cultural centers.

The role of vision in the system of strategic planning as a socio-psychological factor based on the trust of staff to the adopted course of long-term development is determined. The logical and verbal content of the mission and the strategic goal of a socially oriented educational non-profit organization is given. The article identifies the peculiarities of the educational services provision in the region in the conditions of decentralization of power. It has been found out that at the present stage of state development, higher education is the driving force for changing and updating the country's social and economic status. Therefore, investment in higher education is the main factor by which the state influences not only the quality of educational services and the state of universities, but also the development of the economy as a whole. It has been found that the state plays an important role in organizing educational services at the regional level of the country, forming the legal field and financing the educational sector. The regulatory activities of the state can be implemented at the stage of planning, motivating, and organizing and include regulating and streamlining of socio-economic processes in higher education, guiding them in certain directions in accordance with certain goals and priorities, eliminating contradictions, obstacles, and deviations by appropriate measures. It has been found out that the regionalization of education, especially in the context of the decentralization of power, can be considered as a tool to achieve compliance with the educational needs of the region through the revitalization of its internal development resources.In turn, the educational needs of the region should be formed by means of education of those personal qualities that contribute to self-realization and vigorous civic activity.It has been determined that an important problem in the organization of educational services at all levels is accessability of education, which is socially acute with a transition to the level of higher education, which is not mandatory, but critically expedient and necessary prerequisite for ensuring quality life, social stability and prospects.It has been highlighted that in order to improve the performance of universities, there is an urgent need for the formation of a comprehensive system for managing the career process, which includes interrelated goals, functions, principles, structure and staffing.It has been concluded that establishing and ensuring the effective functioning of the mechanisms of regional management by education, especially higher education, will contribute to the formation of the level of educational services of a new type capable of introducing new principles and approaches into the practice of their activities, a new organizational culture, new technologies that will become essential components of intellectual technological infrastructure of the regional economy., У роботі визначені особливості організації освітніх послуг в регіоні в умовах децентралізації влади. Встановлено, що на сучасному етапі розвитку держави вища освіта є рушійною силою змін та оновлення соціально-економічного стану країни. Тому, вкладання коштів у вищу освіту є основним чинником, за допомогою якого держава здійснює вплив не лише на якість освітніх послуг та стан ВНЗ, але й на розвиток економіки в цілому. Зроблено висновок, що налагодження та забезпечення ефективного функціонування механізмів регіонального управління освітою, особливо вищою, сприятимуть становленню рівня освітніх послуг нового типу, спроможного впроваджувати у практику своєї діяльності нові принципи і підходи, нову організаційну культуру, нові технології, що стануть суттєвими складовими інтелектуально-технологічної інфраструктури регіональної економіки.

The aim of the article is to determine features of the market for higher education services under modern conditions of globalization in the context of the theory of merit goods. In view of a holistic vision of education as a sphere of economic development, it is proved that the educational service of a higher education institution is a process and result at the same time; there disclosed a complex nature of the educational product of a higher education establishment represented by educational programs and technologies, formalized and implicit knowledge, physical and mental components of organization of the educational and scientific process. Services in the sphere of higher education have both features inherent in the majority of services in general and specific properties, the most important of which is a complementary nature of individual and social usefulness of their production and consumption, which allows to define them as merit goods. The state tutelage over the market for educational services is substantiated by the lag of demand for such services behind long-term interests of society because individual consumers are willing to buy merit goods at a price that is significantly lower than the total expenditure on training specialists. The merit market for national higher education services is characterized by disequilibrium caused by systemic and local institutional traps, the smoothing of which requires not only a competitive state educational policy but also balanced marketing policy of educational institutions that becomes possible under conditions of real autonomy of higher education institutions.

The concurrent processes of globalisation, computerisation, and integration shape and constantly modify developmental factors and generate multidirectional social changes. Among social life fields, one of them has been particularly sensitive to the impact of those processes and has remained in clear feedback relationship with them is education, including university-level education. This article aims to present some reflections on the key processes which influence the environment of higher education institutions’ activity and on what their impact specifically is. The factors taken into account include: the transformation of the political and economic system, integration with the European higher education area, the market shift of education, evolving social demands towards higher education institutions and society’s attitude towards work. As knowledge has become an asset largely affecting the quality of life of people and society, universities have changed their focus from searching for and exploring truth, good and beauty in the world towards becoming innovation centres, transferring knowledge as offering their educational services. In this article, those trends have been exemplified in relation to geography degree programmes, and shown through an evolution of the model of the university. Based on a review of the literature, it seems that the processes discussed also concern geography degree programmes, and the future operation of these programmes closely depends on whether they can maintain their care for high quality education coupled with genuine efforts to ensure the smooth transition of graduates into the labour market.

Relataremos alguns exemplos do que se faz actualmente nos Serviços Educativos e nas Escolas na sua relação com as Instituições Culturais., This dissertation is an exploratory investigation that aims to understand the relevance of the inclusion of Design in context of Non-Formal Education in the Museum. We want to explore whether, in addition to graphic communication or space design, the creative tools of Design could facilitate learning processes, especially in a nonformal context, such as the Cultural Institutions discussed here. It is our purpose to highlight the creative, disruptive and exploratory capacities of the Design discipline, that foster the creation of analogies, metaphors, and mediation interfaces - material or immaterial - which facilitate learning, involving and empowering children in the educational process. We chose the space of the Museum because it is, nowadays, not only a place of exhibition, communication and conservation of art and culture, but also a privileged place for experimentation and artistic and cultural production, namely among children. We give some examples of what is currently being done in the Educational Services and Schools in their relationship with Cultural Institutions.

Dissertação de Mestrado em Design, com a especialização em Design de Comunicação apresentada na Faculdade de Arquitetura da Universidade de Lisboa para obtenção do grau de Mestre. O Centro Interpretativo das Memórias da Misericórdia de Braga tem como objetivo desenvolver um Serviço Educativo com programação coincidente com o calendário escolar definido pelo Ministério da Educação para o 1º ciclo do ensino básico. Para atingir este propósito tem promovido atividades em parceria com escolas e outras unidades de ensino, aprofundando, assim, a sua missão educativa e fomentando o contacto com alunos e professores. Tendo em conta as características do Museu e o reconhecimento social que suscita junto de diversos públicos que o visitam, surgiu a oportunidade de desenvolver materiais comunicativos e jogos didáticos destinados a crianças entre os 6 e os 10 anos para despertar o seu interesse pela valorização do património histórico material e imaterial bracarense. A Instituição acolheu com agrado a nossa proposta de trabalho, disponibilizando-se a participar ativamente no processo de design e a envolver utilizadores do seu Programa Educativo. Assim, o nosso trabalho foi desenvolvido em duas fases, recorrendo a uma metodologia mista. Na primeira fase elaborou-se a contextualização teórica, agenciando o impacto do jogo na aprendizagem de crianças que frequentam o primeiro ciclo do ensino básico; procedeu-se a uma análise crítica de materiais utilizados em Serviços e Programas Educativos de diversos museus (3 nacionais e 2 estrangeiros) para desenvolver os materiais educativos com a linguagem adequada, mas também para reconhecer e explorar oportunidades de design de comunicação no setor da cultura, em particular nos serviços educativos dos Museus. Na segunda fase, desenvolveu-se o projeto propriamente dito. Realizaram-se várias interações com um grupo de crianças com idades compreendidas entre os 6 e os 10 anos para identificar necessidades e expectativas com interesse para o projeto. Paralelamente, planificaram-se os conteúdos e definiram-se os constrangimentos para a conceção dos materiais didáticos e pedagógicos, dos quais fazem parte vários jogos para estimular capacidades cognitivas e criativas das crianças. Em estreita colaboração com as responsáveis do Serviço Educativo exploraram-se várias possibilidades de designação e escolheu-se a sigla SEMPR! — Serviço Educativo do Museu Palácio do Raio — que permite jogar com as várias palavras que associadas simbolizam os objetivos das diversas atividades, por exemplo, “Gostamos que te sintas SEMPR!ncluído”. A iteração do projeto permitirá introduzir as afinações necessárias. O interesse expresso pelo Museu do Palácio do Raio em disponibilizar os materiais didáticos que desenvolvemos em estreita colaboração com o Serviço Educativo para o seu público infantil confirma a avaliação positiva dos resultados alcançados. ABSTRACT: The Interpretative Centre of the Memories of the Misericórdia de Braga aims to develop an Educational Service meant to work during the schoolyear, according to the calendar scheduled by the Ministry of Education for Primary Schools. In order to achieve this goal it has organised activities in partnership with schools and other educational institutions, thus fulfilling its educational mission and promoting the contact with students and teachers. Considering the characteristics of this museum and the social recognition it arouses among the different kinds of visitors it was considered a good opportunity to develop didactic games and communicative materials destined to children (aged between 6 and 10), in order to awaken their interest in the defence of the tangible and intangible historic patrimony of Braga. The Institution kindly accepted our proposal of work, offering to play an active role in the process of design, as well as, the help of the users of their educational programme. So, our work was developed in two phases using a mixed methodology. First, we made the theoretical contextualization taking into account the impact of the game in the learning process of the children attending Primary School followed by a critical analysis of the materials used in the Educational Departments and Programmes of different Museums (three in Portugal and two in the United Kingdom) not only to develop the educational materials with proper language, but also to understand and identify the cultural opportunities of Communication Design, especially in the Educational Departments in Museums. In the second phase, the project itself was developed. Several activities with a group of children, aged between 6 and 10, took place in order to identify needs and views which might be relevant for the project. Simultaneously, contents were planned and difficulties identified in order to conceive didactic and pedagogical materials, including several games destined to stimulate the children’s cognivite and creative abilities. In what concerns the title, the members of the staff of the Educational Department as well as the researcher chose the acronym SEMPR! — Serviço Educativo do Museu do Palácio do Raio (Palácio do Raio Museum Educational Department) — as it allows to play with several words that associated to it symbolize the goals of the different activities, for instance, “We would always like you to feel included!”. As the project develops necessary improvements can take place. The interest of the Museum in making it possible for us to use the didactic materials that we had developed, in close collaboration with the Educational Department and destined to their public, confirms the positive evaluation of the results. Статья посвящена раскрытию одной из приоритетных проблем модернизации современного образования — внедрению профессионального стандарта педагога. Проблема связана, с одной стороны, с корректностью применения в стандарте понятий экономической науки, в том числе управленческого цикла, включающего стадии прогнозирования, планирования, реализации деятельности, контроля, анализа, с другой, — с необходимостью модернизировать процесс подготовки и переподготовки учителей с учетом управления педагогической деятельностью. Был использован метод сравнительно‑сопоставительного анализа проблемы, акцент сделан на систематизации категориально‑понятийного аппарата стандарта. Авторы представляют свое видение путей и способов решения проблемы. Главный вывод состоит в том, если модернизировать процесс подготовки студентов в педагогическом вузе и переподготовки педагогов в контексте управленческого цикла, то это оптимизирует процесс адаптации к предлагаемым обстоятельствам педагогической деятельности. В статье предложены способы оптимизации этого процесса: корректировка основной образовательной программы подготовки педагога с учетом требований профстандарта по формированию «необходимых знаний», «необходимых умений», «трудовых действий»; внедрение национальной системы учительского роста в рамках единой федеральной оценки; формирование умений по разработке индивидуального образовательного маршрута личного профессионального плана; реализация личностно‑ориентированного подхода в подготовке «педагога‑менеджера» образовательного процесса. Повышение квалификации предложено проводить по разработанной программе, которая поможет освоить все стадии управления школьным коллективом: от анализа и прогноза до контроля и оценки результата деятельности, а также коррекции учебного и воспитательного процесса в условиях «ситуативного» управления при необходимости быстрого принятия решений, The article is devoted to the disclosure of one of the priority problems of modernization of modern education ‑ the introduction of the professional standard of the teacher. The problem is connected, on the one hand, with the correctness of the use in the standard of the concepts of economic science, including the management cycle; on the other hand, the need to modernize the process of training and retraining of teachers, taking into account the management of pedagogical activity. The method of comparative‑comparative analysis of the problem was used; the emphasis was placed on the systematization of the categorical‑conceptual apparatus of the standard. The authors present their vision of ways and means of solving the problem. The main conclusion is that if we modernize the process of preparing students in a pedagogical college and retraining teachers in the context of a management cycle, then this optimizes the process of adapting to the proposed circumstances of pedagogical activity. The article suggests ways to optimize this process: adjusting the basic educational program for the teacher’s training, taking into account the requirements of the professional standard for the formation of “necessary knowledge”, “necessary skills”, “labor actions”; the introduction of a national system of teacher growth in the framework of a single federal assessment; formation of skills to develop an individual educational route for a personal professional plan; realization of the person‑oriented approach in preparation of the “teacher‑manager” of the educational process. Improvement of qualifications is suggested to be carried out according to the developed program, which will help to master all the stages of school team management: from analysis and forecast to monitoring and evaluation of the result of activity, and correction of educational and upbringing process in conditions of “situational” management, №4(45) (2018)

В статье представлены концептуальные и практические результаты исследования проблем конкурентоспособности вуза на современном рынке образовательных услуг. Цель данной работы — выявление направлений повышения конкурентоспособности вуза как части управленческой деятельности в высших учебных заведениях. Основой исследования являются методы системного анализа, сравнительного анализа, экспертных оценок и анализа ключевых факторов успеха. Сбор и анализ фактологического материала осуществлялся на основе результатов проведенных в 2017 году исследований на основе экспертных оценок и социологических опросов преподавателей и руководителей образовательных программ вузов и представителей работодателей г. Таганрога. Рассмотрены особенности управления конкурентоспособностью вуза и определены проблемные зоны, снижающие эффективность управления. Выявлены факторы внешней среды, влияющие на управление конкурентоспособностью вуза. Определены и ранжированы ключевые факторы успеха по значимости для современного рынка образовательных услуг. Обоснована целесообразность корректировки имиджа вуза как инструмента формирования взаимодействия с внешней средой в желаемом направлении посредством PR-службы вуза. Показано, что механизмы формирования конкурентных действий должны быть вписаны в систему управления и администрирования вуза. Наиболее важными факторами конкурентоспособности вуза определены стоимость образовательной услуги, наличие бюджетных мест, качество учебного процесса, квалификация ППС, наличие общежития, столовой, спортивных залов и др. инфраструктуры, комфортность учебных и вспомогательных помещений, доля инновационного обучения, уровень НИР. Привлекательный имидж также способствует повышению конкурентоспособности вуза, в связи с чем можно рекомендовать введение в организационную структуру вуза PR-службы., Conceptual and practical results of the research of problems of competitiveness of higher educational institution at the modern market of education are presented in the article. The purpose of this work is identification of the directions of increasing competitiveness of higher educational institution as a part of administrative activity at higher educational institutions. The basis of research are the methods of system analysis, comparative analysis, expert estimates, and the analysis of key factors of success. Collecting and analysis of factual material was carried out on the basis of the results of researches conducted in 2017 based on the expert estimates and sociological polls of students of higher educational institutions, teachers and representatives of employers of Taganrog. Modern features of management of competitiveness of higher educational institution are examined, and the problem zones reducing management efficiency are defined. The factors of the external environment influencing management of competitiveness of higher educational institution are revealed. Key factors of success by their importance for modern education market are defined and ranged. The expediency of correction of image of higher educational institution as the instrument of formation of interaction with the external environment in the desirable direction by means of PR-service of higher educational institution is proved. It is shown that the mechanisms of formation of competitive actions have to be entered in a control system and administrations of higher educational institution. The most important factors of competitiveness of higher educational institution have determined the cost of educational service, existence of the budgetary places, quality of educational process, qualification of PPS, existence of the hostel, dining room, gyms, and other infrastructures, comfort of educational and auxiliary rooms, a share of innovative training, and research level. The attractive image also promotes increase in competitiveness of higher educational institution; in this connection it is possible to recommend introduction of PR-service into organizational structure of higher educational institution., №3(44) (2018)

On the present stage of the development of educational environment, it is necessary to use the scientific tools for understanding the market patterns of the interaction of demand and supply of educational services, which will allow not only to navigate the consumer preferences but also to form them. It is in these circumstances that it is extremely important to study changes in the volume of demand for educational services in order to adapt them to the system of higher education. The aim of the article is to substantiate the theoretical positions and develop practical recommendations for the definition of the competitive marketing strategy of higher education organizations in the market of educational services with the help of modern approaches and methods of economic-mathematical modeling.The practical significance of the obtained results is the introduction of methodological provisions for forecasting the demand and supply of educational services for higher educational establishments. The complexity and interdependence of managerial problems in the system of higher education require new ideas and approaches, which necessitates the search for new definite solutions, namely: the research paper offers the method of optimal distribution of budgetary places of the university by means of practical application of the theory of system constraints and the theory of fuzzy sets. Along with that, the calculation of the optimal number of students of the corresponding specialty with the help of cluster analysis has been carried out. In addition, an important place for improvement and development is taken by the economics and mathematical methods and methods of linear programming, they are effective means of identifying the most influential factors in achieving the goals of a higher educational establishment and justifying the marketing strategy of its development in modern conditions. To predict the quantitative values of social and economic indicators, the use of econometric modeling methods, in particular, the construction of regression models remains effective.The conducted research gives grounds to state the appropriateness of solving the actual problem of choosing the best strategies of higher educational establishments with the help of modern approaches and methods of economic and mathematical modeling. The tasks of further research on this issue are the pursuit of forecasting the future demand for specialists in the region and the country as a whole, taking into account the development of innovative technologies, investment programs through system analysis and simulation modeling., На сучасному етапі розвитку освітнього середовища необхідно використовувати науковий інструментарій пізнання ринкових закономірностей взаємодії попиту і пропозиції на освітні послуги, що дозволить не тільки орієнтуватися у споживчих перевагах, але й формувати їх. Саме за цих обставин вкрай важливо досліджувати зміни обсягів попиту на освітні послуги з метою адаптації до них системи вищої освіти. Метою статті є обґрунтування теоретичних положень та розроблення практичних рекомендацій щодо визначення конкурентної маркетингової стратегії організацій вищої освіти на ринку освітніх послуг за допомогою сучасних підходів і методів економіко-математичного моделювання.Практичне значення отриманих результатів полягає у впровадженні методичних положень для прогнозування попиту і пропозиції освітніх послуг закладів вищої освіти. Складність і взаємозалежність управлінських проблем у системі вищої освіти потребують нових ідей і підходів, що зумовлює необхідність пошуку нових конкретних рішень, а саме: в роботі запропонована методика виконання оптимального розподілу бюджетних місць університету засобами практичного застосування теорії обмежень системи та теорії нечітких множин, а також здійснений розрахунок оптимальної кількості студентів відповідної спеціальності за допомогою кластерного аналізу. Крім того важливе місце при удосконаленні та розробці займають економіко-математичні методи та методи лінійного програмування, вони є діючими засобами виявлення найвпливовіших факторів досягнення цілей закладу вищої освіти і обґрунтування маркетингової стратегії його розвитку у сучасних умовах. Для прогнозування кількісних значень соціальних та економічних показників ефективним залишається використання методів економетричного моделювання, зокрема побудова регресійних моделей.Проведене дослідження дає підстави стверджувати про доцільність вирішення актуального завдання вибору оптимальних стратегій організацій вищої освіти за допомогою сучасних підходів і методів економіко-математичного моделювання. Завданнями для подальших досліджень з даного питання є виконання прогнозування попиту у фахівцях на майбутнє у регіоні та країні в цілому з урахуванням розвитку інноваційних технологій, інвестиційних програм засобами системного аналізу та імітаційного моделювання.

La preservación de la memoria documental de la Sociedad Cubana de Ciencias de la Información Filial Holguín (SOCICT) desde que en el año 1988 se dieron los primeros pasos y su fundación ya oficial en enero de 1989, hasta la fecha, ha sido una de las tareas estratégicas más importantes de la organización, lo que ha propiciado que las experiencias y resultados que en el orden científico, docente y social logrados a partir de la aplicación de un modelo de gestión propio y la explotación de sus capacidades informativas e integradoras han sido registradas, conservadas y sistematizadas en los documentos de valor archivístico que celosamente se conservan en su archivo de gestión y puede ser utilizada para múltiples fines, ya sean académicos, científicos o socio culturales.

The prospects and mechanisms of social and economic evolution of higher education market in Ukraine under the conditions of the European integration policy are outlined. The main problems of adaptation of management in the field of higher education in Ukraine under the conditions of implementation of European administrative norms and transformation of educational system on the basis of increasing commercialization of educational services are revealed. In this connection, the compliance of the specialty offered by the educational institutions with the needs of the labor market is analyzed. It was emphasized that the mechanisms of social and economic evolution of the market of higher education in Ukraine should lie in the formation of the entrepreneurial climate at higher educational institutions, which is achieved by: the possibility of personal independent funding of the educational process by entrants; bringing the specialities offered in the educational market up to the demands and expectations of the domestic and international labor markets; aefficient combination of education with science and production. The process of development of educational credit as an additional source of financial provision for the production of educational services in the system of higher education is researched. The problems connected with providing competitive higher education are determined, and also ways of their solution are offered. The results of the research will contribute to the formation of an effective transformation of the higher education system during the implementation of the European integration strategy, based on the commercialization of educational services and the results of intellectual work. The practical value of the research is to use the results of research in educational, research and practical activities in determining the role and place of the market of educational services in the economic system in the process of European integration., Освещены перспективы и механизмы социально-экономической эволюции рынка высшего образования в Украине в условиях осуществления евроинтеграционной политики. Проанализировано соответствие предлагаемых образовательными учреждениями специальностей и потребностей рынка труда. Исследован процесс развития образовательного кредита в качестве дополнительного источника финансового обеспечения производства образовательных услуг в системе высшего образования. Определены проблемы, которые связанные с обеспечением получения конкурентоспособности высшего образования в Украине, а также предложены пути их решения., Висвітлено перспективи та механізми соціально-економічної еволюції ринку вищої освіти в Україні в умовах провадження євроінтеграційної політики. Проаналізовано відповідність пропонованих освітніми закладами спеціальностей та потреб ринку праці. Досліджено процес розвитку освітнього кредиту як додаткового джерела фінансового забезпечення виробництва освітніх послуг у системі вищої освіти. Analyzed of the components of quality assurance which is related with the definition of the quality requirements for educational services of all stakeholders (seekers of the higher education and their parents; a state which is interested in raising of the population education level; employers who need skilled workers and higher education institutions); introduction of the internal normative documents on various types of activity in the sphere of quality assurance by higher educational institutions; obtaining the data and the information during of monitoring, measurement, analysis, evaluation; assessment of the quality in process of the conduct of self-assessment and passing state supervision procedures to confirm compliance and certification. Two approaches to the formation of the criteria for assessing the educational services quality were considered, was identified the need to take into account the needs of not only legislative but also direct consumers of these educational services - applicants for higher education, the future specialists, this all taking into account the requirements of the labor market., Проанализированы составляющие обеспечения качества, связанные с определением требований к качеству образовательных услуг всех заинтересованных сторон; внедрением внутренних нормативных документов по различным видам деятельности в сфере обеспечения качества ВУЗами; получением данных и информации при проведении мониторинга, измерения, анализа, оценки; оценкой качества; подтверждением соответствия и сертификации. Рассмотрены два подхода к формированию критериев оценки качества образовательных услуг и определена необходимость учета потребностей непосредственных потребителей этих образовательных услуг., Проаналізовано складові забезпечення якості, які пов’язані з визначенням вимог до якості освітніх послуг усіх зацікавлених сторін; провадженням внутрішніх нормативних документів стосовно різних видів діяльності в сфері забезпечення якості ЗВО; отриманням даних і інформації при проведенні моніторингу, вимірюванні, аналізі, оцінюванні; оцінкою якості; підтвердженням відповідності та сертифікації. This study examined the provision, usage, and needs of assistive technology and educational services for students with disabilities in higher education. Data were collected from a questionnaire completed by one hundred and forty undergraduate students with disabilities, who had enrolled in universities located in northern Thailand. The results of this study indicated that educational services provided more access to these students than assistive technology. Furthermore, students with disabilities utilized assistive technology and accessed educational services for different reasons. Additionally, the use and needs from assistive technology were explored for students with each type of disability.

Цель статьи - сформулировать системный подход к формированию интегрированной информационной среды, ориентированной на инновационное развитие образовательных услуг в условиях цифровизации университета. Методологической основой является обзор научных публикаций по проблеме построения интегрированной информационной среды и управлению знаниями в университете, управленческих технологий, федерального законодательства по данным вопросам. Практическая значимость статьи проявляется в ознакомлении с инструментами и процессами управления знаниями в университете, в формулировании задач корпоративной информационной системы, разработке рекомендаций по структуре интегрированной информационной среды университета, ориентированной на целевую направленность в управлении бизнес-процессами, индивидуализацию обучения, использование онлайн-курсов и сетевой коллаборации. Области использования управленческой дизайн-модели инновационного развития образовательных услуг заключаются в увязке технологий управления знаниями, внутренних бизнес-процессов и внешней среды в корпоративной информационной системе университета, в возможности сетевого взаимодействия с потребителями образовательных услуг. Концепция управленческой дизайн-модели легла в основу совершенствования сетевой среды в Казанском национальном исследовательском техническом университете им. А. Н. Туполева (в большей мере в части академических знаний). Статья обеспечивает стратегическое понимание роли интегрированной информационной среды университета в онлайн-обучении и проведении исследований, в обеспечении профессиональной подготовки в реальном секторе экономики, участии в сетевых программах. Ценность статьи состоит в подходе к организации интегрированной информационной среды университета, объединяющем академические и управленческие знания, направленном на усиление конкурентных преимуществ образовательных услуг и достижение цели качественного образования. Статья представляет интерес для исследоват, The review article aims at formulating a systematic approach to the formation of an integrated information environment focused on the innovative development of educational services in the context of university digitalization. The methodological basis is the review of scientific publications on the problem of building an integrated information environment and knowledge management within the university, management technologies, and federal legislation on these issues. The article is practically significant due to its describing the tools and processes of knowledge management within the university, in formulating the tasks of the corporate information system, in developing recommendations on the structure of the integrated information environment of the university, focused on the target orientation in business processes management, in individualization of training, in the use of online courses and in network collaboration. The areas of using the managerial design model of the innovative educational services development are the knowledge management technologies linking with internal business processes and the external environment in the university's corporate information system, as well as the possibility of networking with consumers of educational services. The concept of the managerial design model formed the basis for improving, mostly in terms of academic knowledge, the network environment of theKazanNationalResearchTechnicalUniversitynamed after A. N. Tupolev. The article gives the strategic understanding of the role of the university's integrated information environment in online learning and research, in pro- viding training within the real economy, and in participating in network programs. The Problem of the quality of education has always been in the field of view, both pedagogical theory and practice of education. However, at the present stage of social development it has acquired a new meaning. The object of this article is the concept of "quality of secondary vocational education", which is considered from the point of view of sociological approach. It defines its various characteristics of significance, as well as the requirements for it, both from the state and from the users of the educational services., Проблема качества образования всегда находилась в поле зрения, как педагогической теории, так и практики образования. Однако на современном этапе общественного развития она приобрела новое звучание. Качество образования сегодня рассматривается как важнейший фактор устойчивого развития страны, ее технологической, экономической, информационной и нравственной безопасности. Объектом данной статьи является понятие «качество среднего профессионального образования», которое рассматривается с точки зрения социологического подхода.
