Chapter 3 of the Constitution of South Africa makes provision for cooperative system of governance between the three tiers of government: national, provincial and local. In higher education this provision finds expression through the Higher Education Act 101 of 1997 and institutional statutes. Cooperative governance of public universities pivots around key institutional actors as part of democratisation of institutional governance. Cooperative governance is an important twentieth-century governance innovation for South African public universities. In juxtaposing university governance and public accountability, democratisation has been identified as a crucial ingredient in broadening the processes of decision making, promoting greater participation and ensuring inclusion of black "bodies" in university governance. One of the cooperative governance structures of South African public universities is the institutional forum (IF). Born in the crucible of student activism in the 1980s, IFs have had a mixture of success and failures since their first implementation in 1998. They were conceived as agents for social justice and democratisation in the driving of transformation of public universities. This paper examines extant literature on the evolution, functions and challenges of the IF in driving institutional transformation and concludes by suggesting further areas for research. Studies acknowledge that COVID-19 is a game-changer resulting in an operational "new normal" across organizational endeavours including university governance. One effect of COVID-19 on social change organizations like universities in Africa is that it intensified operational disruptions. The study utilizes narrative analysis to evaluate the impact of COVID-19 on university governance using South Africa-Nigeria settings as a template to generalize for Africa. Its data stems from a methodological qualitative orientation, implying that the narrations derive from unstructured interviews with key players within the university system. It is anchored on a conceptual framework founded on the ontology of African administrative and organizational culture that dialectically prompts epistemological analysis. The ontology facet deals with the status quo of university governance before COVID-19, denoting universities as mini societies reflecting the continent's general operational culture. The epistemology aspect dealt with knowledge generation, indicating innovation African universities need to adopt to operate effectually during and aftermath of COVID-19. It finds that e-university governance application in Nigeria is underdeveloped compared to South Africa's model which is basic. However, it concludes that improved investment in digitalizing operations of universities is imperative for their successful governance in a post-COVID-19 pandemic epoch in Africa. The recent presentation of the definitive Bill for the Organic Law of the Spanish University System was preceded by a long process of consultation and negotiation with the university community, and its starting point can be found in a qualitative study carried out by the authors of this letter. That research work aimed to reveal the positions of the different sectors involved in the universities in terms of the three nodes which had been defined by the Ministry for Universities as strategic: finance, governance, and professional advancement. This letter aims to compare these positions with the definitive articles of the Bill, in addition to situating the final governance design within the European regulatory framework. Se lleva a cabo un análisis reflexivo sobre la relación existente entre la Ciencia y la Universidad desde diversas perspectivas: investigación, docencia y gobernanza. Se parte de una premisa fundamental y es que la hibridación de saberes, disciplinas, áreas y departamentos es una realidad social e investigadora que aún no se ha desarrollado en la Academia. Esta tardanza en ser un reflejo de la sociedad en general y de la micro-sociedad universitaria en particular dificulta las labores de investigación y de actualización de los contenidos impartidos en el grado. Se realizan propuestas de cambio en los tres niveles analizados del sistema universitario con el fin de adaptarlos a la realidad cambiante generada por una sociedad dinámica. = A thoughtful analysis is carried out on the relationship between Science and the University from various perspectives: Research, teaching and governance. It is based on a fundamental premise that the hybridization of knowledge, disciplines, areas, and departments is a social and research reality that has not yet developed in the Academy. This delay in being a reflection of society in general and university microsociety in particular, hinders research and updating in grades. Proposals are made for change in the university system at the three levels outlined, in order to adapt it to the changing reality generated by a dynamic society.

The implementation of higher education management system in public universities is not new anymore, but every challenge of innovation developed has always been a new problem for college maintainers. This research aims to analyse the implementation of education management system, and control system of educational system of education in higher education environment, especially State University and developing alternative model of coordination system in implementing higher education management system. The research methods used are qualitative research with case study approaches. The research location is determined based on purposive sample method. The results of the study showed that control system in implementing the management system of higher education in Brawijaya University involves several systems and actions as follows: 1) quality assurance system; 2) work properly; 3) Customer satisfaction guarantee; 4) Pay attention to and record stakeholders ' complaints; 5) management based on facts; 6) Continuous improvement.

This article explored the status of student representation and participation in institutional decision-making; specifically, it focused on the nature of student representation; the perspective of student representatives on their participation; any available support to student representatives, and prevailing challenges to student participation in decision-making. Empirical data were collected through semi-structured interviews with two students' union executive committee members; and FGD with five college and department level student representatives as well as through relevant document reviews. By employing descriptive textual data analysis, four dominant themes emerged as findings of the study. These are: 1) supportive legal provision and participatory student election; 2) nominal participation, co-decision makers and information suppliers; 3) information gap and role confusion; and 4) mistrust and optimistic student union. Moreover, student participation involved different decision models (i.e. democratic political, democratic collegiate corporate and authoritarian-paternalistic) depending on the nature of the decision itself. Corporate level strategic and administrative decisions follow the democratic political decision model whereas decisions linked with student affairs and basic campus services take democratic collegiate model. On the other hand, students’ participation in academic related decisions were found to be characterized by authoritarian-paternalistic decision model. Despite some profound challenges, student representatives were found optimistic about the future. Nonetheless, further study is needed to identify the challenges, roles, and contributions of student participation especially in academic and strategic related institutional decisions.

This article aims to analyze the implications of academic rankings, as external assessment tools, in the governance structure of Brazilian Catholic universities. For the development of this study, exploratory research was carried out through documentary and bibliographic analyses, taking as reference scientific production found in indexed bases, federal legislation, apostolic constitutions, canon law, statutes, regulations and Institutional Development Plans (IDPs) of these institutions. In light of the numerous existing rankings, their use is evident in the strategic planning process of most Catholic universities, through their respective performances in establishing goals and objectives. In dialogue with other articles within this special issue, in this article we argue that the financial crisis triggered by the onset of COVID-19 is revealing a failed governance structure within Australian public universities that has ultimately enabled the conditions that led to the crisis currently before us. We suggest that the impact of COVID-19 has laid bare a series of problems that were in the process of unfolding years before the pandemic hit. Finally, we will examine this failure of leadership through the lens of the statutory nature and governance structures of Australian public universities, cast against the current rhetoric that metaphorically equates universities with commercial corporations, to determine the extent to which such a metaphor is accurate, and ultimately (we contend) detrimental to an effective and efficient university sector. Despite decades of appointments to the board of trustees, little is known about the roles and experiences of students on higher education boards. The focus of the paper centers on the lineage of student members on the University of California (UC) Board of Regents. The authors expand knowledge and understanding of the student trusteeship in higher education. Findings of this qualitative study illuminate the often marginalized conditions of student trustees as well as the fortitude they exude to position themselves as agents of change within the board. Universities have been coping with various challenges and pressures over the last decade. Therefore, capacity building for academic leaders is a critical point for universities to survive in this challenging era. Yet, existing studies suffer from several limitations. Among others, they do not consider the examination of academic staff members' and leaders' perceptions from diverse contexts, thus capturing insight into current practices. Using a qualitative study, we explored the perceptions of 18 academic staff members and leaders from eight Chinese and European universities, under which the perceived concept, a profile of effective academic leadership, and the motivators to become academic leaders from cross-cultural perspectives were emphasized. The results demonstrated that academic staff and leaders widely perceive the notion of academic leadership in diverse contexts as a complex concept. In addition, the findings provided several insights into understanding the profile of an effective academic leader who possesses a range of capacities and specific leadership styles. Furthermore, significant motivators that stimulate academic staff and leaders to pursue academic leadership positions were also examined and discussed. The results of this study can serve as a stepping stone for designing the framework used in leadership development programs as well as for collaboration in capacity development for university academic leaders. University governance brings about the success of a university. Renovation of management in the direction of university governance will exert important influences to improve the training quality of the higher education system. The article presents the theoretical basis and research process related to university governance activities to promote education innovation. The study combined qualitative and quantitative research; the survey sample was 120 people, of which 44 were managers and 76 were lecturers and staff working at Saigon University. The article proposes university governance related to such elements as planning for the development of resources in the university, policy mechanisms, organization and leadership, and monitoring. The article clarifies the relationship between the components of university governance activities in the direction of a system approach to help universities manage their activities towards sustainable university governance.

Internal audit, as an autoimmune method of university, can prevent the misconduct of managers and protect the benefits of stakeholders. It is an indispensable part of university governance for improving the governance structure. The quality of internal audit can be improved via strengthening the independence of internal audit, promoting the innovation of audit business, applying big data for audit work, and enhancing the theoretical research. It could guarantee the ordinary operation of the university governance and the optimization of the governance structure.

While literature on university governance in Canada has identified key challenges that need to be addressed, it largely overlooks calls for change towards indigenization within post-secondary institutions. Efforts towards indigenization are being made in practice, but little has been done to reflect on what this means for university governance specifically. This paper contributes to this gap in understanding by drawing upon experiences within Yukon College's transition to Yukon University. We identify three challenges that have emerged in the institution's approach to grappling with the intersection of university governance and indigenization, including questions related to who is driving the process, who represents Indigenous voices, who defines truth and knowledge, and how power dynamics can be shifted. We demonstrate how these challenges are playing out at Yukon University, how the institution is responding to them, and the broader issues they reveal. We also identify three opportunities that may be useful for other post-secondary institutions, including opportunities to move towards taking action, ensuring accountability, creating safe spaces, and addressing power dynamics. New public management (NPM) has dominated the reforms in the higher education sector and the academic discussion on how universities should be governed since the 1980s. Besides, the introduction of accountability and efficiency measures in the form of performance measurement and pay-for-performance scheme, a key debated aspect of NPM is the strengthening of the role of boards and the introduction of a more firm-like governance structure. Much work is still needed to evaluate the implementation of NPM reforms in the university domain, particularly with respect to the internal governance changes. Besides formal rules, perceptions of key actors on their institutional environment play a major role in investigating university governance. This article uses a unique dataset on Italian universities to illustrate the internal governance patterns that emerged after the 2010 reform and critically analyses the differences in the perceptions of rectors and department chairs providing insights for both academic and policymakers. University governance is a core issue of higher education, and faculty plays a critical role. In a structured interview, 10 faculty members from a case university in central China elaborate on their university's governance structure and their own leadership in university governance. One distinctive feature revealed is that there are dual authorities: political and administrative. Although the faculty members believe they have some impact on the governance of curriculum, faculty governance, student governance, and organizational governance, the actual practice is different. The faculty members have less of a say in final decisions, and their leadership is often impinged upon by their administrators (including academic leaders with administrative functions). In spite of this, all of the interviewees still feel that they should participate in university governance and seek more involvement in final decisions. Comparative analysis of the top managers (TM) elected in the public universities of Chile and Venezuela. Quantitative approach; documentary review of public data and selfadministered questionnaire to directors in 28 universities. The coincidences and differences found talk about what the academic community of each country values when choosing its leaders. Age of promotion is 50, educators, not research oriented. Among the differences, the nonexistence of female rectors stands out in the Chilean case compared to more than 40% in Venezuela, and in training: the majority of Venezuelan MDs have a doctoral degree, and in Chile only 60%. Digital transformation in higher education is the comprehensive transformation of all institutions and activities of higher education based on digital technology. However, it is a difficult and complex process and still focuses mainly on the field of teaching and learning with the main manifestations of online education and open education. Due to different challenges and barriers on a global scale, digital transformation in higher education takes place in different ways, at different rates and paces from one region to another, country to country, even school to school in the same country. The objective of the research: to improve university governance capacity, take the digital transformation in higher education in Vietnam into practice, thereby improving the quality of training in universities in Vietnam. Research Methodology: SWOT analysis is used as a strategic technique to identify strengths, weaknesses, opportunities and challenges in university governance in the context of digital transformation. Research results: the research team assumes that at present there are still some limitations and challenges for the digital transformation in education. However, with the solutions being implemented by the government, the Ministry of Education and Training and related organizations the quality of higher education in Vietnam will be improved. Following the introduction of performance management in Italian universities, Business intelligence has become a strategical means to use administrative data in support of governance and decision-making processes. The aim of this paper is to show the important role played by a decision support system inside an organization by evaluating the outcomes of the fair tuition fee policy of the University of Bari, in favour of low-income students, stated as a priority in its mission. A longitudinal analysis is carried out on the cohort of first-year students enrolled in the academic year 2015–2016, searching for a predictive model of their performance given some explicative variables. The usefulness of adopting a periodic monitoring system, investigating data by means of suitable statistical techniques (logistic regression, survival analysis, Cox regression model), allows to early detect those factors to be modified in order to achieve optimal results with respect to student expectations and quality of higher education. In Turkey, digitalization of curricula, teachers, course materials, and educational technologies is relatively slower when compared with the ones in economic sectors and state services in general. In this study, we proposed a model for a new generation university in a digitalized society. The Council of Higher Education classifies universities in three categories (mission) to respond to technological and economic developments in the societal life: research, regional-development oriented and thematic universities. At national level, a digital transformation office acts as a coordination and orchestration body among governmental institutions in order to carry and transform public services into digital environment. The private sector naturally has to be digitalized by national and international severe competition.

The distribution of formal power is an essential element of corporate governance of every organization, including universities. The authors analyze this distribution at Polish public universities, i.e. at the University of Warsaw and at Warsaw School of Economics. The aim of the analysis is to identify entities possessing formal power in these universities, i.e. exerting decisive influence on the election of authorities of universities and their organizational units. The authors attempt to determine whether it is possible to identify management and supervisory bodies in the structure of a public university.

Much vacuum has been identified in the trajectory of university governance, which had led to epileptic university operation as a result of student and university management dichotomies in Nigeria. To this end, this study investigated students' involvement in university governance and administrative effectiveness in public and private universities in Ekiti state. The study adopted survey design. The population consists of all staff and students of all universities in Ekiti State. The sample consisted of 500 respondents selected using proportionate sampling technique. A questionnaire titled, “Students Involvement in University Governance and Administrative Effectiveness Questionnaire” (SIUGAEQ) was used to collect data. The data collected was analyzed using descriptive and Inferential Statistics such as Frequency Counts, Percentages, Pearson Product Moment Correlation (PPMC), and T-test. All hypotheses were tested at 0.05 level of significance. The findings showed that the level of students’ involvement in university governance and administrative effectiveness was high which indicates that there is a high level of students’ involvement in university governance and administrative effectiveness in public and private universities. The study revealed that there was a significant relationship between students’ involvement in University governance and administrative effectiveness. Findings also showed that there was no significant difference in the level of students’ involvement in University governance in public and private universities as well as in the level of administrative effectiveness in public and private Universities. The study recommended that students should be actively involved in the university decision-making process. This will accord them a sense of belonging, reduce incessant conflicts between the university management and the students which will, in turn, lead to improved administrative effectiveness of the university system.

Universities, like any type of complex entity, face great organizational challenges every day. The role that governments play in solving each challenge is fundamental, and therefore, it is also important to inquire about the alternatives of University Governance contemplated in the Higher Education Law 24,521 (SLE). The SLE defines and regulates the Argentine universities and was sanctioned in the 90s, in an international context in which neoliberal ideas prevailed. From its beginnings it had strong questions, fundamentally for contradicting the principle of university autonomy guaranteed in the National Constitution. The main purpose of this work is to analyze the situation of higher education in Argentina, based on the sanction of the SLE.
