In today's European political discourse, “European values” are often invoked by both defenders of the European project as well as by its detractors. In what follows, I will try to examine who used the term in European institutions when and why and also see how the use, content and impact of the notion 'European values' changed over time. I will adopt a critical approach in which I will focus on the question why 'European Values' are used and what purpose they serve and for whom. In so doing, I hope to shed some light not just on their sometimes-forgotten origins and brief history but also on their current predicaments.

In June 2020, the French-speaking journal La Libre Belgique published a carte blanche (opinion) entitled Why the Intelligence Services Failed to Warn of the Coronavirus . Its main argument was that a new nontraditional security (NTS) threat appeared in Wuhan, China, in the end of 2019 and that the intelligence services did fail collectively. In the first half of 2020, economic experts explained that SARS-CoV-2 was a so-called black swan an unpredictable event. In this paper, we will develop four elements in response to these assertions: (1) The current security environment is much more complex than that of previous generations. As a result, the security agenda now encompasses a larger number of actors and a wide and varied range of threats; (2) The COVID-19 health crisis was certainly surprising in its speed and scale but that was not unexpected; (3) The resources that Belgium currently has to deal with this type of situation; (4) Finally, we will identify possible areas for improvement and/or adaptive measures.

Using the 2016 Canadian census data, which is for the first time linked with administrative data on tax and immigration, this study examines the labour market outcomes of two groups of resettled refugees, Government-Assisted Refugees (GARs) and Privately Sponsored Refugees (PSRs), within a social justice framework. While previous research has focused on employment status and earnings, this study included occupational status as well to broadly assess the economic integration of refugees resettled in Canada. This study focused on four factors, gender, admission category, location of study, and age of arrival in Canada, which have received limited attention in previous refugee research. While existing research demonstrates the poorer economic outcomes of refugees compared to economic immigrants, the findings of subcategories of resettled refugees are descriptive, dated, and scant. My dissertation research reveals that nearly half of resettled refugees completed a postsecondary certificate, diploma, or degree, and over 65 percent of postsecondary graduates received their highest education in Canada. Yet, one third of resettled refugees were inactive in the labour market. While refugees are not admitted to Canada based on their financial or human capital, a considerable number of resettled refugees tended to seek self-employment instead of paid work. Refugee women were more disadvantaged in the Canadian labour market than refugee men. While PSRs fared better in finding a job and earned more than GARs, the picture is reverse regarding occupational status. A significant number of resettled refugees with foreign postsecondary credentials were working in low paying jobs, and the return on foreign university degrees was significantly lower than that on Canadian degrees. “Instituting Feminism,” this issue of OnCurating, reflects on the efforts of curators, artists, and community organisers to move beyond identifying inequities in the cultural industries to devising tools that can foster structural change. Exploring how curators have developed projects informed by feminist politics and aesthetics, contributors also look beyond representational formats to highlight the infrastructures and co-dependencies upon which cultural production relies. They understand that feminism’s integration into the mainstream art world has been accompanied by a tokenistic “pink-washing,” and thus raise questions about the terms under which gestures of “inclusion” and “participation” occur. Envisaging feminist instituting as an active, relational practice, articles discuss curatorial, artistic, and organisational initiatives that seek to forge alliances with struggles for ecological and social transformation. The projects and perspectives represented here foreground the need for new subjectivities, caring alliances, and support structures that offer alternatives to toxic contemporary labour conditions, including those endemic to art and curating. В статье представлен опыт городской средней общеобразовательной школы по разработке и внедрению собственной модели сетевой мультимедийной библиотеки экологической направленности как одного из кластеров многофункционального школьного информационно-библиотечного центра. Цель статьи – рассмотреть цель, задачи, принципы, ожидаемые результаты реализации этой модели, ее структуру, компоненты, материально-технические параметры, а также условия формирования сетевого взаимодействия образовательных организаций, готовых к использованию возможностей мультимедийной библиотеки «ЭКО-школа». Авторы подчеркивают, что в целом мультимедийная библиотека «ЭКО-школа» определена как сфера медиаобразования со специальными средствами и методами для обеспечения образовательного процесса, направленного на создание условий для реализации индивидуальных траекторий обучающихся и расширение цифрового пространства внеурочной деятельности на основе сетевого взаимодействия. В ходе исследования применялись следующие методы: анализ, наблюдение, сравнение. В статье рассматривается собственная модель ММБ разработанная МАОУ «СОШ №26» города Улан-Удэ Республики Бурятия. Она построена на принципах внедрения электронных ресурсов на базе школьной библиотеки как фактора, прямо влияющего на повышение качества образования. Делается вывод о том, что с одной стороны, мультимедийная библиотека обеспечивает удаленный доступ к информационным ресурсам, принадлежащим другим субъектам информационного пространства, представленным в сети Интернет. С другой стороны, мультимедийная библиотека «ЭКО-школа» формирует информационные ресурсы, созданные непосредственно в школе или участниками сетевого содружества. Кроме того, в статье даны краткие методические рекомендации по использованию ресурсов сетевой мультимедийной библиотеки во внеурочной экологической деятельности обучающихся., The experience of the urban secondary school on the development and implementation of its own model of the on-line multi-media library of environmental orientation as one of the clusters of multifunctional school information and library center is presented in the article. The purpose of the article is to consider the purpose, objectives, principles, expected outcomes of implementing this model, its structure, components, material and technical parameters and conditions of forming of networking cooperation between educational institutions, ready-to-use possibilities of multi-media library «ECO-school». The authors outline that in general, the multi-media library «ECO-school» is defined as a sphere of media education with special means and methods to ensure the educational process aimed at creating conditions for the implementation of students’ individual trajectories and expanding the digital space of extracurricular activities on the basis of networking cooperation. During the study the following methods were applied: analysis, observation, and comparison. The model developed by the MAEI "Secondary school №26" in Ulan-Ude of the Republic of Buryatia is considered in the article. It is based on the principles of introducing electronic resources based on the school library as a factor that directly affects the quality of education. It is concluded that on the one hand, the multi-media library provides remote access to information resources belonging to other subjects of the information space represented on the Internet. On the other hand, the multi-media library «ECO-school» forms information resources created directly at the school or by members of the network community. In addition, the article provides brief guidelines for the application of the on-line multi-media library resources in students’ extracurricular environment-related activity.

В статье раскрываются проблемы реализации требований ФГОС в современной школе, принципа метапредметности в преподавании, рассматриваются методологические вопросы формирования метапредметных компетенций обучающихся и достижения метапредметных результатов школьного образования. Автор рассматривает ключевые понятия организации метапредметной деятельности, такие как метапредметный подход, метапредметные результаты и метапредметная деятельность. Он обращает внимание на многоаспектность понятия «метапредметность», трактуя его не только как универсальные способы деятельности, но и как систему знаний и связей надпредметного характера. В работе также отмечается роль метапредметного урока как новой структурной единицы образовательного процесса, необходимость развития универсальных учебных действий, основ научного мышления у школьников. Автор подчеркивает важность совершенствования профессиональных компетенций учителя, значение подготовки педагога к научно-исследовательской деятельности для достижения нового качества российского школьного образования.

This paper examines whether or not the current conflict in Yemen can be considered a proxy war between Iran and Saudi Arabia. This classification would have significant policy implications for the United States and coalition forces. In order to assess this, I compared the Yemeni war to proxy wars during the Cold War. Specifically, I used the Vietnam War and the Korean War. In order to make the comparison uniform I assessed each conflict based on three premises of proxy wars; the alignment of interests between proxies and benefactors, the ability for benefactors to downplay or hide their involvement, and that the involvement of the benefactor increases the chance of success for the proxies. Using these criteria I assessed that the current civil war in Yemen is a proxy war between Iran and Saudi Arabia in the same way that the Vietnam and Korean wars were proxy wars between the United States and the Soviet Union.
