The article focuses on the stand of Russia's Valerian Zorin concerning the disarmament issues that were discussed at the United Nations (UN) Disarmament Subcommittee. It states that Zorin criticized the open-skies proposals of the U.S. as a means for the intelligence formation's collection. It says that the West was accused by Zorin of rejecting to mind the opinion of other countries, such as India. Moreover, Zorin proclaimed that the negotiations regarding the disarmament were not progressing.
