The article addresses the debate on the representation of non-Serbian minorities in Kosovo. On May 4, 2006, the Serbian delegation to the Kosovo status negotiations submitted a proposal for the creation of majority-Serbian municipalities in Kosovo. The international community has insisted that the outcome of the talks would depend on safeguards for human and minority rights. Still the Contact Group of 4 Western European countries, Russia, and the U.S., has called on the non-Albanian communities from Kosovo to participate in the negotiation process.
