Abstract

The quasi-continuous component of the magnetospheric noise observed by Imp 6, lying between 30 and 110 kHz, often exhibits a low-frequency cutoff when the spacecraft is in the interplanetary medium or the magnetosheath. A hypothesis is considered in which this low-frequency cutoff, f-co, is caused by overdense plasma situated somewhere along the noise-source-to-satellite path. The plasma is assumed to have a plasma frequency approximately equal to f-co, thus cutting off propagation below f-co.

Abstract

This paper considers the interaction of electromagnetic and acoustic waves where a Radio Acoustic Sounding System (RASS) is operated in a stochastic environment characterized by turbulence, winds and mean-temperature gradients. It has been shown that for a RASS operating at acoustic frequencies below a few kilohertz propagating under typical atmospheric conditions, turbulence has little effect on the strength of the received radio signal scattered from the pulse at heights up to a few kilometers. This result implies that the received RF signal level (power) is primarily a function of sound intensity which decreases as x exp minus 2 where x is the altitude.

Abstract

The policy making process which led to development of the Public Health Service Guidelines governing research involving human subjects is outlined. Part 1 examines the evolution of PHS Guidelines, tracing (1) evolution of thought and legal interpretation regarding research using human subjects; (2) initial involvement of the Federal government; (3) development of the government's research program; (4) the social-political environment in which formal government policy was developed; and (5) various policy statements issued by the government. Part 2 analyzes the process by which PHS Guidelines were developed and examines the values and other underlying factors which contributed to their development. It was concluded that the evolution of the Guidelines is best understood within the context of a mixed-scanning strategy. In such a strategy, policy makers make fundamental decisions regarding the basic direction of policy and subsequent decisions are made incrementally and within the contexts set by the original fundamental decisions.

121. LF radio noise from the earth's magnetosphere

Abstract

Gyro-synchrotron radio noise emitted by electrons trapped in the earth's magnetosphere has been a subject of extensive research. Previous efforts, which considered frequencies greater than 1 MHz, have shown that this noise should not be detectable in the MF to HF range because its intensity is below the cosmic background noise level. The author has investigated the LF range and has found that appreciable noise is generated at these frequencies. In fact, the theoretical results for this LF noise agree very well with experimental data obtained by a radio astronomy experiment aboard the IMP 6 spacecraft. A comparison showed that the model predicted both variation in the observed noise intensity with Kp and the noise spectral characteristics. Consequently, it is concluded that detectable LF radio noise is emitted, by means of the cyclotron-synchrotron mechanism, by electrons trapped in the earth's magnetosphere, and that this noise is observable only for frequencies below about 300 kHz. For higher frequencies, the theoretical model and the experimental data reconfirm that this noise is below that of cosmic origin.

122. Low frequency gyro-synchrotron radio noise from the earth's outer radiation belt

Abstract

The problem of detecting cyclotron and synchrotron noise from superthermal electrons is analyzed for the frequency range 30 kHz 300 kHz. Due to the earth's ionosphere, ground based observation of this noise is improbable. Therefore, the calculations are made for an observer in the interplanetary medium. In particular, the location is chosen in the geomagnetic equatorial plane at a geocentric distance of 32 earth radii. This position of the observer allows the theoretical results to be compared directly with data obtained from the radio astronomy experiment aboard the IMP-6 spacecraft.

Abstract

Progress in the research of modern semiconductor devices has advanced their response frequencies above 400 GHz. Such performance exceeds the conventional, purely electronic test instrumentation bandwidth, with the major limitations being imposed by the connectors and waveguides that are required for signal coupling to the device under test. This lack of convenient and accurate high-bandwidth device characterization methods imposes a serious obstacle to progress in semiconductor device development and utilization.
