We examine the time-varying causal link between monetary policies and macroeconomy, macroprudential policies and financial stability in China. We find that expansionary monetary policy leads to output growth, tightening monetary policy leads to price stability, and tightening quantitative monetary policy or expanding price-based monetary policy is effective in maintaining financial stability. In response to stagnation or deflation, the central bank implements an expansionary monetary policy. To prevent financial turbulence, the central bank pursues an expansionary quantitative monetary policy or a tight price-based monetary policy. In addition, macroprudential policy should be used in conjunction with monetary policy to maintain financial stability.

The introduction of the internet as a sales channel has pressed hotel companies to adopt new pricing policies, most notably revenue management (RM). These techniques have been heralded as an essential requirement for hotel companies to maximise profits. The present study, however, will show that this claim is not realistic for a leading, highly competitive destination like Ibiza. The analysis finds that there is strong price stability and that only a few hotels use RM. It is common, however, to find qualitative RM that involves removing cheaper room types and room-and-board options from the available offering when demand is high.

Following the twin crises of sovereign debt and COVID-19, the ECB risks being stuck in a situation of fiscal dominance, in which monetary policy is subordinated to the needs of finance ministers. A strong post-COVID-19 recovery may increase inflationary pressures, requiring a shift towards a less accommodative monetary policy stance. A tightening of monetary policy may, however, lead to a widening of interest rate spreads and new bond market tensions in the euro area. This article argues that the credibility of the ECB is undermined if it is perceived as aiming to close interest spreads. Interest spreads between euro countries arising from fiscal concerns should be a matter of fiscal policy, not monetary policy. The establishment of an interest stabilisation mechanism would allow the ECB to restore monetary dominance and to focus on maintaining price stability.

This speech highlights two channels through which globalization poses challenges for monetary policy. The first channel is through the global determination of the average world natural real rate of interest, which implies that saving and investment shifts abroad can influence the domestic interest rate setting consistent with price stability. The second channel is through global digital payments systems, which may compromise domestic policy sovereignty through effects on both monetary and financial stability.

The purpose of this paper is to determine the Key Success Factors in the operationalization of BP. Tapera (Public Housing Savings Implementing Agency), so that solutions to the challenges faced by institutions in the future will be found, as well as ways to achieve successful performance. As results of external analysis research, showing several key success factors, including high economic growth, large population, implementation of mandatory Tapera membership, high yielding Tapera fund accumulation, transparent and accountable Tapera administration principles, the culture of mutual cooperation and humanity, availability of adequate office/branch services, availability of integrated IT, Decrease Termination of Employment, Employment Increase, Price Stability, Equitable Development Results, Participant Awareness and Trust, Employer Support, Land Bank Availability. As a follow-up study, BP. Tapera must immediately develop and perform strategies to implement these key success factors.

The research aims to evaluate the development trends of Ukrainian regions in conditions of COVID-19 spread under the impact of financial and investment determinants. In the article, it is made the profound examination of the impact the restrictive and stimulating tools of public policy at national and regional levels have on the current condition of regional economic systems, in particular in the context of such components as price stability, investment attraction, business climate improvement, lending, capital investment, transparency of budget revenue-forming taxes administration, and stability of public finance. These sectors are most sensitive to public policy measures, particularly in conditions of social turbulence. The analysis of financial determinants of regional development in conditions of the corona crisis has contributed to outlining the following negative trends: substantial decline in investments in the economy of regions and a falling share of new investment projects are the most negative consequences that will essentially affect the paces of economic growth in the following periods;deteriorating business climate, falling volumes of loans provided to economic entities, and growing share of short-term loans have affected new investment decisions;failure to fulfill the planned rates of the local budgets' main revenue-generating indicators (PIT, local taxes) has affected the volumes of revenues from local budgets, including the investment ones;decline in transfers to local budgets from the public one has affected the funding of regional development programs;the foreign capital outflow occurred not only because of the deteriorating business climate in the country but also the inclusive nature of the COVID-19 pandemics and psychological-emotional factors of impact on the investors' behavior in conditions of uncertainty. The economic, fiscal, and social impacts of COVID-19 are territorially differentiated. Its various risks are much caused by economic and spatial features of regional development. At the same time, the panic caused by the COVID-19 spread leading to making a range of irrational decisions by financial-economic entities at various governance levels is an essential reason for the defined problems' aggravation. The substantial decline in investments in the economy of regions and a falling share of new investment projects are the most negative consequences that will essentially affect the paces of economic growth in the following periods.

In emerging market economies, transmission of monetary policy through the foreign exchange market is complicated by the coexistence of financial restrictions and arbitrages. Using China as an example, we show that the coexistence of exchange rate interventions, capital controls and an onshore-offshore exchange rate differential makes the long run equilibrium in the currency market nonlinear. Disturbances to this nonlinear long run equilibrium could offset the impact of monetary policy actions on domestic price stability. Omitting such nonlinearity leads to biased inference on the effectiveness of monetary policy.

To ensure price and economic stability, the central bank of Nigeria has adopted several unconventional monetary policy measure such as MSMEs credit intervention with the aim of boosting credit availability in specific sector of the economy. The intuition is that rise in productive activities/investment will indirectly promotes price stability the core mandate of the bank. Therefore, this study investigated the challenges facing implementation of real sector (MSMEs) intervention programmes of the CBN since year 2000 to 2020. The study employed mixed method using descriptive survey approach to sample 62 intervention programme implementers and 400 Micro, Small and Medium Sized Enterprises (MSMEs). The findings reveal among others that high loan default risks, politicization of programmes, and inadequate infrastructural development are the leading challenges facing programme implementers in Nigeria. Applicants' non-eligibility in programmes applied for, poor business plan or inadequate knowledge in proposed business topped the reasons for failures among applicant MSMEs. Consequently, a need for more public-private partnerships in programme design, monitoring, and evaluation to forestall political interference is advised.

This research aims to find out the factors that determine liquidity and profitability as well as the contribution of Sharia banking to the economic growth in Indonesia. The study used quarterly data for the period 2009-2019, a multiple regression model with the Ordinary Least Square (OLS) analysis method. The results revealed that capital, financing and third party funds are factors that determine the liquidity of Sharia banking. Sharia banking profitability is influenced by capital and inflation. The role of Sharia banking on economic growth occurs through financing activities, large capital and utilization of Sharia monetary policy instruments. Efforts to control liquidity at optimal levels can be done by taking into account the capital factors held by Sharia banking. Efforts to achieve maximum value of profitability can be implemented by benefiting price stability in the macroeconomic. Efforts to boost economic growth are carried out by utilizing rising prices and limiting the profit value of Sharia monetary policy instruments. Moreover, Sharia banking is able to increase the share of financing channeled.

We study the multidimensional vector packing problem with selfish items. An item is a d-dimensional non-zero vector, whose rational components are in [0, 1]. A set of items can be packed into a bin if for every $$1 \le i \le d$$ , the sum of the ith components of all items of this set does not exceed 1. Items share costs of bins proportionally to the $$\ell _1$$ -norms of items, and each item corresponds to a selfish player in the sense that it prefers to be packed into a bin minimizing its resulting cost. This defines a class of games called vector packing games. We show that any game in this class has a packing that is a strong equilibrium, and that both the strong price of anarchy and the strong price of stability are logarithmic in d. We also provide an algorithm that constructs a packing that is a strong equilibrium. Furthermore, we show improved and nearly tight lower and upper bounds of $$d+0.657067$$ and $$d+0.657143$$ , respectively, for any $$d\ge 2$$ , on the price of anarchy. This exhibits a difference between the multidimensional problem and the one-dimensional problem, for which that price of anarchy is at most 1.6428.

The present study aims to examine the role of zakat in addressing unemployment and inflation, while also revisiting A.W. Phillips’ trade-off theory. The study adopts a qualitative methodology, using library research to critically analyse how zakat could address unemployment and inflation. The study argues that the optimal application of zakat could overcome the issue of unemployment while maintaining price stability. This is true since zakat can be distributed in two forms: consumptive and productive. Therefore, an increase in aggregate demand will always be followed by a rise in aggregate supply; the distribution of zakat in the consumptive form will increase aggregate demand, while the distribution of zakat for a productive purpose will increase aggregate supply. An increase in aggregate demand would in turn increase production, thus absorbing more labour as a result. This is where zakat addresses unemployment. On the other hand, a rise in aggregate demand will initially inflate the aggregate price. However, since the increase in aggregate demand is simultaneously followed by an increase in aggregate supply due to the distribution of zakat in its productive form, the price remains stable. Aggregate demand and aggregate supply cross at an equilibrium point. More importantly, the price is stable while the quantity of production is at its highest level. The findings of the study serve as a reference point for regulators formulating fiscal policy embedded in the zakat system.

We explore to what extent official interest rate changes can potentially in a procyclical manner impact different financial cycle indicators (credit/GDP, debt service ratio, house prices and stock market indices). We test this on data covering 1995−2016 in 21 countries and the euro area using the Concordance index and Monetary policy procyclicality ratio. Results show that this was not a widespread phenomenon, but there was significant heterogenenity across countries. The procyclicality of interest rate changes was usually higher when financial cycle gaps were increasing and lower when they were decreasing. On average, central banks in several larger economies were running potentially less procyclical monetary policy than those in the smaller ones. The resulting propensity of conflicts between achieving price and financial stability by central banks was low, as only in 10% of the cases the objectives were conflicting (usually when inflation was below the target and the credit cycle was in an expansion phase).

The question of whether domestic prices respond to either official exchange rate or parallel exchange rate movement is a key research issue especially in an oil-dependent developing country like Nigeria with rising fiscal pressures and a vibrant parallel market. Also from the monetary authority perspective, it is imperative to know if prices respond symmetrically and/or asymmetrically to both official and parallel exchange rates movement. Consequently, this study examines the response of domestic prices to both official and parallel exchange rates movement for the period 1995Q1-2019Q1 with the Shin et al. (In: Horrace WC, Sickles RC (eds) Festchrift in Honour of Peter Schmidt. Springer, New York, pp 281–414, 2014) nonlinear ARDL approach. The results provide support for prices responding symmetrically to parallel rates than the official rate especially in periods of large exchange rate premium. However, prices only respond differently to depreciation and appreciation of the official exchange rate in Nigeria. Consequently, the government needs to ensure some levels of fiscal austerity and possible exchange rate unification when the premium gets large if the intention is to insulate domestic prices from fiscal pressures. Also, the Central Bank of Nigeria needs to take cognizance of possible asymmetric relationship in their decisions to ensure price stability so as not to distort monetary policy effect.

The purposes of this study are (1) to analyze the effect of the BI rate on inflation (2) to analyze the effect of the BI 7 day reverse repo rate on inflation (3) to analyze the different effects of the BI rate and the BI 7 day reverse repo rate on inflation. The method used in this study uses secondary data sourced from Bank Indonesia and the Central Bureau of Statistics of the Indonesian financial economy. The analysis of this study with vector autoregressive (VAR) using the Eviews 10 software program, results of the study analyzed that the difference in the influence of the central bank's interest rate policy on inflation in Indonesia, that the BI rate of interest on inflation had a positive and significant effect with a benchmark of 5% or 0.005%, the analysis on the BI 7 day reverse repo rate is not significant at the benchmark of 5% or 0.005% but has a positive effect in reducing inflation in Indonesia which reflects price stability as the final target of monetary policy. The persistent inflationary pressure despite monetary policy targets has become a phenomenon of interest among researchers. The study investigates the effects of monetary policy targets on inflation and its volatility in Nigeria using data spanning from 1985 to 2019. The ADF unit root test used confirmed that all the variables under study are integrated order zero in their level series. A Comparison of inflation volatility models (ARCH and GARCH models) with appropriate error distribution using AIC indicated that ARCH (1) is most appropriate. The results of least squares (LS) and maximum likelihood (ML) ARCH methods of estimation for the model specifications showed that measures of monetary policy targets such as narrow money supply (M1), broad money supply(M2), net domestic credit(NDC), net credit to government(NCG) and credit to private sector(CPS) have no significant effect on inflation and inflation volatility respectively except M2. However, M2 effect spurs inflation rather than curbing it. Hence, it becomes imperative for the government to make proactive policies targeted to reduce inflationary pressures so as to attain price stability in Nigeria’s economic space. We consider decentralized scheduling with precedence constraints (DSwP) games where a set of players are scheduling jobs to complete while a set of hard precedence constraints link the jobs of the players. The impact of these decentralized scheduling efforts can be quantified by examining the price of anarchy (PoA) and the price of stability (PoS), which measure, respectively, the ratio of social costs of the worst and best equilibrium solutions with the optimal (centralized) social costs. We demonstrate that equilibrium solutions do not, in general, exist for this class of games and prove their existence for certain classes of games. Upper bounds for the PoA and the PoS are proven to depend linearly on the sum of the processing times of the jobs across the players and we present an example to demonstrate that this bound cannot be tightened beyond the sum of the processing times divided by two.

The central banks of developed countries and those in the region of Central Europe responded to the global financial crisis of 2008 and subsequent economic recession by considerably easing monetary conditions and using new monetary policy tools. One of those tools was the entry into the so far uncharted territory of negative interest rates. The passage of some years after the inception of these new tools has allowed the emergence of new empirical literature, which addresses their effects and effectiveness. The primary objective of this paper is to examine and summarize the empirical literature that deals with the effective lower limit of interest rates, especially in relation to the banking sector and bank interest margins. We then use empirical findings from other countries and apply them to the Czech Republic and draw conclusions for the future monetary policy of the CNB. Our results confirm that the CNB has got enough manoeuvring room even in the area of negative interest rates, which it can take advantage of either for the purpose of price stability, or for more effective management of FX operations.

This study aims to review Indonesia's macroeconomic indicators before and during the covid-19 pandemic. Using time-series data sourced from ceicdata, this study uses non-parametric statistical methods of different tests (sign tests). The results showed that there is a significant difference between before and during the covid-19 pandemic on international macroeconomic indicators of the rupiah exchange rate against USD, external debt, reserves, and Indonesian CPI. Recommended to the Government of Indonesia through Bank Indonesia and other relevant Ministries need a strict policy on a rupiah exchange rate that leads to price stability to reduce the rate of inflation, management and disclosure of external debt information, the achievement of trade balance surplus to increase reserves towards increasing domestic economic growth.

This study investigated the impact of the novel coronavirus disease 2019 (COVID‐19) outbreak on prices of maize, sorghum, imported rice and local rice in sub‐Saharan Africa (SSA). We estimated dynamic panel data models with controls for macroeconomic setting using general method of moments estimation. The study found that the COVID‐19 outbreak led to increases in food prices of the sampled countries. Restrictions on movements or lockdowns in the wake of COVID‐19 was associated with an increase in the price of maize only. We also found that exchange rate, inflation and crude oil prices exerted a detrimental effect on food prices. We recommend that governments of SSA countries invest in infrastructure that improves efficiencies in the food supply chain during pandemics. Providing adequate support to industries in the value chain will also improve food availability and food price stability post‐COVID‐19.

Aim: In this article, the state of the discourse concerning the final goal of the modern central bank is presented, in particular the aim of price stability, understood as low and stable inflation. Design/Research methods: The article was prepared on the basis of scientific publications in the field of monetary policy as well as materials and documents from different central banks, including the US Federal Reserve System and the European Central Bank. Conclusions/findings: Low and stable inflation reduces uncertainty about future price developments. This facilitates decision-making for companies concerning production and investment, and for households concerning consumption and saving. From a macroeconomic point of view, price stability is a prerequisite for the efficient functioning of the economy and for achieving high growth rates. In practice, the need for a quantifiable definition has been disregarded, while only a descriptive and qualitative definition of price stability is insufficient for an effective monetary policy and the implementation of the anti-inflationary mission by the central bank.

The aim of the paper is to propose a new version of the productivity norm proposed by Hayek in 1928, as a feasible way to develop monetary policy by actual central banks. With this proposal, we are able both to review the convenience of the stability price objective adopted by most central banks and to permit price variations according to the evolution of productivity in increasingly open and competitive markets. By using a nominal income objective, central banks can distinguish, for example, between unwelcome monetary deflations and falling prices brought about by increases in productivity. With this objective, the degree of competition and of openness of an economy can also be taken into account by central bankers. Resumen: Con este trabajo hemos actualizado la regla de estabilización de la renta nominal propuesta por Hayek en 1928 como criterio de emisión válido para los bancos centrales en la actualidad. A partir de su aplicación, la estabilidad de precios deja de ser el objetivo de la política monetaria, permitiéndose en su lugar movimientos de pre-cios a lo largo del tiempo como consecuencia natural de variaciones en las condiciones productivas de la economía, en presencia de mer-cados potencialmente abiertos a la competencia. Con ello estaremos en condiciones de diferenciar la respuesta monetaria óptima del ban-co central ante distintos tipos de deflación. Using 1708-1788 historical data, we test the Austrian hypothesis that fractional-reserve banking destabilizes commodity prices, complicating eco­ nomic calculation and entrepreneurial planning, and contributes to boom-bust cycles. The Bank of Amsterdam («Wisselbank», 1609-1819) maintained high reserve requirements until the Fourth Anglo-Dutch War (1780-1784), when its reserve ratio plummeted from nearly 100% in 1778 to around 20% by 1788. We compare price volatilities for 1722-1779 and 1780-1788 using fractal Hurst exponents. For all commodity prices tested, fractal volatility was higher during the lower fractional reserve period, except for rye, wheat, and Hamburg Bills of Exchange. Bill of Exchange stability was likely attributable to Hamburg transport ships’ ability to evade British incursion and to the Wisselbank’s legal monopsony in the secondary commercial paper market. However, rye and wheat prices — directly indicative of bread prices — generally (and contrary to Austrian theory) stabilized even though British blockades significantly re­ duced Dutch bread grain imports. We attribute this unexpected result primarily to emergency wartime provision by the Amsterdam municipal granary. The Wisselbank experience may confirm, or at least does not clearly falsify, the economic relevance of the Austrian Fractional-Reserve Banking Hypothesis. This study aims to determine the effect of world oil prices, inflation, household consumption on economic growth in Indonesia. This research is a type of descriptive research with a quantitative approach using the annual time series data in 1988 - 2018. The model analysis technique used in this study is multiple linear regression with 31 samples. The results showed that both simultaneously (F test) and partially (t test) world oil prices had a significant (positive) effect, inflation had a significant (negative) effect, and household consumption had a significant (positive) effect on economic growth. Based on the results of the study, the government as a joint policy maker with Bank Indonesia can jointly reduce and maintain the stability of the inflation rate through monetary policy so that economic actors get clarity and encourage productivity by opening investment taps, providing business protection, and lowering export duties or create a fiscal policy. The government needs to establish policies to encourage oil production so that oil production can be optimal dan maintain oil supply so that people’s needs are met and oil prices can remain stabl and also maintaining the stability of prices for goods so as to encourage domestic consumption.

Monetary policy played a dominant role in ensuring macroeconomic stability in the advanced economies for two decades, from the mid-1980s to 2007, and appeared to be a very effective tool for smoothing economic cycles and maintaining price stability. After the global financial crisis of 2007—2009 the effectiveness of monetary policy was put under question, since it did not succeed in ensuring rapid economic recovery in the advanced economies despite massive use of both conventional and unconventional monetary tools. The paper addresses the factors which are responsible for the weakening of the monetary policy effectiveness including global disinflation, the Phillips curve flattening, the effective lower bound problem and the neutral real rate decline. Unconventional monetary policy tools, such as the “helicopter money”, targeted refinancing and other prospective tools, are analyzed. We critically assess recommendations of the Modern Monetary Theory (MMT) as the most consistent heterodox theory. Based on the analysis, we draw conclusions about the possibility of monetary policy weakening in Russia in the foreseeable future and desirability of the implementation of the hybrid fiscal-monetary measures.

Monitoring the effectiveness of the monetary policy of central banks is a crucial factor in the strategic management of the monetary sphere, not only at the national but also at the global level of the economy. Therefore, improving the methodological tools for this monitoring is of both scientific and practical interest, which determines the relevance of the research topic. The study aims to develop methodological tools to conduct a quantitative and qualitative assessment of the effectiveness of the monetary policy of central banks. The work uses a targeted approach to determining the effectiveness of the monetary policy, as well as methods of systemic-structural, comparative economic and GAP analysis. The empirical analysis of the effectiveness of the monetary policy in several countries for the period of 2014-2019 relies on the data of the World Bank and the Bank of Russia. The novelty of the study is in the targeted approach to the analysis and assessment of effectiveness. This approach is based on the specific features of strategic management of monetary circulation, which allows for a comprehensive objective assessment of the effectiveness regardless of the variety of strategic objectives of monetary policy and their development mechanisms in different countries. The study resulted in the methodology for quantitative assessment of monetary policy effectiveness and the criteria for qualitative evaluation of the analyzed effectiveness. The authors made conclusions regarding changes in the effectiveness of monetary policy in different countries, identified trends in the effectiveness of the monetary policy of the Bank of Russia, and revealed imbalances in its effectiveness at the level of federal districts. The results of the study confirmed the applicability and practical significance of the developed tools for analyzing and assessing the effectiveness of the monetary policy of central banks. By their means, international and national organizations will manage to identify best practices to implement monetary policy and recommend them for countries with low effectiveness of strategic management of monetary circulation.

We consider graph-based hedonic games such as simple symmetric fractional hedonic games and social distance games, where a group of utility maximizing players have hedonic preferences over the players' set, and wish to be partitioned into clusters so that they are grouped together with players they prefer. The players are nodes in a connected graph and their preferences are defined so that shorter graph distance implies higher preference. We are interested in Nash equilibria of such games, where no player has an incentive to unilaterally deviate to another cluster, and we focus on the notion of the price of stability. We present new and improved bounds on the price of stability for several graph classes, as well as for a slightly modified utility function.

Causal estimation of the short‐term effects of tariff‐rate quotas (TRQs) on vegetable producer prices is hampered by the large variety and different growing seasons of vegetables and is therefore rarely performed. We quantify the effects of Swiss seasonal TRQs on domestic producer prices of a variety of vegetables based on a difference‐in‐differences estimation using a novel dataset of weekly producer prices for Switzerland and neighbouring countries. We find that TRQs increase prices of most vegetables by more than 20% above the prices in neighbouring countries during the main harvest time for most vegetables and even more than 50% for some vegetables. The effects are stronger for more perishable vegetables and for conventionally produced ones compared with organic vegetables. However, we do not find clear‐cut effects of TRQs on the week‐to‐week price volatility of vegetables although the overall lower price volatility in Switzerland compared with neighbouring countries might be a result of the TRQ system in place.

The essential characteristics of the monetary policy of the state as a system of measures and instruments of state regulation of the monetary sphere, the direction of state influence on monetary and credit relations are specified. Its subjects and objects are identified, principles, goals and modes are defined. The relationship between the formation and implementation of monetary policy and the strengthening of financial security of the state are shown. Using the method of the main components, an integrated assessment of the state of monetary and security of Ukraine in 2000, 2005, 2010—2018 was conducted. The weighting coefficients of Ukraine’s monetary security indicators are determined and its integral values are calculated. The highest level of influence of such indicators was identified as the ratio of the monetary aggregate M3 to GDP (23,3 %), the ratio of GDP to the volume of the monetary aggregate M2 (22,5%), the amount of cash to GDP (22,6 %). The conclusion was made that the level of monetary and credit security of Ukraine in 20132018 was decreasing. The lowest was the value of monetary and security of the state in 2016 — 0,49 (on a scale from zero to one), in 2018 the index rose to 0,51, but its value is low. The existence of a statistically significant link between monetary and financial security of Ukraine is empirically assessed and established. For the period 2000-2018, the determination coefficient was 0,86. Accordingly, the tendency to lower the level of monetary security leads to a virtually parity deterioration of the state financial security. The strategic priorities of the state policy of the development of monetary and credit sphere in the context of ensuring the financial security of the state are grounded. Strategic priorities of state regulation are defined: ensuring the price stability and stability of the national monetary unit, strengthening the stability of the banking system, its creditworthiness, forming a high-quality exchange-exchange rate environment, the development of the stock market, and improving the institutional principles of state regulation of the monetary sector. Identified measures, the implementation of which allows to achieve the identified strategic priorities and improve the financial security parameters of Ukraine.
