The 1998 World Exhibition has marked the commemoration of the 500 years of the Portuguese Discoveries. This exhibition was considered one of the most well achieved, throughout the entire history of this event, not only for its success but also for its positive impact on the city of Lisbon, in terms of urban rehabilitation. This was recognized by the Bureau International des Exhibitions as the best worldwide exhibition of all, today being a case study at various levels, but very struggles for cities that equate the realization of large events and involving large scale urban intervention. This investigation tried to evaluate the impact of the urban rehabilitation of the oriental zone, motivated by the organization of the World Exposition 1998, in the city of Lisbon and in which way changed the structure of growth. At the same time, it was identified the link between the rehabilitation and the tourism, and which was influenced the flows of tourists in the city., La Exposición Universal de 1998 marcó el 500 aniversario de los descubrimientos portugueses. Esta exposición fue considerada una de las más exitosas de la historia de este acontecimiento, no sólo por su éxito sino también por el impacto positivo que tuvo en la ciudad en términos de regeneración urbana. Este acontecimiento fue reconocido por el Bureau International des Expositions como la mejor exposición mundial de la historia, y es hoy un caso de estudio a varios niveles, pero sobre todo para las ciudades que planifican grandes acontecimientos y que implican una intervención urbana a gran escala. Esta investigación trató de evaluar el impacto que la rehabilitación urbana de la zona este, motivada por la Exposición Universal de 1998, tuvo en la ciudad de Lisboa y cómo modificó su estructura de crecimiento. As intensas mudanças políticas, económicas e sociais geradas pelos movimentos migratórios em Portugal desde a década de 1960 provocaram alterações profundas nas dinâmicas e (re) configuração do território nacional resultando em desequilíbrios acentuados no seu desenvolvimento. O interior do país vai evidenciar cada vez maiores fragilidades devido à sua baixa densidade populacional, relacional e institucional, e o crescimento da urbanização provoca profundas alterações no ambiente edificado, resultando numa malha urbana fragmentada com erosão dos centros dos aglomerados populacionais. Dada a dificuldade do Estado em responder a estes desafios, tem vindo a adotar formas mais participadas na cocriação de estratégias e políticas públicas. O território é visto como um ator ativo, num desenvolvimento endógeno e, em conjunto com as comunidades e atores locais, é possível alavancar e potenciar as especificidades destes territórios de baixa densidade. Assim a governança territorial emerge como um instrumento capaz de integrar e conjugar as comunidades, diferentes grupos sociais e organizações com interesses territoriais próprios, a fim de promover políticas e estratégias mais inovadoras, que visam um desenvolvimento do território e suas comunidades. Durante o século XX e início do século XXI o paradigma das cidades apoiava-se no modelo urbano alargado, grande consumidor de recursos, nomeadamente do solo, a um ritmo acelerado. Atualmente o paradigma é outro, defendem-se modelos urbanos mais compactos, que valorizem os recursos e ativos existentes. Hoje o crescimento das cidades em tamanho é preterido em favor da sua reconfiguração, reocupação e refuncionalização existente, procurando que se tornem mais sustentáveis. Neste contexto, a reabilitação urbana é uma ferramenta indispensável na sustentabilidade dos territórios e pode ser decisiva na transformação das cidades, com um impacto positivo, a fim de valorizar e potenciar os recursos e ativos que as cidades dispõem, dando-lhes uma nova vida. Neste sentido, esta dissertação tem como base a análise da metodologia da Economia Circular aplicada às cidades, considerando a reabilitação como motor de revitalização e requalificação dos espaços urbanos e de re/qualificação do edificado. Assim, pretende-se estudar a problemática dos territórios de baixa densidade e do edificado devoluto e o contributo que o modelo de governança associada à inovação e ao modelo de circularidade urbana com base na reabilitação urbana (do edificado e do espaço urbano) poderão ter como motor de desenvolvimento destes territórios. Para o efeito foi escolhido o estudo de caso do Living Lab Cova da Beira, pelo seu contributo para a circularidade da cidade do Fundão, com base nas suas estratégias de inovação (Plano de Inovação) e reabilitação (Área de Reabilitação Urbana) como motor de requalificação e revitalização do seu centro urbano. The intense political, economic and social changes generated by the migrant movements in Portugal since the 1960 caused deep changes in its dynamics and (re) configuration of the national mainland, resulting in imbalance accentuating in its development. From one side, we have the interior regions which evidence biggest weakness due to its lowdensity, institutional and relational, on the other side, these changes have also caused an urban grown with deep changes in the built environment, resulting in an urban fragmented framework with erosion of the consolidated urban areas. Given the Government difficulties to answer alone these challenges, it has been adopting more participated ways in the co-creation of strategies and public politics, where the territory is seen as active player, in an endogenous development that together with communities and local stakeholders can leverage and enhance the specificity of these low-density territories. In that way, territorial governance appears as a tool capable of integrating and to combine communities, different social groups and organizations with their own territorial interest, in order to promote a new set of more innovative policies and strategies, with the goal of territorial developing and its people. During the 20th century and the beginning of the 21st century, the paradigm of cities was the urban growth supported by extensive expansion supply of new land. Nowadays the paradigm is different, more compact urban models are advocated, which value existing resources and assets. Today, the growth of cities in size is neglected in favor of their reconfiguration, reoccupation and existing refunctionalization, seeking to make them more sustainable.In this context, urban rehabilitation is a fundamental tool for the sustainability of the territories and can be crucial in the transformation of cities, with a positive impact, in order to value and enhance the resources and assets that cities already have and giving them a new life. Based on this perception, the present dissertation is based on the analysis of the Circular Economy methodology applied to cities, considering rehabilitation as an engine of the revitalization and requalification of the urban areas and re/qualification of the built environment. In this way, is intended to study from one side the problematic of the low-density territories and the vacant buildings, and from other side the contribution that the governance model associated with innovation and urban circularity model based on the urban rehabilitation (from buildings to public space) that could be to engine the development of these territories. For this purpose, it was chosen a case study of the Living Lab Cova da Beira, for its contribution for the circularity of Fundão city, based on its strategies of innovation (Innovation Plan) and rehabilitation (Urban Rehabilitation Area) was a driving force for the requalification and revitalization of its urban center.

International conservation policies have incorporated the urban dimension of heritage, which considers the city as a historical continuum connected with the territory. However, the social housing complexes built in Europe throughout the second half of the 20th century lack legal entities and tools for their protection. Urban rehabilitation policies have substituted the initial demolition-replacement processes, by way of combining and coordinating protective measures. The rehabilitation of the Caño Roto Housing Estate (Madrid 1994-2004), as a precursor of a type of intervention widespread in Spain, is analysed with the aim of finding the actors, tools and decisions, so that the model can be optimised in future operations. The heritage dimension involves the development of the necessary means to make possible the conservation and functional updating of the buildings, as well as the development of new cultural, socioeconomic and environmental values, in order to add sustainability to the urban environment., As políticas internacionais de conservação têm incorporado a dimensão urbana do património que considera a cidade como um continuum histórico ligado ao território. No entanto, os complexos habitacionais sociais construídos na Europa ao longo da segunda metade do século XX carecem de entidades jurídicas e de instrumentos para a sua proteção. As políticas de reabilitação urbana substituíram os processos iniciais de demolição-substituição através da combinação e coordenação de medidas de proteção. A reabilitação do Conjunto Habitacional de Caño Roto (Madrid 1994-2004), precursora de um tipo de intervenção comum em Espanha, é analisada neste estudo com o objetivo de identificar atores, instrumentos e decisões para que o modelo de intervenção possa ser otimizado no futuro. A dimensão patrimonial abrange o desenvolvimento dos meios necessários para possibilitar a conservação e atualização funcional dos edifícios, bem como o desenvolvimento de novos valores culturais, socioeconómicos e ambientais a fim de melhorar a sustentabilidade do ambiente urbano.

Through the requalification of buildings, the improvement of public spaces and the reorganization of motorized and pedestrian circulation, success is achieved, and thus the trend of decay of the urban fabric is reversed, transforming and returning urban centers to the people. The Strategic Plan for Urban Rehabilitation of Machico is an important document for the sustainable development of the city, which will contribute to social harmony and the improvement of the people’s quality of life, reducing the environmental impact of human mobility, boosting the economy, and creating conditions for the usufruct of the city of Machico in terms of mobility. The current article arises with the main objective of analyzing the Strategic Plan for Urban Rehabilitation of the Municipality (PERU) of Machico, which is an essential tool for the sustainable development of Machico. It is also important to emphasize the dimension of PERU in local economic development, from the perspective of the real estate market and in public investment. The results obtained showed that the Municipality of Machico faces some challenges in the implementation of sustainable urban development programs, due to the recent financial and economic crisis, which could limit the existing funding to fund sustainable urban development programs. It is from this plan, from the solutions determined for the rehabilitation of the public space in terms of security and mobility, based on the urban operations that are being developed, that it will be possible to offer the population a sustainable future.

[EN] The usual practice in the determination of the morpho-typology of buildings, necessary for the development of urban rehabilitation and regeneration operations, is usually carried out through the exclusive analysis of the building itself, ignoring the applicable urban planning regulations and the relationship of the building with the plot (not always well defined) that contains it. Based on the methodology of ERESEE 2020, a method for characterising the building stock is tested, proposing a new definition of typological clusters based on the use of cadastral data and planning analysis. To this end, the layout of the buildings in relation to the boundaries of the plot, in relation to the public domain, is analysed, which is fundamental for actions that require increases in volume and occupation of additional space by the buildings, an operation that would not be viable in volumes that coincide with the boundaries of the plot. The application of this methodology to the nine most populated Spanish municipalities allows the typological characterisation of their residential stock, thanks to the analysis of the built reality, but also through the study of the planning and, therefore, establishing their real possibilities of transformation., [ES] La práctica usual en la determinación de la morfotipología de las edificaciones, necesaria para el desarrollo de las operaciones de rehabilitación y regeneración urbana, se realiza mediante el análisis exclusivo del propio edificio, ignorando la normativa urbanística de aplicación y la relación de la edificación con la parcela (no siempre definida) que la contiene. La inclusión del planeamiento urbanístico en el análisis del parque residencial es fundamental ante el desarrollo de estas operaciones. Partiendo de la metodología de la ERESEE 2020, en el presente artículo se ensaya un método de caracterización de la edificación, proponiendo una nueva definición de clústeres tipológicos a partir de datos catastrales y del análisis del planeamiento. Se analiza la disposición de los edificios en relación a los linderos de la parcela y al dominio público, fundamental para actuaciones que requieran incrementos de volumen y ocupación de espacio adicional por las edificaciones, inviables en volúmenes que coincidan con los linderos de la parcela. La aplicación de esta metodología a los nueve municipios españoles más poblados permite la caracterización tipológica de sus parques residenciales mediante el análisis de la realidad construida, pero contando también con su realidad urbanística y, por tanto, con sus posibilidades reales de transformación.

El diseño de cubiertas ligeras (velarías, tensegrity y plegables) es una alternativa para rescatar áreas verdes en la ciudad de Poza Rica, Veracruz. El objetivo del estudio fue rehabilitar los parques en la mencionada ciudad, ya que en la zona norte del estado el clima es extremadamente caluroso, y este efecto constante afecta a los habitantes de la ciudad, pues, debido a ello no se pueden usar con frecuencia estas áreas de recreación. Por tanto, una de las premisas de esta investigación serán las condiciones climáticas de la zona, y también, las condiciones de infraestructura que hay en el lugar donde los habitantes hacen su actividad. Evaluadas dichas condiciones, se plantearán los primeros requisitos y parámetros para el mejoramiento de la infraestructura de esas áreas urbanas; esto, a su vez, conlleva obtener un propuesta de diseño que se desarrollará en dos fases: la primera es el análisis del sitio y su contexto, y la segunda, el desarrollo de modelos arquitectónicos que se adapten al contexto climático y urbano de la zona, para así dar uso a estas superficies que pueden mejorar la calidad de vida y la convivencia social en la mancha urbana de la ciudad. El proyecto reflexiona sobre la contribución de la arquitectura en el desarrollo del espacio público, e interpreta la relación entre el urbanismo y la arquitectura y su impacto sobre los ciudadanos. ilustraciones, fotografías, gráficas, mapas, tablas El presente trabajo aborda como caso de estudio la manzana del Pasaje Hernández, ubicada el Centro Histórico de Bogotá, con el propósito de formular estrategias para su rehabilitación, a partir de su comprensión como una pieza urbana con valor patrimonial y contenedora de actividades históricamente asentadas en el sector, algunas de las cuales tienden a desaparecer, mientras que otras actualmente ocasionan el deterioro físico de las edificaciones históricas, debido a su uso intensivo. El estudio de la manzana, compuesta por diecinueve edificaciones construidas en distintos periodos históricos, permite comprender sus dinámicas de transformación y sus consecuencias sobre su conservación, identificando al Pasaje y el Edificio Hernández como los elementos que fragmentan morfológicamente la manzana colonial, convirtiéndose en la piedra angular de la transformación de la manzana y uno de los primeros gestos de modernidad en la ciudad, asociados al paseo comercial. Asumiendo de este modo la manzana como un sistema urbano patrimonial, y como parte indivisible del tejido del Centro Histórico, el trabajo plantea lineamientos urbanos y de gestión para la conservación y rehabilitación de la manzana y su espacio público, basados en la definición de criterios de intervención que reconocen sus valores desde el patrimonio cultural, y se circunscriben en una realidad como lo es la industria cultural y su impacto sobre los modos de intervenir los bienes inmuebles de interés cultural en las últimas décadas. Located in the Historic Center of Bogotá, its main purpose is to set strategies for its rehabilitation, starting from its comprehension as an urban piece with heritage value where it acts as a container for historically settled down activities. Some of them tend to disappear whereas some current activities drive physical wear on historic buildings, due to their intensive usage. The block study compounded by nineteen buildings distributed in different historical periods, let us comprehend its transformation dynamics and its consequences about its conservation, identifying both Hernandez Passage and Building as the main elements that morphologically break up the colonial block. They become the keystone needed for the block transformation and one of the very first gestures of modernity into the city: the commercial passage. Assuming the block in this way as a heritage urban system and an indivisible part of the Historic Center tissue as well, this work set up urban and management guidelines for blocks and public space conservation and rehabilitation, based on intervention criteria definition that recognize its values seen from a cultural heritage perspective. La propuesta trata de poner en valor toda la zona de intervención a través de varias acciones, una de ellas es la revalorización del Mercado del Baratillo, convirtiéndolo en un mercado gastronómico, pero conservando sus fachadas y elementos arquitectónicos. Además, la ejecución de nuevos edificios, que generan distintas actividades las cuales se complementan con la función del mercado y esto permite que el proyecto forme parte de la tura turística que tiene actualmente el distrito del Rímac. El mercado del Baratillo se desarrolla en 3 niveles, en el sótano y en el primer nivel se ubica y se desarrolla los puestos con una modulación que obedece a la estructura existente del mercado. En el segundo nivel, de tipo pasarela, con una nueva estructura metálica, se ubica la zona de degustación. Los nuevos edificios se ubican alrededor del mercado, los cuales son: una biblioteca, que tiene salas de lectura, salas de usos múltiples y salas de conferencias, donde chefs reconocidos brindan charlas relacionadas a la gastronomía peruana. Además, una escuela gastronómica donde se existen aulas teóricas, talleres prácticos, para las respectivas clases de cocina; y aulas demostrativas. También un auditorio, donde se va a promover y difundir la gastronomía peruana. Por último, el proyecto se articula a través de una plaza pública subterránea, la cual está ubicada a -3.50npt con la intención de conectar los 4 edificios para generar un ambiente de espacio social, donde se realizarán diferentes actividades los fines de semana, como pequeñas ferias gastronómicas para el público en general. On the second level, catwalk type, with a new metallic structure, the tasting area is located. The new buildings are located around the market, which are: a library, which has reading rooms, multipurpose rooms and conference rooms, where renowned chefs give talks related to Peruvian cuisine. In addition, a gastronomic school where there are theoretical classrooms, practical workshops, for the respective cooking classes; and demonstration classrooms. Also, an auditorium, where Peruvian gastronomy will be promoted and disseminated. Finally, the project is articulated through an underground public square, which is located at -3.50npt with the intention of connecting the 4 buildings to generate an environment of social space, where different activities will be carried out on weekends, such as small gastronomic fairs for the general public.

Dissertação de Mestrado em Reabilitação Urbana Integrada apresentada à Faculdade de Ciências e Tecnologia As intervenções de reabilitação urbana fortalecem o desenvolvimento social, econômico e cultural da cidade, embora sua aplicação seja complexa, porque depende de inúmeros fatores urbanos e ambientais existentes e políticas públicas. No caso de Aracaju, capital do Estado de Sergipe, no nordeste brasileiro, destaca-se o bairro Jabotiana, localizado na porção oeste, caracterizado por um cenário urbano e ambiental complexo, que envolve a rápida e intensa implementação de tipologias habitacionais multifamiliares (inclusive fechadas), dispersas do tecido urbanizado e desarticuladas entre seus núcleos, presença de áreas de preservação ambiental, ausência de infraestrutura e espaços públicos de qualidade e acessibilidade precária e distanciamento dos postos de trabalho. Diante dessa soma de aspectos, o bairro tem marcado o noticiário nos últimos anos, em função dos alagamentos e inundações constantes que desabrigam anualmente centenas de famílias, decorrentes da insuficiência de planejamento do Estado, face à intensa permeabilização do solo através da atuação do mercado imobiliário. Isso ocasionou a busca pelo direito à cidade mais justa e equilibrada pelas associações de moradores, sendo esse conflito alvo de judicialização pelo Ministério Público Federal e Justiça Federal de Sergipe. Assim, a presente investigação tem como objetivo geral elaborar estratégias de reabilitação urbana para o bairro Jabotiana, Aracaju-SE, Brasil. Para tanto, a metodologia é baseada em conceitos teóricos e de estudos de casos relacionados com a temática em questão, através de levantamento bibliográfico; além dos levantamentos de dados e informações sobre o bairro, em instituições públicas, visitas inloco, entrevistas, possibilitando a caracterização da área e o conhecimento dos problemas e potencialidades; por fim, utilizou-se de diagramas e quadros para construção das propostas de diretrizes, a partir dos valores encontrados no território, considerando as preexistências territoriais. Diante disso, foram feitas três dimensões de análise, a dimensão urbana, a dimensão socioeconômica e a dimensão ambiental. Given this sum of aspects, the neighborhood has been in the news in recent years, due to the constant floods that annually displace hundreds of families, resulting from the State's insufficiency of planning, given the intense permeabilization of the soil through the performance of the real estate market. This led to the search for the right to a fairer and more balanced city by residents' associations, with this conflict being the target of judicialization by the Federal Public Ministry and Federal Justice of Sergipe. Thus, the present investigation aims to develop urban rehabilitation strategies for the Jabotiana neighborhood, Aracaju-SE, Brazil. Therefore, the methodology is based on theoretical concepts and case studies related to the theme in question, through a bibliographical survey; in addition to surveys of data and information about the neighborhood, in public institutions, on-site visits, interviews, enabling the characterization of the area and knowledge of the problems and potentialities; finally, diagrams and tables were used to construct the proposed guidelines, based on the values found in the territory, considering the territorial pre-existing conditions. Therefore, three dimensions of analysis were made, the urban dimension, the socioeconomic dimension and the environmental dimension.

[ES] DESCRIPCIÓN: El Ayuntamiento de Valencia pretende revitalizar el barrio de El Cabañal con diferentes intervenciones. Este trabajo pretende incorporar a ese conjunto de actuaciones un mercado gastronómico. El trabajo pretende diseñar la forma y volúmenes del mercado y, especialmente, la estructura del mismo. Para ello se seguirán los siguientes pasos: ¿ Análisis de los mercados existentes en el barrio, con su oferta, dimensiones y diseño. ¿ Análisis de mercados gastronómicos de referencia, tanto en Valencia (mercado de Colón, por ejemplo), como en otras localidades. ¿ Diseño global del mercado gastronómico propuesto. A partir de este punto se analizarán los diferentes materiales aptos para la estructura así como la tipología de la misma. Türkiye, birinci derece deprem kuşağında yer alması dolayısıyla sürekli deprem riski ile karşı karşıyadır. Türkiye’nin yaşadığı deprem deneyimleri de göz önüne alındığında, bu durumun ne kadar ciddi olduğu ve alınacak önlemlerin ciddiye alınması gerektiği görülmektedir. Bu çalışma, Türkiye’de yaşanan depremlerin kentsel dönüşüm uygulamalarına olan etkisini 24 Ocak 2020 Elâzığ depremiyle ortaya koymayı amaçlamaktadır. Çalışma kapsamında kentsel dönüşümün kavramsal çerçevesi ve uygulama yöntemleri ele alınmıştır. Ayrıca çalışmada, depremlerin etkisiyle gerçekleştirilen yasal düzenlemelerin kentsel dönüşüm olgusunun hukuki boyutuna yaptığı katkı, 6306 Sayılı Afet Riski Altında Alanların Dönüştürülmesi Hakkında Kanun kapsamında ele alınmıştır. Elâzığ kentinin tarihsel gelişim süreci genel hatlarıyla belirtilerek, 2020 Elâzığ depremi sonrasında gerçekleştirilen kentsel dönüşüm uygulamaları ortaya konulmuştur. Bu amaçla deprem sonrasında dönüşüm uygulaması yapılan bölgelerde alan araştırması ile yapılan çalışmalar gözlemlenmiştir. Çalışma sonucunda Elâzığ kentinin 2020 depreminden önce farklı tarihlerde deprem deneyimleri yaşadığı ancak kentin gelişim süreci incelendiğinde 2020 depremi öncesine kadar kentsel dönüşüm çalışmalarının yapılmadığı görülmüştür. Elazığ’da kentsel dönüşüm çalışmalarının Ocak 2020 depreminin etkisiyle yapılmak zorunda kaldığı sonucu ortaya çıkmıştır. 24 Ocak 2020 Elâzığ depremi sonrasında riskli alan ve yapıların tespit edildiği, yeni kentsel dönüşüm alanlarıyla risklerin azaltılmaya çalışıldığı, bu amaçla farklı uygulama yöntemleriyle kapsamlı dönüşüm çalışmalarının gerçekleştirildiği görülmüştür. Ancak, kentsel dönüşüm çalışmalarının depremler meydana gelmeden önce gerçekleştirilmesi doğacak zararları önlemek açısından son derece önemlidir. Depremden doğacak zararların önüne geçebilmek için kentsel alanlarda riskli yapı ve alanları ortadan kaldırmak, konuya ekonomik, toplumsal, siyasal ve yasal yönlerden çok boyutlu olarak yaklaşmak gerektiği sonucuna ulaşılmıştır., Since Turkey is in the first-degree seismic zone, the country always faces the risk of earthquake. Considering Turkey’s earthquake experiences, it can be seen how this is serious as well as how measures should be taken seriously. This study aims to reveal the impact of the earthquakes in Turkey on urban transformation through the Elazığ earthquake on January 24, 2020. In this context, the study elaborates on the conceptual framework of urban transformation and application methods. Furthermore, the study attempts to explore the contribution of legal regulations after the earthquakes on urban transformation within the scope of the Law No. 6306 on the Transformation of Areas under Disaster Risk. Identifying the historical development of Elazığ city in general, the study reveals the urban transformation applications in Elazığ after the earthquake taking place in 2020. For this purpose, urban transformation practices were observed with the field research method after the earthquake. As a result of the analyses, it is understood that Elazığ experienced earthquakes before 2020, however there had been no urban transformation attempts until the 2020 earthquake considering the development process of the city. It is concluded that urban transformation in Elazığ started as a result of obligations due to the impact of the earthquake in January 2020. It is observed that areas in risk were identified after the earthquake on January 24, 2020, while new urban transformation areas were used to reduce the risks and for this purpose, various comprehensive transformation efforts were conducted through different application methods. On the other hand, it is critical to start urban transformation before earthquakes to prevent possible damages. Indeed, it is concluded that there is a need to eliminate risky structures and areas, and to have a multidimensional approach towards this issue with economic, social, political and legal aspects in order to prevent damages of earthquakes.

This study brings together three subjects: urban rehabilitation, social innovation, and new working spaces, envisaging an intersectoral viewpoint, focusing on a European city, Lisbon, arguing that the public sector holds the capacity to consistently drive positive achievements in this respect. This study involves analyzing policy, governance, and urban planning documents in force, observation and spatial analysis using open-source databases, and stakeholder interviews. The result is in line with the primary research plea applied to the case study, and conclusions show that public intervention, whenever applied systematically from the city vision to local plans, resorting to close bonds between the sites and the communities in a participatory and collaborative way, may lead to urban rehabilitation and social innovation through the inception and development of new working spaces. The study was designed while researching as a member of COST CA18214 (The Geography of New Working Spaces and the Impact on the Periphery).

Frente a las dinámicas de fuerte tensión especulativa durante la burbuja inmobiliaria, dirigida fundamentalmente a la ciudad en expansión, es decir, a la ocupación de territorio y espacio público, hoy el ajedrez de los fondos de inversión parece dirigirse cada vez más al interior de la ciudad. Este artículo pretende abrir algunas pautas acerca de la relación actual entre Gentrificación y Derecho a la Ciudad, como deseo de una colectividad hacia el futuro de nuestro entorno urbano. En concreto, se analizarán algunas experiencias acerca de la rehabilitación urbana e innovación social en ciudades mediterráneas y, más en profundidad, la relación entre economía social y rehabilitación urbana de áreas de alto valor patrimonial. Con mayor detalle, se analizará la experiencia de reactivación urbana a través de procesos cooperativos en curso en el caso de PAX-Patios de la Axarquía, una estrategia de rehabilitación y reuso de casas de vecinos en el casco histórico de Córdoba como medida de cohesión social en una zona de alto valor patrimonial —reconocida por la Unesco en su componente material e inmaterial—, en riesgo de gentrificación. Faced with the dynamics of strong speculative tension during the real estate bubble, aimed primarily at the expanding city, that is, the occupation of territory and public space, today the chess of investment funds seems to be increasingly directed towards the interior of the city. This article aims to open some guidelines about the current relationship between Gentrification and the Right to the City, as a desire for a collective towards the future of our urban environment. Specifically, some experiences about urban reha-bilitation and social innovation in Mediterranean cities and, more in depth, the relationship between social economy and urban rehabilitation of areas of high heritage value will be analyzed. In more detail, the experience of urban revival will be analyzed through ongoing cooperative processes in the case of PAX-Patios de la Axerquía, a strategy of rehabilitation and reuse of neighboring houses in the historic center of Córdoba as a measure of social cohesion in an area of high heritage value -recognized by Unesco in its material and immaterial component-, at risk of gentrification.

Dissertação de Mestrado Integrado em Arquitetura apresentada à Faculdade de Ciências e Tecnologia A presente dissertação nasce em contexto académico, de um desafio prático para reinventar a cidade de Gouveia, proposto pelo Atelier de Projeto II-C. Para lhe dar resposta, foi definida uma estratégia coletiva, que enquadra a proposta individual que se apresenta nesta tese. O Bairro Ricardo Mota, a nordeste do centro da cidade, estabelece-se como objeto de análise. Encontra-se praticamente ao abandono, com os seus edifícios devolutos e em ruína, que contam a história de um local outrora vivido, e palco de importantes dinâmicas sociais. Foi fundado por Ricardo Mota, e é composto pela sua própria habitação e muitas outras, que terão alojado inúmeros trabalhadores das indústrias gouveenses. A tese propõe-se a cruzar as temáticas da agricultura urbana, no âmbito da regeneração urbana e da reabilitação ecoeficiente de edifícios, para formalizar uma proposta, onde a memória agrícola é reinventada na cidade, colonizando o interior do quarteirão e os seus edifícios, numa lógica de proximidade. O projeto pretende reabilitar os edifícios do Bairro, bem como os seus espaços exteriores, transformando-os num núcleo ativo da cidade. O programa proposto pretende transformar os edifícios, requalificando habitações e comércio existentes, criando espaços para alojamento local, espaços de produção agrícola biológica indoor e outdoor, e ainda, proporcionando novos modos de habitar, onde o espaço social doméstico é acompanhado de uma estufa ou espaço produtivo, para usufruto pessoal. A proposta pretende re-equacionar a condição da agricultura em meio urbano, promovendo modos de vida saudáveis, práticas intergeracionais, novas dinâmicas socais e uma renovada consciência ambiental, estimulando uma economia circular equilibrada. The present thesis was born in an academic context from a practical challenge to reinvent the city of Gouveia, proposed by Atelier de Projeto II-C. In order to respond to it, a collective strategy was defined, in which fits the individual proposal presented in this thesis. The Bairro Ricardo Mota, northeast of the city centre, is established as the object of analysis. It is practically abandoned, with its derelict and ruined buildings, which tell the story of a place once lived, and stage of important social dynamics. It was founded by Ricardo Mota, and consists of his own house and many others, which have housed countless workers of the industries of Gouveia. The thesis proposes to cross the themes of urban farming, within the scope of urban regeneration and the eco-efficient rehabilitation of buildings, to formalize a proposal, where the agricultural memory is reinvented in the city, colonizing the interior of the block and its buildings, in a proximity logic. This project aims to rehabilitate the buildings in the neighbourhood, as well as its outdoor spaces, transforming them into an active nucleus of the city. The proposed program intends to transform the buildings, requalifying existing housing and commerce, creating spaces for local accommodation, indoor and outdoor spaces for organic agricultural production, and also providing new ways of living, where the domestic social space is accompanied by a greenhouse or productive space, for personal fruition. The proposal intends to re-equate the condition of agriculture in urban spaces, promoting healthy lifestyles, intergenerational practices, new social dynamics and a renewed environmental awareness, stimulating a balanced circular economy.

Barrancabermeja es una de las ciudades con mayor potencial de desarrollo integral en Santander, debido a su localización dentro de la geografía del país y su relación con el rio Magdalena, siendo este el más importante afluente de Colombia; convirtiendo históricamente a Barrancabermeja en un punto estratégico comercial tanto a nivel nacional como micro regional, de conexión fluvial entre los municipios del Magdalena medio. A partir de la construcción del ferrocarril y la puesta en funcionamiento de los nuevos medios de transporte se transforman los circuitos de comunicación cambiando así las actividades económicas y comerciales trasladándose hacia el oriente de la ciudad, perdiendo así la importancia y jerarquía que el transporte fluvial había desarrollado históricamente en el rio Magdalena, frente a esta situación surge un área portuaria deteriorada física y socialmente, causando un ambiente de inseguridad por la presencia del comercio informal. Dado que las dinámicas de conexiones urbanas generan este tipo de problemáticas al interior de las ciudades, surge la formulación de este proyecto de grado en modalidad investigación a partir de las inquietudes generadas en el Semillero de Estudios Urbanos – SEURB y del reconocimiento de los hechos urbanos que suceden en el eje entre el muelle y la plaza de mercado del Municipio de Barrancabermeja. Con base en la síntesis y confrontación de teorías de análisis urbano planteadas por Jan Gehl, Ricardo Tapia y Salvador Rueda, se plantea que los cambios en uso de suelo y medios de transporte cambian las actividades económicas y sociales hacen necesaria una rehabilitación urbana. From the construction of the railway and the putting into operation of the new means of transport, the communication circuits are transformed, thus changing the economic and commercial activities moving towards the east of the city, thus losing the importance and hierarchy that river transport had Historically developed in the Magdalena River, in the face of this situation a physically and socially deteriorated port area arises, causing an environment of insecurity due to the presence of informal trade. Given that the dynamics of urban connections generate this type of problems within cities, the formulation of this degree project in research mode arises from the concerns generated in the Seedbed of Urban Studies - SEURB and the recognition of urban facts that happen in the axis between the pier and the market place of the Municipality of Barrancabermeja. Dissertação de Mestrado Integrado em Arquitetura apresentada à Faculdade de Ciências e Tecnologia É corrente, nos dias de hoje, refletir sobre o que é património e a respetiva importância para a identidade do lugar. Preservá-lo tornou-se numa obrigação ética, arquitetónica e política, não apenas pelo seu valor histórico e cultural intrínsecos, mas também pelo seu valor económico, enquanto recurso e produto diferenciador de uma crescente indústria turística, e valor social, como repositório de uma memória coletiva e vivência local. Hoje, o maior desafio consiste em recuperar o património, não apenas para um turismo crescente mas sim, para o próprio ambiente e para os seus habitantes. Atualmente, cerca de dois terços do território português correspondem a núcleos rurais. Numa altura de mudança, em que a museificação destes territórios cresce exponencialmente, torna-se necessário refletir sobre uma tipologia de reabilitação urbana e patrimonial mais adequada, de forma a que estes territórios não percam a sua identidade e que não se comprometa o seu desenvolvimento natural. Através do estudo aprofundando de uma iniciativa pioneira na revitalização rural, que alterou por completo o rumo destes territórios, e das diversas realidades que promoveram o seu surgimento, a presente dissertação pretende apresentar uma proposta de expansão do Programa de Recuperação das Aldeias Históricas de Portugal, com o intuito de promover o Reabi(li)tar do Interior de Portugal. Perante um dos maiores problemas demográficos do nosso país, que é o despovoamento e a descaraterização do Interior de Portugal, a presente dissertação não pretende apenas ser uma proposta de alargamento programático de uma ação piloto que alterou por completo uma determinada região. Pretende também espoletar uma reflexão e uma mudança de um rumo que se tem vindo a observar nas ultimas décadas no nosso país. Nowadays, it is common to reflect on what heritage is and its importance for the identity of the place. Preserving it has become an ethical, architectural and political obligation, not only for its historical and cultural intrinsic value, but also for its economic value, as a differentiating resource and product of a growing tourist industry, and social value, as a repository of collective memory and local experience. Today, the biggest challenge is to recover the heritage, not only for growing tourism but also for the environment itself and its inhabitants. Currently, about two-thirds of the Portuguese territory corresponds to rural nuclei. At a time of change, in which the museification of these territories grows exponentially, it is necessary to reflect on a more appropriate typology of urban and heritage rehabilitation, so that these territories do not lose their identity and do not compromise their natural development. Through an in-depth study of a pioneering initiative in rural revitalization, which completely changed the course of these territories, and of the various realities that promoted their emergence, this dissertation intends to present a proposal for expanding the Program for the Recovery of Historical Villages in Portugal to promote the Rehabilitation of the Interior of Portugal. Faced with one of the biggest demographic problems of our country, which is the depopulation and de-characterization of the Interior of Portugal, this dissertation is not intended only to be a proposal for the programmatic expansion of a pilot action that completely changed a given region. It also intends to trigger a reflection and a change of direction that has been observed in the last decades in our country.
