E-LIS established in 2003 is an international open access archive on librarianship, information science and technology, and related disciplines. It uses the Open Archives Initiative (OAI) protocol and tools to facilitate interoperability between repository servers. E-LIS is the first e-server and largest repository in Library and Information Science (LIS) and is managed and maintained by an international team of experts working on a voluntary basis. The purpose of this paper is to describe the main characteristics (technical and organizational) of the archive and its configuration and customisation, and discuss its policies, aims and mission. Its main focus, however, is on the E-LIS organizational model and on the strategic issues correlated to Open Access (OA). The challenges and opportunities of E-LIS consequent to a global vision for the LIS are also discussed. It explains how E-LIS stimulates participation from all over the world, which helps research activities on the subject worldwide. The paper emphasises that E-LIS can promote OA movement in general, and so it can help in disseminating the OA philosophy serving as a model to reveal the benefits of international subject specific open access repositories.

Standardization is essential for proper transfer, storage and recovery of information. Standardization affects all aspects of information usage, and not only for professionals in information processing. The most prominent aspectsof professional practice in this field are adressed, including the IraLIS solution for citing Spanish authors with multiple surnames. There is a need for Spanish scientific authors to be aware that taking these actions will improve the visibility of their work in international citation resources.

AGRIS is the International System for Agricultural Science and Technology. It is supported by a large community of data providers, partners and users. AGRIS is a database that aggregates bibliographic data, and through this core data, related content across online information systems is retrieved by taking advantage of Semantic Web capabilities. AGRIS is a global public good and its vision is to be a responsive service to its user needs by facilitating contributions and feedback regarding the AGRIS core knowledgebase, AGRIS’s future and its continuous development. Periodic AGRIS e-consultations, partner meetings and user feedback are assimilated to the development of the AGRIS application and content coverage. This paper outlines the current AGRIS technical set-up, its network of partners, data providers and users as well as how AGRIS’s responsiveness to clients’ needs inspires the continuous technical development of the application. The paper concludes by providing a use case of how the AGRIS stakeholder input and the subsequent AGRIS e-consultation results influence the development of the AGRIS application, knowledgebase and service delivery.

Access to scientific information in the last years has been one of the most complex, attractive and controversial subjects in our field. The present work collects the experience of E-LIS: Eprints for Library and Information Science [http://eprints.rclis.org/], an open archive specialized in these subjects and developed by an international group of specialists from January 2003. This international repository was created for the information professionals’ community in order to give them the biggest digital library specialized in Information Science and freely available. The different open access archives currently existing, and their relation with E-LIS, are mentioned. The main characteristics of E-LIS are described, and the statistics obtained after two years of operation are analyzed. It is concluded that the utilization of E-LIS as information source and as a way of diffusion will contribute to the unification of librarians and information professionals and to the consolidation of the Information Sciences as a scientific discipline.

E-LIS (E-prints in library and information science) is an open archive devoted to library and information sciences. It is an international digital library that has functioned since January 2003, with the goal of spreading the open access philosophy within our community. Its characteristics and functionality are described briefly, as are the background and reasons for its creation. The article explains how the use of the GNU Eprints software was a determining factor in the archive's current structure. In concluding, E-LIS is promoted not only as a source of information for retrieving full text documents, but also as an example for the LIS community of open archives and of the changes that are affecting all scholarly communication.

The authors describe the OAI-PMH protocol (Open Archives Initiative Protocol for Metadata Harvesting) used for the interchange of metadata on the internet. Analysed are questions such as the context in which the protocol was born –communities of scientific documents repositories– and how it has evolved and extended its reach to include any material in electronic format. Its architecture, based on the client/server model, is briefly described. Clients, which are called "archives",place Dublin Core metadata in the public domain in order for servers or service providers to retrieve this metadata and to build added value services for end users. Communication between archives and services takes place using the http protocol. Questions and replies are coded in xml. The authors conclude with a review of the main institutions that have implemented the protocol, user services based on it, and software tools that facilitate the creation of open archives.

We show the first steps of the initiatives Open data and Linked open data as sources of innovation in the field of information management. As the Open Access movement (OA) and the Open Archives Initiative(OAI) implied some years ago, these two initiatives constitute a shock that reverberated in technological innovation and the structure of the Web. We present a global overview of Open data and national projects related to government data. Four Spanish local or regional administrations have already begun to release their data: in chronological order, Asturias, Euskadi, Zaragoza and Catalonia. In the case of Linked open data we also provide a global picture, with 203 registered projects. We describe in more detail the work that the W3C is currently carrying out in the field of libraries. Finally we present the consecuences these new developments can have for librarianship and information science.

The traditional approach of sharing data within silos seems to have reached its end with Web advancing to an era of opening data. From governments and international organizations to local cities and institutions, there is a widespread effort of opening up and interlinking data. Two important concepts have been coined in this context: •Open Data, defined as “data that can be freely used, reused and redistributed by anyone – subject only, at most, to the requirement to attribute and share alike” ; and •Linked Data, associated to the technical interoperability of data, which enables to connect data from a variety of sources (related to the Semantic Web architecture) . While Open Data refers to data freely available without restrictions , Linked Data is refereeing to machine-readable data. Therefore data can be open but not linked or linked but not open, however if data is open and linked it then becomes Linked Open Data. The main difference between the web of hypertext and the Semantic Web is that while the first links html pages or documents, the second goes beyond the concept of document and links structured data. In this context, Linked Data is the set of best practices for publishing and connecting structured data on the Web. This particular scenario is beneficial for digital repositories, as a way to enhance the visibility and interoperability of data by linking their content into the wider Web of Data.

The paper presents a system for customized metadata facility adapted to expose domain specific metadata along with language attributes. Quality metadata is crucial for efficient information retrieval. Use of standard and common vocabulary leads to normalization of differences that arise due geographic, cultural, domain specific environments even amongst digital libraries with same or similar collection scopes. The present work demonstrates implementation of language attributes (which is missing in the official version of DSpace) for metadata elements. As a case study we demonstrate the AGRIS (Agricultural Information System) application profile customized for metadata in DSpace repositories. It serves as a full text content management platform for the agricultural community and especially the languagewise disparate and geographically distributed AGRIS network through enriched domain metadata in standard format for the description, management and better metadata sharing.

Berlin 5 Open Access: From Practice to Impact: Consequences of Knowledge Dissemination. Report of the conference

E-LIS is an open access archive for library and information science. With over 5,800 documents as of June 2007 (over 5,000 in February 2007 when the archive was investigated in-depth), E-LIS is the world’s largest archive for LIS. Over half the documents in ELIS are peer-reviewed. E-LIS is particularly strong in English and Spanish language documents, but supports over 22 languages. With this multilingual support and a global team of volunteer editors, E-LIS has significant diversity in content, an advantage over traditional, english-based LIS resources. Not surprising, this tool designed by and for librarians features robust and userfriendly search options. Lack of phrase searching, and pointing to a cross-archiving searching tool no longer supported when much better options are available, are identified as areas for improvement.

E-LIS is the first international e-server in this area, is part of the RCLIS (Research in Computing, Library and Information Science) project and is organised, managed and maintained by an international team of librarians working on a voluntary basis. This paper describes the main characteristics (technical and organizational) of the archive and its configuration and customization, and discusses its policies, aims and mission. Its main focus, however, is on the E-LIS organizational model and on the strategic issues correlated with Open Access (OA). It also delineates some of the challenges and opportunities consequent on a global vision for the Library and Information Science (LIS) field which envisages papers coming from all over the world and which gives E-LIS the impetus and motivation to stimulate participation in the venture and to further develop international research activities. Finally, this paper also emphasises that the promotion of E-LIS further enhances the OA movement in general, so E-LIS can be regarded as a tool for the dissemination of the OA philosophy.

The present work aims to diffuse the E-LIS service inside the cuban libraries communities. E-prints in Library and Information Science (E-LIS) is the largest open archive in Library and Information Science. Its purpose is to make the full text of scientific documents visible, accessible, searchable and useable by any potential user with access to the Internet. Furthermore this service aims to support specialists, technicians and students who wish to publish or otherwise make their papers, published or not, available world-wide.

In this paper we present a case study of a digital library specialised in Information Science: RCLIS. Our aim is to describe the main characteristics of a project in which we have been working for more than three years. RCLIS (Research in Computing, Library and Information Science) is an international co-operative effort to develop a digital library for Information Science. The initiative has two main objectives. Firstly, it tries to compile and to place in the public domain metadata about research documents. The data is freely available for public and private, commercial and no-commercial, purposes. It will also serve as a testbed for digital library research. Secondly to facilitate the access to the freely documents available on the Internet, in order to increase their visibility. RCLIS deals with traditional documents like conference proceedings, articles published in journals and research reports.

Controlled Vocabularies are one of the semantic glues that binds open access repositories and scholarly communication infrastructures together. They offer great benefit to the community, because they ensure interoperability between repositories and repository content, and facilitate greater discovery, tracking and re-use of research materials. Faced with recurring issues in repository metadata the workshop will discuss the need of an agreed set of controlled vocabularies in bibliographic metadata. Examples include vocabularies on resource types, access rights, version and date types. They are being developed through the use of semantic products and standards and are the work of the COAR Interest Group on "Controlled Vocabularies for Repository Assets", established in 2014.

The use of controlled vocabularies in bibliographic metadata is essential to ensure interoperability in terms of data exchange and the provision of value added services. Repositories are using controlled vocabularies (e.g. from the Dublin Core Metadata Initiative) and application profiles (e.g. info: eu-repo) across system boundaries. However, in practice, one can observe a lack of consistent use, granularity and regular maintenance which has significant negative impact on resuability of metadata. In addition, new application scenarios arise (e.g. recording of funder and project/grant information, linking publications with other scholarly output, producing reliable usage statistics and sharing of scholarly information across different systems, like literature repositories, data repositories and current research information systems) and thus increased demands on controlled vocabularies. The COAR Interest Group on “Controlled Vocabularies” aims to address this problem and is developing a set of controlled vocabularies for open access repositories as a community-driven effort. Using the example of the COAR ResourceType vocabulary to describe the genre of a digital object organizational, methodological and technical steps of its implementation are presented.
