Abstract

Reference evapotranspiration (ET 0) is an essential parameter for hydrological modeling, irrigation planning and for studying the impacts of climate change on water resources. The Penman–Monteith method is recommended for estimating ET 0 under all climatic conditions, but its application is limited in regions where data is difficult to access. The alternative is to use methods that incorporate fewer climatic parameters. The objective of this work is to evaluate twenty alternative methods using few climate parameters of estimating ET 0 and to calibrate/validate the best ones in order to adapt them to the climatic context of the main hydrosystems of Senegal: Senegal, Gambia and Casamance river basins. The KGE and the PBIAS were used to evaluate the performance of the methods. The results show that after calibration/validation the methods of Trabert, Hargreaves, Hargreaves & Samani, Trajkovic and Oudin are the best on for the estimation of the reference evapotranspiration in the Senegal, Gambia and Casamance River Basins. Abstract

Analysis of reference evapotranspiration (ET 0) trends is essential for understanding the impacts of climate change on water resources. Thus, despite the continuous rise in temperatures, a decrease in evapotranspiration is noted in some parts of the world. This contrast is called the "evaporation paradox" and is thought to be related to the variation in wind speed, relative humidity and solar radiation. The objective of this work is to analyze the annual and seasonal trends of ET 0 and climate variables at the scale of the Senegal, Gambia and Casamance river basins. The reanalyze data of NASA/POWER are used over the period 1984–2019. Mann Kendall's test and Sen slope were used to analyze trends in ET 0 and climate variables. Results show that on annual scale, ET 0 increases significantly in 32 % of the Senegal basin and decreases in less than 1 % of it. In contrast, in the Casamance and Gambia basins, the annual ET 0 drops by 65 % and 18 %, respectively. On an annual scale, temperature and relative humidity show an increasing trend over all basins while wind speed and radiation decrease significantly. This confirms the existence of the "evaporation paradox" in the three basins. This phenomenon is explained by the increase in relative humidity and the decrease in wind speed and solar radiation. Abstract

The aim of the dossier is to open up debate on the real impact of copyright laws affecting the people of the more than 150 developing countries in the Global South, many of whom have never read a book, have no access to the Internet and are facing an indeterminate future. The dossier highlights issues that are not only unique to the Global South, but also focuses on those issues that affect both sides of the North - South divide. This dossier is addressed to the general public, researchers, educators, librarians, activists, and organizations concerned about access to knowledge who want to learn more about the global role of copyright and, in particular, copyright's largely negative role in developing countries of the global South. In more than 50 articles totalling 215 pages, we, in the Copy/South Research Group, who have researched and debated these issues over the past 12 months, have tried to critically analyse and assess a wide range of copyright-related issues that impact on the daily lives (and future lives) of those who live in the global South.

Abstract

In this paper, we apply Value-at-Risk (VaR) approaches on the problem of yearly electric generation management. In a classical approach, the future is modelled as a markov chain and the goal is to minimize the average generation cost over this uncertain future. However, such a strategy could lead to big financiallosses if worst case scenarios occur. The two VaR approaches we propose, precisely aim at robustifying the model. On a practical point of view, it amounts to introduce a new set of constraints modelling the uncertainties in the original optimization problem or equivalently to change the dual objective function. The new optimization problems are solved as efficiently as the nominal model. Numerical simulations are presented and discussed for this application.

69. The effects of decentralized management of resources allocated to schools through CGEs on teaching conditions: Case of the Sinthiane Bango elementary school in Saint Louis

Abstract

This article aims to study the effects of the policy of decentralization of school management in Senegal on the improvement of working conditions by taking the case of an elementary school of Sinthiane Bango in Saint-Louis/Commune. Our method of investigation is based on three types of survey targeting the indicators which make it possible to follow the evolution of the variables identified after the operationalization of the key concepts. Interviews allowed us to gather information from the school director, members of the CGE and teachers. Data processing was done by Excel. The same is true for the presentation of data and the production of curves. For the analysis, the evolution of the indicators made it possible to verify our research hypotheses. Adopting a qualitative approach of the inductive type, the results showed that decentralized management of the school by the CGE contributes to a better use of financial resources. The verification of the first hypothesis is made by monitoring the variables related to the functioning of the CGE. The committee would make it possible to better manage the school's resources through democratic, transparent and efficient management. Notre méthode d’investigation est basée sur trois types de questionnaires ciblant les indicateurs qui permettent de suivre l’évolution des variables identifiées après l’opérationnalisation des concepts clés. Des entretiens nous ont permis de recueillir des informations aux près du directeur de l’école, des membres du CGE et des enseignants. Le traitement des données a été fait par Excel. Il en est de même pour la présentation des données et la production de courbes. Pour l’analyse, l’évolution des indicateurs a permis de vérifier nos hypothèses de recherche. Adoptant une démarche qualitative de type inductif, les résultats ont montré qu’une gestion décentralisée de l’école par le CGE contribue à une meilleure utilisation des ressources financières. La vérification de la première hypothèse est faite par le suivi des variables liées au fonctionnement du CGE.  Le comité permettrait de mieux gérer les ressources de l’école par une gestion démocratique, transparente et efficace. Abstract

Ce papier a pour objectif d’étudier l'impact de la globalisation financière sur le développement financier des pays de la CEDEAO. En utilisant les méthodes d’aide à la décision multicritère, ce papier élabore une nouvelle mesure du développement financier et étudie, à l’aide de la régression quantile l’impact de la globalisation financière sur le développement financier. Les résultats obtenus montrent que la Cote d’Ivoire tout début des années 2000, avait le système financier le plus développé dans l’espace CEDEAO. Cependant, son système financier s’est largement dégradé du fait des différentes crises politiques. A partir de 2004, le Cap-Vert devient le pays dont le système financier est le plus développé; et cela jusqu’en 2019. Les résultats de la régression quantile sur des données de panel montrent que la globalisation financière a un impact négatif sur le système financier des pays du quantile d’ordre 25%. Cependant, pour les autres quantiles (50% et 75%), l’ouverture internationale a un effet positif sur le développement financier.

Abstract

L'augmentation des températures dans un contexte de changement climatique devrait être accompagnée par une hausse de l'évaporation et de l'évapotranspiration (ET0). Toutefois des études ont montré une baisse de l'évaporation (ou de l'évapotranspiration) dans certaines régions du monde. Ce contraste entre la baisse de l'évaporation et l'augmentation des températures, qui varie en fonction des zones climatiques, est connu sous le nom de "paradoxe d'évaporation". L'objectif de ce travail est d'en examiner les causes dans la vallée du fleuve Sénégal. Les données climatiques (évaporation, pluie, température, humidité relative, durée d'insolation) observées aux stations de Bakel, Podor, Matam et Saint-Louis, ont été traitées sur la période 1981-2015. La méthodologie comporte : 1/ la détection des ruptures par le test de PETTITT, 2/ l'analyse de la relation entre l'évaporation / évapotranspiration et les variables climatiques par le test de corrélation de PEARSON, 3/ la détection des tendances de l'évaporation / ET0 et des variables climatiques par le test de MANN-KENDALL et la pente de SEN. Les ruptures de l'évaporation et de l'évapotranspiration sont respectivement identifiées dans les années 1990 et 2000. La corrélation de PEARSON montre que l'évaporation et l'ET0 ont pour relation la plus forte, celle avec l'humidité relative. Le test de MANN-KENDALL révèle une baisse significative (p-value ˂ 0,001) de l'évaporation et une évolution nuancée (baisse et hausse) de l'évapotranspiration de référence. Cette baisse de l'évaporation, combinée à une hausse significative de la température, met en évidence l'existence d'un paradoxe d'évaporation dans la vallée du fleuve Sénégal. Ce paradoxe d'évaporation s'explique ici par la hausse significative de l'humidité relative et de la pluviométrie, mais aussi par la baisse significative de la durée d'insolation. The increase in temperatures in a context of climate change should be accompanied by an increase in evaporation or evapotranspiration (ET0). However, studies have shown a decrease in evaporation (or evapotranspiration) in certain regions of the world. This contrast between the decrease in evaporation and the increase in temperature, which varies according to the climatic zones, is known as the "evaporation paradox". The objective of this work is to examine the causes in the climatic context of the Senegal River Valley. The climatic data (evaporation, rain, temperature, relative humidity, insolation) observed at the stations of Bakel, Podor, Matam and Saint-Louis were used over the period 1981-2015. The methodology includes: 1/ the detection of ruptures by the PETTITT test, 2/ the analysis of the relationship between evaporation / evapotranspiration and climatic variables by the PEARSON correlation test, 3/ the detection of trends in Evaporation / ET0 and climate variables by the MANN-KENDALL test and SEN’s slope. The breaks in evaporation and evapotranspiration are respectively identified in the 1990s and 2000s. The PEARSON correlation shows that evaporation and ET0 have their strongest relationship with the relative humidity. MANN-KENDALL's test reveals a significant decrease (p-value ˂ 0.001) in evaporation and a mixed trend (decrease and increase) in reference evapotranspiration. This decrease in evaporation, combined with a significant increase in temperature, highlights the existence of an evaporation paradox in the Senegal river valley. This evaporation paradox is explained here by the significant increase in relative humidity and rainfall, but also by the significant decrease in sunshine hours.

Abstract

Background: Primates can harbor parasites that could be pathogenic or not for humans and primates themselves. It is necessary to know the parasitological situation of the primates that are under surveillance in the park.Aim: To estimate the prevalence and diversity of gastrointestinal parasites, including zoonotic potential parasites, in baboons in the Niokolo-Koba National Park located in Senegal.Method: Fecal samples (n = 50) from two groups of baboons (A and B) were collected in October 2019. The samples were processed using the flotation technique and the modified Ritchie method. Slides were examined microscopically and the parasite identification was based on morphology, color, and parasite content.Results: A total of seven nematodes (Strongyloides sp., Trichirus sp., Ancylostoma sp., Mammo monogamus, Enterobius sp., Strongyloides stercoralis, Strongyle digestif), one cestode (Bertiella sp.), and one trematode (Fasciolopsis sp.) were identified. The overall prevalence was 78%, while the prevalence of poly-infected samples was 49%. The parasite with zoonotic potential, S. stercoralis, was identified in group B samples. Trichuris sp., which is common and pathogenic to humans and primates, was present with prevalence of 52% and of 32% in groups A and B, respectively.Conclusion: These results suggest that baboons are infested with zoonotic parasites and this situation could expose people working in this park to infection. Contact between humans and these baboons or their feces could expose them to infection with zoonotic parasites.

Abstract

The ultrastructure of the mature spermatozoa of Tergestia clonacantha and T. laticollis collected from the digestive tracts of fishes from New Caledonia is described using transmission electron microscopy and compared to that of related species. The spermatozoa of the two species exhibit the general pattern described in most digeneans, namely two axonemes with the 9 + “1” pattern of the Trepaxonemata, nucleus, mitochondrion, cortical microtubules, an external ornamentation of the plasma membrane, spine-like bodies and granules of glycogen. The spermatozoa of T. clonacantha and T. laticollis show the same ultrastructural model with some specificities in each case, particularly in the disposition of the structures in the posterior extremities of the spermatozoon. This study confirms that ultrastructural characters of the mature spermatozoon are useful tools for the phylogenetic analysis of the Digenea.

Abstract

Chimpanzees use tools extensively, but tool-assisted hunting has been reported at only two sites thus far. Systematic tool-assisted hunting has only been recorded at the Fongoli site in Senegal, where hundreds of cases have been recorded of chimpanzees using tools to hunt bushbaby (Galago senegalensis) prey. Here, we report a putative case of tool-assisted hunting at the Bantan study site in southeastern Senegal, based on indirect evidence of tools and tool-making traces in a context similar to that observed at neighboring Fongoli chimpanzee community. If our interpretations are correct, the simplest explanation is that Fongoli females have dispersed to this neighboring community, bringing with them the behavior of tool-assisted hunting. However, the persistence and frequency of tool-assisted hunting at other sites in Senegal is still unknown. Tool-assisted hunting in the Bantan chimpanzee community would present only the third such known site for such behavior among wild chimpanzees thus far.
