An unanticipated and unexpected problem occurred when astronauts first walked on the Moon : the strong adhesion of lunar regolith (the dust covering the whole surface of the Moon) to every man-made equipment. Next space missions will be guided thanks to robots. It therefore becomes crucial to understand and bring under control the problem of lunar dust adhesion. This Ph.D thesis aims at studying and characterizing the physical phenomena at stake.The first work done had been the characterization of the Van der Waals adhesion force. This force acting between a grain and a substrate is theoretically defined but remains poorly experimentally characterized. An external motor has been implemented within the DROP (Dust RegOlith and Particles) vacuum chamber in order to determine the adhesion force using the centrifugal force, which is hypothesized to be equal to the former when the particle is removed. Results from this first work showed the importance of several parameters: composition and substrate roughness in association with the particle shape.Electrostatic forces are the second forces responsible for dust contamination. They result from the interaction of the dust grain and space environment and are all electrostatic charge dependent. Two main phenomenon act on charge settlement: charging current collection (from solar wind and photoemission) and conduction current through neighboring surfaces. Second work has been charge characterization, as this parameter is also not well known. Study of the charging currents has been made thanks to numerical simulations done on the SPIS software and showed complex charge pattern. Conduction current through a dust layer was made using two methods: broadband dielectric spectroscopy (BDS) measurements done at CIRIMAT and DC-currents at ONERA. Study of different structures such as layers and monolayers of soda-lime glass spheres gave a better understanding of charge leakage.These conjoint studies (collection and leakage current) help determine the charge balance within a grain, and by expansion electrostatic forces. The outcome, combined to previous results obtained using centrifugal method allow to better understand forces acting on a grain at the surface of the Moon. It also enables us to justify to manufactures of parameters and solutions limiting dust contamination.; Les missions Apollo ont rapporté le problème d’adhésion du régolithe lunaire, où l’épaisse couche de grains présente à la surface de la Lune adhérait aux combinaisons spatiales et à la surface de nombreux équipements techniques et scientifiques. Cette contamination reste un frein pour la suite de l’exploration spatiale, qu’il est nécessaire de caractériser. Sous environnement spatial, les forces responsables de l’adhésion sont les forces de Van der Waals ainsi que les forces électrostatiques. Ces dernières résultent de l’interaction entre la poussière et l’environnement spatial et dépendent de la charge électrostatique. L’objectif du travail présenté lors de cette soutenance est centré sur la compréhension de la dynamique de la charge et de l’adhésion du régolithe lunaire sous environnement spatial. Plus particulièrement, c’est la caractérisation de l’adhésion en termes de force et de la modélisation de la charge électrostatique à l’échelle microscopique qui sont visées. Pour cela, plusieurs outils ont été utilisés : le caisson sous vide DROP qui permet de faire les mesures expérimentales, des simulants de poussières lunaires ainsi que le logiciel de simulations SPIS.La première force à avoir été évaluée est la force de Van der Waals à l’aide d’un dispositif centrifuge dimensionné et implanté dans le caisson DROP. Les résultats de cette première campagne d’essais ont montré que plusieurs facteurs jouaient un rôle important dans l’adhésion : la rugosité et la composition du substrat ainsi que la forme de la particule. Des mesures XPS réalisées parallèlement ont montré une forte oxydation de surface des échantillons suite à leur mise en contact avec l’atmosphère. Cette couche diélectrique pourrait être à l’origine de l’apparition de forces électrostatiques supplémentaires. Les forces électrostatiques ont ensuite été étudiées au travers de la charge électrostatique. Deux phénomènes participent à l’établissement de cette dernière sur un grain de poussière : la collection de courant chargeant (vent solaire, photo-émission) et le courant de fuite (conduction) à travers les surfaces environnantes. L’étude du courant de conduction à travers une couche de poussière a été effectuée grâce à deux techniques de mesures de la conductivité : la spectroscopie diélectrique dynamique (SDD) au CIRIMAT et une mesure de courant DC réalisée à l’ONERA. Les données expérimentales obtenues ont été comparées à un modèle développé durant cette thèse et qui prédit bien les conductivités. Ce même modèle a aussi permis de caractériser des simulants de poussières lunaires en déterminant entre autre leur conductivité bulk. La collection des courants chargeants a ensuite été étudiée via des simulations réalisées avec le logiciel SPIS. Ces modélisations ont permis de mettre en évidence un phénomène de charge complexe à l’échelle d’un grain microscopique, avec des zones positives et négatives. Un deuxième travail couplant des expérimentations et des simulations a permis de mieux comprendre les mécanismes de charge et relaxation de charges au travers d’une couche de poussières, sur des échelles autant macroscopique que microscopique. L’utilisation de SPIS en tant que modèle prédictif de la charge est satisfaisante et l’on préconise maintenant de lui adjoindre un module de calcul des forces électrostatiques.

The moon in the ancient Greek world is a problematic topic, for which there is no single, homogeneous definition. Nevertheless, the focus on visualness that we have chosen for our study, allows us to make out some elements of consistency and to account both for the existence of Selene as a divine figure making herself manifest in the visible world by appearing and disappearing, and for the tale of Endymion, the moon-goddess’ lover, and of his eternal sleep. Our work is divided in four parts: we first focus on the light of the moon and the visions it summons, as well as the representation of lunar eclipses; secondly, on Selene and her way of acting as a visible goddess and as a celestial eye; thirdly, on Endymion and the textual and iconographic representations of his sleep, which allows us to deal with the question of dreaming; fourthly, on the moon as a mirror and a source of reflections (eidola). The perspective that we choose to adopt is inspired by the methods of historical anthropology. We aim to shed light on structures and relations, relying on the analysis of various sources in context within a vast corpus extending from the archaic period to the end of the Roman Empire. Our goal is not to define a general “lunar mythology”, but rather to examine what the definition of the moon as a visual object might reveal.; La lune dans le monde grec est un objet d’étude problématique dont la définition n’est pas unique et homogène. L’aspect sur lequel nous avons choisi de focaliser nos analyses, celui de la visualité, permet toutefois de faire ressortir certaines cohérences et de rendre compte à la fois de la figure divine de Séléné, déesse qui se manifeste dans le domaine du visible par ses apparitions et ses disparitions, et du récit d’Endymion, amant de la Lune au sommeil éternel. Notre recherche s’articule en quatre axes : la lumière de la lune, avec les visions qu’elle suscite et les représentations associées aux éclipses ; Séléné et son mode d’action en tant que déesse visible et œil du ciel ; Endymion et les représentations textuelles et iconographiques de son sommeil, soulevant la question du rêve ; enfin la lune comme miroir et source de reflets ou eidôla. La perspective adoptée, inspirée de l’anthropologie historique, dégage des structures et des relations en s’appuyant sur l’analyse contextualisée des sources au sein d’un corpus large (de la période archaïque à la fin de l’époque impériale). Il ne s’agit pas de définir une « mythologie lunaire » globale, mais plutôt de dégager les éléments qu’éclaire la caractérisation de la lune comme objet visuel.

We perform an extensive numerical analysis of $\beta$-skeleton graphs, a particular type of proximity graphs. In a $\beta$-skeleton graph (BSG) two vertices are connected if a proximity rule, that depends of the parameter $\beta\in(0,\infty)$, is satisfied. Moreover, for $\beta>1$ there exist two different proximity rules, leading to lune-based and circle-based BSGs. First, by computing the average degree of large ensembles of BSGs we detect differences, which increase with the increase of $\beta$, between lune-based and circle-based BSGs. Then, within a random matrix theory (RMT) approach, we explore spectral and eigenvector properties of randomly weighted BSGs by the use of the nearest-neighbor energy-level spacing distribution and the entropic eigenvector localization length, respectively. The RMT analysis allows us to conclude that a localization transition occurs at $\beta=1$., Comment: 8 pages, 12 figures

Capsule: Carbon dioxide (CO2) concentrations in the burrows of Sand Martins Riparia riparia increase with depth but have no detectable impact on fledging success.Aims: To investigate whether burrow depth and CO2 concentrations influence reproductive success in Sand Martins.Methods: We monitored two Sand Martin colonies along the River Lune, Lancashire, UK, to investigate the effect of burrow depth on reproductive success. We also measured CO2 levels in a sample of burrows to test whether burrow depth predicts CO2 concentration, and to test for a relationship between CO2 concentration and breeding success.Results: Burrow depth was significantly correlated with fledging success, but the correlation was positive in first broods and negative in second broods. The highest CO2 concentration recorded was 73 650 ppm and the mean concentration across burrows was 31 757 ppm. The lunar zodiac, generally known as the manāzil al-qamar in Arabic, served both as an astronomical and an astrological system. This was a system of 28 lunar “mansions” or “stations” in which the moon was said to station ( nazala ) each night of the sidereal month. For each of the asterisms of the mansions there were prognostications, astrological and mystical connections. One of the more widely traveled sources on this astrological content in the past three centuries has been based on the work of the 7th/13th century Aḥmad b. ʿAlī l-Būnī (d. ca 622/1225 or 630/1232-1233), especially the text known as Sams al-maʿārif. This article provides a translation and edition of the relevant section on the lunar mansions with a critical commentary. It is based primarily on a 11th/17th century manuscript preserved in Istanbul’s Suleymaniye library and attributed to al-Būnī.Le zodiaque lunaire, generalement connu sous le nom manāzil al-qamar en arabe, servit a la fois comme un systeme astronomique et astrologique. Kepler’s Somnium (1634), Kircher’s Iter exstaticum (1656), and Cyrano’s Voyage dans la Lune (1657) use elements of dream and fiction as literary strategies for imparting new cosmological knowledge. This essay argues that it is above all the heuristic potential inherent in metaphorical and analogical operations that fuels the recourse to fiction in Kepler, Cyrano, and Kircher. By utilizing fiction and metaphor as a heuristic faculty of the human imagination, Kepler’s Somnium establishes the epistemological counterpart to the Copernican revolution.

This paper compares Reynaldo Hahn’s and Gabriel Faure’s musical settings of Paul Verlaine’s poem, “La lune blanche luit dans les bois.” Composing at the end of the 19th century, Hahn and Faure were prominent figures in French musical culture—performing in the salons of the Parisian intelligentsia—and made significant contributions to the development of French art song. Despite having shared influences, their respective approaches to Verlaine’s poem are highly individual. I begin by introducing Verlaine and the poem through the broader lens of the symbolist movement, followed by an original interpretation of the poem. Through my analysis, I provide insight into Faure’s and Hahn’s harmonic languages, with an emphasis on their use of chromatic harmony, while highlighting unique characteristics of each setting and how they convey an individualized interpretation of the poem. I conclude by inviting additional exploration of Hahn’s and Faure’s output to gain a further understanding of their musical languages, and by framing their works within the broader context of 19th century France.

Planetary maps are powerful tools for the visualization of the formerly unknown planetary surfaces. The appropriate use of visualization and nomenclature is essential for making planetary maps that can be used by both professionals and the general public. This article describes an international mapping project that has produced several maps of the terrestrial planets and the Moon. The maps were published separately, as educational wall maps, and also appeared together in a world atlas. To select the most effective visual tools and nomenclature, we conducted a map reader perception study at the Edötvös Loránd University, Hungary, which is discussed in detail. The second part of the article describes the current system of planetary nomenclature, highlighting some of its problems, with special attention to its localization for bi- or multilingual planetary maps. On 4/5 December 2015 a slow moving frontal system associated with the extratropical cyclone Storm Desmond brought record-breaking levels of rainfall to Lancaster. Both high ground and low-lying areas were already saturated following the wettest November on record, and on the evening of 5 December the River Lune flooded into the city. Critical road and rail transport networks ground to a halt, and the city and the surrounding areas were left without mains power for 2 days after a key substation flooded, consequently leaving the majority of communication services inoperable. Was this a ‘Perfect Storm’, or a glimpse of what the future may hold for our cities as they face more frequent extreme weather events, set against the backdrop of urban population growth, and increasingly interdependent critical urban infrastructure systems?

This article is devoted to study the solvability of the Riemann–Hilbert problem, with arbitrary index, for the Cauchy–Riemann operator in a lens and two complementary lunes. We generalize the corresponding results obtained by Begehr and Vaitekhovich (Complex Var Elliptic Eqs. 2014;59:76–84). The parqueting-reflection technique is used. The boundary behaviour of related integral operators of Schwarz type and Pompeiu type is discussed. Then the expressions of the solutions are explicitly obtained.

International audience; The Chang'E-5 mission is the third phase of the Chinese Lunar Exploration Program and will collect and return lunar samples. In this paper, we present a novel tracking mode-Four-way lunar Lander-Orbiter tracking that possibly can be employed during the Chang'E-5 mission. The mathematical formulas for the Four-way lunar Lander Orbiter tracking mode are given and implemented in our newly-designed lunar spacecraft orbit determination and gravity field recovery software, the LUnar Gravity REcovery and Analysis Software/System (LUGREAS). The simulated observables permit analysis of the potential contribution Four-way lunar Lander Orbiter tracking could make to precision orbit determination for the Orbiter. Our results show that the Four-way lunar Lander Orbiter Range Rate has better geometric constraint on the orbit, and is more sensitive than the traditional two-way range rate that only tracks data between the Earth station and lunar Orbiter. After combining the Four-way lunar Lander Orbiter Range Rate data with the traditional two-way range rate data and considering the Lander position error and lunar gravity field error, the accuracy of precision orbit determination for the Orbiter in the simulation was improved significantly, with the biggest improvement being one order of magnitude, and the Lander position could be constrained to sub-meter level. This new tracking mode could provide a reference for the Chang'E-5 mission and have enormous potential for the positioning of future lunar farside Lander due to its relay characteristic. LUNE is a displayed lighting object representing time. It provides real-time lighting visualized moon phase. People can recognize the date of month through abstract image of moon. This product was developed to investigate the use of metaphor from lighting to represent time. A diverse set of researches and design initiatives related to time, temporality and slowness has emerged in the DIS and HCI communities. An important area of work is to represent time. The primary objective of this research is to suggest the new perspective of time called sense of time. First, we can understand how people perceive the time and we can also trace recent research related to perspectives of time in HCI. Second, we designed artifacts and investigated the use of moon phase as material to represent time in a new approach.

International audience; Dans le présent article, nous nous proposons d’analyser les parémies françaises et serbes avec les lexèmes soleil et lune afin de mettre en évidence toutes les ressemblances et les différences qui apparaissent sur les plans sémantique et culturel. À la lumière de la théorie des champs sémantiques de Kleiber et du modèle linguistique et culturel de Wierzbicka, les parémies sont répertoriées en deux sous-champs : a) les parémies qui renvoient au soleil (le lever du soleil, le coucher du soleil, les couleurs du soleil, la luminosité du soleil) et b) les parémies référant à la lune (la première phase de la lune, la deuxième phase de la lune, la troisième phase de la lune, la quatrième phase de la lune, les couleurs de la lune, les décors de la lune). La raison pour laquelle nous nous sommes décidé de choisir ces deux lexèmes repose sur les faits que le soleil et la lune sont essentiels à l’homme, qu’ils lui assurent la survie, la source d’enseignement et de richesse et c’est pourquoi un grand nombre de parémies leur est consacré beaucoup plus en français qu’en serbe. Ainsi, notre analyse démontre que les parémies, à part leur sens dénotatif, sont pourvues d’un sens connotatif productif en français tandis qu’en serbe il n’y a pas beaucoup d’exemples qui en témoignent. Autrement dit, les parémies se rapportent figurément aux différents aspects de la vie de l’homme, à ses traits de caractère, à ses états psychologiques, à sa position matérielle sur l’échelle sociale ainsi qu’à sa descendance. Pour ce qui est du corpus, les parémies sont tirées de dictionnaires parémiologiques français et serbes : Montreynaud 2006 ; Maloux 2006 ; G. Cosson 2010 ; Караџић 1985 ; Вуковић 2004 ; Рајковић 1876.; U radu se kontrastivnim pristupom analiziraju francuske isrpske paremije se leksemama « soleil/sunce » i« lune/mesec » s ciljem da se pokažu sve sličnosti irazlike koje se javljaju na semantičkom i kulturološkomplanu. Polazeći od Klajberove teorije o semantičkimpoljima i Vježbickinog lingvokulturološkog modelaanalizirane paremije razvrstane su u dva potpolja: a)paremije koje se odnose na sunce (izlazak sunca, zalazak sunca, sunčeve boje, sunčeva svetlost) i b) paremije kojese odnose na mesec (prva lunarna faza, druga lunarna faza, treća lunarna faza, četvrta lunarna faza, mesečeve boje, mesečev dekor). Osim toga, naša analiza pokazuje da paremije, osim svog denotativnog, razvijaju i bogata konotativna značenja. Drugačije rečeno, metaforički se odnose na različite aspekte čovekovog života, na ljudske karakterne osobine, na ljudska psihička stanja, na čovekov položaj u društvu kao i na ljudske potomke. Geodiversity –i.e., the abiotic equivalent of biodiversity– has gained international recognition and usage for more than two decades in the field of geosciences. It now has the theoretical foundations and practical applications of a new paradigm underlying strategies of geoconservation. However, geodiversity has rarely been considered in the context of extraterrestrial environments despite the great geological and geomorphological diversities of celestial bodies revealed by planetary science missions for at least a mid-century. In this paper, we propose to introduce the term “exogeodiversity” to encompass the variety of geological, geomorphological, regolith and hydrological features on all extraterrestrial rocky bodies. Like its terrestrial counterpart, exogeodiversity is endowed with a range of societal values, including cultural, historic, artistic, aesthetic, functional, scientific and educational ones. Given the threats associated with the many projects of human exploration of planetary surfaces, an objective assessment of these values is more than ever required. In the absence of direct (in situ) observations with the notable exception of the Moon, the only (indirect) way for a valuation of exogeodiversity is provided by an analysis of the scientific and artistic representations whose historical trajectories are intimately cross-cut. Finally, we stress the potential of the images to promote exogeodiversity in the era of digital technologies, for instance by imagining new forms of virtual exogeotourism. La géodiversité est un concept désormais admis et reconnu au niveau international dans le domaine des géosciences. Il possède des fondements théoriques et des applications pratiques qui en font un nouveau paradigme sous-tendant l’élaboration des stratégies de conservation de la nature abiotique. Toutefois, la géodiversité a rarement été considérée dans le contexte des environnements extraterrestres, malgré l’exceptionnelle diversité géologique et géomorphologique des autres corps planétaires du système solaire, ainsi que l’ont révélé plusieurs décennies de missions d’exploration spatiale renvoyant des images et des données topographiques à haute résolution. Dans cet article, nous proposons d’introduire le terme d’» exogéodiversité » pour désigner la diversité géologique, géomorphologique, pédologique et hydrologique qui caractérise les corps solides extraterrestres. Comme pour la Terre, la géodiversité extraterrestre possède son propre lot de valeurs sociétales, notamment des valeurs culturelle, historique, artistique, esthétique, fonctionnelle, scientifique et éducative. Compte tenu des menaces qui pèsent sur cette géodiversité en lien avec les nombreux projets de colonisation spatiale qui fleurissent actuellement, une évaluation objective de ces valeurs est plus que jamais nécessaire. En l’absence d’observations directes (in situ) à l’exception notable de la Lune, l’analyse de l’imagerie scientifique et des représentations artistiques – dont les trajectoires historiques sont étroitement articulées – semble être la principale voie d’évaluation (indirecte) de cette géodiversité peu ou non accessible. Finalement, nous insistons sur le potentiel de l’image en général pour protéger et valoriser la géodiversité extraterrestre, notamment par l’usage des nouvelles technologies de l’information et de la communication, en imaginant par exemple de nouvelles formes de géotourisme virtuel sur les planètes riches en banques d’images.

It is admitted that the Moon used to have a magnetic field, generated by an internal dynamo. However, the mechanisms responsible for the dynamo and its preservation are still poorly known today. The lifetime of the magnetic field is also debated. My thesis was focused first on the magnetic characterization (natural magnetization and magnetic susceptibility) of a large part of the Apollo collection, with the study of 161 main masses of Apollo rocks. Control of the magnetic susceptibility by the lithology was confirmed, caused by the incorporation of meteoritic metal into the rock. In the second part, i used the ratio of the natural magnetization to the magnetic susceptibility to obtain an approximate indicator of paleointensity. Results of this ratio were coherent with the two major epochs determined in the lunar magnetic field (high field epoch before ~3.5 Ga and a weak field epoch after) and allowed me to select samples for detailed paleomagnetic analyses in another part of my thesis. Then, I studied in laboratory the natural magnetization of 25 Apollo samples and 2 lunar meteorites. Different methods were used to obtain 8 paleointensities values (between 1 and 47 μT) and 7 upper limits of paleointensity (between 10 and 30 μT), at different times of the magnetic field evolution. These data were coupled with radiometric ages to trace the evolution of the lunar surface field over time. These results corroborate the existence of a strong field epoch between 4 and 3.5 Ga and extend this epoch until ~3 Ga. Paleointensities of values > 1 μT obtained at 1 Ga and until 0.5 Ga indicates a very late interruption of the dynamo. On the other hand, weak paleointensities were obtained in the high field epoch, suggesting a value of average field lower than previously proposed in literature. This study allows to better constrain the temporal evolution of the lunar magnetic field., Il est établi que la Lune a eu par le passé un champ généré par une dynamo interne. Cependant, les mécanismes à l’origine et permettant le maintien de la dynamo sont encore mal connus. La durée de ce champ magnétique est encore débattue. Mon travail de thèse a consisté tout d’abord à une caractérisation magnétique (aimantation naturelle et susceptibilité magnétique) d’une grande partie de la collection Apollo avec l’étude des masses principales de 161 roches. Le contrôle de la susceptibilité magnétique par la lithologie via l’incorporation du métal météoritique a été confirmé. Le rapport aimantation naturelle sur susceptibilité a été utilisé comme indicateur grossier de la paléointensité. Ces résultats, cohérents avec les deux grandes époques du champ magnétique lunaire (époque de fort champ avant ~3.5 Ga et champ de quelques μT seulement ensuite), ont permis de faire une sélection d’échantillons pour des analyses paléomagnétiques détaillées en laboratoire qui ont constitué la seconde partie de mon travail. J’ai étudié en laboratoire l’aimantation naturelle de 25 échantillons Apollo et 2 météorites lunaires. Différentes techniques ont permis d’obtenir 8 valeurs de paléointensités (entre 1 et 47 μT) et 7 limites supérieures de paléointensités (entre 10 et 30 μT), pour des roches d’âge varié. Ces données ont été couplées aux âges radiométriques (existants et nouvellement acquis) pour retracer l’évolution du champ de surface lunaire au cours du temps. Les résultats corroborent l’existence d’une période de champ fort entre 4 et 3.5 Ga et prolonge cette période jusqu’à environ 3 Ga. β-skeletons, prominent members of the neighborhood graph family, have interesting geometric properties and various applications ranging from geographic networks to archeology. This paper focuses on computing the β-spectrum, a labeling of the edges of the Delaunay triangulation, DT ( V ) , which makes it possible to quickly find the lune-based β-skeleton of V for any query value β ? 1 , 2 ] . We consider planar n-point sets V with L p metric, 1 < p < ∞ . We present an O ( n log 2 ? n ) time sequential, and an O ( log 4 ? n ) time parallel, β-spectrum labeling. We also show a parallel algorithm, which for a given β ? 1 , 2 ] finds the lune-based β-skeleton in O ( log 2 ? n ) time. The parallel algorithms use O ( n ) processors in the CREW-PRAM model.

Background: In recent years, technical evolution in the field of minimally invasive thoracic surgery has allowed a progressive reduction of invasiveness of major lung resection. The uniportal technique aims to decrease surgical trauma to a minimum, while ensuring a correct oncological procedure. We describe our initial approach to uniportal video-assisted thoracoscopic surgery (VATS). Methods: A gradual approach to uniportal VATS was provided by means of specialized courses between 2016 and 2018. Dedicated instruments for uniportal VATS lobectomy (UVL) were made available in 2017. Uniportal VATS procedures between March 2017 and Lune 2018 were evaluated. Type of procedure, conversion rate to multiportal VATS or thoracotomy, post-operative complications and hospital stay were described. Results: We performed 52 procedures (49 minor resections, 1 thymectomy for thymic hyperplasia, 2 lobectomies). Conversion to multiportal VATS was required in 15 cases (14 wedge resections, and 1 thymectomy). No major complications occurred intra- and post-operatively. Median post-operative stay was 3 days for wedge resection (range, 2–5 days) and 6 and 7 days for lobectomies. Conclusions: Uniportal VATS proved to be a safe and feasible procedure even in the preliminary phase of learning. A structured approach, entailing intensive exposure in ultra-high-volume centers, specialized courses, employment of dedicated instrumentation may help surgeons overcoming initial difficulties.

82. Fiscal Decentralisation: The Swiss Case

Switzerland provides a potential laboratory for testing various hypotheses connected with tax competition because of its extremely decentralized fiscal system. Twenty-six cantons (some of them extremely small) have retained the ultimate power of deciding tax questions, and hence not only to limit the Federal level of the State to about 1/3 of total public expenditure, but also to retain absolute power to set their own levels of taxation. Furthermore, citizens can launch referenda on tax issues at any level of government.Fiscal competition between cantons should therefore be easy to spot, resulting in lower tax cantons enjoying higher economic growth (the classical hypothesis), or in a race to the bottom with lower tax cantons offering a lower level of public services (the harmful competition hypothesis). In fact, neither of these hypotheses is confirmed. This leads the author to suggest a third hypothesis based on public choice theory (politicians in high-income cantons are led to raise high taxes). The author suggests that the classical and the public choice hypotheses cancel each other out, leaving a mixed picture. The article ends with some reflexions on the implications of the Swiss experience for fiscal harmonization at a European level.La Suisse offre un véritable laboratoire pour tester plusieurs hypothèses de concurrence fiscale en raison de son système fiscal extrêmement décentralisé. Vingt six cantons (dont quelques uns très petits) ont conservé le pouvoir suprême de décider les questions fiscales et, donc, non seulement de limiter le niveau fédéral de lEtat à 1/3 des dépenses publiques totales, mais aussi de conserver le pouvoir absolu pour fixer leurs propres niveaux de taxation. De plus, les habitants peuvent lancer des référendums en matière fiscale à tout niveau du gouvernement.La concurrence fiscale entre les cantons devrait être par conséquent plus facile à repérer, les cantons les moins imposés ayant une croissance économique supérieure (hypothèse classique), ou en un << nivellement par le bas >> face aux cantons les moins imposés offrant un niveau inférieur de services publics (hypothèse de concurrence néfaste). En fait, aucune de ces hypothèses nest confirmée. Cela conduit lauteur à suggérer une troisième hypothèse basée sur la théorie des décisions publiques (les politiciens des cantons à revenus élevés sont conduits à lever des impôts élevés). Lauteur suggère que les hypothèses classiques et celles des décisions publiques se neutralisent lune lautre, laissant place à un modèle mixte. The period of the industrial revolution was a challenging time for British ports as escalations in trade demanded improvements to infrastructures and access to the ports. Programmes to clear and mark access channels and provide quays with warehousing and wet docks for safe berthing were commonplace. Lancaster on the River Lune, some five miles from the sea, was one of the many ports that sought to make these improvements under the direction of a Port Commission which was established by an Act of Parliament in 1749. The article reports on the improvements that were introduced to navigation on the river using the surviving records of the Port Commission as the principal source with a special focus on the introduction of powered dredging in the mid nineteenth century. The scope includes a review of the early development work on steam powered dredges, the circumstances that led to the purchase and use of a machine on the Lune and the work undertaken to improve the navigation.

After surveying the sporadic production of French-language sf films in Quebec since 1970, this essay examines three significant projects. Dans une galaxie pres de chez vous (Desrosiers Canada 2004) successfully couples regional humour with parody, targeting internationally known sf television franchises such as Star Trek . Two ‘straight’ films stewarded by auteur director Robert Lepage directly address the central tropes of sf: La Face cachee de la lune (Lepage Canada 2003) and Mars et Avril (Villeneuve Canada 2012). The analysis describes how these films continue to express a local, ‘Quebecois’ sense of cultural identity while reaching out to a more universal audience.

A analise realizada mostra como o compositor nao somente utiliza as resolucoes excepcionais de dominantes, tao caracteristicas do Romantismo, mas tambem cria outro encadeamento de acordes que gera expectativas semelhantes as de um cadenciamento dominantes-tonica tradicional, gracas a manipulacao que ele faz da repeticao e da expectativa na referida peca. Repetition and expectation as determining factors in the construction of musical coherence Abstract: The concepts of repetition and expectation are approached in this article as foun- dations for the harmonic analysis of excerpts from a representative work of Debussy’s Romantic period: Clair de Lune . Elles sont en outre relativement tardives, datant surtout de la période postclassique, et probablement liées à une influence de la culture nahuatl sur la maya.

International audience; In the XVIth century, when the Spaniards arrived in the territory of present-day Mexico, they ran in civilizations with deep astronomical knowledge and complex systems of time-reckoning. Presently, much knowledge that was proper to the elites disappear. In the case of the Mixtec farmers of the State of Oaxaca, they observe in the sky what indicates time, weather and seasonal changes, which are useful for agriculture, using the sun, the moon, Venus and the Pleyades. For long-term weather forecasting, the European system of the “twelve days” replaced ancient divinatory calendars. The Mixtecs retain myths and representations, that are typical of the Mesoamerican cultural area and link the cycle of the sun and the moon with the life cycle of humans, animals and plants and the storm with a mythical being, the Feathered Serpent, which was associated to Venus in the Prehispanic times.; En el siglo XVI, al llegar en el territorio del actual México, los españoles encontraron civilizaciones con altos conocimientos astronómicos y sistemas complejos de computo del tiempo. Actualmente, muchos de los conocimientos que eran propios de unas élites desaparecieron. En el caso de los campesinos mixtecos de Oaxaca, vemos que observan en el cielo lo que indica tiempo, cambios estacionales y meteorología, útiles para la agricultura. El sol, la luna, Venus y las Pléyades son los astros que les dan esas indicaciones. Para la previsión meteorológica a largo plazo, la práctica europea de las cabañuelas se ha substituto a los calendarios adivinatorios antiguos. In 1865, the French science fiction writer Jules Verne produced a new publication in his ‘voyages extraordinaires’ series of adventure tales.1 This one was called De la terre a la lune (From the Earth to the Moon) and featured a gun 900 ft long that shot a capsule containing three intrepid travellers on their journey.2 Five years later, he produced a sequel Autour de la lune (Trip Around the Moon) giving their adventures once they had reached their target. Needless to say, despite the aura of scientific calculation, the gun required would have needed to be impossibly large. It wasn’t practicable.

A 15.2-ha Roman marching camp has been identified at the northern end of the Lune gorge where the Roman road northwards from Ribchester emerges into the Eden valley and the Cumbrian plain. The road runs here on an alignment that has not been determined before. The camp lies astride the road and faced east. The remains of the camp and the road are described and discussed.

A @b-skeleton is a proximity graphs with node neighbourhood defined by continuous-valued parameter @b. Two nodes in a @b-skeleton are connected by an edge if their lune-based neighbourhood contains no other nodes. With increase of @b some edges a skeleton are disappear. We study how a number of edges in @b-skeleton depends on @b. We speculate how this dependence can be used to discriminate between random and non-random planar sets. We also analyse stability of @b-skeletons and their sensitivity to perturbations.

Moon and Mars have been the important targets for deep space missions. The studies in this thesis include two parts. The first part is concerning Chang’e-1 Interference Imaging Spectrometer (IIM) data preprocessing and global lunar FeO inversion. In order to better preprocess the IIM data, a new method using spectral angle and Euclidean distance for removing bad pixels has been proposed. A new in-flight calibration has been conducted. And cross calibration of IIM data by using the telescopic data is improved. The processed IIM data have also been used to inverse lunar FeO abundance. The IIM-derived FeO is comparable to Clementine FeO results, and can be an alternative dataset for Moon studies. The second part is concerning parameterizing rocket dust storms and daytime slope winds in LMD (Laboratoire de Météorologie Dynamique) Mars GCM (Global Climate Model) to reproduce the detached dust layers (DDLs) observed by Mars Climate Sounder (MCS) on Mars. The simulations by the GCM including rocket dust storm parameterization show that, during the Martian dusty seasons, the rocket dust storms are the key factors to explain the observed DDLs. The formation and evolution of GCM simulated DDLs are in agreement with those of MCS observation. Meanwhile, the simulation also suggests that the large variation of the DDLs’ altitudes in dusty season are contributed by the deep convection induced by rocket dust storms. The simulations by the GCM including daytime slope winds parameterization show that with the help of daytime slope winds, the GCM can reproduce the detached dust layers in Martian clear seasons, which cannot be simulated by the rocket dust storm process.; Les travaux menés dans cette thèse se partagent entre la Lune et Mars, cibles privilégiées pour les missions d'exploration spatiales. La première partie porte sur l'instrument Interference Imaging Spectrometer (IIM) qui était à bord du satellite lunaire chinois Chang’e-1. Une méthode inédite utilisant l'angle spectrale et le concept de distance Euclidienne, et visant à supprimer les mauvais pixels de IIM, est proposée. Une nouvelle procédure de calibration est utilisée, et l'inter-étalonnage des données IIM avec des données télescopiques est amélioré. Ce nouveau jeu de données permet, après inversion, d'estimer l'abondance de FeO dans le sol lunaire. Les valeurs trouvées sont comparables aux observations du satellite américain Clementine et fournissent une nouvelle référence pour les études lunaires à venir. La seconde partie est consacrée à la modélisation du phénomène de tempêtes de poussière-fusée ("rocket dust storms") générées par des mouvements convectifs meso-echelle liés au chauffage solaire des poussières. L'objectif est de reproduire numériquement les couches de poussières détachées découvertes par l'instrument Mars Climate Sounder (NASA) dans le Modèle de Climat Global (GCM) du LMD. Les simulations montrent que, durant la saison des tempêtes de poussières (printemps et été austral), ce phénomène permet d'expliquer les couches détachées, et de reproduire les observations. Cependant, durant l'autre partie de l'année où il y a très peu de tempêtes de poussières, il semble nécessaire d'inclure dans le GCM un autre processus impliquant les vents de pente, capable de réinjecter les poussières en altitude pour maintenir les couches détachées.

Meteoroids, coming from small bodies of the solar system, produce luminous phenomena (impact flashes) when they strike the lunar surface. These transient light events are observable from the ground using medium-sized telescopes (typically> 200 mm in diameter) by using high-speed CCD cameras. In this thesis, we describe the instrumental configuration, observation and analysis procedure that was implemented at the Oukaimden Observatory for regular observation of lunar flashes. The first lunar impacts observed and confirmed from an observatory located in Africa and the Arab world are analyzed in this manuscript. We discuss the characteristics of five flashes and the physical parameters attributed to the associated impactors. We present an initial estimate of the impact flux from this first phase of monitoring lunar impacts from our observatories. We also present the development and testing of a strategy to accurately determine the coordinates of impacts observed from Earth. This precision of seleno-localization can be used for future seismological missions that will use meteoroid impacts to explore the lunar interior.; Les météoroïdes, issus de petits corps du système solaire produisent des phénomènes lumineux (flashs d'impact) lorsqu'ils percutent le sol de la Lune. Ces événements lumineux transitoires sont observables depuis le sol en utilisant des télescopes de taille moyenne (typiquement > 200 mm de diamètre) à l'aide des caméras CCD rapides de haute sensibilité. Dans cette thèse, nous décrivons la configuration instrumentale, la procédure d'observation et d'analyse qui a été implémentée à l'Observatoire Universitaire de l'Oukaimden pour l'observation régulière des flashs lunaires. Les premiers impacts lunaires observés et confirmés depuis un observatoire situé en Afrique et dans le monde arabe sont analysés dans ce manuscrit. Nous discutons les caractéristiques de cinq flashs et les paramètres physiques attribués aux impacteurs associés. Nous présentons une première estimation du flux d'impact à l'issue de cette phase de surveillance des impacts lunaires depuis nos observatoires. Nous présentons également le développement et le test d'une stratégie pour déterminer avec précision les coordonnées des impacts observés depuis la Terre. Cette précision de séléno-localisation pourra être utilisée au profit de futures missions sismologiques qui utiliseront les impacts météoritiques pour explorer l'intérieur lunaire.

Meteoroids, coming from small bodies of the solar system, produce luminous phenomena (impact flashes) when they strike the lunar surface. These transient light events are observable from the ground using medium-sized telescopes (typically> 200 mm in diameter) by using high-speed CCD cameras. In this thesis, we describe the instrumental configuration, observation and analysis procedure that was implemented at the Oukaimden Observatory for regular observation of lunar flashes. The first lunar impacts observed and confirmed from an observatory located in Africa and the Arab world are analyzed in this manuscript. We discuss the characteristics of five flashes and the physical parameters attributed to the associated impactors. We present an initial estimate of the impact flux from this first phase of monitoring lunar impacts from our observatories. We also present the development and testing of a strategy to accurately determine the coordinates of impacts observed from Earth. This precision of seleno-localization can be used for future seismological missions that will use meteoroid impacts to explore the lunar interior.; Les météoroïdes, issus de petits corps du système solaire produisent des phénomènes lumineux (flashs d'impact) lorsqu'ils percutent le sol de la Lune. Ces événements lumineux transitoires sont observables depuis le sol en utilisant des télescopes de taille moyenne (typiquement > 200 mm de diamètre) à l'aide des caméras CCD rapides de haute sensibilité. Dans cette thèse, nous décrivons la configuration instrumentale, la procédure d'observation et d'analyse qui a été implémentée à l'Observatoire Universitaire de l'Oukaimden pour l'observation régulière des flashs lunaires. Les premiers impacts lunaires observés et confirmés depuis un observatoire situé en Afrique et dans le monde arabe sont analysés dans ce manuscrit. Nous discutons les caractéristiques de cinq flashs et les paramètres physiques attribués aux impacteurs associés. Nous présentons une première estimation du flux d'impact à l'issue de cette phase de surveillance des impacts lunaires depuis nos observatoires. Nous présentons également le développement et le test d'une stratégie pour déterminer avec précision les coordonnées des impacts observés depuis la Terre. Cette précision de séléno-localisation pourra être utilisée au profit de futures missions sismologiques qui utiliseront les impacts météoritiques pour explorer l'intérieur lunaire.

The aim of this paper is to present some properties of reduced spherical convex bodies on the two-dimensional sphere $S^2$. The intersection of two different non-opposite hemispheres is called a lune. By its thickness we mean the distance of the centers of the two semicircles bounding it. The thickness $\Delta (C)$ of $C$ is the minimum thickness of a lune containing $C$. We say that a spherical convex body $R$ is reduced if $\Delta (Z) < \Delta (R)$ for every spherical convex body $Z \subset R$ different from $R$. Our main theorem permits to describe the shape of reduced bodies of thickness below $\frac{\pi}{2}$. It implies a number of corollaries. In particular, we estimate the diameter of reduced spherical bodies in terms of their thickness. Reduced bodies of thickness at least $\frac{\pi}{2}$ have constant width. Spherical convex bodies of constant width below $\frac{\pi}{2}$ are strictly convex.
